    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    Government and utility conservation programs have increased tremendously in scope, breadth, intensity, and sophistication since the 1973 oil embargo. Early programs were mainly ''soft'' information and education efforts designed to increase citizen and customer awareness of energy issues and energy-efficiency options. In general, these programs were developed in a crisis atmosphere. The prevailing views then were that something had to be done, that almost any well-intentioned program was likely to be of value, and that we could not afford the luxury of carefully assessing program alternatives.

    Orange County Florida completed the construction of a 20 kilowatt Solar Demonstration and Research Facility in March 2015. The system was constructed at the Orange County/University of Florida Cooperative Extension Center whose electric service address is 6021 South Conway Road, Orlando, Florida 32802. The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid. The Photovoltaic Solar Demonstration and Research Facility also serves an educational tool to the public; the solar array is tied directly into a data logger that provides real time power generation accessible for public viewing on an interactive kiosk located in the Orange County/University of Florida Cooperative Extension Center’s lobby where visitors can review “real time” power generation, cost savings and environmental benefits of the system. Site commissioning with the software program was delayed due to Internal Security Software issues within Orange County that needed to be resolved, therefore the “real time” capture of the production data for the solar array using the software program commenced on May 1, 2015. In addition an educational flyer was developed and is available in the Orange County Education Center’s main lobby. The project completed under this grant award assisted Orange County in demonstrating leadership by installing the application of a renewable energy technology combined with energy efficiency measures; resulting in reduced energy costs for the Orange County University of Florida Cooperative Extension Center, and helping Orange County citizens and visitors move towards the goals of greater energy independence and climate protection. The addition of the new Solar Demonstration and Research Facility has advanced the Orange County/University of Florida Cooperative Extension Center’s mission of extending, educating and providing research-based information to residents and visitors of Orange County by demonstrating the application of renewable energy technology combined with energy efficiency measures; resulting in reduced energy costs, and helping Orange County move towards the goal of greater energy independence and climate protection. In 2014, the Orange County Cooperative Extension Center hosted nearly 10,800 visitors to their on-site Exploration Gardens plus 12,686 walk-in visitors to their office plant clinic and other services. The Education Center held 2,217 educational events that were attended by 46,434 adults and youth, but about half of those events occurred off-site. Based on the visitation numbers in 2014 the Orange County Cooperative Extension Center Education is a vital partner to Orange County’s continued outreach and education efforts concerning renewable energy technologies and greenhouse gas emission reduction well in the current 2015 year and future years of operation of the solar array to the future visitors of the Center which help stimulate market demand that will continue to advance the commercialization and the widespread application and use of renewable energy technologies in Orange County and the state of Florida. The project period performance date for this grant was November 1, 2009 through March 1, 2015. The Final Project costs to complete the project as reported in the FINAL SF 425 were $195,512.50 (50% recipient cost share was satisfied as required by grant terms and conditions).

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

It also describes energy conservation and management activities of the Federal Government under section 381 of the Energy Policy and Conservation Act. Implementation activities undertaken during FY94 by the Federal agencies under the Energy Policy Act of 1992 and Executive Orders 12759 and 12902 are also described. During FY94, total (gross) energy consumption of the US Government, including energy consued to produce, process, and transport energy, was 1.72 quadrillion Btu. This represents {similar_to}2.0% of the total 85.34 quads used in US.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project. All of Salt Lake County's research documents and studies, agreements, and technical information is available to the public. In addition, the County has already shared a variety of information with the public through webinars, site tours, presentations, and written correspondence.

    The Morris County Improvement Authority (�Authority�), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (�Solar Projects�) at fifteen (15) sites for seven (7) local government units (�Local Units�) in and including the County. The Program uses a Power Purchase Agreement (�PPA�) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    Energy conservation is virtually always a bust. Governments around the world continually trot out new schemes to reduce energy use and promote efficiency. The prime American example of this futility is government regulation of automobile gas mileage. Prompted by the Arab oil embargo of 1973, Congress mandated a doubling of gas mileage. What happened? Gasoline consumption rose from 1973 to the 1990s, as the roads were flooded with energy-efficient cars. Huge sport-utility vehicles crowd parking lots, also thanks to more efficient engines. Conservation fails because it takes no account of economics of human nature. The combination of greater engine efficiency and rising disposable income has produced a true golden age of motoring. In the same way, what is saved by installing special light bulbs is often wasted on new hot tubs, exterior lighting and a host of other energy uses, as homeowners assume that their electric bills will drop off substantially. In spite of these and dozens of other clear failures, the claims for conservation to solve virtually all the national energy dilemmas continue. Few if any are valid. While each of us can reduce energy use in one or two areas, one finds that the nation gradually uses more.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    We investigate coupled stochastic differential equations governing N non-negative continuous random variables that satisfy a conservation principle. In various fields a conservation law requires that a set of fluctuating variables be non-negative and (if appropriately normalized) sum to one. As a result, any stochastic differential equation model to be realizable must not produce events outside of the allowed sample space. We develop a set of constraints on the drift and diffusion terms of such stochastic models to ensure that both the non-negativity and the unit-sum conservation law constraint are satisfied as the variables evolve in time. We investigate the consequences of the developed constraints on the Fokker-Planck equation, the associated system of stochastic differential equations, and the evolution equations of the first four moments of the probability density function. We show that random variables, satisfying a conservation law constraint, represented by stochastic diffusion processes, must have diffusion terms that are coupled and nonlinear. The set of constraints developed enables the development of statistical representations of fluctuating variables satisfying a conservation law. We exemplify the results with the bivariate beta process and the multivariate Wright-Fisher, Dirichlet, and Lochner’s generalized Dirichlet processes.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     The Hanford Site was established in 1943 as one of the three original Manhattan Project locations involved in the development of atomic weapons. It continued as a defense production center until 1988, when its mission changed to environmental restoration and remediation. The Hanford Site is changing its business strategy and in doing so, is reinventing government. This new development has been significantly influenced by a number of external sources. These include: the change in mission, reduced security requirements, new found partnerships, fiscal budgets, the Tri-Party agreement and stakeholder involvement. Tight budgets and the high cost of cleanup require that the site develop and implement innovative cost saving approaches to its mission. Costeffective progress is necessary to help assure continued funding by Congress.

    With an average herd size of 113 mature cows, Cayuga County is home to 280 dairy farms and 31,500 dairy milking cows producing approximately 855 million gallons of milk per year. The Cayuga Dairy industry is a major contributor to the countys economy, employing nearly 1200 people, while generating $140,000,000 of revenue from sale of milk alone. At the same time, the Cayuga County dairy industry also produces 5.7 million gallons of manure daily: a) Nearly 34% of this manure is produced on smaller farms. b) Digesters are expensive pieces of equipment and require attention and care. c) The on-farm digester systems have fairly long payback (>10 years) even for larger CAFO farms (>1000 milking cows). In 2005, Cayuga County Soil and Water Conservation District (The District), a Public Agency under Cayuga County, decided to undertake a centralized community digester project. The primary goal of the project was to develop an economically sustainable model, under the auspices of The District to address manure management issues facing the smaller dairies, improve the water quality and improve the quality of life for Cayuga County residents. It is believed that the District has accomplished this goal by completing construction of Cayuga County Regional Digester on a parcel of land behind the Cayuga County Natural Resource Center located at 7413 County House Road in the Town of Sennett in Cayuga County, New York. The digester facility consists of the following major components. 1. Transfer Station: This an indoor truck bay, where 35,000 gallons of manure from three local farms, 8,500 gallons of liquid organic food-processor waste, and 1,200 gallons of brown grease are unloaded from tanker trucks and the digested slurry is loaded onto the tanker trucks for delivery back to the participating farms. 2. Anaerobic Digester: The project utilizes a hydraulic mix anaerobic digester, a unique design that has no internal moving parts for mixing. The digester, which operates at mesophilic temperatures, is designed to process the daily feedstock and produce 220,000 SCF2 of biogas per day. The digester also produces 44,000 gallons of digested slurry per day. 3. Biogas Conditioning System: The plant employs a biological biogas conditioning system to remove the H2S and moisture contents of the biogas and prepare it to be used by the plant generation system. 4. Combined Heat and Power System (CHP): This is a 633kW high efficiency biogas-fired GE-Jenbacher model JMS-312 GS-NL reciprocating engine cogeneration system. The heat recovery system incorporated into the package is designed to capture the waste heat from the engine exhaust, the jacket cooling water and the engine oil circuit. 5. Electrical Substation and Power Distribution Systems: An electrical distribution system has been constructed on-site that aggregates the electrical service of the different county buildings on the District campus into a county owned electric distribution system that is interconnected with the CHP and the local electric grid. The electrical system is designed, in accordance with the utility guidelines, to allow grid-parallel operation of CHP and provide for import and export of electric power. 6. Thermal Energy Distribution System: The heat recovery system has been integrated into a high temperature water distribution system that distributes the heat to the thermal circuits for the anaerobic digester facility. Additional piping has also been installed to transfer the remaining thermal energy to other county buildings on the campus. On a daily basis, the plant will co-process 35,000 gallons of manure from local dairy farms, 8,500 gallons of food-processor waste and 1,200 gallons of brown grease to produce 200,000 ft3/d of biogas and 44,000 gallons of pathogen-free nutrient-rich digested slurry for agricultural use by farms and in the local area. The biogas fueled CHP produces 5,157,000 kWh of electricity and 19,506 dekatherms of thermal energy per year. Electrical power generated by the cogeneration system powers all the buildings on the Cayuga County campus and any surplus power is exported to the grid under a power purchase agreement. Heat recovered from the cogeneration system will be used to maintain the temperature of the process equipment and the excess will be transported to the Cayuga County Public Safety Building to offset purchase of fossil fuel to fuel the boilers. The majority of plant operations are unmanned and automated. However, the plant will have a small staff of well-trained personnel to coordinate the feedstock deliveries and shipments, supervise the day-to-day operation, monitor the systems and perform maintenance, maintain a safe and reliable operation and to respond to emergencies.
