The report attempts of apply econophysics concepts to the Eurozone crisis. It starts by examining the idea of conservation laws as applied to market economies. It formulates a measure of financial entropy and gives numerical simulations indicating that this tends to rise. We discuss an analogue for free energy released during this process. The concepts of real and symbolic appropriation are introduced as a means to analyse debt and taxation. We then examine the conflict between the conservation laws that apply to commodity exchange with the exponential growth implied by capital accumulation and how these have necessitated a sequence of evolutionary forms for money, and go on to present a simple stochastic model for the formation of rates of interest and a model for the time evolution of the rate of profit. Finally we apply the conservation law model to examining the Euro Crisis and the European Stability pact, arguing that if the laws we hypothesise actually hold, then the goals of the stability pact are unob...

Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ? Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ? Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ? Recent mainstreaming efforts are incorporated in “green deals” following ecological modernisation discourses. ? Environmental appraisal is urged to embrace ecosystem service approaches prompting a rethink of its advocacy role and purpose.

High and volatile global food prices have led to food riots and played a critical role in triggering the Arab Spring revolutions in recent years. The severe drought in the US in the summer of 2012 led to a new increase in food prices. Through the fall, they remained at a threshold above which the riots and revolutions had predominantly occurred. Global prices at this level create conditions where an exacerbating local circumstance can trigger unrest. Global corn (maize) prices reached new highs, and countries that depend mostly on maize are more likely to experience high local food prices and associated pressures toward social unrest. Here we analyze the conditions in South Africa, which is a heavily maize-dependent country. In his lecture, Shiller will discuss the premise of his 2009 book, coauthored with the Nobel Prize-winning economist George A. Akerlof. Winner of the getAbstract International Book Award and the 2009 TIAA-CREF Paul A. Samuelson Award for Outstanding Scholarly Writing on Lifelong Financial Security, the book, which has the same title as Shiller's lecture, discusses how "animal spirits," or human emotions such as confidence, fear, and a concern for fairness, drive financial events, including today's global financial crisis. John Maynard Keynes coined the phrase "animal spirits" to describe the changing psychology that led to the Great Depression and the recovery from it. Like Keynes, Shiller and Akerlof believe that government intervention is necessary to overcome the adverse effects on the economy brought about by unruly and irrational human emotions. In his talk, Shiller will explain how "animal spirits" lead to adverse economic effects, and he will outline his insights on how the global economy can recover from its recent setbacks.

The first step in financing a street lighting retrofit is a detailed financial analysis. Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision. For this reason, the Illuminating Engineering Society (IES) recommends a full life cycle cost/benefit analysis (LCCBA).

Forest Fire Model as a Supercritical Dynamic Model in Financial Systems

Recently, large-scale cascading failures in complex systems have garnered substantial attention. Such extreme events have been treated as an integral part of the self-organized criticality (SOC). Recent empirical work has suggested that some extreme events systematically deviate from the SOC paradigm, requiring a different theoretical framework. We shed additional theoretical light on this possibility by studying financial crisis. We build our model of financial crisis on the well-known forest fire model in scale-free networks. Our analysis shows a non-trivial scaling feature indicating supercritical behavior, which is independent of system size. Extreme events in the supercritical state result from bursting of a fat bubble, seeds of which are sown by a protracted period of a benign financial environment with few shocks. Our findings suggest that policymakers can control the magnitude of financial meltdowns by keeping the economy operating within reasonable duration of a benign environment.

Addressing the Crisis in Fundamental Physics

I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy. This talk was delivered at the start of the Fundamental Physics Research in Space Workshop in May 2006.

Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few. The CMA defines a crisis as: ``an unplanned event that has the potential to significantly impact a company`s operability or credibility, or to pose a significant environment, economic or legal liability``; and crisis management as: ``those activities undertaken to anticipate or prevent, prepare for, respond to and recover from any incident that has the potential to greatly affect the way a company conducts its business.

The financial system in the United States is slowly migrating from the bricks and mortar of banks on the city square to branch banks, ATM`s, and now direct linkage through computers to the home. Much work has been devoted to the security problems inherent in protecting property and people. The impact of attacks on the information aspects of the financial system has, however, received less attention. Awareness is raised through publicized events such as the junk bond fraud perpetrated by Milken or gross mismanagement in the failure of the Barings Bank through unsupervised trading activities by Leeson in Singapore. These events, although seemingly large (financial losses may be on the order of several billion dollars), are but small contributors to the estimated $114 billion loss to all types of financial fraud in 1993. Most of the losses can be traced to the contribution of many small attacks perpetrated against a variety of vulnerable components and systems. This paper explores the magnitude of these financial system losses and identifies new areas for security to be applied to high consequence events.

On Aug. 2, 1990, Iraqi forces invaded Kuwait and triggered one of the most severe crises in the world's oil supplies since World War II. Within a few days of the invasion, Iraqi and Kuwaiti oil exports were embargoed, and almost 4.6 million b/d oil of production was removed from world markets. This shortfall amounted to about 20% of total Organization of Petroleum Exporting Countries production at the time and could have proven disastrous to the world's industrial and financial well-being. However, there was no disruption to the major economies of the world. This paper reports that the primary reason for the cushioning of this impact was the massive expansion in production undertaken by Saudi Arabian Oil Co. (Saudi Aramco).

The third annual survey of global energy companies measures companies' financial performance using four metrics: asset worth, revenues, profits and return on invested capital. The following industry segments were analysed: coal and consumable fuel companies; diversified utilities; exploration and production; electric utilities; gas utilities; integrated oil and gas companies; refining and marketing; independent power producers and storage and transfer companies. Integrated oil and gas companies (IOGs) captured nine out of the top ten spots while IPPS struggled in 2005 as the sector on a whole lost money. The exploration and production segment showed financial stability while gas utilities saw their financials climb. The Exxon Mobile Corp. continued its reign of the number one spot.

The nuclear accident at Three Mile Island raised serious questions about the financial ability of the electric utility company owners to clean up and repair the damaged reactor facilities while continuing to provide reliable electric service to customers. Financial insolvency of the companies is not imminent and power supplies are assured for the immediate future. However, the loss of earnings capability by the Metropolitan Edison Company makes it questionable whether it can fund its share of the clean-up costs and maintain system reliability without large rate increases or some external financial assistance. The accident has shown that the utilities and Federal and State regulatory agencies were not prepared to deal with recovery from such a large financial loss. The Department of Energy should move swiftly to assess the financial needs of the affected utilities and develop plans for meeting them.

Forecasting wind speed financial return

The prediction of wind speed is very important when dealing with the production of energy through wind turbines. In this paper, we show a new nonparametric model, based on semi-Markov chains, to predict wind speed. Particularly we use an indexed semi-Markov model that has been shown to be able to reproduce accurately the statistical behavior of wind speed. The model is used to forecast, one step ahead, wind speed. In order to check the validity of the model we show, as indicator of goodness, the root mean square error and mean absolute error between real data and predicted ones. We also compare our forecasting results with those of a persistence model. At last, we show an application of the model to predict financial indicators like the Internal Rate of Return, Duration and Convexity.

Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

X-ray observations indicate that non-gravitational processes play a key role in the thermodynamics of the Intra Cluster Medium (ICM). The effect of non-gravitational processes is imprinted in the ICM as an entropy minimum, whose effects are visible in the Luminosity-Temperature relation and in the Entropy-Temperature relation. However, the X-ray emission alone cannot discriminate between different mechanisms and sources of heating. There are no answers at present to the following questions: how much non-gravitational energy per baryons is present in the ICM? When was this energy injected? Which are the sources of heating? The embarrassment in front of these questions is amplified by the fact that the most viable sources of heating, SNae and stellar winds, seem to be inefficient in bringing the ICM to the observed entropy level. We may call it the energy crisis. Here we review the main aspects of this crisis, listing possible solutions, including other sources, like AGNs and Radio Galaxies, or other mechanisms, like large scale shocks and selective cooling.

Photon underproduction crisis: Are QSOs sufficient to resolve it?

We investigate the recent claim of 'photon underproduction crisis' by Kollmeier et al. (2014) which suggests that the known sources of ultra-violet (UV) radiation may not be sufficient to generate the inferred hydrogen photoionization rate ($\\Gamma_{\\rm HI}$) in the low redshift inter-galactic medium. Using the updated QSO emissivities from the recent studies and our radiative transfer code developed to estimate the UV background, we show that the QSO contribution to $\\Gamma_{\\rm HI}$ is higher by a factor ~2 as compared to the previous estimates. Using self-consistently computed combinations of star formation rate density and dust attenuation, we show that a typical UV escape fraction of 4% from star forming galaxies should be sufficient to explain the inferred $\\Gamma_{\\rm HI}$ by Kollmeier et al. (2014). Interestingly, we find that the contribution from QSOs alone can explain the recently inferred $\\Gamma_{\\rm HI}$ by Shull et al. (2015) which used the same observational data but different simulation. Ther...

Impact of Financial Structure on the Cost of Solar Energy

To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

We have audited the accompanying combined balance sheets of the Southwestern Federal Power System (SWFPS), as of September 30, 2009, 2008, 2007, and 2006, and the related combined statements of revenues and expenses, changes in capitalization, and cash flows for the years then ended. As described in note 1(a), the combined financial statement presentation includes the hydroelectric generation functions of another Federal agency (hereinafter referred to as the generating agency), for which Southwestern Power Administration (Southwestern) markets and transmits power. These combined financial statements are the responsibility of the management of Southwestern and the generating agency. Our responsibility is to express an opinion on these combined financial statements based on our audits. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the combined financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of Southwestern and the generating agency’s internal control over financial reporting. Accordingly, we express no such opinion. An audit also includes examining, on a test basis, evidence supporting the amounts and disclosures in the combined financial statements, assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall combined financial statement presentation. We believe that our audits provide a reasonable basis for our opinion. In our opinion, the combined financial statements referred to above present fairly, in all material respects, the respective financial position of the Southwestern Federal Power System, as of September 30, 2009, 2008, 2007, and 2006, and the results of its operations and its cash flow for the years then ended, in conformity with U.S. generally accepted accounting principles. Our audits were conducted for the purpose of forming an opinion on the 2009, 2008, 2007, and 2006 SWFPS’s combined financial statements taken as a whole. The supplementary information in the combining financial statements is presented for purposes of additional analysis and is not a required part of the basic combined financial statements. The supplementary information has been subjected to the auditing procedures applied in the audit of the basic combined financial statements and, in our opinion, is fairly stated in all material respects in relation to the basic combined financial statements taken as a whole.

The meaning of global warming and its relevance to everyday life is explained. Simple thermodynamics is used to predict an oscillatory nature of the change in climate due to global warming. Global warming causes extreme events and bad weather in the near term. In the long term it may cause the earth to transition to another equilibrium state through many oscillation in climatic patterns. The magnitudes of these oscillations could easily exceed the difference between the end points. The author further explains why many no longer fully understands the nature and magnitudes of common phenomena such as storms and wind speeds because of these oscillations, and the absorptive properties of clouds. The author links the increase in duration of the El Nino to global warming, and further predicts public health risks as the earth transitions to another equilibrium state in its young history.

The University of Maine conducted this study for Pacific Northwest Laboratory (PNL) as part of a global climate modeling task for site characterization of the potential nuclear waste respository site at Yucca Mountain, NV. The purpose of the study was to develop a global ice sheet dynamics model that will forecast the three-dimensional configuration of global ice sheets for specific climate change scenarios. The objective of the third (final) year of the work was to produce ice sheet data for glaciation scenarios covering the next 100,000 years. This was accomplished using both the map-plane and flowband solutions of our time-dependent, finite-element gridpoint model. The theory and equations used to develop the ice sheet models are presented. Three future scenarios were simulated by the model and results are discussed.

This paper explores one of the causes of global warming that is often overlooked, the direct heating of the environment by engineering systems. Most research and studies of global warming concentrate on the modification that is occurring to atmospheric air as a result of pollution gases being added by various systems; i.e., refrigerants, nitrogen oxides, ozone, hydrocarbons, halon, and others. This modification affects the thermal radiation balance between earth, sun and space, resulting in a decrease of radiation outflow and a slow rise in the earth`s steady state temperature. For this reason the solution to the problem is perceived as one of cleaning up the processes and effluents that are discharged into the environment. In this paper arguments are presented that suggest, that there is a far more serious cause for global warming that will manifest itself in the next two or three centuries; direct heating from the exponential growth of energy usage by humankind. Because this is a minor contributor to the global warming problem at present, it is overlooked or ignored. Energy use from the combustion of fuels and from the output of nuclear reactions eventually is manifest as warming of the surroundings. Thus, as energy is used at an ever increasing rate the consequent global warming also increases at an ever increasing rate. Eventually this rate will become equal to a few percent of solar radiation. When this happens the earth`s temperature will have risen by several degrees with catastrophic results. The trends in world energy use are reviewed and some mathematical models are presented to suggest future scenarios. These models can be used to predict when the global warming problem will become undeniably apparent, when it will become critical, and when it will become catastrophic.

OGJ300; Smaller list, bigger financial totals

This paper reports on Oil and Gas Journal's list of the largest, publicly traded oil and gas producing companies in the U.S. which is both smaller and larger this year than it was in 1990. It's smaller because it covers fewer companies. Industry consolidation has slashed the number of public companies. As a result, the former OGJ400 has become the OGJ300, which includes the 30 largest limited partnerships. But the assets-ranked list is larger because important financial totals - representing 1990 results - are significantly higher than those of a year ago, despite the lower number of companies. Consolidation of the U.S. producing industry gained momentum throughout the 1980s. Unable to sustain profitability in a period of sluggish energy prices and, for many, rising costs, companies sought relief through mergers or liquidation of producing properties. As this year's list shows, however, surviving companies have managed to grow. Assets for the OGJ300 group totaled $499.3 billion in 1990 - up 6.3% from the 1989 total of last year's OGJ400. Stockholders' equity moved up 5.3% to $170.7 billion. Stockholders' equity was as high as $233.8 billion in 1983.

A system and method for generating global asynchronous signals in a computing structure. Particularly, a global interrupt and barrier network is implemented that implements logic for generating global interrupt and barrier signals for controlling global asynchronous operations performed by processing elements at selected processing nodes of a computing structure in accordance with a processing algorithm; and includes the physical interconnecting of the processing nodes for communicating the global interrupt and barrier signals to the elements via low-latency paths. The global asynchronous signals respectively initiate interrupt and barrier operations at the processing nodes at times selected for optimizing performance of the processing algorithms. In one embodiment, the global interrupt and barrier network is implemented in a scalable, massively parallel supercomputing device structure comprising a plurality of processing nodes interconnected by multiple independent networks, with each node including one or more processing elements for performing computation or communication activity as required when performing parallel algorithm operations. One multiple independent network includes a global tree network for enabling high-speed global tree communications among global tree network nodes or sub-trees thereof. The global interrupt and barrier network may operate in parallel with the global tree network for providing global asynchronous sideband signals.

Global climate feedbacks

The important physical, chemical, and biological events that affect global climate change occur on a mesoscale -- requiring high spatial resolution for their analysis. The Department of Energy has formulated two major initiatives under the US Global Change Program: ARM (Atmospheric Radiation Measurements), and CHAMMP (Computer Hardware Advanced Mathematics and Model Physics). ARM is designed to use ground and air-craft based observations to document profiles of atmospheric composition, clouds, and radiative fluxes. With research and models of important physical processes, ARM will delineate the relationships between trace gases, aerosol and cloud structure, and radiative transfer in the atmosphere, and will improve the parameterization of global circulation models. The present GCMs do not model important feedbacks, including those from clouds, oceans, and land processes. The purpose of this workshop is to identify such potential feedbacks, to evaluate the uncertainties in the feedback processes (and, if possible, to parameterize the feedback processes so that they can be treated in a GCM), and to recommend research programs that will reduce the uncertainties in important feedback processes. Individual reports are processed separately for the data bases.

Global residential appliance standards

In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

A secure computing module (SCM) is configured for connection with a host device. The SCM includes a processor for performing secure processing operations, a host interface for coupling the processor to the host device, and a memory connected to the processor wherein the processor logically isolates at least some of the memory from access by the host device. The SCM also includes a proximate-field wireless communicator connected to the processor to communicate with another SCM associated with another host device. The SCM generates a secure digital signature for a financial transaction package and communicates the package and the signature to the other SCM using the proximate-field wireless communicator. Financial transactions are performed from person to person using the secure digital signature of each person's SCM and possibly message encryption. The digital signatures and transaction details are communicated to appropriate financial organizations to authenticate the transaction parties and complete the transaction.

The Global Energy Challenge

The expected doubling of global energy demand by 2050 challenges our traditional patterns of energy production, distribution and use.   The continued use of fossil fuels raises concerns about supply, security, environment and climate.  New routes are needed for the efficient conversion of energy from chemical fuel, sunlight, and heat to electricity or hydrogen as an energy carrier and finally to end uses like transportation, lighting, and heating. Opportunities for efficient new energy conversion routes based on nanoscale materials will be presented, with emphasis on the sustainable energy technologies they enable.
