    Results from UBVRI photometric observations of the pre-main sequence star GM Cep obtained in the period April 2011 - August 2014 are reported in the paper. Presented data are a continuation of our photometric monitoring of the star started in 2008. GM Cep is located in the field of the young open cluster Trumpler 37 and over the past years it has been an object of intense photometric and spectral studies. The star shows a strong photometric variability interpreted as a possible outburst from EXor type in previous studies. Our photometric data for a period of over six years show a large amplitude variability (Delta V ~ 2.3 mag.) and several deep minimums in brightness are observed. The analysis of the collected multicolor photometric data shows the typical of UX Ori variables a color reversal during the minimums in brightness.     K-Reactor`s number one GM diesel (GM-lK) suffered recurrent, premature piston pin bushing failures between July 1990 and January 1991. These failures raised a concern that the engine`s original design capabilities were being exceeded. Were we asking old engines to do too much by powering 1200 kw (continuous) rated electrical generators? Was excessive wear of the piston pin bushings a result of having exceeded the engine`s capabilities (overload), or were the recent failures a direct result of poor quality, poor design, or defective replacement parts? Considering the engine`s overall performance for the past 30 years, during which an engine failure of this nature had never occurred, and the fact that 1200 kw was approximately 50% of the engine`s original tested capability, Reactor Engineering did not consider it likely that an overloaded engine caused bushing failures. What seemed more plausible was that the engine`s failure to perform was caused by deficiencies in, or poor quality of, replacement parts.The following report documents: (1) the results of K-Reactor EDG failure analysis; (2) correlation of P- and C-Reactor GM diesel teardowns; (3) the engine rebuild to blueprint specification; (4) how the engine was determined ready for test; (5) testing parameters that were developed; (6) a summary of test results and test insights; (7) how WSRC determined engine operation was acceptable; (8) independent review of 1200 kw operational data; (9) approval of the engines` 12OOkw continuous rating.

    We present optical, IR and millimeter observations of the solar-type star 13-277, also known as GM Cep, in the 4 Myr-old cluster Tr 37. GM Cep experiences rapid magnitude variations of more than 2 mag at optical wavelengths. We explore the causes of the variability, which seem to be dominated by strong increases in the accretion, being similar to EX-or episodes. The star shows high, variable accretion rates (up to ~10$^{-6}$ Msun/yr), signs of powerful winds, and it is a very fast rotator (Vsini~43 km/s). Its strong mid-IR excesses reveal a very flared disk and/or a remnant envelope, most likely out of hydrostatic equilibrium. The 1.3 millimeter fluxes suggest a relatively massive disk (Mdisk~0.1 Msun). Nevertheless, the millimeter mass is not enough to sustain increased accretion episodes over large timescales, unless the mass is underestimated due to significant grain growth. We finally explore the possibility of GM Cep having a binary companion, which could trigger disk instabilities producing the enhanced accretion episodes.

    The unusual spectral energy distribution (SED) of the classical T Tauri star GM Aurigae provides evidence for the presence of an inner disc hole extending to several au. Using a combination of hydrodynamical simulations and Monte Carlo radiative transport, we investigate whether the observed SED is consistent with the inner hole being created and maintained by an orbiting planet. We show that an ~ 2 M_Jupiter planet, orbiting at 2.5 au in a disc with mass 0.047 M_sun and radius 300 au, provides a good match both to the SED and to CO observations which constrain the velocity field in the disc. A range of planet masses is allowed by current data, but could in principle be distinguished with further observations between 3 and ~ 20 microns. Future high precision astrometric instruments should also be able to detect the motion of the central star due to an orbiting Jupiter mass planet. We argue that the small number of T Tauri stars with SEDs resembling that of GM Aur is broadly consistent with the expected statistics of embedded migrating planets.

    We present a one-dimensional model of the formation and viscous evolution of protoplanetary disks. The formation of the early disk is modeled as the result of the gravitational collapse of an isothermal molecular cloud. The disk's viscous evolution is integrated according to two parameterizations of turbulence: The classical $\\alpha$ representation and a $\\beta$ parameterization, representative of non-linear turbulence driven by the keplerian shear. We apply the model to DM Tau and GM Aur, two classical T-Tauri stars with relatively well-characterized disks, retrieving the evolution of their surface density with time. We perform a systematic Monte-Carlo exploration of the parameter space (i.e. values of the $\\alpha$-$\\beta$ parameters, and of the temperature and rotation rate in the molecular cloud) to find the values that are compatible with the observed disk surface density distribution, star and disk mass, age and present accretion rate. We find that the observations for DM Tau require $0.001<\\alpha<0.1$ or $2\\times 10^{-5}<\\beta<5\\times 10^{-4}$. For GM Aur, we find that the turbulent viscosity is such that $4\\times 10^{-4}<\\alpha<0.01$ or $2\\times 10^{-6}<\\beta<8\\times 10^{-5}$. These relatively large values show that an efficient turbulent diffusion mechanism is present at distances larger than $\\sim 10 $AU. This is to be compared to studies of the variations of accretion rates of T-Tauri stars versus age that mostly probe the inner disks, but also yield values of $\\alpha\\sim 0.01$. We show that the mechanism responsible for turbulent diffusion at large orbital distances most probably cannot be convection because of its suppression at low optical depths.

The gluon-gluon fusion mechanism and the intrinsic charm mechanisms, i.e. via the sub-processes $g+g\\to(cc)[^3S_1]_{\\bar 3}+\\bar{c}+\\bar{c}$, $g+g\\to(cc)[^1S_0]_6+\\bar{c}+\\bar{c}$; $g+c\\to (cc)[^3S_1]_{\\bar 3}+\\bar{c}$, $g+c\\to (cc)[^1S_0]_6+\\bar{c}$ and $c+c\\to (cc)[^3S_1]_{\\bar 3}+g$, $c+c\\to (cc)[^1S_0]_6+g$, are taken into account in the investigation, where $(cc)[^3S_1]_{\\bar 3}$ (in color {\\bf $\\bar 3$}) and $(cc)[^1S_0]_6$ (in color {\\bf 6}) are two possible $S$-wave configurations of the doubly charmed diquark pair $(cc)$ inside the baryon $\\Xi_{cc}$. Numerical results for the production at hadornic colliders LHC and TEVATRON show that both the contributions from the doubly charmed diquark pairs $(cc)[^1S_0]_6$ and $(cc)[^3S_1]_{\\bar 3}$ are sizable with the assumption that the two NRQCD matrix elements are equal, and the total contributions from the `intrinsic' charm mechanisms are bigger than those of the gluon-gluon fusion mechanism. For the production in the region of small transverse-momentum $p_t$, the intrinsic mechanisms are dominant over the gluon-gluon fusion mechanism and they can raise the theoretical prediction of the $\\Xi_{cc}$ by almost one order.

Single dish observations and theoretical work have hinted that magnetic field geometries might be predominantly toroidal, and that disks should exhibit millimeter polarization fractions of 2-3%. While subsequent work has not confirmed these high polarization fractions, either the wavelength of observation or the target sources differed from the original observations. Here we present new polarimetric observations of three nearby circumstellar disks at 2" resolution with the Submillimeter Array (SMA) and the Combined Array for Research in Millimeter Astronomy (CARMA).     We analyze 3 epochs of ultraviolet (UV), optical and near-infrared (NIR) observations of the Taurus transitional disk GM Aur using the Hubble Space Telescope Imaging Spectrograph (STIS) and the Infrared Telescope Facility SpeX spectrograph. Observations were separated by one week and 3 months in order to study variability over multiple timescales. We calculate accretion rates for each epoch of observations using the STIS spectra and find that those separated by one week had similar accretion rates (~1E-8 solar masses/yr) while the epoch obtained 3 months later had a substantially lower accretion rate (~4E-9 solar masses/yr). We find that the decline in accretion rate is caused by lower densities of material in the accretion flows, as opposed to a lower surface coverage of the accretion columns. During the low accretion rate epoch we also observe lower fluxes at both far UV (FUV) and IR wavelengths, which trace molecular gas and dust in the disk, respectively.     The interstellar medium in the region of a family of cometary globules including the reflection nebula GM 2-39 has been analyzed basing on our observations with the slit spectrograph, the results of our previous observations with a Fabry-Perot interferometer in the H-alpha line, Spitzer archival data together with CO microwave data. The structure of globules' IR emission, velocity field of ionized gas in the H-alpha line and of molecular gas in the CO line have been considered. We have detected a CO cavern around the eastern globules and faint high-velocity H-alpha features of surrounding gas. The most probable sources of ionizing radiation and wind of the Cyg OB1 association responsible for the globules' formation are proposed. Based on our multicolour photometry, it has been found that the brightest compact source in the southern 'head' of the cometary globule - the star HBHA 3703-01 (IRAS 20153+3850) - is a B(5-6)V star with E(B-V)=1.18 mag.     We study the inclusive hadrodroduction of D^0, D^+, D^{*+}, and D_s^+ mesons at next-to-leading order in the parton model of quantum chromodynamics endowed with universal non-perturbative fragmentation functions (FFs) fitted to e^+e^- annihilation data from CERN LEP1. Working in the general-mass variable-flavor-number scheme, we resum the large logarithms through the evolution of the FFs and, at the same time, retain the full dependence on the charm-quark mass without additional theoretical assumptions. In this way, the cross section distributions in transverse momentum recently measured by the CDF Collaboration in run II at the Fermilab Tevatron are described within errors.

    We present a method to study the photometric properties of galaxies in filaments by stacking the galaxy populations between pairs of galaxy clusters. Using Sloan Digital Sky Survey data, this method can detect the intercluster filament galaxy overdensity with a significance of {approx}5{sigma} out to z = 0.40. Using this approach, we study the g - r color and luminosity distribution of filament galaxies as a function of redshift. Consistent with expectation, filament galaxies are bimodal in their color distribution and contain a larger blue galaxy population than clusters. Filament galaxies are also generally fainter than cluster galaxies. More interestingly, the observed filament population seems to show redshift evolution at 0.12 < z < 0.40: the blue galaxy fraction has a trend to increase at higher redshift; such evolution is parallel to the ''Butcher-Oemler effect'' of galaxy clusters. We test the dependence of the observed filament density on the richness of the cluster pair: richer clusters are connected by higher density filaments. We also test the spatial dependence of filament galaxy overdensity: this quantity decreases when moving away from the intercluster axis between a cluster pair. This method provides an economical way to probe the photometric properties of filament galaxies and should prove useful for upcoming projects like the Dark Energy Survey.

    We summarize recent progress in the theoretical description of heavy-flavored-hadron inclusive production at next-to-leading order in the general-mass variable-flavor-number scheme. Specifically, we discuss the influence of finite-mass effects on the determination D-meson fragmentation functions from a global fit to e^+e^- annihilation data and on the transverse-momentum distribution of B-meson hadroproduction. We also demonstrate that the fixed-flavor-number scheme, implemented with up-to-date parton density functions and strong-coupling constant, provides a surprisingly good description of B-meson data from run II at the Fermilab Tevatron.

    We calculate the next-to-leading-order cross section for the inclusive production of B mesons in pp collisions in the general-mass variable-flavor-number scheme, an approach which takes into account the finite mass of the b quarks. We use realistic evolved non-perturbative fragmentation functions obtained from fits to e+e- data and compare results for the transverse-momentum and rapidity distributions at a center-of-mass energy of 7 TeV with recent data from the CMS Collaboration. We find good agreement, in particular at large values of pT.

    We have calculated the next-to-leading order cross sections for the inclusive production of D*-mesons in ep collisions at HERA for finite, although very small Q2. In this Q2-range, the same approximations as for photoproduction can be used. Our calculation is performed in the general-mass variable-flavour-number scheme. In this approach, large logarithms of the charm transverse momentum are resummed and finite terms depending on m^2/p_T^2 are kept in the hard scattering cross sections. The theoretical results are compared with recent data from the ZEUS collaboration at HERA. On average, we find good agreement.

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

    We report extensive photometric and spectroscopic observations of the 6.1 day period, G+M-type detached double-lined eclipsing binary V530 Ori, an important new benchmark system for testing stellar evolution models for low-mass stars. We determine accurate masses and radii for the components with errors of 0.7% and 1.3%, as follows: M {sub A} = 1.0038 ± 0.0066 M {sub ?}, M {sub B} = 0.5955 ± 0.0022 M {sub ?}, R {sub A} = 0.980 ± 0.013 R {sub ?}, and R {sub B} = 0.5873 ± 0.0067 R {sub ?}. The effective temperatures are 5890 ± 100 K (G1 V) and 3880 ± 120 K (M1 V), respectively. A detailed chemical analysis probing more than 20 elements in the primary spectrum shows the system to have a slightly subsolar abundance, with [Fe/H] = –0.12 ± 0.08. A comparison with theory reveals that standard models underpredict the radius and overpredict the temperature of the secondary, as has been found previously for other M dwarfs. On the other hand, models from the Dartmouth series incorporating magnetic fields are able to match the observations of the secondary star at the same age as the primary (?3 Gyr) with a surface field strength of 2.1 ± 0.4 kG when using a rotational dynamo prescription, or 1.3 ± 0.4 kG with a turbulent dynamo approach, not far from our empirical estimate for this star of 0.83 ± 0.65 kG. The observations are most consistent with magnetic fields playing only a small role in changing the global properties of the primary. The V530 Ori system thus provides an important demonstration that recent advances in modeling appear to be on the right track to explain the long-standing problem of radius inflation and temperature suppression in low-mass stars.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

    The design and construction of the Statfjord ''C'' drilling/production platform in the North Sea is a good example of the demands a megaproject like this can put on instrumentation activities. The huge platform is in production in the Norwegian sector of the North Sea. It is a result of modern construction techniques. Such techniques emphasize the fabrication of large modular subassemblies limited in size only by the ability to transport or lift them into position. These modules are constructed as complete as possible before being assembled and interconnected to become an integrated whole. The instrumentation distributed throughout the modules must eventually be operated and maintained as systems. Therefore, these systems should have the same types of hardware and be installed in a uniform way. This article describes the coordination of instrumentation activities required to achieve this objective in an offshore platform project that consisted of some 30 modules built at 11 construction sites in 4 countries.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan. Four research objectives were defined for the project including to: 1) test and validate floating LIDAR technology; 2) collect and access offshore wind data; 3) detect and measure bird and bat activity over Lake Michigan; 4) conduct an over water sound propagation study; 5) prepare and offer a college course on offshore energy, and; 6) collect other environmental, bathometric, and atmospheric data. Desk-top research was performed to select anchorage sites and to secure permits to deploy the buoy. The project also collected and analyzed data essential to wind industry investment decision-making including: deploying highly mobile floating equipment to gather offshore wind data; correlating offshore wind data with conventional on-shore MET tower data; and performing studies that can contribute to the advancement and deployment of offshore wind technologies. Related activities included: • Siting, permitting, and deploying an offshore floating MET facility; • Validating the accuracy of floating LWS using near shoreline cup anemometer MET instruments; • Assessment of laser pulse technology (LIDAR) capability to establish hub height measurement of wind conditions at multiple locations on Lake Michigan; • Utilizing an extended-season (9-10 month) strategy to collect hub height wind data and weather conditions on Lake Michigan; • Investigation of technology best suited for wireless data transmission from distant offshore structures; • Conducting field-validated sound propagation study for a hypothetical offshore wind farm from shoreline locations; • Identifying the presence or absence of bird and bat species near wind assessment facilities; • Identifying the presence or absence of benthic and pelagic species near wind assessment facilities; All proposed project activities were completed with the following major findings: • Floating Laser Wind Sensors are capable of high quality measurement and recordings of wind resources.     One of the greatest needs in offshore geotechnical engineering is for large scale test measurements on which to calibrate design procedures. The geotechnical centrifuge offers at least a partial remedy. Because it allows one to properly simulate stresses, it is a legitimate, relatively inexpensive option to full scale field testing. As such it is a valuable technique and can be an excellent complement to laboratory tests, 1-g model tests and numerical analyses. However, it has not been widely used by industry even though the capability has existed for almost thirty years. This paper argues that this technology should gain acceptance beyond the research community. The paper presents an overview of centrifuge principles, philosophies of use, and limitations of the technique. For illustration, several actual applications of centrifuge testing for complex offshore problems are described. Results are shown to provide important insights into prototype behavior and to agree well with full scale measurements where these are available.

    The potential operational impact of deploying 54 GW of offshore wind in the United States was examined. The capacity was not evenly distributed; instead, it was concentrated in regions with better wind quality and close to load centers (Table 1). A statistical analysis of offshore wind power time series was used to assess the effect on the power system. The behavior of offshore wind resembled that of onshore wind, despite the former presenting higher capacity factors, more consistent power output across seasons, and higher variability levels. Thus, methods developed to manage onshore wind variability can be extended and applied to offshore wind.

In advance of final siting and permitting of the test turbines off Monhegan Island, residents of the island off Maine require reassurance that the noise levels from the test turbines will not disturb them. Pacific Northwest National Laboratory, at the request of the University of Maine, and with the support of the U.S. Department of Energy Wind Program, modeled the acoustic output of the planned test turbines.

    NREL researchers are supporting offshore wind power development with computer models that allow detailed analyses of both fixed and floating offshore wind turbines. While existing computer-aided engineering (CAE) models can simulate the conditions and stresses that a land-based wind turbine experiences over its lifetime, offshore turbines require the additional considerations of variations in water depth, soil type, and wind and wave severity, which also necessitate the use of a variety of support-structure types. NREL's core wind CAE tool, FAST, models the additional effects of incident waves, sea currents, and the foundation dynamics of the support structures.

    The Meren Water Injection Project, which is one of the largest in West Africa in terms of injection volume, secondary reserves to be recovered and cost, is located in the Meren field offshore Nigeria. This study presents an updated comprehensive plan to deplete 7 reservoir units in sands that have been producing under solution gas drive and gravity segregation with minimal water influx. The reservoir units contain ca 80% of the original oil-in-place in Meren field. Detailed studies have been undertaken to evaluate the performances of the 7 reservoirs with a view to developing a secondary recovery plan which has been brought into reality. Injection was to start in mid-1982 but was delayed until mid-1983. The effect of the delay and the changing of injector locations on recovery and cost is discussed.

    In this report we describe the development of the Environmental Risk Evaluation System (ERES), a risk-informed analytical process for estimating the environmental risks associated with the construction and operation of offshore wind energy generation projects. The development of ERES for offshore wind is closely allied to a concurrent process undertaken to examine environmental effects of marine and hydrokinetic (MHK) energy generation, although specific risk-relevant attributes will differ between the MHK and offshore wind domains. During FY10, a conceptual design of ERES for offshore wind will be developed. The offshore wind ERES mockup described in this report will provide a preview of the functionality of a fully developed risk evaluation system that will use risk assessment techniques to determine priority stressors on aquatic organisms and environments from specific technology aspects, identify key uncertainties underlying high-risk issues, compile a wide-range of data types in an innovative and flexible data organizing scheme, and inform planning and decision processes with a transparent and technically robust decision-support tool. A fully functional version of ERES for offshore wind will be developed in a subsequent phase of the project.

Determines the cost breakdown of offshore wind plants and identifies technical trends and anticipated advancements in offshore wind manufacturing and construction. » Chapter 2: Potential Supply Chain Requirements and Opportunities. Provides an organized, analytical approach to identifying and bounding the uncertainties associated with a future U.S. offshore wind market. It projects potential component-level supply chain needs under three demand scenarios and identifies key supply chain challenges and opportunities facing the future U.S. market as well as current suppliers of the nation’s land-based wind market. » Chapter 3: Strategy for Future Development. Evaluates the gap or competitive advantage of adding manufacturing capacity in the U.S. vs. overseas, and evaluates examples of policies that have been successful . » Chapter 4: Pathways for Market Entry. Identifies technical and business pathways for market entry by potential suppliers of large-scale offshore turbine components and technical services. The report is intended for use by the following industry stakeholder groups: (a) Industry participants who seek baseline cost and supplier information for key component segments and the overall U.S. offshore wind market (Chapters 1 and 2). The component-level requirements and opportunities presented in Section 2.3 will be particularly useful in identifying market sizes, competition, and risks for the various component segments. (b) Federal, state, and local policymakers and economic development agencies, to assist in identifying policies with low effort and high impact (Chapter 3). Section 3.3 provides specific policy examples that have been demonstrated to be effective in removing barriers to development.     No matter the source, offshore wind energy plant cost estimates are significantly higher than for land-based projects. For instance, a National Renewable Energy Laboratory (NREL) review on the 2010 cost of wind energy found baseline cost estimates for onshore wind energy systems to be 71 dollars per megawatt-hour ($/MWh), versus 225 $/MWh for offshore systems. There are many ways that innovation can be used to reduce the high costs of offshore wind energy. However, the use of such innovation impacts the cost of energy because of the highly coupled nature of the system. For example, the deployment of multimegawatt turbines can reduce the number of turbines, thereby reducing the operation and maintenance (O&M) costs associated with vessel acquisition and use. On the other hand, larger turbines may require more specialized vessels and infrastructure to perform the same operations, which could result in higher costs. To better understand the full impact of a design decision on offshore wind energy system performance and cost, a system analysis approach is needed. In 2011-2012, NREL began development of a wind energy systems engineering software tool to support offshore wind energy system analysis. The tool combines engineering and cost models to represent an entire offshore wind energy plant and to perform system cost sensitivity analysis and optimization. Initial results were collected by applying the tool to conduct a sensitivity analysis on a baseline offshore wind energy system using 5-MW and 6-MW NREL reference turbines. Results included information on rotor diameter, hub height, power rating, and maximum allowable tip speeds.

    The offshore renewable energy industry requires accurate meteorological and oceanographic (“metocean”) data for evaluating the energy potential, economic viability, and engineering requirements of offshore renewable energy projects. It is generally recognized that currently available metocean data, instrumentation, and models are not adequate to meet all of the stakeholder needs on a national scale. Conducting wind and wave resource assessments and establishing load design conditions requires both interagency collaboration as well as valuable input from experts in industry and academia. Under the Department of Energy and Department of Interior Memorandum of Understanding, the Resource Assessment and Design Condition initiative supports collaborative national efforts by adding to core atmospheric and marine science knowledge relevant to offshore energy development. Such efforts include a more thorough understanding and data collection of key metocean phenomena such as wind velocity and shear; low-level jets; ocean, tidal, and current velocities; wave characteristics; geotechnical data relating to surface and subsurface characteristics; seasonal and diurnal variations; and the interaction among these conditions. Figure 1 presents a graphical representation of some metocean phenomena that can impact offshore energy systems. This document outlines the metocean observations currently available; those that are not available; and those that require additional temporal-spatial coverage, resolution, or processing for offshore energy in an effort to gather agreed-upon, needed observations.
