    Greensburg, KS - A town that was devastated by a tornado in 2007, yet came back to be one of the Nation's most energy-efficient, sustainable communities. Civic leaders and entrepreneurs helped rally residents behind the idea of "greening" Greensburg, inspiring the construction of numerous energy-efficient buildings, some of which generate their own renewable power with solar panels and wind turbines. Many of the town's government buildings use cutting edge energy-saving technologies, saving the local taxpayers' money. Greensburg has demonstrated to the world that any city can reach its energy efficiency and renewable energy goals today using widely available technologies.

    On May 4, 2007, Greensburg, Kansas, was hit by a 1.7-mile wide tornado with 200 mph-plus wind speeds. This tornado destroyed or severely damaged 90% of Greensburg?s structures. We discuss the progress made in rebuilding Greensburg, with a focus on the built environment and on meeting Greensburg?s goal of 100% renewable energy, 100% of the time. We also discuss key disaster recovery efforts that enabled Greensburg to reach this goal. Key strategies included a Sustainable Comprehensive Master Plan, an ordinance resolving that city-owned buildings achieve LEED Platinum and 42% energy savings, a strong focus on rebuilding 'right' with an integrated design process, attracting significant and sustained technical experts and national media attention, and linking renewable and energy efficiency technologies to business development. After three years, more than half the homes that have been rebuilt are rated at an average of 40% energy savings. All significant commercial buildings, including the school, hospital, banks, courthouse, and retail buildings, have been rebuilt to LEED Gold and Platinum standards and exceed 40% savings, with many exceeding 50% savings. Greensburg recently constructed a 12.5-MW community wind farm to provide all the remaining energy needed for its energy-efficient buildings and homes.

Greensburg, Kansas, was like any rural community in America until a massive tornado leveled much of the town on May 4, 2007. Key leaders in Greensburg and Kansas made a crucial decision not just to rebuild, but to remake the town as a model sustainable community. To help achieve that goal, technical experts from the U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) arrived in Greensburg in June 2007. For three years, the experts worked with city leaders, business owners, residents, and other state, federal, and local agencies to identify ways to incorporate energy efficiency and renewable energy technologies into the town's rebuilding efforts. NREL conducted detailed studies to examine energy use; availability of renewable energy resources; energy options; and potential integrated energy solutions that could also be replicated in other communities recovering from disaster or working toward building green. Those recommendations were incorporated into the Greensburg Sustainable Comprehensive Master Plan and furthered the town's vision of becoming an affordable sustainable community. Technical assistance provided by NREL has impacted the following areas in Greensburg's resurrection. Residents also formed a non-profit organization, Greensburg GreenTown{trademark}, to provide resources and support for rebuilding. Through energy modeling, education, training, and onsite assistance, NREL helped renovate and rebuild homes in Greensburg that on average, use 40% less energy than similar buildings built to code - surpassing the goal NREL originally set to achieve 30% energy savings in residential buildings.

    Remote sensing under controlled driving conditions predicts failed FTP CO and HC emissions similarly to the IM240 test. Careful selection of on-road, remote sensing measurement sites can constrain driving modes. At one such site, the Speer Boulevard I-25 off ramp in Denver, Don Stedman and his co-workers made remote sensing measurements from 1989 to 1995. Studies were performed during five of these seven years. This talk will discuss the results of these studies including (1) the relative importance of new vehicle technology and vehicle deterioration for on-road Co emissions, and (2) an early estimate of additional on-road HC and CO emission reductions from Denver`s Enhanced I/M program.

    Brookfield Home’s first project is in a community called Midtown in Denver, Colorado, in which the builder took on the challenge of increased energy efficiency by creating a Passive House (PH)-certified model home. Brookfield also worked with KGA studio architects to create a new floor plan that would be constructed to the PH standard as an upgrade option.

    Seismic studies along the west flank of the Denver basin near Boulder and Greeley, Colorado illustrate the interrelationship between shallow listric-normal faulting in the Cretaceous and deeper basement-controlled faulting. Deeper fault systems, primarily associated with the Transcontinental arch, control the styles and causative mechanisms of listric-normal faulting that developed in the Cretaceous. Three major stratigraphic levels of listric-normal faulting occur in the Boulder-Greeley area. These tectonic sensitive intervals are present in the following Cretaceous formations: Laramie-Fox Hills-upper Pierre, middle Pierre Hygiene zone, and the Niobrara-Carlile-Greenhorn. Documentation of the listric-normal fault style reveals a Wattenberg high, a horst block or positive feature of the greater Transcontinental arch, was active in the east Boulder-Greeley area during Cretaceous time. Paleotectonic events associated with the Wattenberg high are traced through analysis of the listric-normal fault systems that occur in the area. These styles are important to recognize because of their stratigraphic and structural influence on Cretaceous petroleum reservoir systems in the Denver basin. Similar styles of listric-normal faulting occur in the Cretaceous in many Rocky Mountain foreland basins.

Standards, codes, and implementation have been cited as major impediments to widespread use of PV within electric power systems. On May 20, 2010, in Denver, Colorado, the National Renewable Energy Laboratory, in conjunction with the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE), held a workshop to examine the key technical issues and barriers associated with high PV penetration levels with an emphasis on codes and standards.     The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

    A strategic planning exercise on environmental research and policy to guide oil shale development was held in November 1985. Seventeen participants representing a cross section of interests and technical disciplines identified, from almost 200 suggested issues, 13 strategic issues in four general categories: policy, source characterization and pollutant generation, transport and impact, and risk assessment. The group reached a consensus on the technical objective for each issue and recommendations to address the objective. Each participant has at least several years' experience in some phase of oil shale endeavor. Therefore, a consensus from this group can be a valuable guide for agencies seeking to develop the oil shale resource while also protecting the environment and public health. This document is an attempt to concisely state the issues discussed by the group and thereby serve as a planning guide for oil shale environmental research.

Cost-competitive technologies: high-flux concentrators-high-efficiency multijunction cells, single-axis concentrators using thin-film cells; and low-cost multijunction thin films for large-area, monolithically interconnected flat-plate modules.     This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    The scrap tire disposal problem is serious and widespread. However there are a number of promising management options, especially using the rubber as a supplemental fuel for existing combustors. The most cost-effective approach to dealing with Denver's tire stockpile appears to be shredding to a coarse size range, storing the shreds in a secure area, and marketing the rubber to nearby cement kilns, lime kilns, and boilers. This interim step would greatly reduce the volume of the pile, facilitate the Superfund evaluation, reduce fire and disease hazards, and simplify subsequent materials handling. Further processing to obtain rubber chips or crumbs may also be practical. However the industry and the markets would have to emerge over time. New power plants or pyrolysis facilities would be impeded by the low energy prices in Denver and the need for elaborate pollution controls. Landfilling could be considered as a last resort. Landfilling costs would be minimized if the tires are shredded. Chapter 2 discusses the tire disposal problem and the general options for tire management. Chapter 3 describes the methodology used to analyze Denver's situation and presents the results and conclusions obtained. This includes evaluation of strategies to implement the more promising resource recovery options in the Denver area. Chapter 4 summarizes the lessons learned and identifies impediments and uncertainties that need to be addressed in any future studies. The Appendix contains additional acknowledgments, a list of references, definitions for the acronyms and units used in the text, the agenda for the tire workshop, and a brief description of a stockpile fire near Denver in June 1987. 111 refs., 6 tabs.

    The Denver Unit is a mature San Andres field in West Texas. It has been through primary production plus waterflood, and is now undergoing tertiary CO{sub 2} water-alternating-gas (WAG) injection. A significant number of the producers are strongly affected by the offset WAG injection well cycle. The wells swing through a broad range of producing characteristics, from mostly liquid to a high gas-liquid ratio, depending on injection fluid and response time. These wide swings cause troublesome failures, a loss in production and lead to higher operating costs. Since late 1995, SWEPI has been testing two CO{sub 2} gas lift installations in the Denver Unit. Results have been mixed to date. Evaluation of the two installations continues.

    On August 11, 2011, in Denver, CO, a Building America Expert Meeting was held in conjunction with the Building America Residential Energy Efficiency Technical Update Meeting, to review and discuss results and future plans for research to improve the performance of hydronic heating systems using condensing boilers and baseboard convectors. A meeting objective was to provide an opportunity for other Building America teams and industry experts to provide feedback and specific suggestions for the planned research.

    Robi Robichaud made this presentation at the Bureau of Land Management West-wide Wind Opportunities and Constraints Mapping (WWOCM) Project public meeting in Denver, Colorado in September 2014. This presentation outlines recent wind technology advancements, evolving turbine technologies, and industry challenges. The presentation includes maps of mean wind speeds at 50-m, 80-m, and 100-m hub heights on BLM lands. Robichaud also presented on the difference in mean wind speeds from 80m to 100m in Wyoming.
