The purpose of this report is to provide members of the Danish Partnership for Hydrogen and Fuel Cells with information regarding collaborative opportunities in the United States. The report is designed to provide an overview of key issues and activities and to provide guidance on strategies for finding U.S. research and commercial partners and gaining access to the U.S. market. Section 1 of this report provides an overview of the key drivers of policy at the federal and state government levels regarding hydrogen and fuel cell technologies and provides a perspective of the U.S. industry and key players. It also suggests three general pathways for accessing U.S. opportunities: enhancing visibility; developing vendor relationships; and establishing a formal presence in the U.S. The next sections summarize focus areas for commercial and research activity that currently are of the greatest interest in the U.S. Section 2 describes major programs within the federal government and national laboratories, and discusses various methods for identifying R and D funding opportunities, with an overview of federal acquisition regulations. Section 3 reviews the efforts of several state governments engaging the fuel cell industry as an economic driver and presents an overview of acquisition at the state level. Section 4 discusses university research and development (R and D) and university-industry partnerships. There are 12 appendices attached to the report. These appendices provide more detailed information regarding the key federal government agencies involved in fuel cells and hydrogen, state-specific policies and activities, national laboratories and universities, and other information regarding the fuel cell and hydrogen industry in the U.S. (Author)

Teleportation with Multiple Accelerated Partners

As the current revolution in communication is underway, quantum teleportation can increase the level of security in quantum communication applications. In this paper, we present a quantum teleportation procedure that capable to teleport either accelerated or non-accelerated information through different quantum channels. These quantum chan- nels are based on accelerated multi-qubit states, where each qubit of each of these channels represent a partner. Namely, these states are the the W state, Greenberger-Horne-Zeilinger (GHZ) state, and the GHZ-like state. Here, we show that the fidelity of teleporting acceler- ated information is higher than the fidelity of teleporting non-accelerated information, both through a quantum channel that is based on accelerated state. Also, the comparison among the performance of these three channels shows that the degree of fidelity depends on type of the used channel, type of the measurement, and value of the acceleration. The result of comparison concludes that teleporting information through channel that is based on the GHZ state is more robust than teleporting information through channels that are based on the other two states. For future work, the proposed procedure can be generalized later to achieve communication through a wider quantum network.

Strategy Guideline: Partnering for High Performance Homes

High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. The Arizona Governors Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013: ? 1,390 Home Area Networks (HANs) were registered. ? 797 new participants installed a HAN. ? Survey respondents are satisfied with the program and found value with a variety of specific program components. ? Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program. ? On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly. ? An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

Applying Best Practices to Florida Local Government Retrofit Programs

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

Developing Government Renewable Energy Projects

The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

Governance of the International Linear Collider Project

Governance models for the International Linear Collider Project are examined in the light of experience from similar international projects around the world. Recommendations for one path which could be followed to realize the ILC successfully are outlined. The International Linear Collider (ILC) is a unique endeavour in particle physics; fully international from the outset, it has no 'host laboratory' to provide infrastructure and support. The realization of this project therefore presents unique challenges, in scientific, technical and political arenas. This document outlines the main questions that need to be answered if the ILC is to become a reality. It describes the methodology used to harness the wisdom displayed and lessons learned from current and previous large international projects. From this basis, it suggests both general principles and outlines a specific model to realize the ILC. It recognizes that there is no unique model for such a laboratory and that there are often several solutions to a particular problem. Nevertheless it proposes concrete solutions that the authors believe are currently the best choices in order to stimulate discussion and catalyze proposals as to how to bring the ILC project to fruition. The ILC Laboratory would be set up by international treaty and be governed by a strong Council to whom a Director General and an associated Directorate would report. Council would empower the Director General to give strong management to the project. It would take its decisions in a timely manner, giving appropriate weight to the financial contributions of the member states. The ILC Laboratory would be set up for a fixed term, capable of extension by agreement of all the partners. The construction of the machine would be based on a Work Breakdown Structure and value engineering and would have a common cash fund sufficiently large to allow the management flexibility to optimize the project's construction. Appropriate contingency, clearly apportioned at both a national and global level, is essential if the project is to be realised. Finally, models for running costs and decommissioning at the conclusion of the ILC project are proposed. This document represents an interim report of the bodies and individuals studying these questions inside the structure set up and supervised by the International Committee for Future Accelerators (ICFA). It represents a request for comment to the international community in all relevant disciplines, scientific, technical and most importantly, political. Many areas require further study and some, in particular the site selection process, have not yet progressed sufficiently to be addressed in detail in this document. Discussion raised by this document will be vital in framing the final proposals due to be published in 2012 in the Technical Design Report being prepared by the Global Design Effort of the ILC.

Commercial Building Partners Catalyze High Performance Buildings Across the Nation

In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

We construct isospectral partner potentials of a complex PT-invariant potential, viz., V(x) = V_1 sech ^2 x - i V_2 sech x tanh x using Darboux's method. Oneset of isospectral potentials are obatined which can be termed 'Satellite potentials', in the sense that they are pf the same form as the original potential. In a particular case, the supersymmetric partner potential has the same spectrum, including the zero energy ground state, a fact which cannot occur in conventional supersymmetric quantum mechanics with real potential. An explicit example of a non-trivial set of isospectral potential is also obtained.

Assessment of government tribology programs

An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements. Other than the high temperature programs very few of the tribology projects accomplish energy related objectives.

Applying Best Practices to Florida Local Government Retrofit Programs, Central Florida (Fact Sheet)

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ?

Public/private sector cooperation to promote industrial energy efficiency: Allied partners and the US Department of Energy

Since 1996, the US Department of Energy's Office of Industrial Technologies (USDOE) has been involved in a unique voluntary collaboration with industry called the Allied Partner program. Initially developed under the Motor Challenge program, the partnership concept continues as a central element of USDOE's BestPractices, which in 2001 integrated all of USDOE's near-term industrial program offerings including those in motors, compressed air, pump, fan, process heating and steam systems. Partnerships are sought with end use industrial companies as well as equipment suppliers and manufacturers, utilities, consultants, and state agencies that have extensive existing relationships with industrial customers. Partners are neither paid nor charged a fee for participation. Since the inception of Allied Partners, the assumption has been that these relationships could serve as the foundation for conveying a system energy-efficiency message to many more industrial facilities than could be reached through a typical government-to-end-user program model. An independent evaluation of the Motor Challenge program, reported at the last EEMODS conference, attributed US $16.9 million or nearly 67 percent of the total annual program energy savings to the efforts of Allied Partners in the first three years of operation. A recent evaluation of the Compressed Air Challenger, which grew out of the former Motor Challenger program, attribute additional energy savings from compressed air training alone at US $12.1 million per year. Since the reorganization under BestPractices, the Allied Partner program has been reshaped to extend the impact of all BestPractices program activities. This new model is more ambitious than the former Motor Challenge program concerning the level of collaborative activities negotiated with Allied Partners. This paper describes in detail two new types of program initiatives involving Allied Partners: Qualified Specialist Training and Energy Events. The Qualified Specialist activity was conceived as a way of engaging the supply side of industry, consultants, and utilities to greatly increase use of decision making software developed by USDOE to assist industrial facilities in assessing the energy efficiency of their energy-using systems. To date, USDOE has launched Qualified Specialist training with member companies of the Hydraulic Institute (HI) and with distributors and consultants associated with the Compressed Air Challenge. These activities train and qualify industry professionals to use and to train customers to use USDOE's Pumping System Assessment Tool (PSAT) and AIRMaster + software programs, respectively. The industry experts provide a public benefit by greatly increasing customer access to the software and assessment techniques. Participating Specialists anticipate a business benefit by providing a valuable service to key customers that is associated with USDOE. The Energy Event concept was developed in 2001 in cooperation with the California Energy Commission in response to the state's energy crisis and has been extended to other geographic areas during 2002. The three California events, named ''Energy Solutions for California Industry,'' relied on Allied Partners to provide system-based solutions to industrial companies as both speakers and exhibitors. These one-day events developed a model for a serious solutions-oriented format that avoids the typical trade show atmosphere through strict exhibitor guidelines, careful screening of speaker topics, and reliance on case studies to illustrate cost- and energy-saving opportunities from applying a systems approach. Future plans to use this activity model are discussed as well as lessons learned from the California series.

We examine in detail the possibilty of applying Darboux transformation to non Hermitian hamiltonians. In particular we propose a simple method of constructing exactly solvable PT symmetric potentials by applying Darboux transformation to higher states of an exactly solvable PT symmetric potential. It is shown that the resulting hamiltonian and the original one are pseudo supersymmetric partners. We also discuss application of Darboux transformation to hamiltonians with spontaneously broken PT symmetry.

Government`s response to the competitiveness problem

This paper presents an analysis of how the US government responded to the concern in the 1980`s that US companies were experiencing problems of competitiveness in international markets. By the mid 1980`s there was great and growing concern throughout the US that US companies were experiencing difficulties in international competition. Pressure on Congress to take action came from constituents seeking jobs and companies that would directly benefit (this usually means receive public money) from programs that Congress might initiate. The fact that most constituent calls to Congress were about job creation was lost in the on-rush of R&D performers seeking funds for their favorite R&D project. In response, Congress created the Advanced Technology Program, the Technology Transfer Initiative, and the Technology Reinvestment Project, expanded the responsibilities of ARPA/DARPA, increased funding for the Small Business Initiative, expanded the Manufacturing Extension Partnership, funded SEMATECH, and increased NSF funding for basic research at universities. Many of these programs were later criticized for being industrial welfare and several were cut-back or stopped. Retrospective analysis shows that few of these programs addressed the root cause of competitiveness difficulties. In fact, by the time most of these programs were in place, US companies were well on their way to correcting their competitiveness problems. In addition, few were relevant to companies` often expressed concerns about workforce training, regulatory costs, and access to foreign markets. Twenty percent reductions in health care costs, regulatory costs, and education costs could annually pump $500 billion into the US economy and make companies operating in the US much more competitive in international markets.

Anatomy of Coannihilation with a Scalar Top Partner

We investigate a simplified model of dark matter where a Majorana fermion $\\chi$ coannihilates with a colored scalar top partner $\\tilde{t}$. We explore the cosmological history, with particular emphasis on the most relevant low-energy parameters: the mass splitting between the dark matter and the coannihilator, and the Yukawa coupling $y_\\chi$ that connects these fields to the Standard Model top quarks. We also allow a free quartic coupling $\\lambda_h$ between a pair of Higgs bosons and $\\tilde{t}$ pairs. We pay special attention to the case where the values take on those expected where $\\tilde{t}$ corresponds to the superpartner of the right-handed top, and $\\chi$ is a bino. Direct detection, indirect detection, and colliders are complementary probes of this simple model.

MONS on the Danish Roemer satellite: Measuring Oscillations in Nearby Stars

MONS is the scientific project on the Danish Roemer satellite mission, which is being developed as part of the Danish Small Satellite Programme. The principal goal is to study solar-like oscillations in around 20 bright stars, with a precision that in the best cases will be limited only by the intrinsic stellar `noise'. The baseline orbit, a so-called Molniya orbit, allows access to essentially the entire sky during the planned 2-year mission. The main instrument is a short-focus reflecting telescope with an aperture of 32 cm, making two-colour measurements. A focused Field Monitor will be used to detect and correct for possible faint variable stars of substantial amplitude near the main target. In addition the Field Monitor, and the Star Trackers on the platform, may be used to observe a broad range of variable phenomena. The project has concluded the Systems Definition Phase by a successful review, and launch is scheduled for the middle of 2005.

Fact sheet describing NREL's Integrated Biorefinery Research Facility, a biochemical pilot plant and partnership facility containing equipment and lab space for pretreatement, enzymatic hydrolysis, fermentation, compositional analysis, and downstream processing. For more than 30 years, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has been at the leading edge of research and technology advancements to develop renewable fuels and bioproducts. NREL works to develop cost-competitive alternatives to conventional transportation fuels and value-added biobased chemicals that can be used to manufacture clothing, plastics, lubricants, and other products. NREL is developing technologies and processes to produce a range of sustainable, energy-dense advanced biofuels that are compatible with our existing transportation fuel infrastructure. As part of that effort, NREL's National Bioenergy Center has entered into more than 90 collaborations in the past five years with companies ranging in size from start-ups to those that appear on Fortune magazine's Fortune 100 list. The new Integrated Biorefinery Research Facility (IBRF) showcases NREL's commitment to collaboration and to meeting the nation's biofuels and bioproducts development and deployment goals. Designed to speed the growth of the biofuels and bioproducts industries, the IBRF is a unique $33.5 million pilot facility capable of supporting a variety of projects. The IBRF is available to industry partners who work with NREL through cooperative research and development, technical, and analytical service agreements. With 27,000 ft2 of high bay space, the IBRF provides industry partners with the opportunity to operate, test, and develop their own biorefining technology and equipment.

Advance disposal fees and recycling: Partners or foes?

A political trend of shifting government responsibilities from the federal to the state and local level is beginning to take hold in many municipalities this year. Evidence of this shift recently was codified by the passage of Congress`s unfunded mandates bills, which require a panel review of any federal government mandates that create a cost burden of at least $50 million on state and local government. Expecting to be freed from the yoke of the most costly unfunded federal laws, many states are taking a second look at their expensive recycling laws and considering reassessment of how funding mechanisms are structured. This search for ways to raise revenue has renewed the continuing debate over advance disposal fees (ADFs), which are included in the cost of a product to pay for its ultimate disposal or reuse. These ADFs have been used for several years in a majority of US states to help handle scrap tire disposal. Due to concern over fire hazards posed by the nation`s growing scrap tire piles, several states have implemented a $1--$2 fee on each tire to help pay for disposal, most of which have been reasonably successful.

A Multiple Network Approach to Corporate Governance

In this work, we consider Corporate Governance ties among companies from a multiple network perspective. Such a structurenaturally arises from the close interrelation between the Shareholding Network and the Board of Directors network. Inorder to capture the simultaneous effects on both networks on Corporate Governance, we propose to model the Corporate Governance multiple network structure via tensor analysis. In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context. After providing some empirical results from the Italian financial market in the univariate case, we will show that a tensor-based multiple network approach can reveal important information.

Despite the Government?s effort to protect the marginal farmers by providing them the right ? price for their products, the suicide rate of the farmers has been shooting up. This indicates that all is not well in the Indian agriculture. In the recent times India has seen the growth of contract farming with companies directly getting into a contract with the farmers and providing them fair price to their produce. This is leading to corporate farming as a natural extension. A few initiatives have been taken in this regard with big corporate houses stepping in. The introduction of this type of farming and the involvement of the corporate might provide the much needed acceleration to the sector. The paper provides a critical analysis of the scenario of corporate farming and its economic viability in comparison with contract farming in India.

Multilateral, regional and bilateral energy trade governance  

SciTech Connect (OSTI)

The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Unions (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

The program`s goal is to provide financial relief to local governments that conduct emergency measures in response to releases or threats of releases of hazardous substances, pollutants, or contaminants. The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. This paper highlights the features of this program, illustrates the types of incidents that have been awarded reimbursement, and describes common mistakes to be avoided when applying for reimbursement.

Broadening Industry Governance to Include Nonproliferation

As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security thatthrough collaborative meansthe effectiveness of the international nonproliferation systemcan be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a companys corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

Collaborative development and operation of large physics experiments is fairly common. Less common is the collaborative development or operation of accelerators. A current example of the latter is the Spallation Neutron Source (SNS). The SNS project was conceived as a collaborative effort between six DOE facilities. In the SNS case, the control system was also developed collaboratively. The SNS project has now moved beyond the collaborative development phase and into the phase where Oak Ridge National Lab (ORNL) is integrating contributions from collaborating ''partner labs'' and is beginning accelerator operations. In this paper, the author reflects on the benefits and drawbacks of the collaborative development of an accelerator control system as implemented for the SNS project from the perspective of a partner lab.

Identification of FAM96B as a novel prelamin A binding partner

Highlights: We screen the binding protein of prelamin A by yeast two-hybrid screen. FAM96B colocalizes with prelamin A in HEK-293 cells. FAM96B physically interacts with prelamin A. -- Abstract: Prelamin A accumulation causes nuclear abnormalities, impairs nuclear functions, and eventually promotes cellular senescence. However, the underlying mechanism of how prelamin A promotes cellular senescence is still poorly understood. Here we carried out a yeast two-hybrid screen using a human skeletal muscle cDNA library to search for prelamin A binding partners, and identified FAM96B as a prelamin A binding partner. The interaction of FAM96B with prelamin A was confirmed by GST pull-down and co-immunoprecipitation experiments. Furthermore, co-localization experiments by fluorescent confocal microscopy revealed that FAM96B colocalized with prelamin A in HEK-293 cells. Taken together, our data demonstrated the physical interaction between FAM96B and prelamin A, which may provide some clues to the mechanisms of prelamin A in premature aging.

Analysis of interaction partners of H4 histone by a new proteomics approach

We describe a modification of the TAP method for purification and analysis of multiprotein complexes, termed here DEF-TAP (for Differential Elution Fractionation after Tandem Affinity Purification). Its essential new feature is the use for last purification step of 6XHis-Ni++ interaction, which is resistant to a variety of harsh washing conditions, including high ionic strength and presence of organic solvents. This allows us to use various fractionation schemes before the protease digestion, which is expected to improve the coverage of the analysed protein mixture and also to provide an additional insight into the structure of the purified macromolecular complex and the nature of protein-protein interactions involved. We illustrate our new approach by analysis of soluble nuclear complexes containing histone H4 purified from HeLa cells. In particular, we observed different fractionation patterns of HAT1 and RbAp46 proteins as compared to RbAp48 protein, all identified as interaction partners of H4 histone. In addition, we report all components of the licensing MCM2-7 complex and the apoptosis-related DAXX protein among the interaction partners of the soluble H4. Finally, we show that HAT1 requires N-terminal tail of H4 for its stable association with this histone.

Validation of Danish wind time series from a new global renewable energy atlas for energy system analysis

We present a new global high-resolution renewable energy atlas (REatlas) that can be used to calculate customised hourly time series of wind and solar PV power generation. In this paper, the atlas is applied to produce 32-year-long hourly model wind power time series for Denmark for each historical and future year between 1980 and 2035. These are calibrated and validated against real production data from the period 2000 to 2010. The high number of years allows us to discuss how the characteristics of Danish wind power generation varies between individual weather years. As an example, the annual energy production is found to vary by $\\pm10\\%$ from the average. Furthermore, we show how the production pattern change as small onshore turbines are gradually replaced by large onshore and offshore turbines. Performance Assessment for e-Government Services: An Experience Report

The transformation and integration of government services, enabled by the use of new technologies such as application servers and Web services, is fundamental to reduce the cost of government and improving service outcomes to citizens. Many core Government information systems comprise applications running on legacy mainframes, databases and transaction processing monitors. As Governments worldwide provide direct access over the Internet to these legacy applications from the general public, they may be exposed to workloads well above the origin design parameters of these back-end systems. This creates a significant risk of high profile failures for Government agencies whose newly integrated systems become overloaded. In this paper we describe how we conducted a performance assessment of a business-critical, Internet-facing Web services that integrated new and legacy systems from two Australian Government agencies. We leveraged prototype tools from our own research along with known techniques in performance modeling. We were able to clearly demonstrate that the existing hardware and software would be adequate to handle the predicted workload for the next financial year. We were also able to do what-if analysis and predict how the system can perform with alternative strategies to scale the system. We conclude by summarizing the lessons learnt, including the importance of architecture visibility, benchmarking data quality, and measurement feasibility due to issues of outsourcing, privacy legislation and cross-agency involvement.

This report demonstrates how the initiative achieves Building America (BA) goals of 30%-50% energy savings. Specifically, the goals are documented as being achieved in the new construction multifamily housing sector in the hot humid climate. The quality of governance of institutions, corporations and countries depends on the ability of efficient decision making within the respective boards or cabinets. Opinion formation processes within groups are size dependent. It is often argued - as now e.g. in the discussion of the future size of the European Commission - that decision making bodies of a size beyond 20 become strongly inefficient. We report empirical evidence that the performance of national governments declines with increasing membership and undergoes a qualitative change in behavior at a particular group size. We use recent UNDP, World Bank and CIA data on overall government efficacy, i.e. stability, the quality of policy formulation as well as human development indices of individual countries and relate it to the country's cabinet size. We are able to understand our findings through a simple physical model of opinion dynamics in groups.

Performance Contracting and Energy Efficiency in the State Government Market

There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).
