    DOE's Building America Program is a research and development program to improve the energy performance of new and existing homes. The ultimate goal of the Building America Program is to achieve examples of cost-effective, energy efficient solutions for all U.S. climate zones. Periodic maintenance of an ANSI standard by review of the entire document and action to revise or reaffirm it on a schedule not to exceed five years is required by ANSI. In compliance, a consensus group has once again been formed and the National Green Building Standard is currently being reviewed to comply with the periodic maintenance requirement of an ANSI standard.

    Adhering to Delaware’s Green for Green program specifications results in homes being built to more energy-efficient levels than the 2009 IECC levels. Specifically: • Certifying at the Silver Performance Level for the ICC 700 standard using either the Prescriptive or Performance Paths will result in a residential building that is more efficient than if the building only complied with the 2009 IECC. • Certifying at the Silver level under LEED for Homes standard, including mandatory compliance with ENERGY STAR 2006 and earning two additional energy points will result in a residential building that is more efficient than if the building only complied with the 2009 IECC.

    This EA originally addressed the sustainable design requirements contained in the Federal building rule. Since the Notice of Proposed Rulemaking (NOPR), however, the DOE has modified and downscaled this rule to a procedural rule that only addresses only the green building certification requirements. While the final rule is significantly downscaled from the proposed rule, due to the fact that the previous EA was put out for public review, is tied to this rulemaking, and in order to maintain the integrity of the NEPA process, we continue to use the EA process for this rulemaking.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further

    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    Because of the environmental concerns about some materials used in buildings, particularly chlorofluorocarbon (CFC) fluids used as the blowing agent for insulation materials and as refrigerants used in the air conditioning systems have led to a search for environmentally safe alternatives. For insulation materials, new non-CFC blowing agents are still under development. However, the old insulation materials in the buildings will stay because they do not pose any further environmental damage. It is a different story for refrigerants used in air conditioning systems. This study reports that the change-over from CFC to non-CFC refrigerants in the existing and future air conditioning equipment could be a chance not only to take care of the environmental concerns, but to save energy as well. Alternative air conditioning technologies, such as the desiccant dehumidification and absorption systems, and the potential of some natural substances, such as carbon dioxide, as the future refrigerants are also discussed.

    In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

    Prominent barriers facing the U.S. green building industry include the fact that government bodies that supervise health, fire safety, land, and other public operations are slow to revise codes to accommodate green building (regulatory barrier). In China, the lack of a green building professional accreditation process similar to the Leadership in Energy and Environmental Design (LEED) AP process limits the green building workforce capacity development (informational barrier). The main policies highlighted in this report to tackle these barriers are 1) comprehensive codes and labeling plan (informational, institutional), 2) government-led targets and demonstrations (risk), 3) education and awareness programs (informational), 4) fiscal policy that supports green building investment (financial), and 5) integrated design promotion (institutional, financial).

It is important to note that this report covers only a portion of voluntary markets for renewable energy. It does not cover green power sold by independent marketers except for cases in which the marketers work in conjunction with utilities or default electricity suppliers.

Along with many other countries, the United States accepted the Green Building Challenge (GBC), an international effort to evaluate and improve the performance of buildings worldwide. GBC started out in 1996 as a competition to determine which country had the greenest buildings; it evolved into a cooperative process among the countries to measure the performance of green buildings. Although the auto industry can easily measure efficiency in terms of miles per gallon, the buildings industry has no standard way to quantify energy and environmental performance. The Green Building Challenge participants hope that better tools for measuring the energy and environmental performance of buildings will be an outcome of their efforts and that these tools will lead to higher and better performance levels in buildings around the world. The ultimate goal is to design, construct, and operate buildings that contribute to global sustainability by conserving and/or regenerating natural resources and minimizing nonrenewable energy use. The United States' Green Building Challenge Team '02 selected five buildings from around the country to serve as case studies; each of the five U.S. building designs (as well as all international case studies) were assessed using an in-depth evaluation tool, called the Green Building Assessment Tool (GBTool). The GBTool was specifically created and refined by international teams, for the GBC efforts. The goal of this collaborative effort is to improve this evaluation software tool so that it can be used globally, while taking into account regional and national conditions. The GBTool was used by the U.S. Team to assess and evaluate the energy and environmental performance of these five buildings: (1) Retail (in operation): BigHorn Home Improvement Center, Silverthorne, Colorado; (2) Office (in operation), Philip Merrill Environmental; (3) School (in

    This report describes work conducted on the Building Materials Reclamation Program for the period of September 2008 to August 2010. The goals of the project included selecting materials from the local construction and demolition (C&D) waste stream and developing economically viable reprocessing, reuse or recycling schemes to divert them from landfill storage. Educational resources as well as conceptual designs and engineering feasibility demonstrations were provided for various aspects of the work. The project was divided into two distinct phases: Research and Engineering Feasibility and Dissemination. In the Research Phase, a literature review was initiated and data collection commenced, an advisory panel was organized, and research was conducted to evaluate high volume C&D materials for nontraditional use; five materials were selected for more detailed investigations. In the Engineering Feasibility and Dissemination Phase, a conceptual study for a regional (Mecklenburg and surrounding counties) collection and sorting facility was performed, an engineering feasibility project to demonstrate the viability of recycling or reuse schemes was created, the literature review was extended and completed, and pedagogical materials were developed. Over the two-year duration of the project, all of the tasks and subtasks outlined in the original project proposal have been completed. The Final Progress Report, which briefly describes actual project accomplishments versus the tasks/subtasks of the original project proposal, is included in Appendix A of this report. This report describes the scientific/technical aspects (hypotheses, research/testing, and findings) of six subprojects that investigated five common C&D materials. Table 1 summarizes the six subprojects, including the C&D material studied and the graduate student and the faculty advisor on each subproject.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilities—or about 20% of all utilities nationally—provide their customers a “green power” option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

  15. Sustainable Building in China -- A Green Leap Forward?

    China is constructing new commercial buildings at an enormous rate -- roughly 2 billion square meters per year, with considerable interest and activity in green design and construction. We review the context of commercial building design and construction in China, and look at a specific project as an example of a high performance, sustainable design, the Shenzhen Institute of Building Research (IBR). The IBR building incorporates over 40 sustainable technologies and strategies, including daylighting, natural ventilation, gray-water recycling, solar-energy generation, and highly efficient Heating Ventilation and Air Conditioning (HVAC) systems. We present measured data on the performance of the building, including detailed analysis by energy end use, water use, and occupant comfort and satisfaction. Total building energy consumption in 2011 was 1151 MWh, with an Energy Use Intensity (EUI) of 63 kWh/m2 (20 kBtu/ft2), which is 61% of the mean EUI value of 103 kWh/m2 (33 kBtu/ft2) for similar buildings in the region. We also comment on the unique design process, which incorporated passive strategies throughout the building, and has led to high occupant satisfaction with the natural ventilation, daylighting, and green patio work areas. Lastly we present thoughts on how the design philosophy of the IBR building can be a guide for low-energy design in different climate regions throughout China and elsewhere.

    Building designers and owners have always been fascinated with the extensive use of glass in building envelopes. Today the highly glazed facade has almost become an iconic element for a 'green building' that provides daylighting and a visual connection with the natural environment. Even before the current interest in green buildings there was no shortage of highly glazed building designs. But many of these buildings either rejected sunlight, and some associated daylight and view with highly reflective glazings or used highly transmissive glass and encountered serious internal comfort problems that could only be overcome with large HVAC systems, resulting in significant energy, cost and environmental penalties. From the 1960's to the 1990's innovation in glazing made heat absorbing glass, reflective glass and double glazing commonplace, with an associated set of aesthetic features. In the last decade there has been a subtle shift from trying to optimize an ideal, static design solution using these glazings to making the facade responsive, interactive and even intelligent. More sophisticated design approaches and technologies have emerged using new high-performance glazing, improved shading and solar control systems, greater use of automated controls, and integration with other building systems. One relatively new architectural development is the double glass facade that offers a cavity that can provide improved acoustics, better solar control and enhanced ventilation. Taken to its ultimate development, an interactive facade should respond intelligently and reliably to the changing outdoor conditions and internal performance needs. It should exploit available natural energies for lighting, heating and ventilation, should be able to provide large energy savings compared to conventional technologies, and at the same time maintain optimal indoor visual and thermal comfort conditions.     The 1995 annual report discusses laboratory activities in the Building Technology Program. The report is divided into four categories: windows and daylighting, lighting systems, building energy simulation, and advanced building systems. The objective of the Building Technologies program is to assist the U.S. building industry in achieving substantial reductions in building-sector energy use and associated greenhouse gas emissions while improving comfort, amenity, health, and productivity in the building sector. Past efforts have focused on windows and lighting, and on the simulation tools needed to integrate the full range of energy efficiency solutions into achievable, cost-effective design solutions for new and existing buildings. Current research is based on an integrated systems and life-cycle perspective to create cost-effective solutions for more energy-efficient, comfortable, and productive work and living environments. Sixteen subprograms are described in the report.

    The City of Lowell set four goals at the beginning of the Better Buildings Neighborhood Program: 1. Improve the Downtown Historic Park District’s Carbon Footprint 2. Develop a sustainable and replicable model for energy efficiency in historic buildings 3. Create and retain jobs 4. Promote multi-stakeholder partnerships The City of Lowell, MA was awarded $5 million in May 2010 to conduct energy efficiency retrofits within the downtown National Historical Park (NHP). The City’s target was to complete retrofits in 200,000 square feet of commercial space and create 280 jobs, while adhering to the strict historical preservation regulations that govern the NHP. The development of a model for energy efficiency in historic buildings was successfully accomplished. BetterBuildings Lowell’s success in energy efficiency in historic buildings was due to the simplicity of the program. We relied strongly on the replacement of antiquated HVAC systems and air sealing and a handful of talented energy auditors and contractors. BetterBuildings Lowell was unique for the Better Buildings Neighborhood Program because it was the only program that focused solely on commercial properties. BetterBuildings Lowell did target multi-family properties, which were reported as commercial, but the majority of the building types and uses were commercial. Property types targeted were restaurants, office buildings, museums, sections of larger buildings, mixed use buildings, and multifamily buildings. This unique fabric of building type and use allows for a deeper understanding to how different properties use energy. Because of the National Historical Park designation of downtown Lowell, being able to implement energy efficiency projects within a highly regulated historical district also provided valuable research and precedent proving energy efficiency projects can be successfully completed in historical districts and historical buildings. Our program was very successful in working with the local

Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketing and program administration. The National Renewable Energy Laboratory (NREL) gathers the data annually from utility green pricing program managers. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007. The smallest utilities (those with less than 25,000 in their eligible customer base) spent 49% of revenues on marketing, significantly more than the overall median. This report addresses the role of renewable energy credit (REC) marketers and start-up costs--and the role of marketing, generally, in achieving program objectives, including expansion of renewable energy.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance.     Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning. After completion of the course, the CBO staff concluded the participant will meet minimum established accreditation

    This award was split into five tasks, HVAC replacement, lighting retrofitting, daylight harvesting, data center virtualization, and traffic signal retrofitting. The first three tasks were combined into an Energy Performance Contract on seven City facilities. This allowed for the total cost of the project to be offset by guaranteed savings over a 14 year period. The other two projects where done by separate vendors and successfully completed. The combination of these five tasks will result in a significant reduction in our energy consumption city wide, and will also translate to savings for the taxpayer on utility costs. There were also additional financial savings to the taxpayer not related to energy reduction that added value to these projects which will be discussed below.

    This report describes the history of the Pacific Northwest Laboratory`s (PNL`s) work in development of energy standards for commercial and residential construction in the United States. PNL`s standards development efforts are concentrated in the Building Energy Standards Program (the Program), which PNL conducts for the U.S. Department of Energy (DOE) Office of Codes and Standards. The Program has worked with DOE, the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), and other building codes and standards organizations to develop, evaluate, and promulgate energy standards in all sectors of the building industry. This report describes the recent history of U.S. code development and PNL`s contributions through the 1980s and early 1990s, up to the passage of the Energy Policy Act of 1992.     The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System).     This project focused on developing and deploying a comprehensive program of 22 training modules, including certification requirements, and accreditation standards for commercial building technicians, to help achieve the full savings potential of energy efficient buildings, equipment, and systems. This curriculum extended the currently available commercial building technician programs -- training a labor force in a growing market area focused on energy efficiency. The program helps to remove a major market impediment to low energy/zero energy commercial building system acceptance, namely a lack of operating personnel capable of handling more complex high efficiency systems. The project developed a training curriculum for commercial building technicians, with particular focus on high-efficiency building technology, and systems. In Phase 1, the project team worked collaboratively in developing a draft training syllabus to address project objectives. The team identified energy efficiency knowledge gaps in existing programs and plans and plans to address the gaps with either modified or new curricula. In Phase 2, appropriate training materials were developed to meet project objectives. This material was developed for alternative modes of delivery, including classroom lecture materials, e-learning elements, video segments, exercises, and hands-on training elements.     Under contract to Pacific Northwest National Laboratory, HaydenTanner, LLC conducted an in-depth analysis of the potential market value of a commercial building energy asset rating program for the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

    Labels, certifications, and rating systems for energy efficiency performance and green attributes of buildings have been available in the U.S. for over 10 years, and used extensively in the European Union and Australia for longer. Such certifications and ratings can make energy efficiency more visible, and could help spur demand for energy efficiency if these designations are shown to have a positive impact on sales or rental prices. This policy brief discusses the findings and methodologies from recent studies on this topic, and suggests recommendations for future research. Although there have been just a handful of studies within the last 10 years that have investigated these effects, a few key findings emerge: To maximize sales price impact, label or rating information must be disclosed early and visibly in the sales process; The approach to evaluating energy efficiency labels (e.g., ENERGY STAR) and general green certifications (e.g., LEED or GreenPoint Rated) may need to be different, depending on the type, vintage and market penetration of the label; Collaborative efforts to promote label adoption and build a large dataset of labeled buildings will be required to produce reliable study results.

    Effective procurement policies can help governments save considerable amounts of money while also reducing energy consumption. Additionally, private sector companies which purchase large numbers of energy-consuming devices can benefit from procurement policies that minimize life-cycle energy costs. Both public and private procurement programs offer opportunities to generate market-transforming demand for energy efficient appliances and lighting fixtures. In recent years, several governments have implemented policies to procure energy efficient products and services. When deploying these policies, efforts have focused on developing resources for implementation (guidelines, energy efficiency specifications for tenders, life cycle costing tools, training, etc.) rather than defining monitoring systems to track progress against the set objectives. Implementation resources are necessary to make effective policies; however, developing Monitoring and Evaluation (M and E) mechanisms are critical to ensure that the policies are effective. The purpose of this article is to provide policy makers and procurement officials with a preliminary map of existing approaches and key components to monitor Energy Efficient Procurement (EEP) programs in order to contribute to the improvement of their own systems. Case studies are used throughout the paper to illustrate promising approaches to improve the M and E of EEP programs, from the definition of the system or data collection to complementary instruments to improve both the monitoring response and program results.

(NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.
