    A mass balance approach was used to model contaminant cycling in the lower Fox River from the DePere Dam to Green Bay. The objectives of this research were (1) to estimate present contaminant export from the Fox River to Green Bay, and (2) to quantify contaminant transport and fate pathways in the lower river for the study period. Specifically, a model describing the transport, fate, and export of chlorides, total suspended solids, total PCBs, and six PCB congeners for the lower Fox River was developed. Field data collected as part of the U.S. Environmental Protection Agency's Green Bay Mass Balance Study were used to calibrate the model. Model results suggest that the transport of inplace pollutants significantly contributed to the cumulative export of total PCBs over this period. Estimated total PCB transport in the Fox River during 1989 increased 60% between the dam and river mouth due to the resuspension of lower river sediments. Total suspended solids and PCB predictions are most sensitive to particle transport parameters, particularly the settling and resuspension velocities. The significant components of the total PCB mass balance are import (loading over the DePere Dam), settling, resuspension, and export to Green Bay. Volatilization, porewater transport, and point source input were not significant to the mass balance. Present point source discharges to the river are not significant total PCB sources, collectively contributing less than 6 kg of PCB to the river during the mass balance period.

    The Wisconsin State Energy Office�¢����s (SEO) primary mission is to implement cost�¢���effective, reliable, balanced, and environmentally�¢���friendly clean energy projects. To support this mission the Wisconsin Biodiesel Blending Program was created to financially support the installation infrastructure necessary to directly sustain biodiesel blending and distribution at petroleum terminal facilities throughout Wisconsin. The SEO secured a federal directed award of $600,000 over 2.25 years. With these funds, the SEO supported the construction of inline biodiesel blending facilities at two petroleum terminals in Wisconsin. The Federal funding provided through the state provided a little less than half of the necessary investment to construct the terminals, with the balance put forth by the partners. Wisconsin is now home to two new biodiesel blending terminals. Fusion Renewables on Jones Island (in the City of Milwaukee) will offer a B100 blend to both bulk and retail customers. CITGO is currently providing a B5 blend to all customers at their Granville, WI terminal north of the City of Milwaukee.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    This paper describes the Wide Field Spectrograph (WiFeS) under construction at the Research School of Astronomy and Astrophysics (RSAA) of the Australian National University (ANU) for the ANU 2.3m telescope at the Siding Spring Observatory. WiFeS is a powerful integral field, double-beam, concentric, image-slicing spectrograph designed to deliver excellent thoughput, wavelength stability, spectrophotometric performance and superb image quality along with wide spectral coverage throughout the 320-950 nm wavelength region. It provides a 25x38 arcsec. field with 0.5 arcsec. sampling along each of twenty five 38X1 arcsec slitlets. The output format is optimized to match the 4096x4096 pixel CCD detectors in each of two cameras individually optimized for the blue and the red ends of the spectrum, respectively. A process of "interleaved nod-and-shuffle" will be applied to permit quantum noise-limited sky subtraction. Using VPH gratings, spectral resolutions of 3000 and 7000 are provided. The full spectral range is covered in a single exposure at R=3000, and in two exposures in the R=7000 mode. The use of transmissive coated optics, VPH gratings and optimized mirror coatings ensures a throughput (including telescope atmosphere and detector) > 30% over a wide spectral range. The concentric image-slicer design ensures an excellent and uniform image quality across the full field. To maximize scientific return, the whole instrument is configured for remote observing, pipeline data reduction, and the accumulation of calibration image libraries.

    A method to calculate exact Green's functions on lattices in various dimensions is presented. Expressions in terms of generalized hypergeometric functions in one or more variables are obtained for various examples by relating the resolvent to a contour integral, evaluated using residues. Different ways of arranging the series leads to different combinations of hypergeometric functions providing identities involving generalized hypergeometric functions. The method is shown to be useful for computing Green's functions with next-nearest neighbor hopping as well.

    Anoxia occurs annually in deeper waters of the central portion of the Chesapeake Bay and presently extends from Baltimore to the mouth of the Potomac estuary. This condition, which encompasses some 5 billion cubic meters of water and lasts from May to September, is the result of increased stratification of the water column in early spring, with consequent curtailment of reoxygenation of the bottom waters across the halocline, and benthic decay of organic detritus accumulated from plankton blooms of the previous summer and fall.     Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

We restored 3 bays on the Savannah River Site, South Carolina, by plugging drainage ditches, harvesting residual pine/hardwood stands within the bays, and monitoring the vegetative response of the seedbank to the hydrologic change. We applied a foliar herbicide on one-half of each bay to control red maple (Acerrubrum), sweetgum (Liquidambar styraciflua), and water oak (Quercus nigra) sprouting, and we tested its effectiveness across a hydrologic gradient in each bay. Hardwood regeneration was partially controlled by flooding in bays that exhibited long growing season hydroperiods. The findings also indicated that herbicide application was an effective means for managing hardwood regeneration and re-sprouting in areas where hydrologic control was ineffective. Herbicide use had no effect on species richness in the emerging vegetation community. In late-season drawdown periods, or in bays where hydroperiods are short, more than one herbicide application may be necessary.

    Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    Complex networks are used to depict topological features of complex systems. The structure of a network characterizes the interactions among elements of the system, and facilitates the study of many dynamical processes taking place on it. In previous investigations, the topological infrastructure underlying dynamical systems is simplified as a static and invariable skeleton. However, this assumption cannot cover the temporal features of many time-evolution networks, whose components are evolving and mutating. In this letter, utilizing the log data of WiFi users in a Chinese university campus, we infuse the temporal dimension into the construction of dynamical human contact network. By quantitative comparison with the traditional aggregation approach, we find that the temporal contact network differs in many features, e.g., the reachability, the path length distribution.     The Daya Bay Reactor Neutrino Experiment started running on September 23, 2011. The offline computing environment, consisting of 11 servers at Daya Bay, was built to process onsite data. With current computing ability, onsite data processing is running smoothly. The Performance Quality Monitoring system (PQM) has been developed to monitor the detector performance and data quality. Its main feature is the ability to efficiently process multi-data-stream from three experimental halls. The PQM processes raw data files from the Daya Bay data acquisition system, generates and publishes histograms via a graphical web interface by executing the user-defined algorithm modules, and saves the histograms for permanent storage. The fact that the whole process takes only around 40 minutes makes it valuable for the shift crew to monitor the running status of all the sub-detectors and the data quality.

    Because industry discharge wastes into the sea, marine sediments can be contaminated with various kinds of hazardous and toxic substances. This study discusses how the degree of pollution of heavy metals affects the marine sediments from Osaka Bay and Tokyo Bay. In this study, the concentrations of various metals, such as manganese, iron, aluminum, titanium, vanadium, copper, phosphorus, etc., were measured from sediment samples obtained from different sites in the bays. However, the results had to be corrected because background concentrations for each metal differ with site location and grain size characteristics. The large difference between background and individual concentrations at various soil depths indicates that the surface layers of the seabed are significantly polluted with some species of heavy metal and other elements.

    This report provides soil evaluation and characterization testing for the submarine bases at Kings Bay, Georgia, and Bangor, Washington, using triaxial testing at high confining pressures with different moisture contents. In general, the samples from the Bangor and Kings Bay sites appeared to be stronger than a previously used reference soil. Assuming the samples of the material were representative of the material found at the sites, they should be adequate for use in the planned construction. Since soils can vary greatly over even a small site, a soil specification for the construction contractor would be needed to insure that soil variations found at the site would meet or exceed the requirements. A suggested specification for the Bangor and Kings Bay soils was presented based on information gathered from references plus data obtained from this study, which could be used as a basis for design by the construction contractor.

For example, the Bayes error rate of a given feature space, if known, can be used to aid in choosing a classifier, as well as in feature selection and model selection for the base classifiers and the meta classifier. Recent work in the field of f-divergence functional estimation has led to the development of simple and rapidly converging estimators that can be used to estimate various bounds on the Bayes error. We estimate multiple bounds on the Bayes error using an estimator that applies meta learning to slowly converging plug-in estimators to obtain the parametric convergence rate. We compare the estimated bounds empirically on simulated data and then estimate the tighter bounds on features extracted from an image patch analysis of sunspot continuum and magnetogram images.

    We present research on the morphologies, spectra, and environments of ?2350 'green valley' galaxies at 0.2 < z < 1.0 in the COSMOS field. The bimodality of dust-corrected NUV–r {sup +} color is used to define 'green valley'; it removes dusty star-forming galaxies from galaxies that are truly transitioning between the blue cloud and the red sequence. Morphological parameters of green galaxies are intermediate between those of blue and red galaxy populations, both on the Gini-asymmetry and the Gini-M{sub 20} planes. Approximately 60%-70% of green disk galaxies have intermediate or big bulges, and only 5%-10% are pure disk systems, based on morphological classification using the Zurich Estimator of Structural Types. The obtained average spectra of green galaxies are intermediate between blue and red ones in terms of [O II], H?, and H? emission lines. Stellar population synthesis on the average spectra shows that green galaxies are on average older than blue galaxies but younger than red galaxies. Green galaxies and blue galaxies have similar projected galaxy density (?{sub 10}) distributions at z > 0.7. At z < 0.7, the fractions of M{sub *} < 10{sup 10.0} M{sub ?} green galaxies located in a dense environment are found to be significantly larger than those of blue galaxies. The morphological and spectral properties of green galaxies are consistent with the transitioning population between the blue cloud and the red sequence. The possible mechanisms for quenching star formation activities in green galaxies are discussed. The importance of active galactic nucleus feedback cannot be well constrained in our study. Finally, our findings suggest that environmental conditions, most likely starvation and harassment, significantly affect the transformation of M{sub *} < 10{sup 10.0} M{sub ?} blue galaxies into red galaxies, especially at z < 0.5.

    A Wetlands Mitigation Bank was established at SRS in 1997 as a compensatory alternative for unavoidable wetland losses. Prior to restoration activities, 16 sites included in the project were surveyed for the SRS Site Use system to serve as a protective covenant. Pre-restoration monitoring ended in Fall 2000, and post restoration monitoring began in the Winter/Spring of 2001. The total interior harvest in the 16 bays after harvesting the trees was 19.6 ha. The margins in the opencanopy, pine savanna margin treatments were thinned. Margins containing areas with immature forested stands (bay 5184 and portions of bay 5011) were thinned using a mechanical shredder in November 2001. Over 126 hectares were included in the study areas (interior + margin). Planting of two tree species and the transplanting of wetland grass species was successful. From field surveys, it was estimated that approximately 2700 Nyssa sylvatica and 1900 Taxodium distichum seedlings were planted in the eight forested bays resulting in an average planting density of ? 490 stems ha-1. One hundred seedlings of each species per bay (where available) were marked to evaluate survivability and growth. Wetland grass species were transplanted from donor sites on SRS to plots that ranged in size from 100 – 300 m2, depending on wetland size. On 0.75 and 0.6 meter centers, respectively, 2198 plugs of Panicum hemitomon and 3021 plugs Leersia hexandra were transplanted. New shoots originating from the stumps were treated with a foliar herbicide (Garlon® 4) during the summer of 2001 using backpack sprayers. Preliminary information from 2000-2004 regarding the hydrologic, vegetation and faunal response to restoration is presented in this status report.

    In this paper, we restudy the Green function expressions of field equations. We derive the explicit form of the Green functions for the Klein-Gordon equation and Dirac equation, and then estimate the decay rate of the solution to the linear equations. The main motivation of this paper is to show that: (1). The formal solutions of field equations expressed by Green function can be elevated as a postulate for unified field theory. (2). The inescapable decay of the solution of linear equations implies that the whole theory of the matter world should include nonlinear interaction.

    The SecondWind Triton® is a SODAR (SOnic Detection And Ranging) sonic wind profiler (Triton® sodar) system capable of profiling the wind characteristics up to 200m above the instrument. SODAR systems transmit acoustic chirps into the atmosphere and measure the backscattered signal returned to the device. The primary source of acoustic scattering is variations in air temperature, which cause changes in the refractive index of sound. By measuring the Doppler?shifted frequency of these returned signals, the Triton® can calculate the wind’s speed and direction for the volume of air above the instrument, measured at ten fixed heights, known as station heights. The Triton® is specifically designed for the purpose of wind energy resource assessment as it can remotely capture wind data at heights above ground where wind turbine rotors operate. The measurements made include horizontal wind speed and direction, vertical wind speed, and turbulence. Other integrated sensors provide time and location via GPS, barometric pressure, humidity, and the tilt of the instrument. The study area is located east of Georgetown, South Carolina in North Inlet ? Winyah Bay National Estuarine Research Reserve. The monitoring period for data in this report begins 5/14/2009 9:30:00 AM EST and ends 8/2/2010 11:40:00 AM EST.
