    Studies have shown that raptors flying within the Altamont Pass WRA are vulnerable to fatal turbine collisions, possibly because of their specific foraging and flight behavior. Between June 1999 and June 2000, I conducted 346.5 hours of raptor observations within the Atlamont Pass WRA. Behavior was recorded in relation to characteristics of the topography (slope aspect, elevation, and inclination), the weather, and ground squirrel abundance, as determined by active burrow entrances. The most significant finding of this study revealed that red-tailed hawks and golden eagles flew more in strong winds than in weak winds, particularly along hillsides facing into prevailing winds (as opposed to hillsides shielded from the wind). This is likely a result of the birds' use of declivity currents for lift during flights. These results suggest that certain combinations of topography and weather produce wind currents that are sought out by foraging red-tailed hawks and golden eagles within the Altamont Pass WRA. To decrease raptor mortality, mitigation measures can be targeted to specific areas likely to attract foraging raptors because of their capacity to create particularly favorable wind currents.

    The 3,780-acre Wyckoff/Eagle Harbor site is located on the east side of Bainbridge Island, in Central Puget Sound, Kitsap County, Washington. The site consists of an inactive 40-acre wood treating facility owned by Wyckoff, the adjacent 500-acre Eagle Harbor and other upland sources of contamination to the Harbor, including a former shipyears. The selected remedial action for this site includes dredging, dewatering, excavating approximately 1,000 to 7,000 cubic yards of intertidal sediment that exceed levels of 5 mg/kg mercury and/or lower moderate PAH concentrations, followed by treatment using solidification/stabilization, if necessary, to comply with LDR as determined by bench scale tests; transporting sediment, which cannot be treated to meet LDR offsite for disposal at a RCRA-permitted landfill; treating wastewater from the dewatering process using carbon adsorption before discharge into the harbor; capping over sediment in areas of high concern with a 1-meter thick layer of clean sediment; placing a thin layer of clean sediment in subtidal areas of low to moderate concern to enhance natural sediment recovery; conducting long-term environmental monitoring; and implementing institutional controls to prevent exposure to contaminated fish and shellfish. The estimated present worth cost for this remedial action ranges from $6,200,000 to $16,000,000 which includes a present worth O M cost of $1,100,000 for 10 years.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    Abstract. We present IZJHKL ? photometry of the core of the cluster NGC6611 in the Eagle Nebula. This photometry is used to constrain the Initial Mass Function (IMF) and the circumstellar disk frequency of the young stellar objects. Optical spectroscopy of 258 objects is used to confirm membership and constrain contamination as well as individual reddening estimates. Our overall aim is to assess the influence of the ionizing radiation from the massive stars on the formation and evolution of young low-mass stars and their disks. The disk frequency determined from the JHKL ? colour-colour diagram suggests that the ionizing radiation from the massive stars has little effect on disk evolution (Oliveira et al. 2005). The cluster IMF seems indistinguishable from those of quieter environments; however towards lower masses the tell-tale signs of an environmental influence are expected to become more noticeable, a question we are currently addressing with our recently acquired ultra-deep (ACS and NICMOS) HST images.

    We investigate the abundance of galactic molecular hydrogen (H$_2$) in the "Evolution and Assembly of GaLaxies and their Environments" (EAGLE) cosmological hydrodynamic simulations. We assign H$_2$ masses to gas particles in the simulations in post-processing using two different prescriptions that depend on the local dust-to-gas ratio and the interstellar radiation field. Both result in H$_2$ galaxy mass functions that agree well with observations in the local and high-redshift Universe. The simulations reproduce the observed scaling relations between the mass of H$_2$ and the stellar mass, star formation rate and stellar surface density. Towards high edshifts, galaxies in the simulations display larger H$_2$ mass fractions, and correspondingly lower H$_2$ depletion timescales, also in good agreement with observations. The comoving mass density of H$_2$ in units of the critical density, $\\Omega_{\\rm H_2}$, peaks at $z\\approx 1.2-1.5$, later than the predicted peak of the cosmic star formation rate activity, a...

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    The densest local packing (DLP) problem in d-dimensional Euclidean space Rd involves the placement of N nonoverlapping spheres of unit diameter near an additional fixed unit-diameter sphere such that the greatest distance from the center of the fixed sphere to the centers of any of the N surrounding spheres is minimized. Solutions to the DLP problem are relevant to the realizability of pair correlation functions for packings of nonoverlapping spheres and might prove useful in improving upon the best known upper bounds on the maximum packing fraction of sphere packings in dimensions greater than three. The optimal spherical code problem in Rd involves the placement of the centers of N nonoverlapping spheres of unit diameter onto the surface of a sphere of radius R such that R is minimized. It is proved that in any dimension, all solutions between unity and the golden ratio to the optimal spherical code problem for N spheres are also solutions to the corresponding DLP problem. It follows that for any packing of nonoverlapping spheres of unit diameter, a spherical region of radius less than or equal to the golden ratio centered on an arbitrary sphere center cannot enclose a number of sphere centers greater than one more than the number that can be placed on the region's surface.

Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute.     Before construction can begin on a new combustion turbine facility, an air permit must be obtained. The air permitting process is generally the critical path permit, often taking in excess of one year to receive final approval. Careful consideration and understanding of combustion turbine operational characteristics and air pollutant emissions will expedite the air permitting process. The purpose of this paper is to identify key issues related to combustion turbine operation that will aid in the preparation of air permit applications. However, before applying for an air permit, a pre-application meeting should be held with the regulatory agency to present an overview of the proposed project, as well as develop the requisite protocols to begin the process.

    The National Renewable Energy Laboratory (NREL), the nation`s primary solar and renewable energy research laboratory, proposes to expand its wind technology research and development program activities at its National Wind Technology Center (NWTC) near Golden, Colorado. NWTC is an existing wind energy research facility operated by NREL for the US Department of Energy (DOE). Proposed activities include the construction and reuse of buildings and facilities, installation of up to 20 wind turbine test sites, improvements in infrastructure, and subsequent research activities, technology testing, and site operations. In addition to wind turbine test activities, NWTC may be used to support other NREL program activities and small-scale demonstration projects. This document assesses potential consequences to resources within the physical, biological, and human environment, including potential impacts to: air quality, geology and soils, water resources, biological resources, cultural and historic resources, socioeconomic resources, land use, visual resources, noise environment, hazardous materials and waste management, and health and safety conditions. Comment letters were received from several agencies in response to the scoping and predecisional draft reviews. The comments have been incorporated as appropriate into the document with full text of the letters contained in the Appendices. Additionally, information from the Rocky Flats Environmental Technology Site on going sitewide assessment of potential environmental impacts has been reviewed and discussed by representatives of both parties and incorporated into the document as appropriate.

Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967). This EPA/State identification number encompasses over 60 treatment, storage, and/or disposal (TSD) units. The Washington State Department of Ecology (Ecology) has been delegated authority by the EPA to administer the RCRA, including mixed waste authority. The RCRA permitting approach for the Hanford Facility is addressed in the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). Pursuant to the Tri-Party Agreement, a single RCRA permit was issued by Ecology and the EPA to cover the Hanford Facility.     The observed high covering fractions of neutral hydrogen (HI) with column densities above $\\sim 10^{17} \\rm{cm}^{-2}$ around Lyman-Break Galaxies (LBGs) and bright quasars at redshifts z ~ 2-3 has been identified as a challenge for simulations of galaxy formation. We use the EAGLE cosmological, hydrodynamical simulation, which has been shown to reproduce a wide range of galaxy properties and for which the subgrid feedback was calibrated without considering gas properties, to study the distribution of HI around high-redshift galaxies. We predict the covering fractions of strong HI absorbers ($N_{\\rm{HI}} \\gtrsim 10^{17} \\rm{cm}^{-2}$) inside haloes to increase rapidly with redshift but to depend only weakly on halo mass. For massive ($M_{200} \\gtrsim 10^{12} {\\rm M_{\\odot}}$) halos the covering fraction profiles are nearly scale-invariant and we provide fitting functions that reproduce the simulation results. We show too how the 2 × 2 case relates to hyperbolic geometry, and how the original inequality holds true with the trace operation replaced by any unitarily invariant norm.     Now that some state regulatory agencies are reviewing Title V permit applications and issuing permits, evaluation of the process can be made in comparison with the original goals of the Title V permitting program. In addition, assessment of the terms and conditions that are being incorporated into permits, the nature of draft permits that are issued to facilities for comment, and the extent and type of negotiation that have been conducted with agencies to develop successful Title V permits, will be helpful for facilities that are currently undergoing application review. In working with a Fortune 500 surface coating company, fourteen Title V permit applications were developed and submitted for plants located in Maryland, Pennsylvania, Ohio, New Jersey, Illinois, Georgia, West Virginia, Wisconsin, Indiana and southern California. Draft permits have been issued for several of the plants, and differences in the terms and conditions, testing requirements, and permit format and structure have been noted between states. One of the issued permits required modification, and the process was one of the first for this state agency.

    Titles IV and V of the Clean Air Act Amendments of 1990 (Act or CAA) created two new stationary source permitting programs, one specific to acid rain (Title IV), and a second for operating permits in general (Title V). The Phase 2 portion of the acid rain program was designed to be implemented through the Title V operating permit program, thereby subjecting all Phase 2 acid rain sources to the requirements of Title V. Permits issued pursuant to Phase 2 of the acid rain program will be viewed as a self-contained portion of the Title V operating permit and will be governed by regulations promulgated under both Title IV and Title V. The requirements imposed by Title IV may not always be consistent with the broader operating permit program requirements of Title V, and when inconsistency occurs, the acid rain requirements will take precedence. This nonalignment will perhaps be most apparent during two stages of initial permitting: (1) the transition period following Title V program approval when permit application, issuance, and effective dates differ between the two programs, and (2) at the point when acid rain permits must be reopened to incorporate Phase 2 NO{sub x} requirements. This paper explores strategies for streamlining implementation of the two programs with particular focus on these two coordination issues.

    Under Title V of the 1990 Clean Air Act Amendments (CAAA), thousands of industrial and government facilities are required to apply for a comprehensive operating permit that addresses all the emission sources at a site and the CAA regulations that apply to them. The new permitting requirements apply to major sources only--although there are several definitions of a major source under the Amended Act. Because Title V applicability is based on potential to emit (PTE) rather than actual emissions, even small and medium sources may initially be subject to this program. Unlike other regulations, Title V puts the burden of demonstrating continuous compliance on source owners and operators. Careful attention to detail is necessary during the application process because the Title V permit is inherently an enforcement fool for the EPA and the general public. Noncompliance can lead to citizen suits and fines up to $25,000 per day. Therefore, it is critical to negotiate an operating permit that does not adversely impact current operations yet provides flexibility for future modifications. Each state and local agency has its own application forms and regulatory interpretations. Areas of complexity include the classification of emission units, the approach for the PTE calculation, the separation of federal and state-enforceable requirements, and the relationship between Title V and other CAAA titles. This article summarizes some lessons learned based upon experiences in various states. (It does not attempt to resolve program uncertainties among jurisdictions.) The practical strategies presented can be used for developing (or modifying) Title V applications as well as during permit negotiations.

    The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

    Environmental issues, regulatory processes and approvals important in obtaining a permit to construct and/or operate a waste-to-energy (WTE) facility are identified and discussed. Environmental issues include: (1) air emission levels, their control and potential impacts, (2) ash leachability, treatment, and disposal, (3) potential health risks from emissions, and (4) other issues such as need/benefit and public perception of WTE. Laws, regulations and approvals that can affect project development are identified and listed, and potential regulatory trends are discussed. A general permit acquisition plan is also presented. An analysis of environmental and regulatory data obtained from the literature, regulatory agencies, and specific projects is presented. California and Massachusetts, both with regulations generally more stringent than federal regulations and considered environmentally conservative, were selected for detailed state regulatory review. Two project case histories (Commerce Refuse-to-Energy (RTE) Project in California and SEMASS WTE Project in Massachusetts) were selected to illustrate: (1) how regulations are actually applied to a project, (2) project-specific permit and operating conditions, and (3) project-specific environmental issues. Modern WTE plots employ state-of-the-art air emission control technologies and strategies to reduce air emission is to levels below regulatory requirements and to reduce estimated health risks to within EPA's acceptable risk range. WTE ash leachate can exhibit hazardous waste characteristics, primarily lead and cadmium.     In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states. As a regional compact commission, SSEB provides important direct linkages to regulators and stakeholders who need technical assistance to evaluate DOE's cleanup plans. In addition, the PLUS program has facilitated the involvement of key regulators from host-states beyond the Southern region.

    Two geothermal investigations were completed in three Nevada locations. The regions studied were selected from areas outlined as having direct utilization potential (Trexler and others, 1979) and included the Carson-Eagle Valley, Bis Smoky Valley and Caliente. Studies were organized around the completion of a group of tasks in each area. These tasks included: geologic reconnaissance, gravity surveys, aerial photography, fluid sampling and analysis, shallow depth temperature probe surveys, soil mercury surveys, shallow electrical resistivity measurements, and temperature gradient hole drilling. Goals of the project were to provide regional information about the nature and extent of the resources and to offer a critical evaluation of the techniques employed. Results from the work in the Carson-Eagle Valley and Big Smoky Valley are presented. (MHR)

    The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

    In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results.     A CPV module containing 30 III-V multijunction cells was operated on?sun for one year in Golden, Colorado. Each cell was characterized prior to and following exposure. A module power degradation of 10% was observed and found to be a result as an overall decrease in cell short circuit current and the presence of at least one shunted cell. A positive correlation between initial shunt current and an increase in shunt current following exposure was also found. Cell exfoliation was also observed and found to be coincident with the presence of water and/or charring of the cell package due to an off-sun event.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    Major sources as defined in Title V of the Clean Air Act Amendments of 1990 that are required to submit an operating permit application will need to: Evaluate their compliance status; Determine a strategic method of presenting the general and specific conditions of their Model Operating Permit (MOP); Maintain compliance with air quality regulations. A MOP is prepared to assist permitting agencies and affected facilities in the development of operating permits for a specific source category. This paper includes a brief discussion of example permit conditions that may be applicable to various types of Title V sources. A MOP for a generic natural gas processing plant is provided as an example. The MOP should include a general description of the production process and identify emission sources. The two primary elements that comprise a MOP are: Provisions of all existing state and/or local air permits; Identification of general and specific conditions for the Title V permit. The general provisions will include overall compliance with all Clean Air Act Titles. The specific provisions include monitoring, record keeping, and reporting. Although Title V MOPs are prepared on a case-by-case basis, this paper will provide a general guideline of the requirements for preparation of a MOP. Regulatory agencies have indicated that a MOP included in the Title V application will assist in preparation of the final permit provisions, minimize delays in securing a permit, and provide support during the public notification process.

    The Federal Energy Regulatory Commission (FERC) is analyzing the potential environmental impacts of a proposal to construct and operate natural gas liquefaction and export facilities at the existing Golden Pass liquefied natural gas terminal in Jefferson County, Texas. The proposal includes three new compressor stations in Jefferson and Orange Counties, Texas, and Calcasieu Parish, Louisiana; a new 3-mile long pipeline in Calcasieu Parish; and modifications to 11 existing interconnections with other pipeline systems. In 2013, FERC announced its intent to prepare an EA and conducted public scoping. (See DOE/EA-1971.) In June 2014, FERC announced that, due to changes in the project location and scope, it would prepare an EIS. DOE, Office of Fossil Energy – a cooperating agency in preparing the EIS – has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

    Focusing on the $2\\mathrm{p}-1\\mathrm{s}$ transition in atomic Hydrogen, we investigate through first order perturbation theory the time evolution of the survival probability of an electron initially taken to be in the excited ($2\\mathrm{p}$) state. We examine both the results yielded by the standard dipole approximation for the coupling between the atom and the electromagnetic field -for which we propose a cutoff-independent regularisation- and those yielded by the exact coupling function. In both cases, Fermi's golden rule is shown to be an excellent approximation for the system at hand: we found its maximal deviation from the exact behaviour of the system to be of order $10^{-8}/10^{-7}{}$. Our treatment also yields a rigorous prescription for the choice of the optimal cutoff frequency in the dipole approximation. With our cutoff, the predictions of the dipole approximation are almost indistinguishable at all times from the exact dynamics of the system.

    Power generation from combustion turbines continues to be a significant new energy source. These power projects may be either simple-cycle peaking units or combined-cycle applications in which exhaust heat is recovered to generate steam for export (cogeneration facility) and power generation (steam turbine generator). While combustion turbines represent one of the cleanest forms of power generation, regulatory agencies have identified them as significant sources of air pollution. Both new sources and existing combustion turbine installations are receiving increasing attention at federal, state, and local levels. Before construction can begin on a new combustion turbine facility, an air permit authorizing construction must first be obtained. The air permitting process is generally the ``critical path`` permit, often taking in excess of two years to receive the final approval. The Clean Air Act Amendments of 1990 also impact existing units due to the non-attainment provisions of the Act and the Title 5 nationwide operating permit program. Careful consideration of combustion turbine operational characteristics and air pollutant emissions will expedite air permitting. This paper addresses specific issues related to combustion turbine emissions and the air permitting process. Guidelines for addressing many considerations are provided in order to secure an air permit that allows maximum flexibility in plant operation.

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

    The Golden Trend, a giant oil field encompassing several overlapping Pennsylvanian stratigraphic traps on the eastern flank of the Anadarko basin, has undergone a resurgence in the 1980s with deeper drilling for pre-Pennsylvanian targets. Approximately 200 new wells in and near the Antioch Southwest, Panther Creek, and Elmore Northeast waterflood units (T2, 3N, R2, 3W) have encountered evidence of undrained reserves in both established and new pay intervals of Pennsylvanian Hart and Gibson sandstones. Although all porous Hart and Gibson sandstones in the study area were originally oil bearing, evaluation of the state of depletion is necessary for planning future recompletions to these reservoirs. In general, wireline and mud logs over intervals with known production histories exhibit characteristics suggestive of pressure depletion, even in areas of old waterfloods. The most consistent parameters correlating to low reservoir pressure are lost circulation, lack of an increase in penetration rate when drilling porous sandstone, excessive gas effect on neutron-density logs, and low methane and total gas levels on the mud logs. The resistivity invasion profile also reflects lower pressure, but is subtle. The SP curve and gas composition on the mud log do not vary substantially as a function of pressure. Visual sample shows are slightly weaker in depleted sandstones, but are less reliable, owing to dependence on reservoir quality and variations between geologists on oral descriptions of show quality.

    We modify the theory of the Quantum Zeno Effect to make it consistent with the postulates of quantum mechanics. This modification allows one, throughout a sequence of observations of an excited system, to address the nature of the observable and thereby to distinguish survival from non-decay, which is necessary whenever excited states are degenerate. As a consequence, one can determine which types of measurements can possibly inhibit the exponential decay of the system. We find that continuous monitoring taken as the limit of a sequence of ideal measurements will only inhibit decay in special cases, such as in well-controlled experiments. Uncontrolled monitoring of an unstable system, however, can cause exponentially decreasing non-decay probability at all times. Furthermore, calculating the decay rate for a general sequence of observations leads to a straightforward derivation of Fermi's Golden Rule, that avoids many of the conceptual difficulties normally encountered. When multiple decay channels are available, the derivation reveals how the total decay rate naturally partitions into a sum of the decay rates for the various channels, in agreement with observations. Continuous and unavoidable monitoring of an excited system by an uncontrolled environment may therefore be a mechanism by which to explain the exponential decay law.

    In this paper we build a comprehensive analysis framework to perform direct extraction of all possible effective Higgs couplings to neutral electroweak gauge bosons in the decay to electrons and muons, the so called `golden channel'. Our framework is based on a maximum likelihood method constructed from analytic expressions of the fully differential cross sections for $h \\rightarrow 4\\ell$ and for the dominant irreducible $q\\bar{q} \\rightarrow 4\\ell$ background, where $4\\ell = 2e2\\mu, 4e, 4\\mu$. Detector effects are included by an explicit convolution of these analytic expressions with the appropriate transfer function over all center of mass variables. Using the full set of decay observables, we construct an unbinned 8-dimensional detector-level likelihood function which is continuous in the effective couplings and includes systematic uncertainties. We consider all possible $ZZ$, $Z\\gamma$ and $\\gamma\\gamma$ couplings, allowing for general CP odd/even admixtures and any possible phases. We describe how the convolution is performed and demonstrate the validity and power of the framework with a number of supporting checks and example fits. The framework can be used to perform a variety of multi-parameter extractions, including their correlations, to determine the Higgs couplings to neutral electroweak gauge bosons using data obtained at the LHC and other future colliders.

    The Solar Energy Research, Development, and Demonstration Act of 1974 authorized a federal program to develop solar energy as a viable source of the nation`s future energy needs. Under this authority, the National Renewable Energy Laboratory (NREL) was created as a laboratory of the Department of Energy (DOE) to research a number of renewable energy possibilities. The laboratory conducts its operations both in government-owned facilities on the NREL South Table Mountain (STM) Site near Golden, Colorado, and in a number of leased facilities, particularly the Denver West Office Park. NREL operations include research in energy technologies, and other areas of national environmental and energy technology interest. Examples of these technologies include electricity from sunlight with solar cells (photovoltaics); energy from wind (windmills or wind turbines); conversion of plants and plant products (biomass) into liquid fuels (ethanol and methanol); heat from the sun (solar thermal) in place of wood, oil, gas, coal and other forms of heating; and solar buildings. NREL proposes to continue and expand the present R&D efforts in C&R energy by making infrastructure improvements and constructing facilities to eventually consolidate the R&D and associated support activities at its STM Site. In addition, it is proposed that operations continue in current leased space at the present levels of activity until site development is complete. The construction schedule proposed is designed to develop the site as rapidly as possible, dependent on Congressional funding, to accommodate not only the existing R&D that is being conducted in leased facilities off-site but to also allow for the 20-year projected growth. Impacts from operations currently conducted off-site are quantified and added to the cumulative impacts of the STM site. This environmental assessment provides information to determine the severity of impacts on the environment from the proposed action.

    This work presents the relations between the carbon to carbon bond lengths in the single, double and triple bonds and in graphite, butadiene and benzene. The Golden ratio, which was shown to divide the Bohr radius into two parts pertaining to the charged particles, the electron and proton, and to divide inter-atomic distances into their cationic and anionic radii, also plays a role in the carbon-carbon bonds and in the ionic/polar character of those in graphite, butadiene and benzene. Further, the bond energies of the various CC bonds are shown to vary linearly with the bond lengths.

    As part of the Hanford Federal Facility Agreement and Consent Order negotiations (Ecology et al. 1994), the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affect groundwater or have the potential to affect groundwater would be subject to permitting under the structure of Chapter 173--216 (or 173--218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered into Consent Order No. DE 91NM-177, (Ecology and DOE-RL 1991). This document constitutes the State Waste Discharge Permit application for the 100-N Sewage Lagoon. Since the influent to the sewer lagoon is domestic waste water, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used. Although the 100-N Sewage Lagoon is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. The 100-N Sewage Lagoon serves the 100-N Area and other Hanford Site areas by receiving domestic waste from two sources. A network of sanitary sewer piping and lift stations transfers domestic waste water from the 100-N Area buildings directly to the 100-N Sewage Lagoon. Waste is also received by trucks that transport domestic waste pumped from on site septic tanks and holding tanks. Three ponds comprise the 100-N Sewage Lagoon treatment system. These include a lined aeration pond and stabilization pond, as well as an unlined infiltration pond. Both piped-in and trucked-in domestic waste is discharged directly into the aeration pond.

    This permit application documentation is for a State Waste Discharge Permit issued in accordance with requirements of Washington Administrative Code 173-216. The activity being permitted is a technology test using electrical resistance tomography. The electrical resistance tomography technology was developed at Lawrence Livermore National Laboratory and has been used at other waste sites to track underground contamination plumes. The electrical resistance tomography technology measures soil electrical resistance between two electrodes. If a fluid contaminated with electrolytes is introduced into the soil, the soil resistance is expected to drop. By using an array of measurement electrodes in several boreholes, the areal extent of contamination can be estimated. At the Hanford Site, the purpose of the testing is to determine if the electrical resistance tomography technology can be used in the vicinity of large underground metal tanks without the metal tank interfering with the test. It is anticipated that the electrical resistance tomography technology will provide a method for accurately detecting leaks from the bottom of underground tanks, such as the Hanford Site single-shell tanks.

    The objective of this project is to eliminate three closely inter-related barriers to oil production in Alaska through the use of a geographic information system (GIS) and other information technology strategies. These barriers involve identification of oil development potential from existing wells, planning projects to efficiently avoid conflicts with other interests, and gaining state approvals for exploration and development projects. Each barrier is the result of either current labor-intensive methods or poorly accessible information. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. This web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information online. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. The application will include an on-line diagnostic Coastal Project Questionnaire to determine the suite of permits required for a specific project. The application will also automatically create distribution lists based on the location and type of project, populate document templates for project review start-ups, public notices and findings, allow submission of e-comments, and post project status information on the Internet. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. Currently, State of Alaska agencies use multiple, independent systems to identify, authenticate, and authorize customers for online transactions. Consumers of online state services may be required to manage multiple online ''profiles,'' and during a permit review process valuable time may be lost verifying identity or reconciling differences in applicant information when agency records disagree. The state's Information Technology Group is developing a shared applicant profile system that will provide an additional opportunity to demonstrate data sharing between agencies.

    EAGLES is an interactive microcomputer software package for the analysis of fuel efficiency in electric-vehicle (EV) applications or the estimation of fuel economy for a gasoline vehicle. The principal objective of the EV analysis is to enable the prediction of EV performance on the basis of laboratory test data for batteries. The EV model included in the software package provides a second-by-second simulation of battery voltage and current for any specified vehicle velocity/time or power/time profile. The capability of the battery is modeled by an algorithm that relates the battery voltage to the withdrawn (or charged) current, taking into account the effect of battery depth-of-discharge. Alternatively, the software package can be used to determine the size of the battery needed to satisfy given vehicle mission requirements. For gasoline vehicles, a generic fuel-economy model based on data from EPA Test Car List 1991 is included in the software package. For both types of vehicles, effects of heating/cooling loads on vehicle performance, including range penalty for EVs, can be studied. Also available is an option to estimate the time needed by a specified vehicle to reach a certain speed with the application of a constant power and an option to compute the fraction of time and/or distance in a driving cycle at speeds exceeding a specified value. Certain parameters can be changed interactively prior to a run.
