    This paper examines the potential effects that emerging mandatory carbon markets have for voluntary markets for renewable energy, or green power markets. In an era of carbon regulation, green power markets will continue to play an important role because many consumers may be interested in supporting renewable energy development beyond what is supported through mandates or other types of policy support. The paper examines the extent to which GHG benefits motivate consumers to make voluntary renewable energy purchases and summarizes key issues emerging as a result of these overlapping markets, such as the implications of carbon regulation for renewable energy marketing claims, the demand for and price of renewable energy certificates (RECs), and the use of RECs in multiple markets (disaggregation of attributes). It describes carbon regulation programs under development in the Northeast and California, and how these might affect renewable energy markets in these regions, as well as the potential interaction between voluntary renewable energy markets and voluntary carbon markets, such as the Chicago Climate Exchange (CCX). It also briefly summarizes the experience in the European Union, where carbon is already regulated. Finally, the paper presents policy options for policymakers and regulators to consider in designing carbon policies to enable carbon markets and voluntary renewable energy markets to work together.

    While accrediting a large hydropower facility is intrinsically more complex and potentially controversial, it is time to review the progress made in understanding the environmental impacts of large hydropower and the development of environmentally friendly hydropower systems. Over the last two decades, many in-field, laboratory, and modeling technologies have been developed or improved to better understand the mechanisms of fish injury and mortality and to identify turbine design and operation alternatives to reduce such impacts. In 2010, representatives of DOE and the US Department of Interior, and USACE signed a memorandum of understanding to work more closely to develop sustainable hydropower. One of their major objectives is to increase hydropower generation using low-impact and environmentally sustainable approaches. Given the recent scientific and technological advances that have decreased the environmental impact of hydropower and the need to aggressively facilitate development of low impact hydropower, we think it is indeed time to initiate a science-based green certification program that includes rigorous criteria for environmental protection but does not exclude hydropower based on size only.

Since the Notice of Proposed Rulemaking (NOPR), however, the DOE has modified and downscaled this rule to a procedural rule that only addresses only the green building certification requirements. While the final rule is significantly downscaled from the proposed rule, due to the fact that the previous EA was put out for public review, is tied to this rulemaking, and in order to maintain the integrity of the NEPA process, we continue to use the EA process for this rulemaking.

    We have developed a certification framework (CF) for certifying the safety and effectiveness of geologic carbon sequestration (GCS) sites. Safety and effectiveness are achieved if CO{sub 2} and displaced brine have no significant impact on humans, other living things, resources, or the environment. In the CF, we relate effective trapping to CO{sub 2} leakage risk which takes into account both the impact and probability of leakage. We achieve simplicity in the CF by using (1) wells and faults as the potential leakage pathways, (2) compartments to represent environmental resources that may be impacted by leakage, (3) CO{sub 2} fluxes and concentrations in the compartments as proxies for impact to vulnerable entities, (4) broad ranges of storage formation properties to generate a catalog of simulated plume movements, and (5) probabilities of intersection of the CO{sub 2} plume with the conduits and compartments. We demonstrate the approach on a hypothetical GCS site in a Texas Gulf Coast saline formation. Through its generality and flexibility, the CF can contribute to the assessment of risk of CO{sub 2} and brine leakage as part of the certification process for licensing and permitting of GCS sites around the world regardless of the specific regulations in place in any given country.

    The emission behavior of C-doped ZnO films, which were prepared by implantation of carbon into ZnO films, is investigated. Orange/red emission is observed for the films with the thickness of 60–100 nm. However, the film with thickness of 200 nm shows strong green emission. Further investigations by annealing bulk ZnO single crystals under different environments, i.e. Ar, Zn or C vapor, indicated that the complex defects based on Zn interstitials are responsible for the strong green emission. The existence of complex defects was confirmed by electron spin resonance (ESR) and low temperature photoluminescence (PL) measurement.

    Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

    We have developed a certification framework (CF) for certifying that the risks of geologic carbon sequestration (GCS) sites are below agreed-upon thresholds. The CF is based on effective trapping of CO2, the proposed concept that takes into account both the probability and impact of CO2 leakage. The CF uses probability estimates of the intersection of conductive faults and wells with the CO2 plume along with modeled fluxes or concentrations of CO2 as proxies for impacts to compartments (such as potable groundwater) to calculate CO2 leakage risk. In order to test and refine the approach, we applied the CF to (1) a hypothetical large-scale GCS project in the Texas Gulf Coast, and (2) WESTCARB's Phase III GCS pilot in the southern San Joaquin Valley, California.

    We have developed a framework for assessing the leakage risk of geologic carbon sequestration sites. This framework, known as the Certification Framework (CF), emphasizes wells and faults as the primary potential leakage conduits. Vulnerable resources are grouped into compartments, and impacts due to leakage are quantified by the leakage flux or concentrations that could potentially occur in compartments under various scenarios. The CF utilizes several model components to simulate leakage scenarios. One model component is a catalog of results of reservoir simulations that can be queried to estimate plume travel distances and times, rather than requiring CF users to run new reservoir simulations for each case. Other model components developed for the CF and described here include fault characterization using fault-population statistics; fault connection probability using fuzzy rules; well-flow modeling with a drift-flux model implemented in TOUGH2; and atmospheric dense-gas dispersion using a mesoscale weather prediction code.

    The Green Bank Telescope H II Region Discovery Survey (GBT HRDS) found hundreds of previously unknown Galactic regions of massive star formation by detecting hydrogen radio recombination line (RRL) emission from candidate H II region targets. Since the HRDS nebulae lie at large distances from the Sun, they are located in previously unprobed zones of the Galactic disk. Here, we derive the properties of helium and carbon RRL emission from HRDS nebulae. Our target sample is the subset of the HRDS that has visible helium or carbon RRLs. This criterion gives a total of 84 velocity components (14% of the HRDS) with helium emission and 52 (9%) with carbon emission. For our highest quality sources, the average {sup 4}He{sup +}/H{sup +} abundance ratio by number, (y {sup +}), is 0.068 {+-} 0.023(1{sigma}). This is the same ratio as that measured for the sample of previously known Galactic H II regions. Nebulae without detected helium emission give robust y {sup +} upper limits. There are 5 RRL emission components with y {sup +} less than 0.04 and another 12 with upper limits below this value. These H II regions must have either a very low {sup 4}He abundance or contain a significant amount of neutral helium. The HRDS has 20 nebulae with carbon RRL emission but no helium emission at its sensitivity level.     Organic semiconductors are potential alternatives to polycrystalline silicon as the semiconductor used in the backplane of active matrix organic light emitting diode displays. Demonstrated here is a light-emitting transistor with an organic channel, operating with low power dissipation at low voltage, and high aperture ratio, in three colors: red, green and blue. The single-wall carbon nanotube network source electrode is responsible for the high level of performance demonstrated. A major benefit enabled by this architecture is the integration of the drive transistor, storage capacitor and light emitter into a single device. Performance comparable to commercialized polycrystalline-silicon TFT driven OLEDs is demonstrated.

    A low-pressure Carbon Filter Process (patent pending) is proposed to capture carbon dioxide (CO{sub 2}) from flue gas. This filter is filled with a low-cost carbonaceous sorbent, such as activated carbon or charcoal, which has a high affinity (and, hence, high capacity) to CO{sub 2} but not to nitrogen (N{sub 2}). This, in turn, leads to a high CO{sub 2}/N{sub 2} selectivity, especially at low pressures. The Carbon Filter Process proposed in this work can recover at least 90% of flue-gas CO{sub 2} of 90%+ purity at a fraction of the cost normally associated with the conventional amine absorption process. The Carbon Filter Process requires neither expensive materials nor flue-gas compression or refrigeration, and it is easy to heat integrate with an existing or grassroots power plant without affecting the cost of the produced electricity too much. An abundant supply of low-cost CO{sub 2} from electricity producers is good news for enhanced oil recovery (EOR) and enhanced coal-bed methane recovery (ECBMR) operators, because it will lead to higher oil and gas recovery rates in an environmentally sensitive manner. A CO{sub 2}-rich mixture that contains some nitrogen is much less expensive to separate from flue-gas than pure CO{sub 2}; therefore, mixed CO{sub 2}/N{sub 2}-EOR and CO{sub 2}/N{sub 2}-ECBMR methods are proposed to maximize the overall carbon capture and utilization efficiency.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

This report documents REC activities and trends in the United States. The compliance REC market analysis includes analysis of REC trading, regional REC markets, REC tracking systems, types of compliance RECs, compliance REC pricing trends, and an overview of compliance with RPS polices.     The reductive biotransformation of two Si-ferrihydrite (0.01 and 0.05 mole% Si) coprecipiates by Shewanella putrefaciens, strain CN32, was investigated in 1,4-piperazinediethanesulfonic acid-buffered media (pH ~7) with lactate as the electron donor. Anthraquinone-2,6-disulfonate (electron shuttle) that stimulates respiration was present in the media. Experiments were performed without and with PO43- (ranging from 1 to 20 mmol/L in media containing 50 mmol/L Fe). Our objectives were to define the combined effects of SiO44- and PO43- on the bioreducibility and biomineralization of ferrihydrites under anoxic conditions. Iron reduction was measured as a function of time, solids were characterized by powder X-ray diffraction (XRD) and Mossbauer spectroscopy, and aqueous solutions were analyzed for Si, P, Cl- and inorganic carbon. Both of the ferrihydrites were rapidly reduced regardless of the Si content. Si concentration had no effect on the reduction rate or mineralization products. Magnetite was formed in the absence of PO43- whereas carbonate green rust GR(CO32-) ([FeII(6-x)FeIIIx(OH)12]x+(CO32-)0.5x.yH2O) and vivianite [Fe3(PO4)2.8H2O], were formed when PO43- was present. GR(CO32-) dominated as a mineral product in samples with < 4 mmol/L PO43-. The Fe(II)/Fe(III) ratio of GR(CO32-) varied with PO43- concentration; it was 2 in the 1 mmol/L PO43- and approached 1 in the 4- and 10-mmol/L PO43- samples. GR appeared to form by solid-state transformation of ferrihydrite. Medium PO43- concentration dictated the mechanism of transformation. In 1 mmol/L PO43- media, an intermediate Fe(II)/Fe(III) phase with structural Fe(II), which we tentatively assigned to a protomagnetite phase, slowly transformed to GR with time. In contrast, in medium with >4 mmol/L PO43-, a residual ferrihydrite with sorbed Fe2+ phase transformed to GR. Despite similar chemistries, PO43- was shown to have a profound effect on ferrihydrite biotransformations while that of SiO44- was minimal.

The technical support document (TSD) presents the analyses upon which the proposed rule for assuring that consumer product comply with applicable energy efficiency standards is based. Much of the TSD is based upon support provided DOE by Vitro Laboratories. The OAO Corporation provided additional support in the development of the sampling plan incorporated in the proposed rule. Vitro's recommended approach to appliance certification and enforcement, developed after consideration of various program options, benefits, and impacts, establishes the C/E program framework, general criteria, and procedures for assuring a specified level of energy efficiency performance of covered consumer products.     We report a simple, rapid and green route for synthesis of fluorescent carbon quantum dots (CQDs) by microwave assisted pyrolysis method using polyleucine polymer (Boc-L-Leu-HEMA) as precursor and self-passivating agent. The as synthesized CQDs were found to possess low cytotoxicity, thus making them suitable candidates for bioimaging and bio-labelling. Moreover, nanocomposites of as prepared CQDs with [??PW{sub 12}O{sub 40}{sup 3?}] polyoxometalate were synthesized and were shown to possess excellent photocatalytic properties under visible light towards degradation of organic dye pollutants. Based on the control experiments, a suitable mechanism has been proposed to explain the remarkable photoactivity of the CQD/[??PW{sub 12}O{sub 40}{sup 3?}] composites.

Certification as applied to existing computer codes includes the verification and validation process, placing the code in configuration control, and establishing user qualification standards and training requirements. All software intended for use in critical calculations must be certified. This report is intended to fulfill the requirements for the certification of the MCNP code, version 4.2, built June 11, 1992, by J.H. Hightower on the SRS CRAY. This report does not release MCNP for use under production status for any application for which a MCNP validation document does not exist. These validation documents will describe the specific range of applicability, limitations on use, results and biases for a particular MCNP application.

    This project was primarily to develop and implement a curriculum which will train undergraduate and graduate students at the University seeking a degree as well as training for enrollees in a special certification program to prepare individuals to be employed in a broad range of occupations in the field of renewable energy and energy conservation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development.     A process for making 2D and 3D carbon-carbon composites having a combined high crystallinity, high strength, high modulus and high thermal and electrical conductivity. High-modulus/high-strength mesophase derived carbon fibers are woven into a suitable cloth. Layers of this easily graphitizible woven cloth are infiltrated with carbon material to form green composites. The carbonized composite is then impregnated several times with pitch by covering the composite with hot pitch under pressure. The composites are given a heat treatment between each impregnant step to crack up the infiltrated carbon and allow additional pitch to enter the microstructure during the next impregnation cycle. The impregnated composites are then given a final heat treatment in the range 2500.degree. to 3100.degree. C. to fully graphitize the fibers and the matrix carbon. The composites are then infiltrated with pyrolytic carbon by chemical vapor deposition in the range 1000.degree. C. to 1300.degree. C. at a reduced. pressure.

    The client, a government agency, requires its contractor to obtain an Earned Value Management System (EVMS) certification that meets the intent of ANSI/EIA-748-B, Earned Value Management Systems. The contractor has extensive experience with certification preparation, having completed two certifications within two years. Information from a previous EVMS certification and internal system surveillances are used to prepare for client-based EVMS certifications and bi-annual surveillances. The contractor also sent members of its group to assist other companies preparing for surveillances and certifications to perform 'Black Hat Reviews.' This paper is a lessons learned on preparing a team for EVMS certification. The information is also applicable for surveillances, since the contractor prepares its team for the surveillance in the same manner as the initial certification. Some of the areas covered include required documents, tracing the data through the systems, Control Account Manager (CAM) preparation, and system verification.

    Early experiences with energy savings certificates (ESCs) have revealed their merits and the challenges associated with them. While in the United States ESC markets have yet to gain significant traction, lessons can be drawn from early experiences in the states of Connecticut and New York, as well as from established markets in Italy, France, and elsewhere. The staying power of European examples demonstrates that ESCs can help initiate more efficiency projects. This article compares ESCs with renewable energy certificates (RECs), looks at the unique opportunities and challenges they present, and reviews solutions and best practices demonstrated by early ESC markets. Three major potential ESC market types are also reviewed: compliance, voluntary, and carbon. Additionally, factors that will benefit ESC markets in the United States are examined: new state EEPS policies, public interest in tools to mitigate climate change, and the growing interest in a voluntary market for ESCs.

    Recently a new laser based approach for measuring area with potential for producing 2D estimates of the concentration spatial distribution has been developed through a cooperative agreement with the National Energy and Technology Laboratory of the Department of Energy, Exelis Inc. and AER Inc. The new approach is based on a pair of continuous wave intensity modulated laser absorption spectrometer transceivers, combined with a series of retro reflectors located around the perimeter of the area being monitored. The main goal of this cooperative agreement is monitoring, reporting and verification for ground carbon capture and storage projects. The system was recently tested at the Zero Emission Research and Technology site in Bozeman, MT, with underground leak rates ranging from 0.1 – 0.3 metric ton per day (T/d), as well as a 0.8 T/d surface release. Over 200 hours of data were collected over a rectangular grid 180m x 200m between August 18th and September 9th. In addition, multiple days of in situ data were acquired for the same site, using a Licor gas analyzer systems. Initial comparisons between the laser-based system and the in situ agree very well. The system is designed to operate remotely and transmit the data via a 3G/4G connection along with weather data for the site. An all web-based system ingests the data, populates a database, performs the inversion to ppm CO2 using the Line-by-Line Radiative Transfer Model (LBLRTM), and displays plots and statistics for the retrieved data. We will present an overview of the GreenLITE measurement system, outline the retrieval and reconstruction approach, and discuss results from extensive field testing.

    These guidelines were prepared with direction from the US Department of Energy (DOE) Transuranic (TRU) Waste Management Program in support of the DOE effort to certify that newly generated TRU wastes meet the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria. The guidelines provide instructions for generic Certification Program preparation for TRU-waste generators preparing site-specific Certification Programs in response to WIPP requirements. The guidelines address all major aspects of a Certification Program that are necessary to satisfy the WIPP Waste Acceptance Criteria and their associated Compliance Requirements and Certification Quality Assurance Requirements. The details of the major element of a Certification Program, namely, the Certification Plan, are described. The Certification Plan relies on supporting data and control documentation to provide a traceable, auditable account of certification activities. Examples of specific parts of the Certification Plan illustrate the recommended degree of detail. Also, a brief description of generic waste processes related to certification activities is included.

    A method to calculate exact Green's functions on lattices in various dimensions is presented. Expressions in terms of generalized hypergeometric functions in one or more variables are obtained for various examples by relating the resolvent to a contour integral, evaluated using residues. Different ways of arranging the series leads to different combinations of hypergeometric functions providing identities involving generalized hypergeometric functions. The method is shown to be useful for computing Green's functions with next-nearest neighbor hopping as well.

This is the first certification granted by the Federal Aviation Administration (FAA) for a non-petroleum fuel. This report surveys utilities, competitive suppliers, renewable energy certificate (REC) marketers, and, for the first time, the community choice aggregation market. This report finds that the voluntary market totaled 62 million megawatt-hours in 2013. Approximately 5.4 million customers are purchasing green power. This report presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing, and administrative expenses. The report also details trends in REC tracking systems, REC pricing in voluntary and compliance markets, community and crowd-funded solar, and interest in renewable energy by the information and communication technologies sector.

    Voluntary consumer decisions to buy electricity supplied from renewable energy sources represent a powerful market support mechanism for renewable energy development. In the early 1990s, a small number of U.S. utilities began offering 'green power' options to their customers. Since then, these products have become more prevalent, both from traditional utilities and from renewable energy marketers operating in states that have introduced competition into their retail electricity markets or offering renewable energy certificates (RECs) online. Today, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, while all consumers have the option to purchase RECs. This report documents green power marketing activities and trends in the United States including utility green pricing programs offered in regulated electricity markets; green power marketing activity in competitive electricity markets, as well as green power sold to voluntary purchasers in the form of RECs; and renewable energy sold as greenhouse gas offsets in the United States. These sections are followed by a discussion of key market trends and issues. The final section offers conclusions and observations.

    Labels, certifications, and rating systems for energy efficiency performance and “green” attributes of buildings have been available in the U.S. for over 10 years, and used extensively in the European Union and Australia for longer. Such certifications and ratings can make energy efficiency more visible, and could help spur demand for energy efficiency if these designations are shown to have a positive impact on sales or rental prices. This policy brief discusses the findings and methodologies from recent studies on this topic, and suggests recommendations for future research. Although there have been just a handful of studies within the last 10 years that have investigated these effects, a few key findings emerge: To maximize sales price impact, label or rating information must be disclosed early and visibly in the sales process; The approach to evaluating energy efficiency labels (e.g., ENERGY STAR) and general “greencertifications (e.g., LEED or GreenPoint Rated) may need to be different, depending on the type, vintage and market penetration of the label; Collaborative efforts to promote label adoption and build a large dataset of labeled buildings will be required to produce reliable study results.

    Sandia National Laboratories (SNL) and Underwriters Laboratories, Inc., (UL) have jointly established the Security Equipment and Systems Certification Program (SESCP). The goal of this program is to enhance industrial and national security by providing a nationally recognized method for making informed selection and use decisions when buying security equipment and systems. The SESCP will provide a coordinated structure for private and governmental security standardization review. Members will participate in meetings to identify security problems, develop ad-hoc subcommittees (as needed) to address these identified problems, and to maintain a communications network that encourages a meaningful exchange of ideas. This program will enhance national security by providing improved security equipment and security systems based on consistent, reliable standards and certification programs.

AMPX-77 is a modular code system for generating coupled multigroup neutron-gamma cross section libraries from Evaluated Nuclear Data Files (ENDF/B). All basic cross-section data are input from the formats used by the ENDF/B, and output can be obtained from a variety of formats, included in its own internal and very general formats, along with a variety of other useful formats used by major transport, diffusion theory, and Monte Carlo codes. Processing is provided for both neutron and gamma-ray data. The AMPX-77 code system will be used at SRS to perform critical calculations related to nuclear criticality safety. The AMPX-77 modular codes system contains forty-seven separate modules. For the certification process, the 47 modules have been divided into three groups or phases.     Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    The purpose of this plan is to describe the organization and methodology for the certification of low-level radioactive waste (LLW) handled in the Hazardous Waste Handling Facility (HWHF) at Lawrence Berkeley Laboratory (LBL). This plan also incorporates the applicable elements of waste reduction, which include both up-front minimization and end-product treatment to reduce the volume and toxicity of the waste; segregation of the waste as it applies to certification; an executive summary of the Waste Management Quality Assurance Implementing Management Plan (QAIMP) for the HWHF and a list of the current and planned implementing procedures used in waste certification. This plan provides guidance from the HWHF to waste generators, waste handlers, and the Waste Certification Specialist to enable them to conduct their activities and carry out their responsibilities in a manner that complies with the requirements of WHC-WAC. Waste generators have the primary responsibility for the proper characterization of LLW. The Waste Certification Specialist verifies and certifies that LBL LLW is characterized, handled, and shipped in accordance with the requirements of WHC-WAC. Certification is the governing process in which LBL personnel conduct their waste generating and waste handling activities in such a manner that the Waste Certification Specialist can verify that the requirements of WHC-WAC are met.

Department of Energy (DOE) 0 435.1, ''Radioactive Waste Management,'' and the Contact-Handled (CH) Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WIPP-WAC). WIPP-WAC requirements are derived from the WIPP Technical Safety Requirements, WIPP Safety Analysis Report, TRUPACT-II SARP, WIPP Land Withdrawal Act, WIPP Hazardous Waste Facility Permit, and Title 40 Code of Federal Regulations (CFR) 191/194 Compliance Certification Decision. The WIPP-WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WPP-WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a certification plan, that describe their program for managing TRU waste and TRU waste shipments before transferring waste to WIPP. Waste characterization activities provide much of the data upon which certification decisions are based. Waste characterization requirements for TRU waste and TRU mixed waste that contains constituents regulated under the Resource Conservation and Recovery Act (RCRA) are established in the WIPP Hazardous Waste Facility Permit Waste Analysis Plan (WAP). The Hanford Site Quality Assurance Project Plan (QAPjP) (HNF-2599) implements the applicable requirements in the WAP and includes the qualitative and quantitative criteria for making hazardous waste determinations.     The Solar 2 Green Energy, Arts and Education Center is an 8,000 sq.ft. demonstration project that will be constructed to Platinum LEED certification and will be the first carbon-neutral, net-zero energy use public building in New York City, giving it local and national appeal. Employing â��greenâ� building features and holistic engineering practices throughout its international award-winning design, Solar 2 will be powered by a 90kW photovoltaic (PV) array in conjunction with a geothermal heating and cooling system and a high efficient design that seeks to reduce the overall energy load of the building. Solar 2 will replace our current 500 sq.ft. prototype facility - known as Solar 1 - as the educational and cultural centerpiece of a five-block public greenway on the East River in Stuyvesant Cove Park, located along two acres of public riverfront on a newly reclaimed, former brownfield in lower Manhattan. Designed as a public-use complex for year-round environmental education exhibits and onsite activities for all ages and backgrounds, Solar 2 will demonstrate energy-efficiency technologies and sustainable environmental practices available now to all urban residents, eco-tourists, teachers, and students alike. Showcasing one of Solar 2â��s most striking design elements is the PV roof array with a caf�© and river vistas for miles of New York Cityâ��s skylines. Capping the building as a solar-powered landmark, and visible from the FDR Drive, the PV array is also designed to provide visitors below a view of the solar roof when standing outside, as well as directly underneath it. Recognized by an international jury of architects, civil engineers and urban designers by the Swiss-based Holcim Foundation, the Solar 2 design was awarded the prestigious Holcim North American 2008 Gold Award for Sustainable Construction for â��innovative, future-oriented and tangible sustainable construction projects,â� selected from more than 1900 entries. Funding from the Department of Energy was provided to assist with the ongoing design work of Solar 2, including architecture, engineering and the development of construction specifications. The work performed during the project period brought this process as far along as it could go pending the raising of funds to begin construction of the building. Once those funds are secured, we will finalize any additional details needed before beginning the bidding process and then moving into construction. DOEâ��s funding was extremely valuable in helping Solar One determine the feasibility of a net-zero construction on the site and allowed for the design to project to meet the high standards necessary for LEED Platinum status.

Green Prosperity, the largest project of the Compact, seeks to address critical constraints to economic growth while supporting the Government of Indonesia's commitment to a more sustainable, less carbon-intensive future. This study evaluates techniques to improve cacao farming in Sulawesi Indonesia with an emphasis on Farmer Field Schools and Cocoa Development Centers to educate farmers and for train the trainer programs.     The purpose of this directory is to make available a convenient source of information on packagings which have been approved by the US Nuclear Regulatory Commission. To assist in identifying packaging, an index by Model Number and corresponding Certificate of Compliance Number is included at the front of Volumes 1 and 2. An alphabetical listing by user name is included in the back of Volume 3 of approved QA programs. The reports include a listing of all users of each package design and approved QA programs prior to the publication date.

    As a generator of transuranic (TRU) and TRU mixed waste destined for disposal at the Waste Isolation Pilot Plant (WIPP), the Hanford Site must ensure that its TRU waste meets the requirements of U.S. Department of Energy (DOE) Order 5820.2A, ''Radioactive Waste Management, and the Waste Acceptance Criteria for the Waste Isolation Pilot Plant' (DOE 1996d) (WIPP WAC). The WIPP WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WIPP WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a certification plan, that describe their management of TRU waste and TRU waste shipments before transferring waste to WIPP. The Hanford Site must also ensure that its TRU waste destined for disposal at WIPP meets requirements for transport in the Transuranic Package Transporter41 (TRUPACT-11). The U.S. Nuclear Regulatory Commission (NRC) establishes the TRUPACT-I1 requirements in the ''Safety Analysis Report for the TRUPACT-II Shipping Package'' (NRC 1997) (TRUPACT-I1 SARP).
