    We studied the effect of multiple interruptions during the quantum well growth on emission-efficiency enhancement of InGaN-based yellow-green light emitting diodes on c-plane sapphire substrate. The output power and dominant wavelength at 20?mA are 0.24 mW and 556.3?nm. High resolution x-ray diffraction, photoluminescence, and electroluminescence measurements demonstrate that efficiency enhancement could be partially attributed to crystal quality improvement of the active region resulted from reduced In clusters and relevant defects on the surface of InGaN layer by introducing interruptions. The less tilted energy band in the quantum well is also caused by the decrease of In-content gradient along c-axis resulted from In segregation during the interruptions, which increases spatial overlap of electron-hole wavefunction and thus the internal quantum efficiency. The latter also leads to smaller blueshift of dominant wavelength with current increasing.

    The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    A mass of traces of human activities show rich dynamic patterns. In this article, we comprehensively investigate the dynamic patterns of 50 thousands of researchers' activities in Sciencenet, the largest multi-disciplinary academic community in China. Through statistical analyses, we found that (i) there exists a power-law scaling between the frequency of visits to an academic forum and the number of corresponding visitors, with the exponent being about 1.33; (ii) the expansion process of academic forums obeys the Heaps' law, namely the number of distinct visited forums to the number of visits grows in a power-law form with exponent being about 0.54; (iii) the probability distributions of time interval and the number of visits taken to revisit the same academic forum both follow power-laws, indicating the existence of memory effect in academic forum activities.     During the life of the IES program, including the time it was administered by NBS, a total of 288 documents were designated as numbered IES documents, reproduced and made available to IES Forum participants. The documents constituted an important part of the technical information exchange function of the IES Forum. Included were reprints of articles from journals and magazines; papers presented at IES Forum meetings; papers prepared for other meetings and conferences; reports on topics of interest; Congressional testimony; and other papers and publications of interest. Current documents were placed on the literature table at each meeting to be taken by meeting participants; they also were provided by mail upon request. In addition, a variety of magazines, newsletters and other miscellaneous literature was provided to the IES Forum by their publishers. The Conference of Mayors Research and Education Foundation was successful in its purpose of maintaining the IES Forum as an important means of exchanging technical information during the one-year grant period. At this time, the future of the IES Forum is uncertain. The IES Advisory Council is exploring the possibility of obtaining outside funding to continue the group; but there is a general feeling that the IES Forum may no longer be necessary, since the technologies promoted by the IES Forum are now generally accepted and other organizations have instituted meetings and conferences which serve a technical information exchange function.

    Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

    The report of a policy forum on Weather, Climate, and Energy presents findings and recommendations that, if implemented, could position the energy sector, the providers of weather and climate science and services, and energy consumers to mange more cooperatively and effectively the production, distribution, and consumption of electrical power and fossil fuels. Recent U.S. experience with a series of energy shortages encouraged the AMS Atmospheric Policy Program to join with the University of Oklahoma in the development of a forum to address the issues connected with responding to those shortages. Nearly 100 representatives from the public, private, and academic portions of the energy production sector, the meteorological community, political and corporate leaders, weather risk management analysts, and policy makers met on October 16-17, 2001 to discuss these policy issues.

    Key messages of the study are: Given the stalemate in U.N. climate negotiations, the best arena to strike a workable deal is among the members the Major Economies Forum on Energy and Climate (MEF); The 13 MEF members—including the EU-27 (but not double-counting the four EU countries that are also individual members of the MEF)—account for 81.3 percent of all global emissions; This proposal devises a fair compromise to break the impasse to develop a science-based approach for fairly sharing the carbon budget in order to have a 75 percent chance of avoiding dangerous climate change; To increase the likelihood of a future climate agreement, carbon accounting must shift from production-based inventories to consumption-based ones; The shares of a carbon budget to stay below 2 deg C through 2050 are calculated by cumulative emissions since 1990, i.e. according to a short-horizon polluter pays principle, and national capability (income), and allocated to MEF members through emission rights. This proposed fair compromise addresses key concerns of major emitters; According to this accounting, no countries have negative carbon budgets, there is substantial time for greening major developing economies, and some developed countries need to institute very rapid reductions in emissions; and, To provide a 'green ladder' to developing countries and to ensure a fair global deal, it will be crucial to agree how to extend sufficient and predictable financial support and the rapid transfer of technology.

In August 2009, the Office of Science established 46 Energy Frontier Research Centers.     The community of New Bedford, Massachusetts, site of one of the world`s worst underwater polychlorinated biphenyls (PCB) dumps, is undergoing a second attempt to choose the method for the first phase of the harbor Superfund site clean-up. The first attempt, which some termed a ``model public participation process,`` ended unfruitfully when the larger community rejected the selected remedy. The authors examine how a new effort -- the ongoing New Bedford Harbor Superfund Forum -- is working to instill in its participants the technical understanding and capability to assist in the selection of a remedy, as well as creating a larger sense of community ownership that will outlive the process. This article briefly reviews the first attempt at public participation and the factors that contributed to its dissolution, and then examines the current forum and the changes that increase the likelihood of the community accepting the forum`s recommendation.

    Amazing performance in GaInN/GaN based LEDs has become possible by advanced epitaxial growth on a wide variety of substrates over the last decade. An immediate push towards product development and worldwide competition for market share have effectively reduced production cost and generated substantial primary energy savings on a worldwide scale. At all times of the development, this economic pressure forced very fundamental decisions that would shape huge industrial investment. One of those major aspects is the choice of epitaxial growth substrate. The natural questions are to what extend a decision for a certain substrate will limit the ultimate performance and to what extent, the choice of a currently more expensive substrate such as native GaN could overcome any of the remaining performance limitations. Therefore, this project has set out to explore what performance characteristic could be achieved under the utilization of bulk GaN substrate. Our work was guided by the hypotheses that line defects such as threading dislocations in the active region should be avoided and the huge piezoelectric polarization needs to be attenuated – if not turned off – for higher performing LEDs, particularly in the longer wavelength green and deep green portions of the visible spectrum. At their relatively lower performance level, deep green LEDs are a stronger indicator of relative performance improvements and seem particular sensitive to the challenges at hand. The project therefore made use of recently developed non-polar and semipolar bulk GaN substrates that were made available at Kyma Technologies by crystallographic cuts from thick polar growth of GaN. This approach naturally leads to rather small pieces of substrates, cm along the long side while mm along the short one. Small size and limited volume of sample material therefore set the limits of the ensuing development work. During the course of the project we achieved green and deep green LEDs in all those crystal growth orientations: polar c-plane, non- polar a-plane, non-polar m-plane, and semipolar planes. The active region in those structures shows dramatically reduced densities of threading dislocations unless the wavelength was extended as far as 510 nm and beyond. With the appearance of such defects, the light output power dropped precipitously supporting the necessity to avoid any and all of such defects to reach the active region. Further aspects of the non-polar growth orientation proved extremely promising for the development of such structures. Chief among them is our success to achieve extremely uniform quantum wells in these various crystal orientations that prove devoid of any alloy fluctuation beyond the theoretical limit of a binominal distribution. This became very Rensselaer Wetzel DE?EE0000627 3 directly apparent in highly advanced atom probe tomography performed in collaboration at Northwestern University. Furthermore, under reduced or absence of piezoelectric polarization, green emitters in those growth geometries exhibit an unsurpassed wavelength stability over very wide excitation and drive current ranges. Such a performance had not been possible in any polar c-plane growth and now places green LEDs in terms of wavelength stability up par with typical 450 nm blue emitters. The project also incorporated enabling opportunities in the development of micro and nano- patterned substrate technologies. Originally developped as a means to enhance generated light extraction we have demonstrated that the method of nano-patterning, in contrast to micro- patterning also results in a substantial reduction of threading dislocation generation. In green LEDs, we thereby see equal contributions of enhanced light extraction and reduced defect generation to a threefold enhancement of the green light output power. These results have opened entirely new approaches for future rapid and low cost epitaxial material development by avoidance of thick defect accommodation layers. In recent years, community solar, community choice aggregation (CCA), and voluntary power purchase agreements (PPAs) have significantly increased the number of U.S. voluntary green power customers. The community solar model has grown rapidly with 90 projects in 25 states by 2015. Renewable energy sales in CCAs declined slightly in 2014 in response to less favorable economic conditions in Illinois. At the same time, several California CCAs continued to grow, and many more communities are planning to pursue green power through aggregation. Voluntary green power purchasing through bi-lateral PPAs took off in 2014 due to several large-scale agreements signed by information and communication technology firms. Traditional green power options, such as utility green pricing programs and voluntary RECs markets, also grew in 2014. Current trends suggest strong continued growth in U.S. voluntary green power markets.

    Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    This report gives an account of the activities of the OECD Megascience Forum following its creation in June 1992, in particular the reviews of two areas of megascience: Astronomy and deep drilling (both deep sea and continental). It presents the main policy conclusions reached by the Megascience Forum on these areas. It also give an indication of ongoing and future work. With regard to ongoing and future work, the Forum will review at its next meeting, in July 1993, the area of global change research, and for this purpose an expert meeting was held in late March 1993 in Cambridge, Mass. (USA). Areas to be reviewed later in 1993 include oceanography, and neutron sources and synchrotron radiation sources as multipurpose facilities for the study of condensed matter, as well as for other applications such as element transmutation.     The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    An inexpensive green laser pointer was found to emit 20 mW of infrared radiation during normal use. This is potentially a serious hazard that would not be noticed by most users of such pointers. We find that this infrared emission derives from the design of the pointer, and describe a simple method of testing for infrared emissions using common household items.

    NREL conducted eight model projects for Millennium Challenge Corporation's (MCC) Compact with Indonesia. Green Prosperity, the largest project of the Compact, seeks to address critical constraints to economic growth while supporting the Government of Indonesia's commitment to a more sustainable, less carbon-intensive future. This study evaluates techniques to improve cacao farming in Sulawesi Indonesia with an emphasis on Farmer Field Schools and Cocoa Development Centers to educate farmers and for train the trainer programs. The study estimates the economic viability of cacao farming if smallholder implement techniques to increase yield as well as social and environmental impacts of the project.

    The lowering of the drinking water standard (MCL) for arsenic from 50 {micro}g/L to 10 {micro}g/L in January 2006 could lead to significant increases in the cost of water for many rural systems throughout the United States. The Arsenic Water Technology Partnership (AWTP), a collaborative effort of Sandia National Laboratories, the Awwa Research Foundation (AwwaRF) and WERC: A Consortium for Environmental Education and Technology Development, was formed to address this problem by developing and testing novel treatment technologies that could potentially reduce the costs of arsenic treatment. As a member of the AWTP, Sandia National Laboratories evaluated cutting-edge commercial products in three annual Arsenic Treatment Technology Vendors Forums held during the annual New Mexico Environmental Health Conferences (NMEHC) in 2003, 2004 and 2005. The Forums were comprised of two parts. At the first session, open to all conference attendees, commercial developers of innovative treatment technologies gave 15-minute talks that described project histories demonstrating the effectiveness of their products. During the second part, these same technologies were evaluated and ranked in closed sessions by independent technical experts for possible use in pilot-scale field demonstrations being conducted by Sandia National Laboratories. The results of the evaluations including numerical rankings of the products, links to company websites and copies of presentations made by the representatives of the companies are posted on the project website at http://www.sandia.gov/water/arsenic.htm. This report summarizes the contents of the website by providing brief descriptions of the technologies represented at the Forums and the results of the evaluations.

    We show that the Green's functions in non-linear gauge in the theory of perturbative quantum gravity is expressed as a series in terms of those in linear gauges. This formulation is also holds for operator Green's functions. We further derive the explicit relation between the Green's functions in the theory of perturbative quantum gravity in a pair of arbitary gauges. This process involves some sort of modified FFBRST transformations which is derivable from infinitesimal field-dependent BRST transformations.

    Embodiments of the present techniques provide a related family of phosphors that may be used in lighting systems to generate blue or blue-green light. The phosphors include systems having a general formula of: ((Sr.sub.1-zM.sub.z).sub.1-(x+w)A.sub.wCe.sub.x).sub.3(Al.sub.1-ySi.s- ub.y)O.sub.4+y+3(x-w)F.sub.1-y-3(x-w) (I), wherein 0green light. Further, the phosphors may be used in blends with other phosphors, or in combined lighting systems, to produce white light suitable for illumination.

    The goal of the project was to develop and broadcast monthly one-hour teleconferences to support the professional development of engineering faculty. The {open_quotes}Engineering Faculty Forum{close_quotes} was available nationwide over the NTU Satellite Network and was also available from a C-Band Satellite. There was no cost to participate in the live teleconferences for the two year period. The programs were developed in response to a questionnaire sent to engineering faculty members across the United States. Copies of the flyers and a print out of each course participation form has been included as a part of this report.

The ultimate goal of the Building America Program is to achieve examples of cost-effective, energy efficient solutions for all U.S. climate zones. Periodic maintenance of an ANSI standard by review of the entire document and action to revise or reaffirm it on a schedule not to exceed five years is required by ANSI. In compliance, a consensus group has once again been formed and the National Green Building Standard is currently being reviewed to comply with the periodic maintenance requirement of an ANSI standard.

    This document is the final report of the ATLAS-CMS Dark Matter Forum, a forum organized by the ATLAS and CMS collaborations with the participation of experts on theories of Dark Matter, to select a minimal basis set of dark matter simplified models that should support the design of the early LHC Run-2 searches. A prioritized, compact set of benchmark models is proposed, accompanied by studies of the parameter space of these models and a repository of generator implementations. This report also addresses how to apply the Effective Field Theory formalism for collider searches and present the results of such interpretations.

In her presentation, Dr. Dehmer gave a tutorial on the energy challenges facing our Nation and showed how the DOE research portfolio addresses those issues. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss 'Science for our Nation's Energy Future.' In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several 'grand challenges' and use-inspired 'basic research needs' recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

  19. Semi-Annual Report on Work Supporting the International Forum for Reactor Aging Management (IFRAM)

    During the first six months of this project, Pacific Northwest National Laboratory has provided planning and leadership support for the establishment of the International Forum for Reactor Aging Management (IFRAM). This entailed facilitating the efforts of the Global Steering Committee to prepare the charter, operating guidelines, and other documents for IFRAM. It also included making plans for the Inaugural meeting and facilitating its success. This meeting was held on August 4 5, 2011, in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and to make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. On August 4-5, 2011, IFRAM began to achieve its mission. The work completed successfully during this period was built upon important previous efforts. This included the development of a proposal for establishing IFRAM and engaging experts in Asia and Europe. The proposal was presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore, the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This report builds on the initial activities and documents the results of activities over the last six months.

    We present research on the morphologies, spectra, and environments of ?2350 'green valley' galaxies at 0.2 < z < 1.0 in the COSMOS field. The bimodality of dust-corrected NUV–r {sup +} color is used to define 'green valley'; it removes dusty star-forming galaxies from galaxies that are truly transitioning between the blue cloud and the red sequence. Morphological parameters of green galaxies are intermediate between those of blue and red galaxy populations, both on the Gini-asymmetry and the Gini-M{sub 20} planes. Approximately 60%-70% of green disk galaxies have intermediate or big bulges, and only 5%-10% are pure disk systems, based on morphological classification using the Zurich Estimator of Structural Types. The obtained average spectra of green galaxies are intermediate between blue and red ones in terms of [O II], H?, and H? emission lines. Stellar population synthesis on the average spectra shows that green galaxies are on average older than blue galaxies but younger than red galaxies. Green galaxies and blue galaxies have similar projected galaxy density (?{sub 10}) distributions at z > 0.7. At z < 0.7, the fractions of M{sub *} < 10{sup 10.0} M{sub ?} green galaxies located in a dense environment are found to be significantly larger than those of blue galaxies. The morphological and spectral properties of green galaxies are consistent with the transitioning population between the blue cloud and the red sequence. The possible mechanisms for quenching star formation activities in green galaxies are discussed. The importance of active galactic nucleus feedback cannot be well constrained in our study. Finally, our findings suggest that environmental conditions, most likely starvation and harassment, significantly affect the transformation of M{sub *} < 10{sup 10.0} M{sub ?} blue galaxies into red galaxies, especially at z < 0.5.

    We develop a new method to study the thermalization of time dependent retarded Green function in conformal field theories holographically dual to thin shell AdS Vaidya space times. The method relies on using the information of all time derivatives of the Green function at the shell and then evolving it for later times. The time derivatives of the Green function at the shell is given in terms of a recursion formula. Using this method we obtain analytic results for short time thermalization of the Green function. We show that the late time behaviour of the Green function is determined by the first quasinormal mode. We then implement the method numerically. As applications of this method we study the thermalization of the retarded time dependent Green function corresponding to a minimally coupled scalar in the AdS3 and AdS5 thin Vaidya shells. We see that as expected the late time behaviour is determined by the first quasinormal mode. We apply the method to study the late time behaviour of the shear vector mode in AdS5 Vaidya shell. At small momentum the corresponding time dependent Green function is expected to relax to equilibrium by the shear hydrodynamic mode. Using this we obtain the universal ratio of the shear viscosity to entropy density from a time dependent process.

    Energy Secretary Hazel O'Leary kicked off a precedent-setting forum on the future of the US Energy Dept's largest and most environmentally troubled weapon plant site by announcing sweeping management changes and a Clinton administration commitment to new projects there. O'Leary announced changes in traditional contractor and management relationships at Hanford. She claimed these have created massive red tape that has already delayed the estimated $57-billion cleanup of hazardous and radioactive waste stored at the site over the last 50 years. The secretary also announced that starting Oct. 1, all Hanford subcontractors will report to Westinghouse Hanford Co., the overall management and operations contractor. She also outlined new safety initiatives for site wastes stored in 177 underground tanks, many of them badly deteriorated.

    When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business. Congress has yet to resolve the issues, although a bill was proposed in 1980. 75 references. (DCK)

    We develop a Fluctuating Immersed Boundary (FIB) method for performing Brownian dynamics simulations of confined particle suspensions. Unlike traditional methods which employ analytical Green's functions for Stokes flow in the confined geometry, the FIB method uses a fluctuating finite-volume Stokes solver to generate the action of the response functions “on the fly.” Importantly, we demonstrate that both the deterministic terms necessary to capture the hydrodynamic interactions among the suspended particles, as well as the stochastic terms necessary to generate the hydrodynamically correlated Brownian motion, can be generated by solving the steady Stokes equations numerically only once per time step. This is accomplished by including a stochastic contribution to the stress tensor in the fluid equations consistent with fluctuating hydrodynamics. We develop novel temporal integrators that account for the multiplicative nature of the noise in the equations of Brownian dynamics and the strong dependence of the mobility on the configuration for confined systems. Notably, we propose a random finite difference approach to approximating the stochastic drift proportional to the divergence of the configuration-dependent mobility matrix. Through comparisons with analytical and existing computational results, we numerically demonstrate the ability of the FIB method to accurately capture both the static (equilibrium) and dynamic properties of interacting particles in flow.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 750 utilities--or about 25% of all utilities nationally--provide their customers a "green power" option. Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2006 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.
