    The general public has become increasingly aware of the pitfalls encountered with the continued reliance on fossil fuels in the industrialized world. In response, the scientific community is in the process of developing non-fossil fuel technologies that can supply adequate energy while also being environmentally friendly. In this project, we concentrate on ñ€œgreen fuelsñ€ which we define as those capable of being produced from renewable and sustainable resources in a way that is compatible with the current transportation fuel infrastructure. One route to green fuels that has received relatively little attention begins with algae as a feedstock. Algae are a diverse group of aquatic, photosynthetic organisms, generally categorized as either macroalgae (i.e. seaweed) or microalgae. Microalgae constitute a spectacularly diverse group of prokaryotic and eukaryotic unicellular organisms and account for approximately 50% of global organic carbon fixation. The PIñ€™s have subdivided the proposed research program into three main research areas, all of which are essential to the development of commercially viable algae fuels compatible with current energy infrastructure. In the fuel development focus, catalytic cracking reactions of algae oils is optimized. In the species development project, genetic engineering is used to create microalgae strains that are capable of high-level hydrocarbon production. For the modeling effort, the construction of multi-scaled models of algae production was prioritized, including integrating small-scale hydrodynamic models of algae production and reactor design and large-scale design optimization models.

    To increase the operating temperature of a reactor, the melting point and mechanical properties of the fuel must be increased. For an actinide-rich fuel, yttrium, lanthanum and/or rare earth elements can be added, as stabilizers, to uranium and plutonium and/or a mixture of other actinides to raise the melting point of the fuel and improve its mechanical properties. Since only about 1% of the actinide fuel may be yttrium, lanthanum, or a rare earth element, the neutron penalty is low, the reactor core size can be reduced, the fuel can be burned efficiently, reprocessing requirements are reduced, and the nuclear waste disposal volumes reduced. A further advantage occurs when yttrium, lanthanum, and/or other rare earth elements are exposed to radiation in a reactor, they produce only short half life radioisotopes, which reduce nuclear waste disposal problems through much shorter assured-isolation requirements.

    This report describes the nondestructive (NDA) work done at Los Alamos during 1979 and 1980 as part of the New Brunswick Laboratory-sponsored evaluation of NDA of the uranium content of fabricated fuel rods for high-temperature gas-cooled reactors (HTGR). The methods used (delayed neutron and passive gamma ray) are concisely described, and the results are summarized and compared in graphical and tabular form. The results indicate that, with the use of proper physical standards, accuracies within about 1 percent should be achievable by NDA procedures.

    The use of thorium in nuclear power programs has been evaluated on a recurring basis. A concern often raised is the lack of 'thorium infrastructure'; however, for at least a part of a potential thorium fuel cycle, this may less of a problem than previously thought. Thorium is frequently encountered in association with rare earth elements and, since the U.S. last systematically evaluated the large-scale use of thorium (the 1970's,) the use of rare earth elements has increased ten-fold to approximately 200,000 metric tons per year. Integration of thorium extraction with rare earth processing has been previously described and top-level estimates have been done on thorium resource availability; however, since ores and mining operations differ markedly, what is needed is process flowsheet analysis to determine whether a specific mining operation can feasibly produce thorium as a by-product. Also, the collocation of thorium with rare earths means that, even if a thorium product stream is not developed, its presence in mining waste streams needs to be addressed and there are previous instances where this has caused issues. This study analyzes several operational mines, estimates the mines' ability to produce a thorium by-product stream, and discusses some waste management implications of recovering thorium. (authors)

    The Advanced Fuel Cycle Initiative (AFCI) waste management strategy revolves around specific treatment of individual or groups of separated waste streams. A goal for the separations processes is to efficiently manage the waste to be dispositioned as high level radioactive waste. The Advanced Fuel Cycle Initiative (AFCI) baseline technology for immobilization of the lanthanide (Ln) and transition metal fission product (TM) wastes is vitrification into a borosilicate glass. A current interest is to evaluate the feasibility of vitrifying combined waste streams to most cost effectively immobilize the wastes resulting from aqueous fuel reprocessing. Studies showed that high waste loadings are achievable for the Ln only (Option 1) stream. Waste loadings in excess of 60 wt % (on a calcined oxide basis) were demonstrated via a lanthanide borosilicate (LaBS) glass. The resulting glasses had excellent relative durability as determined by the Product Consistency Test (PCT). For a combined Ln and TM waste stream glass (Option 2), noble metal solubility was found to limit waste loading. However, the measured PCT normalized elemental releases for this glass were at least an order of magnitude below that of Environmental Assessment (EA) glass. Current efforts to evaluate the feasibility of vitrifying combined Ln, TM, alkali (Cs is the primary radionuclide of concern) and alkaline earth (Sr is the primary radionuclide of concern) wastes (Option 3) have shown that these approaches are feasible. However, waste loading limitations with respect to heat load (Cs/Sr loading), molybdenum solubility and/or noble metal solubility will likely be realized and must be considered in determining the cost effectiveness of these approaches.

    A technology for accelerator-driven subcritical fission in a molten salt core (ADSMS) is being developed as a basis for the destruction of the transuranics in used nuclear fuel. The molten salt fuel is a eutectic mixture of NaCl and the chlorides of the transuranics and fission products. The core is driven by proton beams from a strong-focusing cyclotron stack. This approach uniquely provides an intrinsically safe means to drive a core fueled only with transuranics, thereby eliminating competing breeding terms.

    The United States Department of Energy, seeks to develop and demonstrate the technologies needed to transmute the long-lived transuranic actinide isotopes contained in spent nuclear fuel into shorter lived fission products, thereby decreasing the volume of material requiring disposal and reducing the long-term radiotoxicity and heat load of high-level waste sent to a geologic repository. This transmutation of the long lived actinides plutonium, neptunium, americium and curium can be accomplished by first separating them from spent Light Water Reactor fuel using a pyro-metalurgical process, then reprocessing them into new fuel with fresh uranium additions, and then transmuted to short lived nuclides in a liquid metal cooled fast reactor. An important component of the technology is developing actinide-bearing fuel forms containing plutonium, neptunium, americium and curium isotopes that meet the stringent requirements of reactor fuels and materials.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    In the project ''Earth Materials and Earth Dynamics'' we linked fundamental and exploratory, experimental, theoretical, and computational research programs to shed light on the current and past states of the dynamic Earth. Our objective was to combine different geological, geochemical, geophysical, and materials science analyses with numerical techniques to illuminate active processes in the Earth. These processes include fluid-rock interactions that form and modify the lithosphere, non-linear wave attenuations in rocks that drive plate tectonics and perturb the earth's surface, dynamic recrystallization of olivine that deforms the upper mantle, development of texture in high-pressure olivine polymorphs that create anisotropic velocity regions in the convecting upper mantle and transition zone, and the intense chemical reactions between the mantle and core. We measured physical properties such as texture and nonlinear elasticity, equation of states at simultaneous pressures and temperatures, magnetic spins and bonding, chemical permeability, and thermal-chemical feedback to better characterize earth materials. We artificially generated seismic waves, numerically modeled fluid flow and transport in rock systems and modified polycrystal plasticity theory to interpret measured physical properties and integrate them into our understanding of the Earth. This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL).

    A /sup 252/Cf hydrogen monitor has been used to determine the hydrogen content of each of the 144 unfired (green) fuel rods being circulated in the New Brunswick Laboratory fuel measurement evaluation program. The monitor was calibrated with standards fabricated by Los Alamos Scientific Laboratory (LASL) Analytical Chemistry Group, CMB-1. Measurements were made relative to these standards and overall accuracies of +-3% were achieved.

    A number of advantages are claimed for earth sheltered buildings; the earth provides both insulation and thermal storage and also serves to reduce infiltration and noise. This paper seeks to quantify the thermal advantages of both earth sheltering and perimeter insulation by comparing the simulated thermal performance of an earth sheltered house, a house with perimeter insulation and a house with neither. The fuel savings are then compared to the estimated construction costs to determine cost-effectiveness. The major saving from an earth sheltered building is obtained in colder climates where the effective elevation of the frost line due to the earth berms considerably reduces the cost of the foundation.

Today, coal supplies more than 55% of the electricity, oil more than 97% of the transportation needs, and natural gas 24% of the primary energy used in the US. Even taking into account increased use of renewable fuels and vastly improved powerplant efficiencies, 90% of national energy needs will still be met by fossil fuels in 2020. If advanced technologies that boost efficiency and environmental performance can be successfully developed and deployed, the US can continue to depend upon its rich resources of fossil fuels.

    Earth abundant copper(I) diimine complexes represent a renewable and economically feasible alternative to commonly used heavy metal containing chromophores. In the metal-to-ligand charge transfer (MLCT) excited state, copper(I) diimine complexes typically undergo a significant structural rearrangement, leading to molecules with large Stokes shifts and very short excited state lifetimes, thereby limiting their usefulness as sensitizers in bimolecular electron and triplet energy transfer reactions. Strategically placed bulky substituents on the coordinating phenanthroline ligands have proven useful in restricting the transiently produced excited state Jahn-Teller distortion, leading to longer-lived excited states. By combining bulky sec-butyl groups in the 2- and 9- positions with methyl groups in the 3-,4-, 7-, and 8- positions, a remarkably long-lived (2.8 ?s in DCM) copper(I) bis-phenanthroline complex, [Cu(dsbtmp)2]+, has been synthesized and characterized. Unlike other copper(I) diimine complexes, [Cu(dsbtmp)2]+ also retains a ?s lifetime in coordinating solvents such as acetonitrile and water as a result of the cooperative sterics inherent in the molecular design. Preliminary results on the use of this complex in hydrogen-forming homogeneous photocatalysis is presented. Photon upconversion based on sensitized triplet-triplet annihilation (TTA) represents a photochemical means to generate high-energy photons (or high-energy chemical products) from low-energy excitation, having potential applications in solar energy conversion and solar fuels producing devices. For the first time, synthetically facile and earth abundant Cu(I) MLCT sensitizers have been successfully incorporated into two distinct photochemical upconversion schemes, affording both red-to-green and orange-to-blue wavelength conversions. Preliminary results on aqueous-based photochemical upconversion as well as intramolecular Sn(IV) porphyrins containing axially coordinated aromatic hydrocarbon chromophores poised for upconversion photochemistry are also presented.

    Zirconium metal sponge is compacted into rectangular or cylindrical shapes using hydraulic presses. These shapes are stacked and electron beam welded to form a long electrode suitable for vacuum arc melting and casting into solid ingots. The compact electrodes should be sufficiently strong to prevent breakage in handling as well as during vacuum arc melting. Usually, the welds are strong and the electrode strength is limited by the green strength of the compacts, which constitute the electrode. Green strength is also required in uranium dioxide (UO{sub 2}) powder compacts, to withstand stresses during de-tensioning after compaction as well as during ejection from the die and for subsequent handling by man and machine. The strengths of zirconium sponge and UO{sub 2} powder compacts have been determined by bending and crushing respectively, and Weibul moduli evaluated. The green density of coarse sponge compact was found to be larger than that from finer sponge. The green density of compacts from lightly attrited UO{sub 2} powder was higher than that from unattrited category, accompanied by an improvement in UO{sub 2} green crushing strength. The factors governing green strength have been examined in the light of published literature and experimental evidence. The methodology and results provide a basis for quality control in metal sponge and ceramic powder compaction in the manufacture of nuclear fuel.

    The White Earth Nation examined the feasibility of cost savings and fossil energy reduction through the installation of biogas/biomass boiler at the tribal casino. The study rejected biogas options due to availability and site constraints, but found a favorable environment for technical and financial feasibility of installing a 5 MMBtu hot water boiler system to offset 60-70 percent of current fuel oil and propane usage.

    This invention relates to phosphors including long-persistence green phosphors. Phosphors of the invention are represented by the general formula: M.sub.k Al.sub.2 O.sub.4 :2xEu.sup.2+,2yR.sup.3+ wherein k-1-2x-2y, x is a number ranging from about 0.0001 to about 0.05, y is a number ranging from about x to about 3x, M is an alkaline earth metal, and R.sup.3+ is one or more trivalent metal ions. Phosphors of this invention include powders, ceramics, single crystals and single crystal fibers. A method of manufacturing improved phosphors and a method of manufacturing single crystal phosphors are also provided.

    A high energy gas laser with light output in the infrared or visible region of the spectrum is described. Laser action is obtained by generating vapors of rare earth halides, particularly neodymium iodide or, to a lesser extent, neodymium bromide, and disposing the rare earth vapor medium in a resonant cavity at elevated temperatures; e.g., approximately 1200/sup 0/ to 1400/sup 0/K. A particularly preferred gaseous medium is one involving a complex of aluminum chloride and neodymium chloride, which exhibits tremendously enhanced vapor pressure compared to the rare earth halides per se, and provides comparable increases in stored energy densities.

A comparison is made of opportunity fuels, defined as fuels that can be converted to other forms of energy at lower cost than standard fossil fuels. Types of fuels for which some limited technical data is provided include petroleum coke, garbage, wood waste, and tires. Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs. A detailed cost breakdown for different plant types is provided for use in base fuel pricing.

    The 1990 Global Change Institute (GCI) on Earth System Modeling is the third of a series organized by the Office for Interdisciplinary Earth Studies to look in depth at particular issues critical to developing a better understanding of the earth system. The 1990 GCI on Earth System Modeling was organized around three themes: defining critical gaps in the knowledge of the earth system, developing simplified working models, and validating comprehensive system models. This book is divided into three sections that reflect these themes. Each section begins with a set of background papers offering a brief tutorial on the subject, followed by working group reports developed during the institute. These reports summarize the joint ideas and recommendations of the participants and bring to bear the interdisciplinary perspective that imbued the institute. Since the conclusion of the 1990 Global Change Institute, research programs, nationally and internationally, have moved forward to implement a number of the recommendations made at the institute, and many of the participants have maintained collegial interactions to develop research projects addressing the needs identified during the two weeks in Snowmass.

  1. METHOD AND APPARATUS FOR EARTH PENETRATION

    A nuclear reactor apparatus for penetrating into the earth's crust is described. The apparatus comprises a cylindrical nuclear core operating at a temperature that is higher than the melting temperature of rock. A high-density ballast member is coupled to the nuclear core such that the overall density of the core-ballast assembly is greater than the density of molten rock. The nuclear core is thermally insulated so that its heat output is constrained to flow axially, with radial heat flow being minimized. In operation, the apparatus is placed in contact with the earth's crust at the point desired to be penetrated. The heat output of the reactor melts the underlying rock, and the apparatus sinks through the resulting magma. The fuel loading of the reactor core determines the ultimate depth of crust penetration.     Since the mid-1970's earth sheltered buildings in the US have become more numerous and important as a contemporary passive building concept. Further, an intense international interest has now developed, as evidenced by a number of important activities. One of these events is the 1983 International Conference on Energy Efficient Buildings with Earth Shelter Protection to be conducted during 1-6 August in Sydney, Australia. A review of past activities leading up to this event, as well as a brief review of the conference program, is the subject of this discussion.

This is especially true for the High Plains region of the central United States. Traditionally, inhabitants of this region have been sensitized to the need for windstorm protection. However, the dramatic potentials for energy savings have served as a strong secondary inducement to the burgeoning construction activity in what is now viewed as a contemporary dwelling concept. The typical characteristics of such dwellings are reviewed as well as the educational challenge awaiting professional input to this developing boom in earth sheltered construction. 12 refs.

The upper and lower flat sheets and the intermediate corrugated sheet are preferably comprised of ceramic materials and are securely coupled together such as by assembly in the green state and sintering together during firing at high temperatures.     A superhydrophobic powder is prepared by coating diatomaceous earth (DE) with a hydrophobic coating on the particle surface such that the coating conforms to the topography of the DE particles. The hydrophobic coating can be a self assembly monolayer of a perfluorinated silane coupling agent. The DE is preferably natural-grade DE where organic impurities have been removed. The superhydrophobic powder can be applied as a suspension in a binder solution to a substrate to produce a superhydrophobic surface on the substrate.

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    Earth Day 25 is a time to reflect on how mankind is doing in protecting their environment. Twenty-five years ago, in the wake of the first Earth Day, the US has created, virtually from scratch, the most advanced system of environmental protection in the world. In the course of a very short history--a mere quarter-century--man has made tremendous progress. Their skies and rivers are cleaner. And US environmental expertise and technology are in demand throughout the world. In the years since the first Earth Day, EPA banned lead in gasoline, lowering lead levels in the air by more than 90 percent and protecting millions of children from harm. Dangerous and widely used pesticides were banned. Unsafe local garbage dumps all over the nation were closed and recycling has become a household habit. American towns have been provided with substantial funding for wastewater treatment--the second biggest public works effort in US history, resulting in cleaner rivers all over the US. All cars and trucks now have standards for fuel economy, set by EPA, that allow consumers to choose a car for its energy efficiency. And EPA has played an important role in ensuring that companies and others comply with their environmental laws or face stiff penalties. Perhaps most important, the nation has gained a new understanding. More Americans than ever understand that to ensure a good quality of life they must act as responsible stewards of their air, their water, and their land.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

The National Spherical Torus Experiment (NSTX) is a magnetic fusion device that is used to study the physics principles of spherically shaped plasmas -- hot ionized gases in which, under the right conditions, nuclear fusion will occur. Fusion is the energy source of the sun and all of the stars. Not just limited to theoretical work, the NSTX is enabling cutting-edge research to develop fusion as a future energy source.

    Earth-sheltered apartments for students at St. Johns University, Collegeville, MN are described. The intent was to provide energy-efficient, low maintenance housing in a neighborhood environment for the students. Students would learn about energy-conscious architecture from living in the buildings. The buildings have had few problems, but energy performance has not been up to expectations. The consumption of electricity exceeded predictions by 49%. The most likely answer to the problem is deviation from design. Several items of energy-efficient design were specified but deleted in order to cut costs.

    The earth shelter concept has been utilized successfully around the world for thousands of years, but its use with contemporary mechanically conditioned buildings dates only from the oil embargo of the mid-1970s. This is an architectural innovation and a growing and viable response to the energy imperative. Most of the technical problems of earth shelters have been effectively addressed, but a systems design approach could further enhance overall energy savings. Although occupant lifestyle seems to be at a high level, areas that require further attention include site design, daylighting, and refined thermal design. The proper integration of passive solar heating and disaster protection represent opportunities for improved multifunctional aspects. With proper design, annual heating and cooling energy use reductions on the order of 80% can be anticipated. Research on energy design refinements and occupancy aspects necessary to achieve such levels of savings is presently under way at Oklahoma State University, the University of Minnesota, and other study centers throughout the nation and the world.

    A process is given for decanning fuel elements that consist of a uranium core, an intermediate section either of bronze, silicon, Al-Si, and uranium silicide layers or of lead, Al-Si, and uranium silicide layers around said core, and an aluminum can bonded to said intermediate section. The aluminum can is dissolved in a solution of sodium hydroxide (9 to 20 wt%) and sodium nitrate (35 to 12 wt %), and the layers of the intermediate section are dissolved in a boiling sodium hydroxide solution of a minimum concentration of 50 wt%. (AEC) A method of selectively reducing plutonium oxides and the rare earth oxides but not uranium oxides is described which comprises placing the oxides in a molten solvent of zinc or cadmium and then adding metallic uranium as a reducing agent.     Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

The exhaust stream is divided into two streams, exhaust stream I and exhaust stream II, and exhaust stream I is vented. Exhaust stream II is mixed with spent fuel stream II to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells.

    Metallic fuels containing minor actinides and rare earth additions have been fabricated and are prepared for irradiation in the ATR, scheduled to begin during the summer of 2007. Oxide fuels containing minor actinides are being fabricated and will be ready for irradiation in ATR, scheduled to begin during the summer of 2008. Fabrication and irradiation of these fuels will provide detailed studies of actinide transmutation in support of the Global Nuclear Energy Partnership. These fuel irradiations include new fuel compositions that have never before been tested. Results from these tests will provide fundamental data on fuel irradiation performance and will advance the state of knowledge for transmutation fuels. (authors)

    In Part 1, students will know how fossil fuels were formed; recognize common uses of Earth’s fossil energy resources and develop an understanding of the risks and benefits of their continued use. In Part 2, students focus on the importance of renewable energy resources for a sustainable future. Current renewable energy technologies (solar, wind, biomass, hydrogen, hydroelectric, and geothermal) are discussed. Information on solar is located on a separate power point (2006 Solar PP) as is hydrogen and transportation alternatives. Students will be able to distinguish between renewable and nonrenewable energy resources and identify the positive and negative effects of each. The long-term understanding of this unit is for the students to make informed energy decisions in the future.

In one embodiment, the rare earth garment has scintillation properties. A radiation detector in one embodiment includes a transparent ceramic as described above and a photo detector optically coupled to the rare earth garnet.

    There are currently over 3,500 USA/Canadian landfills listed by the EPA/EC and like numbers in Europe that are producing methane-rich landfill gas (LFG). This gas is typically made up of 50-percent methane (CH4), 35-percent carbon dioxide (CO2), and 2 to 25% nitrogen and oxygen (N2 & O2), plus dozens of dilute contaminants. LFG is classified as a renewable fuel, because it is generated via biological decay of municipal solid waste, a constant byproduct of human activity. To date, most LFG has been allowed to escape into the atmosphere. On account of its high CH4 content, LFG may contribute to climate change, as CH4 is one of the most harmful greenhouse gases with 21 times the global warming potential of CO2. Of the landfills that collect LFG, most simply flare it. In the past decade, some landfills have begun to use LFG for electricity generation or for direct combustion as low Btu gas. Very few landfills upgrade LFG to high Btu gas. A patented CO2 WashTM process developed by Acrion Technologies Inc., and licensed to Firm Green Inc. shows promise as an economically and environmentally sustainable process to recover energy and prevent pollution from landfills. The CO2 WashTM has already been proven at lab-scale. It upgrades LFG, which consists of 50% methane (CH4) + 35% carbon dioxide (CO2) + 2 to 25% nitrogen + oxygen (N2+O2), 1 to 2% water vapor, and dozens of contaminants (which total a few hundred to a few thousand parts per million). CH4, which by itself has an energy content of 1,012 British thermal units (Btu) per standard cubic foot (SCF), is the only component in LFG that contributes to its energy content, which is therefore about 400-550 Btu/SCF. Accordingly, raw LFG is usually referred to as medium-Btu gas. To be salable, it is necessary to remove essentially all the components besides CH4, while keeping the vast majority of the revenue producing CH4. This is high-Btu gas, yielding 850 to 1,000 Btu/SCF. The CO2 WashTM process upgrades LFG to about 930 Btu/SCF, and reduces the contaminants to levels that make it salable as a vehicle fuel in the form of compressed natural gas (CNG).

On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs. It is important to note that this report covers only a portion of voluntary markets for renewable energy. It does not cover green power sold by independent marketers except for cases in which the marketers work in conjunction with utilities or default electricity suppliers.
