TRANSFORMATIONAL LEADERSHIP AND ALTRUISM: ROLE OF POWER DISTANCE IN A HIGH POWER DISTANCE CULTURE

E-Print Network [OSTI]

Using a sample of 105 manager-subordinate dyads from a high power distance culture, the effects of power distance and transformational leadership on follower altruism were studied. Findings show a significant positive relationship between power distance and transformational leadership and between transformational leadership and follower altruism. The dimensions on which cultures differ have been identified earlier (Hofstede, 1980). The objective of this study is to look at the effect of a dimension on other variables, in a culture that is high on that dimension. Our contention is that in cultures that score high on the power distance dimension of Hofstede (1980) model, if managers maintain a high power distance between themselves and their followers, their transformational leadership would be enhanced, and transformational leadership in turn will enhance altruistic behavior of followers. Merely knowing the dimensions on which cultures differ is not enough. That knowledge has to be used to predict how an alignment with that dimension would affect other variables.

Voluntary Green Power Market Forecast through 2015

SciTech Connect (OSTI)

Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

Implications of Carbon Regulation for Green Power Markets

SciTech Connect (OSTI)

This paper examines the potential effects that emerging mandatory carbon markets have for voluntary markets for renewable energy, or green power markets. In an era of carbon regulation, green power markets will continue to play an important role because many consumers may be interested in supporting renewable energy development beyond what is supported through mandates or other types of policy support. The paper examines the extent to which GHG benefits motivate consumers to make voluntary renewable energy purchases and summarizes key issues emerging as a result of these overlapping markets, such as the implications of carbon regulation for renewable energy marketing claims, the demand for and price of renewable energy certificates (RECs), and the use of RECs in multiple markets (disaggregation of attributes). It describes carbon regulation programs under development in the Northeast and California, and how these might affect renewable energy markets in these regions, as well as the potential interaction between voluntary renewable energy markets and voluntary carbon markets, such as the Chicago Climate Exchange (CCX). It also briefly summarizes the experience in the European Union, where carbon is already regulated. Finally, the paper presents policy options for policymakers and regulators to consider in designing carbon policies to enable carbon markets and voluntary renewable energy markets to work together.

The role of public policy in emerging green power markets: An analysis of marketer preferences

SciTech Connect (OSTI)

Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

Green Power Marketing in the United States: A Status Report (Eighth Edition)

SciTech Connect (OSTI)

Voluntary consumer decisions to purchase electricity supplied by renewable energy sources represent a powerful market support mechanism for renewable energy development. Beginning in the early 1990s, a small number of U.S. utilities began offering "green power" options to their customers. Since then, these products have become more prevalent, both from utilities and in states that have introduced competition into their retail electricity markets. Today, more than 50% of all U.S. consumers have an option to purchase some type of green power product from a retail electricity provider. This report provides an overview of green power marketing activity in the United States. The first section provides an overview of green power markets, consumer response, and recent industry trends. The second section provides brief descriptions of utility green pricing programs. The third section describes companies that actively market green power in competitive markets and those that market renewable energy certificates nationally or regionally. The final section provides information on a select number of large, nonresidential green power purchasers, including businesses, universities, and government agencies.

Today, more than half of all U.S. consumers have an option to purchase some type of green power product from a retail electricity provider. Currently, more than 600 utilities, or about 20% of utilities nationally, offer green power programs to customers. These programs allow customers to purchase some portion of their power supply as renewable energy--almost always at a higher price--or to contribute funds for the utility to invest in renewable energy development. The term ''green pricing'' is typically used to refer to these utility programs offered in regulated or noncompetitive electricity markets. This report documents green power marketing activities and trends in the United States.

Public goods and private interests: Understanding non-residential demand for green power

SciTech Connect (OSTI)

This article presents the results of the first large-scale mail survey of non-residential green power customers in the United States. The survey explored the motivations, attitudes, and experiences of 464 business, non-profit, and public-sector customers that have voluntarily opted to purchase - and frequently pay a premium for - renewable electricity. Results of this study should be of value to marketers interested in targeting these customer segments, to policy makers interested in fostering and understanding non-residential demand for green power, and to academics pondering the motivations for firms to engage in such voluntary environmental initiatives.

Status and Trends in the U.S. Voluntary Green Power Market (2013 Data)

SciTech Connect (OSTI)

Voluntary green power markets are those in which consumers and institutions voluntarily purchase renewable energy to match their electricity needs. This report surveys utilities, competitive suppliers, renewable energy certificate (REC) marketers, and, for the first time, the community choice aggregation market. This report finds that the voluntary market totaled 62 million megawatt-hours in 2013. Approximately 5.4 million customers are purchasing green power. This report presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing, and administrative expenses. The report also details trends in REC tracking systems, REC pricing in voluntary and compliance markets, community and crowd-funded solar, and interest in renewable energy by the information and communication technologies sector.

DOE Patents [OSTI]

A system for producing a green or UV output beam for illuminating a large area with relatively high beam fluence. A Nd:glass laser produces a near-infrared output by means of an oscillator that generates a high quality but low power output and then multi-pass through and amplification in a zig-zag slab amplifier and wavefront correction in a phase conjugator at the midway point of the multi-pass amplification. The green or UV output is generated by means of conversion crystals that follow final propagation through the zig-zag slab amplifier.

EPA Clean Energy-Environment Guide to Action 5.5 Fostering Green Power Markets Policy Description and Objective Summary

E-Print Network [OSTI]

Green power is a relatively small but growing market that provides electricity customers the opportunity to make environmental choices about their electricity consumption. Programs in more than 40 states currently serve approximately 540,000 customers, representing nearly 4 billion kilowatt-hours (kWh) annually. Green power is offered in both vertically integrated and competitive retail markets. Green power programs have existed for approximately 10 years and have contributed to the development of over 2,200 megawatts (MW) of new renewable capacity over that time. A recent study estimates that this could reach 8,000 MW by 2015 (Wiser et al. 2001). Because participation in green power programs is voluntary, the role for states may be more limited

Thermoelectric Power Generation as an Alternative Green Technology of Energy Harvesting

E-Print Network [OSTI]

The vast majority of heat that is generated from computer processor chips to car engines to electric power plants, the need to use of excess heat creates a major source of inefficiency. Energy harvesters are thermoelectric materials which are solid-state energy converters used to convert waste heat into electricity. Significant improvements to the thermoelectric materials measured by figure of merit (ZT).forconverting waste-heat energy directly into electrical power, application of this alternative green technology can be made and also it will improve the overall efficiencies of energy conversion systems. In this paper, the basic concepts of thermoelectric material and its power generation is presented and recent patents of thermoelectric material are reviewed and discussed.

Gravitational Contributions to Gauge Green's Functions and Asymptotic Free Power-Law Running of Gauge Coupling

E-Print Network [OSTI]

We perform an explicit one-loop calculation for the gravitational contributions to the two-, three- and four-point gauge Green's functions with paying attention to the quadratic divergences. It is shown for the first time in the diagrammatic calculation that the Slavnov-Taylor identities are preserved even if the quantum graviton effects are included at one-loop level, such a conclusion is independent of the choice of regularization schemes. We also present a regularization scheme independent calculation based on the gauge condition independent background field framework of Vilkovisky-DeWitt's effective action with focusing on both the quadratic divergence and quartic divergence that is not discussed before. With the harmonic gauge condition, the results computed by using the traditional background field method can consistently be recovered from the Vilkovisky-DeWitt's effective action approach by simply taking a limiting case, and are found to be the same as the ones yielded by the diagrammatic calculation. As a consequence, in all the calculations, the symmetry-preserving and divergent-behavior-preserving loop regularization method can consistently lead to a nontrivial gravitational contribution to the gauge coupling constant with an asymptotic free power-law running at one loop near the Planck scale.

Low Power, Red, Green and Blue Carbon Nanotube Enabled Vertical Organic Light Emitting Transistors for Active Matrix OLED Displays

SciTech Connect (OSTI)

Organic semiconductors are potential alternatives to polycrystalline silicon as the semiconductor used in the backplane of active matrix organic light emitting diode displays. Demonstrated here is a light-emitting transistor with an organic channel, operating with low power dissipation at low voltage, and high aperture ratio, in three colors: red, green and blue. The single-wall carbon nanotube network source electrode is responsible for the high level of performance demonstrated. A major benefit enabled by this architecture is the integration of the drive transistor, storage capacitor and light emitter into a single device. Performance comparable to commercialized polycrystalline-silicon TFT driven OLEDs is demonstrated.

Methane for Power Generation in Muaro Jambi: A Green Prosperity Model Project

SciTech Connect (OSTI)

NREL conducted eight model projects for Millennium Challenge Corporation's (MCC) Compact with Indonesia. Green Prosperity, the largest project of the Compact, seeks to address critical constraints to economic growth while supporting the Government of Indonesia's commitment to a more sustainable, less carbon-intensive future. This study evaluates electricity generation from the organic content of wastewater at a palm oil mill in Muaro Jambi, Sumatra. Palm mills use vast amounts of water in the production process resulting in problematic waste water called palm oil mill effluent (POME). The POME releases methane to the atmosphere in open ponds which could be covered to capture the methane to produce renewable electricity for rural villages. The study uses average Indonesia data to determine the economic viability of methane capture at a palm oil mill and also evaluates technology as well as social and environmental impacts of the project.

This brochure/poster provides information on the features of the Research Support Facility including a detailed illustration of the facility with call outs of energy efficiency and renewable energy technologies. Imagine an office building so energy efficient that its occupants consume only the amount of energy generated by renewable power on the building site. The building, the Research Support Facility (RSF) occupied by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) employees, uses 50% less energy than if it were built to current commercial code and achieves the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED{reg_sign}) Platinum rating. With 19% of the primary energy in the U.S. consumed by commercial buildings, the RSF is changing the way commercial office buildings are designed and built.

The Treatment of Renewable Energy Certificates, EmissionsAllowances, and Green Power Programs in State Renewables PortfolioStandards

SciTech Connect (OSTI)

Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

Green Valley Galaxies

E-Print Network [OSTI]

The "green valley" is a wide region separating the blue and the red peaks in the ultraviolet-optical color magnitude diagram, first revealed using GALEX UV photometry. The term was coined by Christopher Martin in 2005. Green valley highlights the discriminating power of UV to very low relative levels of ongoing star formation, to which the optical colors, including u-r, are insensitive. It corresponds to massive galaxies below the star-forming "main" sequence, and therefore represents a critical tool for the study of the quenching of star formation and its possible resurgence in otherwise quiescent galaxies. This article reviews the results pertaining to morphology, structure, environment, dust content and gas properties of green valley galaxies in the local universe. Their relationship to AGN is also discussed. Attention is given to biases emerging from defining the "green valley" using optical colors. We review various evolutionary scenarios and we present evidence for a new, quasi-static view of the green ...

INL Green Building Strategy

SciTech Connect (OSTI)

Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nations premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

SciTech Connect (OSTI)

Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

What Does Green Mean?

E-Print Network [OSTI]

Everyone is talking green these days. President Obama has made the green economy a pillar of his administration. In early August, the President announced that several Indiana companies were awarded federal grants to advance the development of green transportation. Several reports on the green economy and green jobs have surfaced in the last year. The studies all agreedthe green economy and green jobs will be integral to continued U.S. prosperity. Its Not Easy Being Green The trouble is that researchers, data collectors, and policy makers have yet to settle on a method for identifying what is green. Such a method would need to accurately gauge the green economys size and rate of growth, and to identify the jobs associated with it. What is green and how do we measure it? This definitional issue is not trivial. The industries that qualify as green serve as a benchmark for the size of the green economy today and a gauge to measure the rate by which the economy becomes greener. Getting the definition right helps to guide government policy, research funding, business investment, and hiring decisions. Here are two definitions from reports that came out this year: From The Clean Energy Economy (The Pew Charitable Trusts): A clean energy economy generates jobs, businesses and investments while expanding clean energy production, increasing energy

Comparative Policy Study for Green Buildings in U.S. and China

SciTech Connect (OSTI)

Prominent barriers facing the U.S. green building industry include the fact that government bodies that supervise health, fire safety, land, and other public operations are slow to revise codes to accommodate green building (regulatory barrier). In China, the lack of a green building professional accreditation process similar to the Leadership in Energy and Environmental Design (LEED) AP process limits the green building workforce capacity development (informational barrier). The main policies highlighted in this report to tackle these barriers are 1) comprehensive codes and labeling plan (informational, institutional), 2) government-led targets and demonstrations (risk), 3) education and awareness programs (informational), 4) fiscal policy that supports green building investment (financial), and 5) integrated design promotion (institutional, financial).

Providing Green SLAs in High Performance Computing Clouds

E-Print Network [OSTI]

AbstractDemand for clean products and services is increasing as society is becoming increasingly aware of climate change. In response, many enterprises are setting explicit sustainability goals and implementing initiatives to reduce carbon emissions. Quantification and disclosure of such goals and initiatives have become important marketing tools. As enterprises and individuals shift their workloads to the cloud, this drive toward quantification and disclosure will lead to demand for quantifiable green cloud services. Thus, we argue that cloud providers should offer a new class of green services, in addition to existing (energy-sourceoblivious) services. This new class would provide clients with explicit service-level agreements (which we call Green SLAs) for the percentage of renewable energy used to run their workloads. In this paper, we first propose an approach for High Performance Computing cloud providers to offer such a Green SLA service. Specifically, each client job specifies a Green SLA, which is the minimum percentage of green energy that must be used to run the job. The provider earns a premium for meeting the Green SLA, but is penalized if it accepts the job but violates the Green SLA. We then propose (1) a power distribution and control infrastructure that uses a small amount of hardware to support Green SLAs, (2) an optimization-based framework for scheduling jobs and power sources that maximizes provider profits while respecting Green SLAs, and (3) two scheduling policies based on the framework. We evaluate our framework and policies extensively through simulations. Our main results show the tradeoffs between our policies, and their advantages over simpler greedy heuristics. We conclude that a Green SLA service that uses our policies would enable the provider to attract environmentally conscious clients, especially those who require strict guarantees on their use of green energy. Trends in Utility Green Pricing Programs (2004)

SciTech Connect (OSTI)

In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, nearly 600 utilities in regulated electricity markets--or almost 20% of all utilities nationally--provide their customers a "green power" option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals about 125. Through these programs, more than 40 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2004 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities as benchmarks by which to gauge the success of their green power programs.

DOE Patents [OSTI]

A reflectance pulse oximeter that determines oxygen saturation of hemoglobin using two sources of electromagnetic radiation in the green optical region, which provides the maximum reflectance pulsation spectrum. The use of green light allows placement of an oximetry probe at central body sites (e.g., wrist, thigh, abdomen, forehead, scalp, and back). Preferably, the two green light sources alternately emit light at 560 nm and 577 nm, respectively, which gives the biggest difference in hemoglobin extinction coefficients between deoxyhemoglobin, RHb, and oxyhemoglobin, HbO.sub.2.

Green's function on lattices

E-Print Network [OSTI]

A method to calculate exact Green's functions on lattices in various dimensions is presented. Expressions in terms of generalized hypergeometric functions in one or more variables are obtained for various examples by relating the resolvent to a contour integral, evaluated using residues. Different ways of arranging the series leads to different combinations of hypergeometric functions providing identities involving generalized hypergeometric functions. The method is shown to be useful for computing Green's functions with next-nearest neighbor hopping as well.

Argonne Leadership Computing Facility 2011 annual report : Shaping future supercomputing.

SciTech Connect (OSTI)

The ALCF's Early Science Program aims to prepare key applications for the architecture and scale of Mira and to solidify libraries and infrastructure that will pave the way for other future production applications. Two billion core-hours have been allocated to 16 Early Science projects on Mira. The projects, in addition to promising delivery of exciting new science, are all based on state-of-the-art, petascale, parallel applications. The project teams, in collaboration with ALCF staff and IBM, have undertaken intensive efforts to adapt their software to take advantage of Mira's Blue Gene/Q architecture, which, in a number of ways, is a precursor to future high-performance-computing architecture. The Argonne Leadership Computing Facility (ALCF) enables transformative science that solves some of the most difficult challenges in biology, chemistry, energy, climate, materials, physics, and other scientific realms. Users partnering with ALCF staff have reached research milestones previously unattainable, due to the ALCF's world-class supercomputing resources and expertise in computation science. In 2011, the ALCF's commitment to providing outstanding science and leadership-class resources was honored with several prestigious awards. Research on multiscale brain blood flow simulations was named a Gordon Bell Prize finalist. Intrepid, the ALCF's BG/P system, ranked No. 1 on the Graph 500 list for the second consecutive year. The next-generation BG/Q prototype again topped the Green500 list. Skilled experts at the ALCF enable researchers to conduct breakthrough science on the Blue Gene system in key ways. The Catalyst Team matches project PIs with experienced computational scientists to maximize and accelerate research in their specific scientific domains. The Performance Engineering Team facilitates the effective use of applications on the Blue Gene system by assessing and improving the algorithms used by applications and the techniques used to implement those algorithms. The Data Analytics and Visualization Team lends expertise in tools and methods for high-performance, post-processing of large datasets, interactive data exploration, batch visualization, and production visualization. The Operations Team ensures that system hardware and software work reliably and optimally; system tools are matched to the unique system architectures and scale of ALCF resources; the entire system software stack works smoothly together; and I/O performance issues, bug fixes, and requests for system software are addressed. The User Services and Outreach Team offers frontline services and support to existing and potential ALCF users. The team also provides marketing and outreach to users, DOE, and the broader community.

Investigation of the Relationship between Green Design and Project Delivery Methods

SciTech Connect (OSTI)

The selection of the project delivery method (PDM) for any project is critical--it establishes communication, coordination, and contractual issues between the owner, contractor, and designer. With an increase in the number of green design projects, understanding the relationship between the PDM and green design is paramount to project and contract management. It is reasonable to assume that a positive relationship between green design and design-build (DB) exists since both theoretically are intended to foster an integrated, holistic, and collaborative project. This research examines the relationship between the design-bid-build (DBB), construction management (CM), and DB PDMs and green design with the goal of establishing best practices and identifying potential synergies between them. The research collected information by conducting primarily telephone interviews with approximately twenty-five individuals, including owners, contractors, and designers involved in completed green design projects, mainly in the public sector. The interviews developed a general understanding of the current state of knowledge and experience and not a rigorous quantitative analysis. Upon completion of the interviews, the tabulated results were summarized and green project characteristics and project-PDM interactions emerged. Existing published research was evaluated to reveal aspects of PDMs independent of green design. Best practices were ascertained by combining information from the interviews and published research. Best practices are as follows: (1) Project implementation features--The decision to use DB as PDM on green design or other projects should be based on the specific project features; e.g., well-defined scope and adequate owner staffing. DB will not produce successful results on all projects. (2) Collaboration--Project team collaboration early in the design and construction process is an important aspect of green projects, and collaboration was considered somewhat more important in projects that used DB. (3) Experience--Team experience is important on all green design projects independent of the PDM. Owners should use a 'best value' selection process, which is more prevalent in DB projects, and include team experience as a criterion. The owner's role is critical with DB. (4) Leadership--Leadership is an important feature for all contracting parties involved in green design projects and it is a dominant success factor in DB projects. (5) Scope of work--A well-defined scope of work is important on all projects, independent of the PDM. In DB, improving the scope of work definition by developing a set of documents, typically comparable to the design development phase, as the basis for awarding a contract is called DB bridging. Using contracting techniques such as DB bridging can result in better identification of expected quality and improves the owner's level of control. (6) Funding and Budget--Having adequate funding and budget for the given scope of work is particularly important in a green design project. Public funding restrictions may not allow use of certain PDMs, and the nature of public funding streams may make non-traditional PDMs more difficult. (7) Complexity and Flexibility--Complexity and flexibility is a project feature that is more specific to green design projects and is more frequently associated with DB. (8) Control and Accountability--Control and accountability is a problem associated with DB more than with DBB. It is not specific to green design projects. DB Bridging can be used to offset the lack of control with traditional DB. The use of green design and DB is increasing and understanding the linkage between the two is important. This research has found that while linkages do exist, the owner needs to carefully consider all aspects of a green design project before making the decision of the most appropriate PDM.

Multicore and Accelerator Development for a Leadership-Class Stellar Astrophysics Code

SciTech Connect (OSTI)

We describe recent development work on the core-collapse supernova code CHIMERA. CHIMERA has consumed more than 100 million cpu-hours on Oak Ridge Leadership Computing Facility (OLCF) platforms in the past 3 years, ranking it among the most important applications at the OLCF. Most of the work described has been focused on exploiting the multicore nature of the current platform (Jaguar) via, e.g., multithreading using OpenMP. In addition, we have begun a major effort to marshal the computational power of GPUs with CHIMERA. The impending upgrade of Jaguar to Titan a 20+ PF machine with an NVIDIA GPU on many nodes makes this work essential.

Green roofs: potential at LANL

SciTech Connect (OSTI)

Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

Gauge-invariant Green function dynamics: A unified approach

SciTech Connect (OSTI)

We present a gauge-invariant description of Green function dynamics introduced by means of a generalized Peirels phase involving an arbitrary differentiable path in spacetime. Two other approaches to formulating a gauge-invariant description of systems, the Green function treatment of Levanda and Fleurov [M. Levanda, V. Fleurov, J. Phys.: Condens. Matter 6 (1994) 7889] and the usual multipolar expansion for an atom, are shown to arise as special cases of our formalism. We argue that the consideration of paths in the generalized Peirels phase that do not lead to introduction of an effective gauge-invariant Hamiltonian with polarization and magnetization fields may prove useful for the treatment of the response of materials with short electron correlation lengths. -- Highlights: Peirels phase for an arbitrary path in spacetime established. Gauge-invariant Green functions and the PowerZienauWooley transformation connected. Limitations on possible polarization and magnetization fields established.

Scientific Application Requirements for Leadership Computing at the Exascale

SciTech Connect (OSTI)

The Department of Energy s Leadership Computing Facility, located at Oak Ridge National Laboratory s National Center for Computational Sciences, recently polled scientific teams that had large allocations at the center in 2007, asking them to identify computational science requirements for future exascale systems (capable of an exaflop, or 1018 floating point operations per second). These requirements are necessarily speculative, since an exascale system will not be realized until the 2015 2020 timeframe, and are expressed where possible relative to a recent petascale requirements analysis of similar science applications [1]. Our initial findings, which beg further data collection, validation, and analysis, did in fact align with many of our expectations and existing petascale requirements, yet they also contained some surprises, complete with new challenges and opportunities. First and foremost, the breadth and depth of science prospects and benefits on an exascale computing system are striking. Without a doubt, they justify a large investment, even with its inherent risks. The possibilities for return on investment (by any measure) are too large to let us ignore this opportunity. The software opportunities and challenges are enormous. In fact, as one notable computational scientist put it, the scale of questions being asked at the exascale is tremendous and the hardware has gotten way ahead of the software. We are in grave danger of failing because of a software crisis unless concerted investments and coordinating activities are undertaken to reduce and close this hardwaresoftware gap over the next decade. Key to success will be a rigorous requirement for natural mapping of algorithms to hardware in a way that complements (rather than competes with) compilers and runtime systems. The level of abstraction must be raised, and more attention must be paid to functionalities and capabilities that incorporate intent into data structures, are aware of memory hierarchy, possess fault tolerance, exploit asynchronism, and are power-consumption aware. On the other hand, we must also provide application scientists with the ability to develop software without having to become experts in the computer science components. Numerical algorithms are scattered broadly across science domains, with no one particular algorithm being ubiquitous and no one algorithm going unused. Structured grids and dense linear algebra continue to dominate, but other algorithm categories will become more common. A significant increase is projected for Monte Carlo algorithms, unstructured grids, sparse linear algebra, and particle methods, and a relative decrease foreseen in fast Fourier transforms. These projections reflect the expectation of much higher architecture concurrency and the resulting need for very high scalability. The new algorithm categories that application scientists expect to be increasingly important in the next decade include adaptive mesh refinement, implicit nonlinear systems, data assimilation, agent-based methods, parameter continuation, and optimization. The attributes of leadership computing systems expected to increase most in priority over the next decade are (in order of importance) interconnect bandwidth, memory bandwidth, mean time to interrupt, memory latency, and interconnect latency. The attributes expected to decrease most in relative priority are disk latency, archival storage capacity, disk bandwidth, wide area network bandwidth, and local storage capacity. These choices by application developers reflect the expected needs of applications or the expected reality of available hardware. One interpretation is that the increasing priorities reflect the desire to increase computational efficiency to take advantage of increasing peak flops [floating point operations per second], while the decreasing priorities reflect the expectation that computational efficiency will not increase. Per-core requirements appear to be relatively static, while aggregate requirements will grow with the system. This projection is consistent with a r

Green Schools Project Final Report

SciTech Connect (OSTI)

The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

Environmental labelling of green electricity with LCA key parameter models

E-Print Network [OSTI]

Since the opening of European electricity markets, companies are launching green electricity products. In Switzerland the privately initiated eco-label naturemade star ensures the environmental and ecological quality of electricity from renewable energy sources on a local scale and from a life cycle perspective. For the life cycle perspective, a simplified and partly site-specific life cycle assessment (LCA) is applied using the Eco-indicator 99 (Hierachist perspective) impact assessment method. In a first step, detailed LCAs case studies are made for power plants and technologies that are candidates for the naturemade star label. They allow identifying technology-specific parameters that dominate the outcome of the LCA and for which data are available for the owner or operator of the power plant at issue. Based on this knowledge, key parameter models for photovoltaic, wind and hydroelectric power and electricity from biogas have been established on a spreadsheet-basis. With the help of the parameter models, operators of power plants can carry out the required LCA within a few hours. At the same time, they can check whether the plant fulfils the naturemade star threshold or not, which has been set to 50 % of the environmental impact of a gas combined cycle power plant. Within a few months since the introduction of the labelling scheme, companies successfully applied the parameter models on nearly 50 photovoltaic and on several hydroelectric power plants. LCA is, in combination with other tools, a useful method for the definition of standards for environmental labelling of green electricity.

Leadership -- It`s everybody`s business

SciTech Connect (OSTI)

In a time when many companies are trying to find a way to do more with less, they are missing the ``solution`` that is right before their eyes. Rather than trying to decide on whether to reengineer or process improve, they should be focused on their most valuable resource: people. This paper discusses the elements of leadership and how it applies to all individuals in an organization. To get outstanding results from people, they need to begin by making leadership everybody`s business.
