    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners.     The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further

    Because of the environmental concerns about some materials used in buildings, particularly chlorofluorocarbon (CFC) fluids used as the blowing agent for insulation materials and as refrigerants used in the air conditioning systems have led to a search for environmentally safe alternatives. For insulation materials, new non-CFC blowing agents are still under development. However, the old insulation materials in the buildings will stay because they do not pose any further environmental damage. It is a different story for refrigerants used in air conditioning systems. This study reports that the change-over from CFC to non-CFC refrigerants in the existing and future air conditioning equipment could be a chance not only to take care of the environmental concerns, but to save energy as well. Alternative air conditioning technologies, such as the desiccant dehumidification and absorption systems, and the potential of some natural substances, such as carbon dioxide, as the future refrigerants are also discussed.

Along with many other countries, the United States accepted the Green Building Challenge (GBC), an international effort to evaluate and improve the performance of buildings worldwide. GBC started out in 1996 as a competition to determine which country had the greenest buildings; it evolved into a cooperative process among the countries to measure the performance of green buildings. Although the auto industry can easily measure efficiency in terms of miles per gallon, the buildings industry has no standard way to quantify energy and environmental performance. The Green Building Challenge participants hope that better tools for measuring the energy and environmental performance of buildings will be an outcome of their efforts and that these tools will lead to higher and better performance levels in buildings around the world. The ultimate goal is to design, construct, and operate buildings that contribute to global sustainability by conserving and/or regenerating natural resources and minimizing nonrenewable energy use. The United States' Green Building Challenge Team '02 selected five buildings from around the country to serve as case studies; each of the five U.S. building designs (as well as all international case studies) were assessed using an in-depth evaluation tool, called the Green Building Assessment Tool (GBTool). The GBTool was specifically created and refined by international teams, for the GBC efforts. The goal of this collaborative effort is to improve this evaluation software tool so that it can be used globally, while taking into account regional and national conditions.     China is constructing new commercial buildings at an enormous rate -- roughly 2 billion square meters per year, with considerable interest and activity in green design and construction. We review the context of commercial building design and construction in China, and look at a specific project as an example of a high performance, sustainable design, the Shenzhen Institute of Building Research (IBR). The IBR building incorporates over 40 sustainable technologies and strategies, including daylighting, natural ventilation, gray-water recycling, solar-energy generation, and highly efficient Heating Ventilation and Air Conditioning (HVAC) systems. We present measured data on the performance of the building, including detailed analysis by energy end use, water use, and occupant comfort and satisfaction. Total building energy consumption in 2011 was 1151 MWh, with an Energy Use Intensity (EUI) of 63 kWh/m2 (20 kBtu/ft2), which is 61% of the mean EUI value of 103 kWh/m2 (33 kBtu/ft2) for similar buildings in the region. We also comment on the unique design process, which incorporated passive strategies throughout the building, and has led to high occupant satisfaction with the natural ventilation, daylighting, and green patio work areas. Lastly we present thoughts on how the design philosophy of the IBR building can be a guide for low-energy design in different climate regions throughout China and elsewhere.

    Building designers and owners have always been fascinated with the extensive use of glass in building envelopes. Today the highly glazed facade has almost become an iconic element for a 'green building' that provides daylighting and a visual connection with the natural environment. Even before the current interest in green buildings there was no shortage of highly glazed building designs. But many of these buildings either rejected sunlight, and some associated daylight and view with highly reflective glazings or used highly transmissive glass and encountered serious internal comfort problems that could only be overcome with large HVAC systems, resulting in significant energy, cost and environmental penalties. From the 1960's to the 1990's innovation in glazing made heat absorbing glass, reflective glass and double glazing commonplace, with an associated set of aesthetic features. In the last decade there has been a subtle shift from trying to optimize an ideal, static design solution using these glazings to making the facade responsive, interactive and even intelligent. More sophisticated design approaches and technologies have emerged using new high-performance glazing, improved shading and solar control systems, greater use of automated controls, and integration with other building systems. One relatively new architectural development is the double glass facade that offers a cavity that can provide improved acoustics, better solar control and enhanced ventilation. Taken to its ultimate development, an interactive facade should respond intelligently and reliably to the changing outdoor conditions and internal performance needs. It should exploit available natural energies for lighting, heating and ventilation, should be able to provide large energy savings compared to conventional technologies, and at the same time maintain optimal indoor visual and thermal comfort conditions.     Prominent barriers facing the U.S. green building industry include the fact that government bodies that supervise health, fire safety, land, and other public operations are slow to revise codes to accommodate green building (regulatory barrier). In China, the lack of a green building professional accreditation process similar to the Leadership in Energy and Environmental Design (LEED) AP process limits the green building workforce capacity development (informational barrier). The main policies highlighted in this report to tackle these barriers are 1) comprehensive codes and labeling plan (informational, institutional), 2) government-led targets and demonstrations (risk), 3) education and awareness programs (informational), 4) fiscal policy that supports green building investment (financial), and 5) integrated design promotion (institutional, financial).

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance.     This award was split into five tasks, HVAC replacement, lighting retrofitting, daylight harvesting, data center virtualization, and traffic signal retrofitting. The first three tasks were combined into an Energy Performance Contract on seven City facilities. This allowed for the total cost of the project to be offset by guaranteed savings over a 14 year period. The other two projects where done by separate vendors and successfully completed. The combination of these five tasks will result in a significant reduction in our energy consumption city wide, and will also translate to savings for the taxpayer on utility costs. There were also additional financial savings to the taxpayer not related to energy reduction that added value to these projects which will be discussed below.

    We describe an ongoing search for pulsars and dispersed pulses of radio emission, such as those from rotating radio transients (RRATs) and fast radio bursts, at 350 MHz using the Green Bank Telescope. With the Green Bank Ultimate Pulsar Processing Instrument, we record 100 MHz of bandwidth divided into 4096 channels every 81.92 μs. This survey will cover the entire sky visible to the Green Bank Telescope (δ > –40°, or 82% of the sky) and outside of the Galactic Plane will be sensitive enough to detect slow pulsars and low dispersion measure (<30 pc cm{sup –3}) millisecond pulsars (MSPs) with a 0.08 duty cycle down to 1.1 mJy. For pulsars with a spectral index of –1.6, we will be 2.5 times more sensitive than previous and ongoing surveys over much of our survey region. Here we describe the survey, the data analysis pipeline, initial discovery parameters for 62 pulsars, and timing solutions for 5 new pulsars. PSR J0214+5222 is an MSP in a long-period (512 days) orbit and has an optical counterpart identified in archival data. PSR J0636+5129 is an MSP in a very short-period (96 minutes) orbit with a very low mass companion (8 M{sub J}). PSR J0645+5158 is an isolated MSP with a timing residual RMS of 500 ns and has been added to pulsar timing array experiments. PSR J1434+7257 is an isolated, intermediate-period pulsar that has been partially recycled. PSR J1816+4510 is an eclipsing MSP in a short-period orbit (8.7 hr) and may have recently completed its spin-up phase.

    Labels, certifications, and rating systems for energy efficiency performance and green attributes of buildings have been available in the U.S. for over 10 years, and used extensively in the European Union and Australia for longer. Such certifications and ratings can make energy efficiency more visible, and could help spur demand for energy efficiency if these designations are shown to have a positive impact on sales or rental prices. This policy brief discusses the findings and methodologies from recent studies on this topic, and suggests recommendations for future research. Although there have been just a handful of studies within the last 10 years that have investigated these effects, a few key findings emerge: To maximize sales price impact, label or rating information must be disclosed early and visibly in the sales process; The approach to evaluating energy efficiency labels (e.g., ENERGY STAR) and general green certifications (e.g., LEED or GreenPoint Rated) may need to be different, depending on the type, vintage and market penetration of the label; Collaborative efforts to promote label adoption and build a large dataset of labeled buildings will be required to produce reliable study results.

    In June 2009, the State of Hawaii enacted an Energy Efficiency Portfolio Standard (EEPS) with a target of 4,300 gigawatt hours (GWh) by 2030 (Hawaii 2009). Upon setting this goal, the Hawaii Clean Energy Initiative, Booz Allen Hamilton (BAH), and the National Renewable Energy Laboratory (NREL), working with select local stakeholders, partnered to execute the first key step toward attaining the EEPS goal: the creation of a high-resolution roadmap outlining key areas of potential electricity savings. This roadmap was divided into two core elements: savings from new construction and savings from existing buildings. BAH focused primarily on the existing building analysis, while NREL focused on new construction forecasting. This report presents the results of the Booz Allen Hamilton study on the existing building stock of Hawaii, along with conclusions on the key drivers of potential energy efficiency savings and on the steps necessary to attain them.

    Several U.S. Government agencies promote energy efficiency in buildings internationally. The types and scope of activities vary by agency. Those with the largest role include the U.S. Agency for International Development (USAID), the U.S. Department of State and the Environmental Protection Agency (EPA). Both USAID and the Department of State have a substantial presence overseas, which may present some complementarities with the Department of Energy’s efforts to reach out to other countries. Generally speaking, USAID focuses on capacity building and policy issues; the Department of State focuses on broad diplomatic efforts and some targeted grants in support of these efforts, and EPA has more targeted roles linked to ENERGY STAR appliances and a few other activities. Several additional agencies are also involved in trade-related efforts to promote energy efficiency in buildings. These include the Department of Commerce, the Export-Import Bank, the Overseas Private Investment Corporation and the Trade and Development Agency (TDA). This initial synthesis report is designed to summarize broad trends and activities relating to international cooperation on energy efficiency in buildings, which can help the U.S. Department of Energy (DOE) in developing its own strategy in this area. The Pacific Northwest National Laboratory will develop a more complete synthesis report later in 2010 as it populates a database on international projects on building energy efficiency.

    ABETI/IWESS is a project carried out by Carnegie Mellon's Center for Building Performance and Diagnostics, the CBPD, supported by the U.S. Department of Energy/EERE, to design, procure, install, operate, and evaluate an energy supply system, an ESS, that will provide power, cooling, heating and ventilation for CBPD's Intelligent Workplace, the IW. The energy sources for this system, the IWESS, are solar radiation and bioDiesel fuel. The components of this overall system are: (1) a solar driven cooling and heating system for the IW comprising solar receivers, an absorption chiller, heat recovery exchanger, and circulation pump; (2) a bioDiesel fueled engine generator with heat recovery exchangers, one on the exhaust to provide steam and the other on the engine coolant to provide heated water; (3) a ventilation system including an enthalpy recovery wheel, an air based heat pump, an active desiccant wheel, and an air circulation fan; and (4) various convective and radiant cooling/heating units and ventilation air diffusers distributed throughout the IW. The goal of the ABETI/IWESS project is to demonstrate an energy supply system for a building space that will provide a healthy, comfortable environment for the occupants and that will reduce the quantity of energy consumed in the operation of a building space by a factor of 2 less than that of a conventional energy supply for power, cooling, heating, and ventilation based on utility power and natural gas fuel for heating.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    The 21st Century Jobs Initiative has been launched in the context of new realities in Washington, D.C., rapid restructuring of the US economy and accelerating changes in the makeup of the East Tennessee economy driven by these and other external economic forces. Continuing downward pressure on Federal budgets for programs that support three key institutions in the region - DOE`s Oak Ridge complex, the Tennessee Valley Authority and research programs of the University of Tennessee - are especially threatening to the region. With a large part of its economy dependent on Federal spending, the area is at risk of troublesome impacts that could ripple out from the Oak Ridge and Knoxville home of these institutions throughout the entire 15-county {open_quotes}Resource Valley.{close_quotes} As these economic forces play out in the region`s economy, important questions arise. How will East Tennessee {open_quotes}earn its living{close_quotes} in the future if the Federal government role in the economy shrinks? What kind of new industries will be formed to replace those at risk due to Federal cutbacks and economic restructuring? Where will the jobs come from for the next generation of job seekers? These are among the questions driving the 21st Century Jobs Initiative, an action-oriented program designed and implemented by local leaders in response to the economic challenges facing East Tennessee. Fortunately, the region`s economy is strong today. Unemployment is at near record lows in most counties. Moreover, leaders are increasingly aware of the threats on the horizon and are already moving to action. And the impacts from the forces at work on the economy will probably come slowly, over the next decade or so. Based on economic research and input from local leaders knowledgeable about the economy, the 21st Century Jobs Initiative has set forth a strategic economic development plan for the region.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards. This revised strategy incorporates the latest federal and DOE orders (Executive Order [EO] 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” [2009], EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management” [2007], and DOE Order 430.2B, “Departmental Energy, Renewable Energy, and Transportation Management” [2008]), the latest guidelines, trends, and observations in high performance building construction, and the latest changes to the Leadership in Energy and Environmental Design

In this paper, we focus on the practical developments needed to build a Green's function methodology for nuclear reactions. We start out by considering symmetric collisions of slabs in one dimension within the mean-field approximation. We concentrate on two issues of importance for actual reaction simulations. First, the preparation of the initial state within the same methodology as for the reaction dynamics is demonstrated by an adiabatic switching on of the mean-field interaction, which leads to the mean-field ground state. Second, the importance of the Green's function matrix-elements far away from the spatial diagonal is analyzed by a suitable suppression process that does not significantly affect the evolution of the elements close to the diagonal. The relative lack of importance of the far-away elements is tied to system expansion. We also examine the evolution of the Wigner function and verify quantitatively that erasing of the off-diagonal elements corresponds to averaging out of the momentum-space details in the Wigner function.

    The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs.     Western Research Institute (WRI) of Laramie, Wyoming and AeRock, LLC of Eagar, Arizona (formerly of Bellevue, Washington) partnered, under sponsorship of the U.S. Department of Energy National Energy Technology Laboratory (U.S. DOE-NETL), to support the development of rapid-setting, ash-based, fiber-incorporated ''green'' building products. Green building materials are a rapidly growing trend in the building and construction industry in the US. A two phase project was implemented wherein Phase I assessed, through chemical and physical testing, ash, ash-based cement and fiber composites exhibiting superior structural performance when applied to the AeRock mixing and extrusion process and involved the conduct of pilot-scale production trials of AeRock products, and wherein Phase II involved the design, construction, and operation of a commercial-scale plant to confirm production issues and to produce panels for performance evaluations. Phase I optimized the composite ingredients including ash-based cement, Class F and Class C DFGD ash, and various fiber reinforcements. Additives, such as retardants and accelerators, were also evaluated as related to extruder performance. The optimized composite from the Phase I effort was characterized by a modulus of rupture (MOR) measured between 1,931 and 2,221 psi flexural strength, comparable to other wood and non-wood building materials. Continuous extrusion of the optimum composite in the AeRock pilot-scale facility produced an excellent product that was assembled into a demonstration for exhibit and durability purposes. Finishes, from plain to marbled, from bright reds to muted earth tones and with various textures, could easily be applied during the mixing and extrusion process. The successful pilot-scale demonstration was in turn used to design the production parameters and extruder dies for a commercial scale demonstration at Ultrapanel Pty, Ltd of Ballarat, Australia under Phase II.     This case study was prepared as one in a series for the Laboratories for the 21st Century program, a joint endeavor of the U.S. Environmental Protection Agency and the U.S. Department of Energy's Federal Energy Management Program. The goal of this program is to foster greater energy efficiency in new and retrofit laboratory buildings in both the public and the private sectors. The energy-efficient elements of the laboratory featured in this case study-Pharmacia Corporation's new Building Q in Skokie, Illinois-include sustainable design, light-filled interior spaces for daylighting, energy-efficient fume hoods and other equipment, occupancy sensors to reduce lighting loads, and spectrally selective glazing to allow more light and less heat into the building. Water-saving fixtures are used, as well. Building Q has been certified Gold (the second highest rating) through the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) system.

    This case study describes a unique vocational program at Lancaster County Career Technology Center in Mount Joy, PA, where high school students are gaining hands-on construction experience in building high performance homes with help from Building America team, Home Innovation Research Labs. This collaboration resulted in the Green Home 3, the third in a series of high performance homes for Apprentice Green. As one of LCCTC’s key educational strategies for gaining practical experience, students are involved in building real houses that incorporate state-of-the-art energy efficiency and green technologies. With two homes already completed, the Green Home 3 achieved a 44% whole-house energy savings over the Building America New Construction B10 Benchmark, DOE Zero Energy Ready Home (formerly Challenge Home) certification, and National Green Building Standard Gold-level certification.

    fire safety. A related issue is the degree to which new standards are adopted and enforced. In the U.S., standards are developed using a consensus process, and local government agencies are free to implement these standards or to ignore them. For example, some U.S. states are still using 2003 versions of the building efficiency standards. There is also a great variation in the degree to which the locally adopted standards are enforced in different U.S. cities and states. With a more central process in China, these issues are different, but possible impacts of variable enforcement efficacy may also exist. Therefore, current building codes in China will be compared to the current state of building fire-safety and energy-efficiency codes in the U.S. and areas for possible improvements in both countries will be explored. In particular, the focus of the applications in China will be on green buildings. The terminology of 'green buildings' has different meanings to different audiences. The U.S. research is interested in both new, green buildings, and on retrofitting existing inefficient buildings. An initial effort will be made to clarify the scope of the pertinent wall insulation systems for these applications.

    This work's objective was the development of processes to double or triple the light output power from green and deep green (525 - 555 nm) AlGaInN light emitting diode (LED) dies within 3 years in reference to the Lumileds Luxeon II. The project paid particular effort to all aspects of the internal generation efficiency of light. LEDs in this spectral region show the highest potential for significant performance boosts and enable the realization of phosphor-free white LEDs comprised by red-green-blue LED modules. Such modules will perform at and outperform the efficacy target projections for white-light LED systems in the Department of Energy's accelerated roadmap of the SSL initiative.

    The topic of "intelligent buildings" (IBs) emerged in the early 1980s. Since, the term has been used to represent a variety of related, yet differing topics, each with a slightly different focus and purpose. Wiring and networking-infrastructure companies emphasize the cabling requirements for communication in intelligent buildings and the need to accommodate future needs for higher-speed broadband. Lucent (Lucent 2000) for example, defines an IB as "...one with a completely integrated wiring architecture. A single cabling system that handles all information traffic - voice, data, video, even the big building management systems."

  16. Measured Energy Savings from the Application of Reflective Roofs in 3 AT and T Regeneration Buildings

    Energy use and environmental parameters were monitored in three AT and T regeneration buildings during the summer of 2000. These buildings are constructed with concrete and are about 14.9 m2 (160 f2; 10x16 ft)in size. The buildings were initially monitored for about 1 1/2 months to establish a base condition. Then, the roofs of the buildings were painted with a white coating and the monitoring was continued. The original roof reflectances were about 26 percent; after the application of roof coatings the reflectivities increased to about 72 percent. In two of these buildings, we monitored savings of about 0.5kWh per day (8.6 kWh/m2 [0.8 kWh/ft2]). The third building showed a reduction in air-conditioning energy use of about 13kWh per day. These savings probably resulted from the differences in the performance (EER) of the two dissimilar AC units in this building. The estimated annual savings for two of the buildings are about 125kWh per year; at a cost of dollar 0.1/kWh, savings are about dollar 12.5 per year. Obviously, it costs significantly more than this amount to coat the roofs with reflective coating, particularly because of the remote location of the buildings. However, since the prefabricated roofs are already painted green at the factory, painting them with white (reflective) color would bring no additional cost. Hence the payback time for having reflective roofs is nil, and the reflective roofs save an accumulated 370kWh over 30 years of the life of the roof.

    The Pennsylvania Department of Environmental Protection (DEP) has undertaken a path to build''high performance green'' buildings as part of the objectives of the Governors Green Government Council. The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.

    The Clean Energy Infrastructure Educational Initiative represents a collaborative effort by the University of Dayton, Wright State University and Sinclair Community College. This effort above all aimed to establish energy related programs at each of the universities while also providing outreach to the local, state-wide, and national communities. At the University of Dayton, the grant has aimed at: solidfying a newly created Master's program in Renewable and Clean Energy; helping to establish and staff a regional sustainability organization for SW Ohio. As well, as the prime grantee, the University of Dayton was responsible for insuring curricular sharing between WSU and the University of Dayton. Finally, the grant, through its support of graduate students, and through cooperation with the largest utilities in SW Ohio enabled a region-wide evaluation of over 10,000 commercial building buildings in order to identify the priority buildings in the region for energy reduction. In each, the grant has achieved success. The main focus of Wright State was to continue the development of graduate education in renewable and clean energy. Wright State has done this in a number of ways. First and foremost this was done by continuing the development of the new Renewable and Clean Energy Master's Degree program at Wright State . Development tasks included: continuing development of courses for the Renewable and Clean Energy Master's Degree, increasing the student enrollment, and increasing renewable and clean energy research work. The grant has enabled development and/or improvement of 7 courses. Collectively, the University of Dayton and WSU offer perhaps the most comprehensive list of courses in the renewable and clean energy area in the country. Because of this development, enrollment at WSU has increased from 4 students to 23. Secondly, the grant has helped to support student research aimed in the renewable and clean energy program.
