    Global markets trading rights to emit greenhouse gases are now actively considered by the United Nations. This leads to a new phenomenon: environmental markets in a global scale. Is this new, or are these markets simply a global manifestation of a trend towards market solutions? This paper will show that there is a fundamental difference between global environmental markets and standard stock exchanges. Because the atmosphere of the planet is one and the same for all, these markets trade {open_quotes}public goods{close_quotes} which are, however, privately produced. These are different from all the goods that are traded in markets today. Efficiency in these markets dictates different rules, involving a more equitable allocation of property rights on environmental use, and this requires new institutional arrangements. There is a need for a new institution, an International Bank for Environmental Settlements (IBES), which can lead to organized trading and ensures market integrity and efficiency.

    This article investigates the correlation structure of the global crude oil market using the daily returns of 71 oil price time series across the world from 1992 to 2012. We identify from the correlation matrix six clusters of time series exhibiting evident geographical traits, which supports Weiner's (1991) regionalization hypothesis of the global oil market. We find that intra-cluster pairs of time series are highly correlated while inter-cluster pairs have relatively low correlations. Principal component analysis shows that most eigenvalues of the correlation matrix locate outside the prediction of the random matrix theory and these deviating eigenvalues and their corresponding eigenvectors contain rich economic information. Specifically, the largest eigenvalue reflects a collective effect of the global market, other four largest eigenvalues possess a partitioning function to distinguish the six clusters, and the smallest eigenvalues highlight the pairs of time series with the largest correlation coefficie...

The privatization of non-petroleum energy industries, such as electricity generation and transmission, natural gas transmission, and coal mining, are also discussed. Overseas investments made by electric companies, natural gas companies, and coal companies are included.     The worldwide LPG industry continues to expand faster than the petroleum industry -- 4%/year for LPG vs. 2%/year for petroleum in 1995 and less than 1%/year in the early 1990s. This rapid expansion of LPG markets is occurring in virtually every region of the world, including such developing countries as China. The Far East is the focus of much of the LPG industry`s attention, but many opportunities exist in other regions such as the Indian subcontinent, Southeast Asia, and Latin America. The investment climate is improving in all phases of downstream LPG marketing, including terminaling, storage, and wholesale and retail distribution. The world LPG supply/demand balance has been relatively tight since the Gulf War and should remain so. Base demand (the portion of demand that is not highly price-sensitive) is expanding more rapidly than supplies. As a result, the proportion of total LPG supplies available for price-sensitive petrochemical feedstock markets is declining, at least in the short term. The paper discusses importers, price patterns, world LPG demand, world LPG supply, US NGL supply, US gas processing, ethane and propane supply, butane, isobutane, and natural gasoline supply, and US NGL demand.

    A precipitation monitoring station was placed on the west flank of Timber Mountain during the year 2010. It is located in an isolated highland area near the western border of the Nevada National Security Site (NNSS), south of Pahute Mesa. The cost of the equipment, permitting, and installation was provided by the Environmental Monitoring Systems Initiative (EMSI) project. Data collection, analysis, and maintenance of the station during fiscal year 2011 was funded by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office Environmental Restoration, Soils Activity. The station is located near the western headwaters of Forty Mile Wash on the Nevada Test and Training Range (NTTR). Overland flows from precipitation events that occur in the Timber Mountain high elevation area cross several of the contaminated Soils project CAU (Corrective Action Unit) sites located in the Forty Mile Wash watershed. Rain-on-snow events in the early winter and spring around Timber Mountain have contributed to several significant flow events in Forty Mile Wash. The data from the new precipitation gauge at Timber Mountain will provide important information for determining runoff response to precipitation events in this area of the NNSS. Timber Mountain is also a groundwater recharge area, and estimation of recharge from precipitation was important for the EMSI project in determining groundwater flowpaths and designing effective groundwater monitoring for Yucca Mountain. Recharge estimation additionally provides benefit to the Underground Test Area Sub-project analysis of groundwater flow direction and velocity from nuclear test areas on Pahute Mesa. Additionally, this site provides data that has been used during wild fire events and provided a singular monitoring location of the extreme precipitation events during December 2010 (see data section for more details). This letter report provides a summary of the site location, equipment, and data collected in fiscal year 2011.

    A carbon credit market is developing in the United States. Information is needed by buyers and sellers of carbon credits so that the market functions equitably and efficiently. Analyses have been conducted to determine the optimal forest management regime to employ for each of the major commercial tree species so that profitability of timber production only or the combination of timber production and carbon sequestration is maximized. Because the potential of a forest ecosystem to sequester carbon depends on the tree species, site quality and management regimes utilized, analyses have determined how to optimize carbon sequestration by determining how to optimally manage each species, given a range of site qualities, discount rates, prices of carbon credits and other economic variables. The effects of a carbon credit market on the method and profitability of forest management, the cost of sequestering carbon, the amount of carbon that can be sequestered, and the amount of timber products produced has been determined.

    The Global Efficiency Medal competition, a cornerstone activity of the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative, is an awards program that encourages the production and sale of super-efficient products. SEAD is a voluntary multinational government collaboration of the Clean Energy Ministerial (CEM). This winner-takes-all competition recognizes products with the best energy efficiency, guides early adopter purchasers towards the most efficient product choices and demonstrates the levels of energy efficiency achievable by commercially available and emerging technologies. The first Global Efficiency Medals were awarded to the most energy-efficient flat panel televisions; an iconic consumer purchase. SEAD Global Efficiency Medals were awarded to televisions that have proven to be substantially more energy efficient than comparable models available at the time of the competition (applications closed in the end of May 2012). The award-winning TVs consume between 33 to 44 percent less energy per 2 unit of screen area than comparable LED-backlit LCD televisions sold in each regional market and 50 to 60 percent less energy than CCFL-backlit LCD TVs. Prior to the launch of this competition, SEAD conducted an unprecedented international round-robin test (RRT) to qualify TV test laboratories to support verification testing for SEAD awards. The RRT resulted in increased test laboratory capacity and expertise around the world and ensured that the test results from participating regional test laboratories could be compared in a fair and transparent fashion. This paper highlights a range of benefits resulting from this first SEAD awards competition and encourages further investigation of the awards concept as a means to promote energy efficiency in other equipment types.

    Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will develop. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source free of greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80 % of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. The essential conditions for success include: 1. Timely adapted licensing process and regulations, codes and standards for such application and design; 2. An industry oriented R and D program to meet the technological challenges making the best use of the international collaboration. Gen IV could be the vector; 3. Identification of an end user (or a consortium of) willing to fund a FOAK. (authors)

    Extractive reserves in tropical rain forests, in which only non-timber products are harvested, have been heralded by some conservationists as a means of maintaining biodiversity while providing income for local people. The study of extraction systems in Peten, Guatemala, and in West Kalimantan, Indonesia, leads to a more tempered conclusion, for while the Peten program was quite successful, the Kalimantan program was not. The study finds the success of an extractive reserve to be contingent on: (1) ecological conditions, and (2) socioeconomic and political factors. Although the study focuses on market-oriented extractive reserves, many of the issues discussed apply as well to other land uses such as the collection of non-timber forest products for household consumption or small-scale timber extraction.

  12. Premium Fuel Production From Mining and Timber Waste Using Advanced Separation and Pelletizing Technologies

    The Commonwealth of Kentucky is one of the leading states in the production of both coal and timber. As a result of mining and processing coal, an estimated 3 million tons of fine coal are disposed annually to waste-slurry impoundments with an additional 500 million tons stored at a number of disposal sites around the state due to past practices. Likewise, the Kentucky timber industry discards nearly 35,000 tons of sawdust on the production site due to unfavorable economics of transporting the material to industrial boilers for use as a fuel. With an average heating value of 6,700 Btu/lb, the monetary value of the energy disposed in the form of sawdust is approximately $490,000 annually. Since the two industries are typically in close proximity, one promising avenue is to selectively recover and dewater the fine-coal particles and then briquette them with sawdust to produce a high-value fuel. The benefits are i) a premium fuel product that is low in moisture and can be handled, transported, and utilized in existing infrastructure, thereby avoiding significant additional capital investment and ii) a reduction in the amount of fine-waste material produced by the two industries that must now be disposed at a significant financial and environmental price. As such, the goal of this project was to evaluate the feasibility of producing a premium fuel with a heating value greater than 10,000 Btu/lb from waste materials generated by the coal and timber industries. Laboratory and pilot-scale testing of the briquetting process indicated that the goal was successfully achieved. Low-ash briquettes containing 5% to 10% sawdust were produced with energy values that were well in excess of 12,000 Btu/lb. A major economic hurdle associated with commercially briquetting coal is binder cost. Approximately fifty binder formulations, both with and without lime, were subjected to an extensive laboratory evaluation to assess their relative technical and economical effectiveness as binding agents for the briquetting of 90% coal and 10% sawdust blends. Guar gum, wheat starch, and a multi-component formulation were identified as most cost-effective for the production of briquettes targeted for the pulverized-coal market with costs being around $8 per ton of the coal-sawdust blend. REAX/lime and a second multi-component formulation were identified as the most cost-effective for the production of briquettes targeted for the stoker-coal market. Various sources of sawdust generated from different wood types were also investigated to determine their chemical properties and to evaluate their relative performance when briquetted with clean coal to form a premium fuel. The highest heating values, approaching 7,000 Btu/lb, were obtained from oak. Sawdusts from higher-density, red oak, white oak, hickory, and beech trees provided higher quality briquettes relative to their lower-density counterparts. In addition to sawdust type, a number of other parameters were evaluated to characterize their impact on briquette properties. The parameters that exhibited the greatest impact on briquette performance were binder concentration; sawdust concentration and particle size; cure temperature; and ash content. Parameters that had the least impact on briquette properties, at least over the ranges studied, were moisture content, briquetting force, and briquetting dwell time. The continuous production of briquettes from a blend of coal and sawdust was evaluated using a 200 lbs/hr Komarek Model B-100 briquetter. The heating values of briquettes produced by the unit exceeded the goal of the project by a large margin. A significant observation was the role of feed moisture on the stability of the mass flow rate through the briquetter and on briquette strength. Excessive feed moisture levels caused inconsistent or stoppage of material flow through the feed hopper and resulted in the production of variable-quality briquettes.     The feasibility of utilizing cant-sawn hardwood lumber, which would not usually be desired for furniture manufacture, was studied for the manufacture of structural glue-laminated (glulam) timber. Two red maple beam combinations were evaluated. Test results of 42 red maple glulam beams showed that it was feasible to develop structural glulam timber from cant-swan lumber.     This report documents a set of case studies developed to estimate the cost of producing, storing, delivering, and dispensing hydrogen for light-duty vehicles for several scenarios involving metropolitan areas in Alabama. While the majority of the scenarios focused on centralized hydrogen production and pipeline delivery, alternative delivery modes were also examined. Although Alabama was used as the case study for this analysis, the results provide insights into the unique requirements for deploying hydrogen infrastructure in smaller urban and rural environments that lie outside the DOE’s high priority hydrogen deployment regions. Hydrogen production costs were estimated for three technologies – steam-methane reforming (SMR), coal gasification, and thermochemical water-splitting using advanced nuclear reactors. In all cases examined, SMR has the lowest production cost for the demands associated with metropolitan areas in Alabama. Although other production options may be less costly for larger hydrogen markets, these were not examined within the context of the case studies.

    The purpose of this paper is to test the hypothesis of the existence of a single economic market for the international coal industry, separated for coking and steam coal, and to investigate market integration over time. This has been conducted by applying cointegration and error-correction models on quarterly price series data in Europe and Japan over the time period 1980-2000. Both the coking and the steam coal markets show evidence of global market integration, as demonstrated by the stable long-run cointegrating relationship between the respective price series in different world regions. This supports the hypothesis of a globally integrated market. However, when analyzing market integration over time it is not possible to confirm cointegration in the 1990s for steam coal. Thus, compared to the coking coal market, the steam coal market looks somewhat less global in scope.

    The focus of this report is the U.S. solar electricity market, including photovoltaic (PV) and concentrating solar power (CSP) technologies. The report is organized into five chapters. Chapter 1 provides an overview of global and U.S. installation trends. Chapter 2 presents production and shipment data, material and supply chain issues, and solar industry employment trends. Chapter 3 presents cost, price, and performance trends. Chapter 4 discusses policy and market drivers such as recently passed federal legislation, state and local policies, and developments in project financing. Chapter 5 provides data on private investment trends and near-term market forecasts. Highlights of this report include: (1) The global PV industry has seen impressive growth rates in cell/module production during the past decade, with a 10-year compound annual growth rate (CAGR) of 46% and a 5-year CAGR of 56% through 2008. (2) Thin-film PV technologies have grown faster than crystalline silicon over the past 5 years, with a 10-year CAGR of 47% and a 5-year CAGR of 87% for thin-film shipments through 2008. (3) Global installed PV capacity increased by 6.0 GW in 2008, a 152% increase over 2.4 GW installed in 2007. (4) The United States installed 0.34 GW of PV capacity in 2008, a 63% increase over 0.21 GW in 2007. (5) Global average PV module prices dropped 23% from $4.75/W in 1998 to $3.65/W in 2008. (6) Federal legislation, including the Emergency Economic Stabilization Act of 2008 (EESA, October 2008) and the American Recovery and Reinvestment Act (ARRA, February 2009), is providing unprecedented levels of support for the U.S. solar industry. (7) In 2008, global private-sector investment in solar energy technology topped $16 billion, including almost $4 billion invested in the United States. (8) Solar PV market forecasts made in early 2009 anticipate global PV production and demand to increase fourfold between 2008 and 2012, reaching roughly 20 GW of production and demand by 2012. (9) Globally, about 13 GW of CSP was announced or proposed through 2015, based on forecasts made in mid-2009. Regional market shares for the 13 GW are about 51% in the United States, 33% in Spain, 8% in the Middle East and North Africa, and 8% in Australasia, Europe, and South Africa. Of the 6.5-GW project pipeline in the United States, 4.3 GW have power purchase agreements (PPAs). The PPAs comprise 41% parabolic trough, 40% power tower, and 19% dish-engine systems.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

Several PV market penetration models, sharing a similar structure and methodology, have been developed over the last decade to quantify the impacts of these factors on market growth. This study uses a geospatially rich, bottom-up, PV market penetration model--the Solar Deployment Systems (SolarDS) model developed by the National Renewable Energy Laboratory--to explore key market and policy-based drivers for residential and commercial rooftop PV markets. The identified drivers include a range of options from traditional incentives, to attractive customer financing options, to net metering and carbon policy.

    Where do new markets come from? I construct a network model in which national markets are nodes and flows of recorded music between them are links and conduct a longitudinal analysis of the global pattern of trade in the period 1976 to 2010. I hypothesize that new export markets are developed through a process of transitive closure in the network of international trade. When two countries' markets experience the same social influences, it brings them close enough together for new homophilous ties to be formed. The implication is that consumption of foreign products helps, not hurts, home-market producers develop overseas markets, but only in those countries that have a history of consuming the same foreign products that were consumed in the home market. Selling in a market changes what is valued in that market, and new market formation is a consequence of having social influences in common.

    The U.S. wind industry experienced a banner year in 2008, again surpassing even optimistic growth projections from years past. At the same time, the last year has been one of upheaval, with the global financial crisis impacting near-term growth prospects for the wind industry, and with federal policy changes enacted to push the industry towards continued aggressive expansion. This rapid pace of development has made it difficult to keep up with trends in the marketplace. Yet, the need for timely, objective information on the industry and its progress has never been greater. This report - the third of an ongoing annual series - attempts to meet this need by providing a detailed overview of developments and trends in the U.S. wind power market, with a particular focus on 2008. As with previous editions, this report begins with an overview of key wind power installation-related trends: trends in wind capacity growth in the U.S., how that growth compares to other countries and generation sources, the amount and percentage of wind in individual states and serving specific utilities, and the quantity of proposed wind capacity in various interconnection queues in the United States. Next, the report covers an array of wind industry trends, including developments in turbine manufacturer market share, manufacturing and supply-chain investments, wind turbine and wind project size, project financing developments, and trends among wind power developers, project owners, and power purchasers. The report then turns to a discussion of wind project price, cost, and performance trends. In so doing, it reviews the price of wind power in the United States, and how those prices compare to the cost of fossil-fueled generation, as represented by wholesale power prices. It also describes trends in installed wind project costs, wind turbine transaction prices, project performance, and operations and maintenance expenses. Next, the report examines other policy and market factors impacting the domestic wind power market, including federal and state policy drivers, transmission issues, and grid integration. Finally, the report concludes with a preview of possible near- to medium-term market developments. This version of the Annual Report updates data presented in the previous editions, while highlighting key trends and important new developments from 2008. New to this edition is an executive summary of the report and an expanded final section on near- to medium-term market development. The report concentrates on larger-scale wind applications, defined here as individual turbines or projects that exceed 50 kW in size. The U.S. wind power sector is multifaceted, however, and also includes smaller, customer-sited wind turbines used to power the needs of residences, farms, and businesses. Data on these applications are not the focus of this report, though a brief discussion on Distributed Wind Power is provided on page 4. Much of the data included in this report were compiled by Berkeley Lab, and come from a variety of sources, including the American Wind Energy Association (AWEA), the Energy Information Administration (EIA), and the Federal Energy Regulatory Commission (FERC). The Appendix provides a summary of the many data sources used in the report. Data on 2008 wind capacity additions in the United States are based on information provided by AWEA; some minor adjustments to those data may be expected. In other cases, the data shown here represent only a sample of actual wind projects installed in the United States; furthermore, the data vary in quality. As such, emphasis should be placed on overall trends, rather than on individual data points. Finally, each section of this document focuses on historical market information, with an emphasis on 2008; with the exception of the final section, the report does not seek to forecast future trends.

    In world crude oil markets, 1987 was a year of limited recovery and relative stability after the dramatic price slide of early 1986. Both foreign and domestic crude thereafter, ending the year somewhat higher than a year ago. In contrast, product wholesale markets remained relatively stable throughout the year, while retail prices sustained a fairly steady increase. As has been the case for over a decade, major price movements in international oil markets generally reflected responses to actual or perceived changes in the policies of the Organization of Petroleum Exporting Countries (OPEC) and/or its members. The year began with prices on an upward trend, in reaction to the December 1986 OPEC meeting in which the members resolved to return to an official pricing structure (a departure from the market-based pricing of 1986), and to reduce output quotas. Prices continued to rise until August, when evidence of continued OPEC overproduction appeared to outweigh market optimism, triggering a gradual slide that lasted the remainder of the year. Even with the downturn in the fourth quarter, crude oil markets in 1987, as measured by refiner acquisition costs, finished the year above year-end 1986 levels, and considerably above the lows reached in mid-1986. OPEC's struggle to maintain stable prices and production levels in 1987 reflected the organization's difficulties in reaching and enforcing agreements among its politically and economically diverse membership. 11 figs., 49 tabs.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies.
