    The City of Detroit is undertaking a comprehensive restoration of its street lighting system that includes transitioning the existing high-pressure sodium (HPS) sources to light-emitting diode (LED). Detroit’s well-publicized financial troubles over the last several years have added many hurdles and constraints to this process. Strategies to overcome these issues have largely been successful, but have also brought some mixed results. This document provides an objective review of the circumstances surrounding the system restoration, the processes undertaken and decisions made, and the results so far.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a residential street lighting application, under the U.S. Department of Energy GATEWAY Solid-State Lighting Technology Demonstration Program. In this project, eight 100W (nominal) high-pressure sodium cobra head fixtures were replaced with a like number of LED street light luminaires manufactured by Leotek, Inc. The Leotek product achieved an estimated payback in the Lija Loop installation of about 20 years for replacement scenarios and a much shorter 7.6 years for new installations. Much of the associated energy savings (55%) supporting these payback periods, however, were achieved by reducing average horizontal photopic illuminance a similar amount (53%). Examined from a different perspective, the measured performance suggests that the Leotek product is at approximate parity with the HPS cobra head in terms of average delivered photopic illumination for a given power consumption. HPS comprises the second most efficacious street lighting technology available, exceeded only by low pressure sodium (LPS). LPS technology is not considered suitable for most street lighting applications due to its monochromatic spectral output and poor color rendering ability; therefore, this LED product is performing at an efficiency level comparable to its primary competition in this application.

    Nine different streetlighting products were installed on various streets in Kansas City, Missouri during February, 2011, to evaluate their performance relative to the incumbent high-pressure sodium (HPS) lighting. The applications investigated included 100 W, 150 W, 250 W, and 400 W HPS installations. Initial measurements and comparisons included power, illuminance, and luminance; sample illuminance readings have continued at each of the nine locations at roughly 1,000-hour operating intervals since then. All of the LED products consumed less power than their HPS counterparts—with a mean difference of 39% and a range of 31% to 51%—but they also emitted 31% fewer lumens, on average. The net result is just a 15% increase in mean efficacy. Applying the city’s stringent light loss factors to the initial measured data meant that five of the LED products (and two of the HPS luminaires) were predicted to eventually fail to meet the specified mean illuminance over their lifetimes; however, the specified light loss levels are not expected to be reached by the LED products until some distant future date (between 12 and 30 years after installation according to manufacturer specification sheet estimates). The practical value of designing streetlighting systems to meet illumination requirements more than 15 years in the future is questioned. Numerous sources of variation in field measurements are noted throughout the report, particularly seasonal influences such as ambient temperature and foliage that are evident in the time-series illuminance data.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 14 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium dust from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines.

    The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

    This document represents the final Regional Demonstration Project Technical Performance Report (TPR) for Pecan Street Inc.’s (Pecan Street) Smart Grid Demonstration Program, DE-OE-0000219. Pecan Street is a 501(c)(3) smart grid/clean energy research and development organization headquartered at The University of Texas at Austin (UT). Pecan Street worked in collaboration with Austin Energy, UT, Environmental Defense Fund (EDF), the City of Austin, the Austin Chamber of Commerce and selected consultants, contractors, and vendors to take a more detailed look at the energy load of residential and small commercial properties while the power industry is undergoing modernization. The Pecan Street Smart Grid Demonstration Program signed-up over 1,000 participants who are sharing their home or businesses’s electricity consumption data with the project via green button protocols, smart meters, and/or a home energy monitoring system (HEMS). Pecan Street completed the installation of HEMS in 750 homes and 25 commercial properties. The program provided incentives to increase the installed base of roof-top solar photovoltaic (PV) systems, plug-in electric vehicles with Level 2 charging, and smart appliances. Over 200 participants within a one square mile area took advantage of Austin Energy and Pecan Street’s joint PV incentive program and installed roof-top PV as part of this project. Of these homes, 69 purchased or leased an electric vehicle through Pecan Street’s PV rebate program and received a Level 2 charger from Pecan Street. Pecan Street studied the impacts of these technologies along with a variety of consumer behavior interventions, including pricing models, real-time feedback on energy use, incentive programs, and messaging, as well as the corresponding impacts on Austin Energy’s distribution assets.The primary demonstration site was the Mueller community in Austin, Texas.     Resurfacing of urban roads with concurrent repairs and replacement of sections of curb and sidewalk may require pedestrian ramps that are compliant with the American Disabilities Act (ADA), and when street drains are in close proximity to the walkway, ADA compliant street grates may also be required. The Minnesota Department of Transportation ADA Operations Unit identified a foundry with an available grate that meets ADA requirements. Argonne National Laboratory’s Transportation Research and Analysis Computing Center used full scale three dimensional computational fluid dynamics to determine the performance of the ADA compliant grate and compared it to that of a standard vane grate. Analysis of a parametric set of cases was carried out, including variation in longitudinal, gutter, and cross street slopes and the water spread from the curb. The performance of the grates was characterized by the fraction of the total volume flow approaching the grate from the upstream that was captured by the grate and diverted into the catch basin. The fraction of the total flow entering over the grate from the side and the fraction of flow directly over a grate diverted into the catch basin were also quantities of interest that aid in understanding the differences in performance of the grates. The ADA compliant grate performance lagged that of the vane grate, increasingly so as upstream Reynolds number increased. The major factor leading to the performance difference between the two grates was the fraction of flow directly over the grates that is captured by the grates.

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado.     The glow-in-the-dark stereotype that characterizes the popular image of nuclear materials is not accidental. When the French scientist, Henri Becquerel, first discovered radioactivity in 1896, he was interested in luminescence. Radioluminescence, the production of light from a mixture of energetic and passive materials, is probably the oldest practical application of the unstable nucleus. Tritium-based radioluminescent lighting, in spite of the biologically favorable character of the gaseous tritium isotope, was included in the general tightening of environmental and safety regulations. Tritium light manufacturers would have to meet two fundamental conditions: (1) The benefit clearly outweighed the risk, to the extent that even the perceived risk of a skeptical public would be overcome. (2) The need was significant enough that the customer/user would be willing and able to afford the cost of regulation that was imposed both in the manufacture, use and eventual disposal of nuclear materials. In 1981, researchers at Oak Ridge National Laboratory were investigating larger radioluminescent applications using byproduct nuclear material such as krypton-85, as well as tritium. By 1982, it appeared that large source, (100 Curies or more) tritium gas tube, lights might be useful for marking runways and drop zones for military operations and perhaps even special civilian aviation applications. The successful development of this idea depended on making the light bright enough and demonstrating that large gas tube sources could be used and maintained safely in the environment. This successful DOE program is now in the process of being completed and closed-out. Working closely with the tritium light industry, State governments and other Federal agencies, the basic program goals have been achieved. This is a detailed report of what they have learned, proven, and discovered. 91 refs., 29 figs., 5 tabs. (JF)

    The overall deliverable from the project is the design, construction and commissioning of a detention facility heating and cooling system that minimizes ownership costs and maximizes efficiency (and therefore minimizes environmental impact). The primary deliverables were the proof of concept for the application of geothermal systems for an institutional facility and the ongoing, quarterly system operating data downloads to the Department of Energy . The primary advantage of geothermal based heat pump systems is the higher efficiency of the system compared to a conventional chiller, boiler, cooling tower based system. The higher efficiency results in a smaller environmental foot print and lower energy costs for the detention facility owner, Lancaster County. The higher efficiency for building cooling is primarily due to a more constant compressor condensing temperature with the geothermal well field acting as a thermal “sink” (in place of the conventional system’s cooling tower). In the heating mode, Ground Couple Heat Pump (GCHP) systems benefits from the advantage of a heat pump Coefficient of Performance (COP) of approximately 3.6, significantly better than a conventional gas boiler. The geothermal well field acting as a thermal “source” allows the heat pumps to operate efficiently in the heating mode regardless of ambient temperatures. The well field is partially located in a wetland with a high water table so, over time, the project will be able to identify the thermal loading characteristics of a well field located in a high water table location. The project demonstrated how a large geothermal well field can be installed in a wetland area in an economical and environmentally sound manner. Finally, the SW 40th Street Thermal Energy Plant project demonstrates the benefits of providing domestic hot water energy, as well as space heating, to help balance well filed thermal loading in a cooling dominated application.     Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    Part of the urban heat island effect can be attributed to dark pavements that are commonly used on streets and parking lots. In this paper we consider two light colored, hence cooler, alternative paving materials that are in actual use in cities today. These are Portland cement concrete (PCC) pavements and chip seals. We report measurements of the albedos of some PCC and chip sealed pavements in the San Francisco Bay Area. The albedos of the PCC pavements ranged from about 0.18 to 0.35. The temperatures of some PCC pavements are also measured and calculated. We then consider how the albedos of the constituent materials of the PCC (stone, sand and cement) contribute to the albedos of the resulting finished concrete. The albedos of a set of chip sealed pavements in San Jose, CA, were measured and correlated with the times of their placement. It is found that the albedos decrease with age (and use) but remain higher than that of standard asphalt concrete (AC) for about five years. After t hat, the albedos of the chip seals are about 0.12, similar to aged AC. The fact that many PCC pavements have albedos at least twice as high as aged AC suggests that it is possible to have pavement albedos that remain high for many years.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

    Exciton polaritons have been shown to be an optimal system in order to investigate the properties of bosonic quantum fluids. We report here on the observation of dark solitons in the wake of engineered circular obstacles and their decay into streets of quantized vortices. Our experiments provide a time-resolved access to the polariton phase and density, which allows for a quantitative study of instabilities of freely evolving polaritons. The decay of solitons is quantified and identified as an effect of disorder-induced transverse perturbations in the dissipative polariton gas.

    The Love Canal/93rd Street School site consists of approximately 19 acres and includes a school and an adjacent vacant lot. The site is located in Niagara Falls, New York, less than one mile northwest of Love Canal and is within the Love Canal Emergency Declaration Area. Hooker Chemicals and Plastics Corporation disposed of over 21,000 tons of various chemicals at the Love Canal site from 1942 to 1953, when the site was deeded over to the City of Niagara Falls Board of Education. Sampling has revealed that approximately 6,000 cu yds of soil are contaminated. During the 1950s, home construction accelerated in the area. Specifically, in 1950, the 93rd Street School was built, and in 1954, the 99th Street School was built adjacent to the middle portion of the Canal. Prior to construction of the 93rd Street School, a drainage swale crossed the site. Between 1938 and 1951, the swale was partially filled with soil and rock debris, followed by sand and fly ash materials. In 1980, the 93rd Street School was closed due to public health concerns related to the potentially contaminated fill material. The primary contaminants of concern affecting soil are VOCs, including toluene and xylenes, other organics including dioxins, PAHs and pesticides, and metals including arsenic and lead.

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

  4. MOLTEN CARBONATE FUEL CELL POWER PLANT LOCATED AT LADWP MAIN STREET SERVICE CENTER

    The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program.     Governance models for the International Linear Collider Project are examined in the light of experience from similar international projects around the world. Recommendations for one path which could be followed to realize the ILC successfully are outlined. The International Linear Collider (ILC) is a unique endeavour in particle physics; fully international from the outset, it has no 'host laboratory' to provide infrastructure and support. The realization of this project therefore presents unique challenges, in scientific, technical and political arenas. This document outlines the main questions that need to be answered if the ILC is to become a reality. It describes the methodology used to harness the wisdom displayed and lessons learned from current and previous large international projects. From this basis, it suggests both general principles and outlines a specific model to realize the ILC. It recognizes that there is no unique model for such a laboratory and that there are often several solutions to a particular problem. Nevertheless it proposes concrete solutions that the authors believe are currently the best choices in order to stimulate discussion and catalyze proposals as to how to bring the ILC project to fruition. The ILC Laboratory would be set up by international treaty and be governed by a strong Council to whom a Director General and an associated Directorate would report. Council would empower the Director General to give strong management to the project. It would take its decisions in a timely manner, giving appropriate weight to the financial contributions of the member states. The ILC Laboratory would be set up for a fixed term, capable of extension by agreement of all the partners. The construction of the machine would be based on a Work Breakdown Structure and value engineering and would have a common cash fund sufficiently large to allow the management flexibility to optimize the project's construction.     In an effort to reduce national dependence on imported oil and to improve urban air quality, the US Department of Energy (DOE) is promoting the development and deployment of alternative fuels and alternative fuel vehicles (AFVs). To support this activity, DOE has directed the National Renewable Energy Laboratory (NREL) to develop and conduct projects to evaluate the performance and acceptability of light-duty AFVs compared to similar gasoline vehicles. As part of this effort, NREL has undertaken a number of evaluation projects, including conducting telephone surveys with fleet managers and drivers of AFVs in the federal fleet. This report summarizes the results of the survey of state and city government fleet managers.

    Eisenhower's Atoms for Peace speech in 1953 is remembered for engaging the world, and the Soviet Union in particular, in a dialogue about arms control and the formulation of a nuclear regime in which national and international security concerns growing from this unprecedented emerging and frightening new weapons capability would be addressed while tapping the civilian promise of nuclear applications for the good of mankind. Out of it came a series of initiatives, leading fifteen years later to the NPT, intended to allow the growth and spread of the beneficial uses of nuclear know-how while constraining the incentives and capabilities for nuclear weapons. The last 50 years has seen a gradual spread in nations with nuclear weapons, other nations with nuclear knowledge and capabilities, and still others with nuclear weapon intentions. Still most nations of the world have forgone weapon development, most have signed and abided by the NPT, and some that have had programs or even weapons, have turned these capabilities off. Yet despite this experience, and despite a relatively successful record up to a few years ago, there is today a clear and generally recognized crisis in nuclear governance, a crisis that affects the future of all the cross-cutting civilian/security issues we have cited. The crux of this crisis is a lack of consensus among the major powers whose support of international efforts is necessary for effective governance of nuclear activities. The lack of consensus focuses on three challenges: what to do about non-compliance, what to do about non-adherence, and what to do about the possible leakage of nuclear materials and technologies to terrorist groups. Short of regaining consensus on the priority to be given to nuclear material and technology controls, it is unlikely that any international regime to control nuclear materials and technologies, let alone oversee a growth in the nuclear power sector, will be successful in the tough cases where it needs to

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

    In 1998, light trucks accounted for over 48% of new vehicle sales in the U.S. and well over half the new Light Duty vehicle fuel consumption. The Light Truck Clean Diesel (LTCD) program seeks to introduce large numbers of advanced technology diesel engines in light-duty trucks that would improve their fuel economy (mpg) by at least 50% and reduce our nation's dependence on foreign oil. Incorporating diesel engines in this application represents a high-risk technical and economic challenge. To meet the challenge, a government-industry partnership (Department of Energy, diesel engine manufacturers, and the automotive original equipment manufacturers) is applying joint resources to meet specific goals that will provide benefits to the nation. [1] Caterpillar initially teamed with Ford Motor Company on a 5 year program (1997-2002) to develop prototype vehicles that demonstrate a 50% fuel economy improvement over the current 1997 gasoline powered light truck vehicle in this class while complying with EPA's Tier II emissions regulations. The light truck vehicle selected for the demonstration is a 1999 Ford F150 SuperCab. To meet the goals of the program, the 4.6 L V-8 gasoline engine in this vehicle will be replaced by an advanced compression ignition direct injection (CIDI) engine. Key elements of the Caterpillar LTCD program plan to develop the advanced CIDI engine are presented in this paper.

Rhodamine B (RhB) can be decomposed efficiently by this photocatalyst in the dark after it absorbs light irradiation. This photocatalyst is photoreactive in an outdoor environment or can save energy by supplying irradiation intermittently for the photocatalyst.

    A light source is provided by a photonic crystal having an enhanced photonic density-of-states over a band of frequencies and wherein at least one of the dielectric materials of the photonic crystal has a complex dielectric constant, thereby producing enhanced light emission at the band of frequencies when the photonic crystal is heated. The dielectric material can be a metal, such as tungsten. The spectral properties of the light source can be easily tuned by modification of the photonic crystal structure and materials. The photonic crystal light source can be heated electrically or other heating means. The light source can further include additional photonic crystals that exhibit enhanced light emission at a different band of frequencies to provide for color mixing. The photonic crystal light source may have applications in optical telecommunications, information displays, energy conversion, sensors, and other optical applications.

Such a process involves contacting a light metal source material with an inorganic acid to form a solution containing the light metal ions in high concentration. The solution is fed to an electrochemical reactor assembly having an anode side containing an anode and a cathode side containing a cathode, with anode side and the cathode side separated by a bipolar membrane, with the solution being fed to the anode side. Light metal ions are electrochemically transferred through the bipolar membrane to the cathode side. The process further involves reducing the light metal ions to light metal powder. An associated processing system is also provided.

    At the request of the Office of Naval Reactors through the Office of Remedial Action and Waste Technology, a radiological survey of the Peek Street industrial facility, the adjacent state-owned bike path, and two nearby residential properties was conducted by Oak Ridge National Laboratory (ORNL) in November 1989. The results indicated small isolated areas that exceeded DOE guidelines. These areas totaled approximately 0.2 m{sup 2} of floor area and approximately 3 m{sup 2} of wall area inside the building, and two small areas totaling approximately 5 m{sup 2} outside the building. A small section of one of these areas extended beyond the fence on the east side of the industrial property onto the state-owned property. No residual radioactive material or elevated radiation levels were detected on any portion of the paved section of the bike path or the residential properties adjacent to the site. Because the elevated radiation levels were localized and limited in extent, any credible use scenario, including current use conditions, indicated that no significant radiation exposures would accrue to individuals frequenting the area. Samples were also analyzed for elemental beryllium since that material had formerly been used at the site. In conjunction with the planned remediation at the facility, a supplementary characterization survey was performed to further define the areas containing beryllium in excess of the identified guidelines. Additional radiological characterization of Ra-226, Th-232, and U-238 was also performed in areas that were largely inaccessible prior to the remediation efforts.

    In a system for recording images having vastly differing light intensities over the face of the image, a light intensity compressor is provided that utilizes the properties of twisted nematic liquid crystals to compress the image intensity. A photoconductor or photodiode material that is responsive to the wavelength of radiation being recorded is placed adjacent a layer of twisted nematic liquid crystal material. An electric potential applied to a pair of electrodes that are disposed outside of the liquid crystal/photoconductor arrangement to provide an electric field in the vicinity of the liquid crystal material. The electrodes are substantially transparent to the form of radiation being recorded. A pair of crossed polarizers are provided on opposite sides of the liquid crystal. The front polarizer linearly polarizes the light, while the back polarizer cooperates with the front polarizer and the liquid crystal material to compress the intensity of a viewed scene. Light incident upon the intensity compressor activates the photoconductor in proportion to the intensity of the light, thereby varying the field applied to the liquid crystal. The increased field causes the liquid crystal to have less of a twisting effect on the incident linearly polarized light, which will cause an increased percentage of the light to be absorbed by the back polarizer. The intensity of an image may be compressed by forming an image on the light intensity compressor.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    An LED component comprising an array of LED chips mounted on a planar surface of a submount with the LED chips capable of emitting light in response to an electrical signal. The LED chips comprise respective groups emitting at different colors of light, with each of the groups interconnected in a series circuit. A lens is included over the LED chips. Other embodiments can comprise thermal spreading structures included integral to the submount and arranged to dissipate heat from the LED chips.

    CONTROLITE 1.0 is a lighting energy analysis program designed to calculate the energy savings and cost benefits obtainable using lighting controls in buildings. The program can compute the lighting energy reductions that result from using daylighting, scheduling, and other control strategies. When modeling daylight control systems, the program uses QUICKLITE to compute the daylight illuminances at specified points 5 times a day, 12 days a year (the 21st of each month), and for two skymore » conditions (clear and overcast skies). Fourier series techniques are used to fit a continuous curve through the computed illuminance points. The energy use for each of the 12 days is then computed given user-specified power-in/light-out characteristics of the modeled control system. The monthly and annual energy usage for overcast and clear conditions are found separately by fitting two long-term Fourier series curves to the energy use computed for each of the 12 days. Finally, the monthly energy use is calculated by taking a weighted average for the monthly energy use computed for the overcast and clear sky conditions. The program only treats the energy use directly attributable to lighting. The impact of lighting control strategies on building thermal loads is not computed. The program allows input of different control schedules (i.e., on/off times for the lighting system) for each day of the week, but every week of the year is treated the same; thus, holidays cannot be modeled explicitly. When used for daylighting purposes, CONTROLITE1.0 understands only clear and overcast conditions. User-supplied values for the proportion of clear and overcast hours for each month of the year are required to accommodate different climatic conditions.« less

    The 102nd Street Landfill is two sites that comprise 22 acres. Occidental Chemical Corporation (OCC) and its predecessor, the Oldbury Electrochemical Company, deposited approximately 23,500 tons of mixed organic solvents, organic and inorganic phosphates, and related chemicals. Included in the site are approximately 300 tons of hexachlorocyclohexane process cake, including lindane. In addition, brine sludge, fly ash, electrochemical cell parts and related equipment in unknown quantities were dumped at the site. On-site contamination of the 102nd Street Landfill includes soils contaminated with non-aqueous phase liquids on both portions of the Landfill. Off-site contamination, based on current studies, results from contaminated ground-water leaching into the Niagara River which causes contamination of the river water, sediments, and aquatic organisms, including fish. The 102nd Street Landfill continues to represent a potential public health threat.

The results indicate that certain light stop models may induce a bias of up to a few GeV, and that this effect can hide the shift in, and hence sensitivity from, cross-section measurements. Due to the different initial states, the size of the bias is slightly different between the LHC and the Tevatron. The studies make some simplifying assumptions for the top quark measurement technique, and are based on truth-level samples.

The radiant energy in the visible region of the spectrum of the lighting subsystems can be adjusted relative to each other so that the total scotopic illumination of the combined system and the total photopic illumination of the combined system can be varied independently. The dilation or contraction of the pupil of an eye is controlled by the level of scotopic illumination and because the scotopic and photopic illumination can be separately controlled, the system allows the pupil size to be varied independently of the level of photopic illumination. Hence, the vision process can be improved for a given level of photopic illumination.

    The Love Canal (93rd Street) site is an inactive hazardous waste site located in Niagara Falls, New York. The 19-acre 93rd Street School site, one of several operable units for the Love Canal Superfund site, is the focus of the Record of Decision (ROD). The fill material is reported to contain fly ash and BHC (a pesticide) waste. The ROD amends the 1988 ROD, and addresses final remediation of onsite contaminated soil through excavation and offsite disposal. The primary contaminants of concern affecting the soil are VOCs including toluene and xylenes; other organics including PAHs and pesticides; and metals including arsenic, chromium, and lead.

    This decision document presents the selected modification to the original remedial action (PB91-921417) for the 102nd Street Landfill Site (the `Site`), located in Niagara Falls, New York. The modification to the selected remedy addresses the river sediments within the shallow embayment of the Niagara River adjacent to the Site. The major components of the modification to the selected remedy include: dredging the Niagara River sediments to the `clean line` with respect to Site-related contamination. These sediments, after dewatering, will NOT be incinerated, but will be consolidated on the landfill. Any NAPL found within these sediments will be extracted, and will be incinerated at an off-site facility.

    Apparatus is provided for generating energy in the form of light radiation. A fusion reactor is provided for generating a long, or continuous, pulse of high-energy neutrons. The neutron flux is coupled directly with the lasing medium. The lasing medium includes a first component selected from Group O of the periodic table of the elements and having a high inelastic scattering cross section. Gamma radiation from the inelastic scattering reactions interacts with the first component to excite the first component, which decays by photon emission at a first output wavelength. The first output wavelength may be shifted to a second output wavelength using a second liquid component responsive to the first output wavelength. The light outputs may be converted to a coherent laser output by incorporating conventional optics adjacent the laser medium.

    The exact treatment of nuclei starting from the constituent nucleons and the fundamental interactions among them has been a long-standing goal in nuclear physics. Above all nuclear scattering and reactions, which require the solution of the many-body quantum-mechanical problem in the continuum, represent an extraordinary theoretical as well as computational challenge for ab initio approaches.We present a new ab initio many-body approach which derives from the combination of the ab initio no-core shell model with the resonating-group method [4]. By complementing a microscopic cluster technique with the use of realistic interactions, and a microscopic and consistent description of the nucleon clusters, this approach is capable of describing simultaneously both bound and scattering states in light nuclei. We will discuss applications to neutron and proton scattering on sand light p-shell nuclei using realistic nucleon-nucleon potentials, and outline the progress toward the treatment of more complex reactions.

    This document describes Dawn use, scheduling, and governance concerns. Users started running full-machine science runs in early April 2009 during the initial open shakedown period. Scheduling Dawn while in the Open Computing Facility (OCF) was controlled and coordinated via phone calls, emails, and a small number of controlled banks. With Dawn moving to the Secure Computing Facility (SCF) in fall of 2009, a more detailed scheduling and governance model is required. The three major objectives are: (1) Ensure Dawn resources are allocated on a program priority-driven basis; (2) Utilize Dawn resources on the job mixes for which they were intended; and (3) Minimize idle cycles through use of partitions, banks and proper job mix. The SCF workload for Dawn will be inherently different than Purple or BG/L, and therefore needs a different approach. Dawn's primary function is to permit adequate access for tri-lab code development in preparation for Sequoia, and in particular for weapons multi-physics codes in support of UQ. A second purpose is to provide time allocations for large-scale science runs and for UQ suite calculations to advance SSP program priorities. This proposed governance model will be the basis for initial time allocation of Dawn computing resources for the science and UQ workloads that merit priority on this class of resource, either because they cannot be reasonably attempted on any other resources due to size of problem, or because of the unavailability of sizable allocations on other ASC capability or capacity platforms. This proposed model intends to make the most effective use of Dawn as possible, but without being overly constrained by more formal proposal processes such as those now used for Purple CCCs.

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security thatthrough collaborative meansthe effectiveness of the international nonproliferation systemcan be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a companys corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    The Street and Parking Facility Lighting Retrofit Financial Analysis Tool was developed by a partnership of the DOE Municipal Solid-State Street Lighting Consortium, the Clinton Climate Initiative (CCI)/C40, and the Federal Energy Management Program (FEMP), for the financial analysis of retrofitting street and parking facility lighting with more efficient alternatives. Property owners, city and other government agencies, utilities, and energy efficiency organizations can use this tool to compute annualized energy and energy-cost savings, maintenance savings, greenhouse gas reductions, net present value, and simple payback associated with potential lighting upgrades.

    A photodetector including a light transmissive electrically conducting layer having a textured surface with a semiconductor body thereon. This layer traps incident light thereby enhancing the absorption of light by the semiconductor body. A photodetector comprising a textured light transmissive electrically conducting layer of SnO.sub.2 and a body of hydrogenated amorphous silicon has a conversion efficiency about fifty percent greater than that of comparative cells. The invention also includes a method of fabricating the photodetector of the invention.

    This GATEWAY report discusses the problems of pedestrian lighting that occur with all technologies with a focus on the unique optical options and opportunities offered by LEDs through the findings from two pedestrian-focused projects, one at Stanford University in California, and one at the Chautauqua Institution in upstate New York. Incorporating user feedback this report reviews the tradeoffs that must be weighed among visual comfort, color, visibility, efficacy and other factors to stimulate discussion among specifiers, users, energy specialists, and in industry in hopes that new approaches, metrics, and standards can be developed to support pedestrian-focused communities, while reducing energy use.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    In the fall of 2005, the Advanced Simulation and Computing (ASC) Program appointed a team to formulate a governance model for allocating resources and scheduling the stockpile stewardship workload on ASC capability systems. This update to the original document takes into account the new technical challenges and roles for advanced technology (AT) systems and the new ASC Program workload categories that must be supported. The goal of this updated model is to effectively allocate and schedule AT computing resources among all three National Nuclear Security Administration (NNSA) laboratories for weapons deliverables that merit priority on this class of resource. The process outlined below describes how proposed work can be evaluated and approved for resource allocations while preserving high effective utilization of the systems. This approach will provide the broadest possible benefit to the Stockpile Stewardship Program (SSP).

    Directed Light Fabrication (DLF) is a rapid prototyping process being developed at Los Alamos National Laboratory to fabricate metal components. This is done by fusing gas delivered metal powder particles in the focal zone of a laser beam that is, programmed to move along or across the part cross section. Fully dense metal is built up a layer at a time to form the desired part represented by a 3 dimensional solid model from CAD software. Machine ``tool paths`` are created from the solid model that command the movement and processing parameters specific to the DLF process so that the part can be built one layer at a time. The result is a fully dense, near net shape metal part that solidifies under rapid solidification conditions.
