    Reserves, characteristics, energetics, chemistry, and technology of Israeli oil shales are described. Oil shale is the only source of energy and the only organic natural resource in Israel. Its reserves of about 12 billion tons will be enough to meet Israel`s requirements for about 80 years. The heating value of the oil shale is 1,150 kcal/kg, oil yield is 6%, and sulfur content of the oil is 5--7%. A method of oil shale processing, providing exhaustive utilization of its energy and chemical potential, developed in the Technion, is described. The principal feature of the method is a two-stage pyrolysis of the oil shale. As a result, gas and aromatic liquids are obtained. The gas may be used for energy production in a high-efficiency power unit, or as a source for chemical synthesis. The liquid products can be an excellent source for production of chemicals.

    This paper investigates the adoption and use of electronic invoices (e-invoices) in Greek organizations. The study attempts to evaluate current practices applied in implementing e-invoicing. A field research has been conducted, which is based on a structured questionnaire. The target sample consisted of 42 Greek enterprises. The main issues of the investigation include the existing invoice processing practices, the barriers that prevent the extended adoption and use of e-invoicing, the observed benefits from e-invoicing implementation, and the strategic drivers for transition to e-invoicing. Currently, the use of e-invoicing in Greece is low. However, the research results testify that the adoption of e-invoicing in Greece is promising. Even though, a number of enterprises state that benefits of e-invoicing are not clear yet, the majority of enterprises agree that there are crucial financial priorities that e-invoicing is expected to support.

    Under the 13th Bilateral Meeting to Combat Nuclear Terrorism conducted on January 89, 2013, the committee approved the development of a cost-effective proposal to conduct a Comparison Study of the Aerial Measuring System (AMS) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) and Israel Atomic Energy Commission (IAEC). The study was to be held at the Remote Sensing Laboratory (RSL), Nellis Air Force Base, Las Vegas, Nevada, with measurements at the Nevada National Security Site (NNSS). The goal of the AMS and the IAEC joint survey was to compare the responses of the two agencies aerial radiation detection systems to varied radioactive surface contamination levels and isotopic composition experienced at the NNSS, and the differing data processing techniques utilized by the respective teams. Considering that for the comparison both teams were using custom designed and built systems, the main focus of the short campaign was to investigate the impact of the detector size and data analysis techniques used by both teams. The AMS system, SPectral Advanced Radiological Computer System, Model A (SPARCS-A), designed and built by RSL, incorporates four different size sodium iodide (NaI) crystals: 1" 1", 2" 4" 4", 2" 4" 16", and an up-looking 2" 4" 4". The Israel AMS System, Air RAM 2000, was designed by the IAEC Nuclear Research Center Negev (NRCN) and built commercially by ROTEM Industries (Israel) and incorporates two 2" diameter 2" long NaI crystals. The operational comparison was conducted at RSL-Nellis in Las Vegas, Nevada, during week of June 2427, 2013. The Israeli system, Air RAM 2000, was shipped to RSL-Nellis and mounted together with the DOE SPARCS on a DOE Bell-412 helicopter for a series of aerial comparison measurements at local test ranges, including the Desert Rock Airport and Area 3 at the NNSS. A 4-person Israeli team from the IAEC NRCN supported the activity together with 11 members of the RSL team, which consisted of pilots, mechanics, scientists, a data analyst, equipment operators, and operation specialists. All planned flight activities followed by scientific discussions on the collected data were completed. For IAEC, the joint survey provided an opportunity to characterize their systems response to extended sources of various fission products at the NNSS. As both systems play an important role in their respective countries (United States and Israel) national framework of radiological emergency response and are subject to multiple mutual cooperation agreements, it was important for each country to obtain more thorough knowledge of how they would employ these important assets and define the roles that they would each play in an actual response.

  6. Lessons learnt from post EIS evaluations of national road schemes in Ireland

    The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland. Black-Right-Pointing-Pointer Thermal exploitation of RDF improves further the environmental performance of the plant. - Abstract: The aim of this paper is the application of Life Cycle Assessment to the operation of the MBT facility of Ano Liossia in the region of Attica in Greece. The region of Attica is home to almost half the population of Greece and the management of its waste is a major issue. In order to explicitly analyze the operation of the MBT plant, five scenarios were generated. Actual operation data of the MBT plant for the year 2008 were provided by the region of Attica and the LCA modeling was performed via the SimaPro 5.1 software while impact assessment was performed utilizing the Eco-indicator'99 method. The results of our analysis indicate that even the current operation of the MBT plant is preferable to landfilling. Among the scenarios of MBT operation, the one with complete utilization of the MBT outputs, i.e. compost, RDF, ferrous and non-ferrous metals, is the one that generates the most environmental gains. Our analysis indicates that the exploitation of RDF via incineration is the key factor towards improving the environmental performance of the MBT plant. Our findings provide a quantitative understanding of the MBT plant. Interpretation of results showed that proper operation of the modern waste management systems can lead to substantial reduction of environmental impacts and savings of resources.

  9. Geostatistical Simulation of Hydrofacies Heterogeneity of the West Thessaly Aquifer Systems in Greece

    Integrating geological properties, such as relative positions and proportions of different hydrofacies, is of highest importance in order to render realistic geological patterns. Sequential indicator simulation (SIS) and Plurigaussian simulation (PS) are alternative methods for conceptual and deterministic modeling for the characterization of hydrofacies distribution. In this work, we studied the spatial differentiation of hydrofacies in the alluvial aquifer system of West Thessaly basin in Greece. For this, we applied both SIS and PS techniques to an extensive set of borehole data from that basin. Histograms of model versus experimental hydrofacies proportions and indicative cross sections were plotted in order to validate the results. The PS technique was shown to be more effective in reproducing the spatial characteristics of the different hydrofacies and their distribution across the study area. In addition, the permeability differentiations reflected in the PS model are in accordance to known heterogeneities of the aquifer capacity.

    Large amounts of solid waste are disposed in landfills and the potential of particulate matter (PM) emissions into the atmosphere is significant. Particulate matter emissions in landfills are the result of resuspension from the disposed waste and other activities such as mechanical recycling and composting, waste unloading and sorting, the process of coating residues and waste transport by trucks. Measurements of ambient levels of inhalable particulate matter (PM{sub 10}) were performed in a landfill site located at Chania (Crete, Greece). Elevated PM{sub 10} concentrations were measured in the landfill site during several landfill operations. It was observed that the meteorological conditions (mainly wind velocity and temperature) influence considerably the PM{sub 10} concentrations. Comparison between the PM{sub 10} concentrations at the landfill and at a PM{sub 10} background site indicates the influence of the landfill activities on local concentrations at the landfill. No correlation was observed between the measurements at the landfill and the background sites. Finally, specific preventing measures are proposed to control the PM concentrations in landfills.

  20. Targeted intervention strategies to optimise diversion of BMW in the Dublin, Ireland region

When BMW is optimally managed, it becomes a resource with value instead of an unwanted by-product requiring disposal. An analysis of survey responses from commercial and residential sectors for the Dublin region in previous research by the authors proved that attitudes towards and behaviour regarding municipal solid waste is spatially variable. This finding indicates that targeted intervention strategies designed for specific geographic areas should lead to improved diversion rates of BMW from landfill, a requirement of the Landfill Directive 1999/31/EC. In the research described in this paper, survey responses and GIS model predictions from previous research were the basis for goal setting, after which logic modelling and behavioural research were employed to develop site-specific waste management intervention strategies. The main strategies devised include (a) roll out of the Brown Bin (Organics) Collection and Community Workshops in Dun Laoghaire Rathdown, (b) initiation of a Community Composting Project in Dublin City (c) implementation of a Waste Promotion and Motivation Scheme in South Dublin (d) development and distribution of a Waste Booklet to promote waste reduction activities in Fingal (e) region wide distribution of a Waste Booklet to the commercial sector and (f) Greening Irish Pubs Initiative. Each of these strategies was devised after interviews with both the residential and commercial sectors to help make optimal waste management the norm for both sectors. Strategy (b), (e) and (f) are detailed in this paper. By integrating a human element into accepted waste management approaches, these strategies will make optimal waste behaviour easier to achieve. Ultimately this will help divert waste from landfill and improve waste management practice as a whole for the region. This method of devising targeted intervention strategies can be adapted for many other regions.

Adopters of pyrolysis systems face the challenge of finding new product markets. - Abstract: For a sustainable municipal sewage sludge management, not only the available technology, but also other parameters, such as policy regulations and socio-economic issues should be taken in account. In this study, the current status of both European and Greek Legislation on waste management, with a special insight in municipal sewage sludge, is presented. A SWOT analysis was further developed for comparison of pyrolysis with incineration and gasification and results are presented. Pyrolysis seems to be the optimal thermochemical treatment option compared to incineration and gasification. Sewage sludge pyrolysis is favorable for energy savings, material recovery and high added materials production, providing a zero waste solution. Black-Right-Pointing-Pointer Unit production rate for total chemical waste was 5.8 {+-} 2.2 g/patient/d. - Abstract: The objective of this work was to determine the composition and production rates of pharmaceutical and chemical waste produced by Xanthi General Hospital in Greece (XGH). This information is important to design and cost management systems for pharmaceutical and chemical waste, for safety and health considerations and for assessing environmental impact. A total of 233 kg pharmaceutical and 110 kg chemical waste was collected, manually separated and weighed over a period of five working weeks. The total production of pharmaceutical waste comprised 3.9% w/w of the total hazardous medical waste produced by the hospital. Total pharmaceutical waste was classified in three categories, vial waste comprising 51.1%, syringe waste with 11.4% and intravenous therapy (IV) waste with 37.5% w/w of the total. Vial pharmaceutical waste only was further classified in six major categories: antibiotics, digestive system drugs, analgesics, hormones, circulatory system drugs and 'other'. Production data below are presented as average (standard deviation in parenthesis). The unit production rates for total pharmaceutical waste for the hospital were 12.4 (3.90) g/patient/d and 24.6 (7.48) g/bed/d. The respective unit production rates were: (1) for vial waste 6.4 (1.6) g/patient/d and 13 (2.6) g/bed/d, (2) for syringe waste 1.4 (0.4) g/patient/d and 2.8 (0.8) g/bed/d and (3) for IV waste 4.6 (3.0) g/patient/d and 9.2 (5.9) g/bed/d. Total chemical waste was classified in four categories, chemical reagents comprising 18.2%, solvents with 52.3%, dyes and tracers with 18.2% and solid waste with 11.4% w/w of the total. The total production of chemical waste comprised 1.8% w/w of the total hazardous medical waste produced by the hospital. Thus, the sum of pharmaceutical and chemical waste was 5.7% w/w of the total hazardous medical waste produced by the hospital. The unit production rates for total chemical waste for the hospital were 5.8 (2.2) g/patient/d and 1.1 (0.4) g/exam/d. The respective unit production rates were: (1) for reagents 1.7 (2.4) g/patient/d and 0.3 (0.4) g/examination/d, (2) for solvents 248 (127) g/patient/d and 192 (101) g/examination/d, (3) for dyes and tracers 4.7 (1.4) g/patient/d and 2.5 (0.9) g/examination/d and (4) for solid waste 54 (28) g/patient/d and 42 (22) g/examination/d.

  4. A methodology for optimal MSW management, with an application in the waste transportation of Attica Region, Greece

    Highlights: A two-step (strategic and detailed optimal planning) methodology is used for solving complex MSW management problems. A software package is outlined, which can be used for generating detailed optimal plans. Sensitivity analysis compares alternative scenarios that address objections and/or wishes of local communities. A case study shows the application of the above procedure in practice and demonstrates the results and benefits obtained. - Abstract: The paper describes a software system capable of formulating alternative optimal Municipal Solid Wastes (MSWs) management plans, each of which meets a set of constraints that may reflect selected objections and/or wishes of local communities. The objective function to be minimized in each plan is the sum of the annualized capital investment and annual operating cost of all transportation, treatment and final disposal operations involved, taking into consideration the possible income from the sale of products and any other financial incentives or disincentives that may exist. For each plan formulated, the system generates several reports that define the plan, analyze its cost elements and yield an indicative profile of selected types of installations, as well as data files that facilitate the geographic representation of the optimal solution in maps through the use of GIS. A number of these reports compare the technical and economic data from all scenarios considered at the study area, municipality and installation level constituting in effect sensitivity analysis. The generation of alternative plans offers local authorities the opportunity of choice and the results of the sensitivity analysis allow them to choose wisely and with consensus. The paper presents also an application of this software system in the capital Region of Attica in Greece, for the purpose of developing an optimal waste transportation system in line with its approved waste management plan. The formulated plan was able to: (a) serve 113 Municipalities and Communities that generate nearly 2 million t/y of comingled MSW with distinctly different waste collection patterns, (b) take into consideration several existing waste transfer stations (WTS) and optimize their use within the overall plan, (c) select the most appropriate sites among the potentially suitable (new and in use) ones, (d) generate the optimal profile of each WTS proposed, and (e) perform sensitivity analysis so as to define the impact of selected sets of constraints (limitations in the availability of sites and in the capacity of their installations) on the design and cost of the ensuing optimal waste transfer system. The results show that optimal planning offers significant economic savings to municipalities, while reducing at the same time the present levels of traffic, fuel consumptions and air emissions in the congested Athens basin.

  5. Integrated assessment of a new Waste-to-Energy facility in Central Greece in the context of regional perspectives

    The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.

    An experts' workshop was convened in Dublin Ireland September 27th 28th 2010 in support of IEA Ocean Energy Systems Implementing Agreement Annex IV. PNNL was responsible for organizing the content of the workshop, overseeing the contractors (Irish Marine Institute) hosting the event, presenting material on Annex IV and materials applicable to the workshop intent. PNNL is also overseeing a contractor (Wave Energy Center/University of Plymouth WEC/UP) in the collection and analysis of the Annex IV data. Fifty-eight experts from 8 countries attended the workshop by invitation, spending two days discussing the needs of Annex IV. Presentations by DOE (background on Annex IV), PNNL (process for developing Annex IV; presentation of the draft database for PNNL project, plans for incorporating Annex IV data), WEC/UP on the environmental effect matrix, and four MHK developers (two from the UK, one from Ireland and one from Sweden; each discussing their own projects and lessons learned for measuring and mitigating environmental effects, as well as interactions with consenting [permitting] processes) helped provide background. The workshop participants worked part of the time in the large group and most of the time in four smaller breakout groups. Participants engaged in the process and provided a wealth of examples of MHK environmental work, particularly in the European nations. They provided practical and actionable advice on the following: Developing the Annex IV database, with specific uses and audiences Strong consensus that we should collect detailed metadata on available data sets, rather than attempting to draw in copious datasets. The participants felt there would then be an opportunity to then ask for specific set of data as needed, with specific uses and ownership of the data specified. This is particularly important as many data collected, particularly in Europe but also in Canada, are proprietary; developers were not comfortable with the idea of handing over all their environmental effects data, but all said they would entertain the request if they specifics were clear. The recommendation was to collect metadata via an online interactive form, taking no more than one hour to complete. Although the idea of cases representing the best practices was recognized as useful, the participants pointed out that there are currently so few MHK projects in the water, that any and all projects were appropriate to highlight as cases. There was also discomfort at the implication that best practices implied lesser practices; this being unhelpful to a new and emerging industry. Workshop participants were asked if they were willing to continue to engage in the Annex IV process; all expressed willingness. The workshop was successful in adequately addressing its objectives and through participation and interaction in the breakout sessions around the various topics. As a result of the workshop, many delegates are now better informed and have a greater understanding of the potential environmental effects of MHK devices on the marine environment. There is now a greater sense of understanding of the issues involved and consensus by those regulators, developers and scientists who attended the workshop. A strong network has also been built over the two days between European and US/Canadian technical experts in wave and tidal energy.

    During the summer of 1984 a health survey was carried out among the population of six rural settlements, three in a polluted and three in a low polluted area. Residents of these settlements between 6 and 65 years of age filled out an ATS-NHLI health questionnaire and performed the following pulmonary function tests (PFT): FVC, FEV/sub 1/, FEV/sub 1//FVC, PEF, FEF/sub 50/, and FEF/sub 75/. A trend of higher prevalence of reported respiratory symptoms and diseases characterizes children growing up in a polluted rural as compared with a low polluted rural area. The relative risks (calculated from logistic models) for children from the polluted area to have sputum with cold is 2.13, cough accompanied by sputum 3.89, and for their siblings to have respiratory diseases 3.02, as compared with 1.00 in the low polluted area. A trend of lower PFT characterizes children from the polluted area, with significantly reduced PEF. The trends for adults in the two areas were similar to those for the children. The relative risks for adults from the polluted area to have sputum is 1.7 and cough accompanied by sputum 2.6, as compared with 1.0 in the low polluted area. PEF is significantly lower among adults from the polluted area, while FEF/sub 50/ and FEF/sub 75/ are lower (not significantly) among adults from the low polluted area.

    This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

  7. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

  8. Prevalence of respiratory symptoms and diseases in schoolchildren living in a polluted and in a low polluted area in Israel

    Second and fifth grade schoolchildren living in two communities with different levels of air pollution were studied. The parents of these children filled out ATS-NHLI health questionnaires. The prevalence of reported respiratory symptoms and pulmonary diseases was found to be significantly higher among children growing up in the polluted community (Ashdod) as compared with the low-pollution area (Hadera). Logistic models fitted for the respiratory conditions which differed significantly between both areas of residence also included background variables that could be responsible for these differences. Relative risk values, which were calculated from the logistic models, were in the range of 1.47 for cough without cold to 2.66 for asthma for children from Ashdod, as compared with 1.00 for children from Hadera.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

    The authors characterized nearly 500 [beta]-thalassemia genes from the Israeli population representing a variety of ethnic subgroups. They found 28 different mutations in the [beta]-globin gene, including three mutations ([beta][sup S], [beta][sup C], and [beta][sup O-Arab]) causing hemoglobinopathies. Marked genetic heterogeneity was observed in both the Arab (20 mutations) and Jewish (17 mutations) populations. On the other hand, two ethnic isolates - Druze and Samaritans - had a single mutation each.     Radon, which is the largest source of natural ionizing radiation, reaches to surface as gas or dissolved form in the ground water. Emanation of radon can has a profile is disposed to increasing or decreasing depending on the effects of meteorological events or crust movements. In this work, the radon concentration in soil gas, which is transported from soil to AlphaGUARD, is continuously measured in Mytilene (Greece). A graph of radon concentration is prepared for comparison with simultaneous earthquake data. As a consequence of comparison, we determined that the radon concentration indicates anomalies before the earthquakes.

    We study the phase transition from quarkgluon plasma to hadrons in the early universe in the context of non-equilibrium thermodynamics. According to the standard model of cosmology, a phase transition associated with chiral symmetry breaking after the electro-weak transition has occurred when the universe was about 110?s old. We focus attention on such a phase transition in the presence of a viscous relativistic cosmological background fluid in the framework of non-detailed balance Ho?avaLifshitz cosmology within an effective model of QCD. We consider a flat FriedmannRobertsonWalker universe filled with a non-causal and a causal bulk viscous cosmological fluid respectively and investigate the effects of the running coupling constants of Ho?avaLifshitz gravity, ?, on the evolution of the physical quantities relevant to a description of the early universe, namely, the temperature T, scale factor a, deceleration parameter q and dimensionless ratio of the bulk viscosity coefficient to entropy density (?)/s . We assume that the bulk viscosity cosmological background fluid obeys the evolution equation of the steady truncated (Eckart) and full version of the IsraelStewart fluid, respectively. -- Highlights: In this paper we have studied quarkhadron phase transition in the early universe in the context of the Ho?avaLifshitz model.   18. Tri-Lateral Noor al Salaam High Concentration Solar Central Receiver Program

    This report documents the efforts conducted primarily under the Noor al Salaam (“Light of Peace”) program under DOE GRANT NUMBER DE-FC36-02GO12030, together with relevant technical results from a closely related technology development effort, the U.S./Israel Science and Technology Foundation (USISTF) High Concentration Solar Central Receiver program. These efforts involved preliminary design, development, and test of selected prototype power production subsystems and documentation of an initial version of the system definition for a high concentration solar hybrid/gas electrical power plant to be built in Zaafarana, Egypt as a first step in planned commercialization. A major part of the planned work was halted in 2007 with an amendment in October 2007 requiring that we complete the technical effort by December 31, 2007 and provide a final report to DOE within the following 90 days. This document summarizes the work conducted. The USISTF program was a 50/50 cost-shared program supported by the Department of Commerce through the U.S./Israel Science and Technology Commission (USISTC). The USISTC was cooperatively developed by President Clinton and the late Prime Minister Rabin of Israel "to encourage technological collaboration" and "support peace in the Middle East through economic development". The program was conducted as a follow-on effort to Israel's Magnet/CONSOLAR Program, which was an advanced development effort to design, fabricate, and test a solar central receiver and secondary optics for a "beam down" central receiver concept. The status of these hardware development programs is reviewed, since they form the basis for the Noor al Salaam program. Descriptions are provided of the integrated system and the major subsystems, including the heliostat, the high temperature air receiver, the power conversion unit, tower and tower reflector, compound parabolic concentrator, and the master control system. One objective of the USISTF program was to conduct marketing research, identify opportunities for use of this technology, and to the extent possible, secure an agreement leading to a pre-commercialization demonstration or prototype plant. This was accomplished with the agreement to conduct the Noor al Salaam program as a tri-lateral project between Egypt, Israel, and the U.S. The tri-lateral project was led by the University of Alabama in Huntsville (UAH); this included the Egyptian New and Renewable Energy Authority and the Israeli USISTC participants. This project, known was Noor al Salaam, was funded by the U.S. Agency for International Development (USAID) through the Department of Energy (DOE). The Egyptian activity was under the auspices of the Egyptian Ministry of Energy and Electricity, New and Renewable Energy Authority (NREA) as part of Egypt's plans for renewable energy development. The objective of the Noor al Salaam project was to develop the conditions necessary to obtain funding and construct and operate an approximately 10 to 20 Megawatt hybrid solar/natural gas demonstration power plant in Zaafarana, Egypt that could serve both as a test bed for advanced solar technology evaluations, and as a forerunner to commercial plant designs. This plant, termed Noor Al Salaam, or “Light of Peace”, reached the initial phase of system definition before being curtailed, in part by changes in USAID objectives, coupled with various delays that were beyond the scope of the program to resolve. The background of the USISTF technology development and pre-commercialization effort is provided in this report, together with documentation of the technology developments conducted under the Noor al Salaam program. It should be noted that only a relatively small part of the Noor al Salaam funding was expended over the approximately five years for which UAH was prime contractor before the program was ordered closed (Reference 1) so that the remaining funds could be returned to USAID.

  20. A stochastic model for the measurement of electricity outage costs

    The measurement of customer outage costs has recently become an important subject of research for electric utilities. This paper uses a stochastic dynamic model as the starting point in developing a market-based method for the evaluation of outage costs. Specifically, the model postulates that once an electricity outage occurs, all production activity stops. Full production is resumed once the electricity outage is over. This process repeats itself indefinitely. The business customer maximizes his expected discounted profits (the expected value of the firm), taking into account his limited ability to respond to repeated random electricity outages. The model is applied to 11 industrial branches in Israel. The estimates exhibit a large variation across branches. 34 refs., 3 tabs.

  2. Harnessing Vehicle Automation for Public Mobility -- An Overview of Ongoing Efforts

    This presentation takes a look at the efforts to harness automated vehicle technology for public transport. The European CityMobil2 is the leading demonstration project in which automated shuttles were, or are planned to be, demonstrated in several cities and regions. The presentation provides a brief overview of the demonstrations at Oristano, Italy (July 2014), LaRochelle, France (Dec 2014), Lausanne, Switzerland (Apr 2015), Vantaa, Finland (July 2015), and Trikala, Greece (Sept 2015). In addition to technology exposition, the objectives included generating a legal framework for operation in each location and gaging the reaction of the public to unmanned shuttles, both of which were successfully achieved. Several such demonstrations are planned throughout the world, including efforts in North America in conjunction with the GoMentum Station in California. These early demonstration with low-speed automated shuttles provide a glimpse of the possible with a fully automated fleet of driverless vehicle providing a public transit service.

    Many countries--reflecting very different geographies, markets, and power systems--are successfully managing high levels of variable renewable energy (RE) on the grid. Australia (South Australia), Denmark, Germany, Ireland, Spain, and the United States (Colorado and Texas), for example, have effectively integrated variable RE utilizing diverse approaches. Analysis of the results from these case studies reveals a wide range of mechanisms that can be used to accommodate high penetrations of variable RE (e.g., from new market designs to centralized planning). Nevertheless, the myriad approaches collectively suggest that governments can best enable variable RE grid integration by implementing best practices in five areas of intervention: lead public engagement, particularly for new transmission; coordinate and integrate planning; develop rules for market evolution that enable system flexibility; expand access to diverse resources and geographic footprint of operations; and improve system operations.

    The importance of developing alternative energy sources to augment supplies of fossil fuels is growing all over the world. Coal, oil shale, tar sands, biomass, solar, geothermal, nuclear, and hydroelectric power have received considerable attention as alternative energy sources. One large energy resource, however, has received little attention until recently. That resource is peat. Although peat is used as an energy source in some countries such as Russia, Ireland, and Finland, it is virtually unexploited in many countries including the United States. This paper provides an understanding of peat: its varieties, abundance, and distribution; its value as an energy alternative; its current and future role as an energy alternative; and the environmental and socioeconomic impacts of large-scale peat utilization.

    Saccharomonospora viridis (Schuurmans et al. 1956) Nonomurea and Ohara 1971 is the type species of the genus Saccharomonospora which belongs to the family Pseudonocardiaceae. S. viridis is of interest because it is a Gram-negative organism classified amongst the usually Gram-positive actinomycetes. Members of the species are frequently found in hot compost and hay, and its spores can cause farmer?s lung disease, bagassosis, and humidifier fever. Strains of the species S. viridis have been found to metabolize the xenobiotic pentachlorophenol (PCP). The strain described in this study has been isolated from peat-bog in Ireland. Here we describe the features of this organism, together with the complete genome sequence, and annotation. This is the first complete genome sequence of the family Pseudonocardiaceae, and the 4,308,349 bp long single replicon genome with its 3906 protein-coding and 64 RNA genes is part of the Genomic Encyclopedia of Bacteria and Archaea project.

    The U.S. Department of Energy's Radiological Threat Reduction (RTR) Program strives to reduce the threat of a Radiological Dispersion Device (RDD) incident that could affect U.S. interests worldwide. Sandia National Laboratories supports the RTR program on many different levels. Sandia works directly with DOE to develop strategies, including the selection of countries to receive support and the identification of radioactive materials to be protected. Sandia also works with DOE in the development of guidelines and in training DOE project managers in physical protection principles. Other support to DOE includes performing rapid assessments and providing guidance for establishing foreign regulatory and knowledge infrastructure. Sandia works directly with foreign governments to establish cooperative agreements necessary to implement the RTR Program efforts to protect radioactive sources. Once necessary agreements are in place, Sandia works with in-country organizations to implement various security related initiatives, such as installing security systems and searching for (and securing) orphaned radioactive sources. The radioactive materials of interest to the RTR program include Cobalt 60, Cesium 137, Strontium 90, Iridium 192, Radium 226, Plutonium 238, Americium 241, Californium 252, and Others. Security systems are implemented using a standardized approach that provides consistency through out the RTR program efforts at Sandia. The approach incorporates a series of major tasks that overlap in order to provide continuity. The major task sequence is to: Establish in-country contacts - integrators, Obtain material characterizations, Perform site assessments and vulnerability assessments, Develop upgrade plans, Procure and install equipment, Conduct acceptance testing and performance testing, Develop procedures, and Conduct training. Other tasks are incorporated as appropriate and commonly include such as support of reconfiguring infrastructure, and developing security plans, etc. This standardized approach is applied to specific country and regional needs. Recent examples (FY 2003-2004) include foreign missions to Lithuania, Russian Federation Navy, Russia - PNPI, Greece (joint mission with IAEA), Tanzania, Iraq, Chile, Ecuador, and Egypt. Some of the ambitions and results of the RTR program may be characterized by the successes in Lithuania, Greece, and Russia.

One of the ways of treating/disposing MSW is energy recovery, as waste is considered to contain a considerable amount of bio-waste and therefore can lead to renewable energy production. The overall efficiency can be very high in the cases of co-generation or tri-generation. In this paper a model is presented, aiming to support decision makers in issues relating to Municipal Solid Waste energy recovery. The idea of using more fuel sources, including MSW and agricultural residue biomass that may exist in a rural area, is explored. The model aims at optimizing the system specifications, such as the capacity of the base-load Waste-to-Energy facility, the capacity of the peak-load biomass boiler and the location of the facility. Furthermore, it defines the quantity of each potential fuel source that should be used annually, in order to maximize the financial yield of the investment. The results of an energy tri-generation case study application at a rural area of Greece, using mixed MSW and biomass, indicate positive financial yield of investment. In addition, a sensitivity analysis is performed on the effect of the most important parameters of the model on the optimum solution, pinpointing the parameters of interest rate, investment cost and heating oil price, as those requiring the attention of the decision makers. Finally, the sensitivity analysis is enhanced by a stochastic analysis to determine the effect of the volatility of parameters on the robustness of the model and the solution obtained.

  9. Willow firing in retrofitted Irish peat plant

    Interest in biomass electricity in Ireland is being re-awakened by environmental concerns about CO{sub 2} emissions from power generation and the potential of biomass production to provide an alternative agricultural enterprise. The technical and economical feasibility of wood-fuelled power production using willow from energy farming in existing peat-fired plants in Ireland is being studied within the framework of the EU JOULE II+ programme. These options are compared with new combustion plants and a biomass integrated gasifier with combined cycle (BIG/CC). Background studies supplied data for yields of willow farming, establishment of willow plantations, harvesting methods, logistics and costs and efficiencies for different retrofit options at Irish peat plants. All technologies considered are currently available or are expected to be available in the near future. Neither agricultural subsidies nor possible CO{sub 2} taxes have been included. In the least cost supply scenario storage and chipping of wood is done at the power station. In this case wood is only stored in the form of sticks and wood harvested by a chips harvester is supplied to the plant directly during the harvesting season. Fuel costs at the plant gate were estimated between 3.3 and 11 EGU/GJ{sub LHV}. This wide range resulted in a wide range of kWh costs. For the lowest cost option they ranged between 5.4 and 15 ECUcents/kWh. The cheapest proven retrofit option is the conversion of the existing milled peat Lanesborough unit 3 into a bubbling fluidized bed with kWh costs ranging from 5.6 up to 16 ECUcents/kWh. For this plant, costs per tonne of avoided CO{sub 2} emissions varied between 1 and 70 ECU. It is noteworthy that the kWh costs for all options considered were very close. Especially in the high costs scenario a BIG/CC appeared to have lower kWh cost than all biomass combustion plants. Mainly for the retrofitted plants the fuel costs were by far the largest kWh cost component.

    This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

  11. Role of angular momentum and cosmic censorship in (2+1)-dimensional rotating shell collapse

    We study the gravitational collapse problem of rotating shells in three-dimensional Einstein gravity with and without a cosmological constant. Taking the exterior and interior metrics to be those of stationary metrics with asymptotically constant curvature, we solve the equations of motion for the shells from the Darmois-Israel junction conditions in the corotating frame. We study various collapse scenarios with arbitrary angular momentum for a variety of geometric configurations, including anti-de Sitter, de Sitter, and flat spaces. We find that the collapsing shells can form a BTZ black hole, a three-dimensional Kerr-dS spacetime, and an horizonless geometry of point masses under certain initial conditions. For pressureless dust shells, the curvature singularity is not formed due to the angular momentum barrier near the origin. However when the shell pressure is nonvanishing, we find that for all types of shells with polytropic-type equations of state (including the perfect fluid and the generalized Chaplygin gas), collapse to a naked singularity is possible under generic initial conditions. We conclude that in three dimensions angular momentum does not in general guard against violation of cosmic censorship.

  12. Digital processing of SEM images for the assessment of evaluation indexes of cleaning interventions on Pentelic marble surfaces

    In this work, digital processing of scanning-electron-microscopy images utilized to assess cleaning interventions applied on the Pentelic marble surfaces of the National Archaeological Museum and National Library in Athens, Greece. Beside mineralogical and chemical characterization that took place by scanning-electron-microscopy with Energy Dispersive X-ray Spectroscopy, the image-analysis program EDGE was applied for estimating three evaluation indexes of the marble micro-structure. The EDGE program was developed by the U.S. Geological Survey for the evaluation of cleaning interventions applied on Philadelphia City Hall. This computer program analyzes scanning-electron-microscopy images of stone specimens cut in cross-section for measuring the fractal dimension of the exposed surfaces, the stone near-surface fracture density, the shape factor (a surface roughness factor) and the friability index which represents the physico-chemical and physico-mechanical stability of the stone surface. The results indicated that the evaluation of the marble surface micro-structure before and after cleaning is achieved by the suggested indexes, while the performance of cleaning interventions on the marble surfaces can be assessed.

  13. On the increase of the non-uniform scaling of the magnetic field variations before the M{sub w}9.0 earthquake in Japan in 2011

    By applying Detrended Fluctuation Analysis (DFA) to the time series of the geomagnetic data recorded at three measuring stations in Japan, Rong et al. in 2012 recently reported that anomalous magnetic field variations were identified well before the occurrence of the disastrous Tohoku M{sub w}9.0 earthquake that occurred on 11 March 2011 in Japan exhibiting increased non-uniform scaling behavior. Here, we provide an explanation for the appearance of this increase of non-uniform scaling on the following grounds: These magnetic field variations are the ones that accompany the electric field variations termed Seismic Electric Signals (SES) activity which have been repeatedly reported that precede major earthquakes. DFA as well as multifractal DFA reveal that the latter electric field variations exhibit scaling behavior as shown by analyzing SES activities observed before major earthquakes in Greece. Hence, when these variations are superimposed on a background of pseudosinusoidal trend, their long range correlation propertiesquantified by DFAare affected resulting in an increase of the non-uniform scaling behavior. The same is expected to hold for the former magnetic field variations. This explanation is strengthened by recent findings showing that the fluctuations of the order parameter of seismicity exhibited an unprecedented minimum almost two months before the Tohoku earthquake occurrence which is characteristic for an almost simultaneous emission of Seismic Electric Signals activity.

  14. Comparison of MACCS users calculations for the international comparison exercise on probabilistic accident consequence assessment code, October 1989--June 1993

    Over the past several years, the OECD/NEA and CEC sponsored an international program intercomparing a group of six probabilistic consequence assessment (PCA) codes designed to simulate health and economic consequences of radioactive releases into atmosphere of radioactive materials following severe accidents at nuclear power plants (NPPs): ARANO (Finland), CONDOR (UK), COSYMA (CEC), LENA (Sweden), MACCS (USA), and OSCAAR (Japan). In parallel with this effort, two separate groups performed similar calculations using the MACCS and COSYMA codes. Results produced in the MACCS Users Group (Greece, Italy, Spain, and USA) calculations and their comparison are contained in the present report. Version 1.5.11.1 of the MACCS code was used for the calculations. Good agreement between the results produced in the four participating calculations has been reached, with the exception of the results related to the ingestion pathway dose predictions. The main reason for the scatter in those particular results is attributed to the lack of a straightforward implementation of the specifications for agricultural production and counter-measures criteria provided for the exercise. A significantly smaller scatter in predictions of other consequences was successfully explained by differences in meteorological files and weather sampling, grids, rain distance intervals, dispersion model options, and population distributions.

    Wind and solar power will give rise to challenges in electricity markets regarding flexibility, capacity adequacy, and the participation of wind and solar generators to markets. Large amounts of wind power will have impacts on bulk power system markets and electricity prices. If the markets respond to increased wind power by increasing investments in low-capital, high-cost or marginal-cost power, the average price may remain in the same range. However, experiences so far from Denmark, Germany, Spain, and Ireland are such that the average market prices have decreased because of wind power. This reduction may result in additional revenue insufficiency, which may be corrected with a capacity market, yet capacity markets are difficult to design. However, the flexibility attributes of the capacity also need to be considered. Markets facilitating wind and solar integration will include possibilities for trading close to delivery (either by shorter gate closure times or intraday markets). Time steps chosen for markets can enable more flexibility to be assessed. Experience from 5- and 10-minute markets has been encouraging.

Trailblazer system in Nebraska, Wyoming, Colorado, and Utah. Products/ LPG/NGL pipelines underway include 105 miles of dual 4 and 6-in. line in Kansas. Crude pipeline activity includes 100 miles of 12-in. in California and 80 miles of 4 thru 40-in. in Alaska on the North Slope.     The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

  18. Integrating Variable Renewable Energy in Electric Power Markets: Best Practices from International Experience

    Many countries -- reflecting very different geographies, markets, and power systems -- are successfully managing high levels of variable renewable energy on the electric grid, including that from wind and solar energy. This study documents the diverse approaches to effective integration of variable renewable energy among six countries -- Australia (South Australia), Denmark, Germany, Ireland, Spain, and the United States (Western region-Colorado and Texas)-- and summarizes policy best practices that energy ministers and other stakeholders can pursue to ensure that electricity markets and power systems can effectively coevolve with increasing penetrations of variable renewable energy. Each country has crafted its own combination of policies, market designs, and system operations to achieve the system reliability and flexibility needed to successfully integrate renewables. Notwithstanding this diversity, the approaches taken by the countries studied all coalesce around five strategic areas: lead public engagement, particularly for new transmission; coordinate and integrate planning; develop rules for market evolution that enable system flexibility; expand access to diverse resources and geographic footprint of operations; and improve system operations. The ability to maintain a broad ecosystem perspective, to organize and make available the wealth of experiences, and to ensure a clear path from analysis to enactment should be the primary focus going forward.

  19. Latest Jurassic-early Cretaceous regressive facies, northeast Africa craton

    Nonmarine to paralic detrital deposits accumulated in six large basins between Algeria and the Arabo-Nubian shield during major regression in latest Jurassic and Early Cretaceous time. The Ghadames Sirte (north-central Libya), and Northern (Egypt) basins lay along the cratonic margin of northeastern Africa. The Murzuk, Kufra, and Southern (Egypt) basins lay in the south within the craton. Data for reconstructing distribution, facies, and thickness of relevant sequences are adequate for the three northern basins only. High detrital influx near the end of Jurassic time and in mid-Cretaceous time produced regressive nubian facies composed largely of low-sinuosity stream and fahdelta deposits. In the west and southwest the Ghadames, Murzuk, and Kufra basins were filled with a few hundred meters of detritus after long-continued earlier Mesozoic aggradation. In northern Egypt the regressive sequence succeeded earlier Mesozoic marine sedimentation; in the Sirte and Southern basins correlative deposits accumulated on Precambrian and Variscan terranes after earlier Mesozoic uplift and erosion. Waning of detrital influx into southern Tunisia and adjacent Libya in the west and into Israel in the east initiated an Albian to early Cenomanian transgression of Tethys. By late Cenomanian time it had flooded the entire cratonic margin, and spread southward into the Murzuk and Southern basins, as well as onto the Arabo-Nubian shield. Latest Jurassic-earliest Cretaceous, mid-Cretaceous, and Late Cretaceous transgressions across northeastern Africa recorded in these sequences may reflect worldwide eustatic sea-level rises. In contrast, renewed large supply of detritus during each regression and a comparable subsidence history of intracratonic and marginal basins imply regional tectonic control. 6 figures.

  20. MCNP speed advances for boron neutron capture therapy

    The Boron Neutron Capture Therapy (BNCT) treatment planning process of the Beth Israel Deaconess Medical Center-M.I.T team relies on MCNP to determine dose rates in the subject`s head for various beam orientations. In this time consuming computational process, four or five potential beams are investigated. Of these, one or two final beams are selected and thoroughly evaluated. Recent advances greatly decreased the time needed to do these MCNP calculations. Two modifications to the new MCNP4B source code, lattice tally and tracking enhancements, reduced the wall-clock run times of a typical one million source neutrons run to one hour twenty five minutes on a 200 MHz Pentium Pro computer running Linux and using the GNU FORTRAN compiler. Previously these jobs used a special version of MCNP4AB created by Everett Redmond, which completed in two hours two minutes. In addition to this 30% speedup, the MCNP4B version was adapted for use with Parallel Virtual Machine (PVM) on personal computers running the Linux operating system. MCNP, using PVM, can be run on multiple computers simultaneously, offering a factor of speedup roughly the same as the number of computers used. With two 200 MHz Pentium Pro machines, the run time was reduced to forty five minutes, a 1.9 factor of improvement over the single Linux computer. While the time of a single run was greatly reduced, the advantages associated with PVM derive from using computational power not already used. Four possible beams, currently requiring four separate runs, could be run faster when each is individually run on a single machine under Windows NT, rather than using Linux and PVM to run one after another with each multiprocessed across four computers. It would be advantageous, however, to use PVM to distribute the final two beam orientations over four computers.

  1. Illicit Trafficking of Natural Radionuclides

    Natural radionuclides have been subject to trafficking worldwide, involving natural uranium ore (U 238), processed uranium (yellow cake), low enriched uranium (<20% U 235) or highly enriched uranium (>20% U 235), radium (Ra 226), polonium (Po 210), and natural thorium ore (Th 232). An important prerequisite to successful illicit trafficking activities is access to a suitable logistical infrastructure enabling an undercover shipment of radioactive materials and, in case of trafficking natural uranium or thorium ore, capable of transporting large volumes of material. Covert en route diversion of an authorised uranium transport, together with covert diversion of uranium concentrate from an operating or closed uranium mines or mills, are subject of case studies. Such cases, involving Israel, Iran, Pakistan and Libya, have been analyzed in terms of international actors involved and methods deployed. Using international incident data contained in the Database on Nuclear Smuggling, Theft and Orphan Radiation Sources (DSTO) and international experience gained from the fight against drug trafficking, a generic Trafficking Pathway Model (TPM) is developed for trafficking of natural radionuclides. The TPM covers the complete trafficking cycle, ranging from material diversion, covert material transport, material concealment, and all associated operational procedures. The model subdivides the trafficking cycle into five phases: (1) Material diversion by insider(s) or initiation by outsider(s); (2) Covert transport; (3) Material brokerage; (4) Material sale; (5) Material delivery. An Action Plan is recommended, addressing the strengthening of the national infrastructure for material protection and accounting, development of higher standards of good governance, and needs for improving the control system deployed by customs, border guards and security forces.

  2. Stakeholder participation in health impact assessment: A multicultural approach

    The literature on impact assessment (HIA) registers the importance of stakeholder participation in the assessment process, but still lacks a model for engaging stakeholders of diverse ethnic, professional and sectorial backgrounds. This paper suggests that the multicultural approach can contribute to HIA through a revision of the generic 5-step HIA model, and its implementation in a metropolitan plan in Southern Israel. The health issue scoped by the stakeholders in the HIA is related to land uses in the vicinity of the national hazardous industry and hazardous waste site. The stakeholders were representatives of the diverse populations at stake, including rural Bedouins and Jewish city dwellers, as well as representatives from the public sector, private sector, non-governmental organizations and academia. The case study revealed that a multicultural stakeholder participation process helps to uncover health issues known to the community which were not addressed in the original plan, and provides local knowledge regarding health conditions that is especially valuable when scientific data is uncertain or absent. It enables diverse stakeholders to prioritize the health issues that will be assessed. The case study also reveals ways in which the model needs revisions and improvements such as in recruitment of diverse participants. This paper presents a multicultural model of HIA and discusses some of the challenges that are faced when HIA is implemented in the context of current decision-making culture. -- Highlights: We revised the generic HIA model in light of the multicultural approach. We tested the model in a case study of zoning a hazardous industry site. Multicultural stakeholder participation uncovers health issues known to communities. It enables community prioritization of health issues. We present a model for multicultural stakeholder participation in HIA.

  3. Setting the Standard for Industrial Energy Efficiency

    Industrial motor-driven systems use more than 2194 billionkWh annually on a global basis and offer one of the largest opportunitiesfor energy savings.1 The International Energy Agency estimates thatoptimization of motor driven systems could reduce global electricitydemand by 7 percent through the application of commercially availabletechnologies and using well-tested engineering practices. Yet manyindustrial firms remain either unaware of or unable to achieve theseenergy savings. The same factors that make it so challenging to achieveand sustain energy efficiency in motor-driven systems (complexity,frequent changes) apply to the production processes that they support.Yet production processes typically operate within a narrow band ofacceptable performance. These processes are frequently incorporated intoISO 9000/14000 quality and environmental management systems, whichrequire regular, independent audits to maintain ISO certification, anattractive value for international trade. It is our contention that acritical step in achieving and sustaining energy efficiency ofmotor-driven systems specifically, and industrial energy efficiencygenerally, is the adoption of a corporate energy management standard thatis consistent with current industrial quality and environmentalmanagement systems such as ISO. Several energy management standardscurrently exist (US, Denmark, Ireland, Sweden) and specifications(Germany, Netherlands) others are planned (China, Spain, Brazil, Korea).This paper presents the current status of energy management standardsdevelopment internationally, including an analysis of their sharedfeatures and differences, in terms of content, promulgation, andimplementation. The purpose of the analysis is to describe the currentstate of "best practices" for this emerging area of energy efficiencypolicymaking and tosuggest next steps toward the creation of a trulyinternational energy management standard that is consistent with the ISOprinciples of measurement, documentation, and continuousimprovement.

  4. Evaluation of Efficiency Activities in the Industrial Sector Undertaken in Response to Greenhouse Gas Emission Reduction Targets

    The 2006 California Global Warming Solutions Act calls for reducing greenhouse gas (GHG) emissions to 1990 levels by 2020. Meeting this target will require action from all sectors of the California economy, including industry. The industrial sector consumes 25% of the energy used and emits 28% of the carbon dioxide (CO{sub 2}) produced in the state. Many countries around the world have national-level GHG reduction or energy-efficiency targets, and comprehensive programs focused on implementation of energy efficiency and GHG emissions mitigation measures in the industrial sector are essential for achieving their goals. A combination of targets and industry-focused supporting programs has led to significant investments in energy efficiency as well as reductions in GHG emissions within the industrial sectors in these countries. This project has identified program and policies that have effectively targeted the industrial sector in other countries to achieve real energy and CO{sub 2} savings. Programs in Ireland, France, The Netherlands, Denmark, and the UK were chosen for detailed review. Based on the international experience documented in this report, it is recommended that companies in California's industrial sector be engaged in a program to provide them with support to meet the requirements of AB32, The Global Warming Solution Act. As shown in this review, structured programs that engage industry, require members to evaluate their potential efficiency measures, plan how to meet efficiency or emissions reduction goals, and provide support in achieving the goals, can be quite effective at assisting companies to achieve energy efficiency levels beyond those that can be expected to be achieved autonomously.

  5. Carbon footprints of heating oil and LPG heating systems

    For European homes without access to the natural gas grid, the main fuels-of-choice for heating are heating oil and LPG. How do the carbon footprints of these compare? Existing literature does not clearly answer this, so the current study was undertaken to fill this gap. Footprints were estimated in seven countries that are representative of the EU and constitute two-thirds of the EU-27 population: Belgium, France, Germany, Ireland, Italy, Poland and the UK. Novelties of the assessment were: systems were defined using the EcoBoiler model; well-to-tank data were updated according to most-recent research; and combustion emission factors were used that were derived from a survey conducted for this study. The key finding is that new residential heating systems fuelled by LPG are 20% lower carbon and 15% lower overall-environmental-impact than those fuelled by heating oil. An unexpected finding was that an LPG system's environmental impact is about the same as that of a bio heating oil system fuelled by 100% rapeseed methyl ester, Europe's predominant biofuel. Moreover, a 20/80 blend (by energy content) with conventional heating oil, a bio-heating-oil system generates a footprint about 15% higher than an LPG system's. The final finding is that fuel switching can pay off in carbon terms. If a new LPG heating system replaces an ageing oil-fired one for the final five years of its service life, the carbon footprint of the system's final five years is reduced by more than 50%.

  6. Archaeometallurgical investigation of the iron anchor from the Tantura F shipwreck

    The Tantura F shipwreck was a coaster or a fishing vessel about 15.7 m long, discovered in the Dor/Tantura lagoon, Israel in 1995. It was dated to between the mid-7th and the end of the 8th centuries CE. Among the finds excavated were two T-shaped type iron anchors. Of the two anchors, one (anchor A) was thoroughly studied by archaeometallurgical methods in order to identify forge-welding lines, to determine the welding quality and to understand the manufacturing technology. The examinations included X-ray radiography, XRF analysis, optical microscopy, SEM/EDS observation and analysis, OES analysis and microhardness tests. The investigation included characterization of the composition, microstructure, thermal treatments, forge-welding junctions and slag analysis. The results revealed a heterogeneous microstructure, rich in glassy, fayalite and wstite slag. Iron based phases included ferrite, pearlite, cementite and Widmansttten plates, all typical to wrought iron. The forge-welds of Anchor A were located. Each arm was made of one piece, weighing about 2.53 kg and the shank was made of a few 1.52 kg pieces. The second anchor (anchor B) was only briefly examined visually and with a few radiographs, which support the results from anchor A. The research results revealed significant information about T-shaped anchors and their manufacturing process, including hot-working processes without any additional heat treatments, and folding techniques. The microstructure was similar to other ancient simple tools such as saws, sickles, axes and mortise chisels, and though the technology to make complicated structures and objects, such as swords, existed at that time, the anchors did not require this sophistication; thus simpler techniques were used, presumably because they were more cost-effective. - Highlights: ? Tantura F was a coaster dated to mid-7thend-8th centuries. ? Two iron anchors were discovered at the Tantura F shipwreck-site. ? Anchor A was manufactured from heterogeneous wrought iron blooms. ? Forge-welding lines were detected using archaeometallurgical methods.

Black-Right-Pointing-Pointer Most efficient schemes combine clear National directives with local level flexibility. - Abstract: As environmental awareness rises, integrated solid waste management (WM) schemes are increasingly being implemented all over the world. The different WM schemes usually address issues such as landfilling restrictions (mainly due to methane emissions and competing land use), packaging directives and compulsory recycling goals. These schemes are, in general, designed at a national or regional level, whereas local conditions and constraints are sometimes neglected. When national WM top-down policies, in addition to setting goals, also dictate the methods by which they are to be achieved, local authorities lose their freedom to optimize their operational WM schemes according to their specific characteristics. There are a myriad of implementation options at the local level, and by carrying out a bottom-up approach the overall national WM system will be optimal on economic and environmental scales. This paper presents a model for optimizing waste strategies at a local level and evaluates this effect at a national level. This is achieved by using a waste assessment model which enables us to compare both the economic viability of several WM options at the local (single municipal authority) level, and aggregated results for regional or national levels. A test case based on various WM approaches in Israel (several implementations of mixed and separated waste) shows that local characteristics significantly influence WM costs, and therefore the optimal scheme is one under which each local authority is able to implement its best-fitting mechanism, given that national guidelines are kept. The main result is that strict national/regional WM policies may be less efficient, unless some type of local flexibility is implemented. Our model is designed both for top-down and bottom-up assessment, and can be easily adapted for a wide range of WM option comparisons at different levels.

    The attendance at the Workshop was similar to last year's with 123 registered participants of which 22 represented 8 foreign countries. A record number of technical papers (about 60) were submitted for presentation at the Workshop. The Program Committee, therefore, decided to have several parallel sessions to accommodate most of the papers. This format proved unpopular and will not be repeated. Many of the participants felt that the Workshop lost some of its unique qualities by having parallel sessions. The Workshop has always been held near the middle of December during examination week at Stanford. This timing was reviewed in an open discussion at the Workshop. The Program Committee subsequently decided to move the Workshop to January. The Tenth Workshop will be held on January 22-24, 1985. The theme of the Workshop this year was ''field developments worldwide''. The Program Committee addressed this theme by encouraging participants to submit field development papers, and by inviting several international authorities to give presentations at the Workshop. Field developments in at least twelve countries were reported: China, El Salvador, France, Greece, Iceland, Italy, Japan, Kenya, Mexico, New Zealand, the Philippines, and the United States. There were 58 technical presentations at the Workshop, of which 4 were not made available for publication. Several authors submitted papers not presented at the Workshop. However, these are included in the 60 papers of these Proceedings. The introductory address was given by Ron Toms of the U.S. Department of Energy, and the banquet speaker was A1 Cooper of Chevron Resources Company. An important contribution was made to the Workshop by the chairmen of the technical sessions. Other than Stanford Geothermal Program faculty members, they included: Don White (Field Developments), Bill D'Olier (Hydrothermal Systems), Herman Dykstra (Well Testing), Karsten Pruess (Well Testing), John Counsil (Reservoir Chemistry), Malcolm Mossman (Reservoir Chemistry), Greg Raasch (Production), Manny Nathenson (Injection), Susan Petty (Injection), Subir Sanyal (Simulation), Marty Molloy (Petrothermal), and Allen Moench (Reservoir Physics). The Workshop was organized by the Stanford Geothermal Program faculty, staff and students.   9. Hazardous medical waste generation rates of different categories of health-care facilities

Black-Right-Pointing-Pointer We used non-parametric statistics to compare rates among hospital categories. - Abstract: Goal of this work was to calculate the hazardous medical waste unit generation rates (HMWUGR), in kg bed{sup -1} d{sup -1}, using data from 132 health-care facilities in Greece. The calculations were based on the weights of the hazardous medical wastes that were regularly transferred to the sole medical waste incinerator in Athens over a 22-month period during years 2009 and 2010. The 132 health-care facilities were grouped into public and private ones, and, also, into seven sub-categories, namely: birth, cancer treatment, general, military, pediatric, psychiatric and university hospitals. Results showed that there is a large variability in the HMWUGR, even among hospitals of the same category. Average total HMWUGR varied from 0.012 kg bed{sup -1} d{sup -1}, for the public psychiatric hospitals, to up to 0.72 kg bed{sup -1} d{sup -1}, for the public university hospitals. Within the private hospitals, average HMWUGR ranged from 0.0012 kg bed{sup -1} d{sup -1}, for the psychiatric clinics, to up to 0.49 kg bed{sup -1} d{sup -1}, for the birth clinics. Based on non-parametric statistics, HMWUGR were statistically similar for the birth and general hospitals, in both the public and private sector. The private birth and general hospitals generated statistically more wastes compared to the corresponding public hospitals. The infectious/toxic and toxic medical wastes appear to be 10% and 50% of the total hazardous medical wastes generated by the public cancer treatment and university hospitals, respectively.

    Annex IV is an international collaborative project to examine the environmental effects of marine energy devices among countries through the International Energy Agency’s Ocean Energy Systems Initiative (OES). The U.S. Department of Energy (DOE) serves as the Operating Agent for the Annex, in partnership with the Bureau of Ocean Energy Management (BOEM; formerly the Minerals Management Service), the Federal Energy Regulatory Commission (FERC), and National Oceanographic and Atmospheric Administration (NOAA). Numerous ocean energy technologies and devices are being developed around the world, and the few data that exist about the environmental effects of these technologies are dispersed among countries and developers. The purpose of Annex IV is to facilitate efficient government oversight of the development of ocean energy systems by compiling and disseminating information about the potential environmental effects of marine energy technologies and to identify methods of monitoring for these effects. Beginning in 2010, this three-year effort produced a publicly available searchable online database of environmental effects information (Tethys). It houses scientific literature pertaining to the environmental effects of marine energy systems, as well as metadata on international ocean energy projects and research studies. Two experts’ workshops were held in Dublin, Ireland (September 2010 and October 2012) to engage with international researchers, developers, and regulators on the scope and outcomes of the Annex IV project. Metadata and information stored in the Tethys database and feedback obtained from the two experts’ workshops were used as resources in the development of this report. This Annex IV final report contains three case studies of specific interactions of marine energy devices with the marine environment that survey, compile, and analyze the best available information in one coherent location. These case studies address 1) the physical interactions between animals and tidal turbines; 2) the acoustic impact of marine energy devices on marine animals; and 3) the effects of energy removal on physical systems. Each case study contains a description of environmental monitoring efforts and research studies, lessons learned, and analysis of remaining information gaps.   11. CPsuperH2.3: an Updated Tool for Phenomenology in the MSSM with Explicit CP Violation

    We describe the Fortran code CPsuperH2.3, which incorporates the following updates compared with its predecessor CPsuperH2.0. It implements improved calculations of the Higgs-boson masses and mixing including stau contributions and finite threshold effects on the tau-lepton Yukawa coupling. It incorporates the LEP limits on the processes e^+e^-->H_iZ,H_iH_j and the CMS limits on H_i->@t@?@t obtained from 4.6 fb^-^1 of data at a center-of-mass energy of 7 TeV. It also includes the decay mode H_i->Z@c and the Schiff-moment contributions to the electric dipole moments of Mercury and Radium 225, with several calculational options for the case of Mercury. These additions make CPsuperH2.3 a suitable tool for analyzing possible CP-violating effects in the MSSM in the era of the LHC and a new generation of EDM experiments. The new implementations include the EDMs of Thallium, neutron, Mercury, Deuteron, Radium, and muon, as well as the anomalous magnetic moment of muon, (g_@m-2), the top-quark decays, improved calculations of the Higgs-boson masses and mixing including stau contributions, the LEP limits, and the CMS limits on H_i->@t@t@?. It also implements the decay mode H_i->Z@c and includes the corresponding Standard Model branching ratios of the three neutral Higgs bosons in the array GAMBRN(IM,IWB = 2,IH). Solution method: One-dimensional numerical integration for several Higgs-decay modes and EDMs, iterative treatment of the threshold corrections and Higgs-boson pole masses, and the numerical diagonalization of the neutralino mass matrix.   12. Deployment Effects of Marin Renewable Energy Technologies

    Given proper care in siting, design, deployment, operation and maintenance, marine and hydrokinetic technologies could become one of the more environmentally benign sources of electricity generation. In order to accelerate the adoption of these emerging hydrokinetic and marine energy technologies, navigational and environmental concerns must be identified and addressed. All developing hydrokinetic projects involve a wide variety of stakeholders. One of the key issues that site developers face as they engage with this range of stakeholders is that many of the possible conflicts (e.g., shipping and fishing) and environmental issues are not well-understood, due to a lack of technical certainty. In September 2008, re vision consulting, LLC was selected by the Department of Energy (DoE) to apply a scenario-based approach to the emerging wave and tidal technology sectors in order to evaluate the impact of these technologies on the marine environment and potentially conflicting uses. The project’s scope of work includes the establishment of baseline scenarios for wave and tidal power conversion at potential future deployment sites. The scenarios will capture variations in technical approaches and deployment scales to properly identify and characterize environmental impacts and navigational effects. The goal of the project is to provide all stakeholders with an improved understanding of the potential effects of these emerging technologies and focus all stakeholders onto the critical issues that need to be addressed. This groundwork will also help in streamlining siting and associated permitting processes, which are considered key hurdles for the industry’s development in the U.S. today. Re vision is coordinating its efforts with two other project teams funded by DoE which are focused on regulatory and navigational issues. The results of this study are structured into three reports: 1. Wave power scenario description 2. Tidal power scenario description 3. Framework for Identifying Key Environmental Concerns This is the second report in the sequence and describes the results of conceptual feasibility studies of tidal power plants deployed in Tacoma Narrows, Washington. The Narrows contain many of the same competing stakeholder interactions identified at other tidal power sites and serves as a representative case study. Tidal power remains at an early stage of development. As such, a wide range of different technologies are being pursued by different manufacturers. In order to properly characterize impacts, it is useful to characterize the range of technologies that could be deployed at the site of interest. An industry survey informs the process of selecting representative tidal power devices. The selection criteria is that such devices are at an advanced stage of development to reduce technical uncertainties and that enough data are available from the manufacturers to inform the conceptual design process of this study. Further, an attempt is made to cover the range of different technologies under development to capture variations in potential environmental effects. A number of other developers are also at an advanced stage of development including Verdant Power, which has demonstrated an array of turbines in the East River of New York, Clean Current, which has demonstrated a device off Race Rocks, BC, and OpenHydro, which has demonstrated a device at the European Marine Energy Test Center and is on the verge of deploying a larger device in the Bay of Fundy. MCT demonstrated their device both at Devon (UK) and Strangford Narrows (Northern Ireland). Furthermore OpenHydro, CleanCurrent, and MCT are the three devices being installed at the Minas Passage (Canada). Environmental effects will largely scale with the size of tidal power development. In many cases, the effects of a single device may not be measurable, while larger scale device arrays may have cumulative impacts that differ significantly from smaller scale deployments. In order to characterize these effects, scenarios are established at three deployment scales which nominally represent (1) a small pilot deployment, (2) an early, small commercial deployment, and (3) a large commercial scale plant. For the three technologies and scales at the selected site, this results in a total of nine deployment scenarios outlined in the report.
