ABSTRACT The state of science, technology, engineering and math (STEM) education in the United States has seen some unfavorable assessments over the past decade. In early February, 2010 the House of Representatives heard testimony on undergraduate and graduate education. The message from the panel, which included experts from academia, STEM-based industries, and the National Science Foundation (NSF) was dire and required an urgent response. The experts along with the committee√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?s chairperson, U. S. Representative Daniel Lipinski (D-IL) cited that the complexity of Science, Technology, Engineering, and Mathematics applications and coursework and the methodology utilized to teach these subjects are forcing students out of these disciplines. As the National Academies described in its 2007 report Rising Above the Gathering Storm, successful STEM education is not just an academic pursuit√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?it√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?s a necessity for competing in the knowledge-based economy that the United States had a key role in creating. The potential for action is being made available again as the America COMPETES Act of 2007 is up for reauthorization. Its initial focus was on STEM education at the K-12 levels, but efforts at the undergraduate and graduate levels are needed to retain students to fill the jobs left vacant as baby boomers retire. The Educational Advancement Alliance, Inc. (EAA) has for two decades created programs that have not only addressed the issues of ensuring that students are aptly prepared for college but have focused its efforts over the past decade on increasing the number of students who pursue degrees in STEM disciplines. For the EAA, the introduction of the wonders of science begins at the elementary and middle school level via the Learning Lab, a state-of-the-art mobile science laboratory that visits students in grades 4-6 at the various schools throughout Philadelphia and The Math/Tech Academy which meets on Saturdays for students in grades 5-7. For the past two years the EAA has assisted college graduates in their quest to attain advanced degrees in STEM by providing fellowships. The EAA continued this effort by recruiting and providing fellowships to students who aspired to continue their education at the graduate level. The fellowships provided funding for tuition, fees, books, technology, and stipends to assist with room, board, and living expenses during the academic year and salary, transportation, and living expenses to those students who secured internships with the Department of Energy. Additionally the EAA designed and implemented needed support systems to ensure successful completion of the Masters degree programs, including but not limited to membership in professional associations, attendance at industry and academic conferences, and professional development workshops, and tutorial assistance if needed. This program assisted over 80 students directly and society-at-large by helping to educate and develop future physicists, engineers, biostatisticians, and researchers who will have the necessary skillsets to fill the increasing numbers of positions that require such expertise.

Congressional Earmark Funding was used to create a Postdoctoral Environmental Fellowship Program, interdisciplinary Environmental Working Groups, and special initiatives to create a dialogue around the environment at the University of Massachusetts Amherst to mobilize faculty to work together to respond to emerging environmental needs and to build institutional capacity to launch programmatic environmental activities across campus over time. Developing these networks of expertise will enable the University to more effectively and swiftly respond to emerging environmental needs and assume a leadership role in varied environmental fields. Over the course of the project 20 proposals were submitted to a variety of funding agencies involving faculty teams from 19 academic departments; 4 projects were awarded totaling $950,000; special events were organized including the Environmental Lecture Series which attracted more than 1,000 attendees over the course of the project; 75 University faculty became involved in one or more Working Groups (original three Working Groups plus Phase 2 Working Groups); an expertise database was developed with approximately 275 faculty involved in environmental research and education as part of a campus-wide network of environmental expertise; 12 University centers and partners participated; and the three Environmental Fellows produced 3 publications as well as a number of presentations and papers in progress.

Summary of the NTNFC Postdoctoral Fellowship Program PNNL.13.007

The NTNFC Postdoctoral Fellows program has offered a number of benefits to our laboratory, our staff, and the postdoctoral fellows. First and foremost, this fellowship program has offered critical training and mentoring opportunities to the next generation of nuclear forensic scientists. Due to the particular nature of the research, many skills necessary for the development of these young scientists and their transition into successful careers are only available in a National Laboratory setting. This fellowship program has provided support for these young scientists during this difficult transition period. Secondarily, this program offers some support to staff participation in mentoring and training activities. Although training of new scientists is often a normal part of a staff membersí day, this necessary task for the development of the next generation often goes unfunded and is almost never captured within the scope of ďresearch and developmentĒ activities. This requires staff to mentor new scientists on a volunteer basis, which can lead to inefficient training and support and loss of capability. This program has provided support for these normally unfunded training activities, allowing improvements in the consistent transfer of skills and career development for this young talent.

This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. The summary report details the student/mentor experience and future plans after the first summer practicum. This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering. The active recruiting for this scholarship program for candidates at universities across the U.S. brings needed visibility to this field. Not only does this program offer critical practical training to these students, it brings attention to a very attractive field of work where young professionals are urgently required in order for the future. The effectiveness of retaining such talent remains to be seen and may be primarily controlled by the availability of DOE laboratory research funding in this field in the years to come.

The NSF's Astronomy and Astrophysics Postdoctoral Fellowship (AAPF) is exceptional among the available postdoctoral awards in Astronomy and Astrophysics. The fellowship is one of the few that allows postdoctoral researchers to pursue an original research program, of their own design, at the U.S. institution of their choice. However, what makes this fellowship truly unique is the ability of Fellows to lead an equally challenging, original educational program simultaneously. The legacy of this singular fellowship has been to encourage and advance leaders in the field who are equally as passionate about their own research as they are about sharing that research and their passion for astronomy with students and the public. In this positional paper we address the importance of fellowships like the AAPF to the astronomical profession by identifying the science and educational contributions that Fellows have made to the community. Establishment of a Graduate Certificate Program in Biobased Industrial Products Ė Final Technical Report

A certificate of graduate studies in Biobased Industrial Products is to be established at Kansas State University (KSU) along with the development of a similar program at Pittsburg State University, Pittsburg, KS. At KSU, the program of study will be coordinated through the steering committee of the Agricultural Products Utilization Forum (APUF); the certificate of graduate studies will be awarded through the Graduate School of Kansas State University. This certificate will establish an interdisciplinary program of study that will: (1) ensure participating students receive a broad education in several disciplines related to Biobased Industrial Products, (2) provide a documented course of study for students preferring a freestanding certificate program, and (3) provide a paradigm shift in student awareness away from petroleum-based feedstocks to the utilization of renewable resources for fuels and chemical feedstocks. The academic program described herein will accomplish this goal by: (1) providing exposure to several academic disciplines key to Biobased Industrial Products; (2) improving university/industry collaboration through an external advisory board, distance learning opportunities, and student internships; (3) expanding the disciplines represented on the students' supervisory committee; (4) establishing a seminar series on Biobased Industrial Products that draws upon expert speakers representing several disciplines; and (5) increasing collaboration between disciplines. Numerous research programs emphasizing Biobased Industrial Products currently exist at KSU and PSU. The certificate of graduate studies, the emphasis on interdisciplinary collaboration within the students? thesis research, the proposed seminar series, and formation of an industrial advisory board will: (1) provide an interdisciplinary academic experience that spans several departments, four colleges, four research centers, and two universities; (2) tangibly promote collaboration between KSU and PSU; (3) catalyze involvement of plant geneticists with researchers active in the development and utilization of biobased industrial products; and, (4) promote university/industry collaboration.

This report summarizes the technical and educational achievements of the Graduate Automotive Technology Education (GATE) Center at West Virginia University (WVU), which was created to emphasize Advanced Hybrid Vehicle Technology. The Center has supported the graduate studies of 17 students in the Department of Mechanical and Aerospace Engineering and the Lane Department of Computer Science and Electrical Engineering. These students have addressed topics such as hybrid modeling, construction of a hybrid sport utility vehicle (in conjunction with the FutureTruck program), a MEMS-based sensor, on-board data acquisition for hybrid design optimization, linear engine design and engine emissions. Courses have been developed in Hybrid Vehicle Design, Mobile Source Powerplants, Advanced Vehicle Propulsion, Power Electronics for Automotive Applications and Sensors for Automotive Applications, and have been responsible for 396 hours of graduate student coursework. The GATE program also enhanced the WVU participation in the U.S. Department of Energy Student Design Competitions, in particular FutureTruck and Challenge X. The GATE support for hybrid vehicle technology enhanced understanding of hybrid vehicle design and testing at WVU and encouraged the development of a research agenda in heavy-duty hybrid vehicles. As a result, WVU has now completed three programs in hybrid transit bus emissions characterization, and WVU faculty are leading the Transportation Research Board effort to define life cycle costs for hybrid transit buses. Research and enrollment records show that approximately 100 graduate students have benefited substantially from the hybrid vehicle GATE program at WVU.

The Advanced Accelerator Applications (AAA) Program was initiated in fiscal year 2001 (FY-01) by the U.S. Congress, the U.S. Department of Energy (DOE), and the Los Alamos National Laboratory (LANL) in partnership with other national laboratories. The primary goal of this program is to investigate the feasibility of transmutation of nuclear waste. An Accelerator-Driven Test Facility (ADTF), which may be built during the first decade of the 21st Century, is a major component of this effort. The ADTF would include a large, state-of-the-art charged-particle accelerator, proton-neutron target systems, and accelerator-driven R&D systems. This new facility and its underlying science and technology will require a large cadre of educated scientists and trained technicians. In addition, other applications of nuclear science and engineering (e.g., proliferation monitoring and defense, nuclear medicine, safety regulation, industrial processes, and many others) require increased academic and national infrastructure and student populations. Thus, the AAA Program Office has begun a multi-year program to involve university faculty and students in various phases of the Project to support the infrastructure requirements of nuclear energy, science and technology fields as well as the special needs of the DOE transmutation program. In this paper we describe university programs that have supported, are supporting, and will support the R&D necessary for the AAA Project. Previous work included research for the Accelerator Transmutation of Waste (ATW) project, current (FY-01) programs include graduate fellowships and research for the AAA Project, and it is expected that future programs will expand and add to the existing programs.

The KY DOE EPSCoR Program supports two research clusters. The Materials Cluster uses unique equipment and computational methods that involve research expertise at the University of Kentucky and University of Louisville. This team determines the physical, chemical and mechanical properties of nanostructured materials and examines the dominant mechanisms involved in the formation of new self-assembled nanostructures. State-of-the-art parallel computational methods and algorithms are used to overcome current limitations of processing that otherwise are restricted to small system sizes and short times. The team also focuses on developing and applying advanced microtechnology fabrication techniques and the application of microelectrornechanical systems (MEMS) for creating new materials, novel microdevices, and integrated microsensors. The second research cluster concentrates on High Energy and Nuclear Physics. lt connects research and educational activities at the University of Kentucky, Eastern Kentucky University and national DOE research laboratories. Programs have been established at Florida A & M University to attract minority students to research careers in mathematics and computational science. The primary goal of the program was to increase the number of such students studying computational science via an interactive multimedia learning environment One mechanism used for meeting this goal was the development of educational modules. This academic year program established within the mathematics department at Florida A&M University, introduced students to computational science projects using high-performance computers. Additional activities were conducted during the summer, these included workshops, meetings, and lectures. Through the exposure provided by this program to scientific ideas and research in computational science, it is likely that their successful applications of tools from this interdisciplinary field will be high.

Multidisciplinary Graduate Education in Bioprocess Engineering

This report describes the accomplishments of the University of Georgia in establishing an academic program geared toward the emerging biobased products industry. By virtue of its strengths and structure, the University of Georgia is particularly well-suited for developing a program focused on plant- and microbial-based bioproducts, and it was in this general area that this program was developed. The program had several unique characteristics. First, we implemented a distinguished lecture series that brought outstanding scientists and engineers to our University to interact with students and share their vision of the biobased economy. Second, we offered industrially-oriented and multidisciplinary courses that provided students with a broad background on various facets of biobased business and technology. Third, we provided the students with opportunities to expand beyond the classroom by engaging in research lab rotations and industrial internships. Fourth, each student was engaged in a creative research project as led by a multidisciplinary faculty team. Throughout the implementation of these activities, we maintained a student-centered, mentoring approach to education. The most tangible outcome of this project was the graduation of two students who participated in a variety of scholarly activities, culminating in research toward the completion of a thesis and dissertation. Both research projects involved the use of microorganisms to produce industrial products from agricultural substrates via fermentation processes. The research advanced our understanding of microorganisms as used for industrial processes and products, as described in several articles published in scholarly journals and presentations made at scientific conferences (see information on pp. 14-15). Another outcome is one graduate course, Fermentation Engineering Laboratory, which is a unique experiential and multidisciplinary course. This course will be offered in the future as an elective to graduate students in several engineering and science degree programs. Other significant developments have arisen as direct or indirect consequences of this project. The University of Georgia has established a B.S. Biochemical Engineering degree and an M.S. Biochemical Engineering degree. A strong component of these degree programs is education toward a biobased economy. We will integrate particularly positive components of this project (such as the distinguished lecture series) into these degree programs. The University of Georgia is establishing a Center for Biorefining and Carbon Cycling. This multidisciplinary Center houses a pilot scale biorefinery, comprising a pyrolysis unit and an ethanol plant. Together with new faculty positions that are currently being advertised, this project has encouraged the University of Georgia to assume a leadership role in the preparation of students in the biobased industries of the future.

The Graduate Automotive Technology Education (GATE) Center at the University of Tennessee, Knoxville has completed its sixth year of operation. During this period the Center has involved thirteen GATE Fellows and ten GATE Research Assistants in preparing them to contribute to advanced automotive technologies in the center's focus area: hybrid drive trains and control systems. Eighteen GATE students have graduated, and three have completed their course work requirements. Nine faculty members from three departments in the College of Engineering have been involved in the GATE Center. In addition to the impact that the Center has had on the students and faculty involved, the presence of the center has led to the acquisition of resources that probably would not have been obtained if the GATE Center had not existed. Significant industry interaction such as internships, equipment donations, and support for GATE students has been realized. The value of the total resources brought to the university (including related research contracts) exceeds $4,000,000. Problem areas are discussed in the hope that future activities may benefit from the operation of the current program.
