    The goal of this report is to examine how federal agencies can finance on-site PV projects. It explains state-level cash incentives available, the importance of solar renewable energy certificate revenues (in certain markets), existing financing structures, as well as innovative financing structures being used by federal agencies to deploy on-site PV. Specific examples from the DOD, DOE, and other federal agencies are highlighted to explain federal project financing in detail.

    State and local governments have grown increasingly aware of the economic, environmental, and societal benefits of taking a lead role in U.S. implementation of renewable energy, particularly distributed photovoltaic (PV) installations. Recently, solar energy's cost premium has declined as a result of technology improvements and an increase in the cost of traditional energy generation. At the same time, a nationwide public policy focus on carbon-free, renewable energy has created a wide range of financial incentives to lower the costs of deploying PV even further. These changes have led to exponential increases in the availability of capital for solar projects, and tremendous creativity in the development of third-party ownership structures. As significant users of electricity, state and local governments can be an excellent example for solar PV system deployment on a national scale. Many public entities are not only considering deployment on public building rooftops, but also large-scale applications on available public lands. The changing marketplace requires that state and local governments be financially sophisticated to capture as much of the economic potential of a PV system as possible. This report examines ways that state and local governments can optimize the financial structure of deploying solar PV for public uses.

    The Deactivation and Decommissioning Focus Area's (DDFA's) mission is to develop, demonstrate, and deploy improved deactivation and decommissioning (D&D) technologies. This mission requires that emphasis be continually placed on identifying technologies currently employed or under development in other nuclear as well as nonnuclear industries and government agencies. In support of DDFA efforts to clean up the U.S. Department of Energy's (DOE's) radiologically contaminated surplus facilities using technologies that improve worker safety, reduce costs, and accelerate cleanup schedules, a study was conducted to identify innovative technologies developed for use in nonnuclear arenas that are appropriate for D&D applications.

At the request of the Department of Energy's Solar Market Transformation group, NREL examined the hybrid model. This fact sheet describes how the hybrid model works, assesses the model's relative advantages and challenges as compared to self-ownership and the third-party PPA model, provides a quick guide to project implementation, and assesses the replicability of the model in other jurisdictions across the United States.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

The Railroad Commission of Texas has permitted a few caverns for disposal of nonhazardous oil field waste (NOW) and one cavern for disposal of naturally occurring radioactive materials (NORM) from oil field activities. Several salt caverns in Canada have also been permitted for disposal of NOW. In addition, oil and gas agencies in Louisiana and New Mexico are developing cavern disposal regulations. The US Department of Energy (DOE) has funded several studies to evaluate the technical feasibility, legality, economic viability, and risk of disposing of NOW and NORM in caverns. The results of these studies have been disseminated to the scientific and regulatory communities. However, as use of caverns for waste disposal increases, more government and industry representatives and members of the public will become aware of this practice and will need adequate information about how disposal caverns operate and the risks they pose. In anticipation of this need, DOE has fi.mded Argonne National Laboratory to develop a salt cavern public outreach program. Key components of this program are an informational brochure designed for nontechnical persons and a website that provides greater detail on cavern operations and allows downloadable access to the reports on the topic funded by DOE. This paper provides an overview of the public outreach program.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    A primary goal of terrorism is to instill a sense of fear and vulnerability in a population and to erode confidence in government and law enforcement agencies to protect citizens against future attacks. In recognition of its importance, the Department of Homeland Security includes public confidence as one of the metrics it uses to assess the consequences of terrorist attacks. Hence, several factors--including a detailed understanding of the variations in public confidence among individuals, by type of terrorist event, and as a function of time--are critical to developing this metric. In this exploratory study, a questionnaire was designed, tested, and administered to small groups of individuals to measure public confidence in the ability of federal, state, and local governments and their public safety agencies to prevent acts of terrorism. Data were collected from the groups before and after they watched mock television news broadcasts portraying a smallpox attack, a series of suicide bomber attacks, a refinery bombing, and cyber intrusions on financial institutions that resulted in identity theft and financial losses. Our findings include the following: (a) the subjects can be classified into at least three distinct groups on the basis of their baseline outlook--optimistic, pessimistic, and unaffected; (b) the subjects make discriminations in their interpretations of an event on the basis of the nature of a terrorist attack, the time horizon, and its impact; (c) the recovery of confidence after a terrorist event has an incubation period and typically does not return to its initial level in the long-term; (d) the patterns of recovery of confidence differ between the optimists and the pessimists; and (e) individuals are able to associate a monetary value with a loss or gain in confidence, and the value associated with a loss is greater than the value associated with a gain. These findings illustrate the importance the public places in their confidence in government and law enforcement and also indicate that the level of importance is clearly of a magnitude on the order of other major terrorist event consequences, such as loss of human life and impacts to the economy.

    Eisenhower's Atoms for Peace speech in 1953 is remembered for engaging the world, and the Soviet Union in particular, in a dialogue about arms control and the formulation of a nuclear regime in which national and international security concerns growing from this unprecedented emerging and frightening new weapons capability would be addressed while tapping the civilian promise of nuclear applications for the good of mankind. Out of it came a series of initiatives, leading fifteen years later to the NPT, intended to allow the growth and spread of the beneficial uses of nuclear know-how while constraining the incentives and capabilities for nuclear weapons. The last 50 years has seen a gradual spread in nations with nuclear weapons, other nations with nuclear knowledge and capabilities, and still others with nuclear weapon intentions. Still most nations of the world have forgone weapon development, most have signed and abided by the NPT, and some that have had programs or even weapons, have turned these capabilities off. Yet despite this experience, and despite a relatively successful record up to a few years ago, there is today a clear and generally recognized crisis in nuclear governance, a crisis that affects the future of all the cross-cutting civilian/security issues we have cited. The crux of this crisis is a lack of consensus among the major powers whose support of international efforts is necessary for effective governance of nuclear activities. The lack of consensus focuses on three challenges: what to do about non-compliance, what to do about non-adherence, and what to do about the possible leakage of nuclear materials and technologies to terrorist groups. Short of regaining consensus on the priority to be given to nuclear material and technology controls, it is unlikely that any international regime to control nuclear materials and technologies, let alone oversee a growth in the nuclear power sector, will be successful in the tough cases where it needs to be successful. Regaining that consensus on the other hand means alleviating some fundamental insecurity on the part of states, and weakening the hold that terrorist groups have on some state governments. This in turn requires that some fundamental issues be addressed, with recognition that these are part of a suite of complex and dynamic interactions. Among these issues are: How will states provide for their own security and other central interests while preventing further proliferation, protecting against the use of nuclear weapons, and yet allowing for the possible expansion of nuclear power?; How best can states with limited resources to fight terrorist activities and safeguard nuclear materials be assisted in securing their materials and technologies?; What is the future role of international inspections? Does the IAEA remain the right organization to carry out these tasks? If not, what are the desired characteristics of a successor agency and can there be agreement on one?; How confident can we be of nonproliferation as latent nuclear weapon capabilities spread? The policies to address these and other issues must explicitly deal with NPT members who do not observe their obligations; NPT non-members; illicit trade in SNM and weapon technologies and the possibility of a regional nuclear war.

    Throughout the U.S. energy services company (ESCO) industry's history, public and institutional sector customers have provided the greatest opportunities for ESCOs to develop projects. Generally speaking, these facilities are large, possess aging infrastructure, and have limited capital budgets for improvements. The convergence of these factors with strong enabling policy support makes performance contracting an attractive and viable option for these customers. Yet despite these shared characteristics and drivers, there is surprising variety of experience among public/institutional customers and projects. This collaborative study examines the public/institutional markets in detail by comparing the overarching models and project performance in the federal government and the ''MUSH'' markets municipal agencies (state/local government), universities/colleges, K-12 schools,and hospitals that have traditionally played host to much of the ESCO industry's activity. Results are drawn from a database of 1634 completed projects held in partnership by the National Association of Energy Services Companies and Lawrence Berkeley National Laboratory (the NAESCO/LBNL database), including 129 federal Super Energy Savings Performance Contracts (ESPC) provided by the Federal Energy Management Program (FEMP) (Strajnic and Nealon 2003). Project data results are supplemented by interviews with ESCOs.

    This paper draws on earlier research, a national review of Scottish SEA practice and a survey of practitioners and stakeholders engaged in SEA and spatial planning in one Scottish city-region, to explore claims being made in the academic literature for Strategic Environmental Assessment (SEA) as a tool for deliberative plan-making. We consider whether there is evidence that Scottish SEA practice is helping create more inclusive plan-making processes in light of recent legislative changes, thereby fulfilling one of the expectations of Scottish Government. The macro analysis found that although there are opportunities for stakeholders to engage in the Scottish SEA process the level in practice is extremely low, a finding which mirrors experience in England and elsewhere. The more detailed micro analysis reveals a more nuanced picture within the spatial planning system, however, suggesting the existence of two distinct spheres of public conversations, one characterised by active dialogue about the environmental effects of alternative strategies amongst public sector stakeholders and the other involving non-governmental stakeholders and community groups in a much more limited way. The paper concludes with a discussion of possible explanations for this outcome, concerning asymmetric incentive structures and the application of power, and a consideration of the implications in relation to the competing discourses of SEA. -- Highlights: • We examine the extent to which Scottish SEA is helping promote inclusive plan-making. • Low levels of stakeholder engagement generally in Scottish SEA. • Stronger SEA dialogue amongst public agencies than with the wider community. • Importance of incentive structures and power capture in framing SEA public conversations.

    The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications. (5) The development of federal procurement guidelines under Executive Order 12873 titled ''Federal Acquisition, Recycling and Waste Prevention,'' in October 1993 was a positive step toward getting CCBs accepted in the marketplace. Industry needs to continue to work with EPA to develop additional procurement guidelines for products containing CCBs--and to take advantage of existing guidelines to encourage the use of CCBs in high-profile projects. (6) Accelerated progress toward increased utilization of CCBs can be made only if there is an increased financial commitment and technical effort by industry and government. The framework for this has been set by the successful cooperation of industry and government under DOE leadership. Cooperation should continue, with DOE fulfilling its lead role established in the RTC. It is clear that the RTC recommendations continue to have validity with respect to increasing CCB utilization and continue to provide guidance to industry and government agencies.

    The application of information available for risk assessment from the federal perspective is described. Different federal agencies conduct varying degrees of hazard evaluation, and some also generate empirical data. The role of the Agency for Toxic Substances and Disease Registry in hazard assessments of potential public health impacts of Superfund sites includes identification of the 275 most significant substances. ATSDR is responsible for preparing toxicological profiles. ATSDR also identifies data gaps and needs critical to adequately assessing human health impacts.

    Groundwater at the Connecticut Yankee Atomic Power Company (CYAPCO) Haddam Neck Plant (HNP) requires investigation of both radionuclides and chemical constituents in order to achieve closure. Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    We report findings from a national Internet survey and a subset of questions administered by telephone in mid-2011 on public assessments of contemporary and emerging interstate nuclear threats, support for strategic arms control, and preferences for responding to limited nuclear attacks on the United States. Additionally, we analyze public views of the threat of terrorism, including cyber attacks, assessments of progress in the struggle against terrorism, and preferences for responding to an act of radiological terrorism against the United States. Also, we report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2011 on US energy and environmental security. Key areas of investigation include public views on energy requirements, preferences for energy sources, energy conservation versus development, energy independence, implications of events at Fukushima, Japan, for US public support of nuclear generation, preferences for managing used nuclear fuel, and trust in nuclear risk assessments from government and other public sources. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    Public agencies like the U.S. National Science Foundation (NSF) and the National Institutes of Health (NIH) award tens of billions of dollars in annual science funding. How can this money be distributed as efficiently as possible to best promote scientific innovation and productivity? The present system relies primarily on peer review of project proposals. In 2010 alone, NSF convened more than 15,000 scientists to review 55,542 proposals. Although considered the scientific gold standard, peer review requires significant overhead costs, and may be subject to biases, inconsistencies, and oversights. We investigate a class of funding models in which all participants receive an equal portion of yearly funding, but are then required to anonymously donate a fraction of their funding to peers. The funding thus flows from one participant to the next, each acting as if he or she were a funding agency themselves.     Categories of factors linked to successful public participation (PP) program outcomes include PP process, organizational context, sociopolitical context, strategic considerations and unique (special circumstances) factors. We re-order the long list factors according to how essential, important, and unique they are and discuss their significance and interrelationships. It is argued that bureacratic structure and operational modes are basically in conflict with features of successful PP programs (openness, two-way education, communication with nonexpert outsiders). If this is so, then it is not surprising that the factors essential for PP success in bureacracies involve extraordinary management efforts by agencies to bypass, compensate for, or overcome structural constraints. We conclude by speculating about the long-term viability of PP practices in the agency setting as well as the consequences for agencies that attempt the problematic task of introducing PP into their complex, mission-oriented organizations.

    Broadening industry governance to support nonproliferation could provide significant new leverage in preventing the spread/diversion of nuclear, radiological, or dual-use material or technology that could be used in making a nuclear or radiological weapon. Industry is defined broadly to include 1) the nuclear industry, 2) dual-use industries, and 3) radioactive source manufacturers and selected radioactive source-user industries worldwide. This paper describes how industry can be an important first line of defense in detecting and thwarting proliferation, such as an illicit trade network or an insider theft case, by complementing and strengthening existing governmental efforts. For example, the dual-use industry can play a critical role by providing export, import, or security control information that would allow a government or the International Atomic Energy Agency (IAEA) to integrate this information with safeguards, export, import, and physical protection information it has to create a more complete picture of the potential for proliferation. Because industry is closest to users of the goods and technology that could be illicitly diverted throughout the supply chain, industry information can potentially be more timely and accurate than other sources of information. Industry is in an ideal position to help ensure that such illicit activities are detected. This role could be performed more effectively if companies worked together within a particular industry to promote nonproliferation by implementing an industry-wide self-regulation program. Performance measures could be used to ensure their materials and technologies are secure throughout the supply chain and that customers are legitimately using and/or maintaining oversight of these items. Nonproliferation is the overarching driver that industry needs to consider in adopting and implementing a self-regulation approach. A few foreign companies have begun such an approach to date; it is believed that, ultimately, broad engagement of global industry leaders in self regulation is needed to result in the greatest nonproliferation benefit.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    The application of sustainability principles to the investigation and remediation of contaminated sites is an area of rapid development within the environmental profession, with new business practices, tools, and performance standards for identifying, evaluating, and managing the 'collateral' impacts of cleanup projects to the environment, economy and society coming from many organizations. Guidelines, frameworks, and standards of practice for 'green and sustainable remediation' (GSR) have been released and are under development by the Sustainable Remediation Forum (SURF), the American Society for Testing Materials (ASTM), the Interstate Technology Roundtable Commission (ITRC) and other organizations in the U.S. and internationally. In response to Executive Orders from the President, Federal government agencies have developed policies, procedures and guidelines for evaluating and reporting the sustainability of their environmental restoration projects. Private sector companies in the petroleum, utility, manufacturing, defense, and other sectors are developing their own corporate GSR programs to improve day-to-day management of contaminated sites and to support external reporting as part of their corporate social responsibility (CSR) efforts. The explosion of mandates, policy, procedures and guidance raises the question of how to determine whether a remediation technology or cleanup approach is green and/or sustainable. The environmental profession has responded to this question by designing, developing and deploying a wide array of tools, calculators, and databases that enable regulatory agencies, site managers and environmental professionals to calculate the collateral impacts of their remediation projects in the environmental, social, and economic domains. Many of these tools are proprietary ones developed by environmental engineering/consulting firms for use in their consulting engagements and/or tailored specifically to meet the needs of their clients. When it comes to the public domain, Federal government agencies are spearheading the development of software tools to measure and report emissions of air pollutants (e.g., carbon dioxide, other greenhouse gases, criteria air pollutants); consumption of energy, water and natural resources; accident and safety risks; project costs and other economic metrics. Most of the tools developed for the Government are available to environmental practitioners without charge, so they are growing in usage and popularity. The key features and metrics calculated by the available public-domain tools for measuring the sustainability of environmental remediation projects share some commonalities but there are differences amongst the tools. The SiteWise{sup TM} sustainability tool developed for the Navy and US Army will be compared with the Sustainable Remediation Tool (SRT{sup TM}) developed for the US Air Force (USAF). In addition, the USAF's Clean Solar and Wind Energy in Environmental Programs (CleanSWEEP), a soon-to-be-released tool for evaluating the economic feasibility of utilizing renewal energy for powering remediation systems will be described in the paper.     Because of heightened media coverage, a 24-hour news cycle and the potential miscommunication of health messages across all levels of government during the onset of the H1N1 influenza outbreak in spring 2009, the Illinois Department of Public Health (IDPH) decided to evaluate its H1N1 influenza A communications system. IDPH wanted to confirm its disease information and instructions were helping stakeholders prepare for and respond to a novel influenza outbreak. In addition, the time commitment involved in preparing, issuing, monitoring, updating, and responding to H1N1 federal guidelines/updates and media stories became a heavy burden for IDPH staff. The process and results of the H1N1 messaging survey represent a best practice that other health departments and emergency management agencies can replicate to improve coordination efforts with stakeholder groups during both emergency preparedness and response phases. Importantly, the H1N1 survey confirmed IDPH's messages were influencing stakeholders decisions to activate their pandemic plans and initiate response operations. While there was some dissatisfaction with IDPH's delivery of information and communication tools, such as the fax system, this report should demonstrate to IDPH that its core partners believe it has the ability and expertise to issue timely and accurate instructions that can help them respond to a large-scale disease outbreak in Illinois. The conclusion will focus on three main areas: (1) the survey development process, (2) survey results: best practices and areas for improvement and (3) recommendations: next steps.

    The US-Russian Government-to-Government Program of Cooperation on Nuclear Material Protection, Control, and Accounting (MPC&A) evolved from the Nunn-Lugar Cooperative Threat Reduction Program. In 1995, the US Department of Energy (DOE) assumed responsibility as the executive agent for implementation of the Government-to-Government MPC&A Program, followed by the programmatic responsibility for funding. The Russian Program initially emphasized limited exchanges, demonstrations, and upgrades at low-enriched uranium (LEU) fuel fabrication facility at Elektrostal in 1994. The program has expanded to include upgrades at nuclear facilities across Russia, development of the Russian Methodological Training Center (RMTC) in Obninsk; and cooperation with Gosatomnadzor, the Russian Federal Nuclear Radiation and Safety Authority. This paper describes the overall program including program objectives, approach, and US-Russian participation, with an emphasis on DOE-GAN cooperation.

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

    This Public Participation Plan outlines activities being planned to: (1) brief the public on results of the remedial investigation and feasibility study, (2) discuss the proposed plan for remediation of Operable Unit 7-13/14 with the public, and (3) encourage public participation in the decision-making process. Operable Unit 7-13/14 is the Comprehensive Remedial Investigation/Feasibility Study for Waste Area Group 7. Analysis focuses on the Subsurface Disposal Area (SDA) within the Radioactive Waste Management Complex at the Idaho National Laboratory (Site). This plan, a supplement to the Idaho National Laboratory Community Relations Plan (DOE-ID 2004), will be updated as necessary. The U.S. Department of Energy (DOE), Idaho Department of Environmental Quality (DEQ), and U.S. Environmental Protection Agency (EPA) will participate in the public involvement activities outlined in this plan. Collectively, DOE, DEQ, and EPA are referred to as the Agencies. Because history has shown that implementing the minimum required public involvement activities is not sufficient for high-visibility cleanup projects, this plan outlines additional opportunities the Agencies are providing to ensure that the public’s information needs are met and that the Agencies can use the public’s input for decisions regarding remediation activities.

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    This document describes Dawn use, scheduling, and governance concerns. Users started running full-machine science runs in early April 2009 during the initial open shakedown period. Scheduling Dawn while in the Open Computing Facility (OCF) was controlled and coordinated via phone calls, emails, and a small number of controlled banks. With Dawn moving to the Secure Computing Facility (SCF) in fall of 2009, a more detailed scheduling and governance model is required. The three major objectives are: (1) Ensure Dawn resources are allocated on a program priority-driven basis; (2) Utilize Dawn resources on the job mixes for which they were intended; and (3) Minimize idle cycles through use of partitions, banks and proper job mix. The SCF workload for Dawn will be inherently different than Purple or BG/L, and therefore needs a different approach. Dawn's primary function is to permit adequate access for tri-lab code development in preparation for Sequoia, and in particular for weapons multi-physics codes in support of UQ. A second purpose is to provide time allocations for large-scale science runs and for UQ suite calculations to advance SSP program priorities. This proposed governance model will be the basis for initial time allocation of Dawn computing resources for the science and UQ workloads that merit priority on this class of resource, either because they cannot be reasonably attempted on any other resources due to size of problem, or because of the unavailability of sizable allocations on other ASC capability or capacity platforms. This proposed model intends to make the most effective use of Dawn as possible, but without being overly constrained by more formal proposal processes such as those now used for Purple CCCs.

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    Communication regarding the management of radioactive materials is a well-established challenge. Residents and consumers have suspected for years that companies and governments place short-term economic concerns ahead of health and safety. This skepticism is compounded with increased attention to safety issues at nuclear power plants everywhere after Fukushima. Nonetheless, today's environment presents unexpected opportunities to transform public fear into teachable moments that bring knowledge and facts to discussions on nuclear energy. In the weeks following Japan's crisis, the lack of reliable information on radiation levels saw citizens taking to the streets with dosimeters and Geiger counters in crowd-sourced radiation monitoring efforts. Efforts, based mainly online, represent a growing set of examples of how internet and cell-phone technology are being put to use in emergency situations. The maps, graphs and tables created to meet public interest also exemplify some of the psychological priorities of audiences and present learning tools that can improve future education efforts in non-emergency situations. Industry outreach efforts often consist of technical details and quantitative data that are difficult for lay audiences to interpret. The intense attention to nuclear energy issues since last March has produced a wide array of visual samples. Citizen monitors, news organizations, government agencies and others have displayed quantitative information in innovative ways. Their efforts offer new perspective on what charts, maps and info graphics do - or need to do - to illustrate requirements, record assessments and promote understanding of nuclear-waste issues. Surveying the best examples, nuclear communicators can improve their offerings of easy-to-use, evidence-based visuals to inform stakeholders. Familiar to most communications professionals in the nuclear industry, risk communication is a science-based approach with over three decades of research evidence informing the discipline. Risk communication principles address the fact that often perception is reality. Scientific evidence for decision making must be approached differently in situations where stakeholders have high levels of concern and low levels of trust. Visual communications must take this into account to be successful. (author)

    In January 2003, the administration announced a 5-year, $1.2 billion Hydrogen Fuel Initiative to perform research, development, and demonstration (R&D) for developing hydrogen fuel cells for use as a substitute for gasoline engines. Led by the Department of Energy (DOE), the initiative's goal is to develop the technologies by 2015 that will enable U.S. industry to make hydrogen-powered cars available to consumers by 2020. GAO examines the extent to which DOE has (1) made progress in meeting the initiative's targets, (2) worked with industry to set and meet targets, and (3) worked with other federal agencies to develop and demonstrate hydrogen technologies. GAO reviewed DOE's hydrogen R&D plans, attended DOE's annual review of each R&D project, and interviewed DOE managers, industry executives, and independent experts.   13. Statutory complexity disguises agency capture in Citizens Coal Council v. EPA

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    A prototype smart repeater that provides interoperability capabilities for radio communication systems in multi-agency and multi-user scenarios is being developed by the Oak Ridge National Laboratory. The smart repeater functions as a deployable communications platform that can be dynamically reconfigured to cross-link the radios of participating federal, state, and local government agencies. This interconnection capability improves the coordination and execution of multi-agency operations, including coordinated law enforcement activities and general emergency or disaster response scenarios. The repeater provides multiple channels of operation in the 30--50, 118--136, 138--174, and 403--512 MHz land mobile communications and aircraft bands while providing the ability to cross-connect among multiple frequencies, bands, modulation types, and encryption formats. Additionally, two telephone interconnects provide links to the fixed and cellular telephone networks. The 800- and 900-MHz bands are not supported by the prototype, but the modular design of the system accommodates future retrofits to extend frequency capabilities with minimal impact to the system. Configuration of the repeater is through a portable personal computer with a Windows-based graphical interface control screen that provides dynamic reconfiguration of network interconnections and formats.

    This article describes the sampling frames and basic data collection methods for petroleum price data reported by Energy Information Administration (EIA) and other Government agencies. In addition, it compares and contrasts annual average prices reported by EIA with comparable prices from the Bureau of Labor Statistics (BLS) CPI (Consumer Price Indexes) for the retail prices of residential No. 2 distillate, on-highway diesel fuel and motor gasoline (all grades.) Further, it compares refiner wholesale/resale prices for No. 2 fuel oil, No. 2 diesel fuel, motor gasoline (all grades,) kerosene-type jet fuel and residual fuel oil reported by EIA with comparable prices from the BLS PPI (Producer Price Index.) A discussion of the various crude oil prices and spot/futures prices published by EIA and other Government agencies is also included in the article.

    The 1992 edition of the Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 4 years (1989 through 1992) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Four years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices. In previous editions of this publication, data were aggregated by the two most commonly reported fiscal years, June 30 and December 31. This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

    This paper reports that the relaxation of prohibitions on the use of propane as a motor fuel has spurred sizeable business activity in carburetion and higher demand for LPG throughout Mexico and particularly in Mexico City. However, a number of unforeseen problems have developed that required tough, immediate solutions. After the alternative fuels project began at city hall in Mexico City, publicity spread nationwide, reportedly spurring conversion activity in many other cities. That led to additional demand for fuel of a magnitude that few people had anticipated. In order to assume control of the situation, the national oil company, Pemex, established an official LPG Motor Fuel Department on June 1. Operating in conjunction with the Ministry of Industry, the new department has been busy registering every major propane-powered fleet in the country. Most important, the rate of conversion work must now be pegged to the availability of fuel. It is believed that conversion activity has become more evenly paced since the new Pemex agency took over.over.

    In this report, we identify and define the key public-policy values, objectives, and actions that the US electricity industry currently meets. We also discuss the opportunities for meeting these objectives in a restructured industry that relies primarily on market forces rather than on government mandates. And we discuss those functions that governments might undertake, presumably because they will not be fully met by a restructured industry on its own. These discussions are based on a variety of inputs. The most important inputs came from participants in an April 1995 workshop on Public-Policy Responsibilities and Electric Industry Restructuring: Shaping the Research Agenda. Other sources of information and insights include the reviews of a draft of this report by workshop participants and others and the rapidly growing literature on electric-industry restructuring and its implications. One of the major concerns about the future of the electricity industry is the fate of numerous social and environmental programs supported by today`s electric utilities. Many people worry that a market-driven industry may not meet the public-policy objectives that electric utilities have met in the past. Examples of potentially at-risk programs include demand-side management (DSM), renewable energy, low-income weatherization, and fuel diversity. Workshop participants represented electric utilities, public utility commissions (PUCs), state energy offices, public-interest groups, other energy providers, and the research community.
