    Title: Catalytic Hydrogenation of Carbon Monoxide and Olefin Oxidation Grant No. DE-FG02-86ER13615 PI: Wayland, B. B. (wayland@sas.upenn.edu) Abstract Development of new mechanistic strategies and catalyst materials for activation of CO, H2, CH4, C2H4, O2, and related substrates relevant to the conversion of carbon monoxide, alkanes, and alkenes to organic oxygenates are central objectives encompassed by this program. Design and synthesis of metal complexes that manifest reactivity patterns associated with potential pathways for the hydrogenation of carbon monoxide through metallo-formyl (M-CHO), dimetal ketone (M-C(O)-M), and dimetal dionyl (M-C(O)-C(O)-M) species is one major focus. Hydrocarbon oxidation using molecular oxygen is a central goal for methane activation and functionalization as well as regioselective oxidation of olefins. Discovery of new reactivity patterns and control of selectivity are pursued through designing new metal complexes and adjusting reaction conditions. Variation of reaction media promotes distinct reaction pathways that control both reaction rates and selectivities. Dimetalloradical diporphyrin complexes preorganize transition states for substrate reactions that involve two metal centers and manifest large rate increases over mono-metalloradical reactions of hydrogen, methane, and other small molecule substrates. Another broad goal and recurring theme of this program is to contribute to the thermodynamic database for a wide scope of organo-metal transformations in a range of reaction media. One of the most complete descriptions of equilibrium thermodynamics for organometallic reactions in water and methanol is emerging from the study of rhodium porphyrin substrate reactions in aqueous and alcoholic media. Water soluble group nine metalloporphyrins manifest remarkably versatile substrate reactivity in aqueous and alcoholic media which includes producing rhodium formyl (Rh-CHO) and hydroxy methyl (Rh-CH2OH) species. Exploratory directions for this program include expending new strategies for anti-Markovnikov addition of water, alcohols, and amines with olefins, developing catalytic reactions of CO to give formamides and formic esters, and evaluating the potential for coupling reactions of CO to produce organic building blocks.

    The elevation of Lake Pend Oreille was kept 1.2 m higher during the winter of 1997-1998 in an attempt to recover the impacted kokanee fishery. This was the second winter of a scheduled three-year test. Hydroacoustic surveys and trawling were conducted in the fall of 1998 to assess the kokanee population. We estimated the abundance of wild and hatchery fry in the lake at 3.71 million by hydroacoustics. These originated from an estimated 11.2 million eggs spawned during the fall of 1997. The survival from wild spawned eggs to wild fry was 9.7%, which is the highest egg-to-fry survival rate on record. This is the strongest indication to date that higher lake levels were having a direct benefit to the kokanee population. By trawling, we found that total kokanee abundance in the lake dropped to a new record low of 2.8 million fish. The number of adult kokanee in the lake was below average: 100,000 age 4 kokanee (100% mature) and 730,000 age 3 kokanee (29% mature). These fish laid an estimated 52.1 million eggs in 1998. Hatchery personnel collected 9.0 million eggs which were cultured, marked by cold branding the otoliths, and the resulting fry stocked into the lake in 1999. Peak counts of spawning kokanee were 5,100 fish on the shoreline and 9,700 fish in tributary streams; unusually high considering the low population in the lake. Opossum shrimp Mysis relicta declined in the southern two sections of the lake but increased in the northern end. Immature and mature shrimp (excluding young-of-the-year [YOY] shrimp) densities averaged 426 shrimp/m{sup 2}. The number of waterfowl using the lake in the winter of 1998-1999 increased from the previous three years to over 30,000 ducks, geese, and swans.

    In multiprocessor systems, various problems are treated with Lamport's logical clock and the resultant logical time orders between operations. However, one often needs to face the high complexities caused by the lack of logical time order information in practice. In this paper, we utilize the \\emph{global clock} to infuse the so-called \\emph{pending period} to each operation in a multiprocessor system, where the pending period is a time interval that contains the performed time of the operation. Further, we define the \\emph{physical time order} for any two operations with disjoint pending periods. The physical time order is obeyed by any real execution in multiprocessor systems due to that it is part of the truly happened operation orders restricted by global clock, and it is then proven to be independent and consistent with traditional logical time orders.     The following pages describe the high energy physics program at the University of Arizona which was funded by DOE grant DE-FG03-95ER40906, for the period 1 February 1995 to 31 January 2004. In this report, emphasis was placed on more recent accomplishments. This grant was divided into two tasks, a theory task (Task A) and an experimental task (Task B but called Task C early in the grant period) with separate budgets. Faculty supported by this grant, for at least part of this period, include, for the theory task, Adrian Patrascioiu (now deceased), Ina Sarcevic, and Douglas Toussaint., and, for the experimental task, Elliott Cheu, Geoffrey Forden, Kenneth Johns, John Rutherfoord, Michael Shupe, and Erich Varnes. Grant monitors from the Germantown DOE office, overseeing our grant, changed over the years. Dr. Marvin Gettner covered the first years and then he retired from the DOE. Dr. Patrick Rapp worked with us for just a few years and then left for a position at the University of Puerto Rico. Dr. Kathleen Turner took his place and continues as our grant monitor. The next section of this report covers the activities of the theory task (Task A) and the last section the activities of the experimental task (Task B).

    The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% versus about 33% efficiency for current Light Water Reactors [LWRs]) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus, the need for a pressurizer, steam generators, steam separators, and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies: LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which are also in use around the world. The reference SCWR design for the U.S. program is a direct cycle system operating at 25.0 MPa, with core inlet and outlet temperatures of 280 and 500 C, respectively. The coolant density decreases from about 760 kg/m3 at the core inlet to about 90 kg/m3 at the core outlet. The inlet flow splits with about 10% of the inlet flow going down the space between the core barrel and the reactor pressure vessel (the downcomer) and about 90% of the inlet flow going to the plenum at the top of the rector pressure vessel, to then flow down through the core in special water rods to the inlet plenum. Here it mixes with the feedwater from the downcomer and flows upward to remove the heat in the fuel channels. This strategy is employed to provide good moderation at the top of the core. The coolant is heated to about 500 C and delivered to the turbine. The purpose of this NERI project was to assess the reference U.S. Generation IV SCWR design and explore alternatives to determine feasibility. The project was organized into three tasks: Task 1.     This report covers research activities, major results and publications supported by DE-SC-000-1481. This project was funded by the DOE OFES-NNSA HEDLP program. It was a joint research program between Rice University and the University of Texas at Austin. The physics of relativistic plasmas was investigated in the context of ultra-intense laser irradiation of high-Z solid targets. Laser experiments using the Texas Petawatt Laser were performed in the summers of 2011, 2012 and 2013.     Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually.     This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    During the 2002 Fiscal year, funds from the DOE matching grant program, along with matching funds from the industrial sponsors, have been used to support research in the area of thermal-hydraulics. Both experimental and numerical research projects have been performed. Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers. Details of activities in these areas are given.

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    Our program consisted of the two components: Strand Research and Cable Research, with a focus on Nb3Sn, Bi2212, and YBCO for accelerator magnet applications. We demonstrated a method to refine the grains in Nb3Sn by a factor of two, reaching 45 nm grain sizes, and layer Jcs of 6 kA/mm2 at 12 T. W also measured conductor magnetization for field quality. This has been done both with Nb3Sn conductor, as well as Bi:2212 strand. Work in support of quench studies of YBCO coils was also performed. Cable loss studies in Nb3Sn focused on connecting and comparing persistent magnetization and coupling magnetization for considering their relative impact on HEP machines. In the area of HTS cables, we have investigated both the quench in multistrand YBCO CORC cables, as well as the magnetization of these cables for use in high field magnets. In addition, we examined the magnetic and thermal properties of large (50 T) solenoids.

    The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

    Makoil, Inc., of Orange, California, with the support of the U.S. Department of Energy has reprocessed and reinterpreted the 3D seismic survey of the Grant Canyon area, Railroad Valley, Nye County, Nevada. The project was supported by Dept. of Energy Grant DE-FG26-00BC15257. The Grant Canyon survey covers an area of 11 square miles, and includes Grant Canyon and Bacon Flat oil fields. These fields have produced over 20 million barrels of oil since 1981, from debris slides of Devonian rocks that are beneath 3,500 to 5,000 ft of Tertiary syntectonic deposits that fill the basin of Railroad Valley. High-angle and low-angle normal faults complicate the trap geometry of the fields, and there is great variability in the acoustic characteristics of the overlying valley fill. These factors combine to create an area that is challenging to interpret from seismic reflection data. A 3D seismic survey acquired in 1992-93 by the operator of the fields has been used to identify development and wildcat locations with mixed success. Makoil believed that improved techniques of processing seismic data and additional well control could enhance the interpretation enough to improve the chances of success in the survey area. The project involved the acquisition of hardware and software for survey interpretation, survey reprocessing, and reinterpretation of the survey. SeisX, published by Paradigm Geophysical Ltd., was chosen as the interpretation software, and it was installed on a Dell Precision 610 computer work station with the Windows NT operating system. The hardware and software were selected based on cost, possible addition of compatible modeling software in the future, and the experience of consulting geophysicists in the Billings area. Installation of the software and integration of the hardware into the local office network was difficult at times but was accomplished with some technical support from Paradigm and Hewlett Packard, manufacturer of some of the network equipment. A number of improvements in the processing of the survey were made compared to the original work. Pre-stack migration was employed, and some errors in muting in the original processing were found and corrected. In addition, improvements in computer hardware allowed interactive monitoring of the processing steps, so that parameters could be adjusted before completion of each step. The reprocessed survey was then loaded into SeisX, v. 3.5, for interpretation work. Interpretation was done on 2, 21-inch monitors connected to the work station. SeisX was prone to crashing, but little work was lost because of this. The program was developed for use under the Unix operating system, and some aspects of the design of the user interface betray that heritage. For example, printing is a 2-stage operation that involves creation of a graphic file using SeisX and printing the file with printer utility software. Because of problems inherent in using graphics files with different software, a significant amount of trial and error is introduced in getting printed output. Most of the interpretation work was done using vertical profiles. The interpretation tools used with time slices are limited and hard to use, but a number to tools and techniques are available to use with vertical profiles. Although this project encountered a number of delays and difficulties, some unavoidable and some self-inflicted, the result is an improved 3D survey and greater confidence in the interpretation. The experiences described in this report will be useful to those that are embarking on a 3D seismic interpretation project.

    This report is an updated version of the 2004 Compendium of Experimental Cetane Number Data and presents a compilation of measured cetane numbers for pure chemical compounds. It includes all available single compound cetane number data found in the scientific literature up until March 2014 as well as a number of unpublished values, most measured over the past decade at the National Renewable Energy Laboratory. This Compendium contains cetane values for 389 pure compounds, including 189 hydrocarbons and 201 oxygenates. More than 250 individual measurements are new to this version of the Compendium. For many compounds, numerous measurements are included, often collected by different researchers using different methods. Cetane number is a relative ranking of a fuel's autoignition characteristics for use in compression ignition engines; it is based on the amount of time between fuel injection and ignition, also known as ignition delay. The cetane number is typically measured either in a single-cylinder engine or a constant volume combustion chamber. Values in the previous Compendium derived from octane numbers have been removed, and replaced with a brief analysis of the correlation between cetane numbers and octane numbers. The discussion on the accuracy and precision of the most commonly used methods for measuring cetane has been expanded and the data has been annotated extensively to provide additional information that will help the reader judge the relative reliability of individual results.

In the United States, the bulk of renewable project finance in recent years has been provided by 'tax equity investors' (typically large investment banks and insurance companies) who partner with project developers through highly specialized financing structures (Bolinger, 2009; Cory et al., 2008; Harper et al., 2007). These structures have been designed primarily to capitalize on federal support for renewable power technologies, which has historically come in the form of tax credits and accelerated depreciation deductions. The number of tax equity investors active in the renewable power market has declined precipitously, however, as a result of the financial crisis that began unfolding across the globe in the summer of 2008. The resulting shortage and increased cost of project financing has, in turn, slowed the development of new renewable power projects, leading to layoffs throughout the entire industry supply chain. In recognition of the fact that tax-based policy incentives are not particularly effective when tax burdens are shrinking or non-existent, Congress included several provisions in 'The American Recovery and Reinvestment Act of 2009' (ARRA 2009) designed to make federal incentives for renewable power technologies more useful. Among these provisions is one that allows projects eligible to receive the production tax credit ('the PTC', see Text Box 1) to instead elect the investment tax credit ('the ITC', see Text Box 2). Another provision enables ITC-eligible projects (which now include most PTC-eligible renewable power projects) to instead receive--for a limited time only--a cash grant of equivalent value. These two provisions (among others) could have a significant impact on how renewable power projects are financed over the next few years. The purpose of this report is to both quantitatively and qualitatively analyze, from the project developer/owner perspective, the choice between the PTC and the ITC (or equivalent cash grant) for a number of different renewable power technologies.1 Because the two credits are structured differently, and apply in different ways to different technologies, the choice between the two lends itself to quantitative financial analysis of the conditions under which either the PTC or the ITC would, at least in theory, provide greater financial value. Qualitative considerations may be equally important, however, particularly in instances where quantitative differences are modest. This report proceeds as follows. Section 2 provides a brief summary of ARRA 2009, with some emphasis on those provisions designed to ease the liquidity crisis facing the renewable power sector. Section 3 describes the quantitative analysis methodology, as well as modeling results for wind, open-loop biomass, closed-loop biomass, geothermal, and landfill gas projects. Section 4 discusses a number of qualitative considerations that may play as important of a role as quantitative results in deciding between the PTC and the ITC (or equivalent cash grant). Section 5 concludes, and an Appendix provides supplemental tables that present quantitative analysis results conducted at different discount rates.

    The geology of the uraniferous humate uranium deposits of the Grants Uranium Region, northwestern New Mexico, is summarized. The most important conclusions of this study are enumerated. Although the geologic characteristics of the uraniferous humate deposits of the Grants Uranium Region are obviously not common in the world, neither are they bizarre or coincidental. The source of the uranium in the deposits of the Grants Uranium Region is not known with certainty. The depositional environment of the host sediments was apparently the mid and distal portions of a wet alluvial fan system. The influence of structural control on the location and accumulation of the host sediments is now supported by considerable data. The host sediments possess numerous important characteristics which influenced the formation of uraniferous humate deposits. Ilmenite-magnetite distribution within potential host sandstones is believed to be the simplest and most useful regional alteration pattern related to this type of uranium deposit. A method is presented for organizing geologic observations into what is referred to as recognition criteria. The potential of the United States for new districts similar to the Grants Uranium Region is judged to be low based upon presently available geologic information. Continuing studies on uraniferous humate deposits are desirable in three particular areas.

    This project focused on studying trace gases that participate in chemical reactions that form atmospheric aerosols. Ammonium sulfate is a major constituent of these tiny particles, and one important pathway to sulfate formation is oxidation of dissolved sulfur dioxide by hydrogen peroxide in cloud, fog and rainwater. Sulfate aerosols influence the number and size of cloud droplets, and since these factors determine cloud radiative properties, sulfate aerosols also influence climate. Peroxide measurements, in conjunction with those of other gaseous species, can used to distinguish the contribution of in-cloud reaction to new sulfate aerosol formation from gas-phase nucleation reactions. This will lead to more reliable global climate models. We constructed and tested a new 4-channel fluorescence detector for airborne detection of peroxides. We integrated the instrument on the G-1 in January, 2006 and took a test flight in anticipation of the MAX-Mex field program, where we planned to fly under pressurized conditions for the first time. We participated in the 2006 Megacity Initiative: Local and Global Research Observations (MILAGRO) - Megacity Aerosol EXperiment ?? Mexico City (MAX-Mex) field measurement campaign. Peroxide instrumentation was deployed on the DOE G-1 research aircraft based in Veracruz, and at the surface site at Tecamac University.

    This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The programs popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread gold-plating or performance problems.

    Randomness is an invaluable resource in today's life with a broad use reaching from numerical simulations through randomized algorithms to cryptography. However, on the classical level no true randomness is available and even the use of simple quantum devices in a prepare-measure setting suffers from lack of stability and controllability. This gave rise to a group of quantum protocols that provide randomness certified by classical statistical tests -- Device Independent Quantum Random Number Generators. In this paper we review the most relevant results in this field, which allow the production of almost perfect randomness with help of quantum devices, supplemented with an arbitrary weak source of additional randomness. This is in fact the best one could hope for to achieve, as with no starting randomness (corresponding to no free will in a different concept) even a quantum world would have a fully deterministic description.

    Many papers have dealt with the political difficulties and ramifications of deep nuclear arms reductions, and the issues of Going to Zero. Political issues include extended deterrence, conventional weapons, ballistic missile defense, and regional and geo-political security issues. At each step on the road to low numbers, the verification required to ensure compliance of all parties will increase significantly. Looking post New START, the next step will likely include warhead limits in the neighborhood of 1000 . Further reductions will include stepping stones at1000 warheads, 100s of warheads, and then 10s of warheads before final elimination could be considered of the last few remaining warheads and weapons. This paper will focus on these three threshold reduction levels, 1000, 100s, 10s. For each, the issues and challenges will be discussed, potential solutions will be identified, and the verification technologies and chain of custody measures that address these solutions will be surveyed. It is important to note that many of the issues that need to be addressed have no current solution. In these cases, the paper will explore new or novel technologies that could be applied. These technologies will draw from the research and development that is ongoing throughout the national laboratory complex, and will look at technologies utilized in other areas of industry for their application to arms control verification.

This is exemplified by notification from the Department of Energy`s Experimental Program to Stimulate Competitive Research (DOE/EPSCoR) recommendation to fund Montana`s 1992 graduate traineeship grant proposal in the amount of $500,000. This is a new award to Montana. DOE traineeship reviewers recognized that our planning grant enabled us to develop linkages and build the foundation for a competitive energy-related research and traineeship program in Montana. During the planning, we identified three major focus areas: Energy Resource Base, Energy Production, and Environmental Effects. For each focus area, we detailed specific problem areas that the trainees may research. We also created MORE, a consortium of industrial affiliates, state organizations, the Montana University System (MUS), tribal colleges, and DOE national laboratories. MORE and our state-wide Research and Education Workshop improved and solidified working relationships. We received numerous letters of support. DOE reviewers endorsed our traineeship application process. They praised the linkage of each traineeship with a faculty advisor, and the preference for teams of faculty members and two or more students. ``Particularly commendable`` were our programs to involve Native American educators and the ``leveraging effect`` of this on the human resources in the state. Finally, the DOE reviewers indicated that cost-sharing via support of Native Americans was creative and positive.

    This report summarizes the outcome of the international workshop â??From Computational Biophysics to Systems Biology (CBSB12)â? which was held June 3-5, 2012, at the University of Tennessee Conference Center in Knoxville, TN, and supported by DOE through the Conference Support Grant 120174. The purpose of CBSB12 was to provide a forum for the interaction between a data-mining interested systems biology community and a simulation and first-principle oriented computational biophysics/biochemistry community. CBSB12 was the sixth in a series of workshops of the same name organized in recent years, and the second that has been held in the USA. As in previous years, it gave researchers from physics, biology, and computer science an opportunity to acquaint each other with current trends in computational biophysics and systems biology, to explore venues of cooperation, and to establish together a detailed understanding of cells at a molecular level. The conference grant of $10,000 was used to cover registration fees and provide travel fellowships to selected students and postdoctoral scientists. By educating graduate students and providing a forum for young scientists to perform research into the working of cells at a molecular level, the workshop adds to DOE's mission of paving the way to exploit the abilities of living systems to capture, store and utilize energy.

    Hampshire College's Center for Science Education (Center) focuses on teacher professional development, curriculum development, and student enrichment programs. The Center also maintains research programs on teacher change, student learning and instructional effectiveness. The Center's work promotes learning that persists over time and transfers to new situations in and out of school. The projects develop the implications of the increasing agreement among teachers and researchers that effective learning involves active concept mastery and consistent practice with inquiry and critical thinking. The Center's objective is to help strengthen the pipeline of U.S. students pursuing postsecondary study in STEM fields. The Center achieves this by fostering an educational environment in which science is taught as an active, directly experienced endeavor across the K-16 continuum. Too often, young people are dissuaded from pursuing science because they do not see its relevance, instead experiencing it as dry, rote, technical. In contrast, when science is taught as a hands-on, inquiry-driven process, students are encouraged to ask questions grounded in their own curiosity and seek experimental solutions accordingly. In this way, they quickly discover both the profound relevance of science to their daily lives and its accessibility to them. Essentially, they learn to think and act like real scientists. The Centers approach is multi-faceted: it includes direct inquiry-based science instruction to secondary and postsecondary students, educating the next generation of teachers, and providing new educational opportunities for teachers already working in the schools. Funding from the Department of Energy focused on the last population, enabling in-service teachers to explore and experience the pedagogy of inquiry-based science for themselves, and to take it back to their classrooms and students. The Center has demonstrated that the inquiry-based approach to science learning is compatible with existing state curriculum frameworks and produces students who understand and are positively inclined toward science. Funds from this Department of Energy grant supported three projects that involved K-16 science outreach: 1. Teaching Issues and Experiments in Ecology (TIEE). TIEE a peer-reviewed online journal and curriculum resource for postsecondary science teachers. 2. The Collaboration for Excellence in Science Education (CESE). CESE is a partnership with the Amherst, Massachusetts school system to foster the professional development of science teachers, and to perform research on student learning in the sciences and on teacher change. The project draws on Hampshire's long experience with inquiry-oriented and interdisciplinary education, as well as on its unique strengths in cognitive science. The project is run as design research, working with teachers to improve their practices and studying student and/or teacher outcomes. 3. Day in the Lab. Grant funds partially supported the expansion of the ongoing science outreach activities of the School of Natural Science. These activities are focused on local districts with large minority enrollments, including the Amherst, Holyoke and Springfield Public School Districts, and the Pioneer Valley Performing Arts Charter School (PVPA). Each of the three projects supported by the grant met or exceeded its goals. In part, the successes we met were due to continuity and communication among the staff of the programs. At the beginning of the CESE project, a science outreach coordinator was recruited. He worked throughout the grant period along with a senior researcher and the project's curriculum director. Additionally, the director and an undergraduate student conducted research on teacher change. The science outreach coordinator acted as a liaison among Hampshire College, the school districts, and a number of local businesses and agencies, providing organizational support, discussion facilitation, classroom support for teachers, and materials purchase. His presence in the schools kept teachers engaged and

    We have presented a multivariate polynomial function termed as factor elimination function,by which, we can generate prime numbers. This function's mapping behavior can explain the irregularities in the occurrence of prime numbers on the number line. Generally the different categories of prime numbers found till date, satisfy the form of this function.     This analysis responds to a request from the Department of Energy Office of Energy Efficiency and Renewable Energy to the National Renewable Energy Laboratory (NREL) to estimate the direct and indirect jobs and economic impacts of projects supported by the Section 1603 Treasury grant program. The analysis employs the Jobs and Economic Development Impacts (JEDI) models to estimate the gross jobs, earnings, and economic output supported by the construction and operation of the large wind (greater than 1 MW) and solar photovoltaic (PV) projects funded by the Section 1603 grant program.

    This is the final report for the work done by our research group at the Atmospheric Sciences Research Center for the US DOE Atmopheric Radiation Measurement (ARM) Program. We were involved from the beginning of the ARM effort; we designed the Multi-filter Rotating Shadowband Spectroradiometer (MFRSR) which was widely deployed (and still operational in ARM) and through the years did a wide variety of data analysis on the returned data from these instruments. We also developed the Rotating Shadowband Spectroradiometer, which ARM deployed and also still deploys. Many scientific papers have been written using the data from these instruments, and the ongoing data streams remain part of the current ARM effort. Earlier reports contain our progress from previous grant periods, this report covers the last period and provides references to published work.
