    The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    The National Information Infrastructure (NII) Education Forum was held on October 6-8, 1993, in Arlington, Virginia. The Forum was sponsored by the Office of Scientific Computing, U.S. Department of Energy (DOE). Its purpose was to discuss technology for K-12 education and what role DOE and its national laboratories could play in developing, disseminating, and using technology for K-12. The Forum brought together over 120 people from across the nation. Participants represented six groups: national laboratories; education research institutions; K-12 teachers and administrators; industry; federal agencies; and other institutions. The Forum consisted of a series of structured presentations from each of these six groups; technology demonstrations; and open, small group discussions. The presentations covered the following: important K-12 education and computing issues, national laboratory capabilities, other federal sector initiatives, and industry perspectives. The demonstration room had over 20 computers networked to the Internet. Workshop participants were shown (1) how to use the Internet to access resources anywhere in the world, (2) state-of-the-art network video teleconferencing technology, (3) multi-media technology, and (4) various other educational software systems.

    The National Fusion Collaboratory project is developing and deploying new distributed computing and remote collaboration technologies with the goal of advancing magnetic fusion energy research. This work has led to the development of the US Fusion Grid (FusionGrid), a computational grid composed of collaborative, compute, and data resources from the three large US fusion research facilities and with users both in the US and in Europe. Critical to the development of FusionGrid was the creation and deployment of technologies to ensure security in a heterogeneous environment. These solutions to the problems of authentication, authorization, data transfer, and secure data storage, as well as the lessons learned during the development of these solutions, may be applied outside of FusionGrid and scale to future computing infrastructures such as those for next-generation devices like ITER.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

Evaluation of strategies is structured around the critical control functions of water, airflow, vapor flow, and thermal control. The aim of the research project is to develop guidance that could serve as a foundation for wider adoption of high performance, 'deep' retrofit work. The project will identify risk factors endemic to advanced retrofit in the context of the general building type, configuration and vintage encountered in the National Grid DER Pilot. Results for the test homes are based on observation and performance testing of recently completed projects. Additional observation would be needed to fully gauge long-term energy performance, durability, and occupant comfort.

    The Open Science Grid (OSG) offers access to around hundred Compute elements (CE) and storage elements (SE) via standard Grid interfaces. The Resource Selection Service (ReSS) is a push-based workload management system that is integrated with the OSG information systems and resources. ReSS integrates standard Grid tools such as Condor, as a brokering service and the gLite CEMon, for gathering and publishing resource information in GLUE Schema format. ReSS is used in OSG by Virtual Organizations (VO) such as Dark Energy Survey (DES), DZero and Engagement VO. ReSS is also used as a Resource Selection Service for Campus Grids, such as FermiGrid. VOs use ReSS to automate the resource selection in their workload management system to run jobs over the grid. In the past year, the system has been enhanced to enable publication and selection of storage resources and of any special software or software libraries (like MPI libraries) installed at computing resources. In this paper, we discuss the Resource Selection Service, its typical usage on the two scales of a National Cyber Infrastructure Grid, such as OSG, and of a campus Grid, such as FermiGrid.

    To examine the role that energy storage could play in mitigating the impacts of the stochastic variability of wind generation on regional grid operation, the Pacific Northwest National Laboratory (PNNL) examined a hypothetical 2020 grid scenario in which additional wind generation capacity is built to meet renewable portfolio standard targets in the Western Interconnection. PNNL developed a stochastic model for estimating the balancing requirements using historical wind statistics and forecasting error, a detailed engineering model to analyze the dispatch of energy storage and fast-ramping generation devices for estimating size requirements of energy storage and generation systems for meeting new balancing requirements, and financial models for estimating the life-cycle cost of storage and generation systems in addressing the future balancing requirements for sub-regions in the Western Interconnection. Evaluated technologies include combustion turbines, sodium sulfur (Na-S) batteries, lithium ion batteries, pumped-hydro energy storage, compressed air energy storage, flywheels, redox flow batteries, and demand response. Distinct power and energy capacity requirements were estimated for each technology option, and battery size was optimized to minimize costs. Modeling results indicate that in a future power grid with high-penetration of renewables, the most cost competitive technologies for meeting balancing requirements include Na-S batteries and flywheels.

    The rapid development and integration of the Internet into the mainstream of professional life provides the fuel cell industry with the opportunity to share new ideas with unprecedented capabilities. The U.S. Department of Energy's (DOE's) Morgantown Energy Technology Center (METC) has undertaken the task to maintain a Fuel Cell Forum on the Internet. Here, members can exchange ideas and information pertaining to fuel cell technologies. The purpose of this forum is to promote a better understanding of fuel cell concepts, terminology, processes, and issues relating to commercialization of fuel cell power technology. The Forum was developed by METC to provide those interested with fuel cell conference information for its current concept of exchanging ideas and information pertaining to fuel cells. Last August, the Forum expanded to an on-line and world-wide network. There are 250 members, and membership is growing at a rate of several new subscribers per week. The forum currently provides updated conference information and interactive information exchange. Forum membership is encouraged from utilities, industry, universities, and government. Because of the public nature of the internet, business sensitive, confidential, or proprietary information should not be placed on this system. The Forum is unmoderated; therefore, the views and opinions of authors expressed in the forum do not necessarily state or reflect those of the U.S. government or METC.

    Between December, 2009 and December, 2012 42 deep energy retrofit (DER) projects were completed through a DER pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. 37 of these projects were comprehensive retrofits while 5 were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. The 42 DER projects represent 60 units of housing. The comprehensive projects all implemented a consistent "package" of measures in terms of the performance targeted for major building components. Projects exhibited some variations in the approach to implementing the retrofit package. Pre- and post-retrofit air leakage measurements were performed for each of the projects. Each project also reported information about project costs including identification of energy-related costs. Post-retrofit energy-use data was obtained for 29 of the DER projects. Post-retrofit energy use was analyzed based on the net energy used by the DER project regardless of whether the energy was generated on site or delivered to the site. Homeowner surveys were returned by 12 of the pilot participants. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    The National Renewable Energy Laboratory's (NREL) controllable grid interface (CGI) test system at the National Wind Technology Center (NWTC) is one of two user facilities at NREL capable of testing and analyzing the integration of megawatt-scale renewable energy systems. The CGI specializes in testing of multimegawatt-scale wind and photovoltaic (PV) technologies as well as energy storage devices, transformers, control and protection equipment at medium-voltage levels, allowing the determination of the grid impacts of the tested technology.

    This report summarizes the proceedings of the First International Workshop on Grid Simulator Testing of Wind Turbine Drivetrains, held from June 13 to 14, 2013, at the National Renewable Energy Laboratory's National Wind Technology Center, located south of Boulder, Colorado. The workshop was sponsored by the U.S. Department of Energy and cohosted by the National Renewable Energy Laboratory and Clemson University under ongoing collaboration via a cooperative research and development agreement. The purpose of the workshop was to provide a forum to discuss the research, testing needs, and state-of-the-art apparatuses involved in grid compliance testing of utility-scale wind turbine generators. This includes both dynamometer testing of wind turbine drivetrains ('ground testing') and field testing grid-connected wind turbines. Four sessions followed by discussions in which all attendees of the workshop were encouraged to participate comprised the workshop.

    The bulk electric power supply industry needs leadership to meet its problems effectively, economically, and with the least injury to the environment during the rest of the century. The industry's pluralistic character, which is one of its strengths, and the range of the federal antitrust laws have blunted industry response to the challenge of supplying adequate bulk power. DOE failed to recognize the leadership vacuum and to use the opportunity provided by its Final Report on the National Power Grid Study to adopt a more effective role. DOE can still recover and urge Congress to pass the necessary enabling legislation to establish a regional bulk power supply corporation that would generate and transmit electric power for sale to federally chartered, privately owned electric utilities having no corporate links to their wholesale customers. 87 references.

    This research project evaluates post-retrofit performance measurements, energy use data and construction costs for 13 projects that participated in the National Grid Deep Energy Retrofit Pilot program. The projects implemented a package of measures defined by performance targets for building enclosure components and building enclosure air tightness. Nearly all of the homes reached a post-retrofit air tightness result of 1.5 ACH 50. Homes that used the chainsaw retrofit technique along with roof insulation, and wall insulation applied to the exterior had the best air tightness results and the lowest heating and cooling source energy use. Analysis of measure costs and project objectives yielded a categorization of costs relative to energy performance objectives. On average about 1/2 of the energy-related measure costs correspond primarily to energy-related objectives, and 20% of energy-related measure costs relate primarily to non-energy objectives.

  1. Existing Whole-House Solutions Case Study: National Grid Deep Energy Retrofit Pilot, Massachusetts and Rhode Island

    Between December, 2009 and December, 2012 42 deep energy retrofit (DER) projects were completed through a pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. Thirty-seven of these projects were comprehensive retrofits while five were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. Building Science Corporation developed a consistent "package" of measures in terms of the performance targeted for major building components. Pre- and post-retrofit air leakage measurements were performed for each of the projects. Each project also reported information about project costs including identification of energy-related costs. Post-retrofit energy-use data was obtained for 29 of the DER projects, and was analyzed based on the net energy used by the DER project regardless of whether the energy was generated on site or delivered to the site. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    This report describes the discipline of grid architecture and shows how it has been adapted from the combination of system architecture, network theory, and control engineering to apply to the issues of grid modernization. It shows how grid architecture aids in managing complexity, supports stakeholder communication about the grid, supplies methods to identify gaps and constraints, and provides the ability to compare architectural choices analytically. This approach views the grid as a network of structures, including electrical structure, industry, regulatory, and market structure, information systems and communications, and control and coordination structures and provides the means to understand and plan their interactions. The report then provides architectural views of the existing US power grid structures, with regional and other specializations. It illustrates how organized central wholesale markets are integrated with bulk system control, how distribution level changes related to penetration of Distributed Energy Resources impact both distribution and bulk systems operations, and how certain existing grid structures limit the ability to implement forward-looking changes to the grid. Finally the report provides selected forward looking architectural views for advanced distribution, integrated storage, and wide scale coordination via layered decomposition. The report contains a number of explicitly labeled architectural insights to aid in managing the complexity of grid modernization.

    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    Kazunari Domen, Chemical System Engineering Professor at the University of Tokyo, was the second speaker in the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    The Large Hadron Collider (LHC) at the CERN Laboratory will become the largest scientific instrument in the world when it starts operations in 2007. Large Scale Analysis Computer Systems (computational grids) are required to extract rare signals of new physics from petabytes of LHC detector data. In addition to file-based event data, LHC data processing applications require access to large amounts of data in relational databases: detector conditions, calibrations, etc. U.S. high energy physicists demand efficient performance of grid computing applications in LHC physics research where world-wide remote participation is vital to their success. To empower physicists with data-intensive analysis capabilities a whole hyperinfrastructure of distributed databases cross-cuts a multi-tier hierarchy of computational grids. The crosscutting allows separation of concerns across both the global environment of a federation of computational grids and the local environment of a physicist’s computer used for analysis. Very few efforts are on-going in the area of database and grid integration research. Most of these are outside of the U.S. and rely on traditional approaches to secure database access via an extraneous security layer separate from the database system core, preventing efficient data transfers. Our findings are shared by the Database Access and Integration Services Working Group of the Global Grid Forum, who states that "Research and development activities relating to the Grid have generally focused on applications where data is stored in files. However, in many scientific and commercial domains, database management systems have a central role in data storage, access, organization, authorization, etc, for numerous applications.” There is a clear opportunity for a technological breakthrough, requiring innovative steps to provide high-performance secure database access technologies for grid computing.     This application note describes how to model steady-state power flows and transient events in electric power grids with the SPICE-compatible Xyce TM Parallel Electronic Simulator developed at Sandia National Labs. This application notes provides a brief tutorial on the basic devices (branches, bus shunts, transformers and generators) found in power grids. The focus is on the features supported and assumptions made by the Xyce models for power grid elements. It then provides a detailed explanation, including working Xyce netlists, for simulating some simple power grid examples such as the IEEE 14-bus test case.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies.     Design and operation of the electric power grid (EPG) relies heavily on computational models. High-fidelity, full-order models are used to study transient phenomena on only a small part of the network. Reduced-order dynamic and power flow models are used when analysis involving thousands of nodes are required due to the computational demands when simulating large numbers of nodes. The level of complexity of the future EPG will dramatically increase due to large-scale deployment of variable renewable generation, active load and distributed generation resources, adaptive protection and control systems, and price-responsive demand. High-fidelity modeling of this future grid will require significant advances in coupled, multi-scale tools and their use on high performance computing (HPC) platforms. This LDRD report demonstrates SNL's capability to apply HPC resources to these 3 tasks: (1) High-fidelity, large-scale modeling of power system dynamics; (2) Statistical assessment of grid security via Monte-Carlo simulations of cyber attacks; and (3) Development of models to predict variability of solar resources at locations where little or no ground-based measurements are available.

    The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energy’s Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

    The Open Science Grid (OSG) provides a distributed facility where the Consortium members provide guaranteed and opportunistic access to shared computing and storage resources. OSG provides support for and evolution of the infrastructure through activities that cover operations, security, software, troubleshooting, addition of new capabilities, and support for existing and engagement with new communities. The OSG SciDAC-2 project provides specific activities to manage and evolve the distributed infrastructure and support its use. The innovative aspects of the project are the maintenance and performance of a collaborative (shared & common) petascale national facility over tens of autonomous computing sites, for many hundreds of users, transferring terabytes of data a day, executing tens of thousands of jobs a day, and providing robust and usable resources for scientific groups of all types and sizes.     This report gives an account of the activities of the OECD Megascience Forum following its creation in June 1992, in particular the reviews of two areas of megascience: Astronomy and deep drilling (both deep sea and continental). It presents the main policy conclusions reached by the Megascience Forum on these areas. It also give an indication of ongoing and future work. With regard to ongoing and future work, the Forum will review at its next meeting, in July 1993, the area of global change research, and for this purpose an expert meeting was held in late March 1993 in Cambridge, Mass. (USA). Areas to be reviewed later in 1993 include oceanography, and neutron sources and synchrotron radiation sources as multipurpose facilities for the study of condensed matter, as well as for other applications such as element transmutation. The Megascience Forum will also undertake to discuss generic science and technology policy issues related to the development and management of megascience, starting with a discussion, at its next meeting, of national decision-making structure and processes.

    The present invention provides a method of grid generation that uses the geometry of the problem space and the governing relations to generate a grid. The method can generate a grid with minimized discretization errors, and with minimal user interaction. The method of the present invention comprises assigning grid cell locations so that, when the governing relations are discretized using the grid, at least some of the discretization errors are substantially zero. Conventional grid generation is driven by the problem space geometry; grid generation according to the present invention is driven by problem space geometry and by governing relations. The present invention accordingly can provide two significant benefits: more efficient and accurate modeling since discretization errors are minimized, and reduced cost grid generation since less human interaction is required.

    A smart grid uses digital power control and communication technology to improve the reliability, security, flexibility, and efficiency of the electric system, from large generation through the delivery systems to electricity consumers and a growing number of distributed generation and storage resources. To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. The Smart Grid Status and Metrics Report defines and examines 21 metrics that collectively provide insight into the grid’s capacity to embody these characteristics. This appendix presents papers covering each of the 21 metrics identified in Section 2.1 of the Smart Grid Status and Metrics Report. These metric papers were prepared in advance of the main body of the report and collectively form its informational backbone.

    The National Fusion Collaboratory project is developing and deploying new distributed computing and remote collaboration technologies with the goal of advancing magnetic fusion energy research. This work has led to the development of the US Fusion Grid (FusionGrid), a computational grid composed of collaborative, compute, and data resources from the three large US fusion research facilities and with users both in the US and in Europe. Critical to the development of FusionGrid was the creation and deployment of technologies to ensure security in a heterogeneous environment. These solutions to the problems of authentication, authorization, data transfer, and secure data storage, as well as the lessons learned during the development of these solutions, may be applied outside of FusionGrid and scale to future computing infrastructures such as those for next-generation devices like ITER.

    The report provides an overview of what the Smart Grid is and what is being done to define and implement it. The electric industry is preparing to undergo a transition from a centralized, producer-controlled network to a decentralized, user-interactive one. Not only will the technology involved in the electric grid change, but the entire business model of the industry will change too. A major objective of the report is to identify the changes that the Smart Grid will bring about so that industry participants can be prepared to face them. A concise overview of the development of the Smart Grid is provided. It presents an understanding of what the Smart Grid is, what new business opportunities or risks might come about due to its introduction, and what activities are already taking place regarding defining or implementing the Smart Grid. This report will be of interest to the utility industry, energy service providers, aggregators, and regulators. It will also be of interest to home/building automation vendors, information technology vendors, academics, consultants, and analysts. The scope of the report includes an overview of the Smart Grid which identifies the main components of the Smart Grid, describes its characteristics, and describes how the Smart Grid differs from the current electric grid. The overview also identifies the key concepts involved in the transition to the Smart Grid and explains why a Smart Grid is needed by identifying the deficiencies of the current grid and the need for new investment. The report also looks at the impact of the Smart Grid, identifying other industries which have gone through a similar transition, identifying the overall benefits of the Smart Grid, and discussing the impact of the Smart Grid on industry participants.     DOE-OE and DOE-SC workshops (Reference 1-3) identified the key power grid problem that requires insight addressable by the next generation of exascale computing is coupling of real-time data streams (1-2 TB per hour) as the streams are ingested to dynamic models. These models would then identify predicted disruptions in time (2-4 seconds) to trigger the smart grid s self healing functions. This project attempted to establish the feasibility of this approach and defined the scientific issues, and demonstrated example solutions to important smart grid simulation problems. These objectives were accomplished by 1) using the existing frequency recorders on the national grid to establish a representative and scalable real-time data stream; 2) invoking ORNL signature identification algorithms; 3) modeling dynamically a representative region of the Eastern interconnect using an institutional cluster, measuring the scalability and computational benchmarks for a national capability; and 4) constructing a prototype simulation for the system s concept of smart grid deployment. The delivered ORNL enduring capability included: 1) data processing and simulation metrics to design a national capability justifying exascale applications; 2) Software and intellectual property built around the example solutions; 3) demonstrated dynamic models to design few second self-healing.
