    In this note is touched upon an application of quantum information science (QIS) in nanotechnology area. The laws of quantum mechanics may be very important for nano-scale objects. A problem with simulating of quantum systems is well known and quantum computer was initially suggested by R. Feynman just as the way to overcome such difficulties. Mathematical methods developed in QIS also may be applied for description of nano-devices. Few illustrative examples are mentioned and they may be related with so-called fourth generation of nanotechnology products.

    The Foreign Applied Sciences Assessment Center (FASAC) conducts reviews of selected areas of foreign basic and applied science by US scientists who are technically expert and active in the fields reviewed. Several of the FASAC assessments of Soviet science have involved various aspects of the information sciences, including enabling technologies and applications, as well as the core information sciences. This report draws upon those FASAC assessment reports, the expert judgment of some of the authors of those reports, and other public sources to characterize the current state of the information sciences in the Soviet Union and the effects of information science capabilities upon other areas of Soviet science and technology. This report also provides estimates of the likely effect of the political and social reforms underway in the Soviet Union on future Soviet progress in the information sciences and, at a more general level, in science and technology. 41 refs., 7 tabs.

It is proposed to study the microform document conversion process, including image preprocessing, recognition, postprocessing for extracting information, and natural language techniques. Characterization of algorithms will allow generation of a system that automatically adapts to a wide range of image quality, thereby allowing large-scale conversion efforts. It is proposed to focus first on the NSF Antarctic database (approx. 55,000 documents).

    The Department of Energy's Office of Science (Science) and its facility contractors are aggressive users of information technology (IT) to support fundamental research in areas such as energy, environmental remediation and computational sciences. Of its $4 billion Fiscal Year 2008 budget, Science spent about $287 million to manage its IT program. This included cyber security activities, acquisition of hardware and software, and support service costs used to maintain the operating environments necessary to support the missions of the program. Prior Office of Inspector General reports have identified various issues with Science's management of its IT programs and resources. For instance, our report on Facility Contractor Acquisition and Management of Information Technology Hardware (DOE/IG-0768, June 2007) noted that the Science sites reviewed spent more than necessary when acquiring IT hardware. In another example, our review of The Department's Efforts to Implement Common Information Technology Services at Headquarters (DOE/IG-0763, March 2007) disclosed that Science's reluctance to adopt the Department of Energy Common Operating Environment (DOE-COE) at Headquarters contributed to the Department's inability to fully realize potential cost savings through consolidation and economies of scale. In light of the magnitude of the Office of Science IT program and previously identified program weaknesses, we initiated this audit to determine whether Science adequately managed its IT resources. Science had taken a number of actions to improve its cyber security posture and align its program to Federal requirements. Yet, our review disclosed that it had not taken some basic steps to enhance security and reduce costs. In particular, we found that: (1) For their non-scientific computing environments, all seven of the field sites reviewed (two Federal, five contractor) had implemented security configurations that were less stringent than those included in the Federal Desktop Core Configuration. This configuration was designed by the National Institute of Standards and Technology and its use was mandated by the Office of Management and Budget; (2) Although we previously highlighted weaknesses and recommended corrective actions, Science still had not fully established or enforced IT hardware standards for acquiring hardware such as desktop and laptop computers or related peripherals, contributing to significant unnecessary expenditures; and (3) While we have noted in a series of past reports that significant savings could be realized from aggregating demand for IT services and products across the enterprise, Science had not implemented a common infrastructure for users at its Federal sites and continued to maintain an IT environment independent of the Department's Common IT Operating Environment. The weaknesses identified were attributable, at least in part, to a lack of adequate policies and procedures for ensuring effective cyber security and hardware acquisition practices. In addition, Science had not effectively monitored the performance of its field sites to ensure that previously reported internal control weaknesses were addressed and had not implemented an appropriate mechanism to track its IT-related costs. Without improvements, Science may be unable to realize the benefits of improved security over its information systems, reduce costs associated with hardware acquisition, and lower IT support costs through consolidation of services. In particular, we determined that Science could potentially realize savings of more than $3.3 million over the next three years by better controlling hardware costs and implementing standards for certain equipment. Furthermore, Science could continue to pay for duplicative IT support services and fail to take advantage of opportunities to lower costs and apply potential savings to mission-related work.     We summarise important recent advances in quantum metrology, in connection to experiments in cold gases, trapped cold atoms and photons. First we review simple metrological setups, such as quantum metrology with spin squeezed states, with Greenberger-Horne-Zeilinger states, Dicke states and singlet states. We calculate the highest precision achievable in these schemes. Then, we present the fundamental notions of quantum metrology, such as shot-noise scaling, Heisenberg scaling, the quantum Fisher information and the Cramer-Rao bound. Using these, we demonstrate that entanglement is needed to surpass the shot-noise scaling in very general metrological tasks with a linear interferometer. We discuss some applications of the quantum Fisher information, such as how it can be used to obtain a criterion for a quantum state to be a macroscopic superposition.     In this work, we consider Corporate Governance ties among companies from a multiple network perspective. Such a structurenaturally arises from the close interrelation between the Shareholding Network and the Board of Directors network. Inorder to capture the simultaneous effects on both networks on Corporate Governance, we propose to model the Corporate Governance multiple network structure via tensor analysis. In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context. After providing some empirical results from the Italian financial market in the univariate case, we will show that a tensor-based multiple network approach can reveal important information.

    We describe the fabrication and construction of a setup for creating lattices of magnetic microtraps for ultracold atoms on an atom chip. The lattice is defined by lithographic patterning of a permanent magnetic film. Patterned magnetic-film atom chips enable a large variety of trapping geometries over a wide range of length scales. We demonstrate an atom chip with a lattice constant of 10 ?m, suitable for experiments in quantum information science employing the interaction between atoms in highly excited Rydberg energy levels. The active trapping region contains lattice regions with square and hexagonal symmetry, with the two regions joined at an interface. A structure of macroscopic wires, cutout of a silver foil, was mounted under the atom chip in order to load ultracold {sup 87}Rb atoms into the microtraps. We demonstrate loading of atoms into the square and hexagonal lattice sections simultaneously and show resolved imaging of individual lattice sites. Magnetic-film lattices on atom chips provide a versatile platform for experiments with ultracold atoms, in particular for quantum information science and quantum simulation.

    Abstract 1: Geographic information systems emerged as a computer application in the late 1960s, led in part by projects at ORNL. The concept of a GIS has shifted through time in response to new applications and new technologies, and is now part of a much larger world of geospatial technology. This presentation discusses the relationship of GIS and estimating hourly and seasonal energy consumption profiles in the building sector at spatial scales down to the individual parcel. The method combines annual building energy simulations for city-specific prototypical buildings and commonly available geospatial data in a GIS framework. Abstract 2: This presentation focuses on 3D printing technologies and how they have rapidly evolved over the past couple of years. At a basic level, 3D printing produces physical models quickly and easily from 3D CAD, BIM (Building Information Models), and other digital data. Many AEC firms have adopted 3D printing as part of commercial building design development and project delivery. This presentation includes an overview of 3D printing, discusses its current use in building design, and talks about its future in relation to the HVAC industry. Abstract 3: This presentation discusses additive manufacturing and how it is revolutionizing the design of commercial and residential facilities. Additive manufacturing utilizes a broad range of direct manufacturing technologies, including electron beam melting, ultrasonic, extrusion, and laser metal deposition for rapid prototyping. While there is some overlap with the 3D printing talk, this presentation focuses on the materials aspect of additive manufacturing and also some of the more advanced technologies involved with rapid prototyping. These technologies include design of carbon fiber composites, lightweight metals processing, transient field processing, and more.

    The Department of Energy Office of Environmental Management (EM), in partnership with the Office of Energy Research (ER), designed, developed, and implemented the Environmental Management Science Program as a basic research effort to fund the scientific and engineering understanding required to solve the most challenging technical problems facing the government's largest, most complex environmental cleanup program. The intent of the Environmental Management Science Program is to: (1) Provide scientific knowledge that will revolutionize technologies and cleanup approaches to significantly reduce future costs, schedules, and risks. (2) Bridge the gap between broad fundamental research that has wide-ranging applications such as that performed in the Department's Office of Energy Research and needs-driven applied technology development that is conducted in Environmental Management's Office of Science and Technology.     The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements. Other than the high temperature programs very few of the tribology projects accomplish energy related objectives.

    The US Department of Energy (DOE) and the Kazakhstan government have launched a breakthrough science and technology mission to use DOE technology developed to detect weapons proliferation to search for oil and mineral reserves in Kazakhstan. The Pacific Northwest National Laboratory is leading the research effort, which began in June. This mission to conduct airborne imaging flights over Kazakhstan is the result of a recently signed agreement between Pacific Northwest and Earth Search Sciences Inc., a remote sensing firm based in Idaho, to look for oil and mineral deposits in the Republic of Kazakhstan in central Asia. It is the first time this technology will be used outside the United States.

    The transformation and integration of government services, enabled by the use of new technologies such as application servers and Web services, is fundamental to reduce the cost of government and improving service outcomes to citizens. Many core Government information systems comprise applications running on legacy mainframes, databases and transaction processing monitors. As Governments worldwide provide direct access over the Internet to these legacy applications from the general public, they may be exposed to workloads well above the origin design parameters of these back-end systems. This creates a significant risk of high profile failures for Government agencies whose newly integrated systems become overloaded. In this paper we describe how we conducted a performance assessment of a business-critical, Internet-facing Web services that integrated new and legacy systems from two Australian Government agencies. We leveraged prototype tools from our own research along with known techniques in performance modeling. We were able to clearly demonstrate that the existing hardware and software would be adequate to handle the predicted workload for the next financial year. We were also able to do what-if analysis and predict how the system can perform with alternative strategies to scale the system. We conclude by summarizing the lessons learnt, including the importance of architecture visibility, benchmarking data quality, and measurement feasibility due to issues of outsourcing, privacy legislation and cross-agency involvement.

    Quantum Information is the science that aims to use the unusual behavior of the microscopic world, governed by the laws of Quantum Mechanics, in order to improve the way in which we compute or communicate information. Though the first ideas in this direction come from the early 80's, it is in the last decade when Quantum Information has suffered an spectacular development. It is impossible to resume in a paper like this one the importance and complexity of the field.     This paper presents an analysis of how the US government responded to the concern in the 1980`s that US companies were experiencing problems of competitiveness in international markets. By the mid 1980`s there was great and growing concern throughout the US that US companies were experiencing difficulties in international competition. Pressure on Congress to take action came from constituents seeking jobs and companies that would directly benefit (this usually means receive public money) from programs that Congress might initiate. The fact that most constituent calls to Congress were about job creation was lost in the on-rush of R&D performers seeking funds for their favorite R&D project. In response, Congress created the Advanced Technology Program, the Technology Transfer Initiative, and the Technology Reinvestment Project, expanded the responsibilities of ARPA/DARPA, increased funding for the Small Business Initiative, expanded the Manufacturing Extension Partnership, funded SEMATECH, and increased NSF funding for basic research at universities. Many of these programs were later criticized for being industrial welfare and several were cut-back or stopped. Retrospective analysis shows that few of these programs addressed the root cause of competitiveness difficulties. In fact, by the time most of these programs were in place, US companies were well on their way to correcting their competitiveness problems. In addition, few were relevant to companies` often expressed concerns about workforce training, regulatory costs, and access to foreign markets. Twenty percent reductions in health care costs, regulatory costs, and education costs could annually pump $500 billion into the US economy and make companies operating in the US much more competitive in international markets.

In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all.This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

    There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

    The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, State, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations.     The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Unions (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    Under the Superfund Amendments and Reauthorization Act (SARA), section 123 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), Congress enacted the Local Governments Reimbursement (LGR) Program. The program`s goal is to provide financial relief to local governments that conduct emergency measures in response to releases or threats of releases of hazardous substances, pollutants, or contaminants. The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. This paper highlights the features of this program, illustrates the types of incidents that have been awarded reimbursement, and describes common mistakes to be avoided when applying for reimbursement.

    This report catalogs by sector--buildings, transportation, industrial, and power--energy efficiency policies at the federal, state, and local levels, and identifies some prominent policy trends. Four key findings emerged from this report: 1) leadership on energy efficiency is necessary--and is found--at each level of government; 2) there is no widely accepted methodology for evaluating energy efficiency policies; 3) coordination among the three levels of government--and across sectors--is increasingly important, and there are opportunities to significantly improve policy performance through a unified strategy; and 4) there are efficiencies to be gained by informing policies in one sector with experience from others.

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security thatthrough collaborative meansthe effectiveness of the international nonproliferation systemcan be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a companys corporate culture and be viewed as an integral component of corporate social responsibility (CSR).
