    This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    Protection of low-income consumers remains an important public policy concern in a restructuring electricity industry. Policies are needed to ensure that low-income households have enough affordable electricity to protect their health and safety, and that they are not victimized by unscrupulous suppliers. In this paper, the author presents three broad federal roles in setting low-income electricity policy, and discuss three more specific policy areas: universal service, electricity assistance, and health and safety. He discusses the key policy issues that arise when considering these potential federal initiatives and draw upon reviews of proposed low-income policies from restructuring proposals in eight states--California, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin.

    In the brave new world of a more competitive electricity market, low income customers are destined to be the forgotten market segment. Given the endemic challenges of minimal incomes, high turnover, payment problems, security risks, etc., this is the last place where ambitious power marketers (or the new competitively oriented utilities) are going to look for profits. Consequently, whereas private sector research devoted to potentially profitable segments of the residential market has picked up speed (especially regarding those higher socio-economic status early adopter types who participate in pilot programs), little or no market research has been focused on the low income population. The only trouble with this scenario is that the problem of needing to serve low income customers is not going to disappear after deregulation. If anything, it will likely intensify. In recognition of these circumstances, the purpose of this paper is to focus attention on the issue of providing energy efficiency services to low income customers in a restructured electricity market. The vehicle for doing so is to present some highlight results of an extensive sequence of research focused on the low income area, conducted for the Detroit Edison Evaluation Collaborative. This research includes an evaluation of a rather innovative in-home education and energy efficiency program operated by Detroit Edison, together with what the authors believe to be an unprecedented investigation and market assessment of the low income customer population of that major Midwestern utility. The paper then concludes with some more general observations regarding the need for and feasibility of providing energy efficiency services to this customer segment.

    The Department of Energy's Energy Information Administration (EIA) recently released its short-term forecast for residential energy prices for the winter of 2007-2008. The forecast indicates increases in costs for low-income consumers in the year ahead, particularly for those using fuel oil to heat their homes. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation's low-income households by primary heating fuel type, nationally and by Census Region. The report provides an update of bill estimates provided in a previous study, "The Impact Of Forecasted Energy Price Increases On Low-Income Consumers" (Eisenberg, 2005). The statistics are intended for use by policymakers in the Department of Energy's Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2008 fiscal year. In addition to providing expenditure forecasts for the year immediately ahead, this analysis uses a similar methodology to give policy makers some insight into one of the major policy debates that will impact low-income energy expenditures well into the middle decades of this century and beyond. There is now considerable discussion of employing a cap-and-trade mechanism to first limit and then reduce U.S. emissions of carbon into the atmosphere in order to combat the long-range threat of human-induced climate change. The Energy Information Administration has provided an analysis of projected energy prices in the years 2020 and 2030 for one such cap-and-trade carbon reduction proposal that, when integrated with the RECS 2001 database, provides estimates of how low-income households will be impacted over the long term by such a carbon reduction policy.

    The purpose of this project was to assess the relationships between two federal programs that support low income households, the Weatherization Assistance Program (WAP) and the Low Income Home Energy Assistance Program (LIHEAP). The specific question addressed by this research is: what impact does weatherizing homes of LIHEAP recipients have on the level of need for LIHEAP assistance? The a priori expectation is that the level of need will decrease. If this is the case, then it can be argued that a non-energy benefit of WAP is the reduction in the level of need for LIHEAP assistance for households receiving weatherization assistance. The study area for this project was Boston, Massachusetts, which is representative of large northern urban areas. Additionally, Boston was chosen because one of its social service agencies, Action for Boston Community Development (ABCD), administers both WAP and LIHEAP programs. ABCD has a substantial client base of low-income households and was willing to cooperate in this study. In the State of Massachusetts, an income test is used to determine whether low-income households qualify for standard LIHEAP benefits. Benefits provided to eligible households are determined by a schedule that gauges benefit levels based on household income and number of members in the household. Additionally, households that consume large amounts of primary heating fuel can also qualify an additional high energy subsidy. It was expected that weatherization's biggest influence on the LIHEAP program would be in reducing the number of households qualifying for high energy subsidies. Data were collected for three groups of households that received both weatherization and LIHEAP assistance and for one control group that only received LIHEAP assistance. Table ES-1 indicates the sample sizes, weatherization dates, and winter time periods when changes in energy consumption and receipt of LIHEAP benefits could be expected to be observed. The reason why there is a lag of one year when weatherization impacts upon LIHEAP benefits might be observed is that LIHEAP benefits--specifically high energy benefits--are based on the previous year's primary heat fuel bills.

    In support of the U.S. Department of Energy`s Weatherization Assistance Program, Oak Ridge National Laboratory has performed a literature review of weatherization measures applicable for homes located in warm climate regions. Sources for this information included: (1) documented engineering estimates, (2) vendor information, (3) reported performance from research and field tests, and (4) direct discussions with researchers, vendors, and field reporters. Estimated savings are extrapolated from reported energy savings and applied to the end-use energy consumption for low-income homes reported by the Energy Information Administration. Additionally, installation costs, savings-to-investment ratios, and parameters indicating performance sensitivity to issues such as occupancy, construction, client education, and maintenance requirements are presented. The report is comprised of two sections: (1) an overview of measure performance, and (2) an appendix. The overview of measures is in a tabular format, which allows for quick reference. More detailed discussions and references for each measure are presented in the Appendix and it is highly recommended that these be reviewed prior to measure selection.

    A field test involving 35 houses was performed in Texas between 2000 and 2003 to study the response of low-income homes in hot climates to weatherization performed as part of the U.S Department of Energy Weatherization Assistance Program and to investigate certain methods to improve weatherization performance. The study found that improved Program designs and the use of advanced energy audits resulted in better weatherization measures being installed (use of blower doors to guide the infiltration work, more frequent installation of attic insulation, and installation of wall insulation) in the study homes, improved space-heating savings performance compared to the Program as implemented in the hot climates in 1989, and more comfortable indoor temperatures. Two key policy dilemmas for Texas and other hot-climate states were highlighted by the study; namely, how to balance expenditures between installing cost-effective weatherization measures and performing health, safety, and repair items, and that health, safety, and repair items can have an adverse impact on energy savings, which further complicates the weatherization decision process. Several occupant and equipment-related behaviors were observed in the field test homes that help explain why audits may over predict energy consumptions and savings and why air-conditioning electricity savings are difficult to measure. Based on this study, it is recommended that states in hot climates be encouraged to select from an expanded list of measures using advanced audits or other techniques, and further studies examining the benefits obtained from air conditioner measures should be performed. In addition, guidelines should be developed for the hot-climate states on how to (a) balance the objectives of saving energy, improving health and safety, and addressing repair issues, and (b) select repair items.

The study assessed the persistence of energy savings resulting from participation in the Wisconsin Utility Weatherization Assistance Program (UWAP). The study assessed the impact of weatherization and heating system measures up to eight years after the installation of energy conservation measures (ECMS) in low-income, gas-heated residences, the majority of which are 1- and 2-unit buildings. Primary data for the study came from two utilities, Wisconsin Gas Company and Madison Gas & Electric Company. Both utilities provided WECC with their weatherization program databases, which contained participant information back to 1982. WECC also obtained fuel consumption information for the program participants from each utility. The consumption histories spanned a 6-year period from March 1985 through May 1991 for Wisconsin Gas Company participants, and a 5-year period from October 1986 through August 1991 for Madison Gas & Electric Company participants. After attrition, the study included 5,129 customers from the Wisconsin Gas Company program and 1,553 customers from the Madison Gas & Electric Company program.

    Using DOE grant funds, the Alliance to Save Energy developed and managed an award-winning low-income housing demonstration in cooperation with Houston Habitat for Humanity at the 1996 and 1997 annual NAHB Builders Show in Houston, Texas. Using a unique group of over 30 national, state and local partners, the energy design of Houston Habitat houses was permanently upgraded to the Energy Star Homes Program threshold. Meeting Energy Star Homes Program criteria, the partner design team increased the level of efficiency approximately 30% over the 1992 Model Energy Code. This innovative design using commercially available materials added approximately $1,400 in cost-effective energy upgrades with an estimated payback of less than 8 years. The 30 public-private partners successfully demonstrated energy and resource efficient housing techniques to the 65,000 NAHB home show attendees and the over 3,000 Habitat affiliates. This project resulted in the Houston Habitat affiliate becoming the nation`s first low-income Energy Star Homes Program home builder. By the year 2000, Houston Habitat anticipates building over 500 homes to this new level of efficiency as well as set an example for other Habitat affiliates nationwide to follow. The 1997 demonstration house utilized an all-women volunteer builders team to construct a 3 bedroom home in Houston Habitat`s Woodglen Subdivision. Energy consumption was remotely metered by Texas A and M.

    In the last quarter of a century, the western world has become increasingly aware of environmental threats to health and safety. During this period, people psychologically retreated away from outdoors hazards such as pesticides, smog, lead, oil spills, and dioxin to the seeming security of their homes. However, the indoor environment may not be healthier than the outdoor environment, as has become more apparent over the past few years with issues such as mold, formaldehyde, and sick-building syndrome. While the built human environment has changed substantially over the past 10,000 years, human biology has not; poor indoor air quality creates health risks and can be uncomfortable. The human race has found, over time, that it is essential to manage the indoor environments of their homes. ASHRAE has long been in the business of ventilation, but most of the focus of that effort has been in the area of commercial and institutional buildings. Residential ventilation was traditionally not a major concern because it was felt that, between operable windows and envelope leakage, people were getting enough outside air in their homes. In the quarter of a century since the first oil shock, houses have gotten much more energy efficient. At the same time, the kinds of materials and functions in houses changed in character in response to people's needs. People became more environmentally conscious and aware not only about the resources they were consuming but about the environment in which they lived. All of these factors contributed to an increasing level of public concern about residential indoor air quality and ventilation. Where once there was an easy feeling about the residential indoor environment, there is now a desire to define levels of acceptability and performance. Many institutions--both public and private--have interests in Indoor Air Quality (IAQ), but ASHRAE, as the professional society that has had ventilation as part of its mission for over 100 years, is the logical place to provide leadership. This leadership has been demonstrated most recently by the publication of the first nationally recognized standard on ventilation in homes, ASHRAE Standard 62.2-2003, which builds on work that has been part of ASHRAE for many years and will presumably continue. Homeowners and occupants, which includes virtually all of us, will benefit from the application of Standard 62.2 and use of the top ten list. This activity is exactly the kind of benefit to society that the founders of ASHRAE envisioned and is consistent with ASHRAE's mission and vision. ASHRAE members should be proud of their Society for taking leadership in residential ventilation.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    It is now widely accepted that the standard method for daylighting evaluation- the daylight factor- is due for replacement with metrics founded on absolute values for luminous quantities predicted over the course of a full year using sun and sky conditions derived from standardised climate files. The move to more realistic measures of daylighting introduces significant levels of additional complexity in both the simulation of the luminous quantities and the reduction of the simulation data to readily intelligible metrics. The simulation component, at least for buildings with standard glazing materials, is reasonably well understood. There is no consensus however on the composition of the metrics, and their formulation is an ongoing area of active research. Additionally, non-domestic and residential buildings present very different evaluation scenarios and it is not yet clear if a single metric would be applicable to both. This study uses a domestic dwelling as the setting to investigate and explore the applicability of daylighting metrics for residential buildings. In addition to daylighting provision for task and disclosing the potential for reducing electric lighting usage, we also investigate the formulation of metrics for non-visual effects such as entrainment of the circadian system.

    One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

    Businesses, government agencies, consumers, policy makers, and utilities currently have limited access to occupant-, building-, and location-specific recommendations for optimal energy retrofit packages, as defined by estimated costs and energy savings. This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location. Energy savings and incremental costs are calculated relative to a minimum upgrade reference scenario, which accounts for efficiency upgrades that would occur in the absence of a retrofit because of equipment wear-out and replacement with current minimum standards.

    As one of the measures to achieve the reduction in greenhouse gas emissions agreed to in the"Kyoto Protocol," an institutional scheme for determining energy efficiency standards for energy-consuming appliances, called the"Top-Runner Approach," was developed by the Japanese government. Its goal is to strengthen the legal underpinnings of various energy conservation measures. Particularly in Japan's residential sector, where energy demand has grown vigorously so far, this efficiency standard is expected to play a key role in mitigating both energy demand growth and the associated CO2 emissions. This paper presents an outlook of Japan's residential energy demand, developed by a stochastic econometric model for the purpose of analyzing the impacts of the Japan's energy efficiency standards, as well as the future stochastic behavior of income growth, demography, energy prices, and climate on the future energy demand growth to 2030. In this analysis, we attempt to explicitly take into consideration more than 30 kinds of electricity uses, heating, cooling and hot water appliances in order to comprehensively capture the progress of energy efficiency in residential energy end-use equipment. Since electricity demand, is projected to exhibit astonishing growth in Japan's residential sector due to universal increasing ownership of electric and other appliances, it is important to implement an elaborate efficiency standards policy for these appliances.

    In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

    This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energyís Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined. The later approach allowed total energy use and costs to be assessed but did not account for weather variation. From this statistical analysis, 18 study participants were selected and interviewed. The participants completed an in-home interview covering a range of topics, including changes in occupancy and additional changes to the homes that may have affected energy use. The goal of the interviews was to identify factors that may have contributed to unusual energy performance. These factors were identified by their frequency of occurrence in outperforming or underperforming homes, or simply by identifying factors that had the largest impact on overall savings. The motivations and levels of satisfaction with the outcomes of the upgrades were covered in detail, as well as extensive discussions of behaviors pertaining to thermal control, lighting, water, and appliance use. Most of cases studied achieved substantial energy savings, although it was more common for the projected savings to be greater than the demonstrated savings. Two factors that played a very large role in savings variation were 1) changes in occupancy and 2) fenestration improvements outside of the incentive programs. Motivation for pursuing the upgrades (e.g., environmental sustainability vs. comfort or cost savings) did not seem to play any role in achieving savings. Participants generally were more concerned with maintaining aesthetics through lighting than comfort through heating or cooling. They also seemed more likely to turn the lights off when leaving a room than to turn the heat off when leaving the home.

Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    The goal of this study was to develop a Residential Integrated Ventilation Controller (RIVEC) to reduce the energy impact of required mechanical ventilation by 20percent, maintain or improve indoor air quality and provide demand response benefits. This represents potential energy savings of about 140 GWh of electricity and 83 million therms of natural gas as well as proportional peak savings in California. The RIVEC controller is intended to meet the 2008 Title 24 requirements for residential ventilation as well as taking into account the issues of outdoor conditions, other ventilation devices (including economizers), peak demand concerns and occupant preferences. The controller is designed to manage all the residential ventilation systems that are currently available. A key innovation in this controller is the ability to implement the concept of efficacy and intermittent ventilation which allows time shifting of ventilation. Using this approach ventilation can be shifted away from times of high cost or high outdoor pollution towards times when it is cheaper and more effective. Simulations, based on the ones used to develop the new residential ventilation requirements for the California Buildings Energy code, were used to further define the specific criteria and strategies needed for the controller. These simulations provide estimates of the energy, peak power and contaminant improvement possible for different California climates for the various ventilation systems. Results from a field test of the prototype controller corroborate the predicted performance.

    The Canadian Municipality of Port Hope, Ontario, is located some 100 km east of Toronto and has been the location of radium and/or uranium refining since the 1930's. Historically, these activities involved materials containing radium-226, uranium, arsenic and other contaminants generated by the refining process. In years past, properties and sites in Port Hope became contaminated from spillage during transportation, unrecorded, un-monitored or unauthorized diversion of contaminated fill and materials, wind and water erosion and spread from residue storage areas. Residential properties in Port Hope impacted by radioactive materials are being addressed by the Canadian federal government under programs administered by the Low-Level Radioactive Waste Management Office (LLRWMO) and the Port Hope Area Initiative Management Office (PHAIMO). Issues that currently arise at these properties are addressed by the LLRWMO's Interim Waste Management Program (IWM). In the future, these sites will be included in the PHAIMO's Small Scale Sites (SSS) remedial program. The LLRWMO has recently completed a remediation and restoration program at a residential property in Port Hope that has provided learnings that will be applicable to the PHAIMO's upcoming SSS remedial effort. The work scope at this property involved remediating contaminated refinery materials that had been re-used in the original construction of the residence. Following removal of the contaminated materials, the property was restored for continued residential use. This kind of property represents a relatively small, but potentially challenging subset of the portfolio of sites that will eventually be addressed by the SSS program. (authors)

    China's rapid economic expansion has propelled it to the rank of the largest energy consuming nation in the world, with energy demand growth continuing at a pace commensurate with its economic growth. The urban population is expected to grow by 20 million every year, accompanied by construction of 2 billion square meters of buildings every year through 2020. Thus residential energy use is very likely to continue its very rapid growth. Understanding the underlying drivers of this growth helps to identify the key areas to analyze energy efficiency potential, appropriate policies to reduce energy use, as well as to understand future energy in the building sector. This paper provides a detailed, bottom-up analysis of residential building energy consumption in China using data from a wide variety of sources and a modelling effort that relies on a very detailed characterization of China's energy demand. It assesses the current energy situation with consideration of end use, intensity, and efficiency etc, and forecast the future outlook for the critical period extending to 2020, based on assumptions of likely patterns of economic activity, availability of energy services, technology improvement and energy intensities. From this analysis, we can conclude that Chinese residential energy consumption will more than double by 2020, from 6.6 EJ in 2000 to 15.9 EJ in 2020. This increase will be driven primarily by urbanization, in combination with increases in living standards. In the urban and higher income Chinese households of the future, most major appliances will be common, and heated and cooled areas will grow on average. These shifts will offset the relatively modest efficiency gains expected according to current government plans and policies already in place. Therefore, levelling and reduction of growth in residential energy demand in China will require a new set of more aggressive efficiency policies.

    This report provides background data upon which residential lighting fixture energy conservation programs can be built. The current stock of residential lighting is described by usage level, lamp wattage, fixture type, and location within the house. Data are discussed that indicate that 25% of residential fixtures are responsible for 80% of residential lighting energy use, and that justify targeting these fixtures as candidates for retrofit with energy-efficient fixtures. Fixtures determined to have the highest energy use are hardwired ceiling fixtures in kitchens, living/family rooms, dining rooms, and outdoors. An assessment of the market for residential fixtures shows that nearly half of new residential fixtures are imported, 61% of new fixtures sold are hardwired, and about half of all new fixtures sold are for ceiling installation.

A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures.
