    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

    The objectives of this project were to evaluate the potential utilization in road construction of wastes produced from the Coolside, LIMB (limestone injection multi-stage burner) and FBC (fluidized-bed combustion) processes, and to specify criteria for landfill disposal of waste from the Coolside process. These three processes are considered to be clean coal technologies. The Coolside process involves injecting an aqueous slurry of hydrated lime into the ductwork downstream of the air preheater in a coal-fired boiler. The hydrated lime captures sulfur dioxide from the flue gas producing anhydrous calcium sulfite and calcium sulfate, which are collected along with the unused hydrated lime and fly ash. The LIMB process involves injection of lime or hydrated lime directly into the furnace to capture sulfur dioxide. The waste consists principally of anhydrous calcium sulfate, lime, and fly ash. Both processes were demonstrated successfully at the Edgewater Station of Ohio Edison in Lorrain, OH, from 1989 to 1992. Circulating fluidized-bed combustion (FBC) is a commercial technology which combines steam generation with SO{sub 2} control by burning coal in a circulating bed of limestone. The waste, chemically similar to LIMB waste, is produced by bleed-off of the bed material and by collection of the flue dust. All three processes produce a dry solid waste, which must either be used or disposed of and managed to ensure environmental compliance and economic feasibility. The project was completed in June 1996.

    The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers.     The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (â??target areaâ?ť), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a project or an area as one entity to optimize water use and minimize costs subject to regulatory and other constraints. It will facilitate analysis of options and tradeoffs, and will also simplify permitting and reporting to regulatory agencies. The system will help regulators study cumulative impacts of development, conserve water resources, and manage disposal options across a region. It will also allow them to track permits and monitor compliance. The public will benefit from water conservation, improved environmental performance as better system wide decisions are made, and greater supply of natural gas, with attendant lower prices, as costs are reduced and development is assisted through better planning and scheduling. Altogether, better economics and fewer barriers will facilitate recovery of the more than 300 trillion cubic feet of estimated recoverable natural gas resource in the Marcellus Shale in a manner that protects the environment.

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    Improved models of contaminant migration in heterogeneous, variably saturated porous media are required to better define the long-term stewardship requirements for U.S. Department of Energy (DOE) lands and to assist in the design of effective vadose-zone barriers to contaminant migrations. The development of these improved models requires field and laboratory results to evaluate their efficacy. However, controlled laboratory experiments simulating vadose conditions can require extensive period of time, and often are conducted at condition near saturation rather than the much drier conditions common in many contaminated arid vadose zone sites. Collaborative research undertaken by the Idaho National Laboratory (INL) and the University of Idaho as part of this Environmental Management Science Program project focused on the development and evaluation of geocentrifuge techniques and equipment that allows vadose zone experiments to be conducted for relevant conditions in time frames not possible in conventional bench top experiments. A key and novel aspect of the research was the use of the 2-meter radius geocentrifuge capabilities at the Idaho National Laboratory to conduct unsaturated transport experiments. Specifically, the following activities were conducted ** Reviewing of the theory of unsaturated flow in the geocentrifuge to establish the range of centrifuge accelerations/experimental conditions and the translation of centrifuge results to 1 gravity applications. ** Designing, constructing, and testing of in-flight experimental apparatus allowing the replication of traditional bench top unsaturated transport experiments on the geocentrifuge. ** Performing unsaturated 1-dimenstional column geocentrifuge experiments using conservative tracers to evaluate the effects of increased centrifugal acceleration on derived transport properties and assessing the scaling relationships for these properties. Because the application of geocentrifuge techniques to vadose transport is in its infancy experimental apparatus such as pumps, flow meters, columns, fraction collectors, etc. that would reliably function under the increased self weight experienced on the centrifuge had to be developed and tested as part of this project. Although, we initially planed to conduct experiments using reactive tracer and 2-dimensional heterogeneities, the cost and time associated with designing, building, and testing of experimental apparatus limited our experimental program to conservative tracer experiments using 1-dimensional columns. The results we obtained in this study indicate that the geocentrifuge technique is a viable experimental method for the study of subsurface processes where gravitational acceleration is important. The geocentrifuge allows experiments to be completed more quickly than tests conducted at 1-g, can be used to experimentally address important scaling issues, and permits experiments under a range of conditions that would be difficult or impossible using conventional approaches. The application of the geocentrifuge approaches and associated models developed in this project allows more meaningful investigation of DOE relevant vadose-zone issues under scalable conditions in time frames previously not obtainable.

    The sandstones in the Brushy Basin Member of the Morrison Formation (Jurassic) are the ore-bearing horizons of the eastern Smith Lake area. The Brushy Basin Member in this district consists of three sandstones with interbedded mudstones. Only the lower two sandstones contain ore. The sandstones are fine to coarse grained, well rounded, and arkosic, representing continental stream sediments. The lower sandstone contains rollfront ore. The redox interface is laterally extensive and well defined, extending at least 7 mi (11 km) west of the Bluewater fault zone. The ore generally occurs at the redox boundary but occasionally will be up to 1500 ft (450 m) updip. Limonitic alteration, where present, is downdip from the hematitic zone and is 100-1,500 ft (30 to 450 m) wide. The middle sandstone contains both trend ore and roll-front ore. The trend ore occurs downdip from the redox front in unoxidized ground. The redox front in the middle sand is also laterally extensive but displays a wedge shape, rather than a C shape. The clay assemblages of the two types of ore are different: the trend ore occurs in sands with the pore spaces filled with kaolinite; the roll-front ore is associated with altered illite-montmorillonite as grain coatings. Hematitic alteration is asociated with the latter. A second stage of kaolinite coats the illite-montmorillonite. Two periods of mineralization are suggested, but no absolute dates are known. The trend ore is the oldest (Jurassic) and is similar to the ore found in unoxidized ground elsewhere in the Grants region. The rollfront ore could be Laramide or post-Laramide because of its association with local Laramide structures.

    In February, 1990, the Secretary of Energy, James Watkins approved a grant for a waste (management) education and research consortium program by New Mexico State University (NMSU) to the US Department of Energy (DOE) . This program known by the acronym, WERC'' includes NMSU, the University of New Mexico (UNM), the New Mexico Institute of Mining and Technology (NMIMT), the Los Alamos National Laboratory and the Sandia National Laboratories. The program is designed to provide an integrated approach to the national need via the following: (1) Education in waste management by the Consortium universities resulting in graduate, undergraduate, and associate degrees with concentration in environmental management. The term waste management is used in a broad sense throughout this paper and includes all aspects of environmental management and environmental restoration. (2) Research programs at the leading edge, providing training to faculty and students and feeding into the education programs. (3) Education and research at the campuses, as well as from three field sites. (4) Ties with other multi-disciplinary university facilities. (5) Ties with two National Laboratories located in New Mexico. (6) Technology transfer and education via an existing fiber optic network, a proposed satellite link, and an existing state-wide extension program. (7) An outreach program to interest others in environmental management, especially precollege students, minority students and practitioners in the field. This report summarizes the accomplishments and status at the end of the first year.

    Through the National Governors Association (NGA) project ``Critical Issues Related to Radioactive Waste and Materials Disposition Involving DOE Facilities'' NGA brings together Governors' policy advisors, state regulators, and DOE officials to examine critical issues related to the cleanup and operation of DOE nuclear weapons and research facilities. Topics explored through this project include: Decisions involving disposal of mixed, low-level, and transuranic (TRU) waste and disposition of nuclear materials; Decisions involving DOE budget requests and their effect on environmental cleanup and compliance at DOE facilities; Strategies to treat mixed, low-level, and transuranic (TRU) waste and their effect on individual sites in the complex; Changes to the FFCA site treatment plans as a result of proposals in the Department's Accelerating Cleanup: Paths to Closure plan and contractor integration analysis; Interstate waste and materials shipments; and Reforms to existing RCRA and CERCLA regulations/guidance to address regulatory overlap and risks posed by DOE wastes. The overarching theme of this project is to help the Department improve coordination of its major program decisions with Governors' offices and state regulators and to ensure such decisions reflect input from these key state officials and stakeholders. This report summarizes activities conducted during the period from October 1, 1999 through January 31, 2000, under the NGA grant. The work accomplished by the NGA project team during the past three months can be categorized as follows: maintained open communication with DOE on a variety of activities and issues within the DOE environmental management complex; convened and facilitated the October 6--8 NGA FFCA Task Force Meeting in Oak Ridge, Tennessee; maintained communication with NGA Federal Facilities Compliance Task Force members regarding DOE efforts to formulate a configuration for mixed low-level waste and low-level treatment and disposal, external regulation of DOE; and continued to facilitate interactions between the states and DOE to develop a foundation for an ongoing substantive relationship between the Governors of key states and the Department.

    Purpose: To investigate the reproducibility and technical and clinical success of the parallel technique of transjugular intrahepatic portosystemic shunt (TIPS) reduction in the management of refractory hepatic encephalopathy (HE). Materials and Methods: A 10-mm-diameter self-expanding stent graft and a 5-6-mm-diameter balloon-expandable stent were placed in parallel inside the existing TIPS in 8 patients via a dual unilateral transjugular approach. Changes in portosystemic pressure gradient and HE grade were used as primary end points. Results: TIPS reduction was technically successful in all patients. Mean {+-} standard deviation portosystemic pressure gradient before and after shunt reduction was 4.9 {+-} 3.6 mmHg (range, 0-12 mmHg) and 10.5 {+-} 3.9 mmHg (range, 6-18 mmHg). Duration of follow-up was 137 {+-} 117.8 days (range, 18-326 days). Clinical improvement of HE occurred in 5 patients (62.5%) with resolution of HE in 4 patients (50%). Single episodes of recurrent gastrointestinal hemorrhage occurred in 3 patients (37.5%). These were self-limiting in 2 cases and successfully managed in 1 case by correction of coagulopathy and blood transfusion. Two of these patients (25%) died, one each of renal failure and hepatorenal failure. Conclusion: The parallel technique of TIPS reduction is reproducible and has a high technical success rate. A dual unilateral transjugular approach is advantageous when performing this procedure. The parallel technique allows repeat bidirectional TIPS adjustment and may be of significant clinical benefit in the management of refractory HE.

    This program management plan covers the development, demonstration, testing, and evaluation efforts necessary to identify treatment methods for all the waste listed in Appendix B of the ORR`s LDR/FFCA as well as any new wastes which meet Appendix B criteria. To successfully identify a treatment method, at least a proof-of-principle level of understanding must be obtained: that is, the candidate processes must be demonstrated as effective in treating the wastes to the LDR; however, an optimized process is not required. Where applicable and deemed necessary and where the budgets will support them, pilot-scale demonstrations will be pursued. The overall strategy being adopted in this program will be composed of the following activities: Scoping of the study; characterization; development and screening of alternatives; treatability investigations; and detailed analysis of alternatives.

    The City of Philadelphia was awarded a grant for the ``development of a Public Information Component for the Clean Cities Program involving alternative fuels usage within the city of Philadelphia and the surrounding counties in the Philadelphia region``. During the summer of 1993, it was felt that the public needed considerable information on the costs, benefits, emission data, conversion information, and infrastructure requirements. Embodied in the 1993 proposal was the notion that a model could be developed within some type of structure charged with the tasks of market introduction of alternative fuels in the Greater Philadelphia area in a concerted, comprehensive way. As originally envisioned, in executing this grant, the City had several objectives in mind. Among these were the following: the organizing of various media events to showcase alternative fuels usage; (2) to begin a networking process with fleet managers in the area; (3) to provide sources of information to fleet managers and others interested in, and concerned with the conversion to alternative fuels; (4) documentation on research and analysis associated with alternative fuels.

    We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals.     A project-oriented approach is beneficial for the selection and design of viable diagnostics for fusion reactors because of the associated complex physical and organizational environment. The project-oriented approach includes rigorous risk management. The nature and impact of risks related to technical, organizational and commercial aspects in relation to the development of ITER diagnostics under EU responsibility are analyzed. The majority of risks are related to organizational aspects and technical feasibility issues. The experience with ITER is extrapolated to DEMO and beyond. It should not be taken for granted that technical solutions will be found, while a risk analysis of various diagnostic techniques with quantitative assessments undertaken early in the design of DEMO would be beneficial.

    The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects. The study was to provide the Department with data to be used in preparing a report to Congress and the President containing the following: (1) an assessment of how well the Program achieved its objectives; (2) an assessment of how well the Program stimulated the overall use of appropriate technologies in various markets; (3) an overall energy savings impact of the Appropriate Technology Program, as well as other direct and indirect Program impacts including new technologies, products, devices, businesses, jobs, etc., developed as a result of the Program; (4) case studies of the 20 most successful grants and their actual or potential individual energy savings and other direct and indirect impacts; and (5) an identification and analyses of the factors that contributed to successful and unsuccessful grants, with recommendations for improvement of other similar governmental and non-governmental programs.

    The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

In response, Congress established the Treasury grant program pursuant to Section 1603 of the American Recovery and Reinvestment Act (..Section..1603 Program) to offer a cash payment in lieu of a production and investment tax credit. This study addresses the likely project financing and market impacts from the expiration of the ..Section..1603 Program. The authors assembled an array of insights offered by financial executives active in the renewable energy (RE) market during conference panel discussions and in presentations, direct interviews, and email correspondences. This analysis found that the ..Section..1603 Program alleviated the need to monetize the tax credit incentives through specialized investors, helped lower the transaction and financing costs associated with renewable electricity projects, and generally supported an extensive build-out of renewable power generation capacity. With the expiration of the ..Section..1603 Program, smaller or less-established renewable power developers will have more difficulty attracting needed financial capital and completing their projects, development of projects relying on newer or 'innovative' technologies will likely slow as traditional tax equity investors are known to be highly averse to technology risk in the projects they fund, and, finally, projects relying on tax equity may be more expensive to develop due to higher transaction costs and potentially higher yields required to attract tax equity.

    Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

    On May 22, 2000, as required by Congress in its 1980 Amendments to the Resource Conservation and Recovery Act (RCRA), the U.S. Environmental Protection Agency (EPA) issued a Regulatory Determination on Wastes from the Combustion of Fossil Fuels. On the basis of information contained in its 1999 Report to Congress: Wastes from the Combustion of Fossil Fuels, the EPA concluded that coal combustion wastes (CCWs), also known as coal combustion by-products (CCBs), did not warrant regulation under Subtitle C of RCRA, and it retained the existing hazardous waste exemption for these materials under RCRA Section 3001(b)(3)(C). However, the EPA also determined that national regulations under Subtitle D of RCRA were warranted for CCWs that are disposed of in landfills or surface impoundments. The EPA made this determination in part on the basis of its findings that 'present disposal practices are such that, in 1995, these wastes were being managed in 40 percent to 70 percent of landfills and surface impoundments without reasonable controls in place, particularly in the area of groundwater monitoring; and while there have been substantive improvements in state regulatory programs, we have also identified gaps in State oversight' (EPA 2000). The 1999 Report to Congress (RTC), however, may not have reflected the changes in CCW disposal practices that occurred since the cutoff date (1995) of its database and subsequent developments. The U.S. Department of Energy (DOE) and the EPA discussed this issue and decided to conduct a joint DOE/EPA study to collect new information on the recent CCW management practices by the power industry. It was agreed that such information would provide a perspective on the chronological adoption of control measures in CCW units based on State regulations. A team of experts from the EPA, industry, and DOE (with support from Argonne National Laboratory) was established to develop a mutually acceptable approach for collecting and analyzing data on CCW disposal practices and State regulatory requirements at landfills and surface impoundments that were permitted, built, or laterally expanded between January 1, 1994, and December 31, 2004. The scope of the study excluded waste units that manage CCWs in active or abandoned coal mines. The EPA identified the following three areas of interest: (1) Recent and current CCW industry surface disposal management practices, (2) State regulatory requirements for CCW management, and (3) Implementation of State requirements (i.e., the extent to which States grant or deny operator requests to waive or vary regulatory requirements and the rationales for doing so). DOE and the EPA obtained data on recent and current disposal practices from a questionnaire that the Utility Solid Waste Activities Group (USWAG) distributed to its members that own or operate coal-fired power plants. USWAG, formed in 1978, is responsible for addressing solid and hazardous waste issues on behalf of the utility industry. It is an informal consortium of approximately 80 utility operating companies, the Edison Electric Institute (EEI), the National Rural Electric Cooperative Association (NRECA), the American Public Power Association (APPA), and the American Gas Association (AGA). EEI is the principal national association of investor-owned electric power and light companies. NRECA is the national association of rural electric cooperatives. APPA is the national association of publicly owned electric utilities. AGA is the national association of natural gas utilities. Together, USWAG member companies and trade associations represent more than 85% of the total electric generating capacity of the United States and service more than 95% of the nation's consumers of electricity. To verify the survey findings, the EPA also asked State regulators from nine selected States that are leading consumers of coal for electricity generation for information on disposal units that may not have been covered in the USWAG survey.     CONSERVE, Inc., a private, not-for-profit organization, was launched in 1986 to provide energy conservation and weatherization services to low-income neighborhoods throughout New York City. Founded by three non-profit community development groups - Northern Manhattan Improvement Corporation, Operation Open City and the Coalition Management Training Company - CONSERVE, Inc., couples NYS Weatherization Assistance Program funds with privately leveraged dollars to achieve more thorough workscopes and higher energy savings in multi-family buildings housing low-income tenants. CONSERVE's services include: energy audit and workscope preparation, financial analysis and packaging and construction management. During its first year of operation, CONSERVE's primary goal was to test the feasibility of coordinating the services described above by making them available to owners of multi-family buildings and potential lenders. First-year findings proved conclusively CONSERVE's viability as an energy conservation resource for owners and tenants of low-income, multi-family buildings in New York City. Based on its accomplishments as well as its potential, the organization has received full funding for the 1987-88 fiscal year from the NYS Energy Office and the NYS Weatherization Assistance Program. This report documents the organization's activities over the last year.

Subsequently, the Department awarded a three-year Weatherization Assistance Program grant for $94 million to the Commonwealth of Virginia (Virginia). This grant provided more than a ten-fold increase in funds available to Virginia for weatherization over that authorized in Fiscal Year (FY) 2009. Corresponding to the increase in funding, the Recovery Act increased the limit on the average amount spent to weatherize a home (unit) from $2,500 to $6,500. Virginia's Department of Housing and Community Development (DHCD) administers the Recovery Act grant through 22 local community action agencies. These agencies (sub-grantees) are responsible for determining applicant eligibility, weatherizing homes, and conducting home assessments and inspections. Typical weatherization services include installing insulation; sealing ducts; tuning and repairing furnaces; and, mitigating heat loss through windows, doors and other infiltration points. Virginia plans to use its Recovery Act Weatherization funding to weatherize about 9,193 units over the life of the grant - a significant increase over the 1,475 housing units that were planned to be completed in FY 2009. Given the significant increase in funding and the demands associated with weatherizing thousands of homes, we initiated this audit to determine if Virginia had adequate safeguards in place to ensure that the Weatherization Program was managed efficiently and effectively. The State of Virginia's DHCD had not implemented financial and reporting controls needed to ensure Weatherization Program funds are spent effectively and efficiently. Specifically, DHCD had not: (1) Performed on-site financial monitoring of any of its sub-grantees under the Recovery Act; (2) Reviewed documentation supporting sub-grantee requests for reimbursements to verify the accuracy of amounts charged; (3) Periodically reconciled amounts paid to sub-grantees to the actual cost to weatherize units; (4) Maintained vehicle and equipment inventories as required by Federal regulations and state and Federal program directives; and (5) Accurately reported Weatherization Program results to the Department. Exacerbating weaknesses in DHCD's financial controls, the Department's most recent program monitoring visit to Virginia, made in 2008 before passage of the Recovery Act, did not include a required financial review. Hence, the financial control weaknesses discussed above were not detected and had not been addressed. As described in this report, these control and reporting weaknesses increase the risk that Recovery Act objectives may not be achieved and that fraud, waste or abuse can occur and not be detected in this critically important program.

    Our principal goal was the experimental demonstration of Laser-Induced Electron Diffraction (LIED). Key steps along the development of this experimental technique have been accomplished and reported in the publications listed in this brief report. We started with measuring 3D electron momenta spectra in aligned nitrogen and oxygen molecules. Chakra Maharjan (Ph.D. student of Lew Cocke) was a lead researcher on this project. Although Chakra succeeded in obtaining those spectra, we were scooped by the publication of identical results in Science by the NRC Ottawa group. Our results were never published as a refereed article, but became a part of Chakra's Ph.D. dissertation. That Science paper was the first experimental demonstration of Laser-Induced Electron Diffraction (LIED). Chakra also worked on wavelength dependence of 3D ATI spectra of atoms and molecules using tunable OPA pulses. Another Ph.D. student, Maia Magrakvelidze (her GRA was funded by the grant), started working on COLTRIMS experiments using OPA pulses (1800 nm wavelength). After some initial experiments it became apparent that COLTRIMS did not yield sufficient count rates of electrons in the high-energy part of the spectrum to see diffraction signatures with acceptable statistics (unfavorable scaling of the electron yield with laser wavelength was partly to blame). Nevertheless, Maia managed to use COLTRIMS and OPA to measure the angular dependence of the tunneling ionization rate in D{sub 2} molecules. Following the initial trial experiments, the decision was made to switch from COLTRIMS to VMI in order to increase the count rates by a factor of {approx}100, which may have given us a chance to see LIED. Research Associate Dr. Sankar De (his salary was funded by the grant), in collaboration with Matthias Kling's group (then at MPQ Garching), proceeded to design a special multi-electrode VMI spectrometer for capturing high-energy ATI electrons and to install it in place of COLTRIMS inside our experimental chamber. That apparatus was later used for the first demonstration of field-free orientation in CO using two-color laser pulses as well as for a series of other experiments, such as pump-probe studies of molecular dynamics with few-cycle laser pulses, control of electron localization in dissociating hydrogen molecules using two-color laser pulses, and ATI spectra of Xe ionized by two-color laser pulses. In parallel, Dipanwita Ray (Ph.D. student of Lew Cocke) worked on measuring angle-resolved ATI spectra of noble gases using a stereo-ATI phasemeter as a TOF electron spectrometer. She observed the angular diffraction structures in 3D ATI spectra of Ar, Kr and Xe, which were interpreted in terms of the Quantitative Rescattering theory newly developed by C.D. Lin. We also attempted to use a much more powerful OPA (five times more energy per pulse than the one we had at JRML) available at the Advanced Laser Light Source (ALLS) in Montreal to observe LIED. Two visits to ALLS by the PI, Igor Litvinyuk, and one visit by the PI's Ph.D. student (Irina Bocharova) were funded by the grant. Though we failed to observe LIED (the repetition rate of the ALLS OPA was too low at only 100 Hz), this international collaboration resulted in several publications on other related subjects, such as the wavelength dependence of laser Coulomb explosion of hydrogen, the wavelength dependence of non-sequential double ionization of neon and argon, the demonstration of charge-resonance enhanced ionization in CO{sub 2}, and the study of non-elastic scattering processes in H{sub 2}. Theoretical efforts to account for the hydrogen Coulomb explosion experiment resulted in another paper by Maia Magrakvelidze as lead author. Although for various reasons we failed to achieve our main goal of observing LIED, we salute the recent success in this endeavor by Lou DiMauro's group (with theoretical support from our KSU colleague C.D. Lin) published in Nature, which validates our approach.

This report describes the methodology used to identify and evaluate the EROs at DGMC, provides a life-cycle cost (LCC) analysis for each ERO, and prioritizes any life-cycle cost-effective EROs based on their net present value (NPV), value index (VI), and savings to investment ratio (SIR or ROI). Analysis results are presented for 17 EROs that involve energy use in the areas of lighting, fan and pump motors, boiler operation, infiltration, electric load peak reduction and cogeneration, electric rate structures, and natural gas supply. Typical current energy consumption is approximately 22,900 MWh of electricity (78,300 MBtu), 87,600 kcf of natural gas (90,300 MBtu), and 8,300 gal of fuel oil (1,200 MBtu). A summary of the savings potential by energy-use category of all independent cost-effective EROs is shown in a table. This table includes the first cost, yearly energy consumption savings, and NPV for each energy-use category. The net dollar savings and NPV values as derived by the life-cycle cost analysis are based on the 1992 federal discount rate of 4.6%. The implementation of all EROs could result in a yearly electricity savings of more than 6,000 MWh or 26% of current yearly electricity consumption. More than 15 MW of billable load (total billed by the utility for a 12-month period) or more than 34% of current billed demand could also be saved. Corresponding natural gas savings would be 1,050 kcf (just over 1% of current consumption). Total yearly net energy cost savings for all options would be greater than $343,340. This value does not include any operations and maintenance (O M) savings.

    A total of 84 completed projects were reviewed, assessed, and summarized. These projects were also analyzed to determine characteristics of success and failure. Two significant documents resulted: Midwest ATSGP Project Summaries (DOE/CH/10122-19) and Midwest ATSGP Management Analysis (DOE/CH/10122-18). Additionally, 17 active projects were monitored. All grantees were contacted by telephone and 15 sites were visited. Technical assistance was provided to seven of the active grantees. Three grantees were found to be having serious difficulty. Information dissemination activities were limited at DOE-Chicago direction. Presentations at a meeting of state energy agency representatives and the American Solar Energy Society annual meeting were the highlights. Overall, DOE-Chicago was provided important assistance and documentation on the Midwest ATSGP. In addition, several grantees were assisted in the conduct of their project. A complete timetable of activities is included as Appendix E.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management.     The Underground Storage Tank (UST) Management Program at the Oak Ridge Y-12 Plant was established to locate UST systems in operation at the facility, to ensure that all operating UST systems are free of leaks, and to establish a program for the removal of unnecessary UST systems and upgrade of UST systems that continue to be needed. The program implements an integrated approach to the management of UST systems, with each system evaluated against the same requirements and regulations. A common approach is employed, in accordance with Tennessee Department of Environment and Conservation (TDEC) regulations and guidance, when corrective action is mandated. This Management Plan outlines the compliance issues that must be addressed by the UST Management Program, reviews the current UST inventory and compliance approach, and presents the status and planned activities associated with each UST system. The UST Management Plan provides guidance for implementing TDEC regulations and guidelines for petroleum UST systems. (There are no underground radioactive waste UST systems located at Y-12.) The plan is divided into four major sections: (1) regulatory requirements, (2) implementation requirements, (3) Y-12 Plant UST Program inventory sites, and (4) UST waste management practices. These sections describe in detail the applicable regulatory drivers, the UST sites addressed under the Management Program, and the procedures and guidance used for compliance with applicable regulations.

    The project files for 207 grants from the US Department of Energy's Appropriate Technology (AT) Small Grants Program in the Mid-Atlantic Region were examined to determine what information might be available for public dissemination to facilitate commercialization of the technologies involved.     Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    The geology of the uraniferous humate uranium deposits of the Grants Uranium Region, northwestern New Mexico, is summarized. The most important conclusions of this study are enumerated. Although the geologic characteristics of the uraniferous humate deposits of the Grants Uranium Region are obviously not common in the world, neither are they bizarre or coincidental. The source of the uranium in the deposits of the Grants Uranium Region is not known with certainty. The depositional environment of the host sediments was apparently the mid and distal portions of a wet alluvial fan system. The influence of structural control on the location and accumulation of the host sediments is now supported by considerable data. The host sediments possess numerous important characteristics which influenced the formation of uraniferous humate deposits. Ilmenite-magnetite distribution within potential host sandstones is believed to be the simplest and most useful regional alteration pattern related to this type of uranium deposit. A method is presented for organizing geologic observations into what is referred to as recognition criteria. The potential of the United States for new districts similar to the Grants Uranium Region is judged to be low based upon presently available geologic information. Continuing studies on uraniferous humate deposits are desirable in three particular areas.
