NPP training simulators in Hungary experience in development and utilization

The construction of the only NPP in Hungary - the Paks NPP - started in 1975. The four units of VVER-440/213 were connected to the grid in 1982, 1984, 1986 and 1987. During the construction no simulator has been delivered with the power plant. Moreover, there were no state-of-art simulators in Central and Eastern Europe and in the former Soviet Union; not for the given type, not for civil use. The only simulator for the VVER-440 existing that time was made for the Loviisa NPP in Finland. This plant is not very similar to the Paks NPP; moreover, the pressure suppression system in the hermetical part of the primary circuit, the instrumentation and control systems, the main control room and the secondary circuit are completely different. Anyway, the training of Paks operators on this simulator was out of question - regardless the similarity problems. The design of the Paks NPP was made in the Soviet Union, therefore not too much design information was available in Hungary. During the creation of simulation models the authors had to rely mostly on common theory and measured performance. Besides the efforts to create a basic principle, full-scope replica and compact simulators there was a great need to use verified codes with more detailed models for better understanding the behavior and for evaluation of the safety. Thanks to these great efforts, the simulators were expanded to evaluate the performance of the trainees, for simulation of SBLOCA and LBLOCA events; the authors are checking and validating the operational procedures; soon they start the design of the functions of a new reactor protection system and they participate in international efforts to deliver training simulators to other VVER-440 power plants. The paper gives an overview of all these activities, referring to some key publications for each of them.

Radiocesium in migratory bird species in northern Ireland following the Chernobyl accident

Radioactive fallout arising form the nuclear reactor accident at Chernobyl on 26 April 1986 reached Northern Ireland in early May and was deposited in rain. However, the subsequent contamination of food supplies in Northern Ireland were well below national and international levels at which any action would be considered necessary and presented no risks to health. In addition to the direct contamination of food supplies with radionuclides in the form of fallout following the Chernobyl incident another potential source of radioactive contamination entering the human food chain was through the arrival of migratory species of game birds. Each autumn and winter many thousands of birds migrate to Northern Ireland from Northern and Eastern Europe and some of these could have been contaminated as a result of being directly affected by the fallout from Chernobyl. The purpose of this work was to examine the extend of radionuclide contamination in such species and a number of samples were obtained for analyses during the autumn/winter periods in 1986/87 and 1987/88. The results obtained are outlined below. 5 refs., 3 tabs.

Black-Right-Pointing-Pointer Thermal exploitation of RDF improves further the environmental performance of the plant. - Abstract: The aim of this paper is the application of Life Cycle Assessment to the operation of the MBT facility of Ano Liossia in the region of Attica in Greece. The region of Attica is home to almost half the population of Greece and the management of its waste is a major issue. In order to explicitly analyze the operation of the MBT plant, five scenarios were generated. Actual operation data of the MBT plant for the year 2008 were provided by the region of Attica and the LCA modeling was performed via the SimaPro 5.1 software while impact assessment was performed utilizing the Eco-indicator'99 method. The results of our analysis indicate that even the current operation of the MBT plant is preferable to landfilling. Among the scenarios of MBT operation, the one with complete utilization of the MBT outputs, i.e. compost, RDF, ferrous and non-ferrous metals, is the one that generates the most environmental gains. Our analysis indicates that the exploitation of RDF via incineration is the key factor towards improving the environmental performance of the MBT plant. Our findings provide a quantitative understanding of the MBT plant. Interpretation of results showed that proper operation of the modern waste management systems can lead to substantial reduction of environmental impacts and savings of resources.

Lessons learnt from post EIS evaluations of national road schemes in Ireland

The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland. Geostatistical Simulation of Hydrofacies Heterogeneity of the West Thessaly Aquifer Systems in Greece

Integrating geological properties, such as relative positions and proportions of different hydrofacies, is of highest importance in order to render realistic geological patterns. Sequential indicator simulation (SIS) and Plurigaussian simulation (PS) are alternative methods for conceptual and deterministic modeling for the characterization of hydrofacies distribution. In this work, we studied the spatial differentiation of hydrofacies in the alluvial aquifer system of West Thessaly basin in Greece. For this, we applied both SIS and PS techniques to an extensive set of borehole data from that basin. Histograms of model versus experimental hydrofacies proportions and indicative cross sections were plotted in order to validate the results. The PS technique was shown to be more effective in reproducing the spatial characteristics of the different hydrofacies and their distribution across the study area. In addition, the permeability differentiations reflected in the PS model are in accordance to known heterogeneities of the aquifer capacity.

Adopters of pyrolysis systems face the challenge of finding new product markets. - Abstract: For a sustainable municipal sewage sludge management, not only the available technology, but also other parameters, such as policy regulations and socio-economic issues should be taken in account. In this study, the current status of both European and Greek Legislation on waste management, with a special insight in municipal sewage sludge, is presented. A SWOT analysis was further developed for comparison of pyrolysis with incineration and gasification and results are presented. Pyrolysis seems to be the optimal thermochemical treatment option compared to incineration and gasification. Sewage sludge pyrolysis is favorable for energy savings, material recovery and high added materials production, providing a 憐ero waste solution. Finally, identification of challenges and barriers for sewage sludge pyrolysis deployment in Greece was investigated.

Naturally Occurring Radionuclides of Ash Produced by Coal Combustion. The Case of the Kardia Mine in Northern Greece

West Macedonia Lignite Center (WMLC), located in Northwest Greece, releases into the atmosphere about 21,400 tons/year of fly ash through the stacks of four coal fired plants. The lignite ash contains naturally occurring radionuclides, which are deposited on the WMLC basin. This work investigates the natural radioactivity of twenty six ash samples, laboratory produced from combustion of lignite, which was sampled perpendicularly to the benches of the Kardia mine. The concentrations of radionuclides {sup 40}K, {sup 235}U, {sup 238}U, {sup 226}Ra, {sup 228}Ra and {sup 232}Th, were measured spectroscopically and found round one order of magnitude as high as those of lignite. Subsequently the Radionuclide Partitioning Coefficients of radionuclides were calculated and it was found that they are higher for {sup 232}Th, {sup 228}Ra and {sup 40}K, because the latter have closer affinity with the inorganic matrix of lignite. During combustion up to one third of the naturally occurring radioisotopes escape from the solid phase into the flue gases. With comparison to relative global data, the investigated ash has been found to have relatively high radioactivity, but the emissions of the WMLC radionuclides contribute only 0.03% to the mean annual absorbed dose.

Integrated assessment of a new Waste-to-Energy facility in Central Greece in the context of regional perspectives

The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.

The paper describes an in-depth analysis of excitation of shaft torsional vibrations in steam-turbine-generator-exciter shafts in close proximity to HVDC converter stations by variable-frequency ripple currents superimposed on the DC currents in asynchronous Links. It extends earlier work to include an in depth analysis of system scaling factors for harmonic currents impressed on generators in Northern Ireland by an inverter and to investigate the phenomena for possible torsional vibrations in the generators by the Link. Frequencies at which shaft torsional vibrations would be excited by modulation product harmonics in 50Hz/50Hz asynchronous Links as a function of deviation in system frequency is reviewed. Relative noncharacteristic current levels for 50Hz/50Hz connectors are illustrated assuming ripple currents at the inverter which gives realistic harmonic voltages in a twelve-pulse bridge. The paper then shows that torques in machines in multi-machine networks may be estimated by proportioning HVDC link harmonic disturbance current appropriately to each machine at risk. It is concluded that variable-frequency ripple currents superimposed on the DC current in asynchronous links can excite sympathetic torsional vibrations in turbine-generator-exciter shafts.

Full text of publication follows: decommissioning activities are increasing worldwide covering wide range of facilities - from nuclear power plant, through fuel cycle facilities to small laboratories. The importance of these activities is growing with the recognition of the need for ensuring safe termination of practices and reuse of sites for various purposes, including the development of new nuclear facilities. Decommissioning has been undertaken for more than forty years and significant knowledge has been accumulated and lessons have been learned. However the number of countries encountering decommissioning for the first time is increasing with the end of the lifetime of the facilities around the world, in particular in countries with small nuclear programmes (e.g. one research reactor) and limited human and financial resources. In order to facilitate the exchange of lessons learned and good practices between all Member States and to facilitate and improve safety of the planned, ongoing and future decommissioning projects, the IAEA in cooperation with the Nuclear Energy Agency to OECD, European Commission and World Nuclear Association organised the international conference on Lessons Learned from the Decommissioning of Nuclear Facilities and the Safe Termination of Nuclear Activities, held in Athens, Greece. The conference also highlighted areas where future cooperation at national and international level is required in order to improve decommissioning planning and safety during decommissioning and to facilitate decommissioning by selecting appropriate strategies and technologies for decontamination, dismantling and management of waste. These and other aspects discussed at the conference are presented in this paper, together with the planned IAEA measures for amendment and implementation of the International Action Plan on Decommissioning of Nuclear Facilities and its future programme on decommissioning.

An experts' workshop was convened in Dublin Ireland September 27th 28th 2010 in support of IEA Ocean Energy Systems Implementing Agreement Annex IV. PNNL was responsible for organizing the content of the workshop, overseeing the contractors (Irish Marine Institute) hosting the event, presenting material on Annex IV and materials applicable to the workshop intent. PNNL is also overseeing a contractor (Wave Energy Center/University of Plymouth WEC/UP) in the collection and analysis of the Annex IV data. Fifty-eight experts from 8 countries attended the workshop by invitation, spending two days discussing the needs of Annex IV. Presentations by DOE (background on Annex IV), PNNL (process for developing Annex IV; presentation of the draft database for PNNL project, plans for incorporating Annex IV data), WEC/UP on the environmental effect matrix, and four MHK developers (two from the UK, one from Ireland and one from Sweden; each discussing their own projects and lessons learned for measuring and mitigating environmental effects, as well as interactions with consenting [permitting] processes) helped provide background. The workshop participants worked part of the time in the large group and most of the time in four smaller breakout groups. Participants engaged in the process and provided a wealth of examples of MHK environmental work, particularly in the European nations. They provided practical and actionable advice on the following: Developing the Annex IV database, with specific uses and audiences Strong consensus that we should collect detailed metadata on available data sets, rather than attempting to draw in copious datasets. The participants felt there would then be an opportunity to then ask for specific set of data as needed, with specific uses and ownership of the data specified. This is particularly important as many data collected, particularly in Europe but also in Canada, are proprietary; developers were not comfortable with the idea of handing over all their environmental effects data, but all said they would entertain the request if they specifics were clear. The recommendation was to collect metadata via an online interactive form, taking no more than one hour to complete. Although the idea of cases representing the 揵est practices was recognized as useful, the participants pointed out that there are currently so few MHK projects in the water, that any and all projects were appropriate to highlight as 揷ases. There was also discomfort at the implication that 揵est practices implied 搇esser practices; this being unhelpful to a new and emerging industry. Workshop participants were asked if they were willing to continue to engage in the Annex IV process; all expressed willingness. The workshop was successful in adequately addressing its objectives and through participation and interaction in the breakout sessions around the various topics. As a result of the workshop, many delegates are now better informed and have a greater understanding of the potential environmental effects of MHK devices on the marine environment. There is now a greater sense of understanding of the issues involved and consensus by those regulators, developers and scientists who attended the workshop. A strong network has also been built over the two days between European and US/Canadian technical experts in wave and tidal energy.

This symposium was designed to provide a forum for peat scientists and engineers to discuss recent developments in the utilization of peat. It is thus the second international peat symposium to be held in Bemidji, the first having occurred two years earlier. Delegates to the 1983 Symposium represented eight nations (Finland, Sweden, Ireland, The Netherlands, Poland, Hungary, Canada, and the US), and a broad spectrum of peat interests. The objective was to survey world-wide activities in peat utilization and to report interesting developments and research results. A separate abstract was prepared for each of 50 items; all will appear in the Energy Data Base, 2 in Energy Research Abstracts, and 16 in Energy Abstracts for Policy Analysis. One paper was processed earlier.

Environmental Radio-Analytical Research in the Field of a New LILW Disposal Facility in Hungary - 12401

The new Hungarian National Radioactive Waste Repository was established in the granite of the Moragy Block Mountains (Bataapati) to store low and intermediate level radioactive waste originating from Paks Nuclear Power Plant. Before the start of the operation of the facility the environmental characteristics of the site and its vicinity, i.e. the so-called zero level was determined. The determination of the zero level is inevitable as the evaluation of the measurement data in the course of the operation of nuclear facilities should mainly be related to this zero level. In the course of the monitoring activity environmental elements, i.e. air, soil, water (springs, streams, precipitation, fall-out, wash-out, plant and animal samples were investigated from several points of view. From the samples radiocarbon, tritium, Sr-90, gamma emitters, gross alpha, gross beta, and field gamma measurements were carried out. Results reported show that the state preceding the operation of the facility can approximately be considered as the Hungarian background data. (authors)

This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

Strong ground motion synthesis for a M=7.2 earthquake in the Gulf of Corinth, Greece using Empirical Green`s functions

We synthesize strong ground motion at three sites from a M=7.2 earthquake along the MW-trending Gulf of Cornith seismic zone. We model rupture along an 80 segment of the zone. The entire length of the fault, if activated at one time, can lead to an event comparable to that of the 1995 Kobe earthquake. With the improved digital data now routinely available, it becomes possible to use recordings of small earthquakes as empirical Green`s functions to synthesize potential ground motion for future large earthquakes. We developed a suite of 100 rupture scenarios for the earthquake and computed the commensurate strong ground motion time histories. We synthesized strong ground motion with physics-based solutions of earthquake rupture and applied physical bounds on rupture parameters. The synthesized ground motions obtained are source and site specific. By having a suite of rupture scenarios of hazardous earthquakes for a fixed magnitude and identifying the hazard to a site from the statistical distribution of engineering parameters, we have introduced a probabilistic component to the deterministic hazard calculation. The time histories suggested for engineering design are the ones that most closely match either the average or one standard deviation absolute accelerations response values.
