    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    Under the federal Clean Air Act's New Source Review program, many companies located in or planning to locate in areas that do not meet federal air quality standards or in the Northeast Ozone Transport Region (northern Virginia to Maine) must obtain emission reductions (called offsets) of volatile organic compounds and nitrogen oxides that are greater than the new emissions that will be released. This offset requirement allows growth in industry while protecting air quality against deterioration. Despite the federal offset requirement, a formal banking and trading program is not mandated by the Clean Air Act Amendments of 1990. Still, a mechanism is needed to ensure that emission reduction credits (ERCs) are available for sources to use to meet the offset requirement. Currently, Maryland does not have regulations covering the sale or transfer of ERCs from one facility to another. Maryland works with industry on a case-by-case basis to identify potential sources of ERCs and to assist in obtaining them. Then, the offset requirement and the ERCs used to meet the offsets are incorporated into individual permits using various permitting mechanisms. Desiring certainty and stability in the banking and trading process, Maryland's business community has pressed for regulations to formalize Maryland's procedures. Working over several years through a stakeholder process, Maryland has developed concepts for a trading program and a draft regulation. This paper describes Maryland's current case-by-case banking and trading procedure and traces efforts to develop a regulation to formalize the process. The paper discusses complex policy issues related to establishing a banking and trading program, describes the principal elements of Maryland's draft regulation, and summarizes elements of other states' emissions banking and trading programs.

    We have #12;finished the third year of a three year grant cycle with the U.S. Department of Energy for which we were given a #12;five month extension (U.S. D.O.E. Grant No. DEFG02-96ER41015). This document is the fi#12;nal report for this grant and covers the period from November 1, 2010 to April 30, 2013. The Maryland program is administered as a single task with Professor Nicholas Hadley as Principal Investigator. The Maryland experimental HEP group is focused on two major research areas. We are members of the CMS experiment at the LHC at CERN working on the physics of the Energy Frontier. We are also analyzing the data from the Babar experiment at SLAC while doing design work and R&D towards a Super B experiment as part of the Intensity Frontier. We have recently joined the LHCb experiment at CERN. We concluded our activities on the D#31; experiment at Fermilab in 2009.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T.     The Power Plant Siting Act of 1971 established the Power Plant Research Program to insure that demands for electric power would be met in a timely manner at a reasonable cost while assuring that the associated environmental impact would be acceptable. The scope of the Program extends to estimating the impact of proposed new generating facilities, evaluating the acceptability of proposed tranmission line routes, assessing the impact of existing generation facilities, and investigating generic issues related to power plant site evaluation and associated environmental and land use considerations. The bibliography is a compilation of all the studies performed for and or by the Power Plant and Environmental Review Division since its inception.

    The National Association of Counties Research, Inc. (NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     The DOE/Industry Matching Grant Program is designed to encourage collaborative support for nuclear engineering education as well as research between the nation's nuclear industry and the U.S. Department of Energy (DOE). Despite a serious decline in student enrollments in the 1980s and 1990s, the discipline of nuclear engineering remained important to the advancement of the mission goals of DOE. The program is designed to ensure that academic programs in nuclear engineering are maintained and enhanced in universities throughout the U.S. At Penn State, the Matching Grant Program played a critical role in the survival of the Nuclear Engineering degree programs. Funds were used in a variety of ways to support both undergraduate and graduate students directly. Some of these included providing seed funding for new graduate research initiatives, funding the development of new course materials, supporting new teaching facilities, maintenance and purchase of teaching laboratory equipment, and providing undergraduate scholarships, graduate fellowships, and wage payroll positions for students.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

The analysis employs the Jobs and Economic Development Impacts (JEDI) models to estimate the gross jobs, earnings, and economic output supported by the construction and operation of solar photovoltaic (PV) and large wind (greater than 1 MW) projects funded by the §1603 grant program. Through November 10, 2011, the §1603 grant program has provided approximately $9.0 billion in funds to over 23,000 PV and large wind projects, comprising 13.5 GW of electric generating capacity.

  18. Preliminary Evaluation of the Section 1603 Treasury Grant Program for Renewable Power Projects in the United States

    This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The program’s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread “gold-plating” or performance problems.

    The EmPOWER Maryland Energy Efficiency Act of 2008 sets the statewide goal of a 15% reduction in both electricity and peak demand by 2015. This policy initiative was motivated by several factors, which include, but are not limited to, electricity rate increases, a potential capacity shortage, and concerns about CO2 emissions and climate change. The goals set forth by the governor and state legislature correlated closely to DOE’s Better Buildings, Better Plants program goal of reducing energy intensity in the industrial sector 25% in 10 years. For the past several years, Maryland has participated in efforts to reduce energy consumption in the state. As part of these efforts, industrial customers are recognizing more and more the importance of energy efficiency. Maryland was clearly a suitable candidate to take part in activities related to industrial energy efficiency, and the Better Buildings, Better Plants approach is one of the most proven means for delivering results to industry.

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact.     Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    In 1977, Congress directed DOE to create an energy grants program with the object of funding individuals, small businesses, and nonprofit organizations to develop technologies that use renewable energy resources. The Small Grants Program was created and this report assesses the energy savings potential of the program. The first step in the analysis was to assess the energy-savings potential of 57 projects. Program energy savings were then estimated from project savings using statistical inference. Chapter 2 presents estimates of direct energy savings for the 57 projects and discusses direct energy savings. Chapter 3 discusses the methods and results of the economic analysis. Chapter 4 examines the indirect savings. Because of the large size of the sample, neither project descriptions nor specific details of each project analysis are included. Instead, two examples from the analysis are presented in Chapters 2, 3, and 4 to illustrate the methods. The results of the analysis and key project data are summarized. Chapter 5 presents estimates of program energy savings and the methods used to obtain them. The report concludes with a discussion of how improved project selection can increase program energy savings and present two approaches for conducting future energy-impact studies.

    DOE funded several small-town energy planning projects, through the Farmer's Home Administration (FmHA) Area Development Assistance Planning Grant Program. DOE intended that this program should: (1) encourage community energy planning and the development of Integrated Community Energy Systems (ICES) and (2) provide a testing ground for the technologies and planning methods developed by its Buildings and Community Systems Division. FmHA intended that the joint program should further the development of rural areas and make DOE expertise available to grant recipients doing energy planning. All grantees under this joint program endeavored to define their local energy problems and to find local solutions. However, the resulting energy cost savings were not always impressive, and generally they were not very well documented. Lack of implementation power, lack of focus, and inability to generate local financial support for projects and further planning were the main reasons for this performance. The lack of sufficient documentation could be the result of DOE's failure to require a standardized and systematic accounting of grantees' accomplishments. The recommended changes in the scope-of-work requirements suggested in this report would cause grantees to focus their energy-planning activities so as to increase local financial support. The appendixes give a standardized format by which grantees would account for the energy savings and production made possible by their planning efforts.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level in Maryland are described. The Federal government also exercises extensive regulatory authority in the area. The dual regulatory system is examined with the aim of creating a more orderly understanding of the vagaries of the system, focusing on the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC. In Maryland, by common law rule, title to all navigable waters and to the soil below the high-water mark of those waters is vested in the state as successor to the Lord Proprietary who had received it by grant from the Crown. Rights to non-navigable water, public trust doctrine, and eminent domain are also discussed. Direct and indirect regulations, continuing obligations, loan programs, and regional organizations are described in additional sections.

    as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.

    The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention.     The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    Cogeneration is a name given to energy systems that produce both electric power and useful thermal energy such as steam. While cogeneration markets have flourished in California, Texas, and some states, those in Maryland have not. A primary reason is that the industries that have been targeted in other states--e.g., oil refining, pulp and paper, chemicals, food processing--are not major elements of Maryland's industrial base. The study estimates the potential for future cogeneration in Maryland, both large units and small packaged systems, and assesses the potential impact of cogeneration systems on Maryland's energy needs between now and 2005. The study is presented in three volumes. Because of significant differences between large- and small-scale cogeneration, the analysis of these two systems was performed separately. This volume is a summary document presenting the findings from both studies.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training

    Approval of annual grant applications to states and Indian tribes is proposed in accordance with Title IV of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The grants are financed through assessments for abandoned coal mine reclamation. Fund collections are to continue through 1992. Granting of all available funds would provide the maximum possible amount of money and promote the highest level of reclamation of mined areas. Health and safety hazards associated with unreclaimed mines would be lessened, and habitat for fish, wildlife, and vegetation would be enhanced significantly. Mining reclamation projects would require evacuation of residents in affected areas. Reclamation activities would create dust and sediments, degrading air quality and surface flows. Endangered bat species dwelling in mine openings would be displaced or destroyed due to mine closures.

    This report covers activities in the Univesity of Illinois Department of Nulcear, Plasma and Radiological Engineering Matching Grant Program for the period form 30 September 1995 to 30 March 2003. The funds for this program include industrial partner funds which were matched, or nearly matched by DOE-NE. The industrial partner was Commonwealth Edison, which changed its corporate structure and name to Exelon during the course of the contract. The funds from the contract were used to support nuclear engineering educational needs, including undergraduate and graduate students support, purchase of laboratory equipment, support for seminar speakers and conferences, and support for new faculty members. The funds were instrumental in maintaining a first quality nuclear engineering educational program at the University of Illinois.

Urban Development Action Grants (UDAG) is a flexible program aimed at creating government, community, and private industry partnerships. The grants, dispensed through the local government, provide 14 to 28 percent of a project's cost. An eligible community must meet certain demographic criteria and is informed within two months if its application is accepted.     The Maryland Department of Natural Resources (DNR) Power Plant Research Program (PPRP) manages the consolidated review of environmental, engineering, socioeconomic, cost, and need issues that new and modified power plants in Maryland must address as part of the power plant licensing process. Power plant licensing cases in Maryland have included the addition or replacement of small diesel or combustion turbine electrical generation units, or the addition of new, larger simple-cycle combustion turbine units. Air quality modeling, including an assessment of the effects of building downwash, is often a part of the licensing process. The Electric Power Research Institute (EPRI) has sponsored the development of an improved building downwash model through its PRIME (Plume Rise Model Enhancements) project, involving the design and development of algorithms intended to address deficiencies in the widely used ISCST3. EPA recently provided a version of ISC that incorporates the PRIME model (ISC-PRIME) for review and comment by the public prior to deciding on the suitability and regulatory status of ISC-PRIME. The present paper focuses on a systematic evaluation of ISC-PRIME as it relates to short stacks with exhaust characteristics similar to diesel generators and combustion turbines, using both routine hourly meteorology and synthesized meteorological data covering a wide variety of stability and wind speed combinations. The goals of the paper are two-fold: first, to understand and explain the implications of this new model for power plant licensing decisions in the State of Maryland; and second, to broaden the experience base of the potential ISC-PRIME user community with information on model performance details that are not otherwise readily available.

    The major accomplishment of this project is the production of CafLib, an 'object-oriented' parallel numerical library written in Co-Array Fortran. CafLib contains distributed objects such as block vectors and block matrices along with procedures, attached to each object, that perform basic linear algebra operations such as matrix multiplication, matrix transpose and LU decomposition. It also contains constructors and destructors for each object that hide the details of data decomposition from the programmer, and it contains collective operations that allow the programmer to calculate global reductions, such as global sums, global minima and global maxima, as well as vector and matrix norms of several kinds. CafLib is designed to be extensible in such a way that programmers can define distributed grid and field objects, based on vector and matrix objects from the library, for finite difference algorithms to solve partial differential equations. A very important extra benefit that resulted from the project is the inclusion of the co-array programming model in the next Fortran standard called Fortran 2008. It is the first parallel programming model ever included as a standard part of the language. Co-arrays will be a supported feature in all Fortran compilers, and the portability provided by standardization will encourage a large number of programmers to adopt it for new parallel application development. The combination of object-oriented programming in Fortran 2003 with co-arrays in Fortran 2008 provides a very powerful programming model for high-performance scientific computing. Additional benefits from the project, beyond the original goal, include a programto provide access to the co-array model through access to the Cray compiler as a resource for teaching and research. Several academics, for the first time, included the co-array model as a topic in their courses on parallel computing. A separate collaborative project with LANL and PNNL showed how to extend the

    The Residential Solar Data Center project staff in the Center for Building Technology, National Bureau of Standards, has been responsible for the establishment and operation of a computerized data base containing non-instrumented residential data generated by the Solar Heating and Cooling Demonstration Program sponsored by the Department of Energy (DoE) and the Department of Housing and Urban Development (HUD).     Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.
