    DOE's Building America Program is a research and development program to improve the energy performance of new and existing homes. The ultimate goal of the Building America Program is to achieve examples of cost-effective, energy efficient solutions for all U.S. climate zones. Periodic maintenance of an ANSI standard by review of the entire document and action to revise or reaffirm it on a schedule not to exceed five years is required by ANSI. In compliance, a consensus group has once again been formed and the National Green Building Standard is currently being reviewed to comply with the periodic maintenance requirement of an ANSI standard.

    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

Along with many other countries, the United States accepted the Green Building Challenge (GBC), an international effort to evaluate and improve the performance of buildings worldwide. GBC started out in 1996 as a competition to determine which country had the greenest buildings; it evolved into a cooperative process among the countries to measure the performance of green buildings. Although the auto industry can easily measure efficiency in terms of miles per gallon, the buildings industry has no standard way to quantify energy and environmental performance. The Green Building Challenge participants hope that better tools for measuring the energy and environmental performance of buildings will be an outcome of their efforts and that these tools will lead to higher and better performance levels in buildings around the world. The ultimate goal is to design, construct, and operate buildings that contribute to global sustainability by conserving and/or regenerating natural resources and minimizing nonrenewable energy use. The United States' Green Building Challenge Team '02 selected five buildings from around the country to serve as case studies; each of the five U.S. building designs (as well as all international case studies) were assessed using an in-depth evaluation tool, called the Green Building Assessment Tool (GBTool). The GBTool was specifically created and refined by international teams, for the GBC efforts. The goal of this collaborative effort is to improve this evaluation software tool so that it can be used globally, while taking into account regional and national conditions. The GBTool was used by the U.S. Team to assess and evaluate the energy and environmental performance of these five buildings: (1) Retail (in operation): BigHorn Home Improvement Center, Silverthorne, Colorado; (2) Office (in operation), Philip Merrill Environmental; (3) School (in construction), Clearview Elementary School, Hanover, Pennsylvania; (4) Multi-family residential (in construction), Twenty River Terrace, Battery Park City, New York; and (5) Office/lab (in design), National Oceanic Atmospheric Administration, Honolulu, Hawaii. These projects were selected, not only because they were good examples of high-performance buildings and had interested owners/design team members, but also because building data was available as inputs to test the software tool. Both the tool and the process have been repeatedly refined and enhanced since the first Green Building Challenge event in 1998; participating countries are continuously providing feedback to further improve the tool and global process for the greatest positive effect.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    Because of the environmental concerns about some materials used in buildings, particularly chlorofluorocarbon (CFC) fluids used as the blowing agent for insulation materials and as refrigerants used in the air conditioning systems have led to a search for environmentally safe alternatives. For insulation materials, new non-CFC blowing agents are still under development. However, the old insulation materials in the buildings will stay because they do not pose any further environmental damage. It is a different story for refrigerants used in air conditioning systems. This study reports that the change-over from CFC to non-CFC refrigerants in the existing and future air conditioning equipment could be a chance not only to take care of the environmental concerns, but to save energy as well. Alternative air conditioning technologies, such as the desiccant dehumidification and absorption systems, and the potential of some natural substances, such as carbon dioxide, as the future refrigerants are also discussed.

    China is constructing new commercial buildings at an enormous rate -- roughly 2 billion square meters per year, with considerable interest and activity in green design and construction. We review the context of commercial building design and construction in China, and look at a specific project as an example of a high performance, sustainable design, the Shenzhen Institute of Building Research (IBR). The IBR building incorporates over 40 sustainable technologies and strategies, including daylighting, natural ventilation, gray-water recycling, solar-energy generation, and highly efficient Heating Ventilation and Air Conditioning (HVAC) systems. We present measured data on the performance of the building, including detailed analysis by energy end use, water use, and occupant comfort and satisfaction. Total building energy consumption in 2011 was 1151 MWh, with an Energy Use Intensity (EUI) of 63 kWh/m2 (20 kBtu/ft2), which is 61% of the mean EUI value of 103 kWh/m2 (33 kBtu/ft2) for similar buildings in the region. We also comment on the unique design process, which incorporated passive strategies throughout the building, and has led to high occupant satisfaction with the natural ventilation, daylighting, and green patio work areas. Lastly we present thoughts on how the design philosophy of the IBR building can be a guide for low-energy design in different climate regions throughout China and elsewhere.

    Building designers and owners have always been fascinated with the extensive use of glass in building envelopes. Today the highly glazed facade has almost become an iconic element for a 'green building' that provides daylighting and a visual connection with the natural environment. Even before the current interest in green buildings there was no shortage of highly glazed building designs. But many of these buildings either rejected sunlight, and some associated daylight and view with highly reflective glazings or used highly transmissive glass and encountered serious internal comfort problems that could only be overcome with large HVAC systems, resulting in significant energy, cost and environmental penalties. From the 1960's to the 1990's innovation in glazing made heat absorbing glass, reflective glass and double glazing commonplace, with an associated set of aesthetic features. In the last decade there has been a subtle shift from trying to optimize an ideal, static design solution using these glazings to making the facade responsive, interactive and even intelligent. More sophisticated design approaches and technologies have emerged using new high-performance glazing, improved shading and solar control systems, greater use of automated controls, and integration with other building systems. One relatively new architectural development is the double glass facade that offers a cavity that can provide improved acoustics, better solar control and enhanced ventilation. Taken to its ultimate development, an interactive facade should respond intelligently and reliably to the changing outdoor conditions and internal performance needs. It should exploit available natural energies for lighting, heating and ventilation, should be able to provide large energy savings compared to conventional technologies, and at the same time maintain optimal indoor visual and thermal comfort conditions. As photovoltaic costs decrease in the future, these onsite power systems will be integrated within the glass skin and these facades will become local, non-polluting energy suppliers to the building. The potential for facilitating sustainable building operations in the future by exploiting these concepts is therefore great. There is growing interest in highly glazed building facades, driven by a variety of architectural, aesthetic, business and environmental rationales. The environmental rationale appears plausible only if conventional glazing systems are replaced by a new generation of high performance, interactive, intelligent facade systems, that meet the comfort and performance needs of occupants while satisfying owner economic needs and broader societal environmental concerns. The challenge is that new technology, better systems integration using more capable design tools, and smarter building operation are all necessary to meet these goals. The opportunity is to create a new class of buildings that are both environmentally responsible at a regional or global level while providing the amenities and working environments that owners and occupants seek.

    In 2012, the U.S. Department of Energy (DOE) recognized the value of performance-based passive building standards when it joined with Passive House Institute US (PHIUS) to promote DOE’s Challenge Home program in tandem with the PHIUS+ Certification program. Since then, the number of passive building projects that have been certified under the partnership has grown exponentially because of some synergy. Passive building represents a well-developed approach to arrive at the envelope basis for zero energy and energy-positive projects by employing performance-based criteria and maximizing cost-effective savings from conservation before implementing renewable energy technologies. The Challenge Home program evolved into the Zero Energy Ready Home (ZERH) program in a move toward 1) attaining zero energy and 2) including active renewable energy generation such as photovoltaics (PV)—toward the zero energy goal.

    Passive design principles (super insulation, airtight envelopes, elimination of thermal bridges, etc.) - pioneered in North America in the 70s and 80s and refined in Europe in the 90s have proven to be universally effective to significantly reduce heating and cooling loads. However, a single, rigid performance metric developed in Germany has led to limited uptake of passive building principles in many regions of the United States. It has also, in many cases, promoted some design decisions that had negative effects on economic feasibility and thermal comfort. This study's main objective is to validate (in a theoretical sense) verifiable, climate-specific passive standards and space conditioning criteria that retain ambitious, environmentally-necessary energy reduction targets and are economically feasible, such standards provide designers an ambitious but achievable performance target on the path to zero.

    Prominent barriers facing the U.S. green building industry include the fact that government bodies that supervise health, fire safety, land, and other public operations are slow to revise codes to accommodate green building (regulatory barrier). In China, the lack of a green building professional accreditation process similar to the Leadership in Energy and Environmental Design (LEED) AP process limits the green building workforce capacity development (informational barrier). The main policies highlighted in this report to tackle these barriers are 1) comprehensive codes and labeling plan (informational, institutional), 2) government-led targets and demonstrations (risk), 3) education and awareness programs (informational), 4) fiscal policy that supports green building investment (financial), and 5) integrated design promotion (institutional, financial).

    During the spring of 1994, Pacific Northwest Laboratory (PNL), on behalf of the U.S. Department of Energy (DOE) Office of Codes and Standards, conducted five two-day Regional Building Energy Codes and Standards workshops across the United States. Workshops were held in Chicago, Philadelphia, Atlanta, Dallas, and Denver. The workshops were designed to benefit state-level officials including staff of building code commissions, energy offices, public utility commissions, and others involved with adopting/updating, implementing, and enforcing state building codes in their states. The workshops provided an opportunity for state and other officials to learn more about the Energy Policy Act of 1992 (EPAct) requirements for residential and commercial building energy codes, the Climate Change Action Plan, the role of the U.S. Department of Energy and the Building Energy Standards Program at Pacific Northwest Laboratory, the commercial and residential codes and standards, the Home Energy Rating Systems (HERS), Energy Efficient Mortgages (EEM), training issues, and other topics related to the development, adoption, implementation, and enforcement of building energy codes. In addition to receiving information on the above topics, workshop participants were also encouraged to inform DOE of their needs, particularly with regard to implementing building energy codes, enhancing current implementation efforts, and building on training efforts already in place. This paper documents the workshop findings and workshop planning and follow-up processes.

    Wouldnt it be great if a single energy model could be used to demonstrate minimum code compliance, green code compliance, establish a Leadership in Energy and Environmental Design (LEED) rating, and determine eligibility for federal tax and utility incentives? Even better, what if the basic rules for creating those models did not change every few years? This paper descibes a recently proposed addendum to ASHRAE/ANSI/IES Standard 90.1 aims to meet those goals. Addendum BM establishes the Performance Rating Method found in Appendix G of Standard 90.1 as a new method of compliance while maintaining its traditional use in gauging the efficiency of beyond code buildings. Furthermore, Addendum BM sets a common baseline building that does not change with each update to the standard.

    The Philippines' master plan for energy makes cornerstones of energy standards for appliances, buildings, and motors in their energy efficiency effort. Significant progress has been made in implementing appliance standards for some products, but has lagged for others. This has been partly because the resources allocated have dictated a cautious deliberate approach. Products where there has been a lack of information about the respective markets have received lowest priority. Motors fall in this latter category. In their development of building codes, the Philippine government has also taken a cautious deliberate approach and is just now attending to the compliance of a commercial building energy performance standard that was enacted into law in 1994. This paper describes the results of recent new buildings and motor market assessments carried out in the Philippines, a survey of building energy code implementation in other countries, and how these products are being used to further implementation of energy standards in the Philippines. Lessons for other countries are drawn from this experience.

    This report focuses on enhancements to prototype building models used to determine the energy impact of various versions of ANSI/ASHRAE/IES Standard 90.1. Since the last publication of the prototype building models, PNNL has made numerous enhancements to the original prototype models compliant with the 2004, 2007, and 2010 editions of Standard 90.1. Those enhancements are described here and were made for several reasons: (1) to change or improve prototype design assumptions; (2) to improve the simulation accuracy; (3) to improve the simulation infrastructure; and (4) to add additional detail to the models needed to capture certain energy impacts from Standard 90.1 improvements. These enhancements impact simulated prototype energy use, and consequently impact the savings estimated from edition to edition of Standard 90.1.

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance. As previously stated, compiling the individual building values into single metrics is not statistically valid given the small number of buildings, but it has been done to provide a cursory view of this portfolio of sustainably designed buildings. For all metrics except recycling cost per rentable square foot and CBE survey response rate, the averaged building performance was better than the baseline for the GSA buildings in this study.

    This award was split into five tasks, HVAC replacement, lighting retrofitting, daylight harvesting, data center virtualization, and traffic signal retrofitting. The first three tasks were combined into an Energy Performance Contract on seven City facilities. This allowed for the total cost of the project to be offset by guaranteed savings over a 14 year period. The other two projects where done by separate vendors and successfully completed. The combination of these five tasks will result in a significant reduction in our energy consumption city wide, and will also translate to savings for the taxpayer on utility costs. There were also additional financial savings to the taxpayer not related to energy reduction that added value to these projects which will be discussed below.

    There exists some skepticism in the design community regarding the ability to design an aesthetically pleasing building that meets the interim energy conservation standard for new commercial buildings initiated by the US Department of Energy. In response to this, a study was undertaken to demonstrate that compliance with energy standards does not mean giving up the architectural intent of a building. An unusual and architecturally pleasing building design was chosen for this study. This two-story office building has a large, central atrium, made almost entirely of glass.     The Energy Conservation for New Buildings Act of 1976, as amended, 42 U.S.C Section 6831 et. seq. requires the US Department of Energy to issue energy conservation standards for the design of new residential and commercial buildings. The standards will be mandatory only for the design of new federal buildings, and will serve as voluntary guidelines for the design of new non-federal buildings. This report documents the development and testing of a set of recommendations, from the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE) Special Projects Committee No. 53, designed to provide the technical foundation for the Congressionally-mandated energy standard for new residential buildings. The recommendations have been developed over the past 25 months by a multidisciplinary project team, under the management of the US Department of Energy and its prime contractor, Pacific Northwest Laboratory.     Today, many large commercial buildings use sophisticated building automation systems (BASs) to manage a wide range of building equipment. While the capabilities of BASs have increased over time, many buildings still do not fully use the BAS's capabilities and are not properly commissioned, operated or maintained, which leads to inefficient operation, increased energy use, and reduced lifetimes of the equipment. This report investigates the energy savings potential of several common HVAC system retuning measures on a typical large office building prototype model, using the Department of Energy's building energy modeling software, EnergyPlus. The baseline prototype model uses roughly as much energy as an average large office building in existing building stock, but does not utilize any re-tuning measures. Individual re-tuning measures simulated against this baseline include automatic schedule adjustments, damper minimum flow adjustments, thermostat adjustments, as well as dynamic resets (set points that change continuously with building and/or outdoor conditions) to static pressure, supply air temperature, condenser water temperature, chilled and hot water temperature, and chilled and hot water differential pressure set points. Six combinations of these individual measures have been formulated - each designed to conform to limitations to implementation of certain individual measures that might exist in typical buildings. All of these measures and combinations were simulated in 16 cities representative of specific U.S. climate zones. The modeling results suggest that the most effective energy savings measures are those that affect the demand-side of the building (air-systems and schedules). Many of the demand-side individual measures were capable of reducing annual HVAC system energy consumption by over 20% in most cities that were modeled. Supply side measures affecting HVAC plant conditions were only modestly successful (less than 5% annual HVAC energy savings for most cities for all measures). Combining many of the retuning measures revealed deep savings potential. Some of the more aggressive combinations revealed 35-75% reductions in annual HVAC energy consumption, depending on climate and building vintage.

    Mandatory or voluntary energy-efficiency standards for new or existing buildings can play an important role in a national program aimed at promoting energy conservation. Building codes and standards can provide a degree of control over design and building practices throughout the construction process, and encourage awareness of energy-conscious design. Studies in developed countries indicate that efficiency standards can produce energy reductions on the order of 20 to 40% or more. Within ASEAN, analyses of the savings potential from the proposed standards suggest that if implemented, these standards would produce savings over current new design practice of 19% to 24%. In this volume we provide an overview of the ASEAN-USAID project aimed at promulgating standards for energy efficiency in commercial buildings. The process of developing and implementing energy-efficiency standards for buildings can be subdivided into two key components: policy development; and technical and economic analysis. Each of these involves a number of steps and processes, as outlined in Figure 1-1. This volume describes the technical and economic analyses used to develop the proposed energy efficiency standards for four countries (Malaysia, Thailand, the Philippines, and Indonesia), and to refine an energy standard existing in Singapore since 1979. Though oriented toward the ASEAN region, the analysis methods described here are applicable in a range of settings, provided appropriate modifications are made for local building construction, climatic, economic, and political conditions. Implementation issues are not specifically addressed here; rather this volume is oriented towards the analytical work needed to establish or revise an energy standard for buildings.

    Labels, certifications, and rating systems for energy efficiency performance and green attributes of buildings have been available in the U.S. for over 10 years, and used extensively in the European Union and Australia for longer. Such certifications and ratings can make energy efficiency more visible, and could help spur demand for energy efficiency if these designations are shown to have a positive impact on sales or rental prices. This policy brief discusses the findings and methodologies from recent studies on this topic, and suggests recommendations for future research. Although there have been just a handful of studies within the last 10 years that have investigated these effects, a few key findings emerge: To maximize sales price impact, label or rating information must be disclosed early and visibly in the sales process; The approach to evaluating energy efficiency labels (e.g., ENERGY STAR) and general green certifications (e.g., LEED or GreenPoint Rated) may need to be different, depending on the type, vintage and market penetration of the label; Collaborative efforts to promote label adoption and build a large dataset of labeled buildings will be required to produce reliable study results.

    Energy efficiency standards for buildings have been adopted in over forty countries. This policy mechanism is pursued by governments as a means of increasing energy efficiency in the buildings sector, which typically accounts for about a third of most nations' energy consumption and half of their electricity consumption. This study reports on experience with implementation of energy standards for commercial buildings in a number of countries and U.S. states. It is conducted from the perspective of providing useful input to the Government of the Philippines' (GOP) current effort at implementing their building energy standard. While the impetus for this work is technical assistance to the Philippines, the intent is to shed light on the broader issues attending implementation of building energy standards that would be applicable there and elsewhere. The background on the GOP building energy standard is presented, followed by the objectives for the study, the approach used to collect and analyze information about other jurisdictions' implementation experience, results, and conclusions and recommendations.

    The U.S. Department of Energy’s (DOE’s) Building Energy Codes Program (BECP) has been asked by some states and energy code stakeholders to address the comparability of the 2009 International Energy Conservation Code® (IECC) as applied to commercial buildings and ANSI/ASHRAE/IESNA Standard 90.1-2007 (hereinafter referred to as Standard 90.1-07). An assessment of comparability will help states respond to and implement conditions specified in the State Energy Program (SEP) Formula Grants American Recovery and Reinvestment Act Funding Opportunity, Number DE-FOA-0000052, and eliminate the need for the states individually or collectively to perform comparative studies of the 2009 IECC and Standard 90.1-07. The funding opportunity announcement contains the following conditions: (2) The State, or the applicable units of local government that have authority to adopt building codes, will implement the following: (A) A residential building energy code (or codes) that meets or exceeds the most recent International Energy Conservation Code, or achieves equivalent or greater energy savings. (B) A commercial building energy code (or codes) throughout the State that meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-2007, or achieves equivalent or greater energy savings . (C) A plan to achieve 90 percent compliance with the above energy codes within eight years. This plan will include active training and enforcement programs and annual measurement of the rate of compliance. With respect to item (B) above, many more states, regardless of the edition date, directly adopt the IECC than Standard 90.1-07. This is predominately because the IECC is a model code and part of a coordinated set of model building codes that state and local government have historically adopted to regulate building design and construction. This report compares the 2009 IECC to Standard 90.1-07 with the intent of helping states address whether the adoption and application of the 2009 IECC for commercial buildings can be considered equivalent to the adoption and application of Standard 90.1-07. Based on this document, states adopting the 2009 IECC, which is the document cited in (A), above, for residential construction, can also determine if they are in compliance with the above provisions for commercial buildings in (B) above and if their code meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-07.

    Transitioning from standard light frame to a thermal mass wall system in a high performance home will require a higher level of design integration with the mechanical systems. The much higher mass in the ICF wall influences heat transfer through the wall and affects how the heating and cooling system responds to changing outdoor conditions. This is even more important for efficient, low-load homes with efficient heat pump systems in colder climates where the heating and cooling peak loads are significantly different from standard construction.This report analyzes a range of design features and component performance estimates in an effort to select practical, cost-effective solutions for high performance homes in a cold climate. Of primary interest is the influence of the ICF walls on developing an effective air sealing strategy and selecting an appropriate heating and cooling equipment type and capacity. The domestic water heating system is analyzed for costs and savings to investigate options for higher efficiency electric water heating. A method to ensure mechanical ventilation air flows is examined. The final solution package includes high-R mass walls, very low infiltration rates, multi-stage heat pump heating, solar thermal domestic hot water system, and energy recovery ventilation. This solution package can be used for homes to exceed 2012 International Energy Conservation Code requirements throughout all climate zones and achieves the DOE Challenge Home certification.

    The Notice of Proposed Rulemaking for Energy Performance Standards for New Buildings presented life-cycle-cost based energy budgets for single-family detached residences. These energy budgets varied with regional climatic conditions but were all based on projections of national average prices for gas, oil and electricity. The Notice of Proposed Rulemaking indicated that further analysis of the appropriateness of various price measures for use in setting the Standards was under way. This part of that ongoing analysis addresses the availability of fuel price projections, the variation in fuel prices and escalation rates across the US and the effects of aggregating city price data to the state, Region, or national level. The study only provides a portion of the information required to identify the best price aggregation level for developing of the standards. The research addresses some of the economic efficiency considerations necessary for design of a standard that affects heterogeneous regions. The first section discusses the effects of price variation among and within regions on the efficiency of resource allocation when a standard is imposed. Some evidence of the extreme variability in fuel prices across the US is presented. In the second section, time series, cross-sectional fuel price data are statistically analyzed to determine the similarity in mean fuel prices and price escalation rates when the data are treated at increasing levels of aggregation. The findings of this analysis are reported in the third section, while the appendices contain price distributions details. The last section reports the availability of price projections and discusses some EIA projections compared with actual prices.

  4. Three-dimensional analysis of AP600 standard plant shield building roof

    The AP600 passive containment vessel is surrounded by a concrete cylindrical shell covered with a truncated conical roof. This roof supports the passive containment cooling system (PCS) annular tank, shield plate and other nonstructural attachments. When the shield building is subjected to different loading combinations as defined in the Standard Review Plan (SRP), some of the sections in the shield building could experience forces in excess of their design values. This report summarized the three-dimensional finite element analysis that was conducted to review the adequacy of the proposed Westinghouse shield building design. The ANSYS finite element software was utilized to analyze the Shield Building Roof (SBR) under dead, snow, wind, thermal and seismic loadings. A three-dimensional model that included a portion of the shield building cylindrical shell, the conical roof and its attachments, the eccentricities at the cone-cylinder connection and at the compression ring and the PCS tank was developed. Mesh sensitivity studies were conducted to select appropriate element size in the cylinder, cone, near air intakes and in the vicinity of the eccentricities. Also, a study was carried out to correctly idealize the water-structure interaction in the PCS tank. Response spectrum analysis was used to calculate the internal forces at different sections in the SBR under Safe Shutdown Earthquake (SSE). Forty-nine structural modes and twenty sloshing modes were used. Two horizontal components of the SSE together with a vertical component were used. Modal stress resultants were combined taking into account the effects of closely spaced modes. The three earthquake directions were combined by the Square Root of the Sum Squares method. Two load combinations were studied. The load combination that included dead, snow, fluid, thermal and seismic loads was selected to be the most critical. Interaction diagrams for critical sections were developed and used to check the design adequacy. The results demonstrated that provided area of steal on each face of several sections of the AP600 SBR was inadequate. This was also noticed when comparing the total provided area of steel per section, i.e., the area of steel on both faces. The discrepancy between Westinghouse results and these reported herein could have resulted from the different finite element mesh sizes and the assumption used in Westinghouse design.

    In demand-controlled ventilation (DCV), rates of outdoor air ventilation are automatically modulated as occupant density varies. The objective is to keep ventilation rates at or above design specifications and code requirements and also to save energy by avoiding excessive ventilation rates. DCV is most often used in spaces with highly variable and sometime dense occupancy. In almost all cases, carbon dioxide (CO{sub 2}) sensors installed in buildings provide the signal to the ventilation rate control system. People produce and exhale CO{sub 2} as a consequence of their normal metabolic processes; thus, the concentrations of CO{sub 2} inside occupied buildings are higher than the concentrations of CO{sub 2} in the outdoor air. The magnitude of the indoor-outdoor CO{sub 2} concentration difference decreases as the building's ventilation rate per person increases. The difference between the indoor and outdoor CO{sub 2} concentration is also a proxy for the indoor concentrations of other occupant-generated bioeffluents, such as body odors. Reviews of the research literature on DCV indicate a significant potential for energy savings, particularly in buildings or spaces with a high and variable occupancy. Based on modeling, cooling energy savings from applications of DCV are as high as 20%. With support from the California Energy Commission and the U.S. Department of Energy, the Lawrence Berkeley National Laboratory has performed research on the performance of CO{sub 2} sensing technologies and optical people counters for DCV. In addition, modeling was performed to evaluate the potential energy savings and cost effectiveness of using DCV in general office spaces within the range of California climates. The above-described research has implications for the specifications pertaining to DCV in section 121 of the California Title 24 Standard. Consequently, this document suggests possible changes in these specifications based on the research findings. The suggested changes in specifications were developed in consultation with staff from the Iowa Energy Center who evaluated the accuracy of new CO{sub 2} sensors in laboratory-based research. In addition, staff of the California Energy Commission, and their consultants in the area of DCV, provided input for the suggested changes in specifications.

    Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

    In this paper, an integrated assessment model (IAM) uses a newly-developed Monte Carlo analysis capability to analyze the impacts of more aggressive U.S. residential and commercial building-energy codes and equipment standards on energy consumption and energy service costs at the state level, explicitly recognizing uncertainty in technology effectiveness and cost, socioeconomics, presence or absence of carbon prices, and climate impacts on energy demand. The paper finds that aggressive building-energy codes and equipment standards are an effective, cost-saving way to reduce energy consumption in buildings and greenhouse gas emissions in U.S. states. This conclusion is robust to significant uncertainties in population, economic activity, climate, carbon prices, and technology performance and costs.

  1. EnergyPlus Analysis Capabilities for Use in California Building Energy Efficiency Standards Development and Compliance Calculations

    California has been using DOE-2 as the main building energy analysis tool in the development of building energy efficiency standards (Title 24) and the code compliance calculations. However, DOE-2.1E is a mature program that is no longer supported by LBNL on contract to the USDOE, or by any other public or private entity. With no more significant updates in the modeling capabilities of DOE-2.1E during recent years, DOE-2.1E lacks the ability to model, with the necessary accuracy, a number of building technologies that have the potential to reduce significantly the energy consumption of buildings in California. DOE-2's legacy software code makes it difficult and time consuming to add new or enhance existing modeling features in DOE-2. Therefore the USDOE proposed to develop a new tool, EnergyPlus, which is intended to replace DOE-2 as the next generation building simulation tool. EnergyPlus inherited most of the useful features from DOE-2 and BLAST, and more significantly added new modeling capabilities far beyond DOE-2, BLAST, and other simulations tools currently available. With California's net zero energy goals for new residential buildings in 2020 and for new commercial buildings in 2030, California needs to evaluate and promote currently available best practice and emerging technologies to significantly reduce energy use of buildings for space cooling and heating, ventilating, refrigerating, lighting, and water heating. The California Energy Commission (CEC) needs to adopt a new building energy simulation program for developing and maintaining future versions of Title 24. Therefore, EnergyPlus became a good candidate to CEC for its use in developing and complying with future Title 24 upgrades. In 2004, the Pacific Gas and Electric Company contracted with ArchitecturalEnergy Corporation (AEC), Taylor Engineering, and GARD Analytics to evaluate EnergyPlus in its ability to model those energy efficiency measures specified in both the residential and nonresidential Alternative Calculation Method (ACM) of the Title-24 Standards. The AEC team identified gaps between EnergyPlus modeling capabilities and the requirements of Title 24 and ACMs. AEC's evaluation was based on the 2005 version of Title 24 and ACMs and the version 1.2.1 of EnergyPlus released on October 1, 2004. AEC's evaluation is useful for understanding the functionality and technical merits of EnergyPlus for implementing the performance-based compliance methods described in the ACMs. However, it did not study the performance of EnergyPlus in actually making building energy simulations for both the standard and proposed building designs, as is required for any software program to be certified by the CEC for use in doing Title-24 compliance calculations. In 2005, CEC funded LBNL to evaluate the use of EnergyPlus for compliance calculations by comparing the ACM accuracy test runs between DOE-2.1E and EnergyPlus. LBNL team identified key technical issues that must be addressed before EnergyPlus can be considered by the CEC for use in developing future Nonresidential Title-24 Standards or as an ACM tool. With Title 24 being updated to the 2008 version (which adds new requirements to the standards and ACMs), and EnergyPlus having been through several update cycles from version 1.2.1 to 2.1, it becomes crucial to review and update the previously identified gaps of EnergyPlus for use in Title 24, and more importantly to close the gaps which would help pave the way for EnergyPlus to be adopted as a Title 24 compliance ACM. With this as the key driving force, CEC funded LBNL in 2008 through this PIER (Public Interest Energy Research) project with the overall technical goal to expand development of EnergyPlus to provide for its use in Title-24 standard compliance and by CEC staff.

    This case study describes a unique vocational program at Lancaster County Career Technology Center in Mount Joy, PA, where high school students are gaining hands-on construction experience in building high performance homes with help from Building America team, Home Innovation Research Labs. This collaboration resulted in the Green Home 3, the third in a series of high performance homes for Apprentice Green. As one of LCCTC’s key educational strategies for gaining practical experience, students are involved in building real houses that incorporate state-of-the-art energy efficiency and green technologies. With two homes already completed, the Green Home 3 achieved a 44% whole-house energy savings over the Building America New Construction B10 Benchmark, DOE Zero Energy Ready Home (formerly Challenge Home) certification, and National Green Building Standard Gold-level certification.

    Fenestration design can greatly affect the energy requirements for space conditioning and electric lighting in buildings. The net annual effect greatly depends on the effectiveness of daylight utilization with specific results being a complex function of the interaction among building design features, building operating characteristics, and climate. The object of this study was to isolate the energy effects of fenestration and electric lighting design, quantify these effects, and develop simplified analysis tools for compliance use in the building envelopes section of ASHRAE/IES Standard 90. Envelope thermal conductivity, fenestration design, and electric lighting characteristics are parametrically varied through a wide range of values and in a diversity of climates. For these parametric variations, annual energy consumption is calculated with the DOE-2.1B energy analysis program. The numerical results are collected and stored on tape. From this data base statistical analysis is performed using multiple regression techniques leading to simplified correlation expressions characterize annual energy performance trends for cooling, heating, and cooling peak so that users can easily ascertain the energy implications of design options for fenestration, daylighting, and electric lighting.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards. This revised strategy incorporates the latest federal and DOE orders (Executive Order [EO] 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” [2009], EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management” [2007], and DOE Order 430.2B, “Departmental Energy, Renewable Energy, and Transportation Management” [2008]), the latest guidelines, trends, and observations in high performance building construction, and the latest changes to the Leadership in Energy and Environmental Design (LEED®) Green Building Rating System (LEED 2009). The document employs a two-level approach for high performance building at INL. The first level identifies the requirements of the Guiding Principles for Sustainable New Construction and Major Renovations, and the second level recommends which credits should be met when LEED Gold certification is required.

    This report presents data and assumptions employed in an application of PNNL’s Global Change Assessment Model with a newly-developed Monte Carlo analysis capability. The model is used to analyze the impacts of more aggressive U.S. residential and commercial building-energy codes and equipment standards on energy consumption and energy service costs at the state level, explicitly recognizing uncertainty in technology effectiveness and cost, socioeconomics, presence or absence of carbon prices, and climate impacts on energy demand. The report provides a summary of how residential and commercial buildings are modeled, together with assumptions made for the distributions of state–level population, Gross Domestic Product (GDP) per worker, efficiency and cost of residential and commercial energy equipment by end use, and efficiency and cost of residential and commercial building shells. The cost and performance of equipment and of building shells are reported separately for current building and equipment efficiency standards and for more aggressive standards. The report also details assumptions concerning future improvements brought about by projected trends in technology.

    The National Renewable Energy Laboratory (NREL) evaluated ANSI/ASHRAE/USGBC/IES Standard 189.1-2009, 'The Standard for High-Performance Green Buildings Except Low-Rise Residential Buildings'. NREL performed this evaluation by examining the results of predictions for site energy use from a comprehensive set of EnergyPlus models. NREL has conducted an 'order-of-magnitude' analysis in this study to identify the likely overall impact of adopting Standard 189.1-2009 over ANSI/ASHRAE/IESNA Standard 90.1-2007.

    China will account for about half of the new construction globally in the coming decade. Its floorspace doubled from 1996 to 2011, and Chinese rural buildings alone have as much floorspace as all of U.S. residential buildings. Building energy consumption has also grown, increasing by over 40% since 1990. To curb building energy demand, the Chinese government has launched a series of policies and programs. Combined, this growth in buildings and renovations, along with the policies to promote green buildings, are creating a large market for energy efficiency products and services. This report assesses the impact of China’s policies on building energy efficiency and on the market for energy efficiency in the future. The first chapter of this report introduces the trends in China, drawing on both historical analysis, and detailed modeling of the drivers behind changes in floorspace and building energy demand such as economic and population growth, urbanization, policy. The analysis describes the trends by region, building type and energy service. The second chapter discusses China’s policies to promote green buildings. China began developing building energy codes in the 1980s. Over time, the central government has increased the stringency of the code requirements and the extent of enforcement. The codes are mandatory in all new buildings and major renovations in China’s cities, and they have been a driving force behind the expansion of China’s markets for insulation, efficient windows, and other green building materials. China also has several other important policies to encourage efficient buildings, including the Three-Star Rating System (somewhat akin to LEED), financial incentives tied to efficiency, appliance standards, a phasing out of incandescent bulbs and promotion of efficient lighting, and several policies to encourage retrofits in existing buildings. In the third chapter, we take “deep dives” into the trends affecting key building components. This chapter examines insulation in walls and roofs; efficient windows and doors; heating, air conditioning and controls; and lighting. These markets have seen significant growth because of the strength of the construction sector but also the specific policies that require and promote efficient building components. At the same time, as requirements have become more stringent, there has been fierce competition, and quality has at time suffered, which in turn has created additional challenges. Next we examine existing buildings in chapter four. China has many Soviet-style, inefficient buildings built before stringent requirements for efficiency were more widely enforced. As a result, there are several specific market opportunities related to retrofits. These fall into two or three categories. First, China now has a code for retrofitting residential buildings in the north. Local governments have targets of the number of buildings they must retrofit each year, and they help finance the changes. The requirements focus on insulation, windows, and heat distribution. Second, the Chinese government recently decided to increase the scale of its retrofits of government and state-owned buildings. It hopes to achieve large scale changes through energy service contracts, which creates an opportunity for energy service companies. Third, there is also a small but growing trend to apply energy service contracts to large commercial and residential buildings. This report assesses the impacts of China’s policies on building energy efficiency. By examining the existing literature and interviewing stakeholders from the public, academic, and private sectors, the report seeks to offer an in-depth insights of the opportunities and barriers for major market segments related to building energy efficiency. The report also discusses trends in building energy use, policies promoting building energy efficiency, and energy performance contracting for public building retrofits.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program.     In November of 2009, the presidents of China and the U.S. announced the establishment of the Clean Energy Research Center (CERC). This broad research effort is co-funded by both countries and involves a large number of research centers and universities in both countries. One part of this program is focused on improving the energy efficiency of buildings. One portion of the CERC-BEE was focused on building insulation systems. The research objective of this effort was to Identify and investigate candidate high performance fire resistant building insulation technologies that meet the goal of building code compliance for exterior wall applications in green buildings in multiple climate zones. A Joint Work Plan was established between researchers at the China Academy of Building Research and Oak Ridge National Laboratory. Efforts in the first year under this plan focused on information gathering. The objective of this research program is to reduce building energy use in China via improved building insulation technology. In cold regions in China, residents often use inefficient heating systems to provide a minimal comfort level within inefficient buildings. In warmer regions, air conditioning has not been commonly used. As living standards rise, energy consumption in these regions will increase dramatically unless significant improvements are made in building energy performance. Previous efforts that defined the current state of the built environment in China and in the U.S. will be used in this research. In countries around the world, building improvements have typically followed the implementation of more stringent building codes. There have been several changes in building codes in both the U.S. and China within the last few years. New U.S. building codes have increased the amount of wall insulation required in new buildings. New government statements from multiple agencies in China have recently changed the requirements for buildings in terms of energy efficiency and fire safety. A related issue is the degree to which new standards are adopted and enforced. In the U.S., standards are developed using a consensus process, and local government agencies are free to implement these standards or to ignore them. For example, some U.S. states are still using 2003 versions of the building efficiency standards. There is also a great variation in the degree to which the locally adopted standards are enforced in different U.S. cities and states. With a more central process in China, these issues are different, but possible impacts of variable enforcement efficacy may also exist. Therefore, current building codes in China will be compared to the current state of building fire-safety and energy-efficiency codes in the U.S. and areas for possible improvements in both countries will be explored. In particular, the focus of the applications in China will be on green buildings. The terminology of 'green buildings' has different meanings to different audiences. The U.S. research is interested in both new, green buildings, and on retrofitting existing inefficient buildings. An initial effort will be made to clarify the scope of the pertinent wall insulation systems for these applications.

    This report considers the question of whether the California Energy Commission should incorporate the ASHRAE 62.1 ventilation standard into the Title 24 ventilation rate (VR) standards, thus allowing buildings to follow the Indoor Air Quality Procedure. This, in contrast to the current prescriptive standard, allows the option of using ventilation rate as one of several strategies, which might include source reduction and air cleaning, to meet specified targets of indoor air concentrations and occupant acceptability. The research findings reviewed in this report suggest that a revised approach to a ventilation standard for commercial buildings is necessary, because the current prescriptive ASHRAE 62.1 Ventilation Rate Procedure (VRP) apparently does not provide occupants with either sufficiently acceptable or sufficiently healthprotective air quality. One possible solution would be a dramatic increase in the minimum ventilation rates (VRs) prescribed by a VRP. This solution, however, is not feasible for at least three reasons: the current need to reduce energy use rather than increase it further, the problem of polluted outdoor air in many cities, and the apparent limited ability of increasing VRs to reduce all indoor airborne contaminants of concern (per Hodgson (2003)). Any feasible solution is thus likely to include methods of pollutant reduction other than increased outdoor air ventilation; e.g., source reduction or air cleaning. The alternative 62.1 Indoor Air Quality Procedure (IAQP) offers multiple possible benefits in this direction over the VRP, but seems too limited by insufficient specifications and inadequate available data to provide adequate protection for occupants. Ventilation system designers rarely choose to use it, finding it too arbitrary and requiring use of much non-engineering judgment and information that is not readily available. This report suggests strategies to revise the current ASHRAE IAQP to reduce its current limitations. These strategies, however, would make it more complex and more prescriptive, and would require substantial research. One practical intermediate strategy to save energy would be an alternate VRP, allowing VRs lower than currently prescribed, as long as indoor VOC concentrations were no higher than with VRs prescribed under the current VRP. This kind of hybrid, with source reduction and use of air cleaning optional but permitted, could eventually evolve, as data, materials, and air-cleaning technology allowed gradual lowering of allowable concentrations, into a fully developed IAQP. Ultimately, it seems that VR standards must evolve to resemble the IAQP, especially in California, where buildings must achieve zero net energy use within 20 years.

Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 750 utilities—or about 25% of all utilities nationally—provide their customers a “green power” option. Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2006 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

    This case study was prepared as one in a series for the Laboratories for the 21st Century program, a joint endeavor of the U.S. Environmental Protection Agency and the U.S. Department of Energy's Federal Energy Management Program. The goal of this program is to foster greater energy efficiency in new and retrofit laboratory buildings in both the public and the private sectors. The energy-efficient elements of the laboratory featured in this case study-Pharmacia Corporation's new Building Q in Skokie, Illinois-include sustainable design, light-filled interior spaces for daylighting, energy-efficient fume hoods and other equipment, occupancy sensors to reduce lighting loads, and spectrally selective glazing to allow more light and less heat into the building. Water-saving fixtures are used, as well. Building Q has been certified Gold (the second highest rating) through the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) system.

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning. After completion of the course, the CBO staff concluded the participant will meet minimum established accreditation standards established by UT and will complete the contact hours required of training to apply to the Certification on Energy Management (CEM) offered by the Association of Energy Engineers (AEE). The CBO training program consists of a combination of theory (classroom), online & computer simulation, laboratory & hands on (onsite) training lessons. The training is addressed four basic learning elements: (1) Learn the Technology; (2) Practice Skills with hands-on the Energy Simulation Builder program; (3) Final Project and Presentation; and, (4) Accreditation and Certifications.

    Through its Building Technologies Office (BTO), the United States Department of Energy’s Office of Energy Efficiency and Renewable Energy (DOE-EERE) is sponsoring an effort to advance interoperability for the integration of intelligent buildings equipment and automation systems, understanding the importance of integration frameworks and product ecosystems to this cause. This is important to BTO’s mission to enhance energy efficiency and save energy for economic and environmental purposes. For connected buildings ecosystems of products and services from various manufacturers to flourish, the ICT aspects of the equipment need to integrate and operate simply and reliably. Within the concepts of interoperability lie the specification, development, and certification of equipment with standards-based interfaces that connect and work. Beyond this, a healthy community of stakeholders that contribute to and use interoperability work products must be developed. On May 1, 2014, the DOE convened a technical meeting to take stock of the current state of interoperability of connected equipment and systems in buildings. Several insights from that meeting helped facilitate a draft description of the landscape of interoperability for connected buildings, which focuses mainly on small and medium commercial buildings. This document revises the February 2015 landscape document to address reviewer comments, incorporate important insights from the Buildings Interoperability Vision technical meeting, and capture thoughts from that meeting about the topics to be addressed in a buildings interoperability vision. In particular, greater attention is paid to the state of information modeling in buildings and the great potential for near-term benefits in this area from progress and community alignment.

    Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

    The topic of "intelligent buildings" (IBs) emerged in the early 1980s. Since, the term has been used to represent a variety of related, yet differing topics, each with a slightly different focus and purpose. Wiring and networking-infrastructure companies emphasize the cabling requirements for communication in intelligent buildings and the need to accommodate future needs for higher-speed broadband. Lucent (Lucent 2000) for example, defines an IB as "...one with a completely integrated wiring architecture. A single cabling system that handles all information traffic - voice, data, video, even the big building management systems."

    U.S. and China are the world’s top two economics. Together they consumed one-third of the world’s primary energy. It is an unprecedented opportunity and challenge for governments, researchers and industries in both countries to join together to address energy issues and global climate change. Such joint collaboration has huge potential in creating new jobs in energy technologies and services. Buildings in the US and China consumed about 40% and 25% of the primary energy in both countries in 2010 respectively. Worldwide, the building sector is the largest contributor to the greenhouse gas emission. Better understanding and improving the energy performance of buildings is a critical step towards sustainable development and mitigation of global climate change. This project aimed to develop a standard methodology for building energy data definition, collection, presentation, and analysis; apply the developed methods to a standardized energy monitoring platform, including hardware and software, to collect and analyze building energy use data; and compile offline statistical data and online real-time data in both countries for fully understanding the current status of building energy use. This helps decode the driving forces behind the discrepancy of building energy use between the two countries; identify gaps and deficiencies of current building energy monitoring, data collection, and analysis; and create knowledge and tools to collect and analyze good building energy data to provide valuable and actionable information for key stakeholders.

    The Pennsylvania Department of Environmental Protection (DEP) has undertaken a path to build''high performance green'' buildings as part of the objectives of the Governors Green Government Council. The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.
