Guam Energy Action Plan

Describes the four near-term strategies selected by the Guam Energy Task Force during action planning workshops conducted in March 2013, and outlines the steps being taken to implement those strategies. Municipal solid waste energy conversion study on Guam and American Samoa

In the Pacific Islands of Guam and Tutuila in American Samoa, conversion of municipal solid waste to useable energy forms - principally electricity but possibly steam - may hold promise for reducing economic dependence on imported petroleum. A secondary benefit may be derived from reduction of solid waste landfill requirements. At the preliminary planning stage, waste-to-energy facilities producing electricity appear technically and environmentally feasible. Economically, the projects appear marginal but could be viable under specific conditions related to capital costs, revenue from garbage collection and revenue from the sale of the energy generated. Grant funding for the projects would considerably enhance the economic viability of the proposed facilities. The projects appear sufficiently viable to proceed to the detailed planning stage. Such projects are not viable for the islands now emerging from the US Trust Territory of the Pacific Islands.

Base Catalyzed Decomposition (BCD) is a chemical dehalogenation process designed for treating soils and other substrate contaminated with polychlorinated biphenyls (PCB), pesticides, dioxins, furans, and other hazardous organic substances. PCBs are heavy organic liquids once widely used in industry as lubricants, heat transfer oils, and transformer dielectric fluids. In 1976, production was banned when PCBs were recognized as carcinogenic substances. It was estimated that significant quantities (one billion tons) of U.S. soils, including areas on U.S. military bases outside the country, were contaminated by PCB leaks and spills, and cleanup activities began. The BCD technology was developed in response to these activities. This report details the evolution of the process, from inception to deployment in Guam, and describes the process and system components provided to the Navy to meet the remediation requirements. The report is divided into several sections to cover the range of development and demonstration activities. Section 2.0 gives an overview of the project history. Section 3.0 describes the process chemistry and remediation steps involved. Section 4.0 provides a detailed description of each component and specific development activities. Section 5.0 details the testing and deployment operations and provides the results of the individual demonstration campaigns. Section 6.0 gives an economic assessment of the process. Section 7.0 presents the conclusions and recommendations form this project. The appendices contain equipment and instrument lists, equipment drawings, and detailed run and analytical data.

Suitability of salt-gradient solar ponds for electrical power generation in the US Trust Territory of the Pacific Islands, Guam, and American Samoa

The procedures and findings of a study to assess the suitability of salt-gradient solar ponds for base-load (firm) electricity generation in the US Trust Territory of the Pacific Islands (TTPI), Guam and American Samoa are described. The general conclusion is that solar pond power plants (SPPPs) are viable both technically and economically for some applications, possibly including atolls. The most practical immediate application would be to small and intermediate power users such as villages and airports. It is recommended that (1) at least one small SPPP be built immediately on a dry land site such as for the main village on Peleliu, Palau, (considered in this report) or at other identified feasible sites, and (2) that a design study be conducted to adapt the technology to atoll sites. This study was carried out by first reviewing all available literature on solar ponds and the regions concerned. All the regions in question were visited. Several sites were selected for specific study and SPPP conceptual designs were developed for these sites. These sites are (1) North Peleliu, Palau, with (2) Peleliu airport as an auxiliary site, (3) Aimeliik, Palau, and (4) atoll environments. Cultural, political, environmental and legal considerations were given equal weight with technical and economic factors, and locally resident persons were used as interpreters and liaisons. There exists strong support in the government and the community to develop these proposed site-specific SPPPs and land is available. Power needs were defined, construction and operation costs were calculated and performance was predicted for the site-specific designs. The results of the Palau site-specific studies were generalized to other areas and environments in the TTPI, Guam and American Samoa. An economic analysis of the SPPP conceptual design developed for Palau was made using the discounted cash flow method.

American Recovery and Reinvestment Act (ARRA) FEMP Technical Assistance - United States Pacific Command (PACOM) Guam, Task 3.3: Building Retuning Training

Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls. The pressure in the other school is extremely positive relative to the outside, and you can stand 20-feet outside and still feel cool drafts of air exiting the building. It is recommended that humidity sensors be installed in all new projects and retrofitted into exist facilities. In this humid climate, control of humidity is very important. There are significant periods of time when the mechanical systems in many buildings can be unloaded and dehumidification is not required. The use of CO{sub 2} sensors should also be considered in representative areas. CO{sub 2} sensors determine whether spaces are occupied so that fresh air is only brought into the space when needed. By reducing the amount of outside air brought into the space, the humidity load is also substantially reduced. CO{sub 2} and humidity sensors, combined with outside air sensors, can be used to predict whether conditions are amenable to mold growth and to automatically adjust systems to help prevent mold without using extra energy. The goal of this training is to give the building operators the knowledge needed to make positive changes in the operation of building systems. As class participants apply this knowledge, building systems will run more efficiently, occupant comfort should improve, while saving energy and reducing greenhouse gas emissions.

The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

The National Renewable Energy Laboratory (NREL) and the U.S. Navy have worked together to demonstrate new or leading-edge commercial energy technologies whose deployment will support the U.S. Department of Defense (DOD) in meeting its energy efficiency and renewable energy goals while enhancing installation energy security. This is consistent with the 2010 Quadrennial Defense Review report1 that encourages the use of 'military installations as a test bed to demonstrate and create a market for innovative energy efficiency and renewable energy technologies coming out of the private sector and DOD and Department of Energy laboratories,' as well as the July 2010 memorandum of understanding between DOD and the U.S. Department of Energy (DOE) that documents the intent to 'maximize DOD access to DOE technical expertise and assistance through cooperation in the deployment and pilot testing of emerging energy technologies.' As part of this joint initiative, a promising waste-to-energy (WTE) technology was selected for demonstration at the Hickam Commissary aboard the Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The WTE technology chosen is called high-energy densification waste-to-energy conversion (HEDWEC). HEDWEC technology is the result of significant U.S. Army investment in the development of WTE technology for forward operating bases.

As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This was one of several demonstrations of new and underutilized commercial energy efficiency technologies. The consistent year-round demand for air conditioning and dehumidification in Hawaii provides an advantageous demonstration location for advanced rooftop control (ARC) retrofit kits to packaged rooftop units (RTUs). This report summarizes the field demonstration of ARCs installed on nine RTUs serving a 70,000-ft2 exchange store (large retail) and two RTUs, each serving small office buildings located on Joint Base Pearl Harbor-Hickam (JBPHH).

San Jose Accord: energy aid or petroleum-marketing strategy

The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed. Specific briefs about some of the individual countries in the Accord are included. The fuel price/tax series for the Western Hemisphere countries is updated.

Paleomagnetic evidence from land-based and ODP cores for clockwise rotation and northward translation of the Phillippine Sea plate

On-land and deep-sea core paleomagnetic data have been collected from around the Philippine Sea plate. Data from the Palau islands suggest 70{degree} of clockwise rotation and northward translation since the mid-Oligocene. The authors interpret this rotation as a rotation of the West Philippine Sea basin as a whole. New paleomagnetic data from Guam indicate 70{degree} of clockwise rotation and northward translation since the early Oligocene. Although Eocene results have been previously quoted, the new data suggest that there is no reliable Eocene data from Guam. New data from Saipan suggest 50-60{degree} of clockwise rotation since the Late Eocene and 20{degree} of clockwise rotation since the mid-Miocene, along with northward translation. During ODP Leg 126, a new technique utilizing the formation microscanner logging tool was employed to obtain orientated drill cores from the Bonin forearc basin. Preliminary results indicate that 70-110{degree} of clockwise rotation has occurred there since the mid-Oligocene. Inclination studies on cores from ODP Legs 125 and 126 along with the on-land paleomagnetic data support 15{degree} of northward translation of the Philippine Sea plate since the mid-Oligocene. The consistent clockwise rotations found around the Philippine Sea plate suggest that the entire plate, including the Bonin and Mariana arcs, has rotated more than 50{degree} since the mid-Oligocene. The similarity of Oligocene results from the Bonin forearc and Guam suggest that little or no relative rotation has occurred between these two points. This implies that the shape of the Mariana arc is probably not due to rotational deformation. The northward translation and clockwise rotation of the Philippine Sea plate established oblique subduction along the proto-Philippine margin, which could account for the 600 km of subducted slab beneath the eastern Celebes Sea.

Bringing simulation to implementation: Presentation of a global approach in the design of passive solar buildings under humid tropical climates

In early 1995, a DSM pilot initiative has been launched in the French islands of Guadeloupe and Reunion through a partnership between several public and private partners (the French Public Utility EDF, the University of Reunion Island, low cost housing companies, architects, energy consultants, etc...) to set up standards to improve thermal design of new residential buildings in tropical climates. This partnership led to defining optimized bio-climatic urban planning and architectural designs featuring the use of passive cooling architectural principles (solar shading, natural ventilation) and components, as well as energy efficient systems and technologies. The design and sizing of each architectural component on internal thermal comfort in building has been assessed with a validated thermal and airflow building simulation software (CODYRUN). This assessment is concerned with energy planning for the governments of the American territories of Guam and American Samoa, and of the four nations that are now emerging from the United Nations Trust Territory of the Pacific Islands: the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Republic of Palau, and the Federated States of Micronesia. This study was directed by the United States Congress under Public Law 96-597, and carried out by the United States Department of Energy in cooperation with the respective island governments. This report addressed the current and future energy needs of the island governments and considers the feasibility of employing alternate sources of energy, especially indigenous renewable energy resources, to reduce dependence on petroleum-based fuels.

Coal as an option for power generation in US territories of the Pacific

A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

The Act directed the Department of Energy (DOE) to ``conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption,`` and to ``outline how the insular areas shall gain access to vital oil supplies during times of national emergency.`` The Act defines the insular areas to be the US Virgin Islands and Puerto Rico in the Caribbean, and Guam, American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), and Palau in the Pacific. This report is the analysis of Puerto Rico and the US Virgin Islands. In the study, ``unique vulnerabilities`` were defined as susceptibility to: (1) more frequent or more likely interruptions of oil supplies compared to the mainland, and/or (2) disproportionately larger or more likely economic losses in the event of an oil supply disruption. In order to asses unique vulnerabilities, the study examined in the insular areas` experience during past global disruptions of oil supplies and during local emergencies caused by natural disasters. The effects of several possible future global disruptions and local emergencies were also analyzed. Analyses were based on historical data, simulations using energy and economic models, and interviews with officials in the insular governments and the energy industry.

Preliminary design of a landfill and revetment on Bikini Island, Republic of the Marshall Islands. Final report

Topsoil on Bikini Island, located 2,500 miles southwest of Hawaii at 113 deg 35 min N, 165 deg 25 min E, was contaminated by radioactive fallout from nuclear weapons tests in the late 1940's and early 1950's. The uptake of this radioactive fallout, primarily cesium-137 in plants, has prevented resettlement of the island by the native population. One alternative solution proposed by the congressionally appointed Bikini Atoll Rehabilitation Committee involves removal of the contaminated topsoil and placement of the excavated material as a landfill on the 2,500-ft-wide reef flat adjacent to the eastern (windward) shore of the island. This paper explores that alternative by first developing an extremal wave climatology offshore of Bikini Island from 21 years (1959-1979) of typhoon data published by the Joint Typhoon Warning Center on Guam. Deepwater wave conditions just offshore of the reef are estimated and transformed to the point of breaking at the edge of the reef. Storm surge is estimated based on these same parameters. Wave setup on the reef flat is estimated based on the simulated breaking conditions. Given an estimate of the elevated water level across the reef caused by storm surge and wave setup, depth limitations and fractional decay are estimated to define wave conditions at the toe of the proposed revetment. A rubble-mound revetment design stable in these conditions, armored by coral limestone quarried from the reef flat, is then formulated and corresponding material quantities estimated.

The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.

American Samoa Initial Technical Assessment Report

This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.
