    Sampling was conducted in the wastewater treatment lagoons and stormwater runoff at Grand Forks AFB. The base was concerned about whether the unlined lagoons were creating a potential groundwater contamination problem and whether their stormwater runoff met North Dakota state stream standards. Lagoon sediment did not contain Extraction Procedure hazardous chemicals. Stormwater runoff exceeded state standards for boron, phosphates, and phenols and contained trace levels of methylene chloride. Characterization of lagoon influent showed it to be generally representative of domestic sewage, but also contained trace levels of boron, phenols, toluene, cyanide, chloroform, methylene chloride and ethyl benzene.

    This statement evaluates and compares the environmental impacts associated with the remedial actions of the residual radioactive materials remaining at the inactive uranium processing site and associated vicinity properties at Grand Junction, Mesa County, Colorado. This statement is also intended to aid the BLM in amending their management framework plans and final resource management plan, as well as assisting in compliance with the withdrawal application as appropriate. The site is a 114-acre tract of private and state owned land which contains approximately 3.1 million cubic yards of tailings and associated contaminated soils. The vicinity properties are homes, businesses, public buildings, and vacant lots which may have been contaminated during construction by the use of tailings as building material. An estimated 3465 vicinity properties would be cleaned up during remedial action of the tailings pile. The tailings were produced by the former Climax Uranium Company which processed uranium ore, which it sold to the US Atomic Energy Commission from 1951 to 1966 and to private sources from 1966 to 1970. This statement evaluates six alternatives for stabilization and disposal of the tailings and other contaminated materials: (1) No action. (2) Stabilization at the Grand Junction site. (3) Disposal at the Cheney Reservoir site with truck transport. (4) Disposal at the Cheney Reservoir site with train and truck transport. (5) Disposal at the Two Road site with truck transport. (6) Disposal at the Two Road site with train and truck transport. All of the alternatives except no action include remedial action at an estimated 3465 vicinity properties. Alternative 3 is DOE`s preferred alternative.

    There are many situations in nonproliferation and international safeguards when one needs to verify spent research-reactor fuel. Special inspections, a reactor coming under safeguards for the first time, and failed surveillance are prime examples. Several years ago, Los Alamos developed the FORK detector for the IAEA and EURATOM. This detector, together with the GRAND electronics package, is used routinely by inspectors to verify light-water-reactor spent fuels. Both the FORK detector and the GRAND electronics technologies have been transferred and are now commercially available. Recent incidents in the world indicate that research-reactor fuel is potentially a greater concern for proliferation than light-water-reactor fuels. A device similar to the FORK/GRAND should be developed to verify research-reactor spent fuels because the signals from light-water-reactor spent fuel are quite different than those from research-reactor fuels.

    The U.S. Department of Energy (DOE or the Department) is proposing to clean up surface contamination and implement a ground water compliance strategy to address contamination that resulted from historical uranium-ore processing at the Moab Uranium Mill Tailings Site (Moab site), Grand County, Utah. Pursuant to the National Environmental Policy Act (NEPA), 42 United States Code (U.S.C.) {section} 4321 et seq., DOE prepared this environmental impact statement (EIS) to assess the potential environmental impacts of remediating the Moab site and vicinity properties (properties where uranium mill tailings were used as construction or fill material before the potential hazards associated with the tailings were known). DOE analyzed the potential environmental impacts of both on-site and off-site remediation and disposal alternatives involving both surface and ground water contamination. DOE also analyzed the No Action alternative as required by NEPA implementing regulations promulgated by the Council on Environmental Quality. DOE has determined that its preferred alternatives are the off-site disposal of the Moab uranium mill tailings pile, combined with active ground water remediation at the Moab site. The preferred off-site disposal location is the Crescent Junction site, and the preferred method of transportation is rail. The basis for this determination is discussed later in this Summary. DOE has entered into agreements with 12 federal, tribal, state, and local agencies to be cooperating agencies in the development and preparation of this EIS. Several of the cooperating agencies have jurisdiction by law and intend to use the EIS to support their own decisionmaking. The others have expertise relevant to potential environmental, social, or economic impacts within their geographic regions. During the preparation of the EIS, DOE met with the cooperating agencies, provided them with opportunities to review preliminary versions of the document, and addressed their comments and concerns to the fullest extent possible. DOE received over 1,600 comments on the draft EIS from the public, federal, state and local agencies, tribes, governors, and members of Congress. DOE has considered these comments in finalizing the EIS and has provided responses to all comments in the EIS.

    Fine sediment in spawning substrate has a major effect on salmon survival from egg to smolt. Basin-wide restoration plans have established targets for fine sediment levels in spawning habitat. The project was initiated to monitor surface fine sediment levels and overwinter intrusion of fine sediment in spring chinook salmon spawning habitat in the North Fork John Day (NFJDR) and Grande Ronde Rivers, for five years. The project is also investigating the potential relationship between surface fine levels and overwinter sedimentation. It will provide data to assess trends in substrate conditions in monitored reaches and whether trends are consistent with efforts to improve salmon habitat conditions. The data on the magnitude of overwinter sedimentation will also be used to estimate salmon survival from egg to emergence. In Sept. 1998, 1999, and Aug. 2000, sites for monitoring overwinter sedimentation were established in salmon spawning habitat in the upper Grande Ronde River, Catherine Creek (a Grande Ronde tributary), the North Fork John Day River (NFJDR), and Granite Creek (a NFJDR tributary). Surface fine sediment levels were measured in these reaches via the grid method and visually estimated to test the relative accuracy of these two methods. In 1999 and 2000, surface fine sediment was also estimated via pebble counts at selected reaches to allow comparison of results among the methods. Overwintering substrate samples were collected in April 1999 and April-May 2000 to estimate the amount of overwinter sedimentation in clean gravels in spawning habitat. Monitoring methods and locations are described.

    The watershed restoration work elements within the project area, the South Fork Salmon River Watershed, follow the watershed restoration approach adopted by the Nez Perce Tribe Department of Fisheries Resource Management (DFRM) - Watershed Division. The vision of the Nez Perce Tribe DFRM-Watershed Division focuses on protecting, restoring, and enhancing watersheds and treaty resources within the ceded territory of the Nez Perce Tribe under the Treaty of 1855 with the United States Federal Government. The program uses a holistic approach, which encompasses entire watersheds, ridge top to ridge top, emphasizing all cultural aspects and strategies that rely on natural fish production and healthy river ecosystems. The Nez Perce Tribe DFRM-Watershed Division strives towards maximizing historic ecosystem productivity and health for the restoration of anadromous and resident fish populations and the habitat on which all depend on for future generations Originally, this project was funded to create a step/pool stream channel that was appropriate to restore fish passage where the 'Glory Hole Cascade' is currently located at the Stibnite Mine. Due to unforeseen circumstances at the time, the project is unable to move forward as planned and a request for a change in scope of the project and an expansion of the geographic area in which to complete project work was submitted. No additional funds were being requested. The ultimate goal of this project is to work with the holistic, ridge top to ridge top approach to protect and restore the ecological and biological functions of the South Fork Salmon River Watershed to assist in the recovery of threatened and endangered anadromous and resident fish species. FY 2008 Work Elements included two aquatic organism passage (AOP) projects to restore habitat connectivity to two fish-bearing tributaries to the East Fork South Fork Salmon River, Salt and Profile Creeks. The Work Elements also included road survey and assessment activities that move toward road decommissioning to reduce sediment delivery to spawning gravels and rearing habitats by reducing sedimentation from road related, man-made sources. For FY08, the project included the design and implementation of two fish barrier replacement structures mentioned above, the Salt and Profile Creek Bridges. These work elements were to be implemented on Valley County easements within the Payette National Forest. The existing culverts are full or partial barriers to most aquatic life species and all juvenile anadromous and resident fish species. Implementation will reconnect 9.34 miles of habitat, and provide natural stream channels to facilitate complete passage for all aquatic life forms. All designs were completed and a construction subcontract was awarded to construct free span, pre-cast concrete bridges. For 2008, the project statement of work also included all the necessary work elements to manage, coordinate, plan, and develop continuing strategies for restoration and protection activities.

    The Grand Junction Projects Office (GJPO) is located in Mesa County, Colorado, immediately south and west of the Grand Junction city limits. The US Atomic Energy Commission (AEC) established the Colorado Raw Materials Office at the present-day Grand Junction Projects Office in 1947, to aid in the development of a viable domestic uranium industry. Activities at the site included sampling uranium concentrate; pilot-plant milling research, including testing and processing of uranium ores; and operation of a uranium mill pilot plant from 1954 to 1958. The last shipment of uranium concentrate was sent from GJPO in January, 1975. Since that time the site has been utilized to support various DOE programs, such as the former National Uranium Resource Evaluation (NURE) Program, the Uranium Mill Tailings Remedial Action Project (UMTRAP), the Surplus Facilities Management Program (SFMP), and the Technical Measurements Center (TMC). All known contamination at GJPO is believed to be the result of the past uranium milling, analyses, and storage activities. Hazards associated with the wastes impounded at GJPO include surface and ground-water contamination and potential radon and gamma-radiation exposure. This report documents the results of the Baseline Environmental Audit conducted at Grand Junction Projects Office (GJPO) located in Grand Junction, Colorado. The Grand Junction Baseline Environmental Audit was conducted from May 28 to June 12, 1991, by the Office of Environmental Audit (EH-24). This Audit evaluated environmental programs and activities at GJPO, as well as GJPO activities at the State-Owned Temporary Repository. 4 figs., 12 tabs.

    A model of grand unified theory based on SU(6) gauge group is proposed. It can accommodate two generations of ordinary fermions with V-A weak coupling and two generations of weird fermions with V+A weak coupling. In this model, a new discrete symmetry is introduced that insures existence of fermions with lower masses when SU(6) gauge symmetry is spontaneously broken. Simple Higgs fields with appropriate vacuum expectation values are chosen, so that the masses of weird fermions are heavier than those of ordinary fermions. This model also gives the same value of Weinberg angle, sin sq of Theta/sub w/ = 3/8, as in the usual SU(5) grand unified model at the grand unified scale.

    Defects in the ability to respond properly to an unrepaired DNA lesion blocking replication promote genomic instability and cancer. Human HLTF, implicated in error-free replication of damaged DNA and tumour suppression, exhibits a HIRAN domain, a RING domain, and a SWI/SNF domain facilitating DNA-binding, PCNA-polyubiquitin-ligase, and dsDNA-translocase activities, respectively. Here, we investigate the mechanism of HLTF action with emphasis on its HIRAN domain. We found that in cells HLTF promotes the filling-in of gaps left opposite damaged DNA during replication, and this postreplication repair function depends on its HIRAN domain. Our biochemical assays show that HIRAN domain mutant HLTF proteins retain their ubiquitin ligase, ATPase and dsDNA translocase activities but are impaired in binding to a model replication fork. These data and our structural study indicate that the HIRAN domain recruits HLTF to a stalled replication fork, and it also provides the direction for the movement of the dsDNA translocase motor domain for fork reversal. We suggest functional similarities between the HIRAN, the OB, the HARP2, and other domains found in certain motor proteins, which may explain why only a subset of DNA translocases can carry out fork reversal.

    The Grand Canyon region of the American Southwest is an interesting region meteorologically, but because of its isolated location, the lack of major population centers in the region, and the high cost of meteorological field experiments, it has historically received little observational attention. In recent years, however, attention has been directed to episodes of visibility degradation in many of the US National parks, and two recent field studies focused on this visibility problem have greatly increased the meteorological data available for the Grand Canyon region. The most recent and comprehensive of these studies is the Navajo Generating Station Winter Visibility Study of 1989--90. This study investigated the sources of visibility degradation in Grand Canyon National Park and the meteorological mechanisms leading to low visibility episodes. In this paper we present analyses of this rich data set to gain a better understanding of the key wintertime meteorological features of the Grand Canyon region.

    A photo-thermal excitation of a Quartz Tuning Fork (QTF) for topographic studies is introduced. The non-invasive photo-thermal excitation presents practical advantages compared to QTF mechanical and electrical excitations, including the absence of the anti-resonance and its associated phase rotation. Comparison between our theoretical model and experiments validate that the optical transduction mechanism is a photo-thermal rather than photo-thermoacoustic phenomenon. Topographic maps in the context of near-field microscopy distance control have been achieved to demonstrate the performance of the system.

    The performances of quartz tuning forks (QTF) used in infrared spectroscopy for pollutant detection are investigated. The transduction between light and QTF vibration is elucidated, thanks to QTF encapsulation under vacuum. From the sensitivity enhancement which is obtained, we conclude that their interaction is photo-thermoelastic rather than photo-thermoacoustic. A mapping of the local sensitivity of the QTF is obtained by scanning its faces with the excitation probe beam. The comparison between the signal mapping and the theoretical strain mapping indicates that the most efficient areas of the QTF correspond to the areas where the strain or stress is the highest.

    In October 1978, Mesa College entered into subcontract with Bendix Field Engineering Corporation (BFEC) to prepare a bibliographic index of the uranium raw materials reports issued by the Grand Junction Office of the US Department of Energy (DOE). Bendix, prime contractor to the Grand Junction Office, operates the Technical Library at the DOE facility. Since the early 1950s, approximately 2700 reports have been issued by the Grand Junction Office. These reports were the results of uranium investigations conducted by federal agencies and their subcontractors. The majority of the reports cover geology, mineralogy, and metallurgy of uranium and/or thorium. No single, complete list of these reports existed. The purpose of this subcontract was to compile a comprehensive index to these reports. The Mesa College geology faculty worked with the BFEC and DOE staffs to develop the format for the index. Undergraduate geology students from Mesa compiled a master record sheet for each report. All reports issued up to January 1, 1979 were included in the bibliography. The bibliography is in preliminary, unedited form. It is being open-filed at this time, on microfiche, to make the information available to the public on a timely basis. The bibliography is divided into a master record list arranged in alpha-numeric order by report identification number, with separate indices arranged by title, author, state and county, 1/sup 0/ x 2/sup 0/ NTMS quadrangle, key words, and exploration area.

    A paper to accompany a 20 minute talk about the progress of a DARPA funded project called LPAS. ABSTRACT: We demonstrate the performance of a novel long-wave infrared photoacoustic laser absorbance spectrometer for gas-phase species using an amplitude modulated (AM) quantum cascade (QC) laser and a quartz tuning fork microphone. Photoacoustic signal was generated by focusing the output of a Fabry-Perot QC laser operating at 8.41 micron between the legs of a quartz tuning fork which served as a transducer for the transient acoustic pressure wave. The QC laser was modulated at the resonant frequency of the tuning fork (32.8 kHz). This sensor was calibrated using the infrared absorber Freon-134a by performing a simultanious absorption measurement using a 35 cm absorption cell. The NEAS of this instrument was determined to be 2 x 10^-8 W cm^-1 /Hz^1/2 and the fundamental sensitivity of this technique is limited by the noise floor of the tuning fork itself.

It is a mass balance hydrology model of the Upper Rio Grande surface water, groundwater, and water demand systems which runs at a monthly timestep from 1975-1999 in calibration mode, 2000 – 2004 in validation mode, and 2005 – 2045 in scenario analysis mode.

  6. Raptor Use of the Rio Grande Gorge

    The Rio Grande Gorge is a 115 km long river canyon located in Southern Colorado (15 km) and Northern New Mexico (100 km). The majority of the canyon is under the administration of the Bureau of Land Management {BLM), and 77 km of the canyon south of the Colorado/New Mexico border are designated Wild River under the National Wild and Scenic Rivers Act of 1968. Visits I have made to the Rio Grande Gorge over the past 15 .years disclosed some raptor utilization. As the Snake River Birds of Prey Natural Area gained publicity, its similarity to the Rio Grande Gorge became obvious, and I was intrigued by the possibility of a high raptor nesting density in the Gorge. A survey in 1979 of 20 km of the northern end of the canyon revealed a moderately high density of red-tailed hawks and prairie falcons. With the encouragement of that partial survey, and a need to assess the impact of river-running on nesting birds of prey, I made a more comprehensive survey in 1980. The results of my surveys, along with those of a 1978 helicopter survey by the BLM, are presented in this report, as well as general characterization of the area, winter use by raptors, and an assessment of factors influencing the raptor population.

  7. Rio Grande pipeline introduces LPG to Mexico

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

  8. Optimizing Data Locality for Fork/Join Programs Using Constrained Work Stealing

    We present an approach to improving data locality across different phases of fork/join programs scheduled using work stealing. The approach consists of: (1) user-specified and automated approaches to constructing a steal tree, the schedule of steal operations and (2) constrained work stealing algorithms that constrain the actions of the scheduler to mirror a given steal tree. These are combined to construct work stealing schedules that maximize data locality across computation phases while ensuring load balance within each phase. These algorithms are also used to demonstrate dynamic coarsening, an optimization to improve spatial locality and sequential overheads by combining many finer-grained tasks into coarser tasks while ensuring sufficient concurrency for locality-optimized load balance. Implementation and evaluation in Cilk demonstrate performance improvements of up to 2.5x on 80 cores. We also demonstrate that dynamic coarsening can combine the performance benefits of coarse task specification with the adaptability of finer tasks.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    In 1999, Montana Fish, Wildlife & Parks (MFWP) began a program aimed at conserving the genetically pure populations of westslope cutthroat trout in the South Fork Flathead River drainage. The objective of this program is to eliminate all of the exotic and hybrid trout that threaten the genetically pure westslope cutthroat populations in the South Fork Flathead. The exotic and hybrid trout populations occur in several headwater lakes and their outflow streams. In 2001 MFWP released a draft environmental assessment, pursuant to the Montana Environmental Policy Act (MEPA), that addressed the use of motorized equipment to deliver personnel and materials to some of these lakes in the Bob Marshall and Great Bear Wildernesses (Grisak 2001). After a 30-day public comment period, MFWP determined that the complexity of issues was too great and warranted a more detailed analysis. These issues included transportation options for personnel, equipment and materials, the use of motorized equipment in wilderness, fish removal methods, fish stocking, and the status and distribution of amphibian populations in the project area. Because the program also involves the U.S. Forest Service (USFS) and Bonneville Power Administration (BPA), the environmental analysis needs to comply with the National Environmental Policy Act (NEPA). In October 2001, pursuant to NEPA, MFWP, along with the USFS and BPA initiated an environmental assessment to address these issues. In June 2002, the three agencies determined that the scope of these issues warranted an Environmental Impact Statement. This specialist report describes the logistical, technical and biological issues associated with this project and provides an analysis of options for fish removal, transportation and fish stocking. It further analyzes issues and concerns associated with amphibian populations and creating new domesticated stocks of westslope cutthroat trout. Finally, this document provides a description of each lake, the best method of fish removal that would achieve the goals of the project, logistics for carrying out the fish removal, and the immediate management direction for each lake following fish removal. The USFS is preparing a specialist report detailing land management issues that relate to National Forest, designated Hiking Areas, and Wilderness. Information from these two documents will be used by BPA to prepare an Environmental Impact Statement.

    The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     BPA is proposing to construct a 500-kilovolt (kV) transmission line that would extend approximately 84 miles between the Grand Coulee 500-kV Switchyard, near Grand Coulee Dam, and the Bell Substation, in Mead just north of Spokane. The new line would cross portions of Douglas, Grant, Lincoln, and Spokane counties. In addition to the transmission line, new equipment would be installed at the substations at each end of the new line and at other facilities. The proposed action would remove an existing 115-kV transmission line and replace it with the new 500-kV line on existing right-of-way for most of its length. Additional right-of-way would be needed in the first 3.5 miles out of the Grand Coulee Switchyard to connect to the existing 115-kV right-of-way. Since the mid-1990s, the transmission path west of Spokane, called the West of Hatwai transmission pathway, has grown increasingly constrained. To date, BPA has been able to manage operation of the path through available operating practices, and customer needed have been met while maintaining the reliability of the path. however, in early 2001, operations showed that the amount of electricity that needs to flow from east to west along this path creates severe transmission congestion. Under these conditions, the system is at risk of overloads and violation of industry safety and reliability standards. The problem is particularly acute in the spring and summer months because of the large amount of power generated by dams east of the path. Large amounts of water cannot be spilled during that time in order for BPA to fulfill its obligation to protect threatened and endangered fish. The amount of power that needs to move through this area during these months at times could exceed the carrying capacity of the existing transmission lines. In additional capacity is not added, BPA will run a significant risk that it will not be able to continue to meet its contractual obligations to deliver power and maintain reliability standards that minimize risks to public safety and to equipment. BPA is considering two construction alternatives, the Agency Proposed Action and the Alternative Action. The Alternative Action would include all the components of the Preferred Action except a double-circuit line would be constructed in the Spokane area between a point about 2 miles west of the Spokane River and Bell Substation, a distance of about 9 miles. BPA is also considering the No Action Alternative.

    A Remedial Investigation of East Fork Poplar Creek (EFPC) concluded that mercury is the principal contaminant of concern in the EFPC floodplain. The highest concentrations of mercury were found to be in a visually distinct black layer of soil that typically lies 15 to 30 cm (6 to 12 in.) below the surface. Mercury contamination was found to be situated in distinct areas along the floodplain, and generally at depths > 20 cm (8 in.) below the surface. In accordance with Comprehensive, Environmental Response, Compensation, and Liability Act (CERCLA), a feasibility study was prepared to assess alternatives for remediation, and a proposed plan was issued to the public in which a preferred alternative was identified. In response to public input, the plan was modified and US Department of Energy (DOE) issued a Record of Decision in 1995 committing to excavating all soil in the EFPC floodplain exceeding a concentration of 400 parts per million (ppm) of mercury. The Lower East Fork Poplar Creek (LEFPC) remedial action (RA) focuses on the stretch of EFPC flowing from Lake Reality at the Y-12 Plant, through the city of Oak Ridge, to Poplar Creek on the Oak Ridge Reservation (ORR) and its associated floodplain. Specific areas were identified that required remediation at the National Oceanographic and Atmospheric Administration (NOAA) Site along Illinois Avenue and at the Bruner Site along the Oak Ridge Turnpike. The RA was conducted in two separate phases. Phase 2, conducted from February to October 1997, completed the remediation efforts at the NOAA facility and fully remediated the Bruner Site. During both phases, data were collected to show that the remedial efforts performed at the NOAA and Bruner sites were successful in implementing the Record of Decision and had no adverse impact on the creek water quality or the city of Oak Ridge publicly owned treatment works.

    The CTUIR North Fork John Day River Basin Anadromous Enhancement Project (NFJDAFEP) identified and prioritized stream reaches in The North Fork John day River basin for habitat improvements during the 2000 project period. Public outreach was emphasized during this first year of the project. During the past year we concentrated on satisfying landowner needs, providing cost share alternatives, providing joint projects and starting implementation. We presented multiple funding and enhancement options to landowners. We concentrated on natural recovery methods, riparian fencing and offstream livestock water developments. Under this BPA contract four riparian easements have been signed protecting almost 5 miles of tributary streams. There are nine offstream water developments associated with these easements. Some landowners chose to participate in other programs based on Tribal outreach efforts. Some landowners chose NRCS programs for enhancement and others chose OWEB as a funding source. The exact amount of stream protection due to other funding sources probably exceeds that by BPA, however most would not have entered any program without initial Tribal outreach. Cooperation between the NRCS/FSA/SWCDs and the Tribe to create joint projects and develop alternative funding scenarios for riparian enhancement was a major effort. The Tribe also worked with the North Fork John Day Watershed Council, USFS and ODFW to coordinate projects and support similar projects throughout the John Day Basin.

The Tribe worked with the Umatilla National Forest on the Clear Creek Dredgetailings Rehabilitation project and coordinated regularly with USFS Fisheries, Hydrology and Range staff.
