    This paper focuses on the essential, but often overlooked, elements of a pollution prevention program: the steps required for a successful implementation. As programs are being developed, attention must be given to assuring that the systems to support a successful introduction and continued improvement are in place. The goals of a pollution prevention plan (i.e. 50% reduction in toxics use and 40% reduction in hazardous waste generation within three years) must be translated into performance oriented-responsibilities taken throughout an organization, at all levels. Successful implementation requires a genuine commitment from management, employee awareness programs tailored to each type of audience, and a feedback system to assure that the program is continually changing to incorporate new pollution prevention challenges. Also, by conducting an economic analysis of pollution prevention opportunities and activities, and incorporating the results into the business decision-making process, a company is more apt to make wise and measurable performance towards its pollution prevention goals.

However, current reporting practices for research resources are insufficient to allow humans and algorithms to identify the exact resources that are reported or answer basic questions such as “What other studies used resource X?” To address this issue, the Resource Identification Initiative was launched as a pilot project to improve the reporting standards for research resources in the methods sections of papers and thereby improve identifiability and reproducibility. The pilot engaged over 25more » biomedical journal editors from most major publishers, as well as scientists and funding officials. Authors were asked to include Research Resource Identifiers (RRIDs) in their manuscripts prior to publication for three resource types: antibodies, model organisms, and tools (including software and databases). RRIDs represent accession numbers assigned by an authoritative database, e.g., the model organism databases, for each type of resource. To make it easier for authors to obtain RRIDs, resources were aggregated from the appropriate databases and their RRIDs made available in a central web portal (www.scicrunch.org/resources). RRIDs meet three key criteria: they are machine readable, free to generate and access, and are consistent across publishers and journals. The pilot was launched in February of 2014 and over 300 papers have appeared that report RRIDs. The number of journals participating has expanded from the original 25 to more than 40. Here, we present an overview of the pilot project and its outcomes to date. We show that authors are generally accurate in performing the task of identifying resources and supportive of the goals of the project. We also show that identifiability of the resources pre- and post-pilot showed a dramatic improvement for all three resource types, suggesting that the project has had a significant impact on reproducibility relating to research resources.« less

    The U.S. Environmental Protection Agency (EPA) requested an external, independent verification study of their updated Preliminary Remediation Goals for Radionuclides (PRG) electronic calculator. The calculator provides PRGs for radionuclides that are used as a screening tool at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) sites. These risk-based PRGs establish concentration limits under specific exposure scenarios. The purpose of this verification study is to determine that the calculator has no inherit numerical problems with obtaining solutions as well as to ensure that the equations are programmed correctly. There are 167 equations used in the calculator. To verify the calculator, all equations for each of seven receptor types (resident, construction worker, outdoor and indoor worker, recreator, farmer, and composite worker) were hand calculated using the default parameters. The same four radionuclides (Am-241, Co-60, H-3, and Pu-238) were used for each calculation for consistency throughout.

    The ALARA Goals for the Savannah River Site (SRS) for 1992 have been established by the operating Divisions/Departments and totaled for the anticipated scope of sitewide work. Goals for maximum individual exposure and personnel contamination cases have been reduced from 1991 actual data. The goal for assimilations of radionuclides remains at zero. The 633.20 rem cumulative exposure goal is constituted of special work operations and base routine operations, respectively 244.68 rem and 388.52 rem. The cumulative exposure goal is an increase of 50% over the 1991 data to support the start up to K Reactor, operations of FB Line and scheduled special work. The 633.20 rem is 4% less than the 1990 data. Additionally, three reduction goals have been established to demonstrate a decrease in the Site overall radiological hazard. These reduction goals are for the size of airborne activity and contamination areas and the number of contamination events occurring outside a radiologically controlled area (RCA). The ALARA program is documented in the recently revised SRS ALARA Guide (October 1991).

    There is a growing interest in defining numerical safety goals for nuclear power plants as exemplified by an ACRS recommendation. This paper proposes a lower frequency limit of approximately 10/sup -4//reactor-year for design basis events. Below this frequency, down, to a small frequency such as 10/sup -5//reactor-year, safety margin can be provided by, say, site emergency plans. Accident sequences below 10/sup -5/ should not impact public safety, but it is prudent that safety research programs examine sequences with significant consequences. Once tentatively agreed upon, quantitative safety goals together with associated implementation tools would be factored into regulatory and design processes.

    The IAEA, NRC, and DOE regulations and requirements for safeguarding nuclear material and facilities have been reviewed and each organizations purpose, objectives, and scope are discussed in this report. Current safeguards approaches are re-examined considering technological advancements and how these developments are changing safeguards approaches used by these organizations. Additionally, the physical protection approaches required by the IAEA, NRC, and DOE were reviewed and the respective goals, objectives, and requirements are identified and summarized in this report. From these, a brief comparison is presented showing the high-level similarities among these regulatory organizations approaches to physical protection. The regulatory documents used in this paper have been assembled into a convenient reference library called the Nuclear Safeguards and Security Reference Library. The index of that library is included in this report, and DVDs containing the full library are available.

  5. Wind Energy Resource Assessment of the Caribbean and Central America

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered sites and were thus not very useful in assessing the wind resource at locations that are well exposed to the winds. Ship data were determined to be the most useful for estimating the large-scale wind flow and assessing the spatial distribution of the wind resource throughout the region. Techniques were developed for analyzing and correcting ship wind data and extrapolating these data to coastal and inland areas by considering terrain influences on the large-scale wind flow. In areas where extrapolation of ship wind data was not entirely feasible, such as interior areas of Central America, other techniques were developed for estimating the wind flow and distribution of the wind resource. Through the application of the various innovative techniques developed for assessing the wind resource throughout the Caribbean and Central America region, many areas with potentially good to outstanding wind resource were identified that had not been previously recognized. In areas where existing site data were available from exposed locations, the measured wind resource was compared with the estimated wind resource that was derived using the assessment techniques. In most cases, there was good agreement between the measured wind resource and the estimated wind resource. This assessment project supported activities being pursued by the U.S. Committee for Renewable Energy Commerce and Trade (CORECT), the U.S. government's interagency program to assist in overseas marketing and promote renewable energy exports. An overall goal of the program is to improve U.S. competitiveness in the world renewable energy market. The Caribbean and Central America assessment, which is the first of several possible follow-on international wind energy resource assessments, provides valuable information needed by the U.S. wind energy industry to identify suitable wind resource areas and concentrate their efforts on these areas.

    The National Environmental Policy Act of 1969 (NEPA) was intended to promote a systematic, comprehensive, interdisciplinary approach to planning and decision making, including the integration of the natural and social sciences and the design arts. NEPA critics have cited three key shortcomings in its implementation: (1) a lack of engagement with the NEPA process early in the planning process through interdisciplinary collaboration; (2) a lack of rigorous science and the incorporation of ecological principles and techniques; and (3) a lack of emphasis on the Act's substantive goals and objectives. In recent years and independent of NEPA, a policy of ecosystem management has been developed, which represents a fundamental change from a fragmented, incremental planning and management approach to a holistic, comprehensive, interdisciplinary land and resource management effort. The authors postulate that by incorporating ecosystem management principles in their planning and decisionmaking, federal agencies can address the shortcomings in NEPA implementation and move closes to NEPA's intent. A case analysis of EISs prepared by the USDA Forest Service before and after adopting an ecosystem management approach supports their hypothesis.

    Air Quality Guidelines for General Plans (Air Quality Guidelines) is a guidance document and resource for cities and counties to use to address air quality in their long-range planning efforts. It includes goals, policies, and programs that when adopted as part of a long-range plan will reduce vehicle trips and miles traveled and improve air quality. Although this is a voluntary program, the San Joaquin Valley Unified Air Pollution Control District (District) has strongly encouraged cities and counties in the San Joaquin Valley to use their land use and transportation planning authority to help achieve air quality goals by adopting the policies and programs suggested by the Air Quality Guidelines. Implementing the goals and policies will result in a win-win situation where cities, counties, and developers save money through more efficient land use and transportation systems and where the public benefits from a more livable community and better air quality. The purpose of the Air Quality Guidelines is threefold: (1) to provide local planning agencies with a comprehensive set of goals and policies that will improve air quality if adopted as part of a long-range plan; (2) to provide a guide to cities and counties for determining which goals and policies are appropriate in their particular community; and (3) to provide justification and rationale for the goals and policies that will convince decision-makers and the public that they are appropriate and necessary.

    With the advent of wellhead price decontrols that began in the late 1970s and the development of open access pipelines in the 1980s and 90s, gas local distribution companies (LDCs) now have increased responsibility for their gas supplies and face an increasingly complex array of supply and capacity choices. Heretofore this responsibility had been share with the interstate pipelines that provide bundled firm gas supplies. Moreover, gas supply an deliverability (capacity) options have multiplied as the pipeline network becomes increasing interconnected and as new storage projects are developed. There is now a fully-functioning financial market for commodity price hedging instruments and, on interstate Pipelines, secondary market (called capacity release) now exists. As a result of these changes in the natural gas industry, interest in resource planning and computer modeling tools for LDCs is increasing. Although in some ways the planning time horizon has become shorter for the gas LDC, the responsibility conferred to the LDC and complexity of the planning problem has increased. We examine current gas resource planning issues in the wake of the Federal Energy Regulatory Commission`s (FERC) Order 636. Our goal is twofold: (1) to illustrate the types of resource planning methods and models used in the industry and (2) to illustrate some of the key tradeoffs among types of resources, reliability, and system costs. To assist us, we utilize a commercially-available dispatch and resource planning model and examine four types of resource planning problems: the evaluation of new storage resources, the evaluation of buyback contracts, the computation of avoided costs, and the optimal tradeoff between reliability and system costs. To make the illustration of methods meaningful yet tractable, we developed a prototype LDC and used it for the majority of our analysis.

    The collection, treatment, and disposal of domestic and industrial wastewater, garbage, and other wastes present considerable problems in urban and semiurban areas of developing countries. Major benefits of using integrated treatment and resource recovery systems include waste stabilization, recovering energy as biogas, producing food from algae and fish, irrigation, improved public health, and aquatic weed control and use. Information and research are needed, however, to assesss the appropriateness, benefits, and limitations of such technology on a large scale. System configuration depends on the types and quantities of wastes available for processing. There must be enough collectable waste for the system to be viable. Information should be gathered to asses whether there is a net public health benefit by implementing a waste treatment and resource recovery system. Benefits such as savings in medical expenses and increased worker productivity due to improved health may be difficult to quantify. The potential health risks created by implementing a resource recovery system should be studied. The most difficult issues to contend with are socioeconomic in nature. Often, the poor performance of a proven technology is attributed to a lack of proper understanding of its principles by the operators, lack of community interest, improper operator training, and poor management. Public education to motivate people to accept technologies that are beneficial to them is important.

    There is a political push for utilities to supply a specified share of their electricity sales from clean energy resources under the clean energy standard (CES). The goal is to achieve 80% clean energy by 2035. However, there are uncertainties about the ability of the utility industry to ramp up quickly even with the incentives that will be provided. Water availability from the streams is one of the major factors. The contiguous United States is divided into eighteen water regions, and multiple states share water from a single water region. Consequently, water usage decisions made in one state (located upstream of a water region that crosses multiple states) will greatly impact what is available downstream in another state. In this paper, an agent-based modeling approach is proposed to evaluate the clean energy standard goal for water-dependent energy resources. Specifically, using a water region rather than a state boundary as a bounding envelope for the modeling and starting at the headwaters, virtual power plants are placed based on the conditions that there is: (i) suitable land to site a particular power plant, (ii) enough water that meet regulatory guidelines within 20 miles of the suitable land, and (iii) a 20-mile buffer zone from an existing or a virtual power plant. The results obtained are discussed in the context of the proposed clean energy standard goal for states that overlap with one water region.

    Since they were adopted in 1986, the US NRC’s Safety Goals have played a valuable role as a de facto risk acceptance criterion against which the predicted performance of a commercial nuclear power reactor can be evaluated and assessed. The current safety goals are cast in terms of risk metrics called quantitative health objectives (QHOs), limiting numerical values of the risks of the early and latent health effects of accidental releases of radioactivity to the offsite population. However, while demonstrating compliance with current safety goals has been an important step in assessing the acceptance of the risk posed by LWRs, new or somewhat different goals may be needed that go beyond the current early fatality and latent cancer fatality QHOs in assessing reactor risk. Natural phenomena such as hurricanes seem to be suitable candidates for establishing a background rate to derive a risk goal as their order of magnitude cost of damages is similar to those estimated in severe accident Level 3 PRAs done for nuclear power plants. This paper obtains a risk goal that could have a wider applicability, compared to the current QHOs, as a technology-neutral goal applicable to future reactors and multi-unit sites.

    Afghanistan is facing many challenges on its path of reconstruction and development. Among all its pressing needs, the country would benefit from the development and implementation of an energy strategy. In addition to conventional energy sources, the Afghan government is considering alternative options such as energy derived from renewable resources (wind, solar, biomass, geothermal). Biomass energy is derived from a variety of sources -- plant-based material and residues -- and can be used in various conversion processes to yield power, heat, steam, and fuel. This study provides policymakers and industry developers with information on the biomass resource potential in Afghanistan for power/heat generation and transportation fuels production. To achieve this goal, the study estimates the current biomass resources and evaluates the potential resources that could be used for energy purposes.

    This report discusses the topic geothermal resource assessment and its importance to laymen and investors for finding geothermal resources for direct-use applications. These are applications where the heat from lower-temperature geothermal fluids, 120 to 200/sup 0/F, are used directly rather than for generating electricity. The temperatures required for various applications are listed and the various types of geothermal resources are described. Sources of existing resource data are indicated, and the types and suitability of tests to develop more data are described. Potential development problems are indicated and guidance is given on how to decrease technical and financial risk and how to use technical consultants effectively. The objectives of this report are to provide: (1) an introduction low-temperature geothermal resource assessment; (2) experience from a series of recent direct-use projects; and (3) references to additional information.

    World oil use is projected to grow to 98 million b/d in 2015 and 118 million b/d in 2030. Total world natural gas consumption is projected to rise to 134 Tcf in 2015 and 182 Tcf in 2030. In an era of declining production and increasing demand, economically producing oil and gas from unconventional sources is a key challenge to maintaining global economic growth. Some unconventional hydrocarbon sources are already being developed, including gas shales, tight gas sands, heavy oil, oil sands, and coal bed methane. Roughly 20 years ago, gas production from tight sands, shales, and coals was considered uneconomic. Today, these resources provide 25% of the U.S. gas supply and that number is likely to increase. Venezuela has over 300 billion barrels of unproven extra-heavy oil reserves which would give it the largest reserves of any country in the world. It is currently producing over 550,000 b/d of heavy oil. Unconventional oil is also being produced in Canada from the Athabasca oil sands. 1.6 trillion barrels of oil are locked in the sands of which 175 billion barrels are proven reserves that can be recovered using current technology. Production from 29 companies now operating there exceeds 1 million barrels per day. The report provides an overview of continuous petroleum sources and gives a concise overview of the current status of varying types of unconventional oil and gas resources. Topics covered in the report include: an overview of the history of Oil and Natural Gas; an analysis of the Oil and Natural Gas industries, including current and future production, consumption, and reserves; a detailed description of the different types of unconventional oil and gas resources; an analysis of the key business factors that are driving the increased interest in unconventional resources; an analysis of the barriers that are hindering the development of unconventional resources; profiles of key producing regions; and, profiles of key unconventional oil and gas producers.

    Distributed, data-intensive computational science applications of interest to DOE scientific com- munities move large amounts of data for experiment data management, distributed analysis steps, remote visualization, and accessing scientific instruments. These applications need to orchestrate ensembles of resources from multiple resource pools and interconnect them with high-capacity multi- layered networks across multiple domains. It is highly desirable that mechanisms are designed that provide this type of resource provisioning capability to a broad class of applications. It is also important to have coherent monitoring capabilities for such complex distributed environments. In this project, we addressed these problems by designing an abstract API, enabled by novel semantic resource descriptions, for provisioning complex and heterogeneous resources from multiple providers using their native provisioning mechanisms and control planes: computational, storage, and multi-layered high-speed network domains. We used an extensible resource representation based on semantic web technologies to afford maximum flexibility to applications in specifying their needs. We evaluated the effectiveness of provisioning using representative data-intensive ap- plications. We also developed mechanisms for providing feedback about resource performance to the application, to enable closed-loop feedback control and dynamic adjustments to resource allo- cations (elasticity). This was enabled through development of a novel persistent query framework that consumes disparate sources of monitoring data, including perfSONAR, and provides scalable distribution of asynchronous notifications.

    A formal process of adaptive management will be required to maximize the benefits of any option for land and natural resource management and to achieve the long-term objective of ecosystem management. The process itself is straightforward and simple: new information is identified, evaluated, and a determination is made whether to adjust strategy or goals. Adaptive management is a continuing process of action-based planning, monitoring, researching and adjusting with the objective of improving the implementation and achieving the desired goals and outcomes. In this process goals and objectives are clearly stated, an initial hypothesis of ecosystem behavior is described, and monitoring is conducted to provide rapid feedback for redirection of management experiments. While the concept of adaptive management is relatively straightforward, applying it to complex management strategies requires answers to several critical questions. What new information should compel an adjustment to the management strategy? What threshold should trigger this adjustment? Who decides when and how to make adjustments? What are the definitions and thresholds of acceptable results? Adaptive ecosystem management depends on a continually evolving understanding of cause-and-effect relationships in both biological and social systems. The key features in an adaptive approach are: (1) An experimental design for implementation; (2) An explicit description of the system; (3) Well defined goals and objectives (4) Identification of critical uncertainties; (5) A monitoring and evaluation program; (6) An aggressive approach to learning; and (7) An adaptable structure.

    The US Air Force Space Command has tasked the Pacific Northwest Laboratory, as the lead laboratory supporting the US Department of Energy Federal Energy Management Program, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Vandenberg Air Force Base (VAFB). This is a model program PNL is designing for federal customers served by the Pacific Gas and Electric Company (PG and E). The primary goal of the VAFB project is to identify all electric energy efficiency opportunities, and to negotiate with PG and E to acquire those resources through a customized demand-side management program for its federal clients. That customized program should have three major characteristics: (1) 100% up-front financing; (2) substantial utility cost-sharing; and (3) utility implementation through energy service companies under contract to the utility. A similar arrangement will be pursued with Southern California Gas for non-electric resource opportunities if that is deemed desirable by the site and if the gas utility seems open to such an approach. This report documents the assessment of baseline energy use at VAFB located near Lompoc, California. It is a companion report to Volume 1, Executive Summary, and Volume 3, Resource Assessment. This analysis examines the characteristics of electric, natural gas, fuel oil, and propane use for fiscal year 1991. It records energy-use intensities for the facilities at VAFB by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. A more complete energy consumption reconciliation is presented that includes the accounting of all energy use among buildings, utilities, and applicable losses.

    While wind development activity in the United States has dramatically increased over the last 3 years, it has been mainly driven by policy mandates in the investor owned utility community. Also, while significant wind development has and is now occurring in the Northwest, the Great Plains, the Rocky Mountains, Texas, and several eastern states, there remain a number of states that have excellent resources that are essentially undeveloped. Additionally, the U.S. federal agencies represent the largest institutional load in the world, and thus are a potential large market for green (wind) energy. Rural America is economically stressed and traditional agricultural incomes are seriously threatened; wind development in these windy regions offers one of the most promising''crops'' of the 21st century. Public power serves these communities, and local development of wind with low-cost financing appears to be competitive with new conventional fossil energy sources.

    Science Goals for the ARM Recovery Act Radars. In October 2008, an ARM workshop brought together approximately 30 climate research scientists to discuss the Atmospheric Radiation Measurement (ARM) Climate Research Facility's role in solving outstanding climate science issues. Through this discussion it was noted that one of ARM's primary contributions is to provide detailed information about cloud profiles and their impact on radiative fluxes. This work supports cloud parameterization development and improved understanding of cloud processes necessary for that development. A critical part of this work is measuring microphysical properties (cloud ice and liquid water content, cloud particle sizes, shapes, and distribution). ARM measurements and research have long included an emphasis on obtaining the best possible microphysical parameters with the available instrumentation. At the time of the workshop, this research was reaching the point where additional reduction in uncertainties in these critical parameters required new instrumentation for applications such as specifying radiative heating profiles, measuring vertical velocities, and studying the convective triggering and evolution of three-dimensional (3D) cloud fields. ARM was already operating a subset of the necessary instrumentation to make some progress on these problems; each of the ARM sites included (and still includes) a cloud radar (operating at 35 or 94 GHz), a cloud lidar, and balloon-borne temperature and humidity sensors. However, these measurements were inadequate for determining detailed microphysical properties in most cases. Additional instrumentation needed to improve retrievals of microphysical processes includes radars at two additional frequencies for a total of three at a single site (35 GHz, 94 GHz, and a precipitation radar) and a Doppler lidar. Evolving to a multi-frequency scanning radar is a medium-term goal to bridge our understanding of two-dimensional (2D) retrievals to the 3D cloud field. These additional microphysical measurements would allow detailed cloud properties to be derived even in the presence of light precipitation. It is important to couple these detailed measurements of cloud microphysics to vertical motion on the cloud scale to couple microphysics with meteorological processes. Vertically pointing Doppler radars provide the vertical motion of cloud particles but, to separate particle motion from air motion, a wind profiler is required. The American Recovery and Reinvestment Act provided the means to address these needs and implement a multi-frequency suite of radars, including scanning radars, at each of the ARM sites. In addition, Doppler lidars have been deployed at several sites. With these new measurement capabilities, ARM has the measurement capabilities to tackle the problems of improving microphysical profile descriptions and evaluating the relationship between our current narrow-field-of view, zenith perspective on clouds to a description of the full 3D cloud field and its temporal evolution.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface. Groundwater resources are not discussed in this report, but are planned to be included in the hydrology section of future revisions of the ''Yucca Mountain Site Description'' (CRWMS M&O 2000c).

    Program Review VI was comprised of six sessions, including an opening session, four technical sessions that addressed each of the major DOE research areas, and a session on special issues. The technical sessions were on Hydrothermal, Hot Dry Rock, Geopressured and Magma resources. Presenters in the technical sessions discussed their R and D activities within the context of specific GTD Programmatic Objectives for that technology, their progress toward achieving those objectives, and the value of those achievements to industry. The ''Special Issues'' presentations addressed several topics such as the interactions between government and industry on geothermal energy R and D; the origin and basis for the programmatic objectives analytical computer model; and international marketing opportunities for US geothermal equipment and services. The unique aspect of Program Review VI was that it was held in conjunction with the National Geothermal Association's Industry Round Table on Federal R and D. The Round Table provided a forum for open and lively discussions between industry and government researchers and gave industry an opportunity to convey their needs and perspectives on DOE's research programs. These discussions also provided valuable information to DOE regarding industry's priorities and directions.

  8. Idaho National Laboratory Cultural Resource Monitoring Report for 2013

    This report describes the cultural resource monitoring activities of the Idaho National Laboratorys (INL) Cultural Resource Management (CRM) Office during 2013. Throughout the year, thirty-eight cultural resource localities were revisited including: two locations with Native American human remains, one of which is also a cave; fourteen additional caves; seven prehistoric archaeological sites ; four historic archaeological sites; one historic trail; one nuclear resource (Experimental Breeder Reactor-I, a designated National Historic Landmark); and nine historic structures located at the Central Facilities Area. Of the monitored resources, thirty-three were routinely monitored, and five were monitored to assess project compliance with cultural resource recommendations along with the effects of ongoing project activities. On six occasions, ground disturbing activities within the boundaries of the Power Burst Facility/Critical Infrastructure Test Range Complex (PBF/CITRC) were observed by INL CRM staff prepared to respond to any additional finds of Native American human remains. In addition, two resources were visited more than once as part of the routine monitoring schedule or to monitor for additional damage. Throughout the year, most of the cultural resources monitored had no visual adverse changes resulting in Type 1determinations. However, Type 2 impacts were noted at eight sites, indicating that although impacts were noted or that a project was operating outside of culturally cleared limitations, cultural resources retained integrity and noted impacts did not threaten National Register eligibility. No new Type 3 or any Type 4 impacts that adversely impacted cultural resources and threatened National Register eligibility were observed at cultural resources monitored in 2013.

    In the aftermath of the consumer price shocks and short-term power shortages of the 2000-01 electricity crisis, policymakers and regulators in Western states are placing increased emphasis on integrated resource planning (IRP), resource adequacy and assessment and a diversified portfolio of resources to meet the needs of electricity consumers. In some states, this has led to a resurgence in state and utility commitments to energy efficiency. Increasing interest in acquiring energy efficiency as a power-system resource is also driven by the desire to dampen high growth rates in electricity demand in some Western states, rapid increases in natural gas prices, concerns about the environmental impacts of electricity generation (e.g. water consumption by power plants, air quality), and the potential of energy efficiency to provide utility bill savings for households and businesses (WGA CDEAC 2006). Recognizing the cost-competitiveness and environmental benefits of energy efficiency, the Western Governor's Association (WGA) has set a high priority for energy efficiency, establishing a goal of reducing projected electricity demand by 20% across the West by 2020 in a policy resolution on Clean and Diversified Energy for the West (WGA 2004). Nationally, the need for improved tracking of demand-side resources in load forecasting is formalized in the North American Electric Reliability Council (NERC)'s recently adopted reliability standards, which utilities and regional reliability organizations will need to comply with (NERC 2005a and 2005b). In this study, we examine the treatment of energy efficiency in recent resource plans issued by fourteen investor-owned utilities (IOUs) in the Western United States and Canada. The goals of this study are to: (1) summarize energy-efficiency resources as represented in a large sample of recent resource plans prepared by Western utilities and identify key issues; (2) evaluate the extent to which the information provided in current resource plans can be used to support region-wide resource assessment and tracking of state/utility progress in meeting the WGA's energy-efficiency goals (WGA 2004); and (3) offer recommendations on information and documentation of energy-efficiency resources that should be included in future resource plans to facilitate comparative review and regional coordination. The scope of this report covers projected electric end-use efficiency investments reported in all Western utility resource plans that were publicly available as of February 2006. While a few utilities included additional demand-side resources, such as demand response, in their plans, we do not report that information. However, many of the issues and recommendations in reference to energy efficiency in this report are relevant to other demand-side resources as well. This report is organized as follows. Section 2 outlines the data sources and approach used in this study and conceptualizes methods and metrics for tracking energy-efficiency resources over time. Section 3 presents results from the review of the utility resource plans. Important issues encountered in reviewing the resource plans are discussed in section 4. Finally, section 5 concludes with recommendations for improving the tracking and reporting of energy efficiency in forthcoming resource plans.

    Ecological resources are resources that have functional value to ecosystems. Frequently, these functions are overlooked in terms of the value they provide to humans. Environmental economics is in search of an appropriate analysis framework for such resources. In such a framework, it is essential to distinguish between two related subsets of information: (1) ecological processes that have intrinsic value to natural ecosystems; and (2) ecological functions that are values by humans. The present study addresses these concerns by identifying a habitat that is being displaced by development, and by measuring the human and ecological values associated with the ecological resources in that habitat. It is also essential to determine which functions are mutually exclusive and which are, in effect, complementary or products of joint production. The authors apply several resource valuation tools, including contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage-pricing (HDP). One way to derive upper-limit values for more difficult-to-value functions is through the use of human analogs, because human-engineered systems are relatively inefficient at supplying the desired services when compared with natural systems. Where data on the relative efficiencies of natural systems and human analogs exist, it is possible to adjust the costs of providing the human analog by the relative efficiency of the natural system to obtain a more realistic value of the function under consideration. The authors demonstrate this approach in an environmental economic case study of the environmental services rendered by shrub-steppe habitats of Benton County, Washington State.

    The US Army Forces Command (FORSCOM) has tasked the Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company. It will identify and evaluate all electric and fossil fuel cost-effective energy projects; develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Resource Assessment. This analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. It records energy-use intensities for the facilities at Fort Drum by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. A complete energy consumption reconciliation is presented that includes the accounting of all energy use among buildings, utilities, central systems, and applicable losses.

    Energy efficiency resource standards (EERS) are a prominent strategy to potentially achieve rapid and aggressive energy savings goals in the U.S. As of December 2010, twenty-six U.S. states had some form of an EERS with savings goals applicable to energy efficiency (EE) programs paid for by utility customers. The European Union has initiated a similar type of savings goal, the Energy End-use Efficiency and Energy Services Directive, where it is being implemented in some countries through direct partnership with regulated electric utilities. U.S. utilities face significant financial disincentives under traditional regulation which affects the interest of shareholders and managers in aggressively pursuing cost-effective energy efficiency. Regulators are considering some combination of mandated goals ('sticks') and alternative utility business model components ('carrots' such as performance incentives) to align the utility's business and financial interests with state and federal energy efficiency public policy goals. European countries that have directed their utilities to administer EE programs have generally relied on non-binding mandates and targets; in the U.S., most state regulators have increasingly viewed 'carrots' as a necessary condition for successful achievement of energy efficiency goals and targets. In this paper, we analyze the financial impacts of an EERS on a large electric utility in the State of Arizona using a pro-forma utility financial model, including impacts on utility earnings, customer bills and rates. We demonstrate how a viable business model can be designed to improve the business case while retaining sizable ratepayer benefits. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other countries looking to significantly increase savings targets that can be achieved from their own utility-administered EE programs.

    A power distribution feeder, where a heterogeneous set of distributed energy resources is deployed, is examined by simulation. The energy resources include PV, battery storage, natural gas GenSet, fuel cells, and active thermal storage for commercial buildings. The resource scenario considered is one that may exist in a not too distant future. Two cases of interaction between different resources are examined. One interaction involves a GenSet used to partially offset the duty cycle of a smoothing battery connected to a large PV system. The other example involves the coordination of twenty thermal storage devices, each associated with a commercial building.more » Storage devices are intended to provide maximum benefit to the building, but it is shown that this can have a deleterious effect on the overall system, unless the action of the individual storage devices is coordinated. A network based approach is also introduced to calculate some type of effectiveness metric to all available resources which take part in coordinated operation.     Federal agencies, states and resource managers have control and stewardship responsibility over a significant inventory of natural resources. A number of federal regulations require the review, protection and preservation of natural resource protection. Examples of such actions include the reauthorization of the Clean Water Act and the modification of the National Contingency Plan to incorporate the requirements of the Oil Pollution Act of 1990. To successfully preserve conserve and restore natural resources on federal reservations, and state and private lands, and to comply with Federal regulations designed to protect natural resources located on their sites, and the type of information on these resources required by environmental regulations. This paper presents an approach using a computerized, graphical information management system to catalogue and track data for the management of natural resources under Federal and state regulations, and for promoting resource conservation, preservation and restoration. The system is designed for use by Federal facility resource managers both for the day-to-day management of resources under their control, and for the longer-term management of larger initiatives, including restoration of significant or endangered resources, participation in regional stewardship efforts, and general ecosystem management. The system will be valuable for conducting natural resource baseline inventories an implementing resource management plans on lands other than those controlled by the Federal government as well. The system can provide a method for coordinating the type of natural resource information required by major federal environmental regulations--thereby providing a cost-effective means for managing natural resource information.

    Utilities are developing sulfur dioxide (SO{sub 2}) emission compliance plans to meet limitations of the Clean Air Act Amendments of 1990 (CAAA). Compliance plans will have long-term effects on resource selection, fuel choice, and system dispatch. Use of integrated resource planning (IRP) is necessary to ensure compliance plans are consistent with the overall societal goals. In particular, environmental externalities must be integrated with the compliance planning process. The focus of the CAAA is on air pollution reduction, specifically acid gases and toxics, and attainment of National Ambient Air Quality Standards (NAAQS) for criteria pollutants. Title IV specifically focuses on sulfur dioxide with a national allowance trading system, while further regulation of toxics and nitrogen oxides is slated for additional study. Yet, compliance planning based narrowly upon today`s environmental regulations could fail to meet the broad goals of IRP if a larger array of environmental externalities is excluded from the analysis. Compliance planning must consider a broad range of environmental effects from energy production and use to (1) protect society`s long-term stake in environmental quality, and (2) ensure that today`s plans are rich enough to accommodate potential changes in regulation and national environmental goals. The explicit recognition of environmental effects, such as those associated with CO{sub 2} release, will result in prudent compliance plans that take advantage of current opportunities for pollution avoidance and have long-term viability in the face of regulatory change. By including such considerations, the mix of resources acquired and operated (supply and demand, existing and new, conventional and renewable, fuel type and fuel quality, pollution control, and dispatch protocols) will be robust and truly least-cost.

    The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program`s (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk`s primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 2, the Baseline Detail.

    This comprehensive Natural Resource Management Plan (NRMP) for Brookhaven National Laboratory (BNL) was built on the successful foundation of the Wildlife Management Plan for BNL, which it replaces. This update to the 2003 plan continues to build on successes and efforts to better understand the ecosystems and natural resources found on the BNL site. The plan establishes the basis for managing the varied natural resources located on the 5,265 acre BNL site, setting goals and actions to achieve those goals. The planning of this document is based on the knowledge and expertise gained over the past 10 years by the Natural Resources management staff at BNL in concert with local natural resource agencies including the New York State Department of Environmental Conservation, Long Island Pine Barrens Joint Planning and Policy Commission, The Nature Conservancy, and others. The development of this plan is an attempt at sound ecological management that not only benefits BNL's ecosystems but also benefits the greater Pine Barrens habitats in which BNL is situated. This plan applies equally to the Upton Ecological and Research Reserve (Upton Reserve). Any difference in management between the larger BNL area and the Upton Reserve are noted in the text. The purpose of the Natural Resource Management Plan (NRMP) is to provide management guidance, promote stewardship of the natural resources found at BNL, and to sustainably integrate their protection with pursuit of the Laboratory's mission. The philosophy or guiding principles of the NRMP are stewardship, sustainability, adaptive ecosystem management, compliance, integration with other plans and requirements, and the incorporation of community involvement, where applicable. The NRMP is periodically reviewed and updated, typically every five years. This review and update was delayed to develop documents associated with a new third party facility, the Long Island Solar Farm. This two hundred acre facility will result in significant changes to this plan warranting the delay. The body of this plan establishes the management goals and actions necessary for managing the natural resources at BNL in a sustainable manner. The appendices provide specific management requirements for threatened and endangered amphibians and fish (Appendices A and B, respectively), and lists of actions in tabular format - including completed items as well as ongoing and new action items (Appendices C and D, respectively).

    The US Air Force Air Combat Command has tasked the Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Griffiss Air Force Base (AFB). This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, Griffiss AFB, an Air Combat Command facility located near Rome, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Electric Resource Assessment. The analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. The results include energy-use intensities for the facilities at Griffiss AFB by building type and electric energy end use. A complete electric energy consumption reconciliation is presented that accounts for the distribution of all major electric energy uses and losses among buildings, utilities, and central systems.

    President Obama announced in 2012 an Administration Goal for the United States to double aggregate renewable electricity generation from wind, solar, and geothermal sources by 2020.
