    The Open Science Grid (OSG) offers access to around hundred Compute elements (CE) and storage elements (SE) via standard Grid interfaces. The Resource Selection Service (ReSS) is a push-based workload management system that is integrated with the OSG information systems and resources. ReSS integrates standard Grid tools such as Condor, as a brokering service and the gLite CEMon, for gathering and publishing resource information in GLUE Schema format. ReSS is used in OSG by Virtual Organizations (VO) such as Dark Energy Survey (DES), DZero and Engagement VO. ReSS is also used as a Resource Selection Service for Campus Grids, such as FermiGrid. VOs use ReSS to automate the resource selection in their workload management system to run jobs over the grid. In the past year, the system has been enhanced to enable publication and selection of storage resources and of any special software or software libraries (like MPI libraries) installed at computing resources. In this paper, we discuss the Resource Selection Service, its typical usage on the two scales of a National Cyber Infrastructure Grid, such as OSG, and of a campus Grid, such as FermiGrid.

    This final report describes the accomplishments in the ISOGA (Integrated Services Optical Grid Architecture) project. ISOGA enables efficient deployment of existing and emerging collaborative grid applications with increasingly diverse multimedia communication requirements over a wide-area multi-domain optical network grid; and enables collaborative scientists with fast retrieval and seamless browsing of distributed scientific multimedia datasets over a wide-area optical network grid. The project focuses on research and development in the following areas: the polymorphic optical network control planes to enable multiple switching and communication services simultaneously; the intelligent optical grid user-network interface to enable user-centric network control and monitoring; and the seamless optical grid dataset browsing interface to enable fast retrieval of local/remote dataset for visualization and manipulation.

    Disclosed herein are representative embodiments of methods, apparatus, and systems for charging and discharging an energy storage device connected to an electrical power distribution system. In one exemplary embodiment, a controller monitors electrical characteristics of an electrical power distribution system and provides an output to a bi-directional charger causing the charger to charge or discharge an energy storage device (e.g., a battery in a plug-in hybrid electric vehicle (PHEV)). The controller can help stabilize the electrical power distribution system by increasing the charging rate when there is excess power in the electrical power distribution system (e.g., when the frequency of an AC power grid exceeds an average value), or by discharging power from the energy storage device to stabilize the grid when there is a shortage of power in the electrical power distribution system (e.g., when the frequency of an AC power grid is below an average value).

The promise of autonomous, Grid Friendly response by smart appliances in the form of under-frequency load shedding was demonstrated in the GridWise Olympic Peninsula Demonstration in 2006. Each controller monitored the power grid voltage signal and requested that electrical load be shed by its appliance whenever electric power-grid frequency fell below 59.95 Hz. The controllers and their appliances responded reliably to each shallow under-frequency event, which was an average of one event per day and shed their loads for the durations of these events. Another objective of this project was to perform extensive simulation studies to investigate the impact of a population of Grid Friendly Appliances (GFAs) on the bulk power system frequency stability. The GFAs considered in this report are represented as demonstration units with water heaters individually modeled.

    Proceedings of an expert workshop convened by the U.S. Department of Energy and Industry Canada, and hosted by the National Renewable Energy Laboratory and the California Air Resources Board, May 14-15, 2014, in Sacramento, California, to address the topic of hydrogen energy storage (HES). HES systems provide multiple opportunities to increase the resilience and improve the economics of energy sup supply systems underlying the electric grid, gas pipeline systems, and transportation fuels. This is especially the case when considering particular social goals and market drivers, such as reducing carbon emissions, increasing reliability of supply, and reducing consumption of conventional petroleum fuels. This report compiles feedback collected during the workshop, which focused on policy and regulatory issues related to HES systems. Report sections include an introduction to HES pathways, market demand, and the "smart gas" concept; an overview of the workshop structure; and summary results from panel presentations and breakout groups.

    The Open Science Grid offers access to hundreds of computing and storage resources via standard Grid interfaces. Before the deployment of an automated resource selection system, users had to submit jobs directly to these resources. They would manually select a resource and specify all relevant attributes in the job description prior to submitting the job. The necessity of a human intervention in resource selection and attribute specification hinders automated job management components from accessing OSG resources and it is inconvenient for the users. The Resource Selection Service (ReSS) project addresses these shortcomings. The system integrates condor technology, for the core match making service, with the gLite CEMon component, for gathering and publishing resource information in the Glue Schema format. Each one of these components communicates over secure protocols via web services interfaces. The system is currently used in production on OSG by the DZero Experiment, the Engagement Virtual Organization, and the Dark Energy. It is also the resource selection service for the Fermilab Campus Grid, FermiGrid. ReSS is considered a lightweight solution to push-based workload management. This paper describes the architecture, performance, and typical usage of the system.

    Plug-in hybrid electric vehicles (PHEVs) and electric vehicles (EVs) are expected to gain significant market share over the next decade. The economic viability for such vehicles is contingent upon the availability of cost-effective batteries with high power and energy density. For initial commercial success, government subsidies will be highly instrumental in allowing PHEVs to gain a foothold. However, in the long-term, for electric vehicles to be commercially viable, the economics have to be self-sustaining. Towards the end of battery life in the vehicle, the energy capacity left in the battery is not sufficient to provide the designed range for the vehicle. Typically, the automotive manufacturers indicated the need for battery replacement when the remaining energy capacity reaches 70-80%. There is still sufficient power (kW) and energy capacity (kWh) left in the battery to support various grid ancillary services such as balancing, spinning reserve, load following services. As renewable energy penetration increases, the need for such balancing services is expected to increase. This work explores optimality for the replacement of transportation batteries to be subsequently used for grid services. This analysis maximizes the value of an electric vehicle battery to be used as a transportation battery (in its first life) and then as a resource for providing grid services (in its second life). The results are presented across a range of key parameters, such as depth of discharge (DOD), number of batteries used over the life of the vehicle, battery life in vehicle, battery state of health (SOH) at end of life in vehicle and ancillary services rate. The results provide valuable insights for the automotive industry into maximizing the utility and the value of the vehicle batteries in an effort to either reduce the selling price of EVs and PHEVs or maximize the profitability of the emerging electrification of transportation.

    The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The project team includes Maui Electric Company, Ltd. (MECO), Hawaiian Electric Company, Inc. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The application of these new technologies and procedures will increase MECO’s visibility into system conditions, with the expected benefits of enabling more renewable energy resources to be integrated into the grid, improving service quality, increasing overall reliability of the power system, and ultimately reducing costs to both MECO and its customers.

    The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings.     This NREL Hydrogen and Fuel Cell Technical Highlight describes how NREL operated both commercially available low-temperature electrolyzer technologies (PEM and alkaline) to evaluate their response to commands to increase and decrease stack power that shorten frequency disturbances on an alternating current (AC) mini-grid. Results show that both the PEM and alkaline electrolyzers are capable of adding or removing stack power to provide sub-second response that reduced the duration of frequency disturbances.

    Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth.     The Accelerated Strategic Computing Initiative (ASCI) computational grid is being constructed to interconnect the high performance computing resources of the nuclear weapons complex. The grid will simplify access to the diverse computing, storage, network, and visualization resources, and will enable the coordinated use of shared resources regardless of location. To match existing hardware platforms, required security services, and current simulation practices, the Globus MetaComputing Toolkit was selected to provide core grid services. The ASCI grid extends Globus functionality by operating as an independent grid, incorporating Kerberos-based security, interfacing to Sandia's Cplant{trademark},and extending job monitoring services. To fully meet ASCI's needs, the architecture layers distributed work management and criteria-driven resource selection services on top of Globus. These services simplify the grid interface by allowing users to simply request ''run code X anywhere''. This paper describes the initial design and prototype of the ASCI grid.

    Highly efficient direct current (DC) appliances have the potential to dramatically increase the affordability of off-grid solar power systems used for rural electrification in developing countries by reducing the size of the systems required. For example, the combined power requirement of a highly efficient color TV, four DC light emitting diode (LED) lamps, a mobile phone charger, and a radio is approximately 18 watts and can be supported by a small solar power system (at 27 watts peak, Wp). Price declines and efficiency advances in LED technology are already enabling rapidly increased use of small off-grid lighting systems in Africa and Asia. Similar progress is also possible for larger household-scale solar home systems that power appliances such as lights, TVs, fans, radios, and mobile phones. When super-efficient appliances are used, the total cost of solar home systems and their associated appliances can be reduced by as much as 50%. The results vary according to the appliances used with the system. These findings have critical relevance for efforts to provide modern energy services to the 1.2 billion people worldwide without access to the electrical grid and one billion more with unreliable access. However, policy and market support are needed to realize rapid adoption of super-efficient appliances.

    GENI Project: Cornell University is creating a new software platform for grid operators called GridControl that will utilize cloud computing to more efficiently control the grid. In a cloud computing system, there are minimal hardware and software demands on users. The user can tap into a network of computers that is housed elsewhere (the cloud) and the network runs computer applications for the user. The user only needs interface software to access all of the cloud’s data resources, which can be as simple as a web browser. Cloud computing can reduce costs, facilitate innovation through sharing, empower users, and improve the overall reliability of a dispersed system. Cornell’s GridControl will focus on 4 elements: delivering the state of the grid to users quickly and reliably; building networked, scalable grid-control software; tailoring services to emerging smart grid uses; and simulating smart grid behavior under various conditions.

    This report describes the discipline of grid architecture and shows how it has been adapted from the combination of system architecture, network theory, and control engineering to apply to the issues of grid modernization. It shows how grid architecture aids in managing complexity, supports stakeholder communication about the grid, supplies methods to identify gaps and constraints, and provides the ability to compare architectural choices analytically. This approach views the grid as a network of structures, including electrical structure, industry, regulatory, and market structure, information systems and communications, and control and coordination structures and provides the means to understand and plan their interactions. The report then provides architectural views of the existing US power grid structures, with regional and other specializations. It illustrates how organized central wholesale markets are integrated with bulk system control, how distribution level changes related to penetration of Distributed Energy Resources impact both distribution and bulk systems operations, and how certain existing grid structures limit the ability to implement forward-looking changes to the grid. Finally the report provides selected forward looking architectural views for advanced distribution, integrated storage, and wide scale coordination via layered decomposition. The report contains a number of explicitly labeled architectural insights to aid in managing the complexity of grid modernization.

    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    We present the International Lattice Data Grid (ILDG), a loosely federated grid-of-grids for sharing data from Lattice Quantum Chromodynamics (LQCD) simulations. The ILDG comprises of metadata, file-format and web-service standards, which can be used to wrap regional data-grid interfaces, allowing seamless access to catalogues and data in a diverse set of collaborating regional grids. We discuss the technological underpinnings of the ILDG, primarily the metadata and the middleware, and offer a critique of its various aspects with the hindsight of the design work and the two years of production.

  7. Earth resistivity measurement near substation ground grids

    Proper substation grounding grid design requires good, accurate soil resistivity measurements. This data is essential to model the substation ground grid to design a safe ground grid with a satisfactory ground grid resistance at minimum cost. For substations with several decades of service, there is some concern that a grid may have deteriorated, been damaged during equipment installation or excavation, or that initial soil resistivity measurements were lost or may not have been correctly performed. Ground grid conductors change the substation surface voltage distribution. Any voltage measurements taken at the complete substation will also vary from the tests made without conductors present. During testing, current was injected in the soil by probes placed near the ground grid. The current tends to follow the ground grid conductors since copper is a far better conductor than the soil it is placed in. Resistance readings near grids will be lower than readings in undisturbed soil. Since computer models were unavailable for many years, analyzing the effect of the grid conductors on soil resistivity measurements was very difficult. As a result, soil resistivity measurements made close to substations were of little use to the engineer unless some means of correcting the measured values could be developed. This paper will present results of soil resistivity measurements near a substation ground grid before and after a ground grid has been installed and describes a means of calculating the undisturbed soil model.

    The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energy’s Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

    The present invention provides a method of grid generation that uses the geometry of the problem space and the governing relations to generate a grid. The method can generate a grid with minimized discretization errors, and with minimal user interaction. The method of the present invention comprises assigning grid cell locations so that, when the governing relations are discretized using the grid, at least some of the discretization errors are substantially zero. Conventional grid generation is driven by the problem space geometry; grid generation according to the present invention is driven by problem space geometry and by governing relations. The present invention accordingly can provide two significant benefits: more efficient and accurate modeling since discretization errors are minimized, and reduced cost grid generation since less human interaction is required.

    One of the most successful working examples of virtual organizations, computational grids need authentication mechanisms that inter-operate across domain boundaries. Public Key Infrastructures(PKIs) provide sufficient flexibility to allow resource managers to securely grant access to their systems in such distributed environments. However, as PKIs grow and services are added to enhance both security and usability, users and applications must struggle to discover available resources-particularly when the Certification Authority (CA) is alien to the relying party. This article presents how to overcome these limitations of the current grid authentication model by integrating the PKI Resource Query Protocol (PRQP) into the Grid Security Infrastructure (GSI).

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of

    Predictions for the transverse single spin asymmetry (SSA), A{sub N}, are given for the inclusive processes lp{sup {up_arrow}{yields}h}X and lp{sup {up_arrow}{yields}j}et+X, which could be measured in operating or future experiments. These estimates are based on the Sivers distributions and the Collins fragmentation functions which fit the azimuthal asymmetries measured in semi-inclusive deep inelastic scattering (SIDIS) processes (lp{sup {up_arrow}{yields}l'}hX). The factorization in terms of transverse momentum dependent distribution and fragmentation functions (TMD factorization)--which supplies the theoretical framework in which SIDIS azimuthal asymmetries are analyzed--is assumed to hold also for the lp{yields}hX inclusive process at large P{sub T}. A measurement of A{sub N} would then provide a direct test of the validity of the TMD factorization in this case and would have important consequences for the study and understanding of SSAs in pp{sup {up_arrow}{yields}h}X processes.

    Electricity storage can provide multiple benefits to the grid, including the ability to levelize load, provide ancillary services, and provide firm capacity. Historically, it has been difficult to compare the value of electricity storage to alternative generation resources using simplified metrics, such as levelized cost of energy. To properly value energy storage requires detailed time-series simulations using software tools that can co-optimize multiple services provided by different storage technologies. This analysis uses a commercial grid simulation tool to examine the potential value of different general classes of storage devices when providing both energy and ancillary services.

    NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

    The greenhouse gas (GHG) emissions from fuel-based lighting are substantial given the paltry levels of lighting service provided to users, leading to a great opportunity for GHG mitigation byencouraging the switch from fuel-based to rechargeable LED lighting. However, as with most new energy technology, switching to efficient lighting requires an up-front investment of energy(and GHGs) embedded in the manufacture of replacement components. We studied a population of off-grid lighting users in 2008-2009 in Kenya who were given the opportunity to adopt LEDlighting. Based on their use patterns with the LED lights and the levels of kerosene offset we observed, we found that the embodied energy of the LED lamp was"paid for" in only one month for grid charged products and two months for solar charged products. Furthermore, the energyreturn-on investment-ratio (energy produced or offset over the product's service life divided by energy embedded) for off-grid LED lighting ranges from 12 to 24, which is on par with on-gridsolar and large-scale wind energy. We also found that the energy embodied in the manufacture of a typical hurricane lantern is about one-half to one-sixth of that embodied in the particular LEDlights that we evaluated, indicating that the energy payback time would be moderately faster if LEDs ultimately displace the production of kerosene lanterns. As LED products improve, weanticipate longer service lives and more successful displacement of kerosene lighting, both of which will speed the already rapid recovery of embodied energy in these products. Our studyprovides a detailed appendix with embodied energy values for a variety of components used to construct off-grid LED lighting, which can be used to analyze other products.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies.     Real-time situational awareness tools are of critical importance to power system operators, especially during emergencies. The availability of electric power has become a linchpin of most post disaster response efforts as it is the primary dependency for public and private sector services, as well as individuals. Knowledge of the scope and extent of facilities impacted, as well as the duration of their dependence on backup power, enables emergency response officials to plan for contingencies and provide better overall response. Based on real-time data acquired by Frequency Disturbance Recorders (FDRs) deployed in the North American power grid, a real-time detection method is proposed. This method monitors critical electrical loads and detects the transition of these loads from an on-grid state, where the loads are fed by the power grid to an off-grid state, where the loads are fed by an Uninterrupted Power Supply (UPS) or a backup generation system. The details of the proposed detection algorithm are presented, and some case studies and off-grid detection scenarios are also provided to verify the effectiveness and robustness. Meanwhile, the algorithm has already been implemented based on the Grid Solutions Framework (GSF) and has effectively detected several off-grid situations.

    The Open Science Grid (OSG) provides a distributed facility where the Consortium members provide guaranteed and opportunistic access to shared computing and storage resources. OSG provides support for and evolution of the infrastructure through activities that cover operations, security, software, troubleshooting, addition of new capabilities, and support for existing and engagement with new communities. The OSG SciDAC-2 project provides specific activities to manage and evolve the distributed infrastructure and support its use. The innovative aspects of the project are the maintenance and performance of a collaborative (shared & common) petascale national facility over tens of autonomous computing sites, for many hundreds of users, transferring terabytes of data a day, executing tens of thousands of jobs a day, and providing robust and usable resources for scientific groups of all types and sizes.     The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG.     A grid integration study is an analytical framework used to evaluate a power system with high penetration levels of variable renewable energy (VRE). A grid integration study simulates the operation of the power system under different VRE scenarios, identifying reliability constraints and evaluating the cost of actions to alleviate those constraints. These VRE scenarios establish where, how much, and over what timeframe to build generation and transmission capacity, ideally capturing the spatial diversity benefits of wind and solar resources. The results help build confidence among policymakers, system operators, and investors to move forward with plans to increase the amount of VRE on the grid.

    The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    The emergence of high speed wide area networks makes grid computinga reality. However grid applications that need reliable data transfer still have difficulties to achieve optimal TCP performance due to network tuning of TCP window size to improve bandwidth and to reduce latency on a high speed wide area network. This paper presents a Java package called JPARSS (Java Parallel Secure Stream (Socket)) that divides data into partitions that are sent over several parallel Java streams simultaneously and allows Java or Web applications to achieve optimal TCP performance in a grid environment without the necessity of tuning TCP window size. This package enables single sign-on, certificate delegation and secure or plain-text data transfer using several security components based on X.509 certificate and SSL. Several experiments will be presented to show that using Java parallelstreams is more effective than tuning TCP window size. In addition a simple architecture using Web services

    An analysis of the experimental results and post-test calculations using RELAP5/MOD2 carried out for OECD-LOFT small break experiment LP-SB-3 are presented. Experiment LP-SB-3 was conducted on March 5, 1984 in Loss-of-Fluid Test (LOFT) facility located at the Idaho National Engineering Laboratory (INEL). The experiment simulated a small cold leg break, with concurrent loss of high pressure injection system, and cooldown and recovery by feed and bleed of the steam generator secondary side and accumulator injection, respectively. The analysis was under taken as a part of a program at EIR aimed at developing experience in using the latest generation of best estimate Loss of Coolant Accident (LOCA) analysis computer codes, and to improve understanding of Small Break LOCA transients and as well as a part of a program aimed at assessing the RELAP5/MOD2 code. The latest available version (Cycle 33 to 36.1) of the code was used. The particular test selected for the analysis included several phenomena potentially relevant to any PWR plant operation in Switzerland. This report documents a short post-test analysis of the experiment emphasizing the results of additional analysis performed during the course of this task. RELAP5/MOD2 input model and results of the post-test calculation are documented. Included in the report are the results of a sensitivity analysis which show the predicted thermal-hydraulic response to a different input model. 7 refs., 55 figs., 2 tabs.

    The report summarizes research to Quantify the Value of Hydropower in the Electric Grid. This 3-year DOE study focused on defining value of hydropower assets in a changing electric grid. Methods are described for valuation and planning of pumped storage and conventional hydropower. The project team conducted plant case studies, electric system modeling, market analysis, cost data gathering, and evaluations of operating strategies and constraints. Five other reports detailing these research results are available a project website, www.epri.com/hydrogrid. With increasing deployment of wind and solar renewable generation, many owners, operators, and developers of hydropower have recognized the opportunity to provide more flexibility and ancillary services to the electric grid. To quantify value of services, this study focused on the Western Electric Coordinating Council region. A security-constrained, unit commitment and economic dispatch model was used to quantify the role of hydropower for several future energy scenarios up to 2020. This hourly production simulation considered transmission requirements to deliver energy, including future expansion plans. Both energy and ancillary service values were considered. Addressing specifically the quantification of pumped storage value, no single value stream dominated predicted plant contributions in various energy futures. Modeling confirmed that service value depends greatly on location and on competition with other available grid support resources. In this summary, ten different value streams related to hydropower are described. These fell into three categories; operational improvements, new technologies, and electricity market opportunities. Of these ten, the study was able to quantify a monetary value in six by applying both present day and future scenarios for operating the electric grid.     This paper describes technical challenges in supporting large-scale real-time data analysis for future power grid systems and discusses various design options to address these challenges. Even though the existing U.S. power grid has served the nation remarkably well over the last 120 years, big changes are in the horizon. The widespread deployment of renewable generation, smart grid controls, energy storage, plug-in hybrids, and new conducting materials will require fundamental changes in the operational concepts and principal components. The whole system becomes highly dynamic and needs constant adjustments based on real time data. Even though millions of sensors such as phase measurement units (PMUs) and smart meters are being widely deployed, a data layer that can support this amount of data in real time is needed. Unlike the data fabric in cloud services, the data layer for smart grids must address some unique challenges. This layer must be scalable to support millions of sensors and a large number of diverse applications and still provide real time guarantees. Moreover, the system needs to be highly reliable and highly secure because the power grid is a critical piece of infrastructure. No existing systems can satisfy all the requirements at the same time. We examine various design options. In particular, we explore the special characteristics of power grid data to meet both scalability and quality of service requirements. Our initial prototype can improve performance by orders of magnitude over existing general-purpose systems. The prototype was demonstrated with several use cases from PNNL’s FPGI and was shown to be able to integrate huge amount of data from a large number of sensors and a diverse set of applications.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users’ needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 – August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities.     The Open Science Grid (OSG) provides a distributed facility where the Consortium members provide guaranteed and opportunistic access to shared computing and storage resources. The OSG project[1] is funded by the National Science Foundation and the Department of Energy Scientific Discovery through Advanced Computing program. The OSG project provides specific activities for the operation and evolution of the common infrastructure. The US ATLAS and US CMS collaborations contribute to and depend on OSG as the US infrastructure contributing to the World Wide LHC Computing Grid on which the LHC experiments distribute and analyze their data. Other stakeholders include the STAR RHIC experiment, the Laser Interferometer Gravitational-Wave Observatory (LIGO), the Dark Energy Survey (DES) and several Fermilab Tevatron experiments- CDF, D0, MiniBoone etc. The OSG implementation architecture brings a pragmatic approach to enabling vertically integrated community specific distributed systems over a common horizontal set of shared resources and services.     This project has led to the development of a real-time simulation platform for electric power grids called Grid Simulator or GridSim for simulating the dynamic and information network interactions of large- scale power systems. The platform consists of physical models of power system components including synchronous generators, loads and control, which are simulated using a modified commercial power simulator namely Transient Stability Analysis Tool (TSAT) [1] together with data cleanup components, as well as an emulated substation level and wide-area power analysis components. The platform also includes realistic representations of communication network middleware that can emulate the real-time information flow back and forth between substations and control centers in wide-area power systems. The platform has been validated on a realistic 6000-bus model of the western American power system. The simulator GridSim developed in this project is the first of its kind in its ability to simulate real-time response of large-scale power grids, and serves as a cost effective real-time stability and control simulation platform for power industry.

    During Low Power and Shutdown (LP&S) conditions in a nuclear power plant (i.e., when the reactor is subcritical or at less than 10--15% power), human interactions with the plant`s systems will be more frequent and more direct. Control is typically not mediated by automation, and there are fewer protective systems available. Therefore, an assessment of LP&S related risk should include a greater emphasis on human reliability than such an assessment made for power operation conditions. In order to properly account for the increase in human interaction and thus be able to perform a probabilistic risk assessment (PRA) applicable to operations during LP&S, it is important that a comprehensive human reliability assessment (HRA) methodology be developed and integrated into the LP&S PRA. The tasks comprising the comprehensive HRA methodology development are as follows: (1) identification of the human reliability related influences and associated human actions during LP&S, (2) identification of potentially important LP&S related human actions and appropriate HRA framework and quantification methods, and (3) incorporation and coordination of methodology development with other integrated PRA/HRA efforts. This paper describes the first task, i.e., the assessment of human reliability influences and any associated human actions during LP&S conditions for a pressurized water reactor (PWR).

    The purpose of this document is to help developers of Grid middleware and application software generate log files that will be useful to Grid administrators, users, developers and Grid middleware itself. Currently, most of the currently generated log files are only useful to the author of the program. Good logging practices are instrumental to performance analysis, problem diagnosis, and security auditing tasks such as incident tracing and damage assessment. This document does not discuss the issue of a logging API. It is assumed that a standard log API such as syslog (C), log4j (Java), or logger (Python) is being used. Other custom logging API or even printf could be used. The key point is that the logs must contain the required information in the required format. At a high level of abstraction, the best practices for Grid logging are: (1) Consistently structured, typed, log events; (2) A standard high-resolution timestamp; (3) Use of logging levels and categories to separate logs by detail and purpose; (4) Consistent use of global and local identifiers; and (5) Use of some regular, newline-delimited ASCII text format. The rest of this document describes each of these recommendations in detail.

  6. Toward Real Time Data Analysis for Smart Grids

    This paper describes the architecture and design of a novel system for supporting large-scale real-time data analysis for future power grid systems. The widespread deployment of renewable generation, smart grid controls, energy storage, plug-in hybrids, and new conducting materials will require fundamental changes in the operational concepts and principal components of the grid. As a result, the whole system becomes highly dynamic and requires constant adjusting based on real time data. Even though millions of sensors such as phase measurement units (PMU) and smart meters are being widely deployed, a data layer that can analyze this amount of data in real time is needed. Unlike the data fabric in other cloud services, the data layer for smart grids has some unique design requirements. First, this layer must provide real time guarantees. Second, this layer must be scalable to allow a large number of applications to access the data from millions of sensors in real time. Third, reliability is critical and this layer must be able to continue to provide service in face of failures. Fourth, this layer must be secure. We address these challenges though a scalable system architecture that integrates the I/O and data processing capability in a devise set of devices. Data process operations can be placed anywhere from sensors, data storage devices, to control centers. We further employ compression to improve performance. We design a lightweight compression customized for power grid data. Our system can reduce end-to-end response time by reduce I/O overhead through compression and overlap compression operations with I/O. The initial prototype of our system was demonstrated with several use cases from PNNL’s FPGI and show that our system can provide real time guarantees to a diverse set of applications.

It measures 21 metrics to provide insight into the grid’s capacity to embody these characteristics.     As the amount of renewable generation increases, the inherent variability of wind and photovoltaic systems must be addressed in order to ensure the continued safe and reliable operation of the nation's electricity grid. Grid-scale energy storage systems are uniquely suited to address the variability of renewable generation and to provide other valuable grid services. The goal of this report is to quantify the technical performance required to provide di erent grid bene ts and to specify the proper techniques for estimating the value of grid-scale energy storage systems.

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    A spacer grid assembly is disclosed for retaining a plurality of fuel rods in substantially parallel spaced relation, the spacer grids being formed with rhombic openings defining contact means for engaging from one to four fuel rods arranged in each opening, the spacer grids being of symmetric configuration with their rhombic openings being asymmetrically offset to permit inversion and relative rotation of the similar spacer grids for improved support of the fuel rods. An improved locking mechanism includes tie bars having chordal surfaces to facilitate their installation in slotted circular openings of the spacer grids, the tie rods being rotatable into locking engagement with the slotted openings.

    Purpose: Grid artifacts are caused when using the antiscatter grid in obtaining digital x-ray images. In this paper, research on grid artifact reduction techniques is conducted especially for the direct detectors, which are based on amorphous selenium. Methods: In order to analyze and reduce the grid artifacts, the authors consider a multiplicative grid image model and propose a homomorphic filtering technique. For minimal damage due to filters, which are used to suppress the grid artifacts, rotated grids with respect to the sampling direction are employed, and min-max optimization problems for searching optimal grid frequencies and angles for given sampling frequencies are established. The authors then propose algorithms for the grid artifact reduction based on the band-stop filters as well as low-pass filters. Results: The proposed algorithms are experimentally tested for digital x-ray images, which are obtained from direct detectors with the rotated grids, and are compared with other algorithms. It is shown that the proposed algorithms can successfully reduce the grid artifacts for direct detectors. Conclusions: By employing the homomorphic filtering technique, the authors can considerably suppress the strong grid artifacts with relatively narrow-bandwidth filters compared to the normal filtering case. Using rotated grids also significantly reduces the ringing artifact. Furthermore, for specific grid frequencies and angles, the authors can use simple homomorphic low-pass filters in the spatial domain, and thus alleviate the grid artifacts with very low implementation complexity.
