    This manual is divided into three parts. Part One applies to the management of Government personal property within the Department of Energy in general terms. Part Two describes the specifics of the application of personal property management techniques to On-Site Contractors. Part three applies to Off-Site Contractors. Part One introduces the field of property management. It discusses: the legal basis and requirements established by Federal Statutes and the parallel authorities and responsibilities; the related evolution of the Department of Energy; the regulation system within the Federal Government and its implementation by the Department for personal property management. The life cycle of equipment is presented and how control over personal property is maintained through an accountability system. Classifications of property and contract clauses are discussed. The relationships of contracting officers and property administrators with contractors are presented in each of the discussions as appropriate. Part One consists of only one chapter and is applicable to the management of property utilized by all types of contractors. It provides the foundation to explore in some detail the actions and interactions that occur between the Department's procurement and property personnel and those of the contractor. This exploration in depth is made in Parts Two and Three.

    Ten years ago office technologies weren`t a recognized end-use market segment. Ten years ago the country was still building nuclear power plants, there was no Energy Policy Act, demand-side management (DSM) had not yet reached its `zenith of rebates,` integrated resource planning was a new concept, and least-cost planning was much more commonly used. The acronyms `IPP` and `NUG` were barely invented. Global warming was much less talked about as an energy and environmental policy concern, and the general perception was that energy was cheap and there were few energy or environmental problems. The United States was busy building the largest government deficit in history and job growth was stagnant. That was the macro-economic environment. In 1994 there is strong job growth-4.2 million- and government has cut $500 billion from the deficit by freezing discretionary spending. In simple terms, there`s no new money and the federal government must do more with less. Competitive pressure in the utility environment is much higher compared with 10 years ago, and restructuring is on everyone`s minds. DSM has gone through incredible changes in 10 years-it`s gone international. The USA has incorporated competitive procurement and the use of energy service companies. The USA has become very smart and sophisticated; programs today are much more elegant than the early programs of the late 1970s and early 1980s. Technology has marched onward and upward. Finally, domestic and global economic environmental problems have increased in most respects. Global climate change is a significant concern-enough to warrant a cautious approach. There are two key elements to moving forward. One of them is win-win policies. Policies must not pit environmental and energy objectives against jobs and economic growth. Given all the constraints, the second key element to achieve win-win policies is with lean and efficient partnerships.

    Abstract—In recent years, there has been an increasing interest in using daylight to save energy in buildings. In tropical regions, daylighting is always an energy saver. On the other hand, daylight provides visual comfort. According to standards, it shows that many criteria should be taken into consideration in order to have daylight utilization and visual comfort. The current standard in Malaysia, MS 1525 does not provide sufficient guideline. Hence, more research is needed on daylight performance. If architects do not consider daylight design, it not only causes inconvenience in working spaces but also causes more energy consumption as well as environmental pollution. This research had surveyed daylight performance in 5 selected office buildings from different area of Malaysian through experimental method. Several parameters of daylight quality such as daylight factor, surface luminance and surface luminance ratio were measured in different rooms in each building. The result of this research demonstrated that most of the buildings were not designed for daylight utilization. Therefore, it is very important that architects follow the daylight design recommendation to reduce consumption of electric power for artificial lighting while the sufficient quality of daylight is available.     Energy Management Control System (EMCS) data are an underutilized source of information on the performance of commercial buildings. Newer EMCS's have the ability and storage capacity to trend large amounts of data and perform preliminary analyses; however, these features often receive little or no use, as operators are generally not trained in data management, visualization, and analysis. Whole-building hourly electric-utility data are another readily available and underutilized source of information. This paper outlines the use of EMCS and utility data to evaluate the performance of the Ronald V. Dellums Federal Building in Oakland, California, a large office building operated by the Federal General Services Administration (GSA). The project began as an exploratory effort at Lawrence Berkeley National Laboratory (LBNL) to examine the procedures operators were using to obtain information and operate their buildings. Trending capabilities were available, but in limited use by the operators. LBNL worked with the building operators to use EMCS to trend one-minute data for over one-hundred points. Hourly electricity-use data were also used to understand usage patterns and peak demand. The paper describes LBNL's key findings in the following areas: Characterization of cooling plant operations; Characterization of economizer performance; Analysis of annual energy use and peak demand operations; Techniques, strengths, and shortcomings of EMCS data analysis; Future plans at the building for web-based remote monitoring and diagnostics. These findings have helped GSA develop strategies for peak demand reduction in this and other GSA buildings. Such activities are of great interest in California and elsewhere, where electricity reliability and demand are currently problematic. Overall, though the building's energy use is fairly low, significant energy savings are available by improving the existing EMCS control strategies.

    The Government Performance and Results Act of 1993 (Results Act) was enacted to improve Federal program effectiveness and public accountability by promoting a new focus on results-oriented management. The Results Act requires plans that define the mission, long-term goals, and shorter-term performance measures. Further, the Act envisions that there will be an apparent relationship between this information and specific activities listed in the Department`s budget requests. Taken together, these elements should clearly describe the outputs and outcomes the Department expects to deliver for the resources expended. The objectives of this audit were to determine whether the Department had implemented the requirements of the Results Act by (1) integrating the planning, budgeting, and performance measures for its programs into a unified, Departmentwide strategy; (2) developing specific, measurable, and results-oriented performance standards to which its programs and contractors could be held accountable; and (3) developing the means to collect reliable performance data and to use that data in evaluating whether performance actions produce intended results. The information in the Fiscal Year 1999 budget requests for the Offices of Environmental Management, Defense Programs, Energy Research, Energy Efficiency and Renewable Energy, and Nuclear Energy Science and Technology formed the basis of the review.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Energy-Efficient Office Technology 1994: An International Seminar has been organized and funded by the Office Technology Efficiency Consortium, a group of utilities, government agencies, and other energy efficiency advocates that has been aggressively championing the need for more efficient computers, displays, printers, faxes, and copiers. The Consortium, organized in late 1992, currently consists of 10 cofunders and numerous other participants. The cofunders are: The Electric Power Research Institute, New York State Energy Research and Development Authority, Consolidated Edison Company of New York, the Swedish National Board for Industrial and Technical Development (NUTEK), Ontario Hydro, Pacific Gas and Electric Company, U.S. Department of Energy, U.S. Environmental Protection Agency, and the Wisconsin Center for Demand-Side Research. The Consortium has been striving to achieve multiple objectives. These objectives are to: (1) Improve office technology user energy efficiency end operating cost (2) Improve end-use equipment`s power quality characteristics (3) Increase equipment immunity to power line disturbances (4) Avoid the need for wiring overloads and upgrades (5) Reduce utility`s peak demand (6) Improve utility load factor. The growth in electricity use in the United States and the need for additional utility capacity has been driven to a great extent by the U.S. shift to a service economy and the coincident increase in the use of office equipment in these service establishments. The initial efforts of the Consortium, which consisted of the cofunders, included holding a workshop in June 1992 to heighten awareness of the importance of the need for more efficient office equipment. Financial Manager of JOSS, worked to complete proposals and monitor compliance with award requirements and funding limitations and ensure the U.S. CLIVAR Project Office complied with UCAR policies and procedures. Project Coordinator administered the funding for the U.S. CLIVAR Project Office and was responsible for coordinating special projects that required additional support from JOSS technical staff. These projects included activities such as website updates, technology upgrades, production of printed reports, and development of graphic elements like logos. Web Developer worked both on web development and graphic work and the work consisted of the following: Maintaining the site ? installing updates to Drupal CMS (Content Management System). Creating new templates for webpages and styling them with CSS and JavaScript/jQuery code. Fixing the styling on webpages that the content contributor/manager (Jenn Mays) created and has had trouble with. Creating new web forms for abstract uploading, subscriptions, and meeting registrations. Created 4 webpages for the ?ASP: Key Uncertainties in the Global Carbon-Cycle? meeting. Developed a document review form, instruction webpages, login redirect, dynamic table with form submissions for the US CLIVAR SSC Science Plan Document Review. This was open to the public from June 12, 2013 until July 10, 2013. During this time the user accounts had to be checked (daily) that were created by the public, to delete any spam ones. Graphics work: preparing images for general use on webpages, webpage banners, and for meeting name badges, creating a US CLIVAR letterhead, redesigning the US AMOC logo. System Administrator spent time working on the migration of the US CLIVAR site from the USGCRP office to UCAR here Boulder. This was done to increase the general speed of the site & to allow the web developer to work in it more efficiently. Main tasks were to Archive the old Site, create new development site for web developer, and move web address to new website when web developer was finished with development. There are no patients or equipment related to this proposals

    An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements. Other than the high temperature programs very few of the tribology projects accomplish energy related objectives.

    The goal of the Environmental Protection Agency`s (EPA) Office of Radiation and Indoor Air is to protect the public and the environment from exposures to radiation and indoor air pollutants. The Office develops protection criteria, standards, and policies and works with other programs within EPA and other agencies to control radiation and indoor air pollution exposures; provides technical assistance to states through EPA`s regional offices and other agencies having radiation and indoor air protection programs; directs an environmental radiation monitoring program; responds to radiological emergencies; and evaluates and assesses the overall risk and impact of radiation and indoor air pollution. The Office is EPA`s lead office for intra- and interagency activities coordinated through the Committee for Indoor Air Quality.     There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

    This paper presents an analysis of how the US government responded to the concern in the 1980`s that US companies were experiencing problems of competitiveness in international markets. By the mid 1980`s there was great and growing concern throughout the US that US companies were experiencing difficulties in international competition. Pressure on Congress to take action came from constituents seeking jobs and companies that would directly benefit (this usually means receive public money) from programs that Congress might initiate. The fact that most constituent calls to Congress were about job creation was lost in the on-rush of R&D performers seeking funds for their favorite R&D project. In response, Congress created the Advanced Technology Program, the Technology Transfer Initiative, and the Technology Reinvestment Project, expanded the responsibilities of ARPA/DARPA, increased funding for the Small Business Initiative, expanded the Manufacturing Extension Partnership, funded SEMATECH, and increased NSF funding for basic research at universities. Many of these programs were later criticized for being industrial welfare and several were cut-back or stopped. Retrospective analysis shows that few of these programs addressed the root cause of competitiveness difficulties. In fact, by the time most of these programs were in place, US companies were well on their way to correcting their competitiveness problems. In addition, few were relevant to companies` often expressed concerns about workforce training, regulatory costs, and access to foreign markets. Twenty percent reductions in health care costs, regulatory costs, and education costs could annually pump $500 billion into the US economy and make companies operating in the US much more competitive in international markets.

    As part of Lawrence Berkeley Laboratory's (LBL) technical assistance to the Sustainable City Project, the issue of DSM bidding was examined as a possible option for local government. The recent interest and activity in DSM bidding around the country presents an opportunity for local government. Potential benefits for local government include increased installation of energy efficiency measures in municipal facilities and in the community, economic development, an additional source of revenue to help pay for municipal programs (including additional conservation efforts), and an enhanced local image. Local government will most likely participate in DSM bidding as a customer or as a client of an energy service company (ESCO). The exact role will depend on local government's response to key issues associated with DSM bidding, such as performance guarantees, quality assurance procedures (measuring savings and providing financial security), and the administrative burden. In addition, local government will have to weigh the advantages and disadvantages of working with an ESCO. While local government has not yet participated in DSM bidding, local government is in a unique position to take advantage of energy efficiency opportunities as owner-operators of municipal facilities which consume significant amounts of energy, planners and regulators of new development, and general providers of services and assistance to their communities. Furthermore, local governments have lower risks (in terms of program success) than small businesses, and local governments' credibility and experience in dealing with customers may reduce high transaction costs associated with DSM bidding. Despite these advantages, local governments should take a cautious approach in participating in DSM bidding processes, and should carefully examine other strategies for promoting energy efficiency (including participation in conventional utility programs) prior to participating in DSM bidding.

    In this work, we consider Corporate Governance ties among companies from a multiple network perspective. Such a structurenaturally arises from the close interrelation between the Shareholding Network and the Board of Directors network. Inorder to capture the simultaneous effects on both networks on Corporate Governance, we propose to model the Corporate Governance multiple network structure via tensor analysis. In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context. After providing some empirical results from the Italian financial market in the univariate case, we will show that a tensor-based multiple network approach can reveal important information.

    Users with stand-alone personal computers and personal printers usually find printing simple, but on a VAX computer or VAX cluster there may be many printers of different types located in different areas. The print queues set up for these printers may require different form qualifiers and may not all be able to print all documents. This article describes the basic steps a VAX system manager should take in setting up and managing print queues on a VAX and tells how to access these queues from a VAX, Unix, Macintosh, or DOS Computer. It gives a basic overview, but includes several helpful items that are obscure or completely undocumented. Following this overview, there is a description of a Fortran program, MPRINT, written to simplify printing for users. The MPRINT program simplifies the choice of printers and print forms for users of VAX print queues by allowing them to select from a one line per queue menu. The menu includes queue descriptions and only lists printers which can correctly print the specified file. MPRINT selects the correct form to use based on file type and maximum record length of the file. MPRINT may be useful at your site, and provides examples of a number of system services. MPRINT includes routines to do a user open of a file and get information from the File and Record Access Blocks (FAB and RAB), and a routine to obtain information about print queues. There are also routines to parse a file name, detab a character buffer, and trim trailing nulls and blanks from a character string.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    This panel presents information on four approaches to energy-efficient procurement: the Federal Procurement Challenge, the Energy-Efficient Procurement Collaborative, the ENERGY STAR program, and Green Seal. To provide a context for these presentations, the authors present an overview and background on the significance of and recent trends in government procurement. In the United States, the combined annual expenditures by the Federal government for energy-consuming equipment and appliances have been estimated at $10-$20 billion. The Energy Policy Act of 1992 and Executive Order 12902 direct Federal agencies to exercise leadership as the world`s largest customer to promote the purchase of energy-efficient, renewable energy, and water conserving products. The Department of Energy`s Federal Energy Management Program, through the Federal Procurement Challenge, offers Federal agencies the opportunity to coordinate these purchasing activities through a broad-based program that also links efforts at the Federal level with state and local purchasing. The Challenge is designed to use the buying power of the Federal government to: support and expand markets for today`s `best practice` energy-efficient, renewable energy, and water-conserving products; create new entry markets for advanced energy-saving technologies and products; and lower the cost of efficient products for all consumers by providing a large, reliable market. Other program objectives include: reducing operating costs for Federal agencies; reducing Federal energy use and greenhouse gas emissions; and providing a model for other levels of government, corporate, and institutional purchasers. Purchases of energy-related products by state and local governments are estimated at 3-4 times those of the entire Federal market. The multi-state Energy-Efficient Procurement Collaborative affords state and local governments the opportunity to share information and technical information on energy-efficient purchasing.

    Under the Superfund Amendments and Reauthorization Act (SARA), section 123 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), Congress enacted the Local Governments Reimbursement (LGR) Program. The program`s goal is to provide financial relief to local governments that conduct emergency measures in response to releases or threats of releases of hazardous substances, pollutants, or contaminants. The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. This paper highlights the features of this program, illustrates the types of incidents that have been awarded reimbursement, and describes common mistakes to be avoided when applying for reimbursement.

    The Grand Junction Office (GJO), US Department of Energy (DOE), develops and administers programs for evaluating domestic uranium resources and the production capability of industry; for developing resource planning information for DOE; and for advancing geologic and geophysical exploration concepts and techniques. In addition, GJO administers the leasing of mineral lands under DOE control, and carries out activities relating to the environmental aspects of uranium mining and milling, including remedial programs. The Office is staffed by administrative and technical program-management personnel. Bendix Field Engineering Corporation (Bendix) is the DOE operating contractor at the Grand Junction, Colorado, Government-owned/contractor-operated (GOCO) facility. The technical staffs of both GJO and Bendix are primarily geoscience-oriented. Specifically during 1980, uranium resource assessment on 135 National Topographic Map Series (NTMS) quadrangles was completed, along with other specific studies, to yield October 1980 national resource estimates. In addition, updated uranium supply analysis and production capability projections were completed. Another key aspect of this successful program was the development of improved geophysical and geochemical equipment and techniques in support of uranium resource assessment. Much of the hardware and know-how developed was turned over to the public and to the uranium industry at large for application to uranium exploration and the assessment of uranium company resources. The Grand Junction Office also participated actively during 1980 in international cooperative research on uranium exploration techniques and on the geology of uranium deposits.

    The US-Russian Government-to-Government Program of Cooperation on Nuclear Material Protection, Control, and Accounting (MPC&A) evolved from the Nunn-Lugar Cooperative Threat Reduction Program. In 1995, the US Department of Energy (DOE) assumed responsibility as the executive agent for implementation of the Government-to-Government MPC&A Program, followed by the programmatic responsibility for funding. The Russian Program initially emphasized limited exchanges, demonstrations, and upgrades at low-enriched uranium (LEU) fuel fabrication facility at Elektrostal in 1994. The program has expanded to include upgrades at nuclear facilities across Russia, development of the Russian Methodological Training Center (RMTC) in Obninsk; and cooperation with Gosatomnadzor, the Russian Federal Nuclear Radiation and Safety Authority. This paper describes the overall program including program objectives, approach, and US-Russian participation, with an emphasis on DOE-GAN cooperation.

    The Guide will support Executive Order (E.O.) 13693, Planning for Federal Sustainability in the Next Decade. signed on March 19, 2015, which requires the Federal Government to lead by example to create a clean energy economy that will increase prosperity, promote energy security, protect the interests of taxpayers, and safeguard the health of the environment. Under E.O. 13693, Federal agencies are required to increase energy efficiency, eliminate waste, and leverage agency acquisitions by reducing costs and resources in their printing activities. This Guide also aligns with the requirements of DOE O 436.1, Departmental Sustainability.
