The Wisconsin State Energy Office?¢????s (SEO) primary mission is to implement cost?¢???effective, reliable, balanced, and environmentally?¢???friendly clean energy projects. To support this mission the Wisconsin Biodiesel Blending Program was created to financially support the installation infrastructure necessary to directly sustain biodiesel blending and distribution at petroleum terminal facilities throughout Wisconsin. The SEO secured a federal directed award of $600,000 over 2.25 years. With these funds, the SEO supported the construction of inline biodiesel blending facilities at two petroleum terminals in Wisconsin. The Federal funding provided through the state provided a little less than half of the necessary investment to construct the terminals, with the balance put forth by the partners. Wisconsin is now home to two new biodiesel blending terminals. Fusion Renewables on Jones Island (in the City of Milwaukee) will offer a B100 blend to both bulk and retail customers. CITGO is currently providing a B5 blend to all customers at their Granville, WI terminal north of the City of Milwaukee.

In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. What Does Green Mean?

Everyone is talking green these days. President Obama has made the green economy a pillar of his administration. In early August, the President announced that several Indiana companies were awarded federal grants to advance the development of green transportation. Several reports on the green economy and green jobs have surfaced in the last year. The studies all agreedthe green economy and green jobs will be integral to continued U.S. prosperity. Its Not Easy Being Green The trouble is that researchers, data collectors, and policy makers have yet to settle on a method for identifying what is green. Such a method would need to accurately gauge the green economys size and rate of growth, and to identify the jobs associated with it. What is green and how do we measure it? This definitional issue is not trivial. The industries that qualify as green serve as a benchmark for the size of the green economy today and a gauge to measure the rate by which the economy becomes greener. Getting the definition right helps to guide government policy, research funding, business investment, and hiring decisions. This paper describes the Wide Field Spectrograph (WiFeS) under construction at the Research School of Astronomy and Astrophysics (RSAA) of the Australian National University (ANU) for the ANU 2.3m telescope at the Siding Spring Observatory. WiFeS is a powerful integral field, double-beam, concentric, image-slicing spectrograph designed to deliver excellent thoughput, wavelength stability, spectrophotometric performance and superb image quality along with wide spectral coverage throughout the 320-950 nm wavelength region. It provides a 25x38 arcsec. field with 0.5 arcsec. sampling along each of twenty five 38X1 arcsec slitlets. The output format is optimized to match the 4096x4096 pixel CCD detectors in each of two cameras individually optimized for the blue and the red ends of the spectrum, respectively. A process of "interleaved nod-and-shuffle" will be applied to permit quantum noise-limited sky subtraction. Using VPH gratings, spectral resolutions of 3000 and 7000 are provided. The full spectral range is covered in a single exposure at R=3000, and in two exposures in the R=7000 mode. The use of transmissive coated optics, VPH gratings and optimized mirror coatings ensures a throughput (including telescope atmosphere and detector) > 30% over a wide spectral range. The concentric image-slicer design ensures an excellent and uniform image quality across the full field. To maximize scientific return, the whole instrument is configured for remote observing, pipeline data reduction, and the accumulation of calibration image libraries.

The "green valley" is a wide region separating the blue and the red peaks in the ultraviolet-optical color magnitude diagram, first revealed using GALEX UV photometry. The term was coined by Christopher Martin in 2005. Green valley highlights the discriminating power of UV to very low relative levels of ongoing star formation, to which the optical colors, including u-r, are insensitive. It corresponds to massive galaxies below the star-forming "main" sequence, and therefore represents a critical tool for the study of the quenching of star formation and its possible resurgence in otherwise quiescent galaxies. This article reviews the results pertaining to morphology, structure, environment, dust content and gas properties of green valley galaxies in the local universe. Their relationship to AGN is also discussed. Attention is given to biases emerging from defining the "green valley" using optical colors. A method to calculate exact Green's functions on lattices in various dimensions is presented. Expressions in terms of generalized hypergeometric functions in one or more variables are obtained for various examples by relating the resolvent to a contour integral, evaluated using residues. Different ways of arranging the series leads to different combinations of hypergeometric functions providing identities involving generalized hypergeometric functions. The method is shown to be useful for computing Green's functions with next-nearest neighbor hopping as well.

INL Green Building Strategy

Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nations premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

This condition, which encompasses some 5 billion cubic meters of water and lasts from May to September, is the result of increased stratification of the water column in early spring, with consequent curtailment of reoxygenation of the bottom waters across the halocline, and benthic decay of organic detritus accumulated from plankton blooms of the previous summer and fall. Green roofs: potential at LANL

Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

Control of hardwood regeneration in restored carolina bay depression wetlands.

Carolina bays are depression wetlands located in the coastal plain region of the eastern United States. Disturbance of this wetland type has been widespread, and many sites contain one or more drainage ditches. Restoration of bays is of interest because they are important habitats for rare flora and fauna. Previous bay restoration projects have identified flood-tolerant woody competitors in the seedbank and re-sprouting as impediments to the establishment of desired herbaceous wetland vegetation communities. We restored 3 bays on the Savannah River Site, South Carolina, by plugging drainage ditches, harvesting residual pine/hardwood stands within the bays, and monitoring the vegetative response of the seedbank to the hydrologic change. We applied a foliar herbicide on one-half of each bay to control red maple (Acerrubrum), sweetgum (Liquidambar styraciflua), and water oak (Quercus nigra) sprouting, and we tested its effectiveness across a hydrologic gradient in each bay. Hardwood regeneration was partially controlled by flooding in bays that exhibited long growing season hydroperiods. The findings also indicated that herbicide application was an effective means for managing hardwood regeneration and re-sprouting in areas where hydrologic control was ineffective. Herbicide use had no effect on species richness in the emerging vegetation community. In late-season drawdown periods, or in bays where hydroperiods are short, more than one herbicide application may be necessary.

Complex networks are used to depict topological features of complex systems. The structure of a network characterizes the interactions among elements of the system, and facilitates the study of many dynamical processes taking place on it. In previous investigations, the topological infrastructure underlying dynamical systems is simplified as a static and invariable skeleton. However, this assumption cannot cover the temporal features of many time-evolution networks, whose components are evolving and mutating. In this letter, utilizing the log data of WiFi users in a Chinese university campus, we infuse the temporal dimension into the construction of dynamical human contact network. By quantitative comparison with the traditional aggregation approach, we find that the temporal contact network differs in many features, e.g., the reachability, the path length distribution. The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

Cathodic Protection of the Yaquina Bay Bridge

The Yaquina Bay Bridge in Newport, Oregon, was designed by Conde B. McCullough and built in 1936. The 3,223-foot (982 m) structure is a combination of concrete arch approach spans and a steel through arch over the shipping channel. Cathodic protection is used to prevent corrosion damage to the concrete arches. The Oregon Department of Transportation (Oregon DOT) installed a carbon anode coating (DAC-85) on two of the north approach spans in 1985. This anode was operated at a current density of 6.6 mA/m2(0.6 mA/ft2). No failure of the conductive anode was observed in 1990, five years after application, or in 2000, 15 years after application. Thermal-sprayed zinc anodes 20 mils (0.5 mm) thick were applied to half the south approach spans beginning in 1990. Thermal-sprayed zinc anodes 15 mils (0.4 mm) thick were applied to the remaining spans in 1996. These anodes were operated at a current density of 2.2 mA/m2(0.2 mA/ft2). In 1999, four zones on the approach spans were included in a two-year field trial of humectants to improve zinc anode performance. The humectants LiNO3 and LiBr were applied to two zones; the two adjacent zones were left untreated as controls. The humectants substantially reduced circuit resistance compared to the controls.

The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs. It is important to note that this report covers only a portion of voluntary markets for renewable energy. It does not cover green power sold by independent marketers except for cases in which the marketers work in conjunction with utilities or default electricity suppliers.

Abstract- This paper presents a duo-binary circular turbo decoder based on border metric encoding. With the proposed method, the memory size for branch memory is reduced by half and the dummy calculation is removed at the cost of the small-sized memory which holds the encoded border metrics. Based on the proposed SISO decoder and the dedicated hardware interleaver, a duo-binary circular turbo decoder is designed for the WiMAX standard using a 0.13 ?m CMOS process, which can support 24.26 Mbps at 200MHz. GREEN GALAXIES IN THE COSMOS FIELD

We present research on the morphologies, spectra, and environments of ?2350 'green valley' galaxies at 0.2 < z < 1.0 in the COSMOS field. The bimodality of dust-corrected NUVr {sup +} color is used to define 'green valley'; it removes dusty star-forming galaxies from galaxies that are truly transitioning between the blue cloud and the red sequence. Morphological parameters of green galaxies are intermediate between those of blue and red galaxy populations, both on the Gini-asymmetry and the Gini-M{sub 20} planes. Approximately 60%-70% of green disk galaxies have intermediate or big bulges, and only 5%-10% are pure disk systems, based on morphological classification using the Zurich Estimator of Structural Types. The obtained average spectra of green galaxies are intermediate between blue and red ones in terms of [O II], H?, and H? emission lines. Stellar population synthesis on the average spectra shows that green galaxies are on average older than blue galaxies but younger than red galaxies. Green galaxies and blue galaxies have similar projected galaxy density (?{sub 10}) distributions at z > 0.7. At z < 0.7, the fractions of M{sub *} < 10{sup 10.0} M{sub ?} green galaxies located in a dense environment are found to be significantly larger than those of blue galaxies. The morphological and spectral properties of green galaxies are consistent with the transitioning population between the blue cloud and the red sequence. The possible mechanisms for quenching star formation activities in green galaxies are discussed. The importance of active galactic nucleus feedback cannot be well constrained in our study. Finally, our findings suggest that environmental conditions, most likely starvation and harassment, significantly affect the transformation of M{sub *} < 10{sup 10.0} M{sub ?} blue galaxies into red galaxies, especially at z < 0.5.

Such emission and reception processes are highly idealized, since no signal can be emitted or received at a single (mathematical) point in space and time. We present a simple model for \\sl extended \\rm emitters and receivers by extending G analytically to a function \\tilde G(z_r- z_e), where z_e=x_e+iy_e is a complex spacetime point representing a circular \\sl pulsed-beam emitting antenna dish \\rm centered at x_e and emitting in the direction of y_e, and z_r=x_r-iy_r represents a circular \\sl pulsed-beam receiving antenna dish \\rm centered at x_r and receiving from the direction of y_r. The holomorphic Green function \\tilde G(z_r-z_e) represents the \\sl coupling \\rm between the emission from z_e and the reception at z_r. We derive the explicit form of the Green functions for the Klein-Gordon equation and Dirac equation, and then estimate the decay rate of the solution to the linear equations. The main motivation of this paper is to show that: (1). The formal solutions of field equations expressed by Green function can be elevated as a postulate for unified field theory. (2). The inescapable decay of the solution of linear equations implies that the whole theory of the matter world should include nonlinear interaction.

The Carolina Bay Restoration Project - Final Report 2000-2006.

A Wetlands Mitigation Bank was established at SRS in 1997 as a compensatory alternative for unavoidable wetland losses. Prior to restoration activities, 16 sites included in the project were surveyed for the SRS Site Use system to serve as a protective covenant. Pre-restoration monitoring ended in Fall 2000, and post restoration monitoring began in the Winter/Spring of 2001. The total interior harvest in the 16 bays after harvesting the trees was 19.6 ha. The margins in the opencanopy, pine savanna margin treatments were thinned. Margins containing areas with immature forested stands (bay 5184 and portions of bay 5011) were thinned using a mechanical shredder in November 2001. Over 126 hectares were included in the study areas (interior + margin). Planting of two tree species and the transplanting of wetland grass species was successful. From field surveys, it was estimated that approximately 2700 Nyssa sylvatica and 1900 Taxodium distichum seedlings were planted in the eight forested bays resulting in an average planting density of ? 490 stems ha-1. One hundred seedlings of each species per bay (where available) were marked to evaluate survivability and growth. Wetland grass species were transplanted from donor sites on SRS to plots that ranged in size from 100 300 m2, depending on wetland size. On 0.75 and 0.6 meter centers, respectively, 2198 plugs of Panicum hemitomon and 3021 plugs Leersia hexandra were transplanted. New shoots originating from the stumps were treated with a foliar herbicide (Garlon 4) during the summer of 2001 using backpack sprayers. Preliminary information from 2000-2004 regarding the hydrologic, vegetation and faunal response to restoration is presented in this status report.

Unlike traditional methods which employ analytical Green's functions for Stokes flow in the confined geometry, the FIB method uses a fluctuating finite-volume Stokes solver to generate the action of the response functions "on the fly". Importantly, we demonstrate that both the deterministic terms necessary to capture the hydrodynamic interactions among the suspended particles, as well as the stochastic terms necessary to generate the hydrodynamically-correlated Brownian motion, can be generated by solving the steady Stokes equations numerically only once per time step. This is accomplished by including a stochastic contribution to the stress tensor in the fluid equations consistent with fluctuating hydrodynamics. We develop novel temporal integrators that account for the multiplicative nature of the noise in the equations of Brownian dynamics and the strong dependence of the mobility on the configuration for confined systems. Notably, we propose a random finite difference approach to approximating the stochastic drift proportional to the divergence of the configuration-dependent mobility matrix. Through comparisons with analytical and existing computational results, we numerically demonstrate the ability of the FIB method to accurately capture both the static (equilibrium) and dynamic properties of interacting particles in flow.

We construct a series of charged dilatonic black holes which share zero entropy in the zero temperature limit using Einstein-Maxwell-Dilaton theories. In these black holes, the wave functions and the Green's functions of massless fermions can be solved exactly in terms of special functions in the phase space of $(\\omega,k)$. We observe that for sufficiently large charge, there are many poles in the Green's function with vanishing $\\omega$, which strongly signifies that Fermi surfaces exist in these holographic systems. The new distinguishing properties of the Green's function arising in these systems were illustrated with great details. We also study the poles motion of the Green's function for arbitrary (complex) frequency. Our analytic results provide a more realistic and elegant approach to study strongly correlated fermionic systems using gauge/gravity duality.
