    The Financial Statistics of Major US Investor-Owned Electric Utilities publication presents summary and detailed financial accounting data on the investor-owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for making policy and decisions relating to investor-owned electric utility issues. The US electric power industry is a combination of electric utilities (investor-owned, publicly owned, Federal, and cooperatives) and nonutility power producers. Investor-owned electric utilities account for over three-fourths of electric sales and revenue. Historically, the investor-owned electric utilities have served the large consolidated markets. There is substantial diversity among the investor-owned electric utilities in terms of services, size, fuel usage, and prices charged. Most investor-owned electric utilities generate, transmit, and distribute electric power. Investor-owned electric utilities operate in all States except Nebraska; Hawaii is the only State in which all electricity is supplied by investor-owned electric utilities. 5 figs., 57 tabs.

    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications. (5) The development of federal procurement guidelines under Executive Order 12873 titled ''Federal Acquisition, Recycling and Waste Prevention,'' in October 1993 was a positive step toward getting CCBs accepted in the marketplace. Industry needs to continue to work with EPA to develop additional procurement guidelines for products containing CCBs--and to take advantage of existing guidelines to encourage the use of CCBs in high-profile projects. (6) Accelerated progress toward increased utilization of CCBs can be made only if there is an increased financial commitment and technical effort by industry and government. The framework for this has been set by the successful cooperation of industry and government under DOE leadership. Cooperation should continue, with DOE fulfilling its lead role established in the RTC. It is clear that the RTC recommendations continue to have validity with respect to increasing CCB utilization and continue to provide guidance to industry and government agencies.

    Small and medium commercial customers in California make up about 20-25% of electric peak load in California. With the roll out of smart meters to this customer group, which enable granular measurement of electricity consumption, the investor-owned utilities will offer dynamic prices as default tariffs by the end of 2011. Pacific Gas and Electric Company, which successfully deployed Automated Demand Response (AutoDR) Programs to its large commercial and industrial customers, started investigating the same infrastructures application to the small and medium commercial customers. This project aims to identify available technologies suitable for automating demand response for small-medium commercial buildings; to validate the extent to which that technology does what it claims to be able to do; and determine the extent to which customers find the technology useful for DR purpose. Ten sites, enabled by eight vendors, participated in at least four test AutoDR events per site in the summer of 2010. The results showed that while existing technology can reliably receive OpenADR signals and translate them into pre-programmed response strategies, it is likely that better levels of load sheds could be obtained than what is reported here if better understanding of the building systems were developed and the DR response strategies had been carefully designed and optimized for each site.

  14. Findings from Seven Years of Field Performance Data for Automated Demand Response in Commercial Buildings

    California is a leader in automating demand response (DR) to promote low-cost, consistent, and predictable electric grid management tools. Over 250 commercial and industrial facilities in California participate in fully-automated programs providing over 60 MW of peak DR savings. This paper presents a summary of Open Automated DR (OpenADR) implementation by each of the investor-owned utilities in California. It provides a summary of participation, DR strategies and incentives. Commercial buildings can reduce peak demand from 5 to 15percent with an average of 13percent. Industrial facilities shed much higher loads. For buildings with multi-year savings we evaluate their load variability and shed variability. We provide a summary of control strategies deployed, along with costs to install automation. We report on how the electric DR control strategies perform over many years of events. We benchmark the peak demand of this sample of buildings against their past baselines to understand the differences in building performance over the years. This is done with peak demand intensities and load factors. The paper also describes the importance of these data in helping to understand possible techniques to reach net zero energy using peak day dynamic control capabilities in commercial buildings. We present an example in which the electric load shape changed as a result of a lighting retrofit.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    This paper is an overview of various activities underway in the Federal sector to help improve the energy efficiency in new and existing Federal commercial buildings. The two main drivers for the energy efficiency upgrades within the Federal sector are Executive Orders (E.O.) from the Executive branch and the legislative requirements passed by the legislative branch and then signed into law by the Executive branch of the U.S. Federal Government. The recent Executive Orders pertaining to this discussion are the E.O. 12902 (1994) and the E.O. 13123 (1999). The legislative requirements are contained in the Energy Policy Act (EPACT) of 1992 which amended the Energy Conservation and Production Act (ECPA) and the pending Energy Policy Act of 2003.

    The Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to all federal agencies, to state and local governments, and to universities and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties. This report was compiled from primary records, which were readily available to the INL’s Office of Technology Transfer & Commercialization. The accomplishments cataloged in the report, however, reflect the achievements and creativity of the highly skilled researchers, technicians, support staff, and operators of the INL workforce. Their achievements and recognized capabilities are what make the accomplishments cataloged here possible. Without them, none of these transactions would occur.

    The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the container that confines the fuel assemblies could provide an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. This analysis, however, does not take credit for the additional barrier and establishes only the total release fractions for bare unconfined intact commercial SNF assemblies, which may be conservatively applied to confined intact commercial I SNF assemblies.

    Eisenhower's Atoms for Peace speech in 1953 is remembered for engaging the world, and the Soviet Union in particular, in a dialogue about arms control and the formulation of a nuclear regime in which national and international security concerns growing from this unprecedented emerging and frightening new weapons capability would be addressed while tapping the civilian promise of nuclear applications for the good of mankind. Out of it came a series of initiatives, leading fifteen years later to the NPT, intended to allow the growth and spread of the beneficial uses of nuclear know-how while constraining the incentives and capabilities for nuclear weapons. The last 50 years has seen a gradual spread in nations with nuclear weapons, other nations with nuclear knowledge and capabilities, and still others with nuclear weapon intentions. Still most nations of the world have forgone weapon development, most have signed and abided by the NPT, and some that have had programs or even weapons, have turned these capabilities off. Yet despite this experience, and despite a relatively successful record up to a few years ago, there is today a clear and generally recognized crisis in nuclear governance, a crisis that affects the future of all the cross-cutting civilian/security issues we have cited. The crux of this crisis is a lack of consensus among the major powers whose support of international efforts is necessary for effective governance of nuclear activities. The lack of consensus focuses on three challenges: what to do about non-compliance, what to do about non-adherence, and what to do about the possible leakage of nuclear materials and technologies to terrorist groups. Short of regaining consensus on the priority to be given to nuclear material and technology controls, it is unlikely that any international regime to control nuclear materials and technologies, let alone oversee a growth in the nuclear power sector, will be successful in the tough cases where it needs to be successful. Regaining that consensus on the other hand means alleviating some fundamental insecurity on the part of states, and weakening the hold that terrorist groups have on some state governments. This in turn requires that some fundamental issues be addressed, with recognition that these are part of a suite of complex and dynamic interactions. Among these issues are: How will states provide for their own security and other central interests while preventing further proliferation, protecting against the use of nuclear weapons, and yet allowing for the possible expansion of nuclear power?; How best can states with limited resources to fight terrorist activities and safeguard nuclear materials be assisted in securing their materials and technologies?; What is the future role of international inspections? Does the IAEA remain the right organization to carry out these tasks? If not, what are the desired characteristics of a successor agency and can there be agreement on one?; How confident can we be of nonproliferation as latent nuclear weapon capabilities spread? The policies to address these and other issues must explicitly deal with NPT members who do not observe their obligations; NPT non-members; illicit trade in SNM and weapon technologies and the possibility of a regional nuclear war.

    Production of tritium for weapons and fusion R and D programs and successful development of Inertial Confinement Fusion (ICF) technologies are important national goals. A conceptual design for an ICF facility to meet these goals is presented. FIRST STEP (Fusion, Inertial, Reduced-Requirements Systems Test for Special Nuclear Material, Tritium, and Energy Production) is a concept for a plant to produce SNM, tritium, and energy while serving as a test bed for ICF technology development. A credible conceptual design for an ICF SNM and tritium production facility that competes favorably with fission technology on the bases of cost, production quality, and safety was sought. FIRST STEP is also designed to be an engineering test facility that integrates systems required for an ICF power plant and that is intermediate in scale between proof-of-principle experiment and commercial power plant. FIRST STEP driver and pellet performance requirements are moderate and represent reasonable intermediate goals in an R and D plan for ICF commercialization. Repetition rate requirements for FIRST STEP are similar to those of commercial size plants and FIRST STEP can be used to integrate systems under realistic ICF conditions.

    Commercial buildings account for a large portion of summer peak electric demand. Research results show that there is significant potential to reduce peak demand in commercial buildings through advanced control technologies and strategies. However, a better understanding of commercial buildings contribution to peak demand and the use of energy management and control systems is required to develop this demand response resource to its full potential. The main objectives of the study were: (1) To evaluate the size of contributions of peak demand commercial buildings in the U.S.; (2) To understand how commercial building control systems support energy efficiency and DR; and (3) To disseminate the results to the building owners, facility managers and building controls industry. In order to estimate the commercial buildings contribution to peak demand, two sources of data are used: (1) Commercial Building Energy Consumption Survey (CBECS) and (2) National Energy Modeling System (NEMS). These two sources indicate that commercial buildings noncoincidental peak demand is about 330GW. The project then focused on technologies and strategies that deliver energy efficiency and also target 5-10% of this peak. Based on a building operations perspective, a demand-side management framework with three main features: (1) daily energy efficiency, (2) daily peak load management and (3) dynamic, event-driven DR are outlined. A general description of DR, its benefits, and nationwide DR potential in commercial buildings are presented. Case studies involving these technologies and strategies are described. The findings of this project are shared with building owners, building controls industry, researchers and government entities through a webcast and their input is requested. Their input is presented in the appendix section of this report.

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

    This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    Nuclear materials declared by the US and Russian governments as surplus to defense programs are being converted into fuel for commercial nuclear reactors. This report presents the results of an analysis estimating the market effects that would likely result from current plans to commercialize surplus defense inventories. The analysis focuses on two key issues: (1) the extent by which traditional sources of supply, such as production from uranium mines and enrichment plants, would be displaced by the commercialization of surplus defense inventories or, conversely, would be required in the event of disruptions to planned commercialization, and (2) the future price of uranium considering the potential availability of surplus defense inventories. Finally, the report provides an estimate of the savings in uranium procurement costs that could be realized by US nuclear power generating companies with access to competitively priced uranium supplied from surplus defense inventories.

    Although heat pump water heaters are today widely accepted in both Japan and Europe, where energy costs are high and government incentives for their use exist, acceptance of such products in the US has been limited. While this trend is slowly changing with the introduction of heat pump water heaters into the residential market, but acceptance remains low in the commercial sector. The objective of the presented work is the development of a high efficiency R744 heat pump water heater for commercial applications with effective utilization of the cooling capability for air conditioning and/or refrigeration. The ultimate goal is to achieve total system COP of up to 8. This unit will be targeted at commercial use where some cooling load is typically needed year round, such as restaurants, hotels, nursing homes, and hospitals. This paper presents the performance results from the development of four R744 commercial heat pump water heater packages of approximately 35 kW and comparison to a commercially available baseline R134a unit of the same capacity and footprint. In addition, the influences of an internal heat exchanger and an enhanced evaporator on the system performance are described and recommendations are made for further improvements of the R744 system.

    A major objective of the U.S. Department of Energy is to have a zero energy commercial building by the year 2025. Windows have a major influence on the energy performance of the building envelope as they control over 55% of building energy load, and represent one important area where technologies can be developed to save energy. Aluminum framing systems are used in over 80% of commercial fenestration products (i.e. windows, curtain walls, store fronts, etc.). Aluminum framing systems are often required in commercial buildings because of their inherent good structural properties and long service life, which is required from commercial and architectural frames. At the same time, they are lightweight and durable, requiring very little maintenance, and offer design flexibility. An additional benefit of aluminum framing systems is their relatively low cost and easy manufacturability. Aluminum, being an easily recyclable material, also offers sustainable features. However, from energy efficiency point of view, aluminum frames have lower thermal performance due to the very high thermal conductivity of aluminum. Fenestration systems constructed of aluminum alloys therefore have lower performance in terms of being effective barrier to energy transfer (heat loss or gain). Despite the lower energy performance, aluminum is the choice material for commercial framing systems and dominates the commercial/architectural fenestration market because of the reasons mentioned above. In addition, there is no other cost effective and energy efficient replacement material available to take place of aluminum in the commercial/architectural market. Hence it is imperative to improve the performance of aluminum framing system to improve the energy performance of commercial fenestration system and in turn reduce the energy consumption of commercial building and achieve zero energy building by 2025. The objective of this project was to develop high performance, energy efficient commercial fenestration framing systems, by investigating new technologies that would improve the thermal performance of aluminum frames, while maintaining their structural and life-cycle performance. The project targeted an improvement of over 30% (whole window performance) over conventional commercial framing technology by improving the performance of commercial framing systems.

    The US-Russian Government-to-Government Program of Cooperation on Nuclear Material Protection, Control, and Accounting (MPC&A) evolved from the Nunn-Lugar Cooperative Threat Reduction Program. In 1995, the US Department of Energy (DOE) assumed responsibility as the executive agent for implementation of the Government-to-Government MPC&A Program, followed by the programmatic responsibility for funding. The Russian Program initially emphasized limited exchanges, demonstrations, and upgrades at low-enriched uranium (LEU) fuel fabrication facility at Elektrostal in 1994. The program has expanded to include upgrades at nuclear facilities across Russia, development of the Russian Methodological Training Center (RMTC) in Obninsk; and cooperation with Gosatomnadzor, the Russian Federal Nuclear Radiation and Safety Authority. This paper describes the overall program including program objectives, approach, and US-Russian participation, with an emphasis on DOE-GAN cooperation.

    Empire Hard Chrome has recently installed commercial plasma source ion implantation (PSU) equipment built by North Star Research Corporation. Los Alamos National Laboratory has assisted in this commercialization effort via two Cooperative Research and Development Agreements to develop the plasma source for the equipment and to identify low-risk commercial PSII applications. The PSII system consists of a 1 m x 1 m cylindrical vacuum chamber with a rf plasma source. The pulse modulator is capable of delivering pulses kV and peak currents of 300 A at maximum repetition rate of 400 Hz. thyratron tube to switch a pulse forming network which is tailored to match the dynamic PSII load. In this paper we discuss the PSII system, process facility, and early commercial applications to production tooling.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    This report summarizes code requirements and energy savings of commercial buildings in climate zone 4 built to the 2009 IECC when compared to the 2006 IECC. In general, the 2009 IECC has higher insulation requirements for exterior walls, roof, and windows and have higher efficiency requirements for HVAC equipment (HVAC equipment efficiency requirements are governed by National Appliance Conversion Act of 1987 (NAECA), and are applicable irrespective of the IECC version adopted). The energy analysis results show that residential and nonresidential commercial buildings meeting the 2009 IECC requirements save between 6.1% and 9.0% site energy, and between 6.4% and 7.7% energy cost when compared to 2006 IECC. Analysis also shows that semiheated buildings have energy and cost savings of 3.9% and 5.6%.

    This document describes Dawn use, scheduling, and governance concerns. Users started running full-machine science runs in early April 2009 during the initial open shakedown period. Scheduling Dawn while in the Open Computing Facility (OCF) was controlled and coordinated via phone calls, emails, and a small number of controlled banks. With Dawn moving to the Secure Computing Facility (SCF) in fall of 2009, a more detailed scheduling and governance model is required. The three major objectives are: (1) Ensure Dawn resources are allocated on a program priority-driven basis; (2) Utilize Dawn resources on the job mixes for which they were intended; and (3) Minimize idle cycles through use of partitions, banks and proper job mix. The SCF workload for Dawn will be inherently different than Purple or BG/L, and therefore needs a different approach. Dawn's primary function is to permit adequate access for tri-lab code development in preparation for Sequoia, and in particular for weapons multi-physics codes in support of UQ. A second purpose is to provide time allocations for large-scale science runs and for UQ suite calculations to advance SSP program priorities. This proposed governance model will be the basis for initial time allocation of Dawn computing resources for the science and UQ workloads that merit priority on this class of resource, either because they cannot be reasonably attempted on any other resources due to size of problem, or because of the unavailability of sizable allocations on other ASC capability or capacity platforms. This proposed model intends to make the most effective use of Dawn as possible, but without being overly constrained by more formal proposal processes such as those now used for Purple CCCs.

  18. Broadening Industry Governance to Include Nonproliferation

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

  16. Audit of selected government-funded grants and contracts at Princeton University

    This audit was performed to determine the allowability of costs claimed by Princeton under 20 Government-funded, cost-reimbursement grants and contracts (agreements). The agreements audited were those assigned to two principal investigators who were also employed by a commercial business. The audit included test procedures for validating claimed costs by records tracing. For indirect costs and employee benefit costs, the audit analyzed whether claimed costs were based on approved fixed rates applied to appropriate allocation bases. In addition to reviewing Princeton`s records, documentation from the commercial business was reviewed. The audit identified conditions that called into question the amount of labor effort and expenditures incurred on the 20 Princeton agreements. Specifically, the number of hours that the principal investigators reported to have worked at the commercial business raised doubt about the amount of effort that was actually devoted to the agreements. Based on audit findings, recommendations were made for corrective actions by Princeton and for cost recovery by the contracting officers.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    Tecnogrid Group, New York, has signed a joint venture with the Russian Navy for commercial development of a wide range of sea dn land based assets owned by the former Soviet Navy. This paper reports that among other things, the venture aims for projects that will allow greater volumes of oil exports by revamping several naval bases. Tecnogrid's partner in the joint venture is AO Navicon, A Russian stock holding company that is the commercial arm of the Navy. Navicon has the sole right to commercially develop and deploy the Navy's assets. The Navy can no longer depend on the state for support, and Adm. Ig. Malhonin. With that in mind, the Navy is looking to become the leading force in moving toward a free market economy. Mahonin is Russia's second ranking naval official.

While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes.     Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

Task 4.1 in Phase 2 of the Statement of Work for this DOE contract requires that F2 ``document its plans for commercializing and marketing the stationary laser ablation system. This document shall include a discussion of prospects for commercial customers and partners and may require periodic update to reflect changing strategy. This document shall be submitted to the DOE for review.`` This report is being prepared and submitted in fulfillment of that requirement. This report describes the laser-based technology for cleaning and coatings removal, the types of laser-based systems that have been developed by F2 based on this technology, and the various markets that are emerging for this technology. F2`s commercialization and marketing plans are described, including how F2`s organization is structured to meet the needs of technology commercialization, F2`s strategy and marketing approach, and the necessary steps to receive certification for removing paint from aircraft and DOE certification for D and D applications. The future use of the equipment built for the DOE contract is also discussed.

    Tritium has become an important radionuclide in commercial Pressurized Water Reactors because of its mobility and tendency to concentrate in plant systems as tritiated water during the recycling of reactor coolant. Small quantities of tritium are released in routine regulated effluents as liquid water and as water vapor. Tritium has become a focus of attention at commercial nuclear power plants in recent years due to inadvertent, low-level, chronic releases arising from routine maintenance operations and from component failures. Tritium has been observed in groundwater in the vicinity of stations. The nuclear industry has undertaken strong proactive corrective measures to prevent recurrence, and continues to eliminate emission sources through its singular focus on public safety and environmental stewardship. This paper will discuss: production mechanisms for tritium, transport mechanisms from the reactor through plant, systems to the environment, examples of routine effluent releases, offsite doses, basic groundwater transport and geological issues, and recent nuclear industry environmental and legal ramifications.     This study presents findings from survey and interview data investigating replication efforts of Commercial Building Partnership (CBP) partners that worked directly with the Pacific Northwest National Laboratory (PNNL). PNNL partnered directly with 12 organizations on new and retrofit construction projects, which represented approximately 28 percent of the entire U.S. Department of Energy (DOE) CBP program. Through a feedback survey mechanism, along with personal interviews, PNNL gathered quantitative and qualitative data relating to replication efforts by each organization. These data were analyzed to provide insight into two primary research areas: 1) CBP partners’ replication efforts of technologies and approaches used in the CBP project to the rest of the organization’s building portfolio (including replication verification), and, 2) the market potential for technology diffusion into the total U.S. commercial building stock, as a direct result of the CBP program. The first area of this research focused specifically on replication efforts underway or planned by each CBP program participant. Factors that impact replication include motivation, organizational structure and objectives firms have for implementation of energy efficient technologies. Comparing these factors between different CBP partners revealed patterns in motivation for constructing energy efficient buildings, along with better insight into market trends for green building practices. The second area of this research develops a diffusion of innovations model to analyze potential broad market impacts of the CBP program on the commercial building industry in the United States.

  14. Wireless Roadside Inspection Phase II Tennessee Commercial Mobile Radio Services Pilot Test Final Report

    The Federal Motor Carrier Safety Administration (FMCSA) Wireless Roadside Inspection (WRI) Program is researching the feasibility and value of electronically assessing truck and bus driver and vehicle safety at least 25 times more often than is possible using only roadside physical inspections. The WRI program is evaluating the potential benefits to both the motor carrier industry and to government. These potential benefits include reduction in accidents, fatalities and injuries on our highways and keeping safe and legal drivers and vehicles moving on the highways. WRI Pilot tests were conducted to prototype, test and demonstrate the feasibility and benefits of electronically collecting safety data message sets from in-service commercial vehicles and performing wireless roadside inspections using three different communication methods. This report summarizes the design, conduct and results of the Tennessee CMRS WRI Pilot Test. The purpose of this Pilot test was to demonstrate the implementation of commercial mobile radio services to electronically request and collect safety data message sets from a limited number of commercial vehicles operating in Tennessee. The results of this test have been used in conjunction with the results of the complimentary pilot tests to support an overall assessment of the feasibility and benefits of WRI in enhancing motor carrier safety (reduction in accidents) due to increased compliance (change in motor carrier and driver behavior) caused by conducting frequent safety inspections electronically, at highway speeds, without delay or need to divert into a weigh station
