    The Fleet Test and Evaluation Team at the U.S. Department of Energy's National Renewable Energy Laboratory is evaluating and documenting the performance of electric and plug-in hybrid electric drive systems in medium-duty trucks across the nation. U.S. companies participating in this evaluation project received funding from the American Recovery and Reinvestment Act to cover part of the cost of purchasing these vehicles. Through this project, Smith Electric Vehicles is building and deploying 500 all-electric medium-duty trucks that will be deployed by a variety of companies in diverse climates across the country.

Through this project, Smith Electric Vehicles is building and deploying 500 all-electric medium-duty trucks that will be deployed by a variety of companies in diverse climates across the country.

    The goal of this proposal is to verify that large scale deployment of micro combined heat and power (?CHP) in North America (NA) has the potential to save 10.5 GW of primary energy in the commercial building sector. The objective to achieve this goal is to overcome four of the identified market barriers by commissioning eight field demonstration sites across four markets and three geographic regions in NA. The expected outcomes are to provide stakeholders (manufacturers, building owners/national account companies and installers) the information they need in order to make informed decisions regarding deployment of this technology.

    I am pleased to speak at the Fortieth Gordon Conference on Nuclear Chemistry. I served as Chairman of the first Gordon Conference on Nuclear Chemistry held June 23--27, 1952, at New Hampton, New Hampshire. In my remarks, during which I shall quote from my journal, I shall describe some of the background leading up to the first Gordon Conference on Nuclear Chemistry and my attendance at the first seven Gordon Conferences during the period 1952 through 1958. I shall also quote my description of my appearance as the featured speaker at the Silver Anniversary of the Gordon Research Conferences on December 27, 1956 held at the Commodore Hotel in New York City. I shall begin with reference to my participation in the predecessor to the Gordon Conferences, the Gibson Island Research Conferences 45 years ago, on Thursday, June 20, 1946, as a speaker. This was 15 years after the start of these conferences in 1931. Neil Gordon played a leading role in these conferences, which were named (in 1948) in his honor -- the Gordon Research Conferences -- soon after they were moved to Colby Junior College, New London, New Hampshire in 1947. W. George Parks became Director in 1947, Alexander Cruickshank became Assistant Director in 1947 and Director in 1968.

    Small particles have been at the heart of nanoscience since the birth of the field and now stand ready to make significant contributions to the big challenges of energy, health and sustainability. Atomic clusters show exquisite size-dependent electronic and magnetic properties and offer a new level of control in catalyses, sensors and biochips; functionalised nanocrystals offer remarkable optical properties and diverse applications in electronic devices, solar energy, and therapy. Both areas are complemented by a raft of recent advances in fabrication, characterization, and performance of a diversity of nanomaterials from the single atom level to nanowires, nanodevices, and biologically-inspired nanosystems. The goal of the 2011 Gordon Conference is thus to continue and enhance the interdisciplinary tradition of this series and discuss the most recent advances, fundamental scientific questions, and emerging applications of clusters, nanocrystals, and nanostructures. A single conference covering all aspects of nanoscience from fundamental issues to applications has the potential to create new ideas and stimulate cross fertilization. The meeting will therefore provide a balance among the three sub-components of the conference, true to its title, with a selection of new topics added to reflect rapid advances in the field. The open atmosphere of a Gordon conference, emphasizing the presentation of unpublished results and extensive discussions, is an ideal home for this rapidly developing field and will allow all participants to enjoy a valuable and stimulating experience. Historically, this Gordon conference has been oversubscribed, so we encourage all interested researchers from academia, industry, and government institutions to apply as early as possible. We also encourage all attendees to submit their latest results for presentation at the poster sessions. We anticipate that several posters will be selected for 'hot topic' oral presentations. Given the important role students and postdocs play in the future of this field, we also anticipate several talks of this kind from young investigators.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    In the framework of the functional renormalization group method it is shown that the phase structure of the 2-dimensional sine-Gordon model possesses a nontrivial UV fixed point which makes the model asymptotically safe. The fixed point exhibits strong singularity similarly to the scaling found in the vicinity of the infrared fixed point. The singularity signals the upper energy-scale limit to the validity of the model. We argue that the sine-Gordon model with a momentum-dependent wavefunction renormalization is in a dual connection with the massive sine-Gordon model.

    In 1960 Borel proved a "localization" result relating the rational cohomology of a topological space X to the rational cohomology of the fixed points for a torus action on X. This result and its generalizations have many applications in Lie theory. In 1934, P. Smith proved a similar localization result relating the mod p cohomology of X to the mod p cohomology of the fixed points for a Z/p-action on X. In this paper we study Z/p-localization ("Smith theory") for constructible sheaves and functions. We show that Smith theory on loop groups is related via the geometric Satake correspondence to some special homomorphisms that exist between algebraic groups defined over a field of small characteristic.

    The 2012 Gordon Research Conference on Mitochondria and Chloroplasts will assemble an international group of scientists investigating fundamental properties of these organelles, and their integration into broader physiological processes. The conference will emphasize the many commonalities between mitochondria and chloroplasts: their evolution from bacterial endosymbionts, their genomes and gene expression systems, their energy transducing membranes whose proteins derive from both nuclear and organellar genes, the challenge of maintaining organelle integrity in the presence of the reactive oxygen species that are generated during energy transduction, their incorporation into organismal signaling pathways, and more. The conference will bring together investigators working in animal, plant, fungal and protozoan systems who specialize in cell biology, genetics, biochemistry, physiology, proteomics, genomics, and structural biology. As such, this conference will provide a unique forum that engenders cross-disciplinary discussions concerning the biogenesis, dynamics, and regulation of these key cellular structures. By fostering interactions among mammalian, fungal and plant organellar biologists, this conference also provides a conduit for the transmission of mechanistic insights obtained in model organisms to applications in medicine and agriculture. The 2012 conference will highlight areas that are moving rapidly and emerging themes. These include new insights into the ultrastructure and organization of the energy transducing membranes, the coupling of organellar gene expression with the assembly of photosynthetic and respiratory complexes, the regulatory networks that couple organelle biogenesis with developmental and physiological signals, the signaling events through which organellar physiology influences nuclear gene expression, and the roles of organelles in disease and development.

    Radiation of a charged particle moving parallel to a inhomogeneous surface is considered. Within a single formalism periodic and random gratings are examined. For the periodically inhomogeneous surface we derive new expressions for the dispersion relation and the spectral-angular intensity. In particular, for a given observation direction two wavelengths are emitted instead of one wavelength of the standard Smith-Purcell effect. For a rough surface we show that the main contribution to the radiation intensity is given by surface polaritons induced on the interface between two media. These polaritons are multiply scattered on the roughness of surface and convert into real photons. The spectral-angular intensity is calculated and its dependence on different parameters is revealed.

By using a collective coordinate approach with two degrees of freedom, namely the center of the soliton, $X(t)$, and its width, $l(t)$, we show, first, that energy is inhomogeneously pumped into the system, generating as result a directed motion; and, second, that the breaking of the time shift symmetry gives rise to a resonance mechanism that takes place whenever the width $l(t)$ oscillates with at least one frequency of the external ac force. In addition, we show that for the appearance of soliton ratchets, it is also necesary to break the time-reversal symmetry. We analyze in detail the effects of dissipation in the system, calculating the average velocity of the soliton as a function of the ac force and the damping. We find current reversal phenomena depending on the parameter choice and discuss the important role played by the phases of the ac force. Our analytical calculations are confirmed by numerical simulations of the full partial differential equations of the sine-Gordon and $\\phi^4$ systems, which are seen to exhibit the same qualitative behavior. Our results are in agreement with recent experimental work on dissipation induced symmetry breaking.

    The aim of this proceeding is to give a basic introduction to Deformation Quantization (DQ) to physicists. We compare DQ to canonical quantization and path integral methods. It is described how certain issues such as the roles of associativity, covariance, dynamics, and operator orderings are understood in the context of DQ. Convergence issues in DQ are mentioned.     We report the first detection of magnetic fields associated with the Smith High Velocity Cloud. We use a catalog of Faraday rotation measures toward extragalactic radio sources behind the Smith Cloud, new H I observations from the Robert C. Byrd Green Bank Telescope, and a spectroscopic map of H? from the Wisconsin H-Alpha Mapper Northern Sky Survey. There are enhancements in rotation measure (RM) of ?100 rad m{sup 2} which are generally well correlated with decelerated H? emission. We estimate a lower limit on the line-of-sight component of the field of ?8 ?G along a decelerated filament; this is a lower limit due to our assumptions about the geometry. No RM excess is evident in sightlines dominated by H I or H? at the velocity of the Smith Cloud. The smooth H? morphology of the emission at the Smith Cloud velocity suggests photoionization by the Galactic ionizing radiation field as the dominant ionization mechanism, while the filamentary morphology and high (?1 Rayleigh) H? intensity of the lower-velocity magnetized ionized gas suggests an ionization process associated with shocks due to interaction with the Galactic interstellar medium. The presence of the magnetic field may contribute to the survival of high velocity clouds like the Smith Cloud as they move from the Galactic halo to the disk. We expect these data to provide a test for magnetohydrodynamic simulations of infalling gas.

    Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate.     The Stiller-Smith mechanism is a new mechanism for the translation of linear motion into rotary motion, and has been considered as an alternative to the conventional slider-crank mechanism in the design of internal combustion engines and piston compressors. Piston motion differs between the two mechanisms, being perfectly sinusoidal for the Stiller-Smith case. Plots of dimensionless volume and volume rate change are presented for one engine cycle. It is argued that the different motion is important when considering rate-based processes such as heat transfer to a cylinder wall and chemical kinetics during combustion. This paper also addresses the fact that a Stiller-Smith engine will be easier to configure for adiabatic operation, with many attendant benefits.

    The 2010 Gordon Conference on Solid State Studies in Ceramics will present forefront research on ceramic materials in energy conversion, storage, and environmental sustainability. Oxide materials in advanced Li-ion batteries will be featured, including first principles computational methods, new experimental methods, novel synthesis, and the design of batteries that exploit nanoscale cathode materials. Several speakers address advances in oxides for solar applications, including photo-catalysts for solar hydrogen production and dye sensitized solar cells, along with thin film photovoltaics. Fast ionic conducting ceramics in electrochemical energy conversion and storage will be addressed for fuel cells and electrochemical storage. New concepts for electrochemical capacitor materials will be addressed, as will thermoelectric, geopolymers, and ceramics in nuclear energy. The Conference will bring together investigators at the forefront of their field as well as junior scientists in a collegial atmosphere, with programmed discussion sessions and informal gatherings in the afternoons and evenings. Poster presentations provide opportunities for junior scientists and graduate students to present their work and exchange ideas with leaders in the field. This Conference provides an avenue for scientists from different disciplines to explore new ideas and promotes cross-disciplinary collaborations in the various research areas represented.

    The delicate balance among cellular pathways that control mutagenic changes in DNA will be the focus of the 2012 Mutagenesis Gordon Research Conference. Mutagenesis is essential for evolution, while genetic stability maintains cellular functions in all organisms from microbes to metazoans. Different systems handle DNA lesions at various times of the cell cycle and in different places within the nucleus, and inappropriate actions can lead to mutations. While mutation in humans is closely linked to disease, notably cancers, mutational systems can also be beneficial. The conference will highlight topics of beneficial mutagenesis, including full establishment of the immune system, cell survival mechanisms, and evolution and adaptation in microbial systems. Equal prominence will be given to detrimental mutation processes, especially those involved in driving cancer, neurological diseases, premature aging, and other threats to human health. Provisional session titles include Branching Pathways in Mutagenesis; Oxidative Stress and Endogenous DNA Damage; DNA Maintenance Pathways; Recombination, Good and Bad; Problematic DNA Structures; Localized Mutagenesis; Hypermutation in the Microbial World; and Mutation and Disease.

    The 2010 Gordon Conference on Radiation Chemistry will present cutting edge research regarding the study of radiation-induced chemical transformations. Radiation Chemistry or 'high energy' chemistry is primarily initiated by ionizing radiation: i.e. photons or particles with energy sufficient to create conduction band electrons and 'holes', excitons, ionic and neutral free radicals, highly excited states, and solvated electrons. These transients often interact or 'react' to form products vastly different than those produced under thermal equilibrium conditions. The non-equilibrium, non-thermal conditions driving radiation chemistry exist in plasmas, star-forming regions, the outer solar system, nuclear reactors, nuclear waste repositories, radiation-based medical/clinical treatment centers and in radiation/materials processing facilities. The 2010 conference has a strong interdisciplinary flavor with focus areas spanning (1) the fundamental physics and chemistry involved in ultrafast (atto/femtosecond) energy deposition events, (2) radiation-induced processes in biology (particularly spatially resolved studies), (3) radiation-induced modification of materials at the nanoscale and cosmic ray/x-ray mediated processes in planetary science/astrochemistry. While the conference concentrates on fundamental science, topical applied areas covered will also include nuclear power, materials/polymer processing, and clinical/radiation treatment in medicine. The Conference will bring together investigators at the forefront of their field, and will provide opportunities for junior scientists and graduate students to present work in poster format or as contributors to the Young Investigator session. The program and format provides excellent avenues to promote cross-disciplinary collaborations.

The CMFB conference will feature a wide range of topics including systems biology, cell biology and morphogenesis, organismal interactions, genome organisation and regulation, pathogenesis, energy metabolism, biomass production and population genomics.     The Stiller-Smith Engine employs a non-standard gear train and as such requires a closer examination of the design and sizing of the gears. To accomplish this the motion of the Stiller-Smith gear train is compared to more familiar arrangements. The results of a kinematic and dynamic analysis introduce the irregular forces that the gears are subjected to. The ''floating'' or ''trammel'' gear is examined more closely, first stochastically and then with finite element analysis. This pinpoints high stress concentrations on the gear and where they occur during the engine cycle. The configuration considered is an output shaft, negligible idler gear forces, and floating gear pins that are part of the connecting rods rather than the floating gear. Various loading techniques are discussed with possible ramifications of each.

    Photochemistry has wide implications on fundamental science with technological applications that range from synthetic and mechanistic organic and inorganic chemistry to sensing/manipulation in the biological sciences to viable solar energy conversion assemblies. The 2011 Gordon Research Conference on Photochemistry will highlight recent advances on photochemical reactions, their mechanisms, spectroscopic techniques and applications to materials, organic synthesis, and biology. The conference will continue its long tradition on dynamic discussions on recent advances and unsolved scientific problems. The format of lectures, poster presentations and informal discussions provides an ideal venue for students and post-doctoral fellows to interact with the leaders in the field. These junior scientists will have an opportunity to participate in the Gordon Research Seminar on Photochemistry to be held prior to the GRC. The GRS will focus on photochemical aspects of solar energy conversion. Four abstracts for posters at the GRC and presentations at the GRS will be selected as short talks at the GRC.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied. An internal extraction layer comprises two essential components: a light extraction element (LEE) that does the actual extraction of emitted light and a light coupling layer (LCL) that allows the emitted light to interact with the extraction element. Modeling results show that the optical index of the LCL needs to be high, preferably higher than that of the organic layers with an n value of {approx}1.8. In addition, since the OLED structure needs to be built on top of it the LCL needs to be physically and chemically benign. As the project concluded, our focus was on the tandem hybrid device, which proved to be the more efficient architecture. Cost-efficient device fabrication will provide the next challenges with this device architecture in order to allow this architecture to be commercialized.

    We report studies of the solution of the Heaviside - Klein - Gordon thermal equation. As the result it is shown that the solution consists of two components: the fast thermal wave and slow diffusion for very large (compared to relaxation time) time period. We argue that the fast thermal wave can be recognized as the indication of the ballistic heat transport. As an example we consider the ballistic heat transport in graphene.

    The sine-Gordon model with a variable mass (VMSG) appears in many physical systems, ranging from the current through a nonuniform Josephson junction to DNA-promoter dynamics. Such models are usually nonintegrable with solutions found numerically or perturbatively. We construct a class of VMSG models, integrable at both the classical and the quantum levels with exact soliton solutions, which can accelerate and change their shape, width, and amplitude simulating realistic inhomogeneous systems at certain limits.

    We present an algorithm for computing a Smith form with multipliers of a regular matrix polynomial over a field. This algorithm differs from previous ones in that it computes a local Smith form for each irreducible factor in the determinant separately and then combines them into a global Smith form, whereas other algorithms apply a sequence of unimodular operations to the original matrix row by row (or column by column). The performance of the algorithm in exact arithmetic is reported for several test cases.

    In this paper it is shown that Smith (2008) used inappropriate and inconsistent formulations in averaging various quantities over the entire surface of the Earth considered as a sphere. Using two instances of averaging procedures as customarily applied in studies on turbulence, it is shown that Smith's formulations are highly awkward. Furthermore, Smith's discussion of the infrared absorption in the atmosphere is scrutinized and evaluated. It is shown that his attempt to refute the criticism of Gerlich and Tscheuschner (2007, 2009) on the so-called greenhouse effect is rather fruitless.

    By using a reductive perturbation technique applied to a two-level model, this study puts forward a generic two-dimensional sine-Gordon evolution equation governing the propagation of femtosecond spatiotemporal optical solitons in Kerr media beyond the slowly varying envelope approximation. Direct numerical simulations show that, in contrast to the long-wave approximation, no collapse occurs, and that robust (2+1)-dimensional ultrashort light bullets may form from adequately chosen few-cycle input spatiotemporal wave forms. In contrast to the case of quadratic nonlinearity, the light bullets oscillate in both space and time and are therefore not steady-state lumps.

    Charged massive scalar particles are considered in the gravitational and electromagnetic field produced by a dyonic black hole with a cosmic string along the axis of symmetry. Exact solutions of both angular and radial parts of the covariant Klein-Gordon equation in this background are obtained, and are given in terms of the confluent Heun functions. We emphasize the role of the presence of the cosmic string in these solutions. From the radial solution, we obtain the exact wave solutions near the exterior horizon of the black hole, and discuss the Hawking radiation spectrum and the energy flux.

    Smith River Rancheria (SRR), for some time, has had a strong commitment to attaining energy selfsufficiency, to reduce overall energy costs and concurrently initiate economic development within the community. Early on it was recognized that the development of an energy organization was important and for this reason was made part of the SRR's strategic review not only for economic development but also the reduction of energy costs. Towards this end, SRR retained Werner G. Buehler of W.G. Buehler & Associates to investigate the many phases or steps required to establish such an energy organization and determine, if in fact, it could benefit the Tribe. The basic phases are delineated as: (1) Identify potential sources of wholesale power and transmission paths; (2) Evaluating the various forms of energy organizations; (3) Determining the benefits (and disadvantages) of each form of organization; (4) Gathering costs to organize and operate the selected form or energy organization; (5) Performing an economic analysis of forming and operating an energy organization; and (6) Develop an implementation plan.

In designing the formal speakers program, emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate lively discussion about the key issues in the field today. Time for formal presentations was limited in the interest of group discussions. In order that more scientists could communicate their most recent results, poster presentation time was scheduled. Attached is a copy of the formal schedule and speaker program and the poster program. In addition to these formal interactions, 'free time' was scheduled to allow informal discussions. Such discussions are fostering new collaborations and joint efforts in the field.
