    The US Department of Energy has asked Gustavson Associates, Inc. to serve as an Independent Petroleum Consultant under contract DE-AC01-96FE64202. This authorizes a study and recommendations regarding future development of Naval Oil Shale No. 1 and No. 3 (NOSR 1 and 3) in Garfield County, Colorado. The report that follows is the Phase I fact-finding and property description for that study. The United States of America claims ownership of 100 percent of the minerals and 100 percent of the surface rights in 36,406-acre NOSR-1 and 20,171-acre at NOSR-3. Production has been established on NOSR-3 and currently the DOE owns interests in 53 gas wells that produce on or immediately adjacent to the acreage. NOSR-3 also contains undrilled locations that are classified as proved undeveloped or probable reserves. Recently, the Colorado Oil and Gas Commission (COGCC) approved an increased 40 acre drilling density for the Mesaverde formation that includes portions of NOSR-3.

    This report is based on the results of an investigation of the water resources local to the Cement Oil Field in Caddo and Grady Counties, southwestern, Oklahoma. The intent of the report is to present at least a semi-quantitative estimate of the volume, deliverability, and chemistry of the water potentially available for enhanced oil recovery in one or more Oklahoma oil fields. Subsequent to a review of several oil fields, the Cement Field was chosen for study because of its large size (25,000 acres), its extensive subsurface control (over 1850 wells), and its long history of production (since 1952) from several producing formations, some of which are already undergoing extensive waterflood operations. A preliminary review of the available data for this study suggested a threefold categorization of water resources, since the data for each category are distinctly different in nature, and, to some extent, different in source. The three categories are: surface water, ground water, and subsurface water. Flow, volume, and chemical analyses of each source are estimated.

    The Los Alamos National Laboratory executed 19 intermediate scale cratering experiments in oil shale at the Colony Mine in Garfield County, Colorado. These experiments have led to a better understanding of fracture characteristics and fragmentation of in situ oil shale by use of a conventional high explosive. Geologic site characterization included detailed mapping, coring, and sample analyses. Site-specific geology was observed to be a major influence on the resulting crater geometry. The joint patterns at the experimental site frequently defined the final crater symmetry. Secondary influences included vugs, lithology changes, and grade fluctuations in the local stratigraphy. Most experiments, in both the rib and floor, were conducted to obtain data to investigate the fragmentation results within the craters. The rubble was screened for fragment-size distributions. Geologic features in proximity to the explosive charge had minimal effect on the rubble due to the overpowering effect of the detonation. However, these same features became more influential on the fracture and rubble characteristics with greater distances from the shothole. Postshot cores revealed a direct relationship between the grade of the oil shale and its susceptibility to fracturing. The Colony Mine experiments have demonstrated the significant role of geology in high explosive/oil shale interaction. It is probable that this role will have to be considered for larger applications to blast patterns and potential problems in retort stability in the future of oil shale development.

    This document is the final report of the solar energy system located at the Visitors' Center on the Stephens College Campus, Columbia, Missouri. The system is installed in a four-story, 15,000 square foot building designed to include the college's Admission Office, nine guest rooms for overnight lodging for official guests of the college, a two-story art gallery, and a Faculty Lounge. The solar energy system is an integral design of the building and utilizes 176 Honeywell/Lennox hydronic flat-plate collectors which use a 50% water-ethylene glycol solution and water-to-water heat exchanger. Solar heated water is stored in a 5000 gallon water storage tank located in the basement equipment room. A natural gas fired hot water boiler supplies hot water when the solar energy heat supply fails to meet the demand. The designed solar contribution is 71% of the heating load. The demonstration period for this project ends June 30, 1984.

    At the end of his life, Stephen Jay Kline, longtime professor of mechanical engineering at Stanford University, completed a book on how to address complex systems. The title of the book is 'Conceptual Foundations of Multi-Disciplinary Thinking' (1995), but the topic of the book is systems. Kline first establishes certain limits that are characteristic of our conscious minds. Kline then establishes a complexity measure for systems and uses that complexity measure to develop a hierarchy of systems. Kline then argues that our minds, due to their characteristic limitations, are unable to model the complex systems in that hierarchy. Computers are of no help to us here. Our attempts at modeling these complex systems are based on the way we successfully model some simple systems, in particular, 'inert, naturally-occurring' objects and processes, such as what is the focus of physics. But complex systems overwhelm such attempts. As a result, the best we can do in working with these complex systems is to use a heuristic, what Kline calls the 'Guideline for Complex Systems.' Kline documents the problems that have developed due to 'oversimple' system models and from the inappropriate application of a system model from one domain to another. One prominent such problem is the Procrustean attempt to make the disciplines that deal with complex systems be 'physics-like.' Physics deals with simple systems, not complex ones, using Kline's complexity measure. The models that physics has developed are inappropriate for complex systems. Kline documents a number of the wasteful and dangerous fallacies of this type.

    As a result of US Department of Energy (DOE) monitoring activities, it was determined in 1983 that the potential existed for natural gas resources underlying the Naval Oil Shales Reserves Nos. 1 and 3 (NOSrs-1 3) to be drained by privately-owned gas wells that were being drilled along the Reserves borders. In 1985, DOE initiated a limited number of projects to protect the Government's interest in the gas resources by drilling its own offset production'' wells just inside the boundaries, and by formally sharing in the production, revenues and costs of private wells that are drilled near the boundaries ( communitize'' the privately-drilled wells). The scope of these protection efforts must be expanded. DOE is therefore proposing a Natural Gas Protection Program for NOSRs-1 3 which would be implemented over a five-year period that would encompass a total of 200 wells (including the wells drilled and/or communitized since 1985). Of these, 111 would be offset wells drilled by DOE on Government land inside the NOSRs' boundaries and would be owned either entirely by the Government or communitized with adjacent private land owners or lessees. The remainder would be wells drilled by private operators in an area one half-mile wide extending around the NOSRs boundaries and communitized with the Government. 23 refs., 2 figs., 6 tabs.

    Tests were conducted to provide a prototype evaluation of the operating conditions of the project and to evaluate the adequacy of the repairs and remedial work performed in the channel downstream of the tailrace. Prototype measurements were made to define the relative magnitudes of velocities and the surface flow patterns in the channel downstream of the tailrace and the displacement, if any, of the stone protection material resulting from various turbine operations and tailwater conditions. Results of the data collection included determination of (a) velocity distribution at various ranges across the channel; (b) velocity profiles at the toe of the slope and at the observed location of highest velocity; and (c) unusual surface flow patterns that are produced by different combinations of turbine operations. Recommendations for start-up and shut-down procedures for the turbine operations that would produce the most acceptable. The depth soundings revealed that the stone protection material was quite stable (District surveys reveal that no appreciable displacement has occurred during the subsequent months of operation of the powerhouse.) The flow velocities were found to concentrate along the right side of the channel as a result of uneven flow distribution from the draft tube bays and the asymmetrical geometry along the left side of the tailrace. Return flows were observed and found to concentrate along the left side of the channel except when all three turbines were operating. Operating recommendations for the turbines are made based on tailwater conditions, length of time of nonoperation of the powerhouse, and the velocity data obtained from the tests.
