    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    Since 1935, the federal government of the United States has administered a program designed to make electricity available to rural Americans. This dissertation traces the history of the rural electrification program, as well as its costs. While the Congress intended to simply provide help in building the capital structure of rural electric distribution systems, the program continues to flourish some 35 years after these systems first fully covered the countryside. Once the rural distribution systems were built, the government began to provide cooperatives with billions of dollars in subsidized loans for the generation of electric power. Although this program costs the taxpayers nearly $1 billion per year, no one has ever tested its efficacy. The coops' owner/members do not have the right to trade their individual ownership shares. The RECs do not fully exploit the scale and scope economies observed in the investor-owned sector of this industry. This dissertation compares the relative productive efficiencies of the RECs and the investor-owned electric utilities (IOUs) in the United States. Using multiproduct translog cost functions, the estimated costs of cooperatives are compared to those of IOUs in providing identical output bundles. Three separate products are considered as outputs: (1) wholesale power; (2) power sold to large industrial customers; and (3) power sold to residential and commercial customers. It is estimated that, were the RECs forced to pay market prices for their inputs, their costs would exceed those incurred by the IOUs by about 24 percent. Several policy recommendations are made: (1) the RECs should be converted to stockholder-owned, tax-paying corporations; (2) the government should discontinue its subsidized loan program; (3) the government should sell its hydroelectric power at market prices, nullifying the current preference given to cooperatives and municipal distributors in the purchase of this currently underpriced power.

    Public power has long been a cornerstone of consumer leverage in the electric industry. But its foundation consists of a much broader and deeper consumer authority. Understanding that authority - and present threats to it - is critical to restructuring of the electric industry as well as to the future of public power. The country has largely forgotten the role that local governments have played and continue to play in the development of the electric industry. Moreover, we risk losing sight of the options local governments may offer to protect consumers, to advance competition in the marketplace, and to enhance opportunities for technology and economic development. The future role of local government is one of the most important issues in the restructuring discussion. The basic authority of consumers rests at the local level. The resulting options consumers have to act as more than just respondents to private brokers and telemarketing calls are at the local level. And the ability for consumers to shape the marketplace and standards for what it will offer exists at the local level as well.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    These guidelines were designed to assist National Rural Electric Cooperative Association staff and consultants involved in the implementation of Sections 201 and 210 of the Public Utilities Regulatory Policies Act (PURPA). The guidelines were structured to meet anticipated use as: a self-contained legal, technical and economic reference manual helpful in dealing with small power producers and cogenerators; a roadmap through some of the less obvious obstacles encountered by utilities interacting with small power producers and cogenerators; a starting point for those utilities who have not yet formulated specific policies and procedures, nor developed rates for purchasing power from small power producers and cogenerators; a discussion vehicle to highlight key issues and increase understanding in workshop presentations to rural electric cooperatives; and an evolutionary tool which can be updated to reflect changes in the law as they occur. The chapters in these Guidelines contain both summary information, such as compliance checklists, and detailed information, such as cost rate calculations, on regulatory requirements, operational considerations, and rate considerations. The appendices contain more specific material, e.g. rural electric cooperative sample policy statements. (LCL)

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

This report evaluates the project's impact on the rural poor in terms of three project objectives: improving the quality of life; stimulating economic production; and creating viable electric utilities.

    Over the last 20 years, the government of Indonesia has undertaken an extensive program to provide electricity to the population of that country. The electrification of rural areas has been partially achieved through the use of isolated diesel systems, which account for about 20% of the country`s generated electricity. Due to many factors related to inefficient power production with diesels, the National Renewable Energy Laboratory, in conjunction with PLN, the Indonesian national utility, Community Power Corporation, and Idaho Power Company, analyzed options for retrofitting existing diesel power systems. This study considered the use of different combinations of advanced diesel control, the addition of wind generators, photovoltaics and batteries to reduce the systems of overall cost and fuel consumption. This analysis resulted in a general methodology for retrofitting diesel power systems. This paper discusses five different retrofitting options to improve the performance of diesel power systems. The systems considered in the Indonesian analysis are cited as examples for the options discussed.

    Some US renewable energy industries are now looking abroad, especially to the rapidly developing Asia-Pacific region, in order to increase sales and expand markets. The developing world appears in principle to be an important market for renewable energy technologies. These international markets have proven extremely difficult to penetrate, and the US competitive position is threatened by strong, well-organized, government-supported competition from Japan and Western Europe. For example, US photovoltaic manufacturers held 80% of the world PV market in 1980; today their market share is down to 35%. Less developed countries (LDCs) present a potentially significant but highly elusive market for renewable energy technologies. This market may develop for three major reasons; the shortage of electricity supply and the high cost of grid extension to rural areas, the high cost of oil imports and the scarcity of light oil products, and the gradual replacement of traditional fuels with modern ones. The focus of this report is on the policies and attitudes of national and regional governments in India and Pakistan towards renewable energy technology and how these policies and attitudes affect the potential for penetration of these markets by US industry. We have attempted to provide some useful insight into the actual market environment in India and Pakistan rather than just report on official laws, regulations, and policies. The report also examines the economics of technologies in comparison with more traditional sources of energy.     The Hanford Site was established in 1943 as one of the three original Manhattan Project locations involved in the development of atomic weapons. It continued as a defense production center until 1988, when its mission changed to environmental restoration and remediation. The Hanford Site is changing its business strategy and in doing so, is reinventing government. This new development has been significantly influenced by a number of external sources. These include: the change in mission, reduced security requirements, new found partnerships, fiscal budgets, the Tri-Party agreement and stakeholder involvement. Tight budgets and the high cost of cleanup require that the site develop and implement innovative cost saving approaches to its mission. Costeffective progress is necessary to help assure continued funding by Congress.

Volume 1 -- with a focus on US electric utilities -- contains final 1997 data on net generation and fossil fuel consumption, stocks, receipts, and cost; preliminary 1997 data on generating unit capability, and retail sales of electricity, associated revenue, and the average revenue per kilowatthour of electricity sold (based on a monthly sample: Form EIA-826, ``Monthly Electric Utility Sales and Revenue Report with State Distributions``). Additionally, information on net generation from renewable energy sources and on the associated generating capability is included in Volume 1 of the EPA.

The Electric Power Annual is prepared by the Coal and Electric Data and Renewables Division; Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); U.S. Department of Energy. In the private sector, the majority of the users of the Electric Power Annual are researchers and analysts and, ultimately, individuals with policy- and decisionmaking responsibilities in electric utility companies. Financial and investment institutions, economic development organizations interested in new power plant construction, special interest groups, lobbyists, electric power associations, and the news media will find data in the Electric Power Annual useful. In the public sector, users include analysts, researchers, statisticians, and other professionals with regulatory, policy, and program responsibilities for Federal, State, and local governments.     Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    In its simplest form, this model was to obtain meaningful data on the current state of the Site`s electrical transmission and distribution assets, and turn this vast collection of data into useful information. The resulting product is an Electrical Utilities Model for Determining Electrical Distribution Capacity which provides: current state of the electrical transmission and distribution systems; critical Hanford Site needs based on outyear planning documents; decision factor model. This model will enable Electrical Utilities management to improve forecasting requirements for service levels, budget, schedule, scope, and staffing, and recommend the best path forward to satisfy customer demands at the minimum risk and least cost to the government. A dynamic document, the model will be updated annually to reflect changes in Hanford Site activities.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    According to the evaluation criteria presented, the gasification of corn cobs is acceptable from the economical and agricultural point of view in the rural areas around Arusha (Tanzania). The gasification system is of relatively simple construction and local maintenance is possible. If the system is connected to the already existing corn mills in the villages, it is appropriate to the existing socio-cultural system. The economic calculations made clear that the use of gasification is attractive for both the owners of the corn mill and the government. The advantages for the government are the savings on imported oil and the extra income created for the users of the corn mill (inhabitants of the rural villages). The government loses income from taxes and from the production and transport of diesel oil. Evaluation methods presented can and should be used for gasification projects in other areas.

    The aim of this research was an in-depth analysis of the impacts of biofuels industry and ethanol plants on six rural communities in the Midwestern states of Kansas and Iowa. The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producers’ attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas. A “multi-method” or “mixed method” research methodology was employed for each case study.

    The National Rural Electric Cooperative Association and its 1,000 member systems are involved in the research, development and utilization of many different types of supplemental and alternative energy resources. We share a strong commitment to the wise and efficient use of this country's energy resources as the ultimate answer to our national prosperity and economic growth. WRECA is indebted to the United States Department of Energy for funding the NRECA/DOE Geothermal Workshop which was held in San Diego, California in October, 1980. We would also like to express our gratitude to each of the workshop speakers who gave of their time, talent and experience so that rural electric systems in the Western U. S. might gain a clearer understanding of the geothermal potential in their individual service areas. The participants were also presented with practical, expert opinion regarding the financial and technical considerations of using geothermal energy for electric power production. The organizers of this conference and all of those involved in planning this forum are hopeful that it will serve as an impetus toward the full utilization of geothermal energy as an important ingredient in a more energy self-sufficient nation. The ultimate consumer of the rural electric system, the member-owner, expects the kind of leadership that solves the energy problems of tomorrow by fully utilizing the resources at our disposal today.

    Eisenhower's Atoms for Peace speech in 1953 is remembered for engaging the world, and the Soviet Union in particular, in a dialogue about arms control and the formulation of a nuclear regime in which national and international security concerns growing from this unprecedented emerging and frightening new weapons capability would be addressed while tapping the civilian promise of nuclear applications for the good of mankind. Out of it came a series of initiatives, leading fifteen years later to the NPT, intended to allow the growth and spread of the beneficial uses of nuclear know-how while constraining the incentives and capabilities for nuclear weapons. The last 50 years has seen a gradual spread in nations with nuclear weapons, other nations with nuclear knowledge and capabilities, and still others with nuclear weapon intentions. Still most nations of the world have forgone weapon development, most have signed and abided by the NPT, and some that have had programs or even weapons, have turned these capabilities off. Yet despite this experience, and despite a relatively successful record up to a few years ago, there is today a clear and generally recognized crisis in nuclear governance, a crisis that affects the future of all the cross-cutting civilian/security issues we have cited. The crux of this crisis is a lack of consensus among the major powers whose support of international efforts is necessary for effective governance of nuclear activities. The lack of consensus focuses on three challenges: what to do about non-compliance, what to do about non-adherence, and what to do about the possible leakage of nuclear materials and technologies to terrorist groups. Short of regaining consensus on the priority to be given to nuclear material and technology controls, it is unlikely that any international regime to control nuclear materials and technologies, let alone oversee a growth in the nuclear power sector, will be successful in the tough cases where it needs to be successful. Regaining that consensus on the other hand means alleviating some fundamental insecurity on the part of states, and weakening the hold that terrorist groups have on some state governments. This in turn requires that some fundamental issues be addressed, with recognition that these are part of a suite of complex and dynamic interactions. Among these issues are: How will states provide for their own security and other central interests while preventing further proliferation, protecting against the use of nuclear weapons, and yet allowing for the possible expansion of nuclear power?; How best can states with limited resources to fight terrorist activities and safeguard nuclear materials be assisted in securing their materials and technologies?; What is the future role of international inspections? Does the IAEA remain the right organization to carry out these tasks? If not, what are the desired characteristics of a successor agency and can there be agreement on one?; How confident can we be of nonproliferation as latent nuclear weapon capabilities spread? The policies to address these and other issues must explicitly deal with NPT members who do not observe their obligations; NPT non-members; illicit trade in SNM and weapon technologies and the possibility of a regional nuclear war.

    Today, 35-77 million Bangladeshis drink arsenic-contaminated groundwater from shallow tube wells. Arsenic remediation efforts have focused on the development and dissemination of household filters that frequently fall into disuse due to the amount of attention and maintenance that they require. A community scale clean water center has many advantages over household filters and allows for both chemical and electricity-based technologies to be beneficial to rural areas. Full cost recovery would enable the treatment center to be sustainable over time. ElectroChemical Arsenic Remediation (ECAR) is compatible with community scale water treatment for rural Bangladesh. We demonstrate the ability of ECAR to reduce arsenic levels> 500 ppb to less than 10 ppb in synthetic and real Bangladesh groundwater samples and examine the influence of several operating parameters on arsenic removal effectiveness. Operating cost and waste estimates are provided. Policy implication recommendations that encourage sustainable community treatment centers are discussed.

This entails: Forecasting the social and economic benefits that electrification is assumed to deliver regarding education and women's lives; Assessing negative perceptions of users, which have been established through the slow uptake of electricity; Making recommendations as to how these perceptions could be addressed in policy development and in the continuing electrification program; Making recommendations to policy makers on how to support and make optimal use of current energy-use practices where these are socio-economically sound; Identifying misinformation and wasteful practices; and Other recommendations, which will significantly improve the success of the rural electrification program in a socio-economically sound manner, as identified in the course of the work.

    Microgrids can provide an avenue for increasing the amount of distributed generation and delivery of electricity, where control is more dispersed and quality of service is locally tailored to end-use requirements. Much of this functionality is very different from the predominant utility model to date of centralized power production which is then transmitted and distributed across long distances with a uniform quality of service. This different functionality holds much promise for positive change, in terms of increasing reliability, energy efficiency, and renewable energy while decreasing and carbon emissions. All of these functions should provide direct cost savings for customers and utilities as well as positive externalities for society. As we have seen from the international experience, allowing microgrids to function in parallel with the grid requires some changes in electricity governance and incentives to capture cost savings and actively price in positive externalities. If China can manage to implement these governance changes and create those incentive policies, it will go beyond the establishment of a successful microgrid demonstration program and become an international leader in microgrid deployment.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    In order to anticipate the need for generating capacity, utility planners must estimate the future growth in electricity demand. The need for demand forecasts is no less important for the nation's Rural Electric Cooperatives (RECs) than it is for the investor-owned utilities. The RECs serve an historically agrarian region; therefore, the irrigation sector accounts for a significant portion of the western RECs' total demand. A model is developed of the RECs' demand for electricity used in irrigation. The model is a simultaneous equation system which focuses on both the short-run utilization of electricity in irrigation and the long-run determination of the number of irrigators using electricity. Irrigation demand is described by a set of equations in which the quantity of electricity demanded, the average electricity price, the number of irrigation customers, and the ratio of electricity to total energy used for irrigation are endogenous. The structural equations are estimated using pooled state-level data for the period 1961-1977. In light of the model's results, the impact of changes in relative energy prices on irrigation can be examined.

In recognition of this, the Society of Automotive Engineers has added a TOPTEC on electric vehicles to the series of technical symposia focused on key issues currently facing industry and government. This workshop on the Electric and Hybrid Vehicle provides an opportunity to learn about recent progress in these rapidly changing technologies. Research and development of both the vehicle and battery system has accelerated sharply and in fact, the improved technologies of the powertrain system make the performance of today`s electric vehicle quite comparable to the equivalent gasoline vehicle, with the exception of driving range between ``refueling`` stops. Also, since there is no tailpipe emission, the electric vehicle meets the definition of ``Zero Emission Vehicle: embodied in recent air quality regulations. The discussion forum will include a review of the advantages and limitations of electric vehicles, where the technologies are today and where they need to be in order to get to production level vehicles, and the service and maintenance requirements once they get to the road. There will be a major focus on the status of battery technologies, the various approaches to recharge of the battery systems and the activities currently underway for developing standards throughout the vehicle and infrastructure system. Intermingled in all of this technology discussion will be a view of the new relationships emerging between the auto industry, the utilities, and government.     The goal of this report is to inform investors about the potential of solar minigrid technologies to serve India's rural market. Under the US-India Energy Dialogue, the US Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) is supporting the Indian Ministry of New and Renewable Energy (MNRE)'s Jawaharlal Nehru National Solar Mission (JNNSM) in performing a business-case and policy-oriented analysis on the deployment of solar minigrids in India. The JNNSM scheme targets the development of 2GW of off-grid solar power by 2022 and provides large subsidies to meet this target. NREL worked with electricity capacity and demand data supplied by the Ladakh Renewable Energy Development Agency (LREDA) from Leh District, to develop a technical approach for solar minigrid development. Based on the NREL-developed, simulated solar insolation data for the city of Leh, a 250-kW solar photovoltaic (PV) system can produce 427,737 kWh over a 12-month period. The business case analysis, based on several different scenarios and JNNSM incentives shows the cost of power ranges from Rs. 6.3/kWh (US$0.126) to Rs. 9/kWh (US$0.18).     The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    In this report, we identify and define the key public-policy values, objectives, and actions that the US electricity industry currently meets. We also discuss the opportunities for meeting these objectives in a restructured industry that relies primarily on market forces rather than on government mandates. And we discuss those functions that governments might undertake, presumably because they will not be fully met by a restructured industry on its own. These discussions are based on a variety of inputs. The most important inputs came from participants in an April 1995 workshop on Public-Policy Responsibilities and Electric Industry Restructuring: Shaping the Research Agenda. Other sources of information and insights include the reviews of a draft of this report by workshop participants and others and the rapidly growing literature on electric-industry restructuring and its implications. One of the major concerns about the future of the electricity industry is the fate of numerous social and environmental programs supported by today`s electric utilities. Many people worry that a market-driven industry may not meet the public-policy objectives that electric utilities have met in the past. Examples of potentially at-risk programs include demand-side management (DSM), renewable energy, low-income weatherization, and fuel diversity. Workshop participants represented electric utilities, public utility commissions (PUCs), state energy offices, public-interest groups, other energy providers, and the research community.

    This report presents an environmental assessment and strategy for the US Department of Energy Biomass Power Program. The regulatory context and the environmental impact of biomass power technologies are described, and an environmental plan for the program is suggested. The plan suggest a proactive, synergistic approach, involving multiple parties with a stake in the successful commercialization of a biomass power industry. These parties include feedstock growers, state regulators. Forest Service and agricultural agents, utilities and independent power producers, rural electric cooperatives, and environmental activists.

    An electrical connector is formed from a sheet of electrically conductive material that lies in between the two layers of nonconducting material that comprise the casing of an electrical chip. The connector is electrically connected to an electrical element embedded within the chip. An opening in the sheet is concentrically aligned with a pair of larger holes respectively bored through the nonconducting layers. The opening is also smaller than the diameter of an electrically conductive contact pin. However, the sheet is composed flexible material so that the opening adapts to the diameter of the pin when the pin is inserted therethrough. The periphery of the opening applies force to the sides of the pin when the pin is inserted, and thus holds the pin within the opening and in contact with the sheet, by friction. The pin can be withdrawn from the connector by applying sufficient axial force.

    The Energy Information Administration (EIA) prepares the Electric Power Monthly (EPM) for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead.

    An electrical system for a vehicle includes a first power source generating a first voltage level, the first power source being in electrical communication with a first bus. A second power source generates a second voltage level greater than the first voltage level, the second power source being in electrical communication with a second bus. A starter generator may be configured to provide power to at least one of the first bus and the second bus, and at least one additional power source may be configured to provide power to at least one of the first bus and the second bus. The electrical system also includes at least one power consumer in electrical communication with the first bus and at least one power consumer in electrical communication with the second bus.

The heat engine includes an electrically conductive liquid metal as the working fluid and includes two heat exchange and thermoacoustic structure assemblies which drive the liquid in a push-pull arrangement to cause the liquid metal to oscillate at a resonant acoustic frequency on the order of 1000 Hz. The engine is positioned in the field of a magnet and is oriented such that the liquid metal oscillates in a direction orthogonal to the field of the magnet, whereby an alternating electrical potential is generated in the liquid metal. Low-loss, low-inductance electrical conductors electrically connected to opposite sides of the liquid metal conduct an output signal to a transformer adapted to convert the low-voltage, high-current output signal to a more usable higher voltage, lower current signal.

    This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining include ground fault current levels, permissible electric wheel motors, permissible batteries and electric starting systems, intrinsically safe instrumentation, and applicability of existing test standards.

    An electrically conductive cellulose composite includes a cellulose matrix and an electrically conductive carbonaceous material incorporated into the cellulose matrix. The electrical conductivity of the cellulose composite is at least 10 .mu.S/cm at 25.degree. C. The composite can be made by incorporating the electrically conductive carbonaceous material into a culture medium with a cellulose-producing organism, such as Gluconoacetobacter hansenii. The composites can be used to form electrodes, such as for use in membrane electrode assemblies for fuel cells.
