Relevance of behavioral and social models to the study of consumer energy decision making and behavior

This report reviews social and behavioral science models and techniques for their possible use in understanding and predicting consumer energy decision making and behaviors. A number of models and techniques have been developed that address different aspects of the decision process, use different theoretical bases and approaches, and have been aimed at different audiences. Three major areas of discussion were selected: (1) models of adaptation to social change, (2) decision making and choice, and (3) diffusion of innovation. Within these three areas, the contributions of psychologists, sociologists, economists, marketing researchers, and others were reviewed. Five primary components of the models were identified and compared. The components are: (1) situational characteristics, (2) product characteristics, (3) individual characteristics, (4) social influences, and (5) the interaction or decision rules. The explicit use of behavioral and social science models in energy decision-making and behavior studies has been limited. Examples are given of a small number of energy studies which applied and tested existing models in studying the adoption of energy conservation behaviors and technologies, and solar technology.

The primary objective of the Technology and Consumer Products Branch (TCP) is to encourage the development and commercialization of energy-efficient technologies and equipment used in buildings and purchased by consumers. The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

University Reactor Matching Grants Program

During the 2002 Fiscal year, funds from the DOE matching grant program, along with matching funds from the industrial sponsors, have been used to support research in the area of thermal-hydraulics. Both experimental and numerical research projects have been performed. Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers. Details of activities in these areas are given.

Consumer Vehicle Choice Model Documentation

In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle. Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

Case study on Vermont's innovative strategy for helping low-income families save energy through its Sustainable Energy Resources for Consumers (SERC) program. The DOE Weatherization Assistance Program (WAP) granted Vermont to give its weatherization clients access to solar energy systems and one-on-one assistance from energy efficiency coaches to help clients achieve meaningful and long-lasting reductions in their energy bills. Vermont-SERC is administered by the Vermont Office of Economic Opportunity and is carried out by five local weatherization agencies. The purpose of the program is to identify technologies and new approaches-in this case, solar energy and energy efficiency coaches-that can improve weatherization services to low-income clients. The program selects households that have previously received weatherization services. This has several advantages. First, the clients already understand how weatherization works and are willing to strive for additional energy savings. Second, the weatherization agencies are working with clients who have previously had weatherization and therefore have complete energy usage data from utility bills collected during the first energy upgrade installation. This allows the agencies to select the best potential candidates for solar energy. Agencies have existing knowledge of the homes and can pre-screen them for potential structural problems or lack of south-facing exposure.

To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

Fragranced consumer products: Chemicals emitted, ingredients unlisted

Fragranced consumer products are pervasive in society. Relatively little is known about the composition of these products, due to lack of prior study, complexity of formulations, and limitations and protections on ingredient disclosure in the U.S. We investigated volatile organic compounds (VOCs) emitted from 25 common fragranced consumer products-laundry products, personal care products, cleaning supplies, and air fresheners-using headspace analysis with gas chromatography/mass spectrometry (GC/MS). Our analysis found 133 different VOCs emitted from the 25 products, with an average of 17 VOCs per product. Of these 133 VOCs, 24 are classified as toxic or hazardous under U.S. federal laws, and each product emitted at least one of these compounds. For 'green' products, emissions of these compounds were not significantly different from the other products. Of all VOCs identified across the products, only 1 was listed on any product label, and only 2 were listed on any material safety data sheet (MSDS). While virtually none of the chemicals identified were listed, this nonetheless accords with U.S. regulations, which do not require disclosure of all ingredients in a consumer product, or of any ingredients in a mixture called 'fragrance.' Because the analysis focused on compounds emitted and listed, rather than exposures and effects, it makes no claims regarding possible risks from product use. Results of this study contribute to understanding emissions from common products, and their links with labeling and legislation.

Home Energy Displays: Consumer Adoption and Response

The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. We hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, we conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. First, after extensive outreach campaigns to apartment complexes with 760 units, only 8% of building's tenants elected to receive a free HED in their homes as part of the field study. Second, the HED used, a leading market model, had a spectrum of problems, including gateway miscommunications, failure to post to a data-hosting third party, and display malfunctions. In light of these challenges, we are pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.

Assessing the impacts of dynamic-pricing under the smart grid concept is becoming extremely important for deciding its full deployment. In this paper, we develop a model that represents the response of consumers to dynamic pricing. In the model, consumers use forecasted day-ahead prices to shift daily energy consumption from hours when the price is expected to be high to hours when the price is expected to be low while maintaining the total energy consumption as unchanged. We integrate the consumer response model into the Electricity Market Complex Adaptive System (EMCAS). EMCAS is an agent-based model that simulates restructured electricity markets. We explore the impacts of dynamic-pricing on price spikes, peak demand, consumer energy bills, power supplier profits, and congestion costs. A simulation of an 11-node test network that includes eight generation companies and five aggregated consumers is performed for a period of 1 month. In addition, we simulate the Korean power system.

The major consumer electronics in U.S. homes accounted for nearly 7 percent of U.S. residential electricity consumption in 1999. We attribute more than half of this figure (3.6 percent) to televisions, videocassette recorders, and DVD players, and nearly one-third (1.8 percent) to audio products. Set-top boxes currently account for a relatively small fraction of residential electricity use (0.7 percent), but we expect this end-use to grow quickly with the proliferation of digital set-top boxes, which currently use 40 percent more energy per unit than the average TV set. In all, these consumer electronics plus telephone products consumed 75 TWh in the U.S. in 1999, half of which was consumed while the products were not in use. This energy use is expected to grow as products with new or advanced functionality hit the market.

Neuroimaging for drug addiction and related behaviors

In this review, we highlight the role of neuroimaging techniques in studying the emotional and cognitive-behavioral components of the addiction syndrome by focusing on the neural substrates subserving them. The phenomenology of drug addiction can be characterized by a recurrent pattern of subjective experiences that includes drug intoxication, craving, bingeing, and withdrawal with the cycle culminating in a persistent preoccupation with obtaining, consuming, and recovering from the drug. In the past two decades, imaging studies of drug addiction have demonstrated deficits in brain circuits related to reward and impulsivity. The current review focuses on studies employing positron emission tomography (PET), functional magnetic resonance imaging (fMRI), and electroencephalography (EEG) to investigate these behaviors in drug-addicted human populations. We begin with a brief account of drug addiction followed by a technical account of each of these imaging modalities. We then discuss how these techniques have uniquely contributed to a deeper understanding of addictive behaviors.

The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

Efficient Algorithms for Renewable Energy Allocation to Delay Tolerant Consumers

We investigate the problem of allocating energy from renewable sources to flexible consumers in electricity markets. We assume there is a renewable energy supplier that provides energy according to a time-varying (and possibly unpredictable) supply process. The plant must serve consumers within a specified delay window, and incurs a cost of drawing energy from other (possibly non-renewable) sources if its own supply is not sufficient to meet the deadlines. We formulate two stochastic optimization problems: The first seeks to minimize the time average cost of using the other sources (and hence strives for the most efficient utilization of the renewable source). The second allows the renewable source to dynamically set a price for its service, and seeks to maximize the resulting time average profit. These problems are solved via the Lyapunov optimization technique. Traditionally, most consumers of electricity pay for their consumptions according to a fixed rate. With the ad- vancement of Smart Grid technologies, large-scale implementation of variable-rate metering becomes more practical. As a result, consumers will be able to control their electricity consumption in an automated fashion, where one possible scheme is to have each individual maximize their own utility as a noncooperative game. In this paper, noncooperative games are formulated among the electricity consumers in Smart Grid with two real-time pricing schemes, where the Nash equilibrium operation points are investigated for their uniqueness and load balancing properties. Novel Optimization Methodology for Welding Process/Consumable Integration

Advanced materials are being developed to improve the energy efficiency of many industries of future including steel, mining, and chemical, as well as, US infrastructures including bridges, pipelines and buildings. Effective deployment of these materials is highly dependent upon the development of arc welding technology. Traditional welding technology development is slow and often involves expensive and time-consuming trial and error experimentation. The reason for this is the lack of useful predictive tools that enable welding technology development to keep pace with the deployment of new materials in various industrial sectors. Literature reviews showed two kinds of modeling activities. Academic and national laboratory efforts focus on developing integrated weld process models by employing the detailed scientific methodologies. However, these models are cumbersome and not easy to use. Therefore, these scientific models have limited application in real-world industrial conditions. On the other hand, industrial users have relied on simple predictive models based on analytical and empirical equations to drive their product development. The scopes of these simple models are limited. In this research, attempts were made to bridge this gap and provide the industry with a computational tool that combines the advantages of both approaches. This research resulted in the development of predictive tools which facilitate the development of optimized welding processes and consumables. The work demonstrated that it is possible to develop hybrid integrated models for relating the weld metal composition and process parameters to the performance of welds. In addition, these tools can be deployed for industrial users through user friendly graphical interface. In principle, the welding industry users can use these modular tools to guide their welding process parameter and consumable composition selection. It is hypothesized that by expanding these tools throughout welding industry, substantial energy savings can be made. Savings are expected to be even greater in the case of new steels, which will require extensive mapping over large experimental ranges of parameters such as voltage, current, speed, heat input and pre-heat.

The Commercial Energy Consumer: About Whom Are We Speaking?

Who are commercial sector customers, and how do they make decisions about energy consumption and energy efficiency investment? The energy policy field has not done a thorough job of describing energy consumption in the commercial sector. First, the discussion of the commercial sector itself is dominated by discussion of large businesses/buildings. Second, discussion of this portion of the commercial sectors consumption behavior is driven primarily by theory, with very little field data collected on the way commercial sector decision-makers describe their own options, choices, and reasons for taking action. These limitations artificially constrain energy policy options. This paper reviews the extant literature on commercial sector energy consumption behavior and identifies gaps in our knowledge. In particular, it argues that the primary energy policy model of commercial sector energy consumption is a top-down model that uses macro-level investment data to make conclusions about commercial behavior. Missing from the discussion is a model of consumption behavior that builds up to a theoretical framework informed by the micro-level data provided by commercial decision-makers themselves. Such a bottom-up model could enhance the effectiveness of commercial sector energy policy. In particular, translation of some behavioral models from the residential sector to the commercial sector may offer new opportunities for policies to change commercial energy consumption behavior. Utility bill consumption feedback is considered as one example of a policy option that may be applicable to both the residential and small commercial sector.
