    The U.S. DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options, to meet both grid demand and thermal energy needs in the industrial sector. One concept under consideration by the DOE-NE and DOE-EERE is tighter coupling of nuclear and renewable energy sources in a manner that better optimizes energy use for the combined electricity, industrial manufacturing, and transportation sectors. This integration concept has been referred to as a 'hybrid system' that is capable of apportioning thermal and electrical energy to first meet the grid demand (with appropriate power conversion systems), then utilizing excess thermal and, in some cases, electrical energy to drive a process that results in an additional product.

    The 2013 electricity generation mix in the United States consisted of ~13% renewables (hydropower, wind, solar, geothermal), 19% nuclear, 27% natural gas, and 39% coal. In the 2011 State of the Union Address, President Obama set a clean energy goal for the nation: “By 2035, 80 percent of America’s electricity will come from clean energy sources. Some folks want wind and solar. Others want nuclear, clean coal and natural gas. To meet this goal we will need them all.” The U.S. Department of Energy (DOE) Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) recognize that “all of the above” means that we are called to best utilize all available clean energy sources. To meet the stated environmental goals for electricity generation and for the broader energy sector, there is a need to transform the energy infrastructure of the U.S. and elsewhere. New energy systems must be capable of significantly reducing environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources.     To foster sustainable, low-emission development, many countries are establishing ambitious renewable energy targets for their electricity supply. Because solar and wind tend to be more variable and uncertain than conventional sources, meeting these targets will involve changes to power system planning and operations. Grid integration is the practice of developing efficient ways to deliver variable renewable energy (VRE) to the grid. Good integration methods maximize the cost-effectiveness of incorporating VRE into the power system while maintaining or increasing system stability and reliability. When considering grid integration, policy makers, regulators, and system operators consider a variety of issues, which can be organized into four broad topics: New Renewable Energy Generation, New Transmission, Increased System Flexibility, Planning for a High RE Future.

    Renewable energy such as solar and wind generation will constitute an important part of the future grid. As the availability of renewable sources may not match the load, energy storage is essential for grid stability. In this paper we investigate the feasibility of integrating solar photovoltaic (PV) panels and wind turbines into the grid by also accounting for energy storage. To deal with the fluctuation in both the power supply and demand, we extend and apply stochastic network calculus to analyze the power supply reliability with various renewable energy configurations. To illustrate the validity of the model, we conduct a case study for the integration of renewable energy sources into the power system of an island off the coast of Southern California. In particular, we asses the power supply reliability in terms of the average Fraction of Time that energy is Not-Served (FTNS).

    The National Renewable Energy Laboratory's (NREL) controllable grid interface (CGI) test system at the National Wind Technology Center (NWTC) is one of two user facilities at NREL capable of testing and analyzing the integration of megawatt-scale renewable energy systems. The CGI specializes in testing of multimegawatt-scale wind and photovoltaic (PV) technologies as well as energy storage devices, transformers, control and protection equipment at medium-voltage levels, allowing the determination of the grid impacts of the tested technology.

    In the United States and elsewhere, renewable energy (RE) generation supplies an increasingly large percentage of annual demand, including nine U.S. states where wind comprised over 10% of in-state generation in 2013. This white paper summarizes the challenges to integrating increasing amounts of variable RE, identifies emerging practices in power system planning and operation that can facilitate grid integration, and proposes a unifying concept—economic carrying capacity—that can provide a framework for evaluating actions to accommodate higher penetrations of RE. There is growing recognition that while technical challenges to variable RE integration are real, they can generally be addressed via a variety of solutions that vary in implementation cost. As a result, limits to RE penetration are primarily economic, driven by factors that include transmission and the flexibility of the power grid to balance supply and demand. This limit can be expressed as economic carrying capacity, or the point at which variable RE is no longer economically competitive or desirable to the system or society.

    This report addresses the Asia-Pacific Economic Cooperation (APEC) organization’s desire to minimize the learning time required to understand the implications of smart-grid concepts so APEC members can advance their thinking in a timely manner and advance strategies regarding smart approaches that can help meet their environmental-sustainability and energy-efficiency policy goals. As significant investments are needed to grow and maintain the electricity infrastructure, consideration needs to be given to how information and communications technologies can be applied to electricity infrastructure decisions that not only meet traditional needs for basic service and reliability, but also provide the flexibility for a changing the mix of generation sources with sensitivity to environmental and societal impacts.

The most common renewable energy devices are solar collectors, windmills, woodburning stoves, and hydroelectric turbines. Variations of some of these devices have been used for decades.     Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond.     The goal of this study was to evaluate the small signal and transient stability of the Western Electric- ity Coordinating Council (WECC) under high penetrations of renewable energy, and to identify control technologies that would improve the system performance. The WECC is the regional entity responsible for coordinating and promoting bulk electric system reliability in the Western Interconnection. Transient stability is the ability of the power system to maintain synchronism after a large disturbance while small signal stability is the ability of the power system to maintain synchronism after a small disturbance. Tran- sient stability analysis usually focuses on the relative rotor angle between synchronous machines compared to some stability margin. For this study we employed generator speed relative to system speed as a metric for assessing transient stability. In addition, we evaluated the system transient response using the system frequency nadir, which provides an assessment of the adequacy of the primary frequency control reserves. Small signal stability analysis typically identi es the eigenvalues or modes of the system in response to a disturbance. For this study we developed mode shape maps for the di erent scenarios. Prony analysis was applied to generator speed after a 1.4 GW, 0.5 second, brake insertion at various locations. Six di erent WECC base cases were analyzed, including the 2022 light spring case which meets the renewable portfolio standards. Because of the di culty in identifying the cause and e ect relationship in large power system models with di erent scenarios, several simulations were run on a 7-bus, 5-generator system to isolate the e ects of di erent con gurations. Based on the results of the study, for a large power system like the WECC, incorporating frequency droop into wind/solar systems provides a larger bene t to system transient response than replacing the lost inertia with synthetic inertia.     GENI Project: The University of Washington and the University of Michigan are developing an integrated system to match well-positioned energy storage facilities with precise control technologies so the electric grid can more easily include energy from renewable power sources like wind and solar. Because renewable energy sources provide intermittent power, it is difficult for the grid to efficiently allocate those resources without developing solutions to store their energy for later use. The two universities are working with utilities, regulators, and the private sector to position renewable energy storage facilities in locations that optimize their ability to provide and transmit electricity where and when it is needed most. Expanding the network of transmission lines is prohibitively expensive, so combining well-placed storage facilities with robust control systems to efficiently route their power will save consumers money and enable the widespread use of safe, renewable sources of power.

    This project was primarily to develop and implement a curriculum which will train undergraduate and graduate students at the University seeking a degree as well as training for enrollees in a special certification program to prepare individuals to be employed in a broad range of occupations in the field of renewable energy and energy conservation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

    As a Global Environment Facility (GEF) founding implementing agency, UNDP has worked on over 230 GEF-supported clean energy projects in close to 100 developing countries since 1992. About 100 of these projects in 80 countries have focused on renewable energy, supported by approximately US $ 293 million in GEF funds and leveraging US $1.48 billion in associated co-financing from national governments, international organizations, the private sector and non-governmental organizations. As part of UNDP efforts to codify and share lessons learnt from these initiatives, this report addresses how scarce public resources can be used to catalyze larger private financial flows for renewable energy. It provides an overview of UNDP-GEF’s extensive work supporting development of national renewable energy policies such as feed-in tariffs. In these activities UNDP-GEF assists developing countries to assess key risks and barriers to technology diffusion and then to identify a mix of policy and financial de-risking measures to remove these barriers and drive investment. This approach is illustrated through three case studies in Uruguay, Mauritius and Kazakhstan. This report is complemented by a companion publication presenting an innovative UNDP financial modeling tool to assist policymakers in appraising different public instruments to promote clean energy.

    This paper discusses the development of a simulation test bed permitting the study of integrated renewable energy generators and controlled distributed heat pumps operating within distribution systems. The test bed is demonstrated in this paper by addressing the important issue of the self-regulating effect of consumer-owned air-source heat pumps on the variability induced by wind power integration, particularly when coupled with increased access to demand response realized through a centralized load control strategy.

    When one talks of rural development, no doubt, the issue of rural energy is not far behind. As a significant component of any development strategy, rural energy is seen as the engine for growth that can bring about economic upliftment in the countryside. Many approaches to rural energy development have been tried. These approaches differ from country to country. But regardless of structure and approach, the goal remain essentially the same: to provide rural communities access to reliable energy services at affordable prices. In recent years, as global concern for the environment has increased, many governments have turned to renewable energy as a more environment friendly alternative to rural electrification. Technological advances in renewable energy application has helped to encourage this use. System reliability has improved, development costs have, to some extent been brought down and varied application approaches have been tried and tested in many areas. Indeed, there is huge potential for the development of renewable energy in the rural areas of most developing countries. At the rural level, renewable energy resources are almost always abundantly available: woodwaste, agricultural residues, animal waste, small-scale hydro, wind, solar and even sometimes geothermal resources. Since smaller scale systems are usually expected in these areas, renewable energy technologies can very well serve as decentralized energy systems for rural application. And not only for rural applications, new expansion planning paradigms have likewise led to the emergence of decentralized energy systems not only as supply options but also as corrective measures for maintaining end of line voltage levels. On the other hand, where renewable energy resource can provide significant blocks of power, they can be relied upon to provide indigenous power to the grids.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    When electricity is generated - either from a renewable or non-renewable power plant - the electrons added to the grid are indistinguishable. So, on what basis can a consumer of electricity claim to be using renewables? In the United States, renewable energy certificates (RECs) were developed as states passed renewable portfolio standards (RPSs) and were requiring fuel mix disclosure labels. RECs are also used in the voluntary market, where customers are buying renewables to meet sustainability goals. The concept of RECs is used most widely in the United States, but international markets also have tradable renewable electricity certificates. This fact sheet reviews how to ensure that RECs are not double-counted, roles of electricity regulators, renewable generators and purchasers. It concludes with a discussion of the international use of RECs.

    This report summarizes findings and results of the Quantifiably Secure Power Grid Operation, Management, and Evolution LDRD. The focus of the LDRD was to develop decisionsupport technologies to enable rational and quantifiable risk management for two key grid operational timescales: scheduling (day-ahead) and planning (month-to-year-ahead). Risk or resiliency metrics are foundational in this effort. The 2003 Northeast Blackout investigative report stressed the criticality of enforceable metrics for system resiliency - the grid's ability to satisfy demands subject to perturbation. However, we neither have well-defined risk metrics for addressing the pervasive uncertainties in a renewable energy era, nor decision-support tools for their enforcement, which severely impacts efforts to rationally improve grid security. For day-ahead unit commitment, decision-support tools must account for topological security constraints, loss-of-load (economic) costs, and supply and demand variability - especially given high renewables penetration. For long-term planning, transmission and generation expansion must ensure realized demand is satisfied for various projected technological, climate, and growth scenarios. The decision-support tools investigated in this project paid particular attention to tailoriented risk metrics for explicitly addressing high-consequence events. Historically, decisionsupport tools for the grid consider expected cost minimization, largely ignoring risk and instead penalizing loss-of-load through artificial parameters. The technical focus of this work was the development of scalable solvers for enforcing risk metrics. Advanced stochastic programming solvers were developed to address generation and transmission expansion and unit commitment, minimizing cost subject to pre-specified risk thresholds. Particular attention was paid to renewables where security critically depends on production and demand prediction accuracy. To address this concern, powerful

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as intermittent) output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy

    In late 2007, the U.S. Department of Energy (DOE) initiated a series of studies to address issues related to potential high penetration of distributed photovoltaic (PV) generation systems on our nation’s electric grid. This Renewable Systems Interconnection (RSI) initiative resulted in the publication of 14 reports and an Executive Summary that defined needs in areas related to utility planning tools and business models, new grid architectures and PV systems configurations, and models to assess market penetration and the effects of high-penetration PV systems. As a result of this effort, the Solar Energy Grid Integration Systems (SEGIS) program was initiated in early 2008. SEGIS is an industry-led effort to develop new PV inverters, controllers, and energy management systems that will greatly enhance the utility of distributed PV systems.
