    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    Galaxy clusters are spectacular. We provide a Google Earth compatible imagery for the deep co-added images from the Sloan Digital Sky Survey and make it a tool for examing galaxy clusters. Google Earth (in sky mode) provides a highly interactive environment for visualizing the sky. By encoding the galaxy cluster information into a kml/kmz file, one can use Google Earth as a tool for examining galaxy clusters and fly across them freely. However, the resolution of the images provided by Google Earth is not very high. This is partially because the major imagery google earth used is from Sloan Digital Sky Survey (SDSS) (SDSS collaboration 2000) and the resolutions have been reduced to speed up the web transferring. To have higher resolution images, you need to add your own images in a way that Google Earth can understand. The SDSS co-added data are the co-addition of {approx}100 scans of images from SDSS stripe 82 (Annis et al. 2010). It provides the deepest images based on SDSS and reach as deep as about redshift 1.0. Based on the co-added images, we created color images in a way as described by Lupton et al. (2004) and convert the color images to Google Earth compatible images using wcs2kml (Brewer et al. 2007). The images are stored at a public server at Fermi National Accelerator Laboratory and can be accessed by the public. To view those images in Google Earth, you need to download a kmz file, which contains the links to the color images, and then open the kmz file with your Google Earth. To meet different needs for resolutions, we provide three kmz files corresponding to low, medium and high resolution images. We recommend the high resolution one as long as you have a broadband Internet connection, though you should choose to download any of them, depending on your own needs and Internet speed. After you open the downloaded kmz file with Google Earth (in sky mode), it takes about 5 minutes (depending on your Internet connection and the resolution of images you

    The US oil and gas industry has been dramatically weakened by the recent oil price collapse. Domestic drilling activity reached a new post-World War II low during the summer of 1986. Given a weak, unstable oil price outlook, US capability will continue to deteriorate. In the last year US imports of foreign oil have risen significantly, and if market forces alone dominate, US dependence is expected to rise from 32% in 1983 to the 50 to 70% level in the not-too-distant future. The 1973 oil embargo and the subsequent attempts to improve US energy security vividly demonstrated the huge costs and long periods of time required to change our energy system. These facts, coupled with the nation's generally short-term orientation, suggest a strong likelihood of a new US energy crisis in the early to middle 1990s. 39 refs., 6 figs., 3 tabs.

    The PIE Activity Awareness Environment is designed to be an adaptive data triage and decision support tool that allows role and activity based situation awareness through a dynamic, trainable filtering system. This paper discusses the process and methodology involved in the application as well as some of its capabilities. 'Wikification of GIS by the masses' is a phrase-term first coined by Kamel Boulos in 2005, two years earlier than Goodchild's term 'Volunteered Geographic Information'. Six years later (2005-2011), OpenStreetMap and Google Earth (GE) are now full-fledged, crowdsourced 'Wikipedias of the Earth' par excellence, with millions of users contributing their own layers to GE, attaching photos, videos, notes and even 3-D (three dimensional) models to locations in GE. From using Twitter in participatory sensing and bicycle-mounted sensors in pervasive environmental sensing, to creating a 100,000-sensor geo-mashup using Semantic Web technology, to the 3-D visualisation of indoor and outdoor surveillance data in real-time and the development of next-generation, collaborative natural user interfaces that will power the spatially-enabled public health and emergency situation rooms of the future, where sensor data and citizen reports can be triaged and acted upon in real-time by distributed teams of professionals, this paper offers a comprehensive state-of-the-art review of the overlapping domains of the Sensor Web, citizen sensing and 'human-in-the-loop sensing' in the era of the Mobile and Social Web, and the roles these domains can play in environmental and public health surveillance and crisis/disaster informatics.     We have used Matlab and Google Earth to construct a prototype application for modeling the performance of local seismic networks for monitoring small, contained explosions. Published equations based on refraction experiments provide estimates of peak ground velocities as a function of event distance and charge weight. Matlab routines implement these relations to calculate the amplitudes across a network of stations from sources distributed over a geographic grid. The amplitudes are then compared to ambient noise levels at the stations, and scaled to determine the smallest yield that could be detected at each source location by a specified minimum number of stations. We use Google Earth as the primary user interface, both for positioning the stations of a hypothetical local network, and for displaying the resulting detection threshold contours.

    Astrophysical observations provide robust evidence that our current picture of fundamental physics is incomplete. The discovery in 1998 that the expansion of the Universe is accelerating (apparently due to gravitational repulsion between regions of empty space!) presents us with a profound challenge, at the interface between gravity and quantum mechanics. This "Dark Energy" problem is arguably the most pressing open question in modern fundamental physics. The first talk will describe why the Dark Energy problem constitutes a crisis, with wide-reaching ramifications. One consequence is that we should probe our understanding of gravity at all accessible scales, and the second talk will present experiments and observations that are exploring this issue.

    This report describes the purpose and results of the two-year, Sandia-sponsored Laboratory Directed Research and Development (LDRD) project entitled Understanding Communication in Counterterrorism Crisis Management The purpose of this project was to facilitate the capture of key communications among team members in simulated training exercises, and to learn how to improve communication in that domain. The first section of this document details the scenario development aspects of the simulation. The second section covers the new communication technologies that were developed and incorporated into the Weapons of Mass Destruction Decision Analysis Center (WMD-DAC) suite of decision support tools. The third section provides an overview of the features of the simulation and highlights its communication aspects. The fourth section describes the Team Communication Study processes and methodologies. The fifth section discusses future directions and areas in which to apply the new technologies and study results obtained as a result of this LDRD.

    Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few. The CMA defines a crisis as: ``an unplanned event that has the potential to significantly impact a company`s operability or credibility, or to pose a significant environment, economic or legal liability``; and crisis management as: ``those activities undertaken to anticipate or prevent, prepare for, respond to and recover from any incident that has the potential to greatly affect the way a company conducts its business.

    The 1996 spike in gasoline prices was not a signal of any fundamental worldwide shortage of crude oil. But based on a review of many studies of recoverable crude oil that have been published since the 1950s, it looks as though such a shortfall is now within sight. With world demand for oil growing at 2 percent per year, global production is likely to peak between the years 2007 and 2014. As this time approaches, we can expect prices to rise markedly and, most likely, permanently. Policy changes are needed now to ease the transition to high-priced oil. Oil production will continue, though at a declining rate, for many decades after its peak, and there are enormous amounts of coal, oil sands, heavy oil, and oil shales worldwide that could be used to produce liquid or gaseous substitutes for crude oil, albeit at higher prices. But the facilities for making such synthetic fuels are costly to build and environmentally damaging to operate, and their use would substantially increase carbon dioxide emissions (compared to emissions from products made from conventional crude oil). This paper examines ways of heading of the impending oil crisis. 8 refs., 3 figs.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly.     Prospects for worldwide pipeline construction, viewed by operators as 1998 began, were very bright. But as the Asian financial crisis spreads and becomes more entrenched, it casts doubts on previously bullish petroleum and natural gas demand forecasts. These forecasts underpin pipeline operators` plans for new construction. Plans for petroleum (oil, condensate, and NGL) and natural gas pipeline installation during the year show a 27% jump over those announced a year ago for 1997 alone. Plans for construction beyond 1998, however, are off from what was envisioned a year ago, by nearly 17%. More than 67,000 miles of crude oil, product, and natural gas pipeline are planned for 1998 and beyond. The latest Oil and Gas Journal pipeline construction data indicate these trends. The data are derived from a survey of world pipeline operators, industry sources, and published information. But the data behind these trends were submitted before the full effects of the Asian financial crisis had begun to emerge. And, at presstime, industry forecasts for oil and gas demand among formerly booming Asian economies were being trimmed.

    Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

    The starting assumption of the authors was that the United States policy process had failed to respond effectively to the energy crisis. In the course of doing the research for this book, they report that their initial perception of policy failure was incorrect. Although the process of evolving an energy policy was fragmented, chaotic, and incremental, by the end of 1980 the United States had a workable energy policy. They found that between 1973 and 1980 the United States policy system had been developing a new national consensus on energy. That consensus existed, at least in rudimentary form, when the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan adiminstration was a process of new policy formulation similar to what had occurred whenever the nation had faced policy crises in the past. The failure to understand both how the national policymaking process works and what it had accomplished before the advent of the Reagan administration has and will have costly consequences for our society. As the book explicates in some detail, those costs are clearly represented in the radical rejection by the Reagan adminstration of the nation's achievement in energy policy. In moving the management of energy into the marketplace, the Reagan adminstration rejected the fundamental tenet of the conservative: it rejected both the procedures and the mechanisms that for over two hundred years have provided national stability. The book concludes with a set of recommendations for actions that the authors feel are necessary if the nation is to have a stable energy future. They beleive that energy is so central to the nation's welfare that it should not be used as an instrument for experimenting with untried concepts.

    Several hybridization-based methods used to delineate single copy or repeated DNA sequences in larger genomic intervals take advantage of the increased resolution and sensitivity of free chromatin, i.e., chromatin released from interphase cell nuclei. Quantitative DNA fiber mapping (QDFM) differs from the majority of these methods in that it applies FISH to purified, clonal DNA molecules which have been bound with at least one end to a solid substrate. The DNA molecules are then stretched by the action of a receding meniscus at the water-air interface resulting in DNA molecules stretched homogeneously to about 2.3 kb/{micro}m. When non-isotopically, multicolor-labeled probes are hybridized to these stretched DNA fibers, their respective binding sites are visualized in the fluorescence microscope, their relative distance can be measured and converted into kilobase pairs (kb). The QDFM technique has found useful applications ranging from the detection and delineation of deletions or overlap between linked clones to the construction of high-resolution physical maps to studies of stalled DNA replication and transcription.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    Map labeling is of fundamental importance in cartography and geographical information systems and is one of the areas targeted for research by the ACM Computational Geometry Impact Task Force. Previous work on map labeling has focused on the problem of placing maximal uniform, axis-aligned, disjoint rectangles on the plane so that each point feature to be labeled lies at the corner of one rectangle. First, we devise constant-factor polynomial-time-approximation algorithms for labeling point features by rectangular labels, where the feature may lie anywhere on the boundary of its label region and where labeling rectangles may be placed in any orientation. These results generalize to the case of elliptical labels. Secondly, we consider the problem of labeling a map consisting of disjoint rectilinear fine segments. We obtain constant-factor polynomial-time approximation algorithms for the general problem and an optimal algorithm for the special case where all segments are horizontal. Finally, we formulate a bicriteria version of the map-labeling problem and provide bicriteria polynomial- time approximation schemes for a number of such problems.

    Numerical comparison of crystallographic contour maps is used extensively in structure solution and model refinement, analysis and validation. However, traditional metrics such as the map correlation coefficient (map CC, real-space CC or RSCC) sometimes contradict the results of visual assessment of the corresponding maps. This article explains such apparent contradictions and suggests new metrics and tools to compare crystallographic contour maps. The key to the new methods is rank scaling of the Fourier syntheses. The new metrics are complementary to the usual map CC and can be more helpful in map comparison, in particular when only some of their aspects, such as regions of high density, are of interest.

    The fourth annual BrainMap workshop was held at La Mansion del Rio Hotel in San Antonio December 3--4, 1995. The conference title was ``Human Brain Mapping and Modeling.`` The meeting was attended by 137 registered participants and 30 observers from 82 institutions representing 12 countries. The meeting focused on the technical issues associated with brain mapping and modeling. A total of 23 papers were presented covering the following topics: spatial normalization and registration; functional image analysis; metanalysis and modeling; and new horizons in biological databases. The full program with abstracts was available on the Research Imaging Center`s web site. A book will be published by John Wiley and Sons prior to the end of 1998.

    Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

The impact of the 2008 2009 global financial crisis (GFC) on emissions has been short-lived owing to strong emissions growth in emerging economies, a return to emissions growth in developed economies, and an increase in the fossil-fuel intensity of the world economy.

    Despite technological advances making computing devices faster, smaller, and more prevalent in today's age, data generation and collection has outpaced data processing capabilities. Simply having more compute platforms does not provide a means of addressing challenging problems in the big data era. Rather, alternative processing approaches are needed and the application of machine learning to big data is hugely important. The MapReduce programming paradigm is an alternative to conventional supercomputing approaches, and requires less stringent data passing constrained problem decompositions. Rather, MapReduce relies upon defining a means of partitioning the desired problem so that subsets may be computed independently and recom- bined to yield the net desired result. However, not all machine learning algorithms are amenable to such an approach. Game-theoretic algorithms are often innately distributed, consisting of local interactions between players without requiring a central authority and are iterative by nature rather than requiring extensive retraining. Effectively, a game-theoretic approach to machine learning is well suited for the MapReduce paradigm and provides a novel, alternative new perspective to addressing the big data problem. In this paper we present a variant of our Support Vector Machine (SVM) Game classifier which may be used in a distributed manner, and show an illustrative example of applying this algorithm.

  17. Effects of the Financial Crisis on Photovoltaics: An Analysis of Changes in Market Forecasts from 2008 to 2009

    To examine how the financial crisis has impacted expectations of photovoltaic production, demand and pricing over the next several years, we surveyed the market forecasts of industry analysts that had issued projections in 2008 and 2009. We find that the financial crisis has had a significant impact on the PV industry, primarily through increasing the cost and reducing the availability of investment into the sector. These effects have been more immediately experienced by PV installations than by production facilities, due to the different types and duration of investments, and thus PV demand has been reduced by a greater proportion than PV production. By reducing demand more than production, the financial crisis has accelerated previously expected PV overcapacity and resulting price declines.

    This report presents a preliminary, detailed evaluation of various shelter options for use if the President orders crisis relocation of the US urban population because of strong expectation of a nuclear war. The availability of livable shelter space at 40 ft/sup 2/ per person (congregate-care space) by state is evaluated. Options are evaluated for construction of fallout shelters allowing 10 ft/sup 2/ per person - such shelters are designed to provide 100% survival at projected levels of radioactive fallout. The FEMA concept of upgrading existing buildings to act as fallout shelters can, in principle, provide adequate shelter throughout most of the US. Exceptions are noted and remedies proposed. In terms of upgrading existing buildings to fallout shelter status, great benefits are possible by turning away from a standard national approach and adopting a more site-specific approach. Existing FEMA research provides a solid foundation for successful crisis relocation planning, but the program can be refined by making suitable modifications in its locational, engineering, and institutionally specific elements.

    The pattern is nothing new. Congress, like any other institution, needs nudging-sometimes gentle, sometimes jolting-before it responds. An environmental crisis prompts a congressional reaction, sometimes an overreaction. The discovery of contamination at Love Canal prompted enactment of Superfund; the disaster at Bhopal, India, led to the Emergency Planning and Community Right to Know Act; and the collision of the Exxon Valdez brought about the enactment of the Oil Pollution Act of 1990. For better or for worse, the pattern of environmental crisis and legislative response remains. March 24, 1989, marked the beginning of a new age in federal and state oil spill law. After the Exxon Valdez ran aground on Bligh reef and spewed 11 million gallons of crude oil into Prince William Sound, Alaska congressional debate on comprehensive federal legislation would never be the same. The stalemate that characterized previous congressional efforts seemed to disappear overnight. Major differences between the two chambers were either eliminated or reduced, and only 4 major issues had to be negotiated: international protocols; technical requirements relating to double hulls; cargo owner liability; state and private industry roles in oil spill contingency planning, response and cleanup efforts. This article discusses the legal manuvering and major provisions of the Oil Pollution Act of 1990.

    Relationships between countries generally exist somewhere in the grey area between war and peace. Crisis prevention activities are particularly important and should have two goals: stabilizing tense situations that could push countries toward war, and supporting or reinforcing efforts to move countries toward peace. A Crisis Prevention Center (CPC) should facilitate efforts to achieve these goals. Its functions can be grouped into three broad, inter-related categories: establishing and facilitating communication among participating countries; supporting negotiations and consensus-building on regional security issues; and supporting implementation of agreed confidence and security building measures. Technology will play a critical role in a CPC. First, technology is required to establishing communication systems and to provide the means for organizing and analyzing this information. Second, technically-based cooperative monitoring can provide an objective source of information on mutually agreed issues. In addition, technology can be a neutral subject of interaction and collaboration between technical communities from different countries. Establishing a CPC in Northeast Asia does not require the existence of an Asian security regime. Potential first steps for such a CPC should include establishing communication channels and a dedicated communications center in each country, together with an agreement to use the system as a {open_quotes}Hot Line{close_quotes} in bilateral and multilateral emergency situations. A central CPC could also be established as a regional communications hub. The central CPC could coordinate a number of functions aimed at stabilizing regional tensions and supporting confidence building activities, perhaps initially in an unofficial capacity. Specific recommendations for confidence building measures are discussed.

    The human is estimated to have at least 50,000 expressed genes (gene loci). Some information is available concerning about 5,000 of these gene loci and about 1,900 have been mapped, i.e., assigned to specific chromosomes (and in most instances particular chromosome regions). Progress has been achieved by a combination of physical mapping (e.g., study of somatic cell hybrids and chromosomal in situ hybridization) and genetic mapping (e.g., genetic linkage studies). New methods for both physical and genetic mapping are expanding the armamentarium. The usefulness of the mapping information is already evident; the spin-off from the Human Genome Project (HGP) begins immediately. the complete nucleotide sequence is the ultimate map of the human genome. Sequencing, although already under way for limited segments of the genome, will await further progress in gene mapping, and in particular creation of contig maps for each chromosome. Meanwhile the technology of sequencing and sequence information handling will be developed.

    This paper examines task mapping algorithms for non-contiguously allocated parallel jobs. Several studies have shown that task placement affects job running time for both contiguously and non-contiguously allocated jobs. Traditionally, work on task mapping either uses a very general model where the job has an arbitrary communication pattern or assumes that jobs are allocated contiguously, making them completely isolated from each other. A middle ground between these two cases is the mapping problem for non-contiguous jobs having a specific communication pattern. We propose several task mapping algorithms for jobs with a stencil communication pattern and evaluate them using experiments and simulations. Our strategies improve the running time of a MiniApp by as much as 30% over a baseline strategy. Furthermore, this improvement increases markedly with the job size, demonstrating the importance of task mapping as systems grow toward exascale.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    The effect of a small amount of noise on the standard mapping is considered. Whenever the standard mapping possesses accelerator models (where the action increases approximately linearly with time), the diffusion coefficient contains a term proportional to the reciprocal of the variance of the noise term. At large values of the stochasticity parameter, the accelerator modes exhibit a universal behavior. As a result the dependence of the diffusion coefficient on stochasticity parameter also shows some universal behavior.

    Progress toward the construction of high density genetic maps of chromosomes 17 and X has been made by isolating and characterizing a relatively large set of polymorphic probes for each chromosome and using these probes to construct genetic maps. We have mapped the same polymorphic probes against a series of chromosome breakpoints on X and 17. The probes could be assigned to over 30 physical intervals on the X chromosome and 7 intervals on 17. In many cases, this process resulted in improved characterization of the relative locations of the breakpoints with respect to each other and the definition of new physical intervals. The strategy for isolation of the polymorphic clones utilized chromosome specific libraries of 1--15 kb segments from each of the two chromosomes. From these libraries, clones were screened for those detecting restriction fragment length polymorphisms. The markers were further characterized, the chromosomal assignments confirmed and in most cases segments of the original probes were subcloned into plasmids to produce probes with improved signal to noise ratios for use in the genetic marker studies. The linkage studies utilize the CEPH reference families and other well-characterized families in our collection which have been used for genetic disease linkage work. Preliminary maps and maps of portions of specific regions of 17 and X are provided. We have nearly completed a map of the 1 megabase Mycoplasma arthritidis genome by applying these techniques to a lambda phage library of its genome. We have found bit mapping to be an efficient means to organize a contiguous set of overlapping clones from a larger genome.

    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the greening of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing the mainstream by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ?     This paper presents a new representation of the turbine performance maps oriented for turbocharger characterization. The aim of this plot is to provide a more compact and suited form to implement in engine simulation models and to interpolate data from turbocharger test bench. The new map is based on the use of conservative parameters as turbocharger power and turbine mass flow to describe the turbine performance in all VGT positions. The curves obtained are accurately fitted with quadratic polynomials and simple interpolation techniques give reliable results. Two turbochargers characterized in an steady flow rig were used for illustrating the representation. After being implemented in a turbocharger submodel, the results obtained with the model have been compared with success against turbine performance evaluated in engine tests cells. A practical application in turbocharger matching is also provided to show how this new map can be directly employed in engine design. (author)

    The basic aims of this project are the construction of high density genetic maps of chromosomes 17 and X and the utilization of these maps for the subsequent isolation of a set of physically overlapping DNA segment clones. The strategy depends on the utilization of chromosome specific libraries of small (1--15 kb) segments from each of the two chromosomes. Since the time of submission of our previous progress report, we have refined the genetic map of markers which we had previously isolated for chromosome 17. We have completed our genetic mapping in CEPH reference and NF1 families of 15 markers in the pericentric region of chromosome 17. Physical mapping results with three probes, were shown be in very close genetic proximity to the NF1 gene, with respect to two translocation breakpoints which disrupt the activity of the gene. All three of the probes were found to lie between the centromere and the most proximal translocation breakpoint, providing important genetic markers proximal to the NF1 gene. Our primary focus has shifted to the X chromosome. We have isolated an additional 30 polymorphic markers, bringing the total number we have isolated to over 80. We have invested substantial effort in characterizing the polymorphisms at each of these loci and constructed plasmid subclones which reveal the polymorphisms for nearly all of the loci. These subclones are of practical value in that they produce simpler and stronger patterns on human genomic Southern blots, thus improving the efficiency of the genetic mapping experiments. These subclones may also be of value for deriving DNA sequence information at each locus, necessary for establishing polymerase chain reaction primers specific for each locus. Such information would allow the use of each locus as a sequence tagged site.

    Connections between conformal mapping and matrix iterations have been known for many years. The idea underlying these connections is as follows. Suppose the spectrum of a matrix or operator A is contained in a Jordan region E in the complex plane with 0 not an element of E. Let {phi}(z) denote a conformal map of the exterior of E onto the exterior of the unit disk, with {phi}{infinity} = {infinity}. Then 1/{vert_bar}{phi}(0){vert_bar} is an upper bound for the optimal asymptotic convergence factor of any Krylov subspace iteration. This idea can be made precise in various ways, depending on the matrix iterations, on whether A is finite or infinite dimensional, and on what bounds are assumed on the non-normality of A. This paper explores these connections for a variety of matrix examples, making use of a new MATLAB Schwarz-Christoffel Mapping Toolbox developed by the first author. Unlike the earlier Fortran Schwarz-Christoffel package SCPACK, the new toolbox computes exterior as well as interior Schwarz-Christoffel maps, making it easy to experiment with spectra that are not necessarily symmetric about an axis.

    When an optimal measurement of (S{sub x},S{sub y},S{sub z}) is made on a qubit and what we call a mutually unbiased mixture of the resulting ensembles is taken, then the post-measurement density matrix is shown to be related to the premeasurement density matrix through a simple linear relation. It is also shown that the form of this relation is the same for all quantum systems. It is shown that for a general quantum system such a relation holds only when the measurements are made in mutually unbiased bases. The post-measurement density matrix is shown to be a normalized incoherent superposition of the identity map and the pin map of Gorini and Sudarshan. A pin map is one which maps all density matrices to a fixed density matrix which in our case turns out to be the unit matrix. The result is shown to be true irrespective of whether the initial state is pure or mixed. For spin-1/2 systems it is also shown explicitly that nonorthogonal measurements fail to give such a linear relation no matter how the ensembles are mixed.

    We report that modern microelectronic devices have nanoscale features that dissipate power nonuniformly, but fundamental physical limits frustrate efforts to detect the resulting temperature gradients. Contact thermometers disturb the temperature of a small system, while radiation thermometers struggle to beat the diffraction limit. Exploiting the same physics as Fahrenheit’s glass-bulb thermometer, we mapped the thermal expansion of Joule-heated, 80-nanometer-thick aluminum wires by precisely measuring changes in density. With a scanning transmission electron microscope (STEM) and electron energy loss spectroscopy (EELS), we quantified the local density via the energy of aluminum’s bulk plasmon. Rescaling density to temperature yields maps with amore » statistical precision of 3 kelvin/hertz₋1/2, an accuracy of 10%, and nanometer-scale resolution.   5. Mapping genes to human chromosome 19

    For this project, 22 Expressed Sequence Tags (ESTs) were fine mapped to regions of human chromosome 19. An EST is a short DNA sequence that occurs once in the genome and corresponds to a single expressed gene. {sup 32}P-radiolabeled probes were made by polymerase chain reaction for each EST and hybridized to filters containing a chromosome 19-specific cosmid library. The location of the ESTs on the chromosome was determined by the location of the ordered cosmid to which the EST hybridized. Of the 22 ESTs that were sublocalized, 6 correspond to known genes, and 16 correspond to anonymous genes. These localized ESTs may serve as potential candidates for disease genes, as well as markers for future physical mapping.

    We analyze the notion of morphisms of rings of superfunctions which is the basic concept underlying the definition of supermanifolds as ringed spaces (i.e., following Berezin, Leites, Manin, etc.). We establish a representation formula for all (pull-back) morphisms from the algebra of functions on an ordinary manifolds to the superalgebra of functions on an open subset of a superspace. We then derive two consequences of this result. The first one is that we can integrate the data associated with a morphism in order to get a (nonunique) map defined on an ordinary space (and uniqueness can be achieved by restriction to a scheme). The second one is a simple and intuitive recipe to compute pull-back images of a function on a manifold M by a map from a superspace to M.

  7. Antarctic sea ice mapping using the AVHRR

    A sea ice mapping scheme based on Advanced Very High Resolution Radiometer (AVHRR) data from the National Oceanic and Atmospheric Administration (NOAA) polar orbiting satellites has been developed and applied to daylight images taken between November 1989 to January 1990 and November 1990 to January 1991 over the Weddell and the Ross Seas. After masking the continent and ice shelves, sea ice is discriminated from clouds and open sea using thresholds applied to the multidimensional space formed by AVHRR Channel 2, 3, and 4 radiances. Sea ice concentrations in cloud-free regions are then computed using the tie-point method. Results based on the analysis of more than 70 images show that the proposed scheme is capable of properly discriminating between sea ice, open sea, and clouds, under most conditions, thus allowing high resolution sea ice maps to be produced during the austral summer season.

    The modular multiplication operator, a central subroutine in Shor's factoring algorithm, is shown to be a coherent superposition of two quantum baker's maps when the multiplier is 2. The classical limit of the maps being completely chaotic, it is shown that there exist perturbations that push the modular multiplication operator into regimes of generic quantum chaos with spectral fluctuations that are those of random matrices. For the initial state of relevance to Shor's algorithm we study fidelity decay due to phase and bit-flip errors in a single qubit and show exponential decay with shoulders at multiples or half-multiples of the order. A simple model is used to gain some understanding of this behavior.

    Numerous meetings have been held and a debate has developed in the biological community over the merits of mapping and sequencing the human genome. In response a committee to examine the desirability and feasibility of mapping and sequencing the human genome was formed to suggest options for implementing the project. The committee asked many questions. Should the analysis of the human genome be left entirely to the traditionally uncoordinated, but highly successful, support systems that fund the vast majority of biomedical research. Or should a more focused and coordinated additional support system be developed that is limited to encouraging and facilitating the mapping and eventual sequencing of the human genome. If so, how can this be done without distorting the broader goals of biological research that are crucial for any understanding of the data generated in such a human genome project. As the committee became better informed on the many relevant issues, the opinions of its members coalesced, producing a shared consensus of what should be done. This report reflects that consensus.
