  3. Measuring bulky waste arisings in Hong Kong

    SciTech Connect (OSTI)

    2010-05-15

All too often, waste authorities either assume that they know enough about their bulky waste stream or that it is too insignificant to deserve attention. In this paper, we use Hong Kong as an example to illustrate that official bulky waste figures can actually be very different from the reality and therefore important waste management decisions made based on such statistics may be wrong too. This study is also the first attempt in Hong Kong to outline the composition of bulky waste. It was found that about 342 tonnes/day of wood waste were omitted by official statistics owing to incomplete records on actual bulky waste flow. This is more than enough to provide all the feedstock needed for one regular-sized wood waste recycling facility in Hong Kong. In addition, the proportion of bulky waste in the municipal solid waste (MSW) streams in Hong Kong should be about 6.1% instead of the officially stated 1.43%. Admittedly, there are limitations with this study. Yet, present findings are suggestive of significant MSW data distortion in Hong Kong.

    1993-01-01

Electrical energy consumption in commercial buildings accounts for about 50 percent of the total electricity produced in Hong Kong. Investigation of the electrical energy requirement in these buildings is essential to energy conservation. With it, norms of energy use for the buildings in use can be deduced and can be used to establish energy management programs. This article reports on a pioneer investigation on the electrical energy use of hotels in Hong Kong. A survey on the actual consumption in 20 hotels has been conducted, and results are presented. Significance of the norms and the various end-use components of the total electrical energy requirement are discussed.

  7. A material flow analysis on current electrical and electronic waste disposal from Hong Kong households

    SciTech Connect (OSTI)

Lau, Winifred Ka-Yan; Chung, Shan-Shan; Zhang, Chan

    2013-03-15

Highlights: ► Most household TWARC waste is sold directly to private e-waste collectors in HK. ► The current e-waste recycling network is popular with HK households. ► About 80% of household generated TWARC is exported overseas each year. ► Over 7000 tonnes/yr of household generated TWARC reach landfills. ► It is necessary to upgrade safety and awareness in HK’s e-waste recycling industry. - Abstract: A material flow study on five types of household electrical and electronic equipment, namely television, washing machine, air conditioner, refrigerator and personal computer (TWARC) was conducted to assist the Government of Hong Kong to establish an e-waste take-back system. This study is the first systematic attempt on identifying key TWARC waste disposal outlets and trade practices of key parties involved in Hong Kong. Results from two questionnaire surveys, on local households and private e-waste traders, were used to establish the material flow of household TWARC waste. The study revealed that the majority of obsolete TWARC were sold by households to private e-waste collectors and that the current e-waste collection network is efficient and popular with local households. However, about 65,000 tonnes/yr or 80% of household generated TWARC waste are being exported overseas by private e-waste traders, with some believed to be imported into developing countries where crude recycling methods are practiced. Should Hong Kong establish a formal recycling network with tight regulatory control on imports and exports, the potential risks of current e-waste recycling practices on e-waste recycling workers, local residents and the environment can be greatly reduced.

  8. The stability of slopes subjected to blasting vibration -- Assessment and application in Hong Kong

    SciTech Connect (OSTI)

    Law, R.; Keller, R.

    1996-12-01

In the rush to beat the clock before the handover of Hong Kong back to China in June of 1997, an unprecedented amount of infrastructure work is being undertaken at a breakneck pace. In the middle of this construction explosion, on this island of barren granite, stands some of the most concerning and restrictive slope stability measures. So conservative, these measures impact blasting and vibration control to an extent unmatched anywhere in the world. This paper covers the application of vibration limitations and assessment of the stability of rock slopes subjected to blasting vibration in a very challenging application. The widening of the Tuen Mun highway, a project to improve a main artery to the city center to accommodate the ever increasing traffic, involves the blasting of existing slopes in cuts only a few meters wide and up to 45 meters in height, while addressing assessment limitations in a variety of geological conditions. Discussed in the paper is the application of guidelines imposed by the Geotechnical Engineering Office and the Mines Division of the Hong Kong Government and measures taken to address them, i.e., adjustment of geological factors for practical application in blast design; blasting with minimal effect; and maximum protective measures. As slope stability becomes another ever-increasing environmental concern affecting blasting, these applications may be helpful in addressing the encroachment of impending restrictions in other parts of the world on challenging projects where blast assessment of slopes is a critical factor.

  9. Personal exposure to nitrogen dioxide and its association with respiratory illness in Hong Kong

    SciTech Connect (OSTI)

    1990-05-01

In 1985, 362 primary schoolchildren and their 319 mothers were surveyed in Hong Kong to study the possible relationship of air pollution to respiratory illnesses. Using nitrogen dioxide (NO{sub 2}) measured by personal samplers as a measure of air pollution, the study aimed to identify the major sources of NO{sub 2} in the indoor environment and see whether its increased presence was associated with respiratory symptoms. The levels of NO{sub 2} among the mothers was found to increase by 21% if dust exposure was reported from the workplace, 18% if they used such cooking fuels as liquid petroleum gas or kerosene, 11% when kitchens did not have ventilating fans, and 10% when incense was burned at home. In terms of respiratory symptoms, an increase in NO{sub 2} levels of 19% was reported among those with allergic rhinitis and 18% among those with chronic cough. The levels of NO2 among children were correlated with levels measured in classrooms, all of which had opened windows so that the NO{sub 2} came from outdoors. No association was found between children's NO{sub 2} levels and respiratory symptoms. With the exception of smoking by the father and the children's NO{sub 2} levels, no association was found between smoking at home and NO{sub 2} levels.

This paper investigates the adoption and use of electronic invoices (e-invoices) in Greek organizations. The study attempts to evaluate current practices applied in implementing e-invoicing. A field research has been conducted, which is based on a structured questionnaire. The target sample consisted of 42 Greek enterprises. The main issues of the investigation include the existing invoice processing practices, the barriers that prevent the extended adoption and use of e-invoicing, the observed benefits from e-invoicing implementation, and the strategic drivers for transition to e-invoicing. Currently, the use of e-invoicing in Greece is low. However, the research results testify that the adoption of e-invoicing in Greece is promising. Even though, a number of enterprises state that benefits of e-invoicing are not clear yet, the majority of enterprises agree that there are crucial financial priorities that e-invoicing is expected to support.

  17. Life Cycle Assessment of the MBT plant in Ano Liossia, Athens, Greece

    SciTech Connect (OSTI)

Abeliotis, Konstadinos; Kalogeropoulos, Alexandros; Lasaridi, Katia

    2012-01-15

Highlights: Black-Right-Pointing-Pointer We model the operation of an MBT plant in Greece based on LCA. Black-Right-Pointing-Pointer We compare four different MBT operating scenarios (among them and with landfilling). Black-Right-Pointing-Pointer Even the current operation of the MBT plant is preferable to landfilling. Black-Right-Pointing-Pointer Utilization of the MBT compost and metals generates the most environmental gains. Black-Right-Pointing-Pointer Thermal exploitation of RDF improves further the environmental performance of the plant. - Abstract: The aim of this paper is the application of Life Cycle Assessment to the operation of the MBT facility of Ano Liossia in the region of Attica in Greece. The region of Attica is home to almost half the population of Greece and the management of its waste is a major issue. In order to explicitly analyze the operation of the MBT plant, five scenarios were generated. Actual operation data of the MBT plant for the year 2008 were provided by the region of Attica and the LCA modeling was performed via the SimaPro 5.1 software while impact assessment was performed utilizing the Eco-indicator'99 method. The results of our analysis indicate that even the current operation of the MBT plant is preferable to landfilling. Among the scenarios of MBT operation, the one with complete utilization of the MBT outputs, i.e. compost, RDF, ferrous and non-ferrous metals, is the one that generates the most environmental gains. Our analysis indicates that the exploitation of RDF via incineration is the key factor towards improving the environmental performance of the MBT plant. Our findings provide a quantitative understanding of the MBT plant. Interpretation of results showed that proper operation of the modern waste management systems can lead to substantial reduction of environmental impacts and savings of resources.

  20. Geostatistical Simulation of Hydrofacies Heterogeneity of the West Thessaly Aquifer Systems in Greece

    SciTech Connect (OSTI)

    Modis, K. Sideri, D.

    2013-06-15

Integrating geological properties, such as relative positions and proportions of different hydrofacies, is of highest importance in order to render realistic geological patterns. Sequential indicator simulation (SIS) and Plurigaussian simulation (PS) are alternative methods for conceptual and deterministic modeling for the characterization of hydrofacies distribution. In this work, we studied the spatial differentiation of hydrofacies in the alluvial aquifer system of West Thessaly basin in Greece. For this, we applied both SIS and PS techniques to an extensive set of borehole data from that basin. Histograms of model versus experimental hydrofacies proportions and indicative cross sections were plotted in order to validate the results. The PS technique was shown to be more effective in reproducing the spatial characteristics of the different hydrofacies and their distribution across the study area. In addition, the permeability differentiations reflected in the PS model are in accordance to known heterogeneities of the aquifer capacity.

  20. Measurements of particulate matter concentrations at a landfill site (Crete, Greece)

    SciTech Connect (OSTI)

    Chalvatzaki, E.; Kopanakis, I.; Kontaksakis, M.; Glytsos, T.; Kalogerakis, N.; Lazaridis, M.

    2010-11-15

Large amounts of solid waste are disposed in landfills and the potential of particulate matter (PM) emissions into the atmosphere is significant. Particulate matter emissions in landfills are the result of resuspension from the disposed waste and other activities such as mechanical recycling and composting, waste unloading and sorting, the process of coating residues and waste transport by trucks. Measurements of ambient levels of inhalable particulate matter (PM{sub 10}) were performed in a landfill site located at Chania (Crete, Greece). Elevated PM{sub 10} concentrations were measured in the landfill site during several landfill operations. It was observed that the meteorological conditions (mainly wind velocity and temperature) influence considerably the PM{sub 10} concentrations. Comparison between the PM{sub 10} concentrations at the landfill and at a PM{sub 10} background site indicates the influence of the landfill activities on local concentrations at the landfill. No correlation was observed between the measurements at the landfill and the background sites. Finally, specific preventing measures are proposed to control the PM concentrations in landfills.

  1. Comparative assessment of municipal sewage sludge incineration, gasification and pyrolysis for a sustainable sludge-to-energy management in Greece

    SciTech Connect (OSTI)

    Samolada, M.C.; Zabaniotou, A.A.

    2014-02-15

Highlights: • The high output of MSS highlights the need for alternative routes of valorization. • Evaluation of 3 sludge-to-energy valorisation methods through SWOT analysis. • Pyrolysis is an energy and material recovery process resulting to ‘zero waste’. • Identification of challenges and barriers for MSS pyrolysis in Greece was investigated. • Adopters of pyrolysis systems face the challenge of finding new product markets. - Abstract: For a sustainable municipal sewage sludge management, not only the available technology, but also other parameters, such as policy regulations and socio-economic issues should be taken in account. In this study, the current status of both European and Greek Legislation on waste management, with a special insight in municipal sewage sludge, is presented. A SWOT analysis was further developed for comparison of pyrolysis with incineration and gasification and results are presented. Pyrolysis seems to be the optimal thermochemical treatment option compared to incineration and gasification. Sewage sludge pyrolysis is favorable for energy savings, material recovery and high added materials production, providing a ‘zero waste’ solution. Finally, identification of challenges and barriers for sewage sludge pyrolysis deployment in Greece was investigated.

Highlights: Black-Right-Pointing-Pointer We studied pharmaceutical and chemical waste production in a Greek hospital. Black-Right-Pointing-Pointer Pharmaceutical waste comprised 3.9% w/w of total hazardous medical waste. Black-Right-Pointing-Pointer Unit production rate for total pharmaceutical waste was 12.4 {+-} 3.90 g/patient/d. Black-Right-Pointing-Pointer Chemical waste comprised 1.8% w/w of total hazardous medical waste. Black-Right-Pointing-Pointer Unit production rate for total chemical waste was 5.8 {+-} 2.2 g/patient/d. - Abstract: The objective of this work was to determine the composition and production rates of pharmaceutical and chemical waste produced by Xanthi General Hospital in Greece (XGH). This information is important to design and cost management systems for pharmaceutical and chemical waste, for safety and health considerations and for assessing environmental impact. A total of 233 kg pharmaceutical and 110 kg chemical waste was collected, manually separated and weighed over a period of five working weeks. The total production of pharmaceutical waste comprised 3.9% w/w of the total hazardous medical waste produced by the hospital. Total pharmaceutical waste was classified in three categories, vial waste comprising 51.1%, syringe waste with 11.4% and intravenous therapy (IV) waste with 37.5% w/w of the total. Vial pharmaceutical waste only was further classified in six major categories: antibiotics, digestive system drugs, analgesics, hormones, circulatory system drugs and 'other'. Production data below are presented as average (standard deviation in parenthesis). The unit production rates for total pharmaceutical waste for the hospital were 12.4 (3.90) g/patient/d and 24.6 (7.48) g/bed/d. The respective unit production rates were: (1) for vial waste 6.4 (1.6) g/patient/d and 13 (2.6) g/bed/d, (2) for syringe waste 1.4 (0.4) g/patient/d and 2.8 (0.8) g/bed/d and (3) for IV waste 4.6 (3.0) g/patient/d and 9.2 (5.9) g/bed/d. Highlights: • A two-step (strategic and detailed optimal planning) methodology is used for solving complex MSW management problems. • A software package is outlined, which can be used for generating detailed optimal plans. • Sensitivity analysis compares alternative scenarios that address objections and/or wishes of local communities. • A case study shows the application of the above procedure in practice and demonstrates the results and benefits obtained. - Abstract: The paper describes a software system capable of formulating alternative optimal Municipal Solid Wastes (MSWs) management plans, each of which meets a set of constraints that may reflect selected objections and/or wishes of local communities. The objective function to be minimized in each plan is the sum of the annualized capital investment and annual operating cost of all transportation, treatment and final disposal operations involved, taking into consideration the possible income from the sale of products and any other financial incentives or disincentives that may exist. For each plan formulated, the system generates several reports that define the plan, analyze its cost elements and yield an indicative profile of selected types of installations, as well as data files that facilitate the geographic representation of the optimal solution in maps through the use of GIS. A number of these reports compare the technical and economic data from all scenarios considered at the study area, municipality and installation level constituting in effect sensitivity analysis. The generation of alternative plans offers local authorities the opportunity of choice and the results of the sensitivity analysis allow them to choose wisely and with consensus. The paper presents also an application of this software system in the capital Region of Attica in Greece, for the purpose of developing an optimal waste transportation system in line with its approved waste management plan. The formulated plan was able to

The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased

Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

Because of increasingly stringent environmental legislation and enhanced environmental awareness, electroplaters in Hong Kong are paying more heed to protect the environment. To comply with the array of environmental controls, electroplaters can no longer rely solely on the end-of-pipe approach as a means for abating their pollution problems under the particular local industrial environment. The preferred approach is to adopt waste minimization measures that yield both economic and environmental benefits. This paper gives an overview of electroplating activities in Hong Kong, highlights their characteristics, and describes the pollution problems associated with conventional electroplating operations. The constraints of using pollution control measures to achieve regulatory compliance are also discussed. Examples and case studies are given on some low-cost waste minimization techniques readily available to electroplaters, including dragout minimization and water conservation techniques. Recommendations are given as to how electroplaters can adopt and exercise waste minimization techniques in their operations. 1 tab.

China has had an active program on energy efficiency standards for household appliances since the mid-1990s. Rice cooker is among the first to be subject to such mandatory regulation, since it is one of the most prevalent electric appliances in Chinese households. Since first introduced in 1989, the minimum energy efficiency standard for rice cookers has not been revised. Therefore, the potential for energy saving is considerable. Initial analysis from CNIS indicates that potential carbon savings is likely to reach 7.6 million tons of CO2 by the 10th year of the standard implementation. Since September 2007, CNIS has been working with various groups to develop the new standard for rice cookers. With The Energy Foundation's support, LBNL has assisted CNIS in the revision of the minimum energy efficiency standard for rice cookers that is expected to be effective in 2009. Specifically, work has been in the following areas: assistance in developing consumer survey on usage pattern of rice cookers, review of international standards, review of international test procedures, comparison of the international standards and test procedures, and assessment of technical options of reducing energy use. This report particularly summarizes the findings of reviewing international standards and technical options of reducing energy consumption. The report consists of an overview of rice cooker standards and labeling programs and testing procedures in Hong Kong, South Korea, Japan and Thailand, and Japan's case study in developing energy efficiency rice cooker technologies and rice cooker efficiency programs. The results from the analysis can be summarized as the follows: Hong Kong has a Voluntary Energy Efficiency Labeling scheme for electric rice cookers initiated in 2001, with revision implemented in 2007; South Korea has both MEPS and Mandatory Energy Efficiency Label targeting the same category of rice cookers as Hong Kong; Thailand's voluntary endorsement labeling program is

  15. Assessment of transboundary environmental effects in the Pearl River Delta Region: Is there a role for strategic environmental assessment?

    SciTech Connect (OSTI)

    Marsden, Simon

    2011-11-15

China's EIA Law does not require transboundary proposals to be assessed, despite recognition of this globally, for example in the Espoo Convention and Kiev Protocol, and in the European EIA and SEA Directives. In a transboundary context assessment within a state is unusual, as regulating these effects is primarily about the relationship between states. However where a state has more than one legal system such as in the Pearl River Delta (PRD) Region of southern China, transboundary effects should also be addressed. Yet despite the geographical connections between Guangdong Province in mainland China (where the EIA Law applies) and the Hong Kong and Macau Special Administrative Regions (which have their own provisions, neither of which requires transboundary assessments), EIA and SEA are carried out separately. Coordinated or joint approaches to transboundary assessment are generally absent, with the legal autonomy of Hong Kong and Macau a major constraint. As a result institutional responses at the policy level have developed. The article considers global experiences with regulating transboundary EIA and SEA, and analyses potential application to land use, transport and air and water planning in the PRD Region. If applied, benefits may include prevention or mitigation of cumulative effects, broader public participation, and improvements to environmental governance. The PRD Region experience may encourage China to conduct and coordinate EIA and SEA processes with neighbouring states, which has been non-existent or extremely limited to date.

Highlights: ? We developed a waste estimation system leveraging the BIM technology. ? The system can calculate waste disposal charging fee and pick-up truck demand. ? We presented an example scenario demonstrating this system. ? Automatic, time-saving and wide applicability are the features of the system. - Abstract: Due to the rising worldwide awareness of green environment, both government and contractors have to consider effective construction and demolition (C and D) waste management practices. The last two decades have witnessed the growing importance of demolition and renovation (D and R) works and the growing amount of D and R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking. In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D and R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient. Pick-up truck requirements and waste disposal charging fee for different waste facilities will also be predicted through our system. The results could

Results of an investigation of the geotechnical behavior of a hydraulic sand placed at a land reclamation site in Hong Kong are presented and interpreted. The study was conducted to aid in developing guidelines for quality control of hydraulic landfill placement. The work described consisted of: (1) field investigations; (2) static and cyclic triaxial testing; and (3) calibration chamber tests to study the cone penetration test versus D, relationships for marine sands obtained from the reclamation sites. The results of this study clearly indicate that the placement technique is the single most important factor controlling the geotechnical behavior of a given type of sand when placed as a hydraulic fill. The weakest zone is generally located just beneath the water level where fill deposition is placed by pipeline discharge.

    2009-11-15

A new photovoltaic/thermal heat pump (PV/T-HP) system having a modified collector/evaporator (C/E) has been developed and numerically studied. Multi-port flat extruded aluminum tubes were used in the modified C/E, as compared to round copper tubes used in a conventional C/E. Simulation results suggested that a better operating performance can be achieved for a PV/T-HP system having such a modified C/E. In addition, using the meteorological data in both Nanjing and Hong Kong, China, the simulation results showed that this new PV/T-HP system could efficiently generate electricity and thermal energy simultaneously in both cities all-year-round. Furthermore, improved operation by using variable speed compressor has been designed and discussed. (author)

US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

    2003-03-01

In the developing and transitional countries of Asia, environmental impact assessment (EIA) has been widely practiced as a planning tool that identifies the potential impacts associated with developments and determines their level of significance and the need for mitigating measures. Not withstanding its extensive use in many Asian countries, certain limitations are now being increasingly recognised with regard to achieving sustainable development within the planning process. It is also noted that the natural environment in Asia has continued to be severely degraded despite the adoption of EIA. This research project was undertaken at the National University of Singapore to review the status on the implementation of EIA procedures and to investigate the status and potential of strategic environmental assessment (SEA) in Asia. The research project generally investigated the existing physical attributes of six countries including Hong Kong and Singapore, Malaysia and the Philippines, Sri Lanka and Vietnam and discussed their prevailing environmental conditions. It more specifically reviewed policymaking and environmental planning, environmental legislation and the practice and procedures of environmental impact assessment. It also evaluated environmental assessment education and training activities. In some cases such as Hong Kong, an opportunity to analyse actual SEA practice was included. In other cases, the potential for possible take up of formal SEA was assessed. A comparative review assesses the degree to which EIA and SEA procedures have been utilized, considers how the use of SEA could overcome the deficiencies of the EIA project-based system and includes aspects of meeting sustainability criteria. Results show that the use and application of EIA is relatively strong across all countries with the possible exception of Singapore which relies more heavily on its planning and control system to address potential environmental impacts arising from development

This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

We conducted a forensic investigation with the aim of decoupling the contribution of geogenic and anthropogenic Cr(VI) sources in the wider area of Thiva. Groundwater and topsoil samples were collected from two Cr(VI) groundwater plumes of 160 μg/L and 75 μg/L. A series of evidence support the view that the origin of Cr(VI) detected in groundwater is mainly geogenic. These are: (a) the presence of Cr in topsoil of the wider area, (b) the moderate Cr(VI) groundwater concentrations, (c) the high Ni levels within the Cr(VI) plumes, (d) the predominance of Mn(IV), which is a prerequisite for Cr(III) oxidation to Cr(VI), and (e) the absence of co-contaminants. This study also revealed that, although both Cr(VI) plumes are clearly of geogenic origin, the plume with the elevated Cr(VI) values, in the north of Thiva town, exhibits also an anthropogenic component, which can potentially be attributed to the alkaline environment associated with the old uncontrolled landfill of Thiva and the industrial cluster located in this area.

    2015-06-15

Purpose: CTI cyclotron RDS-111 was used at the Hong Kong Sanatorium and Hospital (HKSH) to produce radiopharmaceuticals and radioactive tracers for diagnostic scans between 1999 and 2007. During the operation, some machine components became radioactive by activation. For the safety of staff, decommissioning took place in 2009, two years after the cyclotron had stopped operation. This study investigates the residual radioactivity and radionuclides found in different cyclotron components in 2014 in compliance with the local regulations in Hong Kong for transfer of radioactive waste. Methods: A representative sample of each part was counted using a high-purity germanium detector (manufacturer: ORTECT) for at least four hours. GammaVision, a multichannel analyzer software, was used to identify the radionuclides found in the cyclotron components, as well as the associated activities. A standard library and a Mariscotti peak search algorithm were used to identify the present radionuclides. Only radionuclides with half-life greater than 180 days were considered. Results: Among the components, the Havar target foil has the highest specific activity ((4.6±0.6)×10{sup 2} Bq/g), with Co-60 being the most prominent ((3.8±0.5)×10{sup 2} Bq/g). The total activity of the target foil, however, is still low due to its small mass of 0.04 g. Radioisotopes Mn-54 (46±6 Bq/g), Na-22 (6.8±0.8 Bq/g), Co-57 (7.3±0.9 Bq/g), and Fe-59 (6.0±0.9 Bq/g) have also been detected in the target foil. The target window holder and the vacuum window register a specific activity of 88.3±0.6 Bq/g and 48.6±0.1 Bq/g, respectively. Other components, such as the collimator, the target tube, the valve body and the beamline, are also found with trace amounts of radionuclides. Conclusion: Even seven years after the cyclotron had stopped operation, some components still exhibited residual radioactivity from activation exceeding the IAEA clearance levels. Special consideration for radiological

    1995-07-01

The authors used avian feathers to biomonitor heavy-metal distribution in several areas in the Pacific Basin including Papua New Guinea, Australia, New Zealand, China, Johnston Atoll, Hawaii, and Costa Rica. This paper is a preliminary synthesis of data gathered by the Pacific Basin Biomonitoring Project. They examined levels of mercury, lead, cadmium, selenium, chromium, and manganese. For sooty terns (Sterna fuscata) and brown noddy (Anous stolidus) mercury levels were lower in the Pacific than in Puerto Rico in the Atlantic, but his was reversed for lead and cadmium. Adult birds had higher metal levels in their feathers than did young birds of the same species from the same area. Cadmium levels were higher in terrestrial species; lead, chromium, and manganese were highest in coastal species; and mercury and selenium were highest in marine species. Mercury levels were lowest in forest species, intermediate in species that eat insects and small vertebrates, and highest in species that eat intermediate to large fish. Lead levels were highest in species feeding in industrialized estuaries of Hong Kong.

    2010-02-15

In recent years, more and more attention has been paid on the application potential of solar cooling for buildings. Due to the fact that the efficiency of solar collectors is generally low at the time being, the effectiveness of solar cooling would be closely related to the availability of solar irradiation, climatic conditions and geographical location of a place. In this paper, five types of solar cooling systems were involved in a comparative study for subtropical city, which is commonly featured with long hot and humid summer. The solar cooling systems included the solar electric compression refrigeration, solar mechanical compression refrigeration, solar absorption refrigeration, solar adsorption refrigeration and solar solid desiccant cooling. Component-based simulation models of these systems were developed, and their performances were evaluated throughout a year. The key performance indicators are solar fraction, coefficient of performance, solar thermal gain, and primary energy consumption. In addition, different installation strategies and types of solar collectors were compared for each kind of solar cooling system. Through this comparative study, it was found that solar electric compression refrigeration and solar absorption refrigeration had the highest energy saving potential in the subtropical Hong Kong. The former is to make use of the solar electric gain, while the latter is to adopt the solar thermal gain. These two solar cooling systems would have even better performances through the continual advancement of the solar collectors. It will provide a promising application potential of solar cooling for buildings in the subtropical region. (author)

We synthesize strong ground motion at three sites from a M=7.2 earthquake along the MW-trending Gulf of Cornith seismic zone. We model rupture along an 80 segment of the zone. The entire length of the fault, if activated at one time, can lead to an event comparable to that of the 1995 Kobe earthquake. With the improved digital data now routinely available, it becomes possible to use recordings of small earthquakes as empirical Green`s functions to synthesize potential ground motion for future large earthquakes. We developed a suite of 100 rupture scenarios for the earthquake and computed the commensurate strong ground motion time histories. We synthesized strong ground motion with physics-based solutions of earthquake rupture and applied physical bounds on rupture parameters. The synthesized ground motions obtained are source and site specific. By having a suite of rupture scenarios of hazardous earthquakes for a fixed magnitude and identifying the hazard to a site from the statistical distribution of engineering parameters, we have introduced a probabilistic component to the deterministic hazard calculation. The time histories suggested for engineering design are the ones that most closely match either the average or one standard deviation absolute accelerations response values.

  11. A generalized window energy rating system for typical office buildings

    SciTech Connect (OSTI)

    2010-07-15

Detailed computer simulation programs require lengthy inputs, and cannot directly provide an insight to relationship between the window energy performance and the key window design parameters. Hence, several window energy rating systems (WERS) for residential houses and small buildings have been developed in different countries. Many studies showed that utilization of daylight through elaborate design and operation of windows leads to significant energy savings in both cooling and lighting in office buildings. However, the current WERSs do not consider daylighting effect, while most of daylighting analyses do not take into account the influence of convective and infiltration heat gains. Therefore, a generalized WERS for typical office buildings has been presented, which takes all primary influence factors into account. The model includes embodied and operation energy uses and savings by a window to fully reflect interactions among the influence parameters. Reference locations selected for artificial lighting and glare control in the current common simulation practice may cause uncompromised conflicts, which could result in over- or under-estimated energy performance. Widely used computer programs, DOE2 and ADELINE, for hourly daylighting and cooling simulations have their own weaknesses, which may result in unrealistic or inaccurate results. An approach is also presented for taking the advantages of the both programs and avoiding their weaknesses. The model and approach have been applied to a typical office building of Hong Kong as an example to demonstrate how a WERS in a particular location can be established and how well the model can work. The energy effect of window properties, window-to-wall ratio (WWR), building orientation and lighting control strategies have been analyzed, and can be indicated by the localized WERS. An application example also demonstrates that the algebraic WERS derived from simulation results can be easily used for the optimal design of

Zhou, J. C. Yan, C. X. Yu, C. H. Pan, Y. Liu, and the HL-2A Team , Nucl. Fusion 51, 094016 (2011)] to measure the losses of neutral beam ions. The design of the probe is based on the concept of the ?-particle detectors on Tokamak Fusion Test Reactor (TFTR) using scintillator plates. The probe is capable of traveling across an equatorial plane port and sweeping the aperture angle rotationally with respect to the axis of the probe shaft by two step motors, in order to optimize the radial position and the collimator angle. The energy and the pitch angle of the lost fast ions can be simultaneously measured if the two-dimensional image of scintillation light intensity due to the impact of the lost fast ions is detected. Measurements of the fast-ion losses using the probe have been performed during HL-2A neutral beam injection discharges. The clear experimental evidence of enhanced losses of beam ions during disruptions has been obtained by means of the SLIP system. A detailed description of the probe system and the first experimental results are reported.

  11. Applying an improved rapid impact assessment matrix method to strategic environmental assessment of urban planning in China

    SciTech Connect (OSTI)

    2014-04-01

Strategic environmental assessment (SEA) has become an increasingly important decision-support tool for providing information on the environmental implications of a policy, plan, or program. The goal is to safeguard the environment and promote sustainable development at the strategic level. Despite major progress in implementing SEA practices internationally, developing countries, such as China, often lag behind in applying SEA methodology. Lack of available data and time constraints arising from tight schedules create problems. The rapid impact assessment matrix (RIAM) is a potential resource for breaking through such difficulties. Our analysis of RIAM applications suggested that it could become a tool for evaluating strategic alternatives because of its applicability in interdisciplinary settings, its transparency, and its short implementation timeframe. To make it more suitable for the SEA context, we have developed two major improvements to the conventional RIAM process: assignment of weights to assessment indicators and the development of an integrated environmental assessment score (IES). The improved RIAM process was employed in an SEA of the development plan for the Nansha District in Guangzhou, the capital city of Guangdong Province in China. It was used to assess five alternatives for development in Wanqingsha (WQS), a subunit of Nansha, where important ecological resources are located and where industrial development could impact the air quality in the neighboring Hong Kong Special Administrative Region (HKSAR). The evaluation identified WQS-A04 as the preferred alternative. This alternative involved a minimal amount of industrial development 10% compared with the most intense development alternative and included important wetland preservation plans. The assessment results have been incorporated into the officially approved development plan for Nansha. The improved RIAM methodology is well adapted to the technical aims of SEA and decision

We establish a generalization of Kitaev models based on unitary quantum groupoids. In particular, when inputting a Kitaev-Kong quantum groupoid H{sub C}, we show that the ground state manifold of the generalized model is canonically isomorphic to that of the Levin-Wen model based on a unitary fusion category C. Therefore, the generalized Kitaev models provide realizations of the target space of the Turaev-Viro topological quantum field theory based on C.

We demonstrate the emission of indistinguishable photons along a semiconductor chip originating from carrier recombination in an InAs quantum dot. The emitter is integrated in the waveguiding region of a photonic crystal structure, allowing for on-chip light propagation. We perform a Hong-Ou-Mandel-type of experiment with photons collected from the exit of the waveguide, and we observe two-photon interference under continuous wave excitation. Our results pave the way for the integration of quantum emitters in advanced photonic quantum circuits.

Radon, which is the largest source of natural ionizing radiation, reaches to surface as gas or dissolved form in the ground water. Emanation of radon can has a profile is disposed to increasing or decreasing depending on the effects of meteorological events or crust movements. In this work, the radon concentration in soil gas, which is transported from soil to AlphaGUARD, is continuously measured in Mytilene (Greece). A graph of radon concentration is prepared for comparison with simultaneous earthquake data. As a consequence of comparison, we determined that the radon concentration indicates anomalies before the earthquakes.

    2015-11-05

This presentation takes a look at the efforts to harness automated vehicle technology for public transport. The European CityMobil2 is the leading demonstration project in which automated shuttles were, or are planned to be, demonstrated in several cities and regions. The presentation provides a brief overview of the demonstrations at Oristano, Italy (July 2014), LaRochelle, France (Dec 2014), Lausanne, Switzerland (Apr 2015), Vantaa, Finland (July 2015), and Trikala, Greece (Sept 2015). In addition to technology exposition, the objectives included generating a legal framework for operation in each location and gaging the reaction of the public to unmanned shuttles, both of which were successfully achieved. Several such demonstrations are planned throughout the world, including efforts in North America in conjunction with the GoMentum Station in California. These early demonstration with low-speed automated shuttles provide a glimpse of the possible with a fully automated fleet of driverless vehicle providing a public transit service.

The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

Highlights: • Combined energy conversion of MSW and agricultural residue biomass is examined. • The model optimizes the financial yield of the investment. • Several system specifications are optimally defined by the optimization model. • The application to a case study in Greece shows positive financial yield. • The investment is mostly sensitive on the interest rate, the investment cost and the heating oil price. - Abstract: Municipal Solid Waste (MSW) disposal has been a controversial issue in many countries over the past years, due to disagreement among the various stakeholders on the waste management policies and technologies to be adopted. One of the ways of treating/disposing MSW is energy recovery, as waste is considered to contain a considerable amount of bio-waste and therefore can lead to renewable energy production. The overall efficiency can be very high in the cases of co-generation or tri-generation. In this paper a model is presented, aiming to support decision makers in issues relating to Municipal Solid Waste energy recovery. The idea of using more fuel sources, including MSW and agricultural residue biomass that may exist in a rural area, is explored. The model aims at optimizing the system specifications, such as the capacity of the base-load Waste-to-Energy facility, the capacity of the peak-load biomass boiler and the location of the facility. Furthermore, it defines the quantity of each potential fuel source that should be used annually, in order to maximize the financial yield of the investment. The results of an energy tri-generation case study application at a rural area of Greece, using mixed MSW and biomass, indicate positive financial yield of investment. In addition, a sensitivity analysis is performed on the effect of the most important parameters of the model on the optimum solution, pinpointing the parameters of interest rate, investment cost and heating oil price, as those requiring the attention of the decision makers

Combining rules, such as the Lorentz-Berthelot rules, are routinely used to calculate the thermodynamic properties of mixtures using molecular simulations. Here we extend the expanded Wang-Landau simulation approach to determine the impact of the combining rules on the value of the partition function of binary systems, and, in turn, on the phase coexistence and thermodynamics of these mixtures. We study various types of mixtures, ranging from systems of rare gases to biologically and technologically relevant mixtures, such as water-urea and water-carbon dioxide. Comparing the simulation results to the experimental data on mixtures of rare gases allows us to rank the performance of combining rules. We find that the widely used Lorentz-Berthelot rules exhibit the largest deviations from the experimental data, both for the bulk and at coexistence, while the Kong and Waldman-Hagler provide much better alternatives. In particular, in the case of aqueous solutions of urea, we show that the use of the Lorentz-Berthelot rules has a strong impact on the Gibbs free energy of the solute, overshooting the value predicted by the Waldman-Hagler rules by 7%. This result emphasizes the importance of the combining rule for the determination of hydration free energies using molecular simulations.

    2013-07-01

During NPP operation, several waste streams are generated, caused by different technical and physical processes. Besides others, liquid waste represents one of the major types of waste. Depending on national regulation for storage and disposal of radioactive waste, solidification can be one specific requirement. To accommodate the global request for waste treatment systems Westinghouse developed several specific treatment processes for the different types of waste. In the period of 2006 to 2008 Westinghouse awarded several contracts for the design and delivery of waste treatment systems related to the latest CPR-1000 nuclear power plants. One of these contracts contains the delivery of four Cementation Facilities for waste treatment, s.c. 'Follow on Cementations' dedicated to three locations, HongYanHe, NingDe and YangJiang, of new CPR-1000 nuclear power stations in the People's Republic of China. Previously, Westinghouse delivered a similar cementation facility to the CPR-1000 plant LingAo II, in Daya Bay, PR China. This plant already passed the hot functioning tests successfully in June 2012 and is now ready and released for regular operation. The 'Follow on plants' are designed to package three 'typical' kind of radioactive waste: evaporator concentrates, spent resins and filter cartridges. The purpose of this paper is to provide an overview on the Westinghouse experience to design and execution of cementation facilities. (authors)

Technical means for identifying when tampering occurs is a critical part of many containment and surveillance technologies. Conventional fiber optic seals provide methods for monitoring enclosed inventories, but they are vulnerable to spoofing attacks based on classical physics. We address these vulnerabilities with the development of a quantum seal that offers the ability to detect the intercept-resend attack using quantum integrity verification. Our approach represents an application of entanglement to provide guarantees in the authenticity of the seal state by verifying it was transmitted coherently. We implement these ideas using polarization-entangled photon pairs that are verified after passing through amore » fiber-optic channel testbed. Using binary detection theory, we find the probability of detecting inauthentic signals is greater than 0.9999 with a false alarm chance of 10–9 for a 10 second sampling interval. In addition, we show how the Hong-Ou-Mandel effect concurrently provides a tight bound on redirection attack, in which tampering modifies the shape of the seal. Our measurements limit the tolerable path length change to sub-millimeter disturbances. As a result, these tamper-indicating features of the quantum seal offer unprecedented security for unattended monitoring systems.« less

  2. Rice Glycosyltransferase (GT) Phylogenomic Database

    Ronald, Pamela

The Ronald Laboratory staff at the University of California-Davis has a primary research focus on the genes of the rice plant. They study the role that genetics plays in the way rice plants respond to their environment. They created the Rice GT Database in order to integrate functional genomic information for putative rice Glycosyltransferases (GTs). This database contains information on nearly 800 putative rice GTs (gene models) identified by sequence similarity searches based on the Carbohydrate Active enZymes (CAZy) database. The Rice GT Database provides a platform to display user-selected functional genomic data on a phylogenetic tree. This includes sequence information, mutant line information, expression data, etc. An interactive chromosomal map shows the position of all rice GTs, and links to rice annotation databases are included. The format is intended to "facilitate the comparison of closely related GTs within different families, as well as perform global comparisons between sets of related families." 3. On the increase of the non-uniform scaling of the magnetic field variations before the M{sub w}9.0 earthquake in Japan in 2011

    SciTech Connect (OSTI)

    2014-06-01

By applying Detrended Fluctuation Analysis (DFA) to the time series of the geomagnetic data recorded at three measuring stations in Japan, Rong et al. in 2012 recently reported that anomalous magnetic field variations were identified well before the occurrence of the disastrous Tohoku M{sub w}9.0 earthquake that occurred on 11 March 2011 in Japan exhibiting increased non-uniform scaling behavior. Here, we provide an explanation for the appearance of this increase of non-uniform scaling on the following grounds: These magnetic field variations are the ones that accompany the electric field variations termed Seismic Electric Signals (SES) activity which have been repeatedly reported that precede major earthquakes. DFA as well as multifractal DFA reveal that the latter electric field variations exhibit scaling behavior as shown by analyzing SES activities observed before major earthquakes in Greece. Hence, when these variations are superimposed on a background of pseudosinusoidal trend, their long range correlation propertiesquantified by DFAare affected resulting in an increase of the non-uniform scaling behavior. The same is expected to hold for the former magnetic field variations. This explanation is strengthened by recent findings showing that the fluctuations of the order parameter of seismicity exhibited an unprecedented minimum almost two months before the Tohoku earthquake occurrence which is characteristic for an almost simultaneous emission of Seismic Electric Signals activity.

In this work, digital processing of scanning-electron-microscopy images utilized to assess cleaning interventions applied on the Pentelic marble surfaces of the National Archaeological Museum and National Library in Athens, Greece. Beside mineralogical and chemical characterization that took place by scanning-electron-microscopy with Energy Dispersive X-ray Spectroscopy, the image-analysis program EDGE was applied for estimating three evaluation indexes of the marble micro-structure. The EDGE program was developed by the U.S. Geological Survey for the evaluation of cleaning interventions applied on Philadelphia City Hall. This computer program analyzes scanning-electron-microscopy images of stone specimens cut in cross-section for measuring the fractal dimension of the exposed surfaces, the stone near-surface fracture density, the shape factor (a surface roughness factor) and the friability index which represents the physico-chemical and physico-mechanical stability of the stone surface. The results indicated that the evaluation of the marble surface micro-structure before and after cleaning is achieved by the suggested indexes, while the performance of cleaning interventions on the marble surfaces can be assessed.

The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    1994-04-01

Over the past several years, the OECD/NEA and CEC sponsored an international program intercomparing a group of six probabilistic consequence assessment (PCA) codes designed to simulate health and economic consequences of radioactive releases into atmosphere of radioactive materials following severe accidents at nuclear power plants (NPPs): ARANO (Finland), CONDOR (UK), COSYMA (CEC), LENA (Sweden), MACCS (USA), and OSCAAR (Japan). In parallel with this effort, two separate groups performed similar calculations using the MACCS and COSYMA codes. Results produced in the MACCS Users Group (Greece, Italy, Spain, and USA) calculations and their comparison are contained in the present report. Version 1.5.11.1 of the MACCS code was used for the calculations. Good agreement between the results produced in the four participating calculations has been reached, with the exception of the results related to the ingestion pathway dose predictions. The main reason for the scatter in those particular results is attributed to the lack of a straightforward implementation of the specifications for agricultural production and counter-measures criteria provided for the exercise. A significantly smaller scatter in predictions of other consequences was successfully explained by differences in meteorological files and weather sampling, grids, rain distance intervals, dispersion model options, and population distributions.

The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

    1989-11-01

With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

The paper summarizes the results of the in progress EU Project titled TRIPOD (Training Civil Engineers on Post-Earthquake Safety Assessment of Damaged Buildings), funded under the Leonardo Da Vinci program. The main theme of the project is the development of a methodology and a learning platform for the training of technicians involved in post-earthquake building safety inspections. In the event of a catastrophic earthquake, emergency building inspections constitute a major undertaking with severe social impact. Given the inevitable chaotic conditions and the urgent need of a great number of specialized individuals to carry out inspections, past experience indicates that inspection teams are often formed in an adhoc manner, under stressful conditions, at a varying levels of technical expertise and experience, sometime impairing the reliability and consistency of the inspection results. Furthermore each Country has its own building damage and safety assessment methodology, developed according to its experience, laws, building technology and seismicity. This holds also for the partners participating to the project (Greece, Italy, Turkey, Cyprus), that all come from seismically sensitive Mediterranean countries. The project aims at alleviating the above shortcomings by designing and developing a training methodology and e-platform, forming a complete training program targeted at inspection engineers, specialized personnel and civil protection agencies. The e-learning platform will provide flexible and friendly authoring mechanisms, self-teaching and assessment capabilities, course and trainee management, etc. Courses will be also made available as stand-alone multimedia applications on CD and in the form of a complete pocket handbook. Moreover the project will offer the possibility of upgrading different experiences and practices: a first step towards the harmonization of methodologies and tools of different Countries sharing similar problems. Highlights: Black-Right-Pointing-Pointer We calculated hazardous medical waste generation rates (HMWGR) from 132 hospitals. Black-Right-Pointing-Pointer Based on a 22-month study period, HMWGR were highly skewed to the right. Black-Right-Pointing-Pointer The HMWGR varied from 0.00124 to 0.718 kg bed{sup -1} d{sup -1}. Black-Right-Pointing-Pointer A positive correlation existed between the HMWGR and the number of hospital beds. Black-Right-Pointing-Pointer We used non-parametric statistics to compare rates among hospital categories. - Abstract: Goal of this work was to calculate the hazardous medical waste unit generation rates (HMWUGR), in kg bed{sup -1} d{sup -1}, using data from 132 health-care facilities in Greece. The calculations were based on the weights of the hazardous medical wastes that were regularly transferred to the sole medical waste incinerator in Athens over a 22-month period during years 2009 and 2010. The 132 health-care facilities were grouped into public and private ones, and, also, into seven sub-categories, namely: birth, cancer treatment, general, military, pediatric, psychiatric and university hospitals. Results showed that there is a large variability in the HMWUGR, even among hospitals of the same category. Average total HMWUGR varied from 0.012 kg bed{sup -1} d{sup -1}, for the public psychiatric hospitals, to up to 0.72 kg bed{sup -1} d{sup -1}, for the public university hospitals. Within the private hospitals, average HMWUGR ranged from 0.0012 kg bed{sup -1} d{sup -1}, for the psychiatric clinics, to up to 0.49 kg bed{sup -1} d{sup -1}, for the birth clinics. Based on non-parametric statistics, HMWUGR were statistically similar for the birth and general hospitals, in both the public and private sector. The private birth and general hospitals generated statistically more wastes compared to the corresponding public hospitals. The infectious/toxic and toxic medical wastes appear to be 10% and 50% of the total hazardous medical wastes

The attendance at the Workshop was similar to last year's with 123 registered participants of which 22 represented 8 foreign countries. A record number of technical papers (about 60) were submitted for presentation at the Workshop. The Program Committee, therefore, decided to have several parallel sessions to accommodate most of the papers. This format proved unpopular and will not be repeated. Many of the participants felt that the Workshop lost some of its unique qualities by having parallel sessions. The Workshop has always been held near the middle of December during examination week at Stanford. This timing was reviewed in an open discussion at the Workshop. The Program Committee subsequently decided to move the Workshop to January. The Tenth Workshop will be held on January 22-24, 1985. The theme of the Workshop this year was ''field developments worldwide''. The Program Committee addressed this theme by encouraging participants to submit field development papers, and by inviting several international authorities to give presentations at the Workshop. Field developments in at least twelve countries were reported: China, El Salvador, France, Greece, Iceland, Italy, Japan, Kenya, Mexico, New Zealand, the Philippines, and the United States. There were 58 technical presentations at the Workshop, of which 4 were not made available for publication. Several authors submitted papers not presented at the Workshop. However, these are included in the 60 papers of these Proceedings. The introductory address was given by Ron Toms of the U.S. Department of Energy, and the banquet speaker was A1 Cooper of Chevron Resources Company. An important contribution was made to the Workshop by the chairmen of the technical sessions. Other than Stanford Geothermal Program faculty members, they included: Don White (Field Developments), Bill D'Olier (Hydrothermal Systems), Herman Dykstra (Well Testing), Karsten Pruess (Well Testing), John Counsil (Reservoir Chemistry), Malcolm Mossman

SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) will be the Middle East's first international research center. It is a cooperative venture by the scientists and governments of the region with founding members Bahrain, Egypt, Israel, Jordan, Pakistan, Palestine Authority, and Turkey. Iran is in the process of finalizing its formal membership. Other countries (Cyprus, Morocco, and the United Arab Emirates) are also expected to join. The permanent Council of member states has full responsibility for the project. Members provide the annual operating budget. Observer countries are Germany, Greece, Italy, Kuwait, Portugal, Russian Federation, Sweden, the UK, and the US. SESAME is being developed under the umbrella of UNESCO. Jordan was selected as the building site. SESAME will offer excellent opportunities for training of Middle East scientists and attract those working abroad to consider returning. SESAME will be a 2.5GeV 3rd Generation light source (emittance 26nm-rad, circumference {approx}133m), providing excellent performance for structural molecular biology, molecular environmental science, surface and interface science, microelectromechanical devices, x-ray imaging, archaeological microanalysis, and materials characterization. It will cover a broad spectral range from the infrared to hard x-rays and will have 12 straight sections for insertion devices (average length 2.75m). The injector will be the BESSY I 0.8 GeV booster synchrotron which has been given as a gift from Germany. Four committees advise the Council and assist in developing the technical design, beam lines, user community, and scientific Program. The SESAME building, now in construction with funds and a site provided by Jordan, is scheduled for completion in late 2006 after which the BESSY I injector will be installed. First stored beam in the new 2.5 GeV ring is planned for 2009 with six initial beamlines planned. Some beamlines will be built by member

  14. Tracing the transport of anthropogenic lead in the atmosphere and in soils using isotopic ratios

The isotopic composition of lead in aerosols and soils in Israel is used to characterize the sources of anthropogenic lead in the region, to ascertain the isotopic composition of natural, rock-derived lead in specific areas, and to determine rates of anthropogenic lead migration in soils. The isotopic composition of lead currently emitted from cars in Israel ({sup 206}Pb/{sup 207}Pb = 1.115 {+-} 2) is controlled by alkyl-lead produced in France and Germany. In addition to petrol-lead, two more sources of anthropogenic lead can be detected in sampled aerosols; the first one has low concentrations of lead ({approximately} ng/m{sup 3}) and {sup 206}Pb/{sup 207}Pb {approximately} 1.157, and is most likely lead, emitted in Turkey, that traveled across the eastern Mediterranean basin; the second type of aerosols contains a mixture of lead emitted in several countries including Turkey, Greece, and Ukraine ({sup 206}Pb/{sup 207}Pb value of 1.155-1.160; [Pb] {approximately}20-30 ng/m{sup 3}). Anthropogenic lead is more accessible for acid leaching than natural lead, therefore, it is more labile in the soil. The isotopic composition of lead in the acid-leached fraction of near-road soil profiles records the history of alkyl-lead emission in the country. Based on changes in the isotopic composition of lead with soil depth, it is estimated that anthropogenic lead migrates into the soil at approximately 0.5 cm/y. A soil profile from a relatively remote area is less contaminated by anthropogenic lead and displays a different distribution of lead isotopic values with depth. The isotopic composition of lead suggests that natural lead in soils developed on carbonate bedrock is derived from clays, either from the rock-residue (the clay fraction in the carbonate bedrock), or from airborne clay, but not from lead released from the carbonate fraction in the rock. 44 refs., 6 figs., 2 tabs.
