    Climate change has the potential to exacerbate water availability concerns for thermal power plant cooling, which is responsible for 41% of U.S. water withdrawals. This analysis describes an initial link between climate, water, and electricity systems using the National Renewable Energy Laboratory (NREL) Regional Energy Deployment System (ReEDS) electricity system capacity expansion model. Average surface water projections from Coupled Model Intercomparison Project 3 (CMIP3) data are applied to surface water rights available to new generating capacity in ReEDS, and electric sector growth is compared with and without climate-influenced water rights. The mean climate projection has only a small impact on national or regional capacity growth and water use because most regions have sufficient unappropriated or previously retired water rights to offset climate impacts. Climate impacts are notable in southwestern states that purchase fewer water rights and obtain a greater share from wastewater and other higher-cost water resources. The electric sector climate impacts demonstrated herein establish a methodology to be later exercised with more extreme climate scenarios and a more rigorous representation of legal and physical water availability.

  8. Climate Policy and the Long-Term Evolution of the U.S. Buildings Sector

    Buildings are the dominant driver of daily and seasonal electric load cycles, and account for 40 percent of U.S. final energy use. They account for roughly 10 percent of direct U.S. CO2 emissions and roughly 40 percent including indirect emissions from electricity generation. This paper explores the possible evolution of this sector over the coming century, its potential role in climate action and response to climate policies, and the potential benefits of advances in building technologies for addressing climate change. The paper presents a set of scenarios based on a detailed, service-based model of the U.S. buildings sector that is embedded within a long-term, global, integrated assessment model, MiniCAM. Eight scenarios are created in total, combining two sets of assumptions regarding U.S. building service demand growth, two sets of assumptions regarding the improvements in building energy technologies, and two assumptions regarding long-term U.S. climate action – a no-climate-action assumption and an assumption of market-based policies to reduce U.S. CO2 emissions consistent with a 450 ppmv global target. Through these eight scenarios, the paper comments on the implications of continued growth in building service demands, the ability of efficiency measures to reduce emissions, and the strong link between decarbonization of electricity generation and building sector emissions.

    There is a wide body of research focused on the potential of advanced technologies to reduce energy consumption in buildings. How such improvements relate to global climate change, however, is less clear, due to the complexity of the climate change issue, and the implications for the energy system as a whole that need to be considered. This study uses MiniCAM, an integrated assessment model, to examine the contributions of several suites of advanced buildings technologies in meeting national carbon emissions reduction targets, as part of a global policy to mitigate climate change by stabilizing atmospheric CO2 concentrations at 450 ppmv. Focal technology areas include building shells, heat pumps for HVAC and water heating applications, solid-state lighting, and miscellaneous electric equipment. We find that advanced heat pumps and energy-efficient miscellaneous electric equipment show the greatest potential to reduce aggregate building sector future energy consumption and policy costs, but that all focal areas are important for reducing energy consumption. Because of assumed availability of low-cost, emissions-reduced electricity generation technologies in these scenarios, heat pumps are especially important for facilitating fuel-switching towards electricity. Buildings sector energy consumption is reduced by 28% and policy costs are reduced by 17% in a scenario with advanced technologies in all focal areas.

    Over the course of this coming century, global electricity use is expected to grow at least five fold and if stringent greenhouse gas emissions controls are in place the growth could be more than seven fold from current levels. Given that the electric power sector represents the second largest anthropogenic use of water and given growing concerns about the nature and extent of future water scarcity driven by population growth and a changing climate, significant concern has been expressed about the electricity sector’s use of water going forward. In this paper, the authors demonstrate that an often overlooked but absolutely critical issue that needs to be taken into account in discussions about the sustainability of the electric sector’s water use going forward is the tremendous turn over in electricity capital stock that will occur over the course of this century; i.e., in the scenarios examined here more than 80% of global electricity production in the year 2050 is from facilities that have not yet been built. The authors show that because of the large scale changes in the global electricity system, the water withdrawal intensity of electricity production is likely to drop precipitously with the result being relatively constant water withdrawals over the course of the century even in the face of the large growth in electricity usage. The ability to cost effectively reduce the water intensity of power plants with carbon dioxide capture and storage systems in particular is key to constraining overall global water use.

    Climate is defined by the Glossary of Meteorology as the mean of atmospheric variables over a period of time ranging from as short as a few months to multiple years and longer. Although the term climate is often used to refer to long-term weather statistics, the broader definition of climate is the time evolution of a system consisting of the atmosphere, hydrosphere, lithosphere, and biosphere. Physical, chemical, and biological processes are involved in interactions among the components of the climate system. Vegetation, soil moisture, and glaciers are part of the climate system in addition to the usually considered temperature and precipitation (Pielke, 2008). Climate change refers to any systematic change in the long-term statistics of climate elements (such as temperature, pressure, or winds) sustained over several decades or longer. Climate change can be initiated by external forces, such as cyclical variations in the Earth's solar orbit that are thought to have caused glacial and interglacial periods within the last 2 million years (Milankovitch, 1941). However, a linear response to astronomical forcing does not explain many other observed glacial and interglacial cycles (Petit et al., 1999). It is now understood that climate is influenced by the interaction of solar radiation with atmospheric greenhouse gasses (e.g., carbon dioxide, chlorofluorocarbons, methane, nitrous oxide, etc.), aerosols (airborne particles), and Earth's surface. A significant aspect of climate are the interannual cycles, such as the El Nino La Nina cycle which profoundly affects the weather in North America but is outside the scope of weather forecasts. Some of the most significant advances in understanding climate change have evolved from the recognition of the influence of ocean circulations upon the atmosphere (IPCC, 2007). Human activity can affect the climate system through increasing concentrations of atmospheric greenhouse gases, air pollution, increasing concentrations of aerosol, and land alteration. A particular concern is that atmospheric levels of CO{sub 2} may be rising faster than at any time in Earth's history, except possibly following rare events like impacts from large extraterrestrial objects (AMS, 2007). Atmospheric CO{sub 2} concentrations have increased since the mid-1700s through fossil fuel burning and changes in land use, with more than 80% of this increase occurring since 1900. The increased levels of CO{sub 2} will remain in the atmosphere for hundreds to thousands of years. The complexity of the climate system makes it difficult to predict specific aspects of human-induced climate change, such as exactly how and where changes will occur, and their magnitude. The Intergovernmental Panel for Climate Change (IPCC) was established by World Meteorological Organization (WMO) and the United Nations in 1988. The IPCC was tasked with assessing the scientific, technical and socioeconomic information needed to understand the risk of human-induced climate change, its observed and projected impacts, and options for adaptation and mitigation. The IPCC concluded in its Fourth Assessment Report (AR4) that warming of the climate system is unequivocal, and that most of the observed increase in globally averaged temperatures since the mid-20th century is very likely due to the observed increased in anthropogenic greenhouse gas concentrations (IPCC, 2007).

    Examining the intersection of risk analysis and sustainable energy strategies reveals numerous examples of energy efficient and renewable energy technologies that offer insurance loss-prevention benefits. The growing threat of climate change provides an added motivation for the risk community to better understand this area of opportunity. While analyses of climate change mitigation typically focus on the emissions-reduction characteristics of sustainable energy technologies, less often recognized are a host of synergistic ways in which these technologies also offer adaptation benefits, e.g. making buildings more resilient to natural disasters. While there is already some relevant activity, there remain various barriers to significantly expanding these efforts. Achieving successful integration of sustainable energy considerations with risk-management objectives requires a more proactive orientation, and coordination among diverse actors and industry groups.

  20. Integrating climate change into energy demand forecasts: A commercial sector analysis

    This study examines the effects of global climate change on commercial building energy use. The methodology used included estimating balance points and degree-day response coefficients, estimating cross-section regressions to extrapolate to a full sample, extrapolating the building sample to the year 2030, and estimating the energy consumption in the year 2030 under different temperature regimes. Results show that total primary energy consumption in U.S. commercial buildings will rise although the absolute increase in consumption may not be large, given offsetting heating benefits. Nonetheless, the effect on electric utilities may be severe.

    This study provides an updated analysis of long-term energy system scenarios for California consistent with the State meeting its 2050 climate goal, including detailed analysis and assessment of electricity system build-out, operation, and costs across the Western Electricity Coordinating Council (WECC) region. Four key elements are found to be critical for the State to achieve its 2050 goal of 80 percent greenhouse (GHG) reductions from the 1990 level: aggressive energy efficiency; clean electricity; widespread electrification of passenger vehicles, building heating, and industry heating; and large-scale production of low-carbon footprint biofuels to largely replace petroleum-based liquid fuels. The approach taken here is that technically achievable energy efficiency measures are assumed to be achieved by 2050 and aggregated with the other key elements mentioned above to estimate resultant emissions in 2050. The energy and non-energy sectors are each assumed to have the objective of meeting an 80 percent reduction from their respective 1990 GHG levels for the purposes of analysis. A different partitioning of energy and non-energy sector GHG greenhouse reductions is allowed if emission reductions in one sector are more economic or technically achievable than in the other. Similarly, within the energy or non-energy sectors, greater or less than 80 percent reduction from 1990 is allowed for sub-sectors within the energy or non-energy sectors as long as the overall target is achieved. Overall emissions for the key economy-wide scenarios are considered in this report. All scenarios are compliant or nearly compliant with the 2050 goal. This finding suggests that multiple technical pathways exist to achieve the target with aggressive policy support and continued technology development of largely existing technologies.

    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors. The analysis identifies those markets and niches where opportunities exist for increasing energy efficiency and renewable energy use.

    Quantification of the spatial distribution of sector-specific fossil fuel CO2 emissions provides strategic information to public and private decision-makers on climate change mitigation options and can provide critical constraints to carbon budget studies being performed at the national to urban scales. This study analyzes the spatial distribution and spatial drivers of total and sectoral fossil fuel CO2 emissions at the state and county levels in the United States. The spatial patterns of absolute versus per capita fossil fuel CO2 emissions differ substantially and these differences are sector-specific. Area-based sources such as those in the residential and commercial sectors are driven by a combination of population and surface temperature with per capita emissions largest in the northern latitudes and continental interior. Emission sources associated with large individual manufacturing or electricity producing facilities are heterogeneously distributed in both absolute and per capita metrics. The relationship between surface temperature and sectoral emissions suggests that the increased electricity consumption due to space cooling requirements under a warmer climate may outweigh the savings generated by lessened space heating. Spatial cluster analysis of fossil fuel CO2 emissions confirms that counties with high (low) CO2 emissions tend to be clustered close to other counties with high (low) CO2 emissions and some of the spatial clustering extends to multi-state spatial domains. This is particularly true for the residential and transportation sectors, suggesting that emissions mitigation policy might best be approached from the regional or multi-state perspective. Our findings underscore the potential for geographically focused, sector-specific emissions mitigation strategies and the importance of accurate spatial distribution of emitting sources when combined with atmospheric monitoring via aircraft, satellite and in situ measurements.     A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

In this study, we explored the uncertainty in climate change impacts on heating and cooling by constructing estimates of heating and cooling degree days for both a reference (no-policy) scenario and a climate mitigation scenario built from 0.5 degree latitude by 0.5 degree longitude resolution output from three different Global Climate Models (GCMs) and three gridded scenarios of population distribution. The implications that changing climate and population distribution might have for building energy consumption in the U.S. and China were then explored by using the heating and cooling degree days results as inputs to a detailed, building energy model, nested in the long-term global integrated assessment framework, Global Change Assessment Model (GCAM). Across the climate models and population distribution scenarios, the results indicate that unabated climate change would cause total final energy consumption to decrease modestly in both U.S. and China buildings by the end of the century, as decreased heating consumption is more than balanced by increased cooling using primarily electricity. However, the results also indicate that when indirect emissions from the power sector are also taken into account, climate change may have negligible effect on building sector CO2 emissions in the two countries. The variation in results due to variation of population distribution is noticeably smaller than variation due to the use of different climate models.

    Federal agencies are mandated to reduce their energy use by 30% by 2005. The investment in energy projects required to achieve this reduction is estimated at $4 billion to $6 billion. The Department of Energy's (DOE's) Federal Energy Management Program (FEMP) has developed streamlined procurement vehicles to allow Federal agencies to acquire private-sector-financed, performance-based energy services for all Federal buildings. These procurement vehicles, called Super Energy Savings Performance Contracts (Super ESPCs) will be in place covering all regions of the US by summer 1998. The six regional DOE ESPC contracts will provide agencies the ability to contract for up to $4.5 billion in private sector financed energy services. This represents an estimated potential of $3 billion in private sector investments in Federal buildings for energy efficiency, renewable energy and water conservation projects. DOE has developed guidelines and unique project development tools that will allow Federal agencies to contract for ESPC services in months rather than in the years it used to take to develop and implement site specific ESPC projects. The Federal government's buying power has transformed the energy services and utilities industries by stimulating the formation of new cross-industry teams and partnerships to meet the breadth of capability and ability to respond to the needs of Federal facilities in large geographic regions. This paper presents results to date and describes the linkages between the Super ESPC Program and the US Climate Change Proposal. A key US strategy that calls for Federal leadership, and in particular for DOE to spearhead a comprehensive effort to reduce greenhouse gas emissions from Federal sources.

    The energy efficiency services sector (EESS) is poised to become an increasingly important part of the U.S. economy. Climate change and energy supply concerns, volatile and increasing energy prices, and a desire for greater energy independence have led many state and national leaders to support an increasingly prominent role for energy efficiency in U.S. energy policy. The national economic recession has also helped to boost the visibility of energy efficiency, as part of a strategy to support economic recovery. We expect investment in energy efficiency to increase dramatically both in the near-term and through 2020 and beyond. This increase will come both from public support, such as the American Recovery and Reinvestment Act (ARRA) and significant increases in utility ratepayer funds directed toward efficiency, and also from increased private spending due to codes and standards, increasing energy prices, and voluntary standards for industry. Given the growing attention on energy efficiency, there is a concern among policy makers, program administrators, and others that there is an insufficiently trained workforce in place to meet the energy efficiency goals being put in place by local, state, and federal policy. To understand the likelihood of a potential workforce gap and appropriate response strategies, one needs to understand the size, composition, and potential for growth of the EESS. We use a bottom-up approach based upon almost 300 interviews with program administrators, education and training providers, and a variety of EESS employers and trade associations; communications with over 50 sector experts; as well as an extensive literature review. We attempt to provide insight into key aspects of the EESS by describing the current job composition, the current workforce size, our projections for sector growth through 2020, and key issues that may limit this growth.

    This paper seeks to briefly characterize the evolving role of power sector regulation. Given current global dynamics, regulation of the power sector is undergoing dramatic changes. This transformation is being driven by various factors including technological advances and cost reductions in renewable energy, energy efficiency, and demand management; increasing air pollution and climate change concerns; and persistent pressure for ensuring sustainable economic development and increased access to energy services by the poor. These issues add to the already complex task of power sector regulation, of which the fundamental remit remains to objectively and transparently ensure least-cost service delivery at high quality. While no single regulatory task is trivial to undertake, it is the prioritization and harmonization of a multitude of objectives that exemplifies the essential challenge of power sector regulation. Evolving regulatory roles can be understood through the concept of existing objectives and an additional layer of emerging objectives. Following this categorization, we describe seven existing objectives of power sector regulators and nine emerging objectives, highlighting key challenges and outlining interdependencies. This essay serves as a preliminary installment in the Clean Energy Regulatory Initiative (CERI) series, and aims to lay the groundwork for subsequent reports and case studies that will explore these topics in more depth.

    Energy-efficient buildings are seen by climate change experts as one of the least-cost approaches to mitigating greenhouse gas emissions. This paper summarizes a study done for the Pew Center on Global Climate Change that takes a broader look at the potential role of a climate-friendly built environment including not only considerations of how buildings are constructed and used, but also how they interface with the electric grid and where they are located in terms of urban densities and access to employment and services. In addition to summarizing mechanisms of change (barriers and drivers), the paper reviews a set of policies that could bring carbon emissions in the building sector in 2025 back almost to 2004 levels. By mid-century, the combination of green buildings and smart growth could deliver the deeper reductions that many believe are needed to mitigate climate change.

    Energy systems comprise a key sector of the U.S. economy, and one that has been identified as potentially vulnerable to the effects of climate variability and change. However, understanding of adaptation processes in energy companies and private entities more broadly is limited. It is unclear, for example, the extent to which energy companies are well-served by existing knowledge and tools emerging from the impacts, adaptation and vulnerability (IAV) and integrated assessment modeling (IAM) communities and/or what experiments, analyses, and model results have practical utility for informing adaptation in the energy sector. As part of a regional IAM development project, we investigated available evidence of adaptation processes in the energy sector, with a particular emphasis on the U.S. Southeast and Gulf Coast region. A mixed methods approach of literature review and semi-structured interviews with key informants from energy utilities was used to compare existing knowledge from the IAV community with that of regional stakeholders. That comparison revealed that much of the IAV literature on the energy sector is climate-centric and therefore disconnected from the more integrated decision-making processes and institutional perspectives of energy utilities. Increasing the relevance of research and assessment for the energy sector will necessitate a greater investment in integrated assessment and modeling efforts that respond to practical decision-making needs as well as greater collaboration between energy utilities and researchers in the design, execution, and communication of those efforts.
