    In 2006, California passed the landmark assembly bill AB-32 to reduce California's emissions of greenhouse gases (GHGs) that contribute to global climate change. AB-32 commits California to reduce total GHG emissions to 1990 levels by 2020, a reduction of 25 percent from current levels. To verify that GHG emission reductions are actually taking place, it will be necessary to measure emissions. We describe atmospheric inverse model estimates of GHG emissions obtained from the California Greenhouse Gas Emissions Measurement (CALGEM) project. In collaboration with NOAA, we are measuring the dominant long-lived GHGs at two tall-towers in central California. Here, we present estimates of CH{sub 4} emissions obtained by statistical comparison of measured and predicted atmospheric mixing ratios. The predicted mixing ratios are calculated using spatially resolved a priori CH{sub 4} emissions and surface footprints, that provide a proportional relationship between the surface emissions and the mixing ratio signal at tower locations. The footprints are computed using the Weather Research and Forecast (WRF) coupled to the Stochastic Time-Inverted Lagrangian Transport (STILT) model. Integral to the inverse estimates, we perform a quantitative analysis of errors in atmospheric transport and other factors to provide quantitative uncertainties in estimated emissions. Regressions of modeled and measured mixing ratios suggest that total CH{sub 4} emissions are within 25% of the inventory estimates. A Bayesian source sector analysis obtains posterior scaling factors for CH{sub 4} emissions, indicating that emissions from several of the sources (e.g., landfills, natural gas use, petroleum production, crops, and wetlands) are roughly consistent with inventory estimates, but livestock emissions are significantly higher than the inventory. A Bayesian 'region' analysis is used to identify spatial variations in CH{sub 4} emissions from 13 sub-regions within California. Although, only regions near the tower are significantly constrained by the tower measurements, CH{sub 4} emissions from the south Central Valley appear to be underestimated in a manner consistent with the under-prediction of livestock emissions. Finally, we describe a pseudo-experiment using predicted CH{sub 4} signals to explore the uncertainty reductions that might be obtained if additional measurements were made by a future network of tall-tower stations spread over California. These results show that it should be possible to provide high-accuracy estimates of surface CH{sub 4} emissions for multiple regions as a means to verify future emissions reductions.

    The White House, which recently celebrated its 200th birthday, has a long tradition of demonstrating technological innovation. In keeping with that tradition, President Clinton announced the Greening of the White House Initiative on Earth Day 1993. The initiative improves the energy and environmental performance of the White House complex by identifying opportunities to reduce waste, lower energy use, and make an appropriate use of renewable resources, all while improving indoor air quality and building comfort. This report on President Clinton's legacy of greening at the White House summarizes progress made to date and gives an overview of new opportunities identified during the past year. It also includes an environmental history of the White House and a short tour of the buildings that make up the White House complex. Over the past five years, this initiative has involved hundreds of dedicated people from both within and outside government. A description of how they worked together to develop and implement the Greening Plan is also included in this report.

    The gas permeability and adhesion strength of laminated green ceramic tapes were determined for samples comprised of barium titanate as the dielectric, and poly(vinyl butyral) and dioctyl phthalate as the main components of the binder mixture. The green tapes were laminated for times of 2-10 min, pressures of 1.8-7 MPa, and temperatures of 35-85?C. The adhesion strength, which was measured by a peel test, increased with increasing lamination time, temperature, and pressure. The permeability, which was determined from gas flux measurements, decreased with increasing lamination time, temperature, and pressure. The dependence of the permeability and adhesion strength on lamination time, temperature, and pressure is qualitatively consistent with a mechanistic description of the lamination process as one of binder flow in porous media

    Coalbed gas is an important source of natural gas in the United States. In 1993, approximately 740 BCF of coalbed gas was produced in the United States, or about 4.2% of the nation`s total gas production. Nearly 96% of this coalbed gas is produced from just two basins, the San Juan (615.7 BCF; gas in place 84 TCF) and Black Warrior (105 BCF; gas in place 20 TCF), and current production represents only a fraction of the nation`s estimated 675 TCF of in-place coalbed gas. Coal beds in the Greater Green River Basin in southwest Wyoming and northwest Colorado hold almost half of the gas in place (314 TCF) and are an important source of gas for low-permeability Almond sandstones. Because total gas in place in the Greater Green River Basin is reported to exceed 3,000 TCF (Law et al., 1989), the basin may substantially increase the domestic gas resource base. Therefore, through integrated geologic and hydrologic studies, the coalbed gas potential of the basin was assessed where tectonic, structural, and depositional setting, coal distribution and rank, gas content, coal permeability, and ground-water flow are critical controls on coalbed gas producibility. Synergism between these geologic and hydrologic controls determines gas productivity. High productivity is governed by (1) thick, laterally continuous coals of high thermal maturity, (2) basinward flow of ground water through fractured and permeable coals, down the coal rank gradient toward no-flow boundaries oriented perpendicular to the regional flow direction, and (3) conventional trapping of gas along those boundaries to provide additional sources of gas beyond that sorbed on the coal surface.

    Eu doped aluminum nitride phosphors were successfully synthesized by a novel gas-reduction-nitridation route with a reaction temperature of 1400 deg. C and a soaking time of 3 h. The obtained AlN:Eu phosphors were analyzed to elucidate the location of the Eu luminescent center. High-resolution transmission electron microscopy and transmission electron microscopy-energy dispersive spectra proved that Eu was located in the crystal lattice of AlN, then EXAFS revealed that Eu occupied a highly distorted Al site coordinated by four nitrogen at about 2.30-2.40 Angst , and the second nearest neighbors of Eu were 12 Al. This could be confirmed by the first-principles calculations based on the obtained local structure around the Eu luminescence center, where the theoretical absorption spectrum was similar to the experimental excitation spectrum. X-ray appearance near edge structure showed that Eu existed in terms of both Eu{sup 3+} and Eu{sup 2+} ions, which could be related to the limited location space of Eu. High temperature treatment could significantly increase the amount of Eu{sup 2+} by the expansion of the crystal lattice, leading to an increased green luminescence of the obtained AlN:Eu phosphors.

    Green petroleum coke (GPC) is an oil refining byproduct that can be used directly as a solid fuel or as a feedstock for the production of calcined petroleum coke. GPC contains a high amount of volatiles and sulfur. During the calcination process, the GPC is heated to remove the volatiles and sulfur to produce purified calcined coke, which is used in the production of graphite, electrodes, metal carburizers, and other carbon products. Currently, more than 80% of calcined coke is produced in rotary kilns or rotary hearth furnaces. These technologies provide partial heat utilization of the calcined coke to increase efficiency of the calcination process, but they also share some operating disadvantages. However, coke calcination in an electrothermal fluidized bed (EFB) opens up a number of potential benefits for the production enhancement, while reducing the capital and operating costs. The increased usage of heavy crude oil in recent years has resulted in higher sulfur content in green coke produced by oil refinery process, which requires a significant increase in the calcinations temperature and in residence time. The calorific value of the process off-gas is quite substantial and can be effectively utilized as an “opportunity fuel” for combined heat and power (CHP) production to complement the energy demand. Heat recovered from the product cooling can also contribute to the overall economics of the calcination process. Preliminary estimates indicated the decrease in energy consumption by 35-50% as well as a proportional decrease in greenhouse gas emissions. As such, the efficiency improvement of the coke calcinations systems is attracting close attention of the researchers and engineers throughout the world. The developed technology is intended to accomplish the following objectives: - Reduce the energy and carbon intensity of the calcined coke production process. - Increase utilization of opportunity fuels such as industrial waste off-gas from the novel petroleum coke calcination process. - Increase the opportunity of heat (chemical and physical) utilization from process off-gases and solid product. - Develop a design of advanced CHP system utilizing off-gases as an “opportunity fuel” for petroleum coke calcinations and sensible heat of calcined coke. A successful accomplishment of the aforementioned objectives will contribute toward the following U.S. DOE programmatic goals: - Drive a 25% reduction in U. S. industrial energy intensity by 2017 in support of EPAct 2005; - Contribute to an 18% reduction in U.S. carbon intensity by 2012 as established by the Administration’s “National Goal to Reduce Emissions Intensity.” 8

    A low-pressure Carbon Filter Process (patent pending) is proposed to capture carbon dioxide (CO{sub 2}) from flue gas. This filter is filled with a low-cost carbonaceous sorbent, such as activated carbon or charcoal, which has a high affinity (and, hence, high capacity) to CO{sub 2} but not to nitrogen (N{sub 2}). This, in turn, leads to a high CO{sub 2}/N{sub 2} selectivity, especially at low pressures. The Carbon Filter Process proposed in this work can recover at least 90% of flue-gas CO{sub 2} of 90%+ purity at a fraction of the cost normally associated with the conventional amine absorption process. The Carbon Filter Process requires neither expensive materials nor flue-gas compression or refrigeration, and it is easy to heat integrate with an existing or grassroots power plant without affecting the cost of the produced electricity too much. An abundant supply of low-cost CO{sub 2} from electricity producers is good news for enhanced oil recovery (EOR) and enhanced coal-bed methane recovery (ECBMR) operators, because it will lead to higher oil and gas recovery rates in an environmentally sensitive manner. A CO{sub 2}-rich mixture that contains some nitrogen is much less expensive to separate from flue-gas than pure CO{sub 2}; therefore, mixed CO{sub 2}/N{sub 2}-EOR and CO{sub 2}/N{sub 2}-ECBMR methods are proposed to maximize the overall carbon capture and utilization efficiency.

Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    In 2000, NETL conducted a review of the adequacy of the resource characterization databases used in its Gas Systems Analysis Model (GSAM). This review indicated that the most striking deficiency in GSAM’s databases was the poor representation of the vast resource believed to exist in low-permeability sandstone accumulations in western U.S. basins. The model’s databases, which are built primarily around the United States Geological Survey (USGS) 1995 National Assessment (for undiscovered resources), reflected an estimate of the original-gas-inplace (OGIP) only in accumulations designated “technically-recoverable” by the USGS –roughly 3% to 4% of the total estimated OGIP of the region. As these vast remaining resources are a prime target of NETL programs, NETL immediately launched an effort to upgrade its resource characterizations. Upon review of existing data, NETL concluded that no existing data were appropriate sources for its modeling needs, and a decision was made to conduct new, detailed log-based, gas-in-place assessments.

    Side-by-side energy testing and monitoring was conducted on two houses in Louisville, KY between January--March 1993. Both houses were identical except that one house was constructed with conventional US 2 by 4 studs and a truss roof while the other house was constructed with stress-skin insulated core panels for the walls and second floor ceiling. Air-tightness testing included fan pressurization by blower door, hour long tracer tests using sulphur hexafluoride, and two-week long time-averaged tests using perfluorocarbon tracers. An average of all the air-tightness test results showed the SSIC panel house to have 22 percent less air infiltration than the frame house. Air-tightness testing resulted in a recommendation that both houses have a fresh air ventilation system installed to provide 0.35 air changes per hour continuously. Thermal insulation quality testing was by infrared imaging. Pressure differential testing resulted in recommendations to use sealed combustion appliances, and to allow for more return air flow from closed rooms. This can be accomplished by separate return ducts or transfer ducts which simply connect closed rooms to the main body with a short duct. The SSIC house UA was lower in both cases. By measurement, co-heating tests showed the SSIC panel house total UA to be 12 percent lower than the frame house. Short-term energy monitoring was also conducted for the two houses. A 17 day period of electric heating and a 14 day period of gas furnace heating was evaluated. Monitoring results showed energy savings for the panel house to be 12 percent during electric heating and 15 percent during gas heating. A comparison of the two monitoring periods showed that the lumped efficiency of the gas furnace and air distribution system for both houses was close to 80 percent. Simple regression models using Typical Meteorological Year weather data gave a preliminary prediction of seasonal energy savings between 14 and 20 percent.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Recently a new laser based approach for measuring area with potential for producing 2D estimates of the concentration spatial distribution has been developed through a cooperative agreement with the National Energy and Technology Laboratory of the Department of Energy, Exelis Inc. and AER Inc. The new approach is based on a pair of continuous wave intensity modulated laser absorption spectrometer transceivers, combined with a series of retro reflectors located around the perimeter of the area being monitored. The main goal of this cooperative agreement is monitoring, reporting and verification for ground carbon capture and storage projects. The system was recently tested at the Zero Emission Research and Technology site in Bozeman, MT, with underground leak rates ranging from 0.1 – 0.3 metric ton per day (T/d), as well as a 0.8 T/d surface release. Over 200 hours of data were collected over a rectangular grid 180m x 200m between August 18th and September 9th. In addition, multiple days of in situ data were acquired for the same site, using a Licor gas analyzer systems. Initial comparisons between the laser-based system and the in situ agree very well. The system is designed to operate remotely and transmit the data via a 3G/4G connection along with weather data for the site. An all web-based system ingests the data, populates a database, performs the inversion to ppm CO2 using the Line-by-Line Radiative Transfer Model (LBLRTM), and displays plots and statistics for the retrieved data. We will present an overview of the GreenLITE measurement system, outline the retrieval and reconstruction approach, and discuss results from extensive field testing.

These data were collected in the 1993 Residential Energy Consumption Survey (RECS) -- the ninth in a series of nationwide energy consumption surveys conducted since 1978 by the Energy Information Administration of the US Department of Energy. Over 7 thousand households were surveyed, representing 97 million households nationwide. A second report, to be released in late 1995, will present statistics on residential energy consumption and expenditures.

Since then significant progress has been made at the White House to achieve this goal. In addition, several other Federal facilities have begun similar initiatives: The Department of Energy (DOE) Headquarters, the Presidio, the Pentagon, and the Grand Canyon and Yellowstone National Parks. The concept of greening recognizes that energy, environment, and economics are critical components to be considered in optimizing the operation of a building. These practices should be incorporated at the start of the building design phase and continue throughout the building`s operating life. Greening involves the selection and integration of technologies that cost effectively reduce energy consumption while providing an equal or greater level service, and the implementation of policies and practices that emphasize reducing material use, recycling, and reusing materials. Of great interest to the greening process is the potential impact on worker productivity as improvements in occupant comfort are thought to increase productivity, which greatly increases the benefits of greening.

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.

    Traditional military family housing acquisition, design, and construction procedures have resulted in the procurement of low-end, tract-type housing in neighborhoods that are not energy or resource efficient. In response to this need for greater energy and environmental awareness in the planning, development, and operations of military family housing facilities, the US Army Construction Engineering Research Laboratories have developed the Green Neighborhood/Cool Communities (GN/CC) project. The GN/CC project is designed to develop a prototypical process for constructing family housing neighborhoods that meet the daily needs of the military family while minimizing negative environmental impacts and reducing the general energy consumption of the facilities. A multidisciplinary design team is assembled to integrate current methodologies and technologies that focus on life-cycle costs, the reduction of negative environmental impacts, energy conservation, and quality of life improvements in military family housing.     The general region of investigation of this report is in the southern part of the Powder River Basin near the Town of Douglas, Wyoming. Two specific areas within this region were investigated to determine the groundwater potential with drilling and testing programs during the years 1973 to 1975. One area of investigation is located approximately 12 miles west of Douglas in T32 and 33N, R73 and 74W, and is known as the Green Valley Well Field. This area is situated in the foothills of the north end of the Laramie Range and encompasses approximately 25 square miles. In this area the Madison Formation limestone and the Flathead Formation sandstone are the aquifers of interest for groundwater production. The second area is located approximately 13 miles north of Douglas in T34 and 35N, R70 and 71W, and is known as the Mortons Well Field. This area encompasses about 30 square miles. In this area, the Lance Formation and Fox Hills Formation sandstones are the aquifers of interest. Contained within the body of this report are two geologic studies prepared by consulting geologists, Dr. Peter Huntoon and Henry Richter. These studies define the pertinent structural and groundwater geologic features in and in the vicinities of the Mortons and Green Valley Well Fields. A relatively complex structural geology was encountered in the Green Valley area. The study of the Mortons area suggests that the geology of this area is relatively uniform. Inventories of the water users in the vicinities of the two study areas are included at the back of this report in Appendix B. These inventories are comprised of water appropriations as recognized by the Wyoming State Engineer's Office. Both groundwater and surface water appropriations are inventoried within the Green Valley study area. Only groundwater appropriations are inventoried within the Mortons study area.

    Synthetic natural gas (SNG) production from syngas is under investigation again due to the desire for less dependency from imports and the opportunity for increasing coal utilization and reducing green house gas emission. CO methanation is highly exothermic and substantial heat is liberated which can lead to process thermal imbalance and deactivation of the catalyst. As a result, conversion per pass is limited and substantial syngas recycle is employed in conventional processes. Furthermore, the conversion of syngas to SNG is typically performed at moderate temperatures (275 to 325°C) to ensure high CH4 yields since this reaction is thermodynamically limited. In this study, the effectiveness of a novel integrated process for the SNG production from syngas at high temperature (i.e. 600?C) was investigated. This integrated process consists of combining a CO methanation nickel-based catalyst with a high temperature CO2 capture sorbent in a single reactor. Integration with CO2 separation eliminates the reverse-water-gas shift and the requirement for a separate water-gas shift (WGS) unit. Easing of thermodynamic constraint offers the opportunity of enhancing yield to CH4 at higher operating temperature (500-700ºC) which also favors methanation kinetics and improves the overall process efficiency due to exploitation of reaction heat at higher temperatures. Furthermore, simultaneous CO2 capture eliminates green house gas emission. In this work, sorption-enhanced CO methanation was demonstrated using a mixture of a 68% CaO/32% MgAl2O4 sorbent and a CO methanation catalyst (Ni/Al2O3, Ni/MgAl2O4, or Ni/SiC) utilizing a syngas ratio (H2/CO) of 1, gas-hour-space velocity (GHSV) of 22 000 hr-1, pressure of 1 bar and a temperature of 600oC. These conditions resulted in ~90% yield to methane, which was maintained until the sorbent became saturated with CO2. By contrast, without the use of sorbent, equilibrium yield to methane is only 22%. Cyclic stability of the methanation catalyst and durability of the sorbent were also studied in the multiple carbonation-decarbonation cycle studies proving the potential of this integrated process in a practical application.

    A gas compressor based on the use of a driven rotor having a compression ramp traveling at a local supersonic inlet velocity (based on the combination of inlet gas velocity and tangential speed of the ramp) which compresses inlet gas against a stationary sidewall. In using this method to compress inlet gas, the supersonic compressor efficiently achieves high compression ratios while utilizing a compact, stabilized gasdynamic flow path. Operated at supersonic speeds, the inlet stabilizes an oblique/normal shock system in the gasdyanamic flow path formed between the rim of the rotor, the strakes, and a stationary external housing. Part load efficiency is enhanced by the use of a pre-swirl compressor, and using a bypass stream to bleed a portion of the intermediate pressure gas after passing through the pre-swirl compressor back to the inlet of the pre-swirl compressor. Inlet guide vanes to the compression ramp enhance overall efficiency.

    Purpose: The purpose of the project was to retrofit the front end (pulp house) of a commercial kraft pulping mill to accommodate a mill green liquor (GL) impregna-tion/soak/exposure and accrue downstream physical and chemical benefits while prin-cipally reducing the energy footprint of the mill. A major player in the mill contrib-uting to excessive energy costs is the lime kiln. The project was intended to offload the energy (oil or natural gas) demands of the kiln by by-passing the causticization/slaking site in the recovery area and directly using green liquor as a pulping medium for wood. Scope: The project was run in two distinct, yet mutually compatible, phases: Phase 1 was the pre-commercial or laboratory phase in which NC State University and the Insti-tute of Paper Science and Technology (at the Georgia Institute of Technology) ran the pulping and associated experiments, while Phase 2 was the mill scale trial. The first tri-al was run at the now defunct Evergreen Pulp Mill in Samoa, CA and lead to a partial retrofit of the mill that was not completed because it went bankrupt and the work was no longer the low-hanging fruit on the tree for the new management. The second trial was run at the MeadWestvaco Pulp Mill in Evedale, TX which for all intents and pur-poses was a success. They were able to fully retrofit the mill, ran the trial, studied the pulp properties, and gave us conclusions.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    Oak Ridge National Laboratory is working with the US Army, the US Air Force, and the US Department of Energy to develop a guidebook to be used by architectural and engineering firms in the design phases of military family housing revitalization projects. The purpose of the guidebook is to ensure that energy efficiency is properly addressed in revitalization projects. Monitoring space-heating and cooling energy used in houses both before and after they are revitalized is necessary in order to assess the amount of energy saved by the revitalization process. Three different methods of conducting monitoring experiments are discussed, as well as the methods of data analysis to be used. Houses will be monitored individually using standard gas and electric meters to obtain heating and cooling data for the houses. The authors recommend conducting monitoring programs at Altus Air Force Base, Oklahoma, and Fort Monmouth, New Jersey, because of their project schedules and potential for savings. They do not recommend doing any monitoring at Malmstrom Air Force Base, Montana, because of the relatively small savings that they expect revitalization to accomplish there. They do not recommend seeking out alternative sites for monitoring because of the time required to become familiar with the installation and also because revitalization schedules at alternative sites may be no better than those at the sites they inspected.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    The Greater Green River Basin (GGRB) of Wyoming has produced abundant oil and gas out of multiple reservoirs for over 60 years, and large quantities of gas remain untapped in tight gas sandstone reservoirs. Even though GGRB production has been established in formations from the Paleozoic to the Tertiary, recent activity has focused on several Cretaceous reservoirs. Two of these formations, the Ahnond and the Frontier Formations, have been classified as tight sands and are prolific producers in the GGRB. The formations typically naturally fractured and have been exploited using conventional well technology. In most cases, hydraulic fracture treatments must be performed when completing these wells to to increase gas production rates to economic levels. The objectives of the GGRB production improvement project were to apply the concept of horizontal and directional drilling to the Second Frontier Formation on the western flank of the Rock Springs Uplift and to compare production improvements by drilling, completing, and testing vertical, horizontal and directionally-drilled wellbores at a common site.

    Recent estimates of the natural gas resources of Cretaceous low-permeability reservoirs of the Greater Green River basin indicate that as much as 5000 trillion cubic feet (Tcf) of gas may be in place (Law and others 1989). Of this total, Law and others (1989) attributed approximately 80 percent to the Upper Cretaceous Mesaverde Group and Lewis Shale. Unfortunately, present economic conditions render the drilling of many vertical wells unprofitable. Consequently, a three-well demonstration program, jointly sponsored by the US DOE/METC and the Gas Research Institute, was designed to test the profitability of this resource using state-of-the-art directional drilling and completion techniques. DOE/METC studied the geologic and engineering characteristics of ``tight`` gas reservoirs in the eastern portion of the Greater Green River basin in order to identify specific locations that displayed the greatest potential for a successful field demonstration. This area encompasses the Rocks Springs Uplift, Wamsutter Arch, and the Washakie and Red Desert (or Great Divide) basins of southwestern Wyoming. The work was divided into three phases. Phase 1 consisted of a regional geologic reconnaissance of 14 gas-producing areas encompassing 98 separate gas fields. In Phase 2, the top four areas were analyzed in greater detail, and the area containing the most favorable conditions was selected for the identification of specific test sites. In Phase 3, target horizons were selected for each project area, and specific placement locations were selected and prioritized.

An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.
