    This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms’ industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D activities of the approximately two dozen largest US oil and gas companies conducted by the US Department of Energy’s Energy Information Agency. Even given the large disparity in the breadth and scope of these two surveys of the private sector’s support for energy R&D, both datasets tell the same story in terms of the broad outlines of the private sector’s investments in energy R&D since the mid 1970s. The broad outlines of the US private sector’s support for energy R&D since the mid 1970s is: (1) In the immediate aftermath of the Arab Oil Embargo of 1973, there is a large surge in US private sector investments in energy R&D that peaked in the period between 1980 and 1982 at approximately $3.7 billion to $6.7 billion per year (in inflation adjusted 2010 US dollars) depending upon which survey is used (2) Private sector investments in energy R&D declined from this peak until bottoming out at approximately $1.8 billion to $1 billion per year in 1999; (3) US private sector support for energy R&D has recovered somewhat over the past decade and stands at $2.2 billion to $3.4 billion. Both data sets indicate that the US private sector’s support for energy R&D has been and remains dominated by fossil energy R&D and in particular R&D related to the needs of the oil and gas industry.

    The Department of Energy (DOE), Office of Environmental Management (EM) continues to pursue cost-effective, environmental cleanup of the weapons complex sites with a concomitant emphasis on deployment of innovative technologies as a means to this end. The EM Office of Science and Technology (OST) pursues a strategy that entails identification of technologies that have potential applications throughout the DOE complex: at multiple DOE sites and at multiple facilities on those sites. It further encourages a competitive procurement process for the various applications entailed in the remediation of a given facility. These strategies require a competitive private-sector supplier base to help meet EM needs. OST supports technology development and deployment through investments in partnerships with private industry to enhance the acceptance of their technology products within the DOE market. Since 1992, OST and the National Energy Technology Laboratory (NETL) have supported the re search and development of technology products and services offered by the private sector. During this time, NETL has managed over 140 research and development projects involving industrial and university partners. These projects involve research in a broad range of EM related topics, including deactivation and decommissioning, characterization, monitoring, sensors, waste separation, groundwater remediation, robotics, and mixed waste treatment. Successful partnerships between DOE and Industry have resulted in viable options for EM's cleanup needs, and require continued marketing efforts to ensure that these technology solutions are used at multiple DOE sites and facilities.

The DOE Idaho Operations Office (DOE-ID) recognized that current knowledge and funding were insufficient to directly pursue services for the requisite treatment. Therefore, it was decided that private sector studies would be funded to clarify cost, regulatory, technology, and contractual issues associated with procuring treatment services.     Private sector capacity for treatment, storage, and disposal (TSD) of various categories of radioactive waste has been researched and reviewed for the Idaho National Engineering Laboratory (INEL) by Lockheed Idaho Technologies Company, the primary contractor for the INEL. The purpose of this document is to provide assistance to the INEL and other US Department of Energy (DOE) sites in determining if private sector capabilities exist for those waste streams that currently cannot be handled either on site or within the DOE complex. The survey of private sector vendors was limited to vendors currently capable of, or expected within the next five years to be able to perform one or more of the following services: low-level waste (LLW) volume reduction, storage, or disposal; mixed LLW treatment, storage, or disposal; alpha-contaminated mixed LLW treatment; LLW decontamination for recycling, reclamation, or reuse; laundering of radioactively-contaminated laundry and/or respirators; mixed LLW treatability studies; mixed LLW treatment technology development. Section 2.0 of this report will identify the approach used to modify vendor information from previous revisions of this report. It will also illustrate the methodology used to identify any additional companies. Section 3.0 will identify, by service, specific vendor capabilities and capacities. Because this document will be used to identify private sector vendors that may be able to handle DOE LLW and mixed LLW streams, it was decided that current DOE capabilities should also be identified. This would encourage cooperation between DOE sites and the various states and, in some instances, may result in a more cost-effective alternative to privatization. The DOE complex has approximately 35 sites that generate the majority of both LLW and mixed LLW.     The decision to privatize comes from a policy determination that the Government no longer needs particular assets or no longer needs to be in control of all the means by which products or services are obtained or delivered. Most broadly defined, privatization substitutes, in whole or in part, private market mechanisms for the traditional Government role as employer, financier, owner, operator, and/or regulator of a product or service. This definition admits a wide variety of actions, from innovative contractual arrangements to outright divestiture of activities or assets. But all of these actions share common objectives: to remove the agency from those activities that are not inherently governmental functions or core business lines; to improve the management of remaining activities; to reduce the costs of doing business; and to shift greater performance and financial risk to the private sector. This report by the Privatization Working Group provides an indepth analysis of the major issues that surround privatization within the Department of Energy (DOE). The report divides privatization initiatives at the DOE into three major types: divestiture of functions, contracting out, and asset transfers. It includes the results of a survey of the entire DOE system that identifies more than 200 potential privatization opportunities. The report also includes 13 case studies that explore actual DOE privatization efforts over the past 2 years. Additionally, it summarizes the key legal authorities that govern each of the three types of privatization opportunities in the DOE. The report makes a series of recommendations and outlines accompanying actions that will help the DOE seize the opportunities presented by privatization and confront its challenges.

  13. Public/private sector cooperation to promote industrial energy efficiency: Allied partners and the US Department of Energy

    Since 1996, the US Department of Energy's Office of Industrial Technologies (USDOE) has been involved in a unique voluntary collaboration with industry called the Allied Partner program. Initially developed under the Motor Challenge program, the partnership concept continues as a central element of USDOE's BestPractices, which in 2001 integrated all of USDOE's near-term industrial program offerings including those in motors, compressed air, pump, fan, process heating and steam systems. Partnerships are sought with end use industrial companies as well as equipment suppliers and manufacturers, utilities, consultants, and state agencies that have extensive existing relationships with industrial customers. Partners are neither paid nor charged a fee for participation. Since the inception of Allied Partners, the assumption has been that these relationships could serve as the foundation for conveying a system energy-efficiency message to many more industrial facilities than could be reached through a typical government-to-end-user program model. An independent evaluation of the Motor Challenge program, reported at the last EEMODS conference, attributed US $16.9 million or nearly 67 percent of the total annual program energy savings to the efforts of Allied Partners in the first three years of operation. A recent evaluation of the Compressed Air Challenger, which grew out of the former Motor Challenger program, attribute additional energy savings from compressed air training alone at US $12.1 million per year. Since the reorganization under BestPractices, the Allied Partner program has been reshaped to extend the impact of all BestPractices program activities. This new model is more ambitious than the former Motor Challenge program concerning the level of collaborative activities negotiated with Allied Partners. This paper describes in detail two new types of program initiatives involving Allied Partners: Qualified Specialist Training and Energy Events. The Qualified Specialist activity was conceived as a way of engaging the supply side of industry, consultants, and utilities to greatly increase use of decision making software developed by USDOE to assist industrial facilities in assessing the energy efficiency of their energy-using systems. To date, USDOE has launched Qualified Specialist training with member companies of the Hydraulic Institute (HI) and with distributors and consultants associated with the Compressed Air Challenge. These activities train and qualify industry professionals to use and to train customers to use USDOE's Pumping System Assessment Tool (PSAT) and AIRMaster + software programs, respectively. The industry experts provide a public benefit by greatly increasing customer access to the software and assessment techniques. Participating Specialists anticipate a business benefit by providing a valuable service to key customers that is associated with USDOE. The Energy Event concept was developed in 2001 in cooperation with the California Energy Commission in response to the state's energy crisis and has been extended to other geographic areas during 2002. The three California events, named ''Energy Solutions for California Industry,'' relied on Allied Partners to provide system-based solutions to industrial companies as both speakers and exhibitors. These one-day events developed a model for a serious solutions-oriented format that avoids the typical trade show atmosphere through strict exhibitor guidelines, careful screening of speaker topics, and reliance on case studies to illustrate cost- and energy-saving opportunities from applying a systems approach. Future plans to use this activity model are discussed as well as lessons learned from the California series.

    The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications. (5) The development of federal procurement guidelines under Executive Order 12873 titled ''Federal Acquisition, Recycling and Waste Prevention,'' in October 1993 was a positive step toward getting CCBs accepted in the marketplace. Industry needs to continue to work with EPA to develop additional procurement guidelines for products containing CCBs--and to take advantage of existing guidelines to encourage the use of CCBs in high-profile projects. (6) Accelerated progress toward increased utilization of CCBs can be made only if there is an increased financial commitment and technical effort by industry and government. The framework for this has been set by the successful cooperation of industry and government under DOE leadership. Cooperation should continue, with DOE fulfilling its lead role established in the RTC. It is clear that the RTC recommendations continue to have validity with respect to increasing CCB utilization and continue to provide guidance to industry and government agencies.

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    Federal agencies are mandated to reduce their energy use by 30% by 2005. The investment in energy projects required to achieve this reduction is estimated at $4 billion to $6 billion. The Department of Energy's (DOE's) Federal Energy Management Program (FEMP) has developed streamlined procurement vehicles to allow Federal agencies to acquire private-sector-financed, performance-based energy services for all Federal buildings. These procurement vehicles, called Super Energy Savings Performance Contracts (Super ESPCs) will be in place covering all regions of the US by summer 1998. The six regional DOE ESPC contracts will provide agencies the ability to contract for up to $4.5 billion in private sector financed energy services. This represents an estimated potential of $3 billion in private sector investments in Federal buildings for energy efficiency, renewable energy and water conservation projects. DOE has developed guidelines and unique project development tools that will allow Federal agencies to contract for ESPC services in months rather than in the years it used to take to develop and implement site specific ESPC projects. The Federal government's buying power has transformed the energy services and utilities industries by stimulating the formation of new cross-industry teams and partnerships to meet the breadth of capability and ability to respond to the needs of Federal facilities in large geographic regions. This paper presents results to date and describes the linkages between the Super ESPC Program and the US Climate Change Proposal. A key US strategy that calls for Federal leadership, and in particular for DOE to spearhead a comprehensive effort to reduce greenhouse gas emissions from Federal sources.

Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

    The Clean Energy Ministerial (CEM) is a high-level global forum to share best practices and promote policies and programs that advance clean energy technologies and accelerate the transition to a global clean energy economy. The CEM works to increase energy efficiency, expand clean energy supply, and enhance clean energy access worldwide. To achieve these goals, the CEM pursues a three-part strategy that includes high-level policy dialogue, technical cooperation, and engagement with the private sector and other stakeholders. Each year, energy ministers and other high-level delegates from the 23 participating CEM governments come together to discuss clean energy, review clean energy progress, and identify tangible next steps to accelerate the clean energy transition. The U.S. Department of Energy, which played a crucial role in launching the CEM, hosted the first annual meeting of energy ministers in Washington, DC, in June 2010. The United Arab Emirates hosted the second Clean Energy Ministerial in 2011, and the United Kingdom hosted the third Clean Energy Ministerial in 2012. In April 2013, India hosted the fourth Clean Energy Ministerial (CEM4) in New Delhi. Key insights from CEM4 are summarized in the report. It captures the ideas and recommendations of the government and private sector leaders who participated in the discussions on six discussion topics: reducing soft costs of solar PV; energy management systems; renewables policy and finance; clean vehicle adoption; mini-grid development; and power systems in emerging economies.

    The Philippines has a rich potential for geothermal energy development, according to the assessment of opportunities for U.S. private investment in the sector. Areas covered in detail are the Philippines' geothermal resources, the legal structure of the geothermal industry, conditions acting as stimuli to geothermal power generation, and interest in private geothermal investment. Major finding are as follows. (1) The Philippine geothermal power industry is the world's second largest. (2) Geothermal resources are owned by the Government of the Philippines and a complex legal structure governs their exploitation. (3) Since the Philippines is poor in most energy resources (e.g., coal, oil, and gas), use of geothermal energy is necessary. (4) Despite legal and structural obstacles, various foreign private enterprises are interested in participating in geothermal development. Two possible options for U.S. investors are presented: a joint venture with the National Oil Company, and negotiation of a service contract, either alone or with a Philippine partner, for a concession on land administered by the Office of Energy Affairs.

    Dynamism of the world economy has compelled Nigerians to accept the liberalization of its economy to encourage private sector participation and induce managerial efficiency. This has become very imperative most especially, in the downstream sub-sector of the Nigerian oil and gas industry by the establishment and management of private refineries in view of the persistent fuel energy crisis. An attempt is made here at analyzing the prospects and problems of such refineries that are expected to end the fuel energy crisis which started in the 1970s due to increased demand for petroleum products for rehabilitation and reconstruction after the civil war but later metamorphosed into a hydraheaded monster in the 1980s to date. Efforts towards arresting this crisis by the government through the establishment of more refineries, storage depots and network of distribution pipelines etc achieved a short-term solution due to the abysmal low performance of the refineries and facilities in contrast to increasing demand for petroleum products. It is deduced that the low performance resulted from bad and corrupt management by indigenous technocrats and political leaders as well as vandalization of facilities. Prospects for such investments were identified, as well as some of the problems to content with. This is in order to understand the pros and cons of such investments in view of their capital intensiveness and the need to achieve economic goals that must incorporate environmental and social objectives.

    Highlights: • Reviewed emerging trends in Informal Sector Recycling (ISR) in developing countries. • In some countries we found that ISR is the key factor in the recycling of waste materials. • Overall impact of ISR upon the urban economy and environment is positive. • In some instances ISR subsidises large areas of the formal sector. • Ignoring the informal sector could result in unsustainable interventions. - Abstract: Optimistic estimates suggest that only 30–70% of waste generated in cities of developing countries is collected for disposal. As a result, uncollected waste is often disposed of into open dumps, along the streets or into water bodies. Quite often, this practice induces environmental degradation and public health risks. Notwithstanding, such practices also make waste materials readily available for itinerant waste pickers. These ‘scavengers’ as they are called, therefore perceive waste as a resource, for income generation. Literature suggests that Informal Sector Recycling (ISR) activity can bring other benefits such as, economic growth, litter control and resources conservation. This paper critically reviews trends in ISR activities in selected developing and transition countries. ISR often survives in very hostile social and physical environments largely because of negative Government and public attitude. Rather than being stigmatised, the sector should be recognised as an important element for achievement of sustainable waste management in developing countries. One solution to this problem could be the integration of ISR into the formal waste management system. To achieve ISR integration, this paper highlights six crucial aspects from literature: social acceptance, political will, mobilisation of cooperatives, partnerships with private enterprises, management and technical skills, as well as legal protection measures. It is important to note that not every country will have the wherewithal to achieve social inclusion and so the level of integration must be ‘flexible’. In addition, the structure of the ISR should not be based on a ‘universal’ model but should instead take into account local contexts and conditions.

    A study was commissioned by the Energy Conservation and Utilization Technologies (ECUT) Program of the US Department of Energy (DOE) to better understand the strategies used for cooperative and joint-venture research and development (R D) overseas. The study evaluates the organization and management of several different types of cooperative R D programs in Japan that are sponsored under the Ministry of International Trade and Industry (MITI) Program, Exploratory Research for Advanced Technology (ERATO) Program, and the Key Technology Center (KTC) Program. The ERATO Program grew out of a concern over revising the government's approach to supporting research and technology development. The program was initiated to address what was regarded as a lack of creativity in areas at the forefront of science. The program recruits young researchers and allows them flexibility to explore multi-disciplinary areas at the forefront of science. It has been organized to allow for individual creativity but at the same time to benefit from the combined knowledge of an assembly of researchers. Because the plan is such a radical departure from conventional Japanese philosophy, it has met with certain bureaucratic obstacles. Visits to four ERATO projects are described. The third program, the KTC Program, focuses on getting private firms to venture into risky areas of advanced technology to pave the way for future industries. Its goal is to encourage a shift of resources in the private sector toward areas that are considered essential for the competitive development of future industries. The principal philosophy behind the KTC is that the private sector is in the best position to identify promising technical challenges and to weigh their commercial potential against research uncertainties.     Based on information drawn primarily from official planning documents issued by national governments and/or utilities, the authors examined the outlook for the power sector in the year 2000 in nine countries: China, India, Indonesia, Thailand, the Philippines, South Korea, Taiwan, Argentina and Mexico. They found that the implicit rates of average annual growth of installed electric power capacity between 1991 and 2001 range from a low of 3.3% per year in Argentina to a high of 13.2% per year in Indonesia. In absolute terms, China and India account for the vast majority of the growth. The plans call for a shift in the generating mix towards coal in six of the countries, and continued strong reliance on coal in China and India. The use of natural gas is expected to increase substantially in a number of the countries. The historic movement away from oil continues, although some countries are maintaining dual-fuel capabilities. Plans call for considerable growth of nuclear power in South Korea and China and modest increases in India and Taiwan. The feasibility of the official plans varies among the countries. Lack of public capital is leading towards greater reliance on private sector participation in power projects in many of the countries. Environmental issues are becoming a more significant constraint than in the past, particularly in the case of large-scale hydropower projects. The financial and environmental constraints are leading to a rising interest in methods of improving the efficiency of electricity supply and end use. The scale of such activities is growing in most of the study countries.

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

    This report provides a detailed, bottom-up analysis ofenergy consumption in China. It recalibrates official Chinese governmentstatistics by reallocating primary energy into categories more commonlyused in international comparisons. It also provides an analysis of trendsin sectoral energy consumption over the past decades. Finally, itassesses the future outlook for the critical period extending to 2020,based on assumptions of likely patterns of economic activity,availability of energy services, and energy intensities. The followingare some highlights of the study's findings: * A reallocation of sectorenergy consumption from the 2000 official Chinese government statisticsfinds that: * Buildings account for 25 percent of primary energy, insteadof 19 percent * Industry accounts for 61 percent of energy instead of 69percent * Industrial energy made a large and unexpected leap between2000-2005, growing by an astonishing 50 percent in the 3 years between2002 and 2005. * Energy consumption in the iron and steel industry was 40percent higher than predicted * Energy consumption in the cement industrywas 54 percent higher than predicted * Overall energy intensity in theindustrial sector grew between 2000 and 2003. This is largely due tointernal shifts towards the most energy-intensive sub-sectors, an effectwhich more than counterbalances the impact of efficiency increases. *Industry accounted for 63 percent of total primary energy consumption in2005 - it is expected to continue to dominate energy consumption through2020, dropping only to 60 percent by that year. * Even assuming thatgrowth rates in 2005-2020 will return to the levels of 2000-2003,industrial energy will grow from 42 EJ in 2005 to 72 EJ in 2020. * Thepercentage of transport energy used to carry passengers (instead offreight) will double from 37 percent to 52 percent between 2000 to 2020,.Much of this increase is due to private car ownership, which willincrease by a factor of 15 from 5.1 million in 2000 to 77 million in2020. * Residential appliance ownership will show signs of saturation inurban households. The increase in residential energy consumption will belargely driven by urbanization, since rural homes will continue to havelow consumption levels. In urban households, the size of appliances willincrease, but its effect will be moderated by efficiency improvements,partially driven by government standards. * Commercial energy increaseswill be driven both by increases in floor space and by increases inpenetration of major end uses such as heating and cooling. Theseincreases will be moderated somewhat, however, by technology changes,such as increased use of heat pumps. * China's Medium- and Long-TermDevelopment plan drafted by the central government and published in 2004calls for a quadrupling of GDP in the period from 2000-2020 with only adoubling in energy consumption during the same period. A bottom-upanalysis with likely efficiency improvements finds that energyconsumption will likely exceed the goal by 26.12 EJ, or 28 percent.Achievements of these goals will there fore require a more aggressivepolicy of encouraging energy efficiency.

    The U.S. Department of Energy (DOE) is planning a two-phased program for the remediation of Hanford tank waste. Phase 1 is a pilot program to demonstrate the procurement of treatment services. The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

    The Federal government is the largest user of energy in the United States today. The Department of Defense (DOD) uses more than 80{percent} of that energy; the Department of Energy is the second largest user. In the 15 years from 1975 to 1989, {dollar_sign}128 billion was spent for Federal energy activities. In 1989 alone, the Federal government spent a total of {dollar_sign}8.7 billion on energy, of which {dollar_sign}3.5 billion was for buildings and {dollar_sign}2.4 billion was for electricity. The Federal government, which owns or leases 500,000 buildings, provided an additional {dollar_sign}3.9 billion on energy assistance for low-income housing in 1989 (1). Executive Order 12902 (Energy Efficiency and Water Conservation at Federal Facilities) of March 8, 1994 implements and expands the Federal energy management provisions stated in the Energy Policy Act (EPAct) of 1992. The goal is to reduce energy use in Federal buildings to 30{percent} of the 1985 levels by the year 2005. The Federal Energy Management Program (FEMP) has been assigned the responsibility of implementing Executive Order 12902. Subsequently, DOE, FEMP, other Federal agencies and private industry have formed a unique partnership to develop a process and set of actions that will stimulate new opportunities for renewable energy technologies.     Learning is a task that generalizes many of the analyses that are applied to collections of data, and in particular, collections of sensitive individual information. Hence, it is natural to ask what can be learned while preserving individual privacy. [Kasiviswanathan, Lee, Nissim, Raskhodnikova, and Smith; FOCS 2008] initiated such a discussion. They formalized the notion of private learning, as a combination of PAC learning and differential privacy, and investigated what concept classes can be learned privately. Somewhat surprisingly, they showed that, ignoring time complexity, every PAC learning task could be performed privately with polynomially many samples, and in many natural cases this could even be done in polynomial time. While these results seem to equate non-private and private learning, there is still a significant gap: the sample complexity of (non-private) PAC learning is crisply characterized in terms of the VC-dimension of the concept class, whereas this relationship is lost in the constructions of private learners, which exhibit, generally, a higher sample complexity. Looking into this gap, we examine several private learning tasks and give tight bounds on their sample complexity. In particular, we show strong separations between sample complexities of proper and improper private learners (such separation does not exist for non-private learners), and between sample complexities of efficient and inefficient proper private learners. Our results show that VC-dimension is not the right measure for characterizing the sample complexity of proper private learning. We also examine the task of private data release (as initiated by [Blum, Ligett, and Roth; STOC 2008]), and give new lower bounds on the sample complexity. Our results show that the logarithmic dependence on size of the instance space is essential for private data release.

    Liquid biofuels can provide a substitute for fossil fuels in the transportation sector. Many countries have mandated the use of biofuels, by creating targets for their use. If not implemented with care, however, actions that increase biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, and exacerbate degradation of land, forest, and water sources. A strong global biofuels industry will not emerge unless these environmental and social concerns are addressed. Interested parties around the world are actively debating the design and implementation of policies to meet the biofuel goals, particularly those established in the United States and Europe. In general, policy options for managing the potential risks and benefits of biofuel development should specify not only clear standards governing biofuel content and production processes, but also certification processes for verifying whether particular biofuels meet those standards, and specific metrics or indicators on which to base the certification. Historically, many standards in the energy and environment fields have ultimately been set or supported by governments. Many of the certification processes have been voluntary, carried out by independent third parties. The biofuels case is a young one, however, with questions of goals, standards, certification, and metrics still in interdependent flux. The workshop focused its discussions on certification issues, but found the discussions naturally reaching into ongoing debates regarding possible goals, standards, and metrics. Many countries are proposing that for a biofuel to qualify as contributing to government-mandated targets or goals, it must be certified to meet certain standards. These standards could be limited to the amount of GHG emitted in the production process or could include a number of other environmental sustainability concerns ranging from deforestation and biodiversity to water resources. While the threat to both forests and food supplies from increased biofuel production is real, it is not clear that setting broad sustainability standards and then requiring sellers to certify that all of those standards have been met is the best way to address these interconnected problems. In particular, if too many standards and related certification requirements are put in place too soon, this could constrain the development of a global biofuels market. In contrast, certification targeted at a specific and limited set of problems and designed with the flexibility to adjust to changes in policies and programs can enhance the public's acceptance of the biofuel option while protecting key social and environmental goals. A second set of questions revolves around the locus of responsibility for certifying whether biofuel production meets sustainability targets. Should the biofuel processing firms, third parties, or governments be responsible for certifying the production of biofuels? This question also elicited significant discussion. While it could be easier to have individual country governments assume the certification of production responsibility, some governments may not have the capacity to implement an effective certification process. Production facilities that comply with international standards should not be kept out of the market because of their government's inability to manage the process. The possible contribution to effective certification of third party organizations or public-private partnerships should not be underestimated.

    America has the technological capacity to change its energy future. There is no reason, for example, why our nation must continue following a path of rising oil imports when billions of barrels of crude oil remain in domestic oil fields. There is no reason why we cannot continue to use our abundant supplies of high-value, low-cost coal when we have the scientific know-how to remove virtually all of its pollutants and reduce greenhouse gas emissions. There is no reason why we cannot turn increasingly to clean-burning natural gas and tap the huge supplies we know exist within our borders. We remain a nation rich in the fuels that have powered economic growth. Today 85 percent of the energy we use to heat our homes and businesses, generate our electricity, and fuel our vehicles comes from coal, petroleum and natural gas. As we move toward a new century, the contributions of these fuels will grow. By 2015, the United States is likely to require nearly 20 percent more energy than it uses today, and fossil fuels are projected to supply almost 88 percent of the energy Americans will consume. We have the scientific know-how to continue using our fossil fuel wealth without fear of environmental damage or skyrocketing costs. The key is technology - developing cutting edge concepts that are beyond the private sector's current capabilities. Some of the most important innovations in America's energy industry are the results of investments in the Federal government's fossil energy research and development programs. Today, our air and water are cleaner, our economy is stronger, and our industries are more competitive in the global market because these programs have produced results. This booklet summarizes many of these achievements. It is not a comprehensive list by any means. Still, it provides solid evidence that the taxpayers' investment in government fossil energy research has paid real and measurable dividends.

    On September 12, 2003, the University of Maryland School of Law's Intellectual Property and Law & Health Care Programs jointly sponsored and convened a roundtable discussion on the future public policy and ethical issues that will likely face the agricultural and microbial genomics sectors of the biotechnology industry. As this industry has developed over the last two decades, societal concerns have moved from what were often local issues, e.g., the safety of laboratories where scientists conducted recombinant DNA research on transgenic microbes, animals and crops, to more global issues. These newer issues include intellectual property, international trade, risks of genetically engineered foods and microbes, bioterrorism, and marketing and labeling of new products sold worldwide. The fast paced nature of the biotechnology industry and its new developments often mean that legislators, regulators and society, in general, must play ''catch up'' in their efforts to understand the issues, the risks, and even the benefits, that may result from the industry's new ways of conducting research, new products, and novel methods of product marketing and distribution. The goal of the roundtable was to develop a short list of the most significant public policy and ethical issues that will emerge as a result of advances in these sectors of the biotechnology industry over the next five to six years. More concretely, by ''most significant'' the conveners meant the types of issues that would come to the attention of members of Congress or state legislators during this time frame and for which they would be better prepared if they had well researched and timely background information. A concomitant goal was to provide a set of focused issues for academic debate and scholarship so that policy makers, industry leaders and regulators would have the intellectual resources they need to better understand the issues and concerns at stake. The goal was not to provide answers to any of the issues or problems, simply to identify those topics that deserve our attention as a society. Some of the issues may benefit from legislation at the federal or state levels, others may be more appropriately addressed by the private sector. Participants at the roundtable included over a dozen experts in the areas of microbiology, intellectual property, agricultural biotechnology, microbial genomics, bioterrorism, economic development, biotechnology research, and bioethics. These experts came from federal and state government, industry and academia. The participants were asked to come to the roundtable with a written statement of the top three to five public policy/ ethical issues they viewed as most likely to be significant to the industry and to policy makers over the next several years.

    The telecommunications sector plays a pivotal role in the system of increasingly connected and interdependent networks that make up national infrastructure. An assessment of the probable structure and function of the bit-moving industry in the twenty-first century must include issues associated with the surety of telecommunications. The term surety, as used here, means confidence in the acceptable behavior of a system in both intended and unintended circumstances. This paper outlines various engineering approaches to surety in systems, generally, and in the telecommunications infrastructure, specifically. It uses the experience and expectations of the telecommunications system of the US as an example of the global challenges. The paper examines the principal factors underlying the change to more distributed systems in this sector, assesses surety issues associated with these changes, and suggests several possible strategies for mitigation. It also studies the ramifications of what could happen if this sector became a target for those seeking to compromise a nation`s security and economic well being. Experts in this area generally agree that the U. S. telecommunications sector will eventually respond in a way that meets market demands for surety. Questions remain open, however, about confidence in the telecommunications sector and the nation`s infrastructure during unintended circumstances--such as those posed by information warfare or by cascading software failures. Resolution of these questions is complicated by the lack of clear accountability of the private and the public sectors for the surety of telecommunications.

    Quantification of the spatial distribution of sector-specific fossil fuel CO2 emissions provides strategic information to public and private decision-makers on climate change mitigation options and can provide critical constraints to carbon budget studies being performed at the national to urban scales. This study analyzes the spatial distribution and spatial drivers of total and sectoral fossil fuel CO2 emissions at the state and county levels in the United States. The spatial patterns of absolute versus per capita fossil fuel CO2 emissions differ substantially and these differences are sector-specific. Area-based sources such as those in the residential and commercial sectors are driven by a combination of population and surface temperature with per capita emissions largest in the northern latitudes and continental interior. Emission sources associated with large individual manufacturing or electricity producing facilities are heterogeneously distributed in both absolute and per capita metrics. The relationship between surface temperature and sectoral emissions suggests that the increased electricity consumption due to space cooling requirements under a warmer climate may outweigh the savings generated by lessened space heating. Spatial cluster analysis of fossil fuel CO2 emissions confirms that counties with high (low) CO2 emissions tend to be clustered close to other counties with high (low) CO2 emissions and some of the spatial clustering extends to multi-state spatial domains. This is particularly true for the residential and transportation sectors, suggesting that emissions mitigation policy might best be approached from the regional or multi-state perspective. Our findings underscore the potential for geographically focused, sector-specific emissions mitigation strategies and the importance of accurate spatial distribution of emitting sources when combined with atmospheric monitoring via aircraft, satellite and in situ measurements.     The energy efficiency services sector (EESS) is poised to become an increasingly important part of the U.S. economy. Climate change and energy supply concerns, volatile and increasing energy prices, and a desire for greater energy independence have led many state and national leaders to support an increasingly prominent role for energy efficiency in U.S. energy policy. The national economic recession has also helped to boost the visibility of energy efficiency, as part of a strategy to support economic recovery. We expect investment in energy efficiency to increase dramatically both in the near-term and through 2020 and beyond. This increase will come both from public support, such as the American Recovery and Reinvestment Act (ARRA) and significant increases in utility ratepayer funds directed toward efficiency, and also from increased private spending due to codes and standards, increasing energy prices, and voluntary standards for industry. Given the growing attention on energy efficiency, there is a concern among policy makers, program administrators, and others that there is an insufficiently trained workforce in place to meet the energy efficiency goals being put in place by local, state, and federal policy. To understand the likelihood of a potential workforce gap and appropriate response strategies, one needs to understand the size, composition, and potential for growth of the EESS. We use a bottom-up approach based upon almost 300 interviews with program administrators, education and training providers, and a variety of EESS employers and trade associations; communications with over 50 sector experts; as well as an extensive literature review. We attempt to provide insight into key aspects of the EESS by describing the current job composition, the current workforce size, our projections for sector growth through 2020, and key issues that may limit this growth.

    A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    In this paper we introduce the concept of quantum private channel within the continuous variables framework (CVPQC) and investigate its properties. In terms of CVPQC we naturally define a 'maximally' mixed state in phase space together with its explicit construction and show that for increasing number of encryption operations (which sets the length of a shared key between Alice and Bob) the encrypted state is arbitrarily close to the maximally mixed state in the sense of the Hilbert-Schmidt distance. We bring the exact solution for the distance dependence and give also a rough estimate of the necessary number of bits of the shared secret key (i.e., how much classical resources are needed for an approximate encryption of a generally unknown continuous-variable state). The definition of the CVPQC is analyzed from the Holevo bound point of view which determines an upper bound of information about an incoming state an eavesdropper is able to get from his optimal measurement.

    An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements.     This version of the Impact of Sector Energy Technologies (ImSET) model represents the ''next generation'' of the previously developed Visual Basic model (ImBUILD 2.0) that was developed in 2003 to estimate the macroeconomic impacts of energy-efficient technology in buildings. More specifically, a special-purpose version of the 1997 benchmark national Input-Output (I-O) model was designed specifically to estimate the national employment and income effects of the deployment of Office of Energy Efficiency and Renewable Energy (EERE) -developed energy-saving technologies. In comparison with the previous versions of the model, this version allows for more complete and automated analysis of the essential features of energy efficiency investments in buildings, industry, transportation, and the electric power sectors. This version also incorporates improvements in the treatment of operations and maintenance costs, and improves the treatment of financing of investment options. ImSET is also easier to use than extant macroeconomic simulation models and incorporates information developed by each of the EERE offices as part of the requirements of the Government Performance and Results Act.

    Performance contracting has worked well in large multi-family buildings markets, such as public housing authorities. As equally deserving a market are assisted housing developments, which tend to be smaller scale in terms of size and ownership. This scale discourages energy service companies (ESO's) from approaching these developments because marketing and other transaction costs may be considered prohibitive. One answer to this barrier is a partnership that may act as an umbrella and aggregator for this market. The Illinois Housing Development Authority, assisted by the US Department of Energy's Chicago Regional Support office, is piloting such a partnership for developments that has its mortgages. Working with ESCO Landis and Staefa, Inc., this ongoing initiative is expanding performance contracting into the assisted housing market.

    The Energy Policy Act of 1992 created the United States Enrichment Corporation (USEC) on July 1, 1993. The USEC is a government-owned business that leases those Gaseous Diffusion Plant (GDP) facilities at the Portsmouth, Ohio, and Paducah, Kentucky, sites from the U.S. Department of Energy (DOE) that are required for enriching uranium. Lockheed Martin Utility Services is the operating contractor for the USEC-leased facilities. The DOE has retained use of, and regulation over, some facilities and areas at the Portsmouth and Paducah sites for managing legacy wastes and environmental restoration activities. The USEC is regulated by the DOE, but is currently changing to regulation under the U.S. Nuclear Regulatory Commission (NRC). The USEC is also preparing for privatization of the uranium enrichment enterprise. These changes have significantly affected the nuclear criticality safety (NCS) programs at the sites.
