    The ALARA Goals for the Savannah River Site (SRS) for 1992 have been established by the operating Divisions/Departments and totaled for the anticipated scope of sitewide work. Goals for maximum individual exposure and personnel contamination cases have been reduced from 1991 actual data. The goal for assimilations of radionuclides remains at zero. The 633.20 rem cumulative exposure goal is constituted of special work operations and base routine operations, respectively 244.68 rem and 388.52 rem. The cumulative exposure goal is an increase of 50% over the 1991 data to support the start up to K Reactor, operations of FB Line and scheduled special work. The 633.20 rem is 4% less than the 1990 data. Additionally, three reduction goals have been established to demonstrate a decrease in the Site overall radiological hazard. These reduction goals are for the size of airborne activity and contamination areas and the number of contamination events occurring outside a radiologically controlled area (RCA). The ALARA program is documented in the recently revised SRS ALARA Guide (October 1991).

    This report briefly summarizes work done in FY 2013 on the subject LDRD. The working hypothesis is that societal disruption should be addressed in a safety goal. This is motivated by the point that the Fukushima disaster resulted in very little public dose, but enormous societal disruption; a goal that addressed societal disruption would fill a perceived gap in the US NRC safety goal structure. This year's work entailed analyzing the consequences of postulated accidents at various reactor sites in the US, specifically with a view to quantifying the number of people relocated and the duration of their relocation, to see whether this makes sense as a measure of societal disruption.

    There is a growing interest in defining numerical safety goals for nuclear power plants as exemplified by an ACRS recommendation. This paper proposes a lower frequency limit of approximately 10/sup -4//reactor-year for design basis events. Below this frequency, down, to a small frequency such as 10/sup -5//reactor-year, safety margin can be provided by, say, site emergency plans. Accident sequences below 10/sup -5/ should not impact public safety, but it is prudent that safety research programs examine sequences with significant consequences. Once tentatively agreed upon, quantitative safety goals together with associated implementation tools would be factored into regulatory and design processes.

    This paper focuses on the essential, but often overlooked, elements of a pollution prevention program: the steps required for a successful implementation. As programs are being developed, attention must be given to assuring that the systems to support a successful introduction and continued improvement are in place. The goals of a pollution prevention plan (i.e. 50% reduction in toxics use and 40% reduction in hazardous waste generation within three years) must be translated into performance oriented-responsibilities taken throughout an organization, at all levels. Successful implementation requires a genuine commitment from management, employee awareness programs tailored to each type of audience, and a feedback system to assure that the program is continually changing to incorporate new pollution prevention challenges. Also, by conducting an economic analysis of pollution prevention opportunities and activities, and incorporating the results into the business decision-making process, a company is more apt to make wise and measurable performance towards its pollution prevention goals.

    The IAEA, NRC, and DOE regulations and requirements for safeguarding nuclear material and facilities have been reviewed and each organizations purpose, objectives, and scope are discussed in this report. Current safeguards approaches are re-examined considering technological advancements and how these developments are changing safeguards approaches used by these organizations. Additionally, the physical protection approaches required by the IAEA, NRC, and DOE were reviewed and the respective goals, objectives, and requirements are identified and summarized in this report. From these, a brief comparison is presented showing the high-level similarities among these regulatory organizations approaches to physical protection. The regulatory documents used in this paper have been assembled into a convenient reference library called the Nuclear Safeguards and Security Reference Library. The index of that library is included in this report, and DVDs containing the full library are available.

    Since they were adopted in 1986, the US NRC’s Safety Goals have played a valuable role as a de facto risk acceptance criterion against which the predicted performance of a commercial nuclear power reactor can be evaluated and assessed. The current safety goals are cast in terms of risk metrics called quantitative health objectives (QHOs), limiting numerical values of the risks of the early and latent health effects of accidental releases of radioactivity to the offsite population. However, while demonstrating compliance with current safety goals has been an important step in assessing the acceptance of the risk posed by LWRs, new or somewhat different goals may be needed that go beyond the current early fatality and latent cancer fatality QHOs in assessing reactor risk. Natural phenomena such as hurricanes seem to be suitable candidates for establishing a background rate to derive a risk goal as their order of magnitude cost of damages is similar to those estimated in severe accident Level 3 PRAs done for nuclear power plants. This paper obtains a risk goal that could have a wider applicability, compared to the current QHOs, as a technology-neutral goal applicable to future reactors and multi-unit sites.

Black-Right-Pointing-Pointer Inconsistencies between laboratory and full scale results have been elaborated. Black-Right-Pointing-Pointer An explanatory approach in connection with the inconsistencies is provided. - Abstract: The creation of sustainable landfills is a fundamental goal in waste management worldwide. In this connection landfill aeration contributes towards an accelerated, controlled and sustainable conversion of conventional anaerobic landfills into a biological stabilized state associated with a minimised emission potential. The technology has been successfully applied to landfills in Europe, North America and Asia, following different strategies depending on the geographical region, the specific legislation and the available financial resources. Furthermore, methodologies for the incorporation of landfill aeration into the carbon trade mechanisms have been developed in recent years. This manuscript gives an overview on existing concepts for landfill aeration; their application ranges and specifications. For all of the described concepts examples from different countries worldwide are provided, including details regarding their potentials and limitations. Some of the most important findings from these aeration projects are summarised and future research needs have been identified. It becomes apparent that there is a great demand for a systematisation of the available results and implications in order to further develop and optimise this very promising technology. The IWWG (International Waste Working Group) Task Group 'Landfill Aeration' contributes towards the achievement of this goal.

    The authors show in this paper how they can find the peaks in the input data if the underlying signal is a sum of Lorentzians. In order to project the data into a space of Lorentzian like functions, they show explicitly the construction of scaling functions which look like Lorentzians. From this construction, they can calculate the biorthogonal filter coefficients for both the analysis and synthesis functions. They then compare their biorthogonal wavelets to the FBI (Federal Bureau of Investigations) wavelets when used for peak finding in noisy data. They will show that in this instance, their filters perform much better than the FBI wavelets.

This paper describes a ``root problems`` approach to documenting audit findings that is designed not only to put the QA auditor in a more favorable light, but to more effectively enable the auditee to identify root cause and meaningful corrective action. The positive results of this approach are considerable. You will have fewer findings but those you do have will be substantial. You will cite requirements that sound reasonable and make arguments difficult. If some of the supporting deficiencies (examples) prove to be incorrect, you will still have ample support for the original finding. You will be seen as reasonable individual who can help lead the auditee towards identification of root cause without taking away part of the responsibility. You even have a fair chance of fostering a sense of commitment to quality improvement on the auditee`s part. This in itself, is its own reward.

    Science Goals for the ARM Recovery Act Radars. In October 2008, an ARM workshop brought together approximately 30 climate research scientists to discuss the Atmospheric Radiation Measurement (ARM) Climate Research Facility's role in solving outstanding climate science issues. Through this discussion it was noted that one of ARM's primary contributions is to provide detailed information about cloud profiles and their impact on radiative fluxes. This work supports cloud parameterization development and improved understanding of cloud processes necessary for that development. A critical part of this work is measuring microphysical properties (cloud ice and liquid water content, cloud particle sizes, shapes, and distribution). ARM measurements and research have long included an emphasis on obtaining the best possible microphysical parameters with the available instrumentation. At the time of the workshop, this research was reaching the point where additional reduction in uncertainties in these critical parameters required new instrumentation for applications such as specifying radiative heating profiles, measuring vertical velocities, and studying the convective triggering and evolution of three-dimensional (3D) cloud fields. ARM was already operating a subset of the necessary instrumentation to make some progress on these problems; each of the ARM sites included (and still includes) a cloud radar (operating at 35 or 94 GHz), a cloud lidar, and balloon-borne temperature and humidity sensors. However, these measurements were inadequate for determining detailed microphysical properties in most cases. Additional instrumentation needed to improve retrievals of microphysical processes includes radars at two additional frequencies for a total of three at a single site (35 GHz, 94 GHz, and a precipitation radar) and a Doppler lidar. Evolving to a multi-frequency scanning radar is a medium-term goal to bridge our understanding of two-dimensional (2D) retrievals to the 3D cloud

    The National Environmental Policy Act of 1969 (NEPA) was intended to promote a systematic, comprehensive, interdisciplinary approach to planning and decision making, including the integration of the natural and social sciences and the design arts. NEPA critics have cited three key shortcomings in its implementation: (1) a lack of engagement with the NEPA process early in the planning process through interdisciplinary collaboration; (2) a lack of rigorous science and the incorporation of ecological principles and techniques; and (3) a lack of emphasis on the Act's substantive goals and objectives. In recent years and independent of NEPA, a policy of ecosystem management has been developed, which represents a fundamental change from a fragmented, incremental planning and management approach to a holistic, comprehensive, interdisciplinary land and resource management effort. The authors postulate that by incorporating ecosystem management principles in their planning and decisionmaking, federal agencies can address the shortcomings in NEPA implementation and move closes to NEPA's intent. A case analysis of EISs prepared by the USDA Forest Service before and after adopting an ecosystem management approach supports their hypothesis.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     n the pass-the-hash attack, hackers repeatedly steal password hashes and move through a computer network with the goal of reaching a computer with high level administrative privileges. In this paper we apply graph coarsening in network graphs for the purpose of detecting hackers using this attack or assessing the risk level of the network's current state. We repeatedly take graph minors, which preserve the existence of paths in the graph, and take powers of the adjacency matrix to count the paths. This allows us to detect the existence of paths as well as find paths that have high risk of being used by adversaries.

  20. The 'People Plan' Concept for Contract Closure - 12432

    The U.S. Department of Energy's (DOE) first-of-a-kind closure project at the Hanford Site in Richland, Washington, still has more than 3 years to run, but its contractor, Washington Closure Hanford (WCH), has already started its plans for going out of business. It will be the first contract that closes in increments and, paramount to its success, will be its ability to provide a disciplined and positive approach to release personnel while at the same time retaining personnel critical to timely and safe completion of the work scope. In May 2011, WCH produced the people plan, a program that maximizes communication and support for employees being released, provides an incentivization strategy to retain personnel to the end of their assignments, and reflects a sensitivity to the long-term goals of the contract and WCH's parent companies. The combination of all of these efforts equal one thing: treating employees with respect by providing specific information in a timely manner; respecting employees by sharing as much information as possible, as soon as possible, with as much detail as possible; and respecting each individual's ability to be in control of their next step in their life or career. The project is only in the second ORW and has 13 more before the end of the contract. That time remaining will continue to bring new challenges and unknowns, but the confidence and trust of the employees is proving to be solid. This is largely as a result of the stability provided by the people plan program. A success that can only truly be measured by the continued positive response it has already received from WCH's employees. (authors)

    In this paper, we explore the role of data science in the public policy lifecycle. We posit policy documents (bills, acts, regulations and directives) as forms of social objects and present a methodology to understand interactions between prior context in professional and personal social networks to a given public policy document release. We employ natural language processing tools along with recent advances in semantic reasoning to formulate document-level proximity metrics which we use to predict the relevance (and impact) of the policy artifacts. These metrics serve as a measure of excitation between people and the public policy initiatives.

    of activity include: CDMS II data analysis, contributions to SuperCDMS Soudan operations and analysis, R&D towards SuperCDMS SNOLAB, development of a novel screener for radiocontamination (the BetaCage), and development of new WIMP detector concepts. Ren-Yuan Zhu leads the HEP crystal laboratory for the advanced detector R&D effort. The crystal lab is involved in development of novel scintillating crystals and has proposed several crystal based detector concepts for future HEP experiments at the energy and intensity frontiers. Its current research effort is concentrated on development of fast crystal scintillators with good radiation hardness and low cost. II) THEORETICAL PHYSICS The main theme of Sergei Gukov's current research is the relation between the geometry of quantum group invariants and their categorification, on the one hand, and the physics of supersymmetric gauge theory and string theory, on the other. Anton Kapustin's research spans a variety of topics in non-perturbative Quantum Field Theory (QFT). His main areas of interest are supersymmetric gauge theories, non-perturbative dualities in QFT, disorder operators, Topological Quantum Field Theory, and non-relativistic QFT. He is also interested in the foundations and possible generalizations of Quantum Mechanics. Hirosi Ooguri's current research has two main components. One is to find exact results in Calabi-Yau compactification of string theory. Another is to explore applications of the AdS/CFT correspondence. He also plans to continue his project with Caltech postdoctoral fellows on BPS spectra of supersymmetric gauge theories in diverse dimensions. John Preskill works on quantum information science. This analysis, using the Regional Energy Deployment System (ReEDS) model, explores a full range of future renewable deployment scenarios out to 2020 to assess progress and outlook toward this goal. The potential market for IGCC systems in China and the competitiveness of IGCC technology with other clean coal options for China have been analyzed in the report. Such information will be useful not only to the Chinese government but also to US vendors and companies. The goal of this report is to analyze the energy supply structure of China, China`s energy and environmental protection demand, and the potential market in China in order to make a justified and reasonable assessment on feasibility of the transfer of US Clean Coal Technologies to China. The Expert Report was developed and written by the joint US/PRC IGCC experts and will be presented to the State Planning Commission (SPC) by the President of the CAS to ensure consideration of the importance of IGCC for future PRC power production.

    To maintain capabilities in nuclear weapons technologies, the Department of Energy (DOE) has to maintain a plutonium processing facility that meets all the current and emerging standards of environmental regulations. A strategic goal to transform the Plutonium Processing Facility at Los Alamos into an environmentally benign operation is identified. A variety of technologies and systems necessary to meet this goal are identified. Two initiatives now in early stages of implementation are described in some detail. A highly motivated and trained work force and a systems approach to waste minimization and pollution prevention are necessary to maintain technical capabilities, to comply with regulations, and to meet the strategic goal.
