In this book the authors introduce three new types of fuzzy model called the super column Fuzzy Relational Model using super column matrices, super row fuzzy relational model using super row matrices and super mixed fuzzy relational model using supermatrices. These new models are used to study the role of media on 27 percent reservation for the other backward classes in the educational institutions run by the Indian central Government. This book has four chapters. Chapter one introduces the new notion of super fuzzy relational models using supermatrices. In chapter two these new models are used to study the problem. Conclusions and opinions are given in chapters four and three respectively.

Organizational Politics, Turnover Intention and Organizational Commitment as Predictors of Employees Efficiency and Effectiveness in Academia

This study examined the prediction of organizational politics, turnover intention and organizational commitment on employees efficiency and effectiveness in academia. It made use of 200 randomly selected employees of Babcock University Ilishan, Ilishan Remo, Ogun State, Nigeria. The age range of the respondents was between 25 and 53 years with mean age of 36.1 and standard deviation of 3.01. The expost-facto research design was employed. Three standard instruments: Perception of Organizational Politics Scale (POPS) by Kacmar and Carlson (1994); Organization Commitment Scale by Meyer and Allen (1991); Turnover Intention Scale by O Driscoll and Benhrs (1994) ; respondents annual performance evaluation report were used in generating data for the study. Data Analysis involved the use of correlation and multiple regressions. The result indicated that the predictor variables combined and separately made significant contribution to the prediction of the criterion variable. Also, high and positive correlations were found between organizational politics and turnover intention, work efficiency and organizational commitment. On the basis of the findings, it was suggested that a happy employee is a better employee.

Propagation of polymer slugs through porous media

This paper describes an experimental and theoretical study of the mechanisms governing polymer slug propagation through porous media. An analytical model taking into account the macromolecule exclusion from pore walls is proposed to predict rodlike polymer velocity in porous media and thus the spreading out of polydispersed polymer slugs. Under conditions where this wall exclusion is maximum, i.e. at low shear rates and polymer concentrations, the experiments show that xanthan propagation is effectively predicted by this model. At higher flow rates and polymer concentrations, the effects of hydrodynamic dispersion and viscous fingering are analyzed. A new fractionation method for determining molecular weight distribution of polymers used in EOR is proposed.

Fukushima Media Involvement: Lessons Learned and Challenges

Only days after the Fukushima nuclear reactor disaster on March 11, 2011, the Department of Energys Pacific Northwest National Laboratory, or PNNL, found itself in a maelstrom of media attention following announcement of the detection of minute levels of radioactive material originating from the damaged reactors 4,500 miles away. Within days, PNNL had set up a technical team in support of the U.S. governments efforts to assist the devastated country. While a vast amount of information began to flow from Japan, the situation rapidly evolved challenging PNNL scientists and engineers, as well as news media and the general public to deal with a complex and often conflicting information stream. Over the course of about three weeks, PNNLs News & Media Relations staff and its scientists and engineers responded to more than one hundred requests for information, and engaged in dozens of personal interviews with international, national, regional and local media. While many of the interviews and resulting stories were accurate and well done, to say that all communication went flawless would be far from the truth. In the midst of chaos and confusion, which are part of any significant crisis, hiccoughs are sure to occur. Even when communications guidelines are established and agreed-to ahead of time, and spokespeople promise to stay on message and within their areas of expertise, there is no guarantee the ball will not be dropped on occasion. Addressed here is the rest of the story.

This report presents information and references to aid in the selection of 99Tc sorption media for feasibility studies regarding the removal of 99Tc from Hanford's low activity waste. The report contains literature search material for sorption media (including ion exchange media) for the most tested media to date, including SuperLig 639, Reillex HPQ, TAM (Kruion), Purolite A520E and A530E, and Dowex 1X8. The U.S. Department of Energy (DOE), Office of River Protection (ORP) is responsible for management and completion of the River Protection Project (RPP) mission, which comprises both the Hanford Site tank farms and the Waste Treatment and Immobilization Plant (WTP). The RPP mission is to store, retrieve and treat Hanford's tank waste; store and dispose of treated wastes; and close the tank farm waste management areas and treatment facilities in a safe, environmentally compliant, cost-effective and energy-effective manner.

In 1978 a literature search on selective blocking of fluid flow in porous media was done by Professor S.S. Marsden and two of his graduate students, Tom Elson and Kern Huppy. This was presented as SUPRI Report No. TR-3 entitled ''Literature Preview of the Selected Blockage of Fluids in Thermal Recovery Projects.'' Since then a lot of research on foam in porous media has been done on the SUPRI project and a great deal of new information has appeared in the literature. Therefore we believed that a new, up-to-date search should be done on foam alone, one which would be helpful to our students and perhaps of interest to others. This is a chronological survey showing the development of foam flow, blockage and use in porous media, starting with laboratory studies and eventually getting into field tests and demonstrations. It is arbitrarily divided into five-year time periods. 81 refs.

Developing Government Renewable Energy Projects

The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

Assessment of government tribology programs

An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements. Other than the high temperature programs very few of the tribology projects accomplish energy related objectives.

This paper presents an analysis of how the US government responded to the concern in the 1980`s that US companies were experiencing problems of competitiveness in international markets. By the mid 1980`s there was great and growing concern throughout the US that US companies were experiencing difficulties in international competition. Pressure on Congress to take action came from constituents seeking jobs and companies that would directly benefit (this usually means receive public money) from programs that Congress might initiate. The fact that most constituent calls to Congress were about job creation was lost in the on-rush of R&D performers seeking funds for their favorite R&D project. In response, Congress created the Advanced Technology Program, the Technology Transfer Initiative, and the Technology Reinvestment Project, expanded the responsibilities of ARPA/DARPA, increased funding for the Small Business Initiative, expanded the Manufacturing Extension Partnership, funded SEMATECH, and increased NSF funding for basic research at universities. Many of these programs were later criticized for being industrial welfare and several were cut-back or stopped. Retrospective analysis shows that few of these programs addressed the root cause of competitiveness difficulties. In fact, by the time most of these programs were in place, US companies were well on their way to correcting their competitiveness problems. In addition, few were relevant to companies` often expressed concerns about workforce training, regulatory costs, and access to foreign markets. Twenty percent reductions in health care costs, regulatory costs, and education costs could annually pump $500 billion into the US economy and make companies operating in the US much more competitive in international markets.

This study investigated how high-performance computing (HPC) investments can improve economic success and increase scientific innovation. This research focused on the common good and provided uses for DOE, other government agencies, industry, and academia. The study created two unique economic models and an innovation index: 1 A macroeconomic model that depicts the way HPC investments result in economic advancements in the form of ROI in revenue (GDP), profits (and cost savings), and jobs. 2 A macroeconomic model that depicts the way HPC investments result in basic and applied innovations, looking at variations by sector, industry, country, and organization size. ? A new innovation index that provides a means of measuring and comparing innovation levels. Key findings of the pilot study include: IDC collected the required data across a broad set of organizations, with enough detail to create these models and the innovation index. The research also developed an expansive list of HPC success stories.

Transmission Lines Emulating Moving Media

In this paper, we show how the electromagnetic phenomena in moving magnetodielectric media can be emulated using artificial composite structures at rest. In particular, we introduce nonreciprocal periodically loaded transmission lines which support waves obeying the same rules as plane electromagnetic waves in moving media. Because the actual physical structure is at rest, in these transmission lines there are no fundamental limitations on the velocity values, which may take values larger than the speed of light or even complex values (considering complex amplitudes in the time-harmonic regime). An example circuit of a unit cell of a "moving" transmission line is presented and analyzed both numerically and experimentally. The special case of composite right/left handed host line is also studied numerically. Besides the fundamental interest, the study is relevant for potential applications in realizing engineered materials for various transformations of electromagnetic fields.

Foam Transport in Porous Media - A Review

Amendment solutions with or without surfactants have been used to remove contaminants from soil. However, it has drawbacks such that the amendment solution often mobilizes the plume, and its movement is controlled by gravity and preferential flow paths. Foam is an emulsion-like, two-phase system in which gas cells are dispersed in a liquid and separated by thin liquid films called lamellae. Potential advantages of using foams in sub-surface remediation include providing better control on the volume of fluids injected, uniformity of contact, and the ability to contain the migration of contaminant laden liquids. It is expected that foam can serve as a carrier of amendments for vadose zone remediation, e.g., at the Hanford Site. As part of the U.S. Department of Energys EM-20 program, a numerical simulation capability will be added to the Subsurface Transport Over Multiple Phases (STOMP) flow simulator. The primary purpose of this document is to review the modeling approaches of foam transport in porous media. However, as an aid to understanding the simulation approaches, some experiments under unsaturated conditions and the processes of foam transport are also reviewed. Foam may be formed when the surfactant concentration is above the critical micelle concentration. There are two main types of foams the ball foam (microfoam) and the polyhedral foam. The characteristics of bulk foam are described by the properties such as foam quality, texture, stability, density, surface tension, disjoining pressure, etc. Foam has been used to flush contaminants such as metals, organics, and nonaqueous phase liquids from unsaturated soil. Ball foam, or colloidal gas aphrons, reportedly have been used for soil flushing in contaminated site remediation and was found to be more efficient than surfactant solutions on the basis of weight of contaminant removed per gram of surfactant. Experiments also indicate that the polyhedral foam can be used to enhance soil remediation. The transport of foam in porous media is complicated in that the number of lamellae present governs flow characteristics such as viscosity, relative permeability, fluid distribution, and interactions between fluids. Hence, foam is a non-Newtonian fluid. During transport, foam destruction and formation occur. The net result of the two processes determines the foam texture (i.e., bubble density). Some of the foam may be trapped during transport. According to the impacts of the aqueous and gas flow rates, foam flow generally has two regimes weak and strong foam. There is also a minimum pressure gradient to initiate foam flow and a critical capillary for foam to be sustained. Similar to other fluids, the transport of foam is described by Darcys law with the exception that the foam viscosity is variable. Three major approaches to modeling foam transport in porous media are the empirical, semi-empirical, and mechanistic methods. Mechanistic approaches can be complete in principal but may be difficult to obtain reliable parameters, whereas empirical and semi-empirical approaches can be limited by the detail used to describe foam rheology and mobility. Mechanistic approaches include the bubble population-balance model, the network/percolation theory, the catastrophe theory, and the filtration theory. Among these methods, all were developed for modeling polyhedral foam with the exception that the method based on the filtration theory was for the ball foam (microfoam).

METAL MEDIA FILTERS, AG-1 SECTION FI

One application of metal media filters is in various nuclear air cleaning processes including applications for protecting workers, the public and the environment from hazardous and radioactive particles. To support this application the development of the ASME AG-1 FI Standard on Metal Media has been under way for more than ten years. Development of the proposed section has required resolving several difficult issues associated with operating conditions (media velocity, pressure drop, etc.), qualification testing, and quality acceptance testing. Performance characteristics of metal media are dramatically different than the glass fiber media with respect to parameters like differential pressures, operating temperatures, media strength, etc. These differences make existing data for a glass fiber media inadequate for qualifying a metal media filter for AG-1. In the past much work has been conducted on metal media filters at facilities such as Lawrence Livermore National Laboratory (LLNL) and Savannah River National Laboratory (SRNL) to qualify the media as High Efficiency Particulate Air (HEPA) Filters. Particle retention testing has been conducted at Oak Ridge Filter Test Facility and at Air Techniques International (ATI) to prove that the metal media meets or exceeds the 99.97% particle retention required for a HEPA Filter. Even with his testing, data was lacking to complete an AG-1 FI Standard on metal media. With funding secured by Mississippi State University (MSU) from National Nuclear Security Administration (NNSA), a research test stand is being designed and fabricated at MSU's Institute for Clean Energy Technology (ICET) Facility to obtain qualification data on metal media. This in turn will support required data needed for the FI Standard. The paper will discuss in detail how the test stand at MSU will obtain the necessary data to complete the FI Standard.

The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Unions (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

Fukushima Media Involvement: Lessons Learned and Challenges - 13261

Only days after the Fukushima nuclear reactor disaster on March 11, 2011, the DOE's Pacific Northwest National Laboratory, or PNNL, found itself in a maelstrom of media attention following its announcement of the detection of minute levels of radioactive material originating from the damaged reactors 4,500 miles away. Because PNNL develops state-of-the-art ultra-sensitive radionuclide detection and monitoring systems for national security applications, and has some of the equipment operating on its Richland campus, there was little surprise when one of these sophisticated systems led PNNL to be the first to detect measurable radionuclides in the United States. On Wednesday, March 16, 2011, that system detected minuscule levels of short-lived radioactive xenon, a telltale element derived from either weapons testing or a major reactor disruption. Immediately after the detection was announced, a flurry of inquiries nearly overwhelmed staff as governments, scientific organizations, the general public, and reporters struggled to understand and estimate what impacts this disaster might have on health and environment. Over the course of about three weeks, PNNL's News and Media Relations staff and its scientists and engineers responded to more than 100 requests for information, and engaged in dozens of personal interviews with international, national, regional, and local media. While many of the interviews and resulting stories were accurate and well done, not all communication went flawlessly. In the midst of chaos and confusion, which are part of any significant crisis, hiccoughs are sure to occur. Addressed here is 'the rest of the story'. (authors)

The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. Lenses allow the formation of clear images in homogeneous linear media. Holography is an alternative imaging method, but its use is limited to cases in which it provides an advantage, such as three-dimensional imaging. In nonlinear media, lenses no longer work. The light produces intensity-dependent aberrations. The reverse propagation method used in digital holography to form images from recorded holograms works even in Kerr media [M. Tsang, D. Psaltis, and F. G. Omenetto, Opt. Lett. 28, 1873 (2003).]. The principle has been experimentally demonstrated recently in defocusing media [C. Barsi, W.Wan, and J.W. Fleischer, Nat. Photonics 3, 211 (2009).]. Here, we report experimental results in focusing media.

The Morf project is developing next generation digital media management technologies by incorporating features of traditional systems such as digital libraries, knowledge bases, and content management systems. A gas fluidized-bed stirred media mill is provided for comminuting solid ticles. The mill includes a housing enclosing a porous fluidizing gas diffuser plate, a baffled rotor and stator, a hollow drive shaft with lateral vents, and baffled gas exhaust exit ports. In operation, fluidizing gas is forced through the mill, fluidizing the raw material and milling media. The rotating rotor, stator and milling media comminute the raw material to be ground. Small entrained particles may be carried from the mill by the gas through the exit ports when the particles reach a very fine size.

Broadening Industry Governance to Include Nonproliferation

As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security thatthrough collaborative meansthe effectiveness of the international nonproliferation systemcan be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a companys corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

Isotope Specific Remediation Media and Systems - 13614

On March 11, 2011, now two years ago, the magnitude 9.0 Great East Japan earthquake, Tohoku, hit off the Fukushima coast of Japan. While, of course, most of the outcome of this unprecedented natural and manmade disaster was a negative, both in Japan and worldwide, there have been some extremely invaluable lessons learned and new emergency recovery technologies and systems developed. As always, the mother of invention is necessity. Among these developments has been the development and full-scale implementation of proven isotope specific media (ISMs) with the intent of surgically removing specific hazardous isotopes for the purpose of minimizing dose to workers and the environment. The first such ISMs to be deployed at the Fukushima site were those removing cesium (Cs-137) and iodine (I-129). Since deployment on June 17, 2011, along with treated cooling water recycle, some 70% of the curies in the building liquid wastes have been removed by the Kurion system alone. The current levels of cesium are now only 2% of the original levels. Such an unprecedented, 'external cooling system' not only allowed the eventual cold shut down of the reactors in mid-December, 2011, but has allowed workers to concentrate on the cleanup of other areas of the site. Water treatment will continue for quite some time due to continued leakage into the buildings and the eventual goal of cleaning up the reactors and fuel pools themselves. With the cesium removal now in routine operation, other isotopes of concern are likely to become priorities. One such isotope is that of strontium, and yttrium (Sr-90 and Y-90), which is still at original levels causing further dose issues as well as impediments to discharge of the treated waste waters. For over a year now, a new synthetic strontium specific media has been under development and testing both in our licensed facility in Oak Ridge, Tennessee, but also in confirmatory tests by the Japan Atomic Energy Agency (JAEA) in Japan for Tokyo Electric Power Company (TEPCO). The tests have proven quite successful, even in high salt conditions, and, with loading and dose calculations being completed, will be proposed to add to the existing cesium system. There is no doubt, as high gamma isotopes are removed, other recalcitrant isotopes such as this will require innovative removal media, systems and techniques. Also coming out of this international effort are other ISM media and systems that can be applied more broadly to both Commercial Nuclear Power Plants (NPPs) as well as in Department of Energy (DOE) applications. This cesium and strontium specific media has further been successfully tested in 2012 at a Magnox station in the UK. The resulting proposed mitigation systems for pond and vault cleanup look quite promising. An extremely unusual ISM for carbon 14 (C-14), nickel (Ni-63) and cesium (Cs-137) has been developed for Diablo Canyon NPP for dose reduction testing in their fuel pool. These media will be deployed in Submersible Media Filter (SMF) and Submersible Columns (SC) systems adapted to standard Tri-Nuclear{sup R} housings common in the U.S. and UK. External Vessel Systems (mini-Fukushima) have also been developed as a second mitigation system for D and D and outages. Finally, technetium (Tc- 99) specific media developed for the Waste Treatment Plant (WTP) recycle or condensate (secondary) waste streams (WM 2011) are being further perfected and tested for At-Tank Tc-99 removal, as well as At Tank Cs media. In addition to the on-going media development, systems for deploying such media have developed over the last year and are in laboratory- and full-scale testing. These systems include the fore mentioned Submersible Media Filters (SMF), Submersible Columns (SC) and external pilot- and full-scale, lead-lag, canister systems. This paper will include the media development and testing, as well as that of the deployment systems themselves. (authors)

Transformation Optics with Photonic Band Gap Media

We introduce a class of optical media based on adiabatically modulated, dielectric-only, and potentially extremely low-loss, photonic crystals. The media we describe represent a generalization of the eikonal limit of transformation optics (TO). The foundation of the concept is the possibility to fit frequency isosurfaces in the k-space of photonic crystals with elliptic surfaces, allowing them to mimic the dispersion relation of light in anisotropic effective media. Photonic crystal cloaks and other TO devices operating at visible wavelengths can be constructed from optically transparent substances like glasses, whose attenuation coefficient can be as small as 10 dB/km, suggesting the TO design methodology can be applied to the development of optical devices not limited by the losses inherent to metal-based, passive metamaterials.

Governance of the International Linear Collider Project

Governance models for the International Linear Collider Project are examined in the light of experience from similar international projects around the world. Recommendations for one path which could be followed to realize the ILC successfully are outlined. The International Linear Collider (ILC) is a unique endeavour in particle physics; fully international from the outset, it has no 'host laboratory' to provide infrastructure and support. The realization of this project therefore presents unique challenges, in scientific, technical and political arenas. This document outlines the main questions that need to be answered if the ILC is to become a reality. It describes the methodology used to harness the wisdom displayed and lessons learned from current and previous large international projects. From this basis, it suggests both general principles and outlines a specific model to realize the ILC. It recognizes that there is no unique model for such a laboratory and that there are often several solutions to a particular problem. Nevertheless it proposes concrete solutions that the authors believe are currently the best choices in order to stimulate discussion and catalyze proposals as to how to bring the ILC project to fruition. The ILC Laboratory would be set up by international treaty and be governed by a strong Council to whom a Director General and an associated Directorate would report. Council would empower the Director General to give strong management to the project. It would take its decisions in a timely manner, giving appropriate weight to the financial contributions of the member states. The ILC Laboratory would be set up for a fixed term, capable of extension by agreement of all the partners. The construction of the machine would be based on a Work Breakdown Structure and value engineering and would have a common cash fund sufficiently large to allow the management flexibility to optimize the project's construction. Appropriate contingency, clearly apportioned at both a national and global level, is essential if the project is to be realised. Finally, models for running costs and decommissioning at the conclusion of the ILC project are proposed. This document represents an interim report of the bodies and individuals studying these questions inside the structure set up and supervised by the International Committee for Future Accelerators (ICFA). It represents a request for comment to the international community in all relevant disciplines, scientific, technical and most importantly, political. Many areas require further study and some, in particular the site selection process, have not yet progressed sufficiently to be addressed in detail in this document. Discussion raised by this document will be vital in framing the final proposals due to be published in 2012 in the Technical Design Report being prepared by the Global Design Effort of the ILC.

Service governance is a set of businesses processes, policies and technical solutions that support enterprises in their implementation and management of their SOA. The decisions of service governance, especially concerning service boundaries at the enterprise level, influence the deployment topology of business services across or within business organizations. Deployment topologies are realized by integration technologies such as Enterprise Service Bus (ESB). Service governance and technical solutions interact in a subtle way including through communication patterns and protocols between services and ESBs, as well as the deployment and configuration of ESB. The ion processing element includes a porous fibrous glass substrate impregnated by composite media having one or more active components supported by a matrix material of polyacrylonitrile. The active components are effective in removing, by various mechanisms, one or more constituents from a fluid stream passing through the ion processing element. Due to the porosity and large surface area of both the composite medium and the substrate in which it is disposed, a high degree of contact is achieved between the active component and the fluid stream being processed. The article summarizes the studies of wave fields in structured non-equilibrium media describing by means of nonlocal hydrodynamic models. Due to the symmetry properties of models, we derived the invariant wave solutions satisfying autonomous dynamical systems. Using the methods of numerical and qualitative analysis, we have shown that these systems possess periodic, multiperiodic, quasiperiodic, chaotic, and soliton-like solutions. Performance Assessment for e-Government Services: An Experience Report

The transformation and integration of government services, enabled by the use of new technologies such as application servers and Web services, is fundamental to reduce the cost of government and improving service outcomes to citizens. Many core Government information systems comprise applications running on legacy mainframes, databases and transaction processing monitors. As Governments worldwide provide direct access over the Internet to these legacy applications from the general public, they may be exposed to workloads well above the origin design parameters of these back-end systems. This creates a significant risk of high profile failures for Government agencies whose newly integrated systems become overloaded. In this paper we describe how we conducted a performance assessment of a business-critical, Internet-facing Web services that integrated new and legacy systems from two Australian Government agencies. We leveraged prototype tools from our own research along with known techniques in performance modeling. We were able to clearly demonstrate that the existing hardware and software would be adequate to handle the predicted workload for the next financial year. We were also able to do what-if analysis and predict how the system can perform with alternative strategies to scale the system. We conclude by summarizing the lessons learnt, including the importance of architecture visibility, benchmarking data quality, and measurement feasibility due to issues of outsourcing, privacy legislation and cross-agency involvement.

NMR CHARACTERIZATIONS OF PROPERTIES OF HETEROGENEOUS MEDIA

A critical and long-standing need within the petroleum industry is the specification of suitable petrophysical properties for mathematical simulation of fluid flow in petroleum reservoirs (i.e., reservoir characterization). The development of accurate reservoir characterizations is extremely challenging. Property variations may be described on many scales, and the information available from measurements reflect different scales. In fact, experiments on laboratory core samples, well-log data, well-test data, and reservoir-production data all represent information potentially valuable to reservoir characterization, yet they all reflect information about spatial variations of properties at different scales. Nuclear magnetic resonance (NMR) spectroscopy and imaging (MRI) provide enormous potential for developing new descriptions and understandings of heterogeneous media. NMR has the rare capability to probe permeable media non-invasively, with spatial resolution, and it provides unique information about molecular motions and interactions that are sensitive to morphology. NMR well-logging provides the best opportunity ever to resolve permeability distributions within petroleum reservoirs. We develop MRI methods to determine, for the first time, spatially resolved distributions of porosity and permeability within permeable media samples that approach the intrinsic scale: the finest resolution of these macroscopic properties possible. To our knowledge, this is the first time that the permeability is actually resolved at a scale smaller than the sample. In order to do this, we have developed a robust method to determine of relaxation distributions from NMR experiments and a novel implementation and analysis of MRI experiments to determine the amount of fluid corresponding to imaging regions, which are in turn used to determine porosity and saturation distributions. We have developed a novel MRI experiment to determine velocity distributions within flowing experiments, and developed methodology using that data to determine spatially resolved permeability distributions. We investigate the use of intrinsic properties for developing improved correlations for predicting permeability from NMR well-logging data and for obtaining more accurate estimates of multiphase flow properties--the relative permeability and capillary pressure--from displacement experiments. We demonstrate the use of MRI measurements of saturation and relaxation for prediction wetting-phase relative permeability for unstable experiments. Finally, we developed an improved method for determining surface relaxivity with NMR experiments, which can provide better descriptions of permeable media microstructures and improved correlations for permeability predictions.

A generalized Debye source approach to electromagnetic scattering in layered media

The standard solution to time-harmonic electromagnetic scattering problems in homogeneous layered media relies on the use of the electric field dyadic Green's function. However, for small values of the governing angular frequency ?, evaluation of the electric field using this Green's function exhibits numerical instability. In this short note, we provide an alternative approach which is immune from this low-frequency breakdown as ? ? 0. Our approach is based on the generalized Debye source representation of Maxwell fields. Using this formulation, the electric and magnetic fields gracefully decouple in the static limit, a behavior similar to that of the classical Lorenz-Debye-Mie representation of Maxwell fields in spherical geometries. We derive extensions of both the generalized Deybe source and Lorenz-Debye-Mie representations to planar geometries, as well as provide equations for the solution of scattering from a perfectly conducting half-space and in layered media using a Sommerfeld-like approach. These formulas are stable as ? tends to zero, and offer alternatives to the electric field dyadic Green's function.

Wave Propagation in Jointed Geologic Media

Predictive modeling capabilities for wave propagation in a jointed geologic media remain a modern day scientific frontier. In part this is due to a lack of comprehensive understanding of the complex physical processes associated with the transient response of geologic material, and in part it is due to numerical challenges that prohibit accurate representation of the heterogeneities that influence the material response. Constitutive models whose properties are determined from laboratory experiments on intact samples have been shown to over-predict the free field environment in large scale field experiments. Current methodologies for deriving in situ properties from laboratory measured properties are based on empirical equations derived for static geomechanical applications involving loads of lower intensity and much longer durations than those encountered in applications of interest involving wave propagation. These methodologies are not validated for dynamic applications, and they do not account for anisotropic behavior stemming from direcitonal effects associated with the orientation of joint sets in realistic geologies. Recent advances in modeling capabilities coupled with modern high performance computing platforms enable physics-based simulations of jointed geologic media with unprecedented details, offering a prospect for significant advances in the state of the art. This report provides a brief overview of these modern computational approaches, discusses their advantages and limitations, and attempts to formulate an integrated framework leading to the development of predictive modeling capabilities for wave propagation in jointed and fractured geologic materials.

Risk, media, and stigma at Rocky Flats

Public responses to nuclear technologies are often strongly negative. Events, such as accidents or evidence of unsafe conditions at nuclear facilities, receive extensive and dramatic coverage by the news media. These news stories affect public perceptions of nuclear risks and the geographic areas near nuclear facilities. One result of these perceptions, avoidance behavior, is a form of technological stigma that leads to losses in property values near nuclear facilities. The social amplification of risk is a conceptual framework that attempts to explain how stigma is created through media transmission of information about hazardous places and public perceptions and decisions. This paper examines stigma associated with the US Department of energy`s Rocky Flats facility, a major production plant in the nation`s nuclear weapons complex, located near Denver, Colorado. This study, based upon newspaper analyses and a survey of Denver area residents, finds that the social amplification theory provides a reasonable framework for understanding the events and public responses that took place in regard to Rocky Flats during a 6-year period, beginning with an FBI raid of the facility in 1989.

TRUST: A Computer Program for Variably Saturated Flow in Multidimensional, Deformable Media

The computer code, TRUST. provides a versatile tool to solve a wide spectrum of fluid flow problems arising in variably saturated deformable porous media. The governing equations express the conservation of fluid mass in an elemental volume that has a constant volume of solid. Deformation of the skeleton may be nonelastic. Permeability and compressibility coefficients may be nonlinearly related to effective stress. Relationships between permeability and saturation with pore water pressure in the unsaturated zone may include hysteresis. The code developed by T. N. Narasimhan grew out of the original TRUNP code written by A. L. Edwards. The code uses an integrated finite difference algorithm for numerically solving the governing equation. Narching in time is performed by a mixed explicit-implicit numerical procedure in which the time step is internally controlled. The time step control and related feature in the TRUST code provide an effective control of the potential numerical instabilities that can arise in the course of solving this difficult class of nonlinear boundary value problem. This document brings together the equations, theory, and users manual for the code as well as a sample case with input and output.

The quality of governance of institutions, corporations and countries depends on the ability of efficient decision making within the respective boards or cabinets. Opinion formation processes within groups are size dependent. It is often argued - as now e.g. in the discussion of the future size of the European Commission - that decision making bodies of a size beyond 20 become strongly inefficient. We report empirical evidence that the performance of national governments declines with increasing membership and undergoes a qualitative change in behavior at a particular group size. We use recent UNDP, World Bank and CIA data on overall government efficacy, i.e. stability, the quality of policy formulation as well as human development indices of individual countries and relate it to the country's cabinet size. We are able to understand our findings through a simple physical model of opinion dynamics in groups.

There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

We introduce a new concept for the manipulation of fluid flow around three-dimensional bodies. Inspired by transformation optics, the concept is based on a mathematical idea of coordinate transformations, and physically implemented with anisotropic porous media permeable to the flow of fluids. In two different situations - for an impermeable object situated either in a free-flowing fluid or in a fluid-filled porous medium - we show that the object can be coated with a properly chosen inhomogeneous, anisotropic permeable medium, such as to preserve the streamlines of flow and the pressure distribution that would have existed in the absence of the object. The proposed fluid flow cloak completely eliminates any disturbance of the flow by the object, including the downstream wake. Advanced interferometric profile measurements through refractive media

Optical profilers are valuable tools for the characterization of microelectromechanical systems (MEMSs). They use phase sifting interferometry (PSI) or vertical scanning interferometry to measure the topography of microscale structures with nanometer resolution. However, for many emerging MEMS applications, the sample needs to be imaged while placed in a liquid or in a package with a glass window. The increased refractive index of the transparent medium degrades the interference image contrast and prevents any measurement of the sample. We report on the modification of a Veeco NT1100 optical profiler to enable PSI measurements through refractive media. This approach can be applied to any other optical profiler with PSI capability. The modification consists in replacing the original illumination source with a custom-built narrow linewidth source, which increases the coherence length of the light and the contrast of the interference image. We present measurements taken with the modified configuration on samples covered with 3 mm water or 500 {mu}m glass, and we compare them to measurements of uncovered samples. We show that the measurement precision is only slightly reduced by the water and glass, and that it is still sufficiently high for typical MEMS applications. The described method can be readily used for measuring through other types and thicknesses of refractive materials.

Using government purchasing power to reduce equipment standby power

Although the government sector represents only 10 to 15 percent of the economy in most countries, carefully targeted public procurement can play a significant role in market transformation through its influence on both buyers and suppliers. Government leadership in energy-efficient purchasing can set an example for other buyers, while creating opportunities for leading manufacturers and distributors to increase their sales and market share by offering energy-efficient products at competitive prices. Under proper circumstances, a highly visible government purchasing policy can have a disproportionately large influence on the market for efficient products. In the United States, President Bush signed an Executive Order in 2001 directing all federal agencies to buy products with low standby power (1 watt or less where possible). This represents a deliberate choice to use government purchasing - rather than regulations or incentives - as a market-based strategy to encourage energy savings. It also builds upon existing efforts to encourage Federal purchase of energy-efficient products (Energy Star products and others in the top 25th percentile of efficiency). This paper summarizes the Federal Energy Management Program s first 18 months of experience in implementing this Executive Order, including analysis of data on standby power, interactions with manufacturers and industry groups, and the relationship between these efforts and other federal programs concerning product labelling, testing, rating, and efficiency standards. After five years of implementing low-standby power purchasing, we estimate energy savings for federal agencies alone at about 230 GWh/year (worth US$14 million), with spillover effects on the broader market that will save all US consumers nearly 4000 GWh/year (US$300 million).

Applying Best Practices to Florida Local Government Retrofit Programs

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.
