    We studied the effect of multiple interruptions during the quantum well growth on emission-efficiency enhancement of InGaN-based yellow-green light emitting diodes on c-plane sapphire substrate. The output power and dominant wavelength at 20?mA are 0.24 mW and 556.3?nm. High resolution x-ray diffraction, photoluminescence, and electroluminescence measurements demonstrate that efficiency enhancement could be partially attributed to crystal quality improvement of the active region resulted from reduced In clusters and relevant defects on the surface of InGaN layer by introducing interruptions. The less tilted energy band in the quantum well is also caused by the decrease of In-content gradient along c-axis resulted from In segregation during the interruptions, which increases spatial overlap of electron-hole wavefunction and thus the internal quantum efficiency. The latter also leads to smaller blueshift of dominant wavelength with current increasing.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    NREL's annual report on green power markets summarizes status and trends in the voluntary demand for renewable energy. U.S. green power markets have become more complex over time as state-level policies have enabled more avenues for green power purchases. In recent years, community solar, community choice aggregation (CCA), and voluntary power purchase agreements (PPAs) have significantly increased the number of U.S. voluntary green power customers. The community solar model has grown rapidly with 90 projects in 25 states by 2015. Renewable energy sales in CCAs declined slightly in 2014 in response to less favorable economic conditions in Illinois. At the same time, several California CCAs continued to grow, and many more communities are planning to pursue green power through aggregation. Voluntary green power purchasing through bi-lateral PPAs took off in 2014 due to several large-scale agreements signed by information and communication technology firms. Traditional green power options, such as utility green pricing programs and voluntary RECs markets, also grew in 2014. Current trends suggest strong continued growth in U.S. voluntary green power markets.

    For nearly one decade, the German political and research-agenda has been to a large extent determined by the ongoing question of how to limit the expansion of settlement areas around cities in order to preserve natural resources, make settlement growth more sustainable and to strengthen the re-use of existing inner-urban areas (see a.o. Koetter et al. 2009a, 2010; Schetke et al. 2009, 2010b). What is already under discussion within the international literature are the recommendations of the German Council for Sustainability to quantitatively reduce the daily greenfield consumption from the current rate of over 100 ha per day to a rate of 30 ha per day in 2020 and to bring urban infill development up to a ratio of 3:1 with greenfield development (German Council for Sustainability, 2004).). This paper addresses the added value beyond those abstract political targets and presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites to evaluate their sustainability and resource efficiency. MCA development and its incorporation into a Decision Support System (DSS) were accomplished by utilising a stakeholder-driven approach. The resulting tool can be applied in preparing and revising land-use plans. The paper presents the concept and the development process of the MCA-DSS. Test runs with planners prove that the evaluation of potential housing sites using individually weighted environmental indicators helps to identify those strategies of housing development that accord most closely with sustainability goals. The tests further show that the development of greenfield sites generally exhibits less sustainability than that of infill sites. - Highlights: Black-Right-Pointing-Pointer This paper presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites.     EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established. - Highlights: Black-Right-Pointing-Pointer This paper identifies opportunities to link EIA and green procurement.     Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

    Amazing performance in GaInN/GaN based LEDs has become possible by advanced epitaxial growth on a wide variety of substrates over the last decade. An immediate push towards product development and worldwide competition for market share have effectively reduced production cost and generated substantial primary energy savings on a worldwide scale. At all times of the development, this economic pressure forced very fundamental decisions that would shape huge industrial investment. One of those major aspects is the choice of epitaxial growth substrate. The natural questions are to what extend a decision for a certain substrate will limit the ultimate performance and to what extent, the choice of a currently more expensive substrate such as native GaN could overcome any of the remaining performance limitations. Therefore, this project has set out to explore what performance characteristic could be achieved under the utilization of bulk GaN substrate. Our work was guided by the hypotheses that line defects such as threading dislocations in the active region should be avoided and the huge piezoelectric polarization needs to be attenuated – if not turned off – for higher performing LEDs, particularly in the longer wavelength green and deep green portions of the visible spectrum. At their relatively lower performance level, deep green LEDs are a stronger indicator of relative performance improvements and seem particular sensitive to the challenges at hand. The project therefore made use of recently developed non-polar and semipolar bulk GaN substrates that were made available at Kyma Technologies by crystallographic cuts from thick polar growth of GaN. This approach naturally leads to rather small pieces of substrates, cm along the long side while mm along the short one. Small size and limited volume of sample material therefore set the limits of the ensuing development work. During the course of the project we achieved green and deep green LEDs in all those crystal growth orientations: polar c-plane, non- polar a-plane, non-polar m-plane, and semipolar planes. The active region in those structures shows dramatically reduced densities of threading dislocations unless the wavelength was extended as far as 510 nm and beyond. With the appearance of such defects, the light output power dropped precipitously supporting the necessity to avoid any and all of such defects to reach the active region. Further aspects of the non-polar growth orientation proved extremely promising for the development of such structures. Chief among them is our success to achieve extremely uniform quantum wells in these various crystal orientations that prove devoid of any alloy fluctuation beyond the theoretical limit of a binominal distribution. This became very Rensselaer Wetzel DE?EE0000627 3 directly apparent in highly advanced atom probe tomography performed in collaboration at Northwestern University. Furthermore, under reduced or absence of piezoelectric polarization, green emitters in those growth geometries exhibit an unsurpassed wavelength stability over very wide excitation and drive current ranges. Such a performance had not been possible in any polar c-plane growth and now places green LEDs in terms of wavelength stability up par with typical 450 nm blue emitters. The project also incorporated enabling opportunities in the development of micro and nano- patterned substrate technologies. Originally developped as a means to enhance generated light extraction we have demonstrated that the method of nano-patterning, in contrast to micro- patterning also results in a substantial reduction of threading dislocation generation. In green LEDs, we thereby see equal contributions of enhanced light extraction and reduced defect generation to a threefold enhancement of the green light output power. These results have opened entirely new approaches for future rapid and low cost epitaxial material development by avoidance of thick defect accommodation layers.     Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    An inexpensive green laser pointer was found to emit 20 mW of infrared radiation during normal use. This is potentially a serious hazard that would not be noticed by most users of such pointers. We find that this infrared emission derives from the design of the pointer, and describe a simple method of testing for infrared emissions using common household items.

    NREL conducted eight model projects for Millennium Challenge Corporation's (MCC) Compact with Indonesia. Green Prosperity, the largest project of the Compact, seeks to address critical constraints to economic growth while supporting the Government of Indonesia's commitment to a more sustainable, less carbon-intensive future. This study evaluates techniques to improve cacao farming in Sulawesi Indonesia with an emphasis on Farmer Field Schools and Cocoa Development Centers to educate farmers and for train the trainer programs. The study estimates the economic viability of cacao farming if smallholder implement techniques to increase yield as well as social and environmental impacts of the project.

    The White House, which recently celebrated its 200th birthday, has a long tradition of demonstrating technological innovation. In keeping with that tradition, President Clinton announced the Greening of the White House Initiative on Earth Day 1993. The initiative improves the energy and environmental performance of the White House complex by identifying opportunities to reduce waste, lower energy use, and make an appropriate use of renewable resources, all while improving indoor air quality and building comfort. This report on President Clinton's legacy of greening at the White House summarizes progress made to date and gives an overview of new opportunities identified during the past year. It also includes an environmental history of the White House and a short tour of the buildings that make up the White House complex. Over the past five years, this initiative has involved hundreds of dedicated people from both within and outside government. A description of how they worked together to develop and implement the Greening Plan is also included in this report.

    We show that the Green's functions in non-linear gauge in the theory of perturbative quantum gravity is expressed as a series in terms of those in linear gauges. This formulation is also holds for operator Green's functions. We further derive the explicit relation between the Green's functions in the theory of perturbative quantum gravity in a pair of arbitary gauges. This process involves some sort of modified FFBRST transformations which is derivable from infinitesimal field-dependent BRST transformations.

    Embodiments of the present techniques provide a related family of phosphors that may be used in lighting systems to generate blue or blue-green light. The phosphors include systems having a general formula of: ((Sr.sub.1-zM.sub.z).sub.1-(x+w)A.sub.wCe.sub.x).sub.3(Al.sub.1-ySi.s- ub.y)O.sub.4+y+3(x-w)F.sub.1-y-3(x-w) (I), wherein 0green light. Further, the phosphors may be used in blends with other phosphors, or in combined lighting systems, to produce white light suitable for illumination.

The ultimate goal of the Building America Program is to achieve examples of cost-effective, energy efficient solutions for all U.S. climate zones. Periodic maintenance of an ANSI standard by review of the entire document and action to revise or reaffirm it on a schedule not to exceed five years is required by ANSI.     The Ernest Orlando Lawrence Berkeley National Laboratory`s Comprehensive Facilities Plan (CFP) document provides analysis and policy guidance for the effective use and orderly future development of land and capital assets at the Berkeley Lab site. The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. Facilities planing is motivated by the need to develop facilities for DOE programmatic needs; to maintain, replace and rehabilitate existing obsolete facilities; to identify sites for anticipated programmatic growth; and to establish a planning framework in recognition of site amenities and the surrounding community. The CFP presents a concise expression of the policy for the future physical development of the Laboratory, based upon anticipated operational needs of research programs and the environmental setting. It is a product of the ongoing planning processes and is a dynamic information source.

    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    We present research on the morphologies, spectra, and environments of ?2350 'green valley' galaxies at 0.2 < z < 1.0 in the COSMOS field. The bimodality of dust-corrected NUV–r {sup +} color is used to define 'green valley'; it removes dusty star-forming galaxies from galaxies that are truly transitioning between the blue cloud and the red sequence. Morphological parameters of green galaxies are intermediate between those of blue and red galaxy populations, both on the Gini-asymmetry and the Gini-M{sub 20} planes. Approximately 60%-70% of green disk galaxies have intermediate or big bulges, and only 5%-10% are pure disk systems, based on morphological classification using the Zurich Estimator of Structural Types. The obtained average spectra of green galaxies are intermediate between blue and red ones in terms of [O II], H?, and H? emission lines. Stellar population synthesis on the average spectra shows that green galaxies are on average older than blue galaxies but younger than red galaxies. Green galaxies and blue galaxies have similar projected galaxy density (?{sub 10}) distributions at z > 0.7. At z < 0.7, the fractions of M{sub *} < 10{sup 10.0} M{sub ?} green galaxies located in a dense environment are found to be significantly larger than those of blue galaxies. The morphological and spectral properties of green galaxies are consistent with the transitioning population between the blue cloud and the red sequence. The possible mechanisms for quenching star formation activities in green galaxies are discussed. The importance of active galactic nucleus feedback cannot be well constrained in our study. Finally, our findings suggest that environmental conditions, most likely starvation and harassment, significantly affect the transformation of M{sub *} < 10{sup 10.0} M{sub ?} blue galaxies into red galaxies, especially at z < 0.5.

    We develop a new method to study the thermalization of time dependent retarded Green function in conformal field theories holographically dual to thin shell AdS Vaidya space times. The method relies on using the information of all time derivatives of the Green function at the shell and then evolving it for later times. The time derivatives of the Green function at the shell is given in terms of a recursion formula. Using this method we obtain analytic results for short time thermalization of the Green function. We show that the late time behaviour of the Green function is determined by the first quasinormal mode. We then implement the method numerically. As applications of this method we study the thermalization of the retarded time dependent Green function corresponding to a minimally coupled scalar in the AdS3 and AdS5 thin Vaidya shells. We see that as expected the late time behaviour is determined by the first quasinormal mode. We apply the method to study the late time behaviour of the shear vector mode in AdS5 Vaidya shell. At small momentum the corresponding time dependent Green function is expected to relax to equilibrium by the shear hydrodynamic mode. Using this we obtain the universal ratio of the shear viscosity to entropy density from a time dependent process.

    We develop a Fluctuating Immersed Boundary (FIB) method for performing Brownian dynamics simulations of confined particle suspensions. Unlike traditional methods which employ analytical Green's functions for Stokes flow in the confined geometry, the FIB method uses a fluctuating finite-volume Stokes solver to generate the action of the response functions “on the fly.” Importantly, we demonstrate that both the deterministic terms necessary to capture the hydrodynamic interactions among the suspended particles, as well as the stochastic terms necessary to generate the hydrodynamically correlated Brownian motion, can be generated by solving the steady Stokes equations numerically only once per time step. This is accomplished by including a stochastic contribution to the stress tensor in the fluid equations consistent with fluctuating hydrodynamics. We develop novel temporal integrators that account for the multiplicative nature of the noise in the equations of Brownian dynamics and the strong dependence of the mobility on the configuration for confined systems. Notably, we propose a random finite difference approach to approximating the stochastic drift proportional to the divergence of the configuration-dependent mobility matrix. Through comparisons with analytical and existing computational results, we numerically demonstrate the ability of the FIB method to accurately capture both the static (equilibrium) and dynamic properties of interacting particles in flow.

    This work reports on the selective area growth by plasma-assisted molecular beam epitaxy and characterization of InGaN/GaN nanocolumnar heterostructures. The optimization of the In/Ga and total III/V ratios, as well as the growth temperature, provides control on the emission wavelength, either in the blue, green, or red spectral range. An adequate structure tailoring and monolithic integration in a single nanocolumnar heterostructure of three InGaN portions emitting in the red-green-blue colors lead to white light emission.

    This work's objective was the development of processes to double or triple the light output power from green and deep green (525 - 555 nm) AlGaInN light emitting diode (LED) dies within 3 years in reference to the Lumileds Luxeon II. The project paid particular effort to all aspects of the internal generation efficiency of light. LEDs in this spectral region show the highest potential for significant performance boosts and enable the realization of phosphor-free white LEDs comprised by red-green-blue LED modules. Such modules will perform at and outperform the efficacy target projections for white-light LED systems in the Department of Energy's accelerated roadmap of the SSL initiative.

    A Green's function approach to the inclusive quasielastic ($e,e'$) scattering is presented. The components of the nuclear response are written in terms of the single-particle optical model Green's function. The explicit calculation of the Green's function can be avoided by its spectral representation, which is based on a biorthogonal expansion in terms of the eigenfunctions of the non-Hermitian optical potential and of its Hermitian conjugate. This allows one to treat final state interactions consistently in the inclusive ($e,e'$) and in the exclusive ($e,e'N$) reactions. Numerical results for the longitudinal and transverse response functions obtained in a nonrelativistic and in a relativistic framework are presented and discussed also in comparison with data.

    The US and Russia have agreed to the joint development of a nondestructive assay system for use to support the dismantlement of nuclear weapons in Russia. This nondestructive assay system will be used to measure plutonium produced by the conversion of Russian nuclear weapons. The NDA system for Russia will be patterned after the ARIES NDA system being constructed at Los Alamos. One goal of the program is to produce an NDA system for use in Russia that maximizes the use of Russian resources to facilitate maintenance and future upgrades. The Green Star SBS50 Single Board Spectrometer system (Green Star Ltd., Moscow, Russia) has been suggested for use as the data acquisition component for gamma ray instruments in the system. Possible uses are for plutonium isotopic analysis and also segmented gamma scanning. Green Star has also developed analysis software for the SBS50. This software, both plutonium isotopic analysis and uranium enrichment analysis, was developed specifically for customs/border inspection applications (low counting rate applications and identification as opposed to quantification) and was not intended for MC and A applications. Because of the relative immaturity of the Green Star plutonium isotopic analysis software (it has been under development for only one year and is patterned after US development circa 1980), it was tentatively agreed, before the tests, that the Russian NDA system would use the Los Alamos PC/FRAM software for plutonium isotopic analysis. However, it was also decided to include the Green Star plutonium isotopic software in the testing, both to quantify its performance for MC and A applications and also to provide additional data to Green Star for further development of their software. The main purpose of the testing was to evaluate the SBS-50 spectrometer as a data acquisition device for use with LANL software.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilities—or about 20% of all utilities nationally—provide their customers a “green power” option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.
