    We present the second part of a project on the global energetics of solar flares and CMEs that includes about 400 M- and X-class flares observed with AIA/SDO during the first 3.5 years of its mission. In this Paper II we compute the differential emission measure (DEM) distribution functions and associated multi-thermal energies, using a spatially-synthesized Gaussian DEM forward-fitting method. The multi-thermal DEM function yields a significantly higher (by an average factor of $\\approx 14$), but more comprehensive (multi-)thermal energy than an isothermal energy estimate from the same AIA data. We find a statistical energy ratio of $E_{th}/E_{diss} \\approx 2\\%-40\\%$ between the multi-thermal energy $E_{th}$ and the magnetically dissipated energy $E_{diss}$, which is an order of magnitude higher than the estimates of Emslie et al.~2012.     This paper presents an overview of results obtained during the CAWSES II period on the short term variability of the Sun and how it affects the near Earth space environment. CAWSES II was planned to examine the behavior of the solar terrestrial system as the solar activity climbed to its maximum phase in solar cycle 24. After a deep minimum following cycle 23, the Sun climbed to a very weak maximum in terms of the sunspot number in cycle 24 (MiniMax24), so many of the results presented here refer to this weak activity in comparison with cycle 23. The short term variability that has immediate consequence to Earth and geospace manifests as solar eruptions from closed field regions and high speed streams from coronal holes. Both electromagnetic (flares) and mass emissions (coronal mass ejections, CMEs) are involved in solar eruptions, while coronal holes result in high speed streams that collide with slow wind forming the so called corotating interaction regions (CIRs).     The U.S. Department of Energy's (DOE) National Nuclear Security Administration (NNSA) established the Global Threat Reduction Initiative's (GTRI) mission to reduce and protect nuclear and radiological materials located at civilian sites worldwide. Internationally, over 80 countries are cooperating with GTRI to enhance security of facilities with these materials. In 2004, a GTRI delegation began working with the Tanzania Atomic Energy Commission, (TAEC). The team conducted site assessments for the physical protection of radiological materials in Tanzania. Today, GTRI and the Government of Tanzania continue cooperative efforts to enhance physical security at several radiological sites, including a central sealed-source storage facility, and sites in the cities of Arusha, Dar Es Salaam, and Tanga. This paper describes the scope of physical protection work, lessons learned, and plans for future cooperation between the GTRI program and the TAEC. Additionally the paper will review the cooperative efforts between TAEC and the International Atomic Energy Agency (IAEA) with regards to a remote monitoring system at a storage facility and to the repackaging of radioactive sources.

    The purpose of this presentation is to provide an overview of dose reconstruction with an emphasis on the lessons learned from work in the United States. Several major dose reconstructions have been undertaken in the United States, particularly in reference to Department of Energy (DOE) facilities. Some of these activities have now been completed and these are indicated in the upper part of Table 2. The first major activity took place at the Nevada Test Site (NTS),where researchers have considered several different specific populations. The activities began with an analysis of hypothetical individuals, which was followed by an analysis of the collective dose to all exposed individuals within the surrounding region. Later, the University of Utah undertook some specific epidemiologic studies and calculated doses to specific individuals. The Hanford Environmental Dose Reconstruction Study has completed its results for hypothetical individuals. The Hanford researchers did not report collective dose.     The ATLAS Distributed Computing activities have so far concentrated in the "central" part of the experiment computing system, namely the first 3 tiers (the CERN Tier0, 10 Tier1 centers and over 60 Tier2 sites). Many ATLAS Institutes and National Communities have deployed (or intend to) deploy Tier-3 facilities. Tier-3 centers consist of non-pledged resources, which are usually dedicated to data analysis tasks by the geographically close or local scientific groups, and which usually comprise a range of architectures without Grid middleware. Therefore a substantial part of the ATLAS monitoring tools which make use of Grid middleware, cannot be used for a large fraction of Tier3 sites. The presentation will describe the T3mon project, which aims to develop a software suite for monitoring the Tier3 sites, both from the perspective of the local site administrator and that of the ATLAS VO, thereby enabling the global view of the contribution from Tier3 sites to the ATLAS computing activities.     The transitional phase from local to global chaos in the magnetic field of a reconnecting current layer is investigated. The identification of the ridges in the field of the finite time Lyapunov exponent as barriers to the field line motion is carried out adopting the technique of field line spectroscopy to analyze the radial position of a field line while it winds its way through partial stochastic layers and to compare the frequencies of the field line motion with the corresponding frequencies of the distinguished hyperbolic field lines that are the nonlinear generalizations of linear X-lines.

    We investigate torsional Alfv\\'{e}n modes of relativistic stars with a global dipole magnetic field. It has been noted recently (Glampedakis et al. 2006) that such oscillation modes could serve as as an alternative explanation (in contrast to torsional crustal modes) for the SGR phenomenon, if the magnetic field is not confined to the crust. We compute global Alfv\\'{e}n modes for a representative sample of equations of state and magnetar masses, in the ideal MHD approximation and ignoring $\\ell \\pm 2$ terms in the eigenfunction. We find that the presence of a realistic crust has a negligible effect on Alfv\\'{e}n modes for $B > 4\\times 10^{15}$ G. Furthermore, we find strong avoided crossings between torsional Alfv\\'{e}n modes and torsional crust modes. For magnetar-like magnetic field strengths, the spacing between consecutive Alfv\\'{e}n modes is of the same order as the gap of avoided crossings. As a result, it is not possible to identify modes of predominantly crustal character and all oscillations are predominantly Alfv\\'{e}n-like. Interestingly, we find excellent agreement between our computed frequencies and observed frequencies in two SGRs, for a maximum magnetic field strenght in the range of (0.8--1.2)$\\times 10^{16}$ G.

    Metagenomics projects based on shotgun sequencing of populations of micro-organisms yield insight into protein families. We used sequence similarity clustering to explore proteins with a comprehensive dataset consisting of sequences from available databases together with 6.12 million proteins predicted from an assembly of 7.7 million Global Ocean Sampling (GOS) sequences. The GOS dataset covers nearly all known prokaryotic protein families. A total of 3,995 medium- and large-sized clusters consisting of only GOS sequences are identified, out of which 1,700 have no detectable homology to known families. The GOS-only clusters contain a higher than expected proportion of sequences of viral origin, thus reflecting a poor sampling of viral diversity until now. Protein domain distributions in the GOS dataset and current protein databases show distinct biases. Several protein domains that were previously categorized as kingdom specific are shown to have GOS examples in other kingdoms. About 6,000 sequences (ORFans) from the literature that heretofore lacked similarity to known proteins have matches in the GOS data. The GOS dataset is also used to improve remote homology detection. Overall, besides nearly doubling the number of current proteins, the predicted GOS proteins also add a great deal of diversity to known protein families and shed light on their evolution. These observations are illustrated using several protein families, including phosphatases, proteases, ultraviolet-irradiation DNA damage repair enzymes, glutamine synthetase, and RuBisCO. The diversity added by GOS data has implications for choosing targets for experimental structure characterization as part of structural genomics efforts. Our analysis indicates that new families are being discovered at a rate that is linear or almost linear with the addition of new sequences, implying that we are still far from discovering all protein families in nature.

    We address estimation problems where the sought-after solution is definedas the minimizer of an objective function composed of a quadratic data-fidelity term and a regularization term. We especially focus on non-convex and possibly non-smooth regularization terms because of their ability to yield good estimates.This work is dedicated to the stability of the minimizers of such piecewise C{sup m}, with m {>=} 2, non-convex objective functions. It is composed of two parts. In the previous part of this work we considered general local minimizers. In this part we derive results on global minimizers. We show that the data domain contains an open, dense subset such that for every data point therein, the objective function has a finite number of local minimizers, and a unique global minimizer. It gives rise to a global minimizer function which is C{sup m-1} everywhere on an open and dense subset of the data domain.

    The purpose of this work was to acquire Sensor Fish data on turbine passage at Bonneville II, John Day, and Ice Harbor dams for later analysis and use. The original data sets have been entered into a database and are being maintained by Pacific Northwest National Laboratory pending delivery to the U.S. Army Corps of Engineers when requested. This report provides documentation for the data sets acquired and details about the operations of the Sensor Fish and interpretation of Sensor Fish data that will be necessary for later use of the acquired data. A limited review of the acquired data was conducted to assess its quality and to extract information that might prove useful to its later use.

    Solar activity during 2007--2009 was very low, causing anomalously low thermospheric density. A comparison of solar extreme ultraviolet (EUV) irradiance in the He II spectral band (26 to 34 nm) from the Solar Extreme ultraviolet Monitor (SEM), one of instruments on the Charge Element and Isotope Analysis System (CELIAS) onboard of the Solar and Heliospheric Observatory (SOHO) for the two latest solar minima showed a decrease of the absolute irradiance of about 15 +- 6 % during the solar minimum between Cycles 23 and 24 compared with the Cycles 22/23 minimum when a yearly running mean filter was used. We found that some local, shorter-term minima including those with the same absolute EUV flux in the SEM spectral band show a larger concentration of spatial power in the global network structure from the 30.4 nm SOHO Extreme ultraviolet Imaging Telescope (EIT) images for the local minimum of 1996 compared with the minima of 2008--2011.     APOLLO II is a new, multigroup transport code under development at the Commissariat a l'Energie Atomique. The code has a modular structure and uses sophisticated software for data structuralization, dynamic memory management, data storage, and user macrolanguage. This paper gives an overview of the main methods used in the code for (a) multidimensional collision probability calculations, (b) leakage calculations, and (c) homogenization procedures. Numerical examples are given to demonstrate the potential of the modular structure of the code and the novel multilevel flat-flux representation used in the calculation of the collision probabilities.

    Global scale impacts modify the physical or thermal state of a substantial fraction of a target asteroid. Specific effects include accretion, family formation, reshaping, mixing and layering, shock and frictional heating, fragmentation, material compaction, dilatation, stripping of mantle and crust, and seismic degradation. Deciphering the complicated record of global scale impacts, in asteroids and meteorites, will lead us to understand the original planet-forming process and its resultant populations, and their evolution in time as collisions became faster and fewer. We provide a brief overview of these ideas, and an introduction to models.

    This report is intended to provide an overview of economic issues and research relevant to possible, long-term global climate change. It is primarily a critical survey, not a statement of Administration or Department policy. This report should serve to indicate that economic analysis of global change is in its infancy few assertions about costs or benefits can be made with confidence. The state of the literature precludes any attempt to produce anything like a comprehensive benefit-cost analysis. Moreover, almost all the quantitative estimates regarding physical and economic effects in this report, as well as many of the qualitative assertions, are controversial. Section I provides background on greenhouse gas emissions and their likely climatic effects and on available policy instruments. Section II considers the costs of living with global change, assuming no substantial efforts to reduce greenhouse gas emissions. Section III considers costs of reducing these emissions, though the available literature does not contain estimates of the costs of policies that would, on the assumptions of current climate models, prevent climate change altogether. The individual sections are not entirely compartmentalized, but can be read independently if necessary.

    The two eigentunes Q{sub I} and Q{sub II}, two eigenmode amplitude ratios R{sub I} and R{sub II}, and two eignmode phase differences {Delta}{phi}{sub I} and {Delta}{phi}{sub II}, are defined as the coupling observables for the linear weak difference betatron coupling. Simulations were carried out to investigate their behaviors in global decoupling scans. It was found that the amplitude ratios R{sub I,II} are more sensitive than the tune split when the decoupling scan is approaching the global uncoupled point, and that the phase differences {Delta}{phi}{sub I,II} tell the right global decoupling direction, the right strength combination of the skew quadrupoles or families. The analytical solution to these six coupling observables is calculated through both the strict matrix approach and the perturbation Hamiltonian approach. The constant phase differences in the right decoupling direction hint a possible global decoupling phase loop. Dedicated beam experiments were carried out at the Relativistic Heavy Ion Collider (RHIC). The preliminary results from the beam experiments are presented. These six parameters can be used for the global decoupling in feed-back mode, especially on the non-stop energy ramp.

The focus is on hadronic decays, in particular an overview of the current status of top quark taggers in physics analyses is presented.     This paper presents an overview of recent experimental progress towards understanding H-mode transition physics and scaling. Terminology and techniques for studying H-mode are reviewed and discussed. The model of shear E x B flow stabilization of edge fluctuations at the L-H transition is gaining wide acceptance and is further supported by observations of edge rotation on a number of new devices. Observations of poloidal asymmetries of edge fluctuations and dephasing of density and potential fluctuations after the transition pose interesting challenges for understanding H-mode physics. Dedicated scans to determine the scaling of the power threshold have now been performed on many machines. A dear B{sub t} dependence is universally observed but dependence on the line averaged density is complicated. Other dependencies are also reported. Studies of the effect of neutrals and error fields on the power threshold are under investigation. The ITER threshold database has matured and offers guidance to the power threshold scaling issues relevant to next-step devices.

    A chronological overview of the advanced control strategies for heating, ventilation, air-conditioning, and refrigeration (HVAC&R) is presented in this article. The overview focuses on hard-computing or control techniques, such as proportional-integral-derivative, optimal, nonlinear, adaptive, and robust; soft-computing or control techniques, such as neural networks, fuzzy logic, genetic algorithms; and on the fusion or hybrid of hard- and soft-control techniques. Thus, it is to be noted that the terminology “hard” and “soft” computing/control has nothing to do with the “hardware” and “software” that is being generally used. Part I of a two-part series focuses on hard-control strategies, and Part II focuses on softand fusion-control in addition to some future directions in HVAC&R research. This overview is not intended to be an exhaustive survey on this topic, and any omission of other works is purely unintentional.

    The expansion of the National Synchrotron Light Source has been funded by the US Department of Energy. The Phase II program consists of both increased conventional facilities and six new beam lines. In this paper, an overview of the six beam lines which will be constructed during Phase II is presented. For five of the lines special radiation sources are necessary and the designs of four of the devices are complete. The relevant parameters of the insertion devices under construction and development are presented.

    The Fast Bunch Integrator is a bunch intensity monitor designed around the measurements made from Resistive Wall Current Monitors. During the Run II period these were used in both Tevatron and Main Injector for single and multiple bunch intensity measurements. This paper presents an overview of the design and use of these systems during this period. During the Run II era the Fast Bunch integrators have found a multitude of uses. From antiproton transfers to muti-bunch beam coalescing, Main Injector transfers to halo scraping and lifetime measurements, the Fast Bunch Integrators have proved invaluable in the creation and maintenance of Colliding Beams stores at Fermilab.

    Early in 1992 the idea of purchasing a Russian designed and fabricated space reactor power system and integrating it with a US designed satellite went from fiction to reality with the purchase of the first two Topaz II reactors by the Strategic Defense Initiative Organization (now the Ballistic Missile Defense Organization (BMDO). The New Mexico Alliance was formed to establish a ground test facility in which to perform nonnuclear systems testing of the Topaz II, and to evaluate the Topaz 11 system for flight testing with respect to safety, performance, and operability. In conjunction, SDIO requested that the Applied Physics Laboratory in Laurel, MD propose a mission and design a satellite in which the Topaz II could be used as the power source. The outcome of these two activities was the design of the Nuclear Electric Propulsion Space Test Program (NEPSTP) satellite which combines a modified Russian Topaz II power system with a US designed satellite to achieve a specified mission. Due to funding reduction within the SDIO, the Topaz II flight program was postponed indefinitely at the end of Fiscal Year 1993. The purpose of this paper is to present an overview of the NEPSTP mission and the satellite design at the time the flight program ended.

    PILOT (the Pathfinder for an International Large Optical Telescope) is a proposed 2.5 m optical/infrared telescope to be located at Dome C on the Antarctic plateau. Conditions at Dome C are known to be exceptional for astronomy. The seeing (above ~30 m height), coherence time, and isoplanatic angle are all twice s good as at typical mid-latitude sites, while the water-vapour column, and the atmosphere and telescope thermal emission are all an order of magnitude better.     The meaning of global warming and its relevance to everyday life is explained. Simple thermodynamics is used to predict an oscillatory nature of the change in climate due to global warming. Global warming causes extreme events and bad weather in the near term. In the long term it may cause the earth to transition to another equilibrium state through many oscillation in climatic patterns. The magnitudes of these oscillations could easily exceed the difference between the end points. The author further explains why many no longer fully understands the nature and magnitudes of common phenomena such as storms and wind speeds because of these oscillations, and the absorptive properties of clouds. The author links the increase in duration of the El Nino to global warming, and further predicts public health risks as the earth transitions to another equilibrium state in its young history.

    An overview on recent developments in thermal interfaces is given with a focus on a novel thermal interface technology that allows the formation of 2-3 times thinner bondlines with strongly improved thermal properties at lower assembly pressures. This is achieved using nested hierarchical surface channels to control the particle stacking with highly particle-filled materials.     The University of Maine conducted this study for Pacific Northwest Laboratory (PNL) as part of a global climate modeling task for site characterization of the potential nuclear waste respository site at Yucca Mountain, NV. The purpose of the study was to develop a global ice sheet dynamics model that will forecast the three-dimensional configuration of global ice sheets for specific climate change scenarios. The objective of the third (final) year of the work was to produce ice sheet data for glaciation scenarios covering the next 100,000 years. This was accomplished using both the map-plane and flowband solutions of our time-dependent, finite-element gridpoint model. The theory and equations used to develop the ice sheet models are presented. Three future scenarios were simulated by the model and results are discussed.

    This paper explores one of the causes of global warming that is often overlooked, the direct heating of the environment by engineering systems. Most research and studies of global warming concentrate on the modification that is occurring to atmospheric air as a result of pollution gases being added by various systems; i.e., refrigerants, nitrogen oxides, ozone, hydrocarbons, halon, and others. This modification affects the thermal radiation balance between earth, sun and space, resulting in a decrease of radiation outflow and a slow rise in the earth`s steady state temperature. For this reason the solution to the problem is perceived as one of cleaning up the processes and effluents that are discharged into the environment. In this paper arguments are presented that suggest, that there is a far more serious cause for global warming that will manifest itself in the next two or three centuries; direct heating from the exponential growth of energy usage by humankind. Because this is a minor contributor to the global warming problem at present, it is overlooked or ignored. Energy use from the combustion of fuels and from the output of nuclear reactions eventually is manifest as warming of the surroundings. Thus, as energy is used at an ever increasing rate the consequent global warming also increases at an ever increasing rate. Eventually this rate will become equal to a few percent of solar radiation. When this happens the earth`s temperature will have risen by several degrees with catastrophic results. The trends in world energy use are reviewed and some mathematical models are presented to suggest future scenarios. These models can be used to predict when the global warming problem will become undeniably apparent, when it will become critical, and when it will become catastrophic.

    Emission and redistribution of dust due to wind erosion in drylands drives major biogeochemical dynamics and provides important aeolian environmental connectivity at scales from individual plants up to the global scale. Yet, perhaps because most relevant research on aeolian processes has been presented in a geosciences rather than ecological context, most ecological studies do not explicitly consider dust-driven processes. To bridge this disciplinary gap, we provide a general overview of the ecological importance of dust, examine complex interactions between wind erosion and ecosystem dynamics from the plant-interspace scale to regional and global scales, and highlight specific examples of how disturbance affects these interactions and their consequences. Changes in climate and intensification of land use will both likely lead to increased dust production. To address these challenges, environmental scientists, land managers and policy makers need to more explicitly consider dust in resource management decisions.

    This presentation provides an overview of the Built Environment Energy Analysis Tool, which is designed to assess impacts of future land use/built environment patterns on transportation-related energy use and greenhouse gas (GHG) emissions. The tool can be used to evaluate a range of population distribution and urban design scenarios for 2030 and 2050. This tool was produced as part of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    Because of its unique properties as a lightweight metal with high tensile strength, beryllium is widely used in applications including cell phones, golf clubs, aerospace, and nuclear weapons. Beryllium is also encountered in industries such as aluminium manufacturing, and in environmental remediation projects. Workplace exposure to beryllium particulates is a growing concern, as exposure to minute quantities of anthropogenic forms of beryllium may lead to sensitization and to chronic beryllium disease, which can be fatal and for which no cure is currently known. Furthermore, there is no known exposure-response relationship with which to establish a 'safe' maximum level of beryllium exposure. As a result, the current trend is toward ever lower occupational exposure limits, which in turn make exposure assessment, both in terms of sampling and analysis, more challenging. The problems are exacerbated by difficulties in sample preparation for refractory forms of beryllium, such as beryllium oxide, and by indications that some beryllium forms may be more toxic than others. This chapter provides an overview of sources and uses of beryllium, health risks, and occupational exposure limits. It also provides a general overview of sampling, analysis, and data evaluation issues that will be explored in greater depth in the remaining chapters. The goal of this book is to provide a comprehensive resource to aid personnel in a wide variety of disciplines in selecting sampling and analysis methods that will facilitate informed decision-making in workplace and environmental settings.

The goal is to provide a starting point for researchers who wish to take advantage of the myriad available databases. Rather than providing a complete explanation of each database, we present its content and form by explaining the details of typical entries. Pointers to more complete ``user guides`` are included, along with general information on where to search for a new database.

The client has approved this abridged version of the report for unlimited distribution to give researchers and collaborators the benefit of reviewing the research concepts and methods that were applied in this study.

    An overview of several aspects of the weathering of roofing materials is presented. Degradation of materials initiated by ultraviolet radiation is discussed for plastics used in roofing, as well as wood and asphalt. Elevated temperatures accelerate many deleterious chemical reactions and hasten diffusion of material components. Effects of moisture include decay of wood, acceleration of corrosion of metals, staining of clay, and freeze-thaw damage. Soiling of roofing materials causes objectionable stains and reduces the solar reflectance of reflective materials. (Soiling of non-reflective materials can also increase solar reflectance.) Soiling can be attributed to biological growth (e.g., cyanobacteria, fungi, algae), deposits of organic and mineral particles, and to the accumulation of flyash, hydrocarbons and soot from combustion.

    The following presentation contains an overview of HPM effects in modern electronics. HPM effects can be categorized into two basic level of effects, which are damaging and non-damaging. Damaging effects include junction breakdowns, dielectric breakdowns, and latch-up. These types of effects render a system inoperable until repaired. With non-damaging effects, HPM signals couple to into system components generating circuit responses that can overwhelm normal operation. Non-damaging effects can temporarily render a system inoperable or cause a system to lock and require a restart. Since modern systems are so complex, fundamental mechanisms of upset in circuit primitives are studied. All topics covered and all figured contained within are found in open literature. All data plots presented were obtained from experimental measurements conducted at the University of Maryland College Park and are also found in the open literature.

    LUG and Sway brace ANalysis (LUGSAN) II is an analysis and database computer program that is designed to calculate store lug and sway brace loads for aircraft captive carriage. LUGSAN II combines the rigid body dynamics code, SWAY85, with a Macintosh Hypercard database to function both as an analysis and archival system. This report describes the LUGSAN II application program, which operates on the Macintosh System (Hypercard 2.2 or later) and includes function descriptions, layout examples, and sample sessions. Although this report is primarily a user`s manual, a brief overview of the LUGSAN II computer code is included with suggested resources for programmers.

    This paper is intended to provide an overview of some of the recent developments in MTBE demand growth worldwide and the impact of these developments on MTBE demand in the future. It provides a perspective of the influence of developments in the US on the worldwide MTBE markets. The public`s outcry regarding oxygenates in gasoline, and specifically MTBE, that has been evolving in the US during the past several months is in response to a politically mandated requirement for a fuel that contains oxygen that is provided by MTBE or ethanol. This public unrest had negatively impacted the market price for MTBE at the time this paper was being prepared. However, the author believes that MTBE, because of its clean octane capabilities, will continue to be used as an octane blendstock for gasoline in increasing quantities worldwide as we move through lead phasedown in West Europe and other countries that are experiencing pollution problems relating to exhaust emissions from internal combustion engines. The objectives of this paper are as follows: review developments in MTBE demand 1990--2000; identify regions where MTBE demand growth will occur; review production growth for MTBE, both historical and forecast; examine world trade patterns during the period; assess methanol demand growth during the period; analyze MTBE`s regional price bias; and provide a forecast of future MTBE price trends.

    This paper presents annual, country-level estimates of biofuel use for the period 1850-2000. We estimate that global biofuel consumption rose from about 1000 Tg in 1850 to 2460 Tg in 2000, an increase of 140%. In the late 19th century, biofuel consumption in North America was very high, {approx}220-250 Tg/yr, because widespread land clearing supplied plentiful fuelwood. At that time biofuel use in Western Europe was lower, {approx}180-200 Tg/yr. As fossil fuels became available, biofuel use in the developed world fell. Compensating changes in other parts of the world, however, caused global consumption to remain remarkably stable between 1850 and 1950 at {approx}1200 {+-} 200 Tg/yr. It was only after World War II that biofuel use began to increase more rapidly in response to population growth in the developing world. Between 1950 and 2000, biofuel use in Africa, South Asia, and Southeast Asia grew by 170%, 160%, and 130%, respectively.

    This overview provides a frame of reference for the Morgantown Energy Technology Center`s (METC`S) on-going hot gas desulfurization research. Although there are several methods to separate contaminant gases from fuel gases, that method receiving primary development is absorption through the use of metal oxides. Research into high-temperature and high-pressure control of sulfur species includes primarily those sorbents made of mixed-metal oxides, which offer the advantages of regenerability. These are predominantly composed of zinc and are made into media that can be utilized in reactors of either fixed-bed, moving-bed, fluidized-bed, or transport configurations. Zinc Ferrite (ZnO-Fe{sub 2}O{sub 3}), Zinc Titanate (ZnO-TiO{sub 2}), Z-SORP{reg_sign}, and METC-2/METC-6 are the current mixed-metal sorbents being investigated. The METC desulfurization program is composed of three major components: bench-scale research, pilot-plant operation, and demonstration that is a portion of the Clean Coal Demonstration projects.

    The New Horizons mission was launched on 2006 January 19, and the spacecraft is heading for a flyby encounter with the Pluto system in the summer of 2015. The challenges associated with sending a spacecraft to Pluto in less than 10 years and performing an ambitious suite of scientific investigations at such large heliocentric distances (> 32 AU) are formidable and required the development of lightweight, low power, and highly sensitive instruments. This paper provides an overview of the New Horizons science payload, which is comprised of seven instruments. Alice provides spatially resolved ultraviolet spectroscopy. The Ralph instrument has two components: the Multicolor Visible Imaging Camera (MVIC), which performs panchromatic and color imaging, and the Linear Etalon Imaging Spectral Array (LEISA), which provides near-infrared spectroscopic mapping capabilities. The Radio Experiment (REX) is a component of the New Horizons telecommunications system that provides both occultation and radiometry capabilities. The Long Range Reconnaissance Imager (LORRI) provides high sensitivity, high spatial resolution optical imaging capabilities. The Solar Wind at Pluto (SWAP) instrument measures the density and speed of solar wind particles. The Pluto Energetic Particle Spectrometer Science Investigation (PEPSSI) measures energetic protons and CNO ions. The Venetia Burney Student Dust Counter (VB-SDC) is used to record dust particle impacts during the cruise phases of the mission.

    A historical overview is given on the basic results which appeared by the year 1926 concerning Einstein's fluctuation formula of black-body radiation, in the context of light-quanta and wave-particle duality. On the basis of the original publications (from Planck's derivation of the black-body spectrum and Einstein's introduction of the photons up to the results of Born, Heisenberg and Jordan on the quantization of a continuum) a comparative study is presented on the first line of thoughts that led to the concept of quanta. The nature of the particle-like fluctuations and the wave-like fluctuations are analysed by using several approaches. With the help of the classical probability theory, it is shown that the infinite divisibility of the Bose distribution leads to the new concept of classical poissonian photo-multiplets or to the binary photo-multiplets of fermionic character. As an application, Einstein's fluctuation formula is derived as a sum of fermion type fluctuations of the binary photo-multiplets.
