    This plan describes the GNEP Technology Demonstration Program (GNEP-TDP). It has been prepared to guide the development of integrated plans and budgets for realizing the domestic portion of the GNEP vision as well as providing the basis for developing international cooperation. Beginning with the GNEP overall goals, it describes the basic technical objectives for each element of the program, summarizes the technology status and identifies the areas of greatest technical risk. On this basis a proposed technology demonstration program is described that can deliver the required information for a Secretarial decision in the summer of 2008 and support construction of facilities.

  10. Benefits to the United States of Increasing Global Uptake of Clean Energy Technologies

    A previous report describes an opportunity for the United States to take leadership in efforts to transform the global energy system toward clean energy technologies (CET). An accompanying analysis to that report provides estimates of the economic benefits to the United States of such a global transformation on the order of several hundred billion dollars per year by 2050. This report describes the methods and assumptions used in developing those benefit estimates. It begins with a summary of the results of the analysis based on an updated and refined model completed since the publication of the previous report. The framework described can be used to estimate the economic benefits to the U.S. of coordinated global action to increase the uptake of CETs worldwide. Together with a Monte Carlo simulation engine, the framework can be used to develop plausible ranges for benefits, taking into account the large uncertainty in the driving variables and economic parameters. The resulting estimates illustrate that larger global clean energy markets offer significant opportunities to the United States economy.

  11. Energy and global warming impacts of HFC refrigerants and emerging technologies: TEWI-III

    The use of hydrofluorocarbons (BFCs) which were developed as alternative refrigerants and insulating foam blowing agents to replace chlorofluorocarbons (CFCs) is now being affected by scientific investigations of greenhouse warming and questions about the effects of refrigerants and blowing agents on global warming. A Total Equivalent Warming Impact (TEWI) assessment analyzes the environmental affects of these halogenated working fluids in energy consuming applications by combining a direct effect resulting from the inadvertent release of HFCs to the atmosphere with an indirect effect resulting from the combustion of fossil fuels needed to provide the energy to operate equipment using these compounds as working fluids. TEWI is a more balanced measure of environmental impact because it is not based solely on the global warming potential (GWP) of the working fluid. It also shows the environmental benefit of efficient technologies that result in less CO{sub 2} generation and eventual emission to the earth`s atmosphere. The goal of TEWI is to assess total global warming impact of all the gases released to the atmosphere, including CO{sub 2} emissions from energy conversion. Alternative chemicals and technologies have been proposed as substitutes for HFCs in the vapor-compression cycle for refrigeration and air conditioning and for polymer foams in appliance and building insulations which claim substantial environmental benefits. Among these alternatives are: (1) Hydrocarbon (HC) refrigerants and blowing agents which have zero ozone depleting potential and a negligible global warming potential, (2) CO{sub 2} as a refrigerant and blowing agent, (3) Ammonia (NH{sub 3}) vapor compression systems, (4) Absorption chiller and heat pumping cycles using ammonia/water or lithium bromide/water, and (5) Evacuated panel insulations. This paper summarizes major results and conclusions of the detailed final report on the TEWI-111 study.

    This is the report of foreign travel by Alvin W. Trivelpiece and William Fulkerson who were part of a US delegation of ten individuals who visited the Soviet Union for two weeks as part of a joint activity between the US National Academy of Sciences (NAS) and the Academy of Sciences (AS) of the USSR. Trivelpiece headed the US delegation. The trip was sponsored by the NAS under a grant from the MacArthur Foundation. It consisted of three parts: (1) a tour of energy facilities and laboratories in Siberia, including the cities of Novosibirsk, Krasnoyarsk, Nazarovo, Achinsk, Bratsk, and Irkutsk; (2) a joint seminar in Moscow called Global Energy Development and Associated Ecological (Environmental) Impacts''; and (3) a workshop to discuss areas of potential future collaboration and cooperation. A Memorandum of Record was signed on the final day. It recommended that the Presidents of the two Academies establish a joint committee for ...coordinating, recommending, and encouraging activities in accordance with this memorandum.'' Projects for possible collaboration were identified in the areas of energy data and models, global warming, technologies for more efficient use of energy, clean coal, gas turbines, tools for assessing environmental impacts, and analysis of approaches to energy decision making.

    The Global Energy Futures Model (GEFM) is a demand-based, gross domestic product (GDP)-driven, dynamic simulation tool that provides an integrated framework to model key aspects of energy, nuclear-materials storage and disposition, environmental effluents from fossil and non fossil energy and global nuclear-materials management. Based entirely on public source data, it links oil, natural gas, coal, nuclear and renewable energy dynamically to greenhouse-gas emissions and 13 other measures of environmental impact. It includes historical data frommore » 1990 to 2000, is benchmarked to the DOE/EIA/IEO 2002 [5] Reference Case for 2000 to 2020, and extrapolates energy demand through the year 2050. The GEFM is globally integrated, and breaks out five regions of the world: United States of America (USA), the Peoples Republic of China (China), the former Soviet Union (FSU), the Organization for Economic Cooperation and Development (OECD) nations excluding the USA (other industrialized countries), and the rest of the world (ROW) (essentially the developing world). The GEFM allows the user to examine a very wide range of what ir scenarios through 2050 and to view the potential effects across widely dispersed, but interrelated areas.     This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

    This paper, comprised of presentation viewgraphs, examines the impact of high efficiency large chiller technology on world electricity consumption and carbon dioxide emissions. Background data are summarized, and sample calculations are presented. Calculations show that presently available high energy efficiency chiller technology has the ability to substantially reduce energy consumption from large chillers. If this technology is widely implemented on a global basis, it could reduce carbon dioxide emissions by 65 million tons by 2010.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

The first open solicitation was open to ideas from all energy areas and focused on funding projects already equipped with strong research and development plans for their potentially high-impact technologies. The Livermore defense-related committment is described, including the design and development of advanced nuclear weapons as well as research in inertial confinement fusion, nonnuclear ordnance, and particle beam technology.     The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Evolving regulations could also affect the selection of waste forms.

    Over the course of the year 2000, five workshops were conducted by the Center for Global Security Research at the Lawrence Livermore National Laboratory on threats to international security in the 2015 to 2020 timeframe due to the global availability of advanced technology. These workshops focused on threats that are enabled by nuclear, missile, and space technology; military technology; information technology; bio technology; and geo systems technology. The participants included US national leaders and experts from the Department of Energy National Laboratories; the Department of Defense: Army, Navy, Air Force, Office of the Secretary of Defense, Defense Threat Reduction Agency, and Defense Advanced Research Projects Agency; the Department of State, NASA, Congressional technical staff, the intelligence community, universities and university study centers, think tanks, consultants on security issues, and private industry. For each workshop the process of analysis involved identification and prioritization of the participants' perceived most severe threat scenarios (worst nightmares), discussion of the technologies which enabled those threats, and ranking of the technologies' threat potentials. The threats ranged from local/regional to global, from intentional to unintended to natural, from merely economic to massively destructive, and from individual and group to state actions. We were not concerned in this exercise with defining responses to the threats, although our assessment of each threat's severity included consideration of the ease or difficulty with which it might be executed or countered. At the concluding review, we brought the various workshops' participants together, added senior participant/reviewers with broad experience and national responsibility, and discussed the workshop findings to determine what is most certain or uncertain, and what might be needed to resolve our uncertainties.     U.S. industry consumes approximately 37 percent of the nation's energy to produce 24 percent of the nation's GDP. Increasingly, industry is confronted with the challenge of moving toward a cleaner, more sustainable path of production and consumption, while increasing global competitiveness. Technology will be essential for meeting these challenges. At some point, businesses are faced with investment in new capital stock. At this decision point, new and emerging technologies compete for capital investment alongside more established or mature technologies. Understanding the dynamics of the decision-making process is important to perceive what drives technology change and the overall effect on industrial energy use. The assessment of emerging energy-efficient industrial technologies can be useful for: (1) identifying R&D projects; (2) identifying potential technologies for market transformation activities; (3) providing common information on technologies to a broad audience of policy-makers; and (4) offering new insights into technology development and energy efficiency potentials. With the support of PG&E Co., NYSERDA, DOE, EPA, NEEA, and the Iowa Energy Center, staff from LBNL and ACEEE produced this assessment of emerging energy-efficient industrial technologies. The goal was to collect information on a broad array of potentially significant emerging energy-efficient industrial technologies and carefully characterize a sub-group of approximately 50 key technologies. Our use of the term ''emerging'' denotes technologies that are both pre-commercial but near commercialization, and technologies that have already entered the market but have less than 5 percent of current market share. We also have chosen technologies that are energy-efficient (i.e., use less energy than existing technologies and practices to produce the same product), and may have additional ''non-energy benefits.'' To accomplish these goals and objectives a work plan was developed comprising 6 primary tasks: • Task 1 - Technology Evaluation of Hydrogen Light-Duty Vehicles – The PSAT powertrain simulation software was used to evaluate candidate hydrogen-fueled vehicle technologies for near-term and long-term deployment in the Southeastern U.S. • Task 2 - Comparison of Performance and Emissions from Near-Term Hydrogen Fueled Light Duty Vehicles - An investigation was conducted into the emissions and efficiency of light-duty internal combustion engines fueled with hydrogen and compressed natural gas (CNG) blends. The different fuel blends used in this investigation were 0%, 15%, 30%, 50%, 80%, 95%, and ~100% hydrogen, the remainder being compressed natural gas. • Task 3 - Economic and Energy Analysis of Hydrogen Production and Delivery Options - Expertise in engineering cost estimation, hydrogen production and delivery analysis, and transportation infrastructure systems was used to develop regional estimates of resource requirements and costs for the infrastructure needed to deliver hydrogen fuels to advanced-technology vehicles. • Task 4 –Emissions Analysis for Hydrogen Production and Delivery Options - The hydrogen production and delivery scenarios developed in Task 3 were expanded to include analysis of energy and greenhouse gas emissions associated with each specific case studies. • Task 5 – Use of Fuel Cell Technology in Power Generation - The purpose of this task was to assess the performance of different fuel cell types (specifically low-temperature and high temperature membranes) for use in stationary power generation. • Task 6 – Establishment of a Southeastern Hydrogen Consortium - The goal of this task was to establish a Southeastern Hydrogen Technology Consortium (SHTC) whose purpose would be to promote the deployment of hydrogen technologies and infrastructure in the Southeast.

    General Electric’s (GE) DOE Solar Energy Technologies TPP program encompassesd development in critical areas of the photovoltaic value chain that affected the LCOE for systems in the U.S. This was a complete view across the value chain, from materials to rooftops, to identify opportunities for cost reductions in order to realize the Department of Energy’s cost targets for 2010 and 2015. GE identified a number of strategic partners with proven leadership in their respective technology areas to accelerate along the path to commercialization. GE targeted both residential and commercial rooftop scale systems. To achieve these goals, General Electric and its partners investigated three photovoltaic pathways that included bifacial high-efficiency silicon cells and modules, low-cost multicrystalline silicon cells and modules and flexible thin film modules. In addition to these technologies, the balance of system for residential and commercial installations were also investigated. Innovative system installation strategies were pursed as an additional avenue for cost reduction.

    Three review articles are presented. The first describes the Lawrence Livermore Laboratory role in the research and development of oil-shale retorting technology through its studies of the relevant chemical and physical processes, mathematical models, and new retorting concepts. Second is a discussion of investigation of properties of dense molecular fluids at high pressures and temperatures to improve understanding of high-explosive behavior, giant-planet structure, and hydrodynamic shock interactions. Third, by totally computerizing the triple-quadrupole mass spectrometer system, the laboratory has produced a general-purpose instrument of unrivaled speed, selectivity, and adaptability for the analysis and identification of trace organic constituents in complex chemical mixtures.     The Global Nuclear Vision Project is examining, using scenario building techniques, a range of long-term nuclear energy futures. The exploration and assessment of optimal nuclear fuel-cycle and material strategies is an essential element of the study. To this end, an established global E{sup 3} (energy/economics/environmental) model has been adopted and modified with a simplified, but comprehensive and multi-regional, nuclear energy module. Consistent nuclear energy scenarios are constructed using this multi-regional E{sup 3} model, wherein future demands for nuclear power are projected in price competition with other energy sources under a wide range of long-term demographic (population, workforce size and productivity), economic (price-, population-, and income-determined demand for energy services, price- and population-modified GNP, resource depletion, world-market fossil energy prices), policy (taxes, tariffs, sanctions), and top-level technological (energy intensity and end-use efficiency improvements) drivers. Using the framework provided by the global E{sup 3} model, the impacts of both external and internal drivers are investigated. The ability to connect external and internal drivers through this modeling framework allows the study of impacts and tradeoffs between fossil- versus nuclear-fuel burning, that includes interactions between cost, environmental, proliferation, resource, and policy issues.

    This report reviews recent global efforts to privatize energy resources and outlines the opportunities and challenges privatization has presented to U.S. and foreign multinational energy companies. The group of energy companies studied in this report includes the major U.S. petroleum companies and many foreign companies. The foreign companies reviewed include state-run energy enterprises, recently privatized energy enterprises, and foreign multinationals that have been privately held. The privatization of non-petroleum energy industries, such as electricity generation and transmission, natural gas transmission, and coal mining, are also discussed. Overseas investments made by electric companies, natural gas companies, and coal companies are included. The report is organized into six chapters: (1) economics of privatization; (2) petroleum privatization efforts among non-U.S. Organization for Economic Cooperation and Development nations; (3) petroleum privatization efforts in Latin America; (4) privatization in socialist and former socialist regimes; (5) privatization efforts in global electric power generation, transmission, and distribution industries; and (6) privatization and globalization of world coal.

    Advances in recent years of high strength/lightweight materials, high performance magnetic bearings, and power electronics technology has spurred a renewed interest by the transportation, utility, and manufacturing industries in Flywheel Energy Storage (FES) technologies. FES offers several advantages over conventional electro-chemical energy storage, such as high specific energy and specific power, fast charging time, long service life, high turnaround efficiency (energy out/energy in), and no hazardous/toxic materials or chemicals are involved. Potential applications of FES units include power supplies for hybrid and electric vehicles, electric vehicle charging stations, space systems, and pulsed power devices. Also, FES units can be used for utility load leveling, uninterruptable power supplies to protect electronic equipment and electrical machinery, and for intermittent wind or photovoltaic energy sources. The purpose of this workshop is to provide a forum to highlight technologies that offer a high potential to increase the performance of FES systems and to discuss potential solutions to overcome present FES application barriers.     This report documents a set of case studies developed to estimate the cost of producing, storing, delivering, and dispensing hydrogen for light-duty vehicles for several scenarios involving metropolitan areas in Alabama. While the majority of the scenarios focused on centralized hydrogen production and pipeline delivery, alternative delivery modes were also examined. Although Alabama was used as the case study for this analysis, the results provide insights into the unique requirements for deploying hydrogen infrastructure in smaller urban and rural environments that lie outside the DOE’s high priority hydrogen deployment regions. Hydrogen production costs were estimated for three technologies – steam-methane reforming (SMR), coal gasification, and thermochemical water-splitting using advanced nuclear reactors. In all cases examined, SMR has the lowest production cost for the demands associated with metropolitan areas in Alabama. Although other production options may be less costly for larger hydrogen markets, these were not examined within the context of the case studies.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already

    The industrial sector consumes nearly 40% of annual global primary energy use and is responsible for a similar share of global energy-related carbon dioxide (CO2) emissions. Many studies and actual experience indicate that there is considerable potential to reduce the amount of energy used to manufacture most commodities, concurrently reducing CO2 emissions. With the support of strong policies and programs, energy-efficient technologies and measures can be implemented that will reduce global CO2 emissions. A number of countries, including the Netherlands, the UK, and China, have experience implementing aggressive programs to improve energy efficiency and reduce related CO2 emissions from industry. Even so, there is no silver bullet and all options must be pursued if greenhouse gas emissions are to be constrained to the level required to avoid significant negative impacts from global climate change.

    The primary objective of this research was to develop a forefront analysis tool for application to enhance understanding of long-term, global, nuclear-energy and nuclear-material futures. To this end, an existing economics-energy-environmental (E{sup 3}) model was adopted, modified, and elaborated to examine this problem in a multi-regional (13), long-term ({approximately}2,100) context. The E{sup 3} model so developed was applied to create a Los Alamos presence in this E{sup 3} area through ''niche analyses'' that provide input to the formulation of policies dealing with and shaping of nuclear-energy and nuclear-materials futures. Results from analyses using the E{sup 3} model have been presented at a variety of national and international conferences and workshops. Through use of the E{sup 3} model Los Alamos was afforded the opportunity to participate in a multi-national E{sup 3} study team that is examining a range of global, long-term nuclear issues under the auspices of the IAEA during the 1998-99 period . Finally, the E{sup 3} model developed under this LDRD project is being used as an important component in more recent Nuclear Material Management Systems (NMMS) project.

    Over the course of the year 2000, five one-day workshops were conducted by the Center for Global Security Research at the Lawrence Livermore National Laboratory on threats that might come against the US and its allies in the 2015 to 2020 timeframe due to the global availability of advanced technology. These workshops focused on threats that are enabled by nuclear, missile, and space technology; military technology; information technology; bio technology; and geo systems technology. In December, an Integration Workshop and Senior Review before national leaders and experts were held. The participants and reviewers were invited from the DOE National Laboratories, the DOD Services, OSD, DTRA, and DARPA, the DOS, NASA, Congressional technical staff, the intelligence community, universities and university study centers, think tanks, consultants on national security issues, and private industry. For each workshop the process of analysis involved identification and prioritization of the participants' perceived most severe threat scenarios (worst nightmares), discussion of the technologies which enabled those threats, and ranking of the technologies' threat potentials. We were not concerned in this exercise with defining responses, although our assessment of each threat's severity included consideration of the ease or difficulty with which it might be countered. At the concluding Integration Workshop and Senior Panel Review, we brought the various workshops' participants together, added senior participant/reviewers with broad experience and responsibility, and discussed the workshop findings to determine what is most certain, and uncertain, and what might be needed to resolve our uncertainties. This document reports the consensus and important variations of both the reviewers and the participants. In all, 45 threats over a wide range of lethality and probability of occurrence were identified. Over 60 enabling technologies were also discussed. These are each described in

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    It has become recognized by the international scientific community that global warming due to fossil fuel energy buildup of greenhouse CO{sub 2} in the atmosphere is a real environmental problem. Worldwide agreement has also been reached to reduce CO{sub 2} emissions. A leading approach to reducing CO{sub 2} emissions is to utilize hydrogen-rich fuels and improve the efficiency of conversion in the power generation, transportation and heating sectors of the economy. In this report, natural gas, having the highest hydrogen content of all the fossil fuels, can have an important impact in reducing CO{sub 2} emissions. This paper explores natural gas and improved conversion systems for supplying energy to all three sectors of the economy. The improved technologies include combined cycle for power generation, the Carnol system for methanol production for the transportation sector and fuel cells for both power generation and transportation use. The reduction in CO{sub 2} from current emissions range from 13% when natural gas is substituted for gasoline in the transportation sector to 45% when substituting methanol produced by the Carnol systems (hydrogen from thermal decomposition of methane reacting with CO{sub 2} from coal-fired power plants) used in the transportation sector. CO{sub 2} reductions exceeding 60% can be achieved by using natural gas in combined cycle for power generation and Carnol methanol in the transportation sector and would, thus, stabilize CO{sub 2} concentration in the atmosphere predicted to avoid undue climate change effects. It is estimated that the total fossil fuel energy bill in the US can be reduced by over 40% from the current fuel bill. This also allows a doubling in the unit cost for natural gas if the current energy bill is maintained. Estimates of the total net incremental replacement capital cost for completing the new improved equipment is not more than that which will have to be spent to replace the existing equipment conducting

    Through discussion the conference aims to: (1) Identify core components of a comprehensive global biosurveillance capability; (2) Determine the scientific and technical bases to support such a program; (3) Explore the improvement in biosurveillance to enhance regional and global disease outbreak prediction; (4) Recommend an engagement approach to establishing an effective international community and regional or global network; (5) Propose implementation strategies and the measures of effectiveness; and (6) Identify the challenges that must be overcome in the next 3-5 years in order to establish an initial global biosurveillance capability that will have significant positive impact on BioNP as well as public health and/or agriculture. There is also a look back at the First Biothreat Nonproliferation Conference from December 2007. Whereas the first conference was an opportunity for problem solving to enhance and identify new paradigms for biothreat nonproliferation, this conference is moving towards integrated comprehensive global biosurveillance. Main reasons for global biosurveillance are: (1) Rapid assessment of unusual disease outbreak; (2) Early warning of emerging, re-emerging and engineered biothreat enabling reduced morbidity and mortality; (3) Enhanced crop and livestock management; (4) Increase understanding of host-pathogen interactions and epidemiology; (5) Enhanced international transparency for infectious disease research supporting BWC goals; and (6) Greater sharing of technology and knowledge to improve global health.

    Inclusion of renewable energy sources in national and international energy strategies is a key component of a viable global energy future. The global energy balance is going to shift radically in the near future brought about by significant increases in population in China and India, and increases in the energy intensity of developing countries. To better understand the consequences of such global shifts in energy requirements and to develop appropriate energy strategies to respond to these shifts, we need to look at the factors driving choices among supply options by geopolitical consumers and the impact these factors can have on the future energy mix.

    The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

    In this study, we develop an updated global estimate of onshore wind energy potential using reanalysis wind speed data, along with updated wind turbine technology performance and cost assumptions as well as explicit consideration of transmission distance in the calculation of transmission costs. We find that wind has the potential to supply a significant portion of world energy needs, although this potential varies substantially by region as well as with assumptions such as on what types of land can be used to site wind farms. Total global wind potential under central assumptions is estimated to be approximately 89 petawatt hours per year at less than 9 cents/kWh with substantial regional variations. One limitation of global wind analyses is that the resolution of current global wind speed reanalysis data can result in an underestimate of high wind areas. A sensitivity analysis of eight key parameters is presented. Wind potential is sensitive to a number of input parameters, particularly those related to land suitability and turbine density as well as cost and financing assumptions which have important policy implications. Transmission cost has a relatively small impact on total wind costs, changing the potential at a given cost by 20-30%. As a result of sensitivities studied here we suggest that further research intended to inform wind supply curve development focus not purely on physical science, such as better resolved wind maps, but also on these less well-defined factors, such as land-suitability, that will also have an impact on the long-term role of wind power.
