    This paper investigates the adoption and use of electronic invoices (e-invoices) in Greek organizations. The study attempts to evaluate current practices applied in implementing e-invoicing. A field research has been conducted, which is based on a structured questionnaire. The target sample consisted of 42 Greek enterprises. The main issues of the investigation include the existing invoice processing practices, the barriers that prevent the extended adoption and use of e-invoicing, the observed benefits from e-invoicing implementation, and the strategic drivers for transition to e-invoicing. Currently, the use of e-invoicing in Greece is low. However, the research results testify that the adoption of e-invoicing in Greece is promising. Even though, a number of enterprises state that benefits of e-invoicing are not clear yet, the majority of enterprises agree that there are crucial financial priorities that e-invoicing is expected to support.

Black-Right-Pointing-Pointer Thermal exploitation of RDF improves further the environmental performance of the plant. - Abstract: The aim of this paper is the application of Life Cycle Assessment to the operation of the MBT facility of Ano Liossia in the region of Attica in Greece. The region of Attica is home to almost half the population of Greece and the management of its waste is a major issue. In order to explicitly analyze the operation of the MBT plant, five scenarios were generated. Actual operation data of the MBT plant for the year 2008 were provided by the region of Attica and the LCA modeling was performed via the SimaPro 5.1 software while impact assessment was performed utilizing the Eco-indicator'99 method. The results of our analysis indicate that even the current operation of the MBT plant is preferable to landfilling. Among the scenarios of MBT operation, the one with complete utilization of the MBT outputs, i.e. compost, RDF, ferrous and non-ferrous metals, is the one that generates the most environmental gains. Our analysis indicates that the exploitation of RDF via incineration is the key factor towards improving the environmental performance of the MBT plant. Our findings provide a quantitative understanding of the MBT plant. Interpretation of results showed that proper operation of the modern waste management systems can lead to substantial reduction of environmental impacts and savings of resources.

    This paper deals with worldwide electric utility R and D, but focuses on France first, and not on Western Europe as a whole. Apart from the fact that the R and D of European utilities hardly show a homogeneous set, there are four basic reasons. To begin with, France represents roughly 20 percent of Western Europe by itself. Germany, now extended to the late DDR, is the only country to have a larger share. Second, Electricite de France (EDF) is the largest electric utility worldwide, with annual sales of about 410 TWh. Third, EDF has consistently shown one of the lowest electricity prices: as an average .44 FF par kWh (about $.08 per kWh) which comes up on comparing the 410 TWh sales with a 165 GFF turnover. Beyond these three points, which are more or less permanent, it appears that both EDF and its R and D division have been stable over the last three years. So the French power system is the largest subsystem in Western Europe where a single well-defined R and D policy can be described and assessed; this is what the authors are going to do now.

  11. Geostatistical Simulation of Hydrofacies Heterogeneity of the West Thessaly Aquifer Systems in Greece

    Integrating geological properties, such as relative positions and proportions of different hydrofacies, is of highest importance in order to render realistic geological patterns. Sequential indicator simulation (SIS) and Plurigaussian simulation (PS) are alternative methods for conceptual and deterministic modeling for the characterization of hydrofacies distribution. In this work, we studied the spatial differentiation of hydrofacies in the alluvial aquifer system of West Thessaly basin in Greece. For this, we applied both SIS and PS techniques to an extensive set of borehole data from that basin. Histograms of model versus experimental hydrofacies proportions and indicative cross sections were plotted in order to validate the results. The PS technique was shown to be more effective in reproducing the spatial characteristics of the different hydrofacies and their distribution across the study area. In addition, the permeability differentiations reflected in the PS model are in accordance to known heterogeneities of the aquifer capacity.

    Large amounts of solid waste are disposed in landfills and the potential of particulate matter (PM) emissions into the atmosphere is significant. Measurements of ambient levels of inhalable particulate matter (PM{sub 10}) were performed in a landfill site located at Chania (Crete, Greece). Elevated PM{sub 10} concentrations were measured in the landfill site during several landfill operations. It was observed that the meteorological conditions (mainly wind velocity and temperature) influence considerably the PM{sub 10} concentrations. Comparison between the PM{sub 10} concentrations at the landfill and at a PM{sub 10} background site indicates the influence of the landfill activities on local concentrations at the landfill. No correlation was observed between the measurements at the landfill and the background sites. Finally, specific preventing measures are proposed to control the PM concentrations in landfills.

A SWOT analysis was further developed for comparison of pyrolysis with incineration and gasification and results are presented. Pyrolysis seems to be the optimal thermochemical treatment option compared to incineration and gasification. Sewage sludge pyrolysis is favorable for energy savings, material recovery and high added materials production, providing a zero waste solution. Finally, identification of challenges and barriers for sewage sludge pyrolysis deployment in Greece was investigated.

Black-Right-Pointing-Pointer Unit production rate for total chemical waste was 5.8 {+-} 2.2 g/patient/d. - Abstract: The objective of this work was to determine the composition and production rates of pharmaceutical and chemical waste produced by Xanthi General Hospital in Greece (XGH). This information is important to design and cost management systems for pharmaceutical and chemical waste, for safety and health considerations and for assessing environmental impact. A total of 233 kg pharmaceutical and 110 kg chemical waste was collected, manually separated and weighed over a period of five working weeks. The total production of pharmaceutical waste comprised 3.9% w/w of the total hazardous medical waste produced by the hospital. Total pharmaceutical waste was classified in three categories, vial waste comprising 51.1%, syringe waste with 11.4% and intravenous therapy (IV) waste with 37.5% w/w of the total. Vial pharmaceutical waste only was further classified in six major categories: antibiotics, digestive system drugs, analgesics, hormones, circulatory system drugs and 'other'. Production data below are presented as average (standard deviation in parenthesis). The unit production rates for total pharmaceutical waste for the hospital were 12.4 (3.90) g/patient/d and 24.6 (7.48) g/bed/d. The respective unit production rates were: (1) for vial waste 6.4 (1.6) g/patient/d and 13 (2.6) g/bed/d, (2) for syringe waste 1.4 (0.4) g/patient/d and 2.8 (0.8) g/bed/d and (3) for IV waste 4.6 (3.0) g/patient/d and 9.2 (5.9) g/bed/d. Total chemical waste was classified in four categories, chemical reagents comprising 18.2%, solvents with 52.3%, dyes and tracers with 18.2% and solid waste with 11.4% w/w of the total. The total production of chemical waste comprised 1.8% w/w of the total hazardous medical waste produced by the hospital. Thus, the sum of pharmaceutical and chemical waste was 5.7% w/w of the total hazardous medical waste produced by the hospital. The unit production rates for total chemical waste for the hospital were 5.8 (2.2) g/patient/d and 1.1 (0.4) g/exam/d. The respective unit production rates were: (1) for reagents 1.7 (2.4) g/patient/d and 0.3 (0.4) g/examination/d, (2) for solvents 248 (127) g/patient/d and 192 (101) g/examination/d, (3) for dyes and tracers 4.7 (1.4) g/patient/d and 2.5 (0.9) g/examination/d and (4) for solid waste 54 (28) g/patient/d and 42 (22) g/examination/d.

  15. Current status of the radioactive waste management programme in Spain

    Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as 'master plan' of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose -built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Inter-ministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA's R and D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose Cabrera NPP. (authors)

    Highlights: A two-step (strategic and detailed optimal planning) methodology is used for solving complex MSW management problems. A software package is outlined, which can be used for generating detailed optimal plans. Sensitivity analysis compares alternative scenarios that address objections and/or wishes of local communities. A case study shows the application of the above procedure in practice and demonstrates the results and benefits obtained. - Abstract: The paper describes a software system capable of formulating alternative optimal Municipal Solid Wastes (MSWs) management plans, each of which meets a set of constraints that may reflect selected objections and/or wishes of local communities. The objective function to be minimized in each plan is the sum of the annualized capital investment and annual operating cost of all transportation, treatment and final disposal operations involved, taking into consideration the possible income from the sale of products and any other financial incentives or disincentives that may exist. For each plan formulated, the system generates several reports that define the plan, analyze its cost elements and yield an indicative profile of selected types of installations, as well as data files that facilitate the geographic representation of the optimal solution in maps through the use of GIS. A number of these reports compare the technical and economic data from all scenarios considered at the study area, municipality and installation level constituting in effect sensitivity analysis. The generation of alternative plans offers local authorities the opportunity of choice and the results of the sensitivity analysis allow them to choose wisely and with consensus. The paper presents also an application of this software system in the capital Region of Attica in Greece, for the purpose of developing an optimal waste transportation system in line with its approved waste management plan. The formulated plan was able to: (a) serve 113 Municipalities and Communities that generate nearly 2 million t/y of comingled MSW with distinctly different waste collection patterns, (b) take into consideration several existing waste transfer stations (WTS) and optimize their use within the overall plan, (c) select the most appropriate sites among the potentially suitable (new and in use) ones, (d) generate the optimal profile of each WTS proposed, and (e) perform sensitivity analysis so as to define the impact of selected sets of constraints (limitations in the availability of sites and in the capacity of their installations) on the design and cost of the ensuing optimal waste transfer system. The results show that optimal planning offers significant economic savings to municipalities, while reducing at the same time the present levels of traffic, fuel consumptions and air emissions in the congested Athens basin.

  4. Integrated assessment of a new Waste-to-Energy facility in Central Greece in the context of regional perspectives

    The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.

    Nine commercial nuclear power plants have been permanently shut down in France to date, of which the Chooz A plant underwent an extensive decommissioning and dismantling program. Chooz Nuclear Power Station is located in the municipality of Chooz, Ardennes region, in the northeast part of France. Chooz B1 and B2 are 1,500 megawatt electric (MWe) pressurized water reactors (PWRs) currently in operation. Chooz A, a 305 MWe PWR implanted in two caves within a hill, began operations in 1967 and closed in 1991, and will now become the first PWR in France to be fully dismantled. EDF CIDEN (Engineering Center for Dismantling and Environment) has awarded Westinghouse a contract for the dismantling of its Chooz A reactor vessel (RV). The project began in January 2010. Westinghouse is leading the project in a consortium with Nuvia France. The project scope includes overall project management, conditioning of the reactor vessel (RV) head, RV and RV internals segmentation, reactor nozzle cutting for lifting the RV out of the pit and seal it afterwards, dismantling of the RV thermal insulation, ALARA (As Low As Reasonably Achievable) forecast to ensure acceptable doses for the personnel, complementary vacuum cleaner to catch the chips during the segmentation work, needs and facilities, waste characterization and packaging, civil work modifications, licensing documentation. The RV and RV internals will be segmented based on the mechanical cutting technology that Westinghouse applied successfully for more than 13 years. The segmentation activities cover the cutting and packaging plan, tooling design and qualification, personnel training and site implementation. Since Chooz A is located inside two caves, the project will involve waste transportation from the reactor cave through long galleries to the waste buffer area. The project will end after the entire dismantling work is completed, and the waste storage is outside the caves and ready to be shipped either to the ANDRA (French National Radioactive Waste Management Agency) waste disposal facilities - (for low-level waste [LLW] and very low-level waste [VLLW], which are considered short lived) - or to the EDF Interim Storage Facility planned to be built on another site - (for low- and intermediate-level waste [LILW], which is considered long lived). The project has started with a detailed conceptual study that determines the step-by-step approach for dismantling the reactor and eventually supplying the packed containers ready for final disposal. All technical reports must be verified and approved by EDF and the French Nuclear Safety Authority before receiving the authorization to start the site work. The detailed conceptual study has been completed to date and equipment design and manufacturing is ongoing. This paper will present the conceptual design of the reactor internals segmentation and packaging process that will be implemented at Chooz A, including the planning, methodology, equipment, waste management, and packaging strategy.     The study evaluates the potential effect of climate change on maize production in Spain, combining climate models, a crop productivity model, a decision support system and a yield-response model. The study was carried out for two agricultural regions that include the largest areas of Spain where maize is grown as a high input crop. The paper combines the output from a crop model with different techniques of analysis. The scenarios used in this study were generated from the output of two General Circulation Models (GCMs): the Goddard Institute for Space Studies model (GISS) and the Canadian Climate Change Model (CCCM). The study also includes a preliminary evaluation of the potential changes in monetary returns taking into account the possible variability of grain yields and prices, using mean-Gini stochastic dominance (MGSD). A yield response model was estimated using simulated data from the crop model. Weather variables are included. Typically, temperature and precipitation are the only weather variables included in these models. However, solar radiation is another important climate factor for plant growth and development and were included in the yield response model.

  2. Lessons learned from the Siting Process of an Interim Storage Facility in Spain - 12024

    On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision. Only in November 30, 2011, the new government elected on 20 November 2011 officially selected a non-nuclear municipality, Villar de Canas, for hosting this facility. This paper focuses on analysing the factors facilitating and hindering the siting of controversial facilities, in particular the interim storage facility in Spain. It demonstrates that involving all stakeholders in the decision-making process should not be underestimated. In the case of Spain, all regional governments where there were candidate municipalities willing to host the centralised interim storage facility, publicly opposed to the siting of the facility.     We present an analysis of the detectability of faint tidal features in galaxies from the wide-field component of the Canada-France-Hawaii Telescope Legacy Survey. Our sample consists of 1781 luminous (M{sub r{sup '}}<-19.3 mag) galaxies in the magnitude range 15.5 mag < r' < 17 mag and in the redshift range 0.04 < z < 0.2. Although we have classified tidal features according to their morphology (e.g., streams, shells, and tails), we do not attempt to interpret them in terms of their physical origin (e.g., major versus minor merger debris). Instead, we provide a catalog that is intended to provide raw material for future investigations which will probe the nature of low surface brightness substructure around galaxies. We find that around 12% of the galaxies in our sample show clear tidal features at the highest confidence level. This fraction rises to about 18% if we include systems with convincing, albeit weaker tidal features, and to 26% if we include systems with more marginal features that may or may not be tidal in origin. These proportions are a strong function of rest-frame color and of stellar mass. Linear features, shells, and fans are much more likely to occur in massive galaxies with stellar masses >10{sup 10.5} M {sub Sun }, and red galaxies are twice as likely to show tidal features than are blue galaxies.

  8. Fractionation of heavy metals in sludge from anaerobic wastewater stabilization ponds in southern Spain

    The analysis of heavy metals is a very important task to assess the potential environmental and health risk associated with the sludge coming from wastewater treatment plants (WWTPs). However, it is necessary to apply sequential extraction techniques to obtain suitable information about their bioavailability or toxicity. In this paper, a sequential extraction scheme according to the Standard, Measurements and Testing Programme of the European Commission was applied to sludge samples collected from ten anaerobic wastewater stabilization ponds (WSPs) located in southern Spain. Al, Cd, Co, Cr, Cu, Fe, Hg, Mn, Mo, Ni, Pb, Ti and Zn were determined in the sludge extracts by inductively coupled plasma atomic emission spectrometry. In relation to current international legislation for the use of sludge for agricultural purposes, none of the metal concentrations exceeded maximum permitted levels. Overall, heavy metals were mainly associated with the two less-available fractions (34% oxidizable metal and 55% residual metal). Only Mn and Zn showed the highest share of the available (exchangeable and reducible) fractions (25-48%)

    This document describes the personal nuclear accident dosimeter (PNAD) used by Sandia National Laboratories (SNL) and presents PNAD dosimetry results obtained during the Nuclear Accident Dosimeter Intercomparison Study held 20-23 September, 2010, at CEA Valduc, France. SNL PNADs were exposed in two separate irradiations from the CALIBAN reactor. Biases for reported neutron doses ranged from -15% to +0.4% with an average bias of -7.7%. PNADs were also exposed on the back side of phantoms to assess orientation effects.

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation. We analyze the variables selected for defining territorial carrying capacity. The quality of the studies is acceptable (methodology, variable weighting, mapping). There is heterogeneity in the methods for territorial carrying capacity valuation.

    Since in 1984 the national reprocessing concept was abandoned the reprocessing abroad was the only existing disposal route until 1994. With the amendment of the Atomic Energy Act in 2001 spent fuel management changed completely since from 1 June 2005 any delivery of spent fuel to reprocessing plants was prohibited and the direct disposal of spent fuel became mandatory. Until 2005 the total amount of spent fuel to be reprocessed abroad added up to 6080 t HM, 5309 t HM thereof in France. The waste generated from reprocessing - alternatively an equivalent amount of radioactive material - has to be returned to the country of origin according to the commercial contracts signed between the German utilities and COGEMA, now AREVA NC, in France and BNFL, now INS in UK. In addition the German and the French government exchanged notes with the obligation of both sides to enable and support the return of reprocessing residues or equivalents to Germany. The return of high active vitrified waste from La Hague to the interim storage facility at Gorleben was demanding from the technical view i. e. the cask design and the transport. Unfortunately the Gorleben area served as a target for nuclear opponents from the first transport in 1996 to the latest one in 2011. The protection against sabotage of the railway lines and mass protests needed highly improved security measures. In France and Germany special working forces and projects have been set up to cope with this extraordinary situation. A complex transport organization was established to involve all parties in line with the German and French requirements during transport. The last transport of vitrified residues from France has been completed successfully so far thus confirming the efficiency of the applied measures. Over 15 years there was and still is worldwide no comparable situation it is still unique. Summing up, the exceptional project handling challenge that resulted from the continuous anti-nuclear civil disobedience in Germany over the whole 15-year long project running time could be faced efficiently. It has to be concluded that despite of all problems the anti-nuclear activities have caused so far, all transports of vitrified HLW have always been completed successfully by adapting the commonly established safety, security and public acceptance measures to the special conditions and needs in Germany and coordinating the activities of all parties involved but at the expense of high costs for industry and government and a challenging operational complexity. Apart from an anticipatory project planning a good communication between all involved industrial parties and the French and the German government was the key to the effective management of such shipments and to minimize the radiological, economic, environmental, public and political impact. The future will show how efficiently the gained experience can be used for further return projects which are to be realized since no reprocessed waste has yet been returned from UK and neither the medium-level nor the low-level radioactive waste has been transferred from France to Germany.   12. Cadmium exposure and neuropsychological development in school children in southwestern Spain

    This study assessed the association between cadmium exposure and neuropsychological development in children from a region with high industrial and mining activities in southwestern Spain. We conducted a cross-sectional study with 261 children aged 6–9 years between January and March 2012. Cadmium exposure was measured in urine and hair of children, and neuropsychological development was assessed with the Wechsler Intelligence Scale for Children-Fourth Edition (WISC-IV) and with three computerized tests from the Behavioral Assessment and Research System (BARS): Reaction Time Test (RTT), Continuous Performance Test (CPT) and Selective Attention Test (SAT). Multivariate linear regression models, adjusted for potential confounders, were used to estimate the association between neuropsychological development and cadmium exposure measured in urine and hair samples. Geometric means of urine and hair cadmium levels were 0.75 μg/g creatinine and 0.01 μg/g, respectively. We observed that doubling of levels of cadmium in urine was associated with a reduction of two points (95% CI: −3.8 to −0.4) in the Full-Scale intelligence quotient (IQ) in boys. By domains, association was statistically significant for Verbal Comprehension (β=−2.0; p=0.04) and close to the significance level for Perceptual Reasoning (β=−1.8; p=0.06). Among girls, only Verbal Comprehension showed suggestive associations with cadmium exposure (β=−1.7; p=0.06). Cadmium exposure is associated with cognitive delays in boys in our region. Our results provide additional evidence of the neurotoxic effect of low-level postnatal cadmium exposure among children, and support the hypothesis of differences between sexes in the neurotoxic effect of metals on children. - Highlights: • This study associates Cd exposure and neuropsychological development in children. • Cd exposure was associated with cognitive delay in boys, but not in girls. • Intellectual quotient of boys decreased two points for a doubling of urine Cd levels. • Verbal Comprehension and Perceptual Reasoning were the most affected domains in boys. • Results support the sex-related differences in the neurotoxicity of metals in children.

    This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

    We investigate the radial number density profile and the abundance distribution of faint satellites around central galaxies in the low-redshift universe using the Canada-France-Hawaii Telescope (CFHT) Legacy Survey. We consider three samples of central galaxies with magnitudes of M {sub r} = -21, -22, and -23 selected from the Sloan Digital Sky Survey group catalog of Yang et al. The satellite distribution around these central galaxies is obtained by cross-correlating these galaxies with the photometric catalog of the CFHT Legacy Survey. The projected radial number density of the satellites obeys a power-law form with the best-fit logarithmic slope of -1.05, independent of both the central galaxy luminosity and the satellite luminosity. The projected cross-correlation function between central and satellite galaxies exhibits a non-monotonic trend with satellite luminosity. It is most pronounced for central galaxies with M {sub r} = -21, where the decreasing trend of clustering amplitude with satellite luminosity is reversed when satellites are fainter than central galaxies by more than 2 mag. A comparison with the satellite luminosity functions in the Milky Way (MW) and M31 shows that the MW/M31 system has about twice as many satellites as around a typical central galaxy of similar luminosity. The implications for theoretical models are briefly discussed.

    The quantification at regional level of the amount of energy (for thermal uses and for electricity) that can be generated by using solar systems in buildings is hindered by the availability of data for roof area estimation. In this note, we build on an existing geo-referenced method for determining available roof area for solar facilities in Spain to produce a quantitative picture of the likely limits of roof-top solar energy. The installation of solar hot water systems (SHWS) and photovoltaic systems (PV) is considered. After satisfying up to 70% (if possible) of the service hot water demand in every municipality, PV systems are installed in the remaining roof area. Results show that, applying this performance-based criterion, SHWS would contribute up to 1662 ktoe/y of primary energy (or 68.5% of the total thermal-energy demand for service hot water), while PV systems would provide 10 T W h/y of electricity (or 4.0% of the total electricity demand).   10. Statistical and systematic errors in the measurement of weak-lensing Minkowski functionals: Application to the Canada-France-Hawaii Lensing Survey

    The measurement of cosmic shear using weak gravitational lensing is a challenging task that involves a number of complicated procedures. We study in detail the systematic errors in the measurement of weak-lensing Minkowski Functionals (MFs). Specifically, we focus on systematics associated with galaxy shape measurements, photometric redshift errors, and shear calibration correction. We first generate mock weak-lensing catalogs that directly incorporate the actual observational characteristics of the Canada-France-Hawaii Lensing Survey (CFHTLenS). We then perform a Fisher analysis using the large set of mock catalogs for various cosmological models. We find that the statistical error associated with the observational effects degrades the cosmological parameter constraints by a factor of a few. The Subaru Hyper Suprime-Cam (HSC) survey with a sky coverage of ?1400 deg{sup 2} will constrain the dark energy equation of the state parameter with an error of ?w {sub 0} ? 0.25 by the lensing MFs alone, but biases induced by the systematics can be comparable to the 1? error. We conclude that the lensing MFs are powerful statistics beyond the two-point statistics only if well-calibrated measurement of both the redshifts and the shapes of source galaxies is performed. Finally, we analyze the CFHTLenS data to explore the ability of the MFs to break degeneracies between a few cosmological parameters. Using a combined analysis of the MFs and the shear correlation function, we derive the matter density ?{sub m0}=0.256{sub 0.046}{sup 0.054}.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    Recent program requirements of the US Department of Energy/NNSA have led to a need for a criticality accident alarm system to be installed at a newly activated facility. The Criticality Safety Group of the Lawrence Livermore National Laboratory (LLNL) was able to recover and store for possible future use approximately 200 neutron criticality detectors and 20 master alarm panels from the former Rocky Flats Plant in Golden, Colorado when the plant was closed. The Criticality Safety Group participated in a facility analysis and evaluation, the engineering design and review process, as well as the refurbishment, testing, and recalibration of the Rocky Flats criticality alarm system equipment to be used in the new facility. In order to demonstrate the functionality and survivability of the neutron detectors to the effects of an actual criticality accident, neutron detector testing was performed at the French CEA Valduc SILENE reactor from October 7 to October 19, 2010. The neutron detectors were exposed to three criticality events or pulses generated by the SILENE reactor. The first excursion was performed with a bare or unshielded reactor, and the second excursion was made with a lead shielded/reflected reactor, and the third excursion with a polyethylene reflected core. These tests of the Rocky Flats neutron detectors were performed as a part of the 2010 Criticality Accident Alarm System Benchmark Measurements at the SILENE Reactor. The principal investigators for this series of experiments were Thomas M. Miller and John C. Wagner of the Oak Ridge National Laboratory, with Nicolas Authier and Nathalie Baclet of CEA Valduc. Several other organizations were also represented, including the Y-12 National Security Complex, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, CEA Saclay, and Babcock International Group.

    This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

    We conducted a forensic investigation with the aim of decoupling the contribution of geogenic and anthropogenic Cr(VI) sources in the wider area of Thiva. Groundwater and topsoil samples were collected from two Cr(VI) groundwater plumes of 160 μg/L and 75 μg/L. A series of evidence support the view that the origin of Cr(VI) detected in groundwater is mainly geogenic. These are: (a) the presence of Cr in topsoil of the wider area, (b) the moderate Cr(VI) groundwater concentrations, (c) the high Ni levels within the Cr(VI) plumes, (d) the predominance of Mn(IV), which is a prerequisite for Cr(III) oxidation to Cr(VI), and (e) the absence of co-contaminants. This study also revealed that, although both Cr(VI) plumes are clearly of geogenic origin, the plume with the elevated Cr(VI) values, in the north of Thiva town, exhibits also an anthropogenic component, which can potentially be attributed to the alkaline environment associated with the old uncontrolled landfill of Thiva and the industrial cluster located in this area.

    This presentation takes a look at the efforts to harness automated vehicle technology for public transport. The European CityMobil2 is the leading demonstration project in which automated shuttles were, or are planned to be, demonstrated in several cities and regions. The presentation provides a brief overview of the demonstrations at Oristano, Italy (July 2014), LaRochelle, France (Dec 2014), Lausanne, Switzerland (Apr 2015), Vantaa, Finland (July 2015), and Trikala, Greece (Sept 2015). In addition to technology exposition, the objectives included generating a legal framework for operation in each location and gaging the reaction of the public to unmanned shuttles, both of which were successfully achieved. Several such demonstrations are planned throughout the world, including efforts in North America in conjunction with the GoMentum Station in California. These early demonstration with low-speed automated shuttles provide a glimpse of the possible with a fully automated fleet of driverless vehicle providing a public transit service.

    The generation mix of EDF comprises 17,000 MW of fossil-fired units, the ages of which go from 10 to 32 years. Extensive studies have been launched in 1994, inside the Company, to determine: (1) prospects of needs of the grid (domestic/exports); (2) prospects of possible competition in generation field; (3) environmental aspects and possible evolution; (4) adaptation of management of men and organizations; and (5) management of condition of equipment through maintenance policy. This paper focuses on the last item, spotted on pressure vessels and piping. The question is: How to conserve the ``patrimony`` for very long term, with lowest costs to keep it competitive in its very specific role? Several items are examined: (1) the background, the different programs of retrofitting, refurbishment and life extension; (2) conservation during outages, and mothballing procedures and experience; (3) design review, actual design life expectancy; (4) analysis of aging mechanisms through experience feedback; (5) determination of critical components, analysis of their condition, periodical updating; (6) maintenance adaptation, extensive condition-monitored maintenance approach: use of existing probes and data, development of new devices and skills; (7) policy of progressive replacement of worn-out and potentially dangerous components; examples concerning generic problems; (8) management of requirements of pressure vessels regulations; (9) adaptation of spare parts policy; and (10) research and development needed by life management.

    The Atalante complex operated by the French Alternative Energies and Atomic Energy Commission (CEA) at the Rhone Valley Research Center consolidates research programs on actinide chemistry, especially separation chemistry, processing for recycling spent fuel, and fabrication of actinide targets for innovative concepts in future nuclear systems. The design of future systems (Generation IV reactors, material recycling) will increase the uranium and plutonium flows in the facility, making it important to anticipate the stepped-up activity and provide Atalante with equipment dedicated to processing these solutions to obtain a mixed uranium-plutonium oxide that will be stored pending reuse. Ongoing studies for integral recycling of the actinides have highlighted the need for reserving equipment to produce actinides mixed oxide powder and also minor actinides bearing oxide for R and D purpose. To meet this double objective a new shielded line should be built in the facility and should be operational 6 years after go decision. The main functions of the new unit would be to receive, concentrate and store solutions, purify them, ensure group conversion of actinides and conversion of excess uranium.     Experiments described in this paper were undertaken to explore the use of concentrated solar radiation for the flash pyrolysis of biomass. Biomass materials (powdered, microcrystalline cellulose and ground corn cob material) have been successfully gasified in a windowed chemical reactor operating at the focus of the Odeillo 1 MW/sub th/ solar furnace. The quartz window survived radiant flux levels in excess of 1000 W/cm/sup 2/; however impurities carried by the steam flow into the reactor ultimately clouded the window. Pyrolytic char yields of the Odeillo experimetns were quite low: ranging between one and four percent. Gas yields were also relatively low, but condensible yields were high. These results reflect the important role played by the gas phase chemistry (largely unaffected by the high solar flux) in the production of permanent gases from biomass. A consideration of the characteristic times for chemical kinetic and heat transfer phenomenon within a rapidly pyrolyzing particle indicate that heat transfer (not chemical kinetics) is the rate limiting step. However, the thermochemical and optical properties of biomass materials are poorly understood and much more experimental work must be completed before definitive conclusions in this important area can be made. Because the use of concentrated solar radiation for direct gasification of biomass materials results in the formation of little or no char without reliance on the water gas or Boudourad reactions, solar flash pyrolysis of biomass holds unusual promise for the economical production of liquid and gaseous fuels from renewable resources.

    We synthesize strong ground motion at three sites from a M=7.2 earthquake along the MW-trending Gulf of Cornith seismic zone. We model rupture along an 80 segment of the zone. The entire length of the fault, if activated at one time, can lead to an event comparable to that of the 1995 Kobe earthquake. With the improved digital data now routinely available, it becomes possible to use recordings of small earthquakes as empirical Green`s functions to synthesize potential ground motion for future large earthquakes. We developed a suite of 100 rupture scenarios for the earthquake and computed the commensurate strong ground motion time histories. We synthesized strong ground motion with physics-based solutions of earthquake rupture and applied physical bounds on rupture parameters. The synthesized ground motions obtained are source and site specific. By having a suite of rupture scenarios of hazardous earthquakes for a fixed magnitude and identifying the hazard to a site from the statistical distribution of engineering parameters, we have introduced a probabilistic component to the deterministic hazard calculation. The time histories suggested for engineering design are the ones that most closely match either the average or one standard deviation absolute accelerations response values.

    This volume represents the culmination of a five-year research effort examining the incentives used to stimulate energy production in four countries, and the incentives used to stimulate energy consumption in one country. Following the theoretical approach developed for studying US energy incentives, the researchers in each country classified incentives into the following six categories: (1) Taxation, including exemption from or reduction of existing taxes; (2) Disbursements, in which the national government distributes money without requiring anything in return; (3) Requirements, including demands made by the government, backed by civil or criminal sanctions; (4) Traditional Services, including those almost always provided exclusively by a governmental entity; (5) Nontraditional Services, including those sometimes performed by non-governmental entities, as well as governmental entities (e.g., research and development); and (6) Market Activities, including government involvement in the market under conditions similar to those faced by non-governmental producers or consumers.     The Forschungszentrum Juelich GmbH (FZJ), together with the Aachen University Rheinisch-Westfaelische Technische Hochschule (RWTH) and the French Alternative Energies and Atomic Energy Commission (CEA Cadarache) are involved in a cooperation aiming at characterizing toxic and reactive elements in radioactive waste packages by means of Prompt Gamma Neutron Activation Analysis (PGNAA). The French and German waste management agencies have indeed defined acceptability limits concerning these elements in view of their projected geological repositories. A first measurement campaign was performed in the new Prompt Gamma Neutron Activation Analysis (PGNAA) facility called MEDINA, at FZJ, to assess the capture gamma-ray signatures of some elements of interest in large samples up to waste drums with a volume of 200 liter. MEDINA is the acronym for Multi Element Detection based on Instrumental Neutron Activation. This paper presents MCNP calculations of the MEDINA facility and quantitative comparison between measurement and simulation. Passive gamma-ray spectra acquired with a high purity germanium detector and calibration sources are used to qualify the numerical model of the crystal. Active PGNAA spectra of a sodium chloride sample measured with MEDINA then allow for qualifying the global numerical model of the measurement cell. Chlorine indeed constitutes a usual reference with reliable capture gamma-ray production data. The goal is to characterize the entire simulation protocol (geometrical model, nuclear data, and postprocessing tools) which will be used for current measurement interpretation, extrapolation of the performances to other types of waste packages or other applications, as well as for the study of future PGNAA facilities.

    CDIAC provides data management support for the Global Volunteer Observing Ship (VOS) Program. The VOS project is coordinated by the UNESCO International Ocean Carbon Coordination Project (IOCCP). The international groups from 14 countries have been outfitting research ships and commercial vessels with automated CO2 sampling equipment to analyze the carbon exchange between the ocean and atmosphere.   18. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

  19. Comparison of MACCS users calculations for the international comparison exercise on probabilistic accident consequence assessment code, October 1989--June 1993

    Over the past several years, the OECD/NEA and CEC sponsored an international program intercomparing a group of six probabilistic consequence assessment (PCA) codes designed to simulate health and economic consequences of radioactive releases into atmosphere of radioactive materials following severe accidents at nuclear power plants (NPPs): ARANO (Finland), CONDOR (UK), COSYMA (CEC), LENA (Sweden), MACCS (USA), and OSCAAR (Japan). In parallel with this effort, two separate groups performed similar calculations using the MACCS and COSYMA codes. Results produced in the MACCS Users Group (Greece, Italy, Spain, and USA) calculations and their comparison are contained in the present report. Version 1.5.11.1 of the MACCS code was used for the calculations. Good agreement between the results produced in the four participating calculations has been reached, with the exception of the results related to the ingestion pathway dose predictions. The main reason for the scatter in those particular results is attributed to the lack of a straightforward implementation of the specifications for agricultural production and counter-measures criteria provided for the exercise. A significantly smaller scatter in predictions of other consequences was successfully explained by differences in meteorological files and weather sampling, grids, rain distance intervals, dispersion model options, and population distributions.

    Most Strategic Environmental Assessment (SEA) research has been concerned with SEA as a procedure, and there have been relatively few developments and tests of analytical methodologies. The first stage of the SEA is the 'screening', which is the process whereby a decision is taken on whether or not SEA is required for a particular programme or plan. The effectiveness of screening and SEA procedures will depend on how well the assessment fits into the planning from the early stages of the decision-making process. However, it is difficult to prepare the environmental screening for an infrastructure plan involving a whole country. To be useful, such methodologies must be fast and simple. We have developed two screening tools which would make it possible to estimate promptly the overall impact an infrastructure plan might have on biodiversity and global warming for a whole country, in order to generate planning alternatives, and to determine whether or not SEA is required for a particular infrastructure plan.

    The rationale behind the ITUR project is to perform a comparison between different kinds of H{sup -} ion sources using the same beam diagnostics setup. In particular, a direct comparison will be made in terms of the emittance characteristics of Penning Type sources such as those currently in use in the injector for the ISIS (UK) Pulsed Neutron Source and those of volumetric type such as that driving the injector for the ORNL Spallation Neutron Source (TN, U.S.A.). The endeavour here pursued is thus to build an Ion Source Test Stand where virtually any type of source can be tested and its features measured and, thus compared to the results of other sources under the same gauge. It would be possible then to establish a common ground for effectively comparing different ion sources. The long term objectives are thus to contribute towards building compact sources of minimum emittance, maximum performance, high reliability-availability, high percentage of desired particle production, stability and high brightness. The project consortium is lead by Tekniker-IK4 research centre and partners are companies Elytt Energy and Jema Group. The technical viability is guaranteed by the collaboration between the project consortium and several scientific institutions, such the CSIC (Spain), the University of the Basque Country (Spain), ISIS (STFC-UK), SNS (ORNL-USA) and CEA in Saclay (France)

Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests.     In situ fracture mechanical deformation and fluid flowinteractions are investigated through a series of hydraulic pulseinjection tests, using specialized borehole equipment that cansimultaneously measure fluid pressure and fracture displacements. Thetests were conducted in two horizontal boreholes spaced one meter apartvertically and intersecting a near-vertical highly permeable faultlocated within a shallow fractured carbonate rock. The field data wereevaluated by conducting a series of coupled hydromechanical numericalanalyses, using both distinct-element and finite-element modelingtechniques and both two- and three-dimensional model representations thatcan incorporate various complexities in fracture network geometry. Oneunique feature of these pulse injection experiments is that the entiretest cycle, both the initial pressure increase and subsequent pressurefall-off, is carefully monitored and used for the evaluation of the insitu hydromechanical behavior. Field test data are evaluated by plottingfracture normal displacement as a function of fluid pressure, measured atthe same borehole. The resulting normal displacement-versus-pressurecurves show a characteristic loop, in which the paths for loading(pressure increase) and unloading (pressure decrease) are different. Bymatching this characteristic loop behavior, the fracture normal stiffnessand an equivalent stiffness (Young's modulus) of the surrounding rockmass can be back-calculated. Evaluation of the field tests by couplednumerical hydromechanical modeling shows that initial fracture hydraulicaperture and normal stiffness vary by a factor of 2 to 3 for the twomonitoring points within the same fracture plane. Moreover, the analysesshow that hydraulic aperture and the normal stiffness of the pulse-testedfracture, the stiffness of surrounding rock matrix, and the propertiesand geometry of the surrounding fracture network significantly affectcoupled hydromechanical responses during the pulse injection test. Morespecifically, the pressure-increase path of the normaldisplacement-versus-pressure curve is highly dependent on thehydromechanical parameters of the tested fracture and the stiffness ofthe matrix near the injection point, whereas the pressure-decrease pathis highly influenced by mechanical processes within a larger portion ofthe surrounding fractured rock.

    The European Commission's plans to create a single market within the European Community (EC) - supported by most of Europe's chemical industry - still appear far from being realized. When the commission agreed on draft directives to pen up europe's gas and eletricity networks to greater competition, they were scheduled to be implemented on January 1, 1993. However, following intense lobbying by energy suppliers throughout the EC, the European Energy Council, meeting on November 30, 1992, asked the commission to modify its plans. The UK government, during its EC presidency in second-half 1992, campaigned hard to ensure that progress was made toward energy liberalization but met strong opposition from other EC members, including France, the Netherlands, Italy, and Spain. The main bone of contention is third-party access (TPA), which would allow larger energy users to buy their electricity and gas from suppliers anywhere in the EC, seen by consumers as the key element in the commission proposals. The Energy Council, at its November meeting, made particular note of the reservations that had been expressed about the proposed TPA mechanisms.

    This report summarizes the results of a survey of foreign experience in dry storage of spent fuel from nuclear power reactors that was carried out for the US Department of Energy`s (DOE) Office of Civilian Radioactive Waste Management (OCRWM). The report reviews the mechanisms for degradation of spent fuel cladding and fuel materials in dry storage, identifies the status and plans of world-wide experience and applications, and documents the available information on the expected long-term integrity of the dry-stored spent fuel from actual foreign experience. Countries covered in this survey are: Argentina, Canada, Federal Republic of Germany (before reunification with the former East Germany), former German Democratic Republic (former East Germany), France, India, Italy, Japan, South Korea, Spain, Switzerland, United Kingdom, and the former USSR (most of these former Republics are now in the Commonwealth of Independent States [CIS]). Industrial dry storage of Magnox fuels started in 1972 in the United Kingdom; Canada began industrial dry storage of CANDU fuels in 1980. The technology for safe storage is generally considered to be developed for time periods of 30 to 100 years for LWR fuel in inert gas and for some fuels in oxidizing gases at low temperatures. Because it will probably be decades before countries will have a repository for spent fuels and high-level wastes, the plans for expanded use of dry storage have increased significantly in recent years and are expected to continue to increase in the near future.

    This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

    The exhaustion of fuel-energy resources became an evident problem of the European continent in the 1960s. Careful utilization of their own reserves of coal, oil, and gas (Germany, France, Spain) and assigned shares of imports of these resources make up the strategy of economic development of the European countries. The expansion of oil shale utilization is the most topical problem. The experience of mining oil shale deposits in Estonia and Russia, in terms of the practice and the economic results, is reviewed in this article. The room-and-pillar method of underground mining and the open-cut technology of clearing the ground ensure the fertility of a soil. The economics of underground and open pit oil shale mines is analyzed in terms of natural, organizational, and technical factors. These analyses are used in the planning and management of oil shale mining enterprises. The perspectives of the oil shale mining industry of Estonia and the economic expediency of multiproduction are examined. Recommendations and guidelines for future industrial utilization of oil shale are given in the summary.

    The attendance at the Workshop was similar to last year's with 123 registered participants of which 22 represented 8 foreign countries. A record number of technical papers (about 60) were submitted for presentation at the Workshop. The Program Committee, therefore, decided to have several parallel sessions to accommodate most of the papers. This format proved unpopular and will not be repeated. Many of the participants felt that the Workshop lost some of its unique qualities by having parallel sessions. The Workshop has always been held near the middle of December during examination week at Stanford. This timing was reviewed in an open discussion at the Workshop. The Program Committee subsequently decided to move the Workshop to January. The Tenth Workshop will be held on January 22-24, 1985. The theme of the Workshop this year was ''field developments worldwide''. The Program Committee addressed this theme by encouraging participants to submit field development papers, and by inviting several international authorities to give presentations at the Workshop. Field developments in at least twelve countries were reported: China, El Salvador, France, Greece, Iceland, Italy, Japan, Kenya, Mexico, New Zealand, the Philippines, and the United States. There were 58 technical presentations at the Workshop, of which 4 were not made available for publication. Several authors submitted papers not presented at the Workshop. However, these are included in the 60 papers of these Proceedings. The introductory address was given by Ron Toms of the U.S. Department of Energy, and the banquet speaker was A1 Cooper of Chevron Resources Company. An important contribution was made to the Workshop by the chairmen of the technical sessions. Other than Stanford Geothermal Program faculty members, they included: Don White (Field Developments), Bill D'Olier (Hydrothermal Systems), Herman Dykstra (Well Testing), Karsten Pruess (Well Testing), John Counsil (Reservoir Chemistry), Malcolm Mossman (Reservoir Chemistry), Greg Raasch (Production), Manny Nathenson (Injection), Susan Petty (Injection), Subir Sanyal (Simulation), Marty Molloy (Petrothermal), and Allen Moench (Reservoir Physics). The Workshop was organized by the Stanford Geothermal Program faculty, staff and students.     The COMIS workshop (Conjunction of Multizone Infiltration Specialists) was a joint research effort to develop a multizone infiltration mode. This workshop (October 1988--September 1989) was hosted by the Energy Performance of Buildings Group at Lawrence Berkeley Laboratory's Applied Science Division. The task of the workshop was to develop a detailed multizone infiltration program taking crack flow, HVAC-systems, single-sided ventilation and transport mechanism through large openings into account. This work was accomplished not by investigating into numerical description of physical phenomena but by reviewing the literature for the best suitable algorithm. The numerical description of physical phenomena is clearly a task of IEA-Annex XX Air Flow Patterns in Buildings,'' which will be finished in September 1991. Multigas tracer measurements and wind tunnel data will be used to check the model. The agenda integrated all participants' contributions into a single model containing a large library of modules. The user-friendly program is aimed at researchers and building professionals. From its announcement in December 1986, COMIS was well received by the research community. Due to the internationality of the group, several national and international research programmes were co-ordinated with the COMIS workshop. Colleagues for France, Italy, Japan, The Netherlands, People's Republic of China, Spain, Sweden, Switzerland, and the United States of America were working together on the development of the model. Even though this kind of co-operation is well known in other fields of research, e.g., high energy physics; for the field of building physics it is a new approach. This document contains an overview about infiltration modelling as well as the physics and the mathematics behind the COMIS model. 91 refs., 38 figs., 9 tabs.
