    This report estimates the global potential reductions in greenhouse gas emissions by 2030 for energy efficiency improvements associated with equipment (appliances, lighting, and HVAC) in buildings by means of energy efficiency standards and labels (EES&L). A consensus has emerged among the world's scientists and many corporate and political leaders regarding the need to address the threat of climate change through emissions mitigation and adaptation. A further consensus has emerged that a central component of these strategies must be focused around energy, which is the primary generator of greenhouse gas emissions. Two important questions result from this consensus: 'what kinds of policies encourage the appropriate transformation to energy efficiency' and 'how much impact can these policies have'? This report aims to contribute to the dialogue surrounding these issues by considering the potential impacts of a single policy type, applied on a global scale. The policy addressed in this report is Energy Efficient Standards and Labeling (EES&L) for energy-consuming equipment, which has now been implemented in over 60 countries. Mandatory energy performance standards are important because they contribute positively to a nation's economy and provide relative certainty about the outcome (both timing and magnitudes). Labels also contribute positively to a nation's economy and importantly increase the awareness of the energy-consuming public. Other policies not analyzed here (utility incentives, tax credits) are complimentary to standards and labels and also contribute in significant ways to reducing greenhouse gas emissions. We believe the analysis reported here to be the first systematic attempt to evaluate the potential of savings from EES&L for all countries and for such a large set of products. The goal of the analysis is to provide an assessment that is sufficiently well-quantified and accurate to allow comparison and integration with other strategies under consideration.

  9. A Global Review of Incentive Programs to Accelerate Energy-Efficient Appliances and Equipment

    Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

    The Global Energy Futures Model (GEFM) is a demand-based, gross domestic product (GDP)-driven, dynamic simulation tool that provides an integrated framework to model key aspects of energy, nuclear-materials storage and disposition, environmental effluents from fossil and non fossil energy and global nuclear-materials management. Based entirely on public source data, it links oil, natural gas, coal, nuclear and renewable energy dynamically to greenhouse-gas emissions and 13 other measures of environmental impact. It includes historical data frommore » 1990 to 2000, is benchmarked to the DOE/EIA/IEO 2002 [5] Reference Case for 2000 to 2020, and extrapolates energy demand through the year 2050.     The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

    The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. This publications is one of a series of documents on the Renewable Energy programs sponsored by the US Department of Energy.     Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already true for numerous nuclear programs even in developed countries with limited geologically suitable formations. Fortunately, several organizations are currently pursuing international solutions to the nuclear waste disposal problem. While the capability to deploy nuclear energy in a specific country may not be desirable for a number of reasons, we should not develop nuclear hardware that can only benefit and serve technically and economically advanced countries. The potential benefits of nuclear energy are global, and we should not unduly limit that potential by inattention today to the requirements necessary for global deployment. (authors)

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. The program seeks to develop ocean energy technology to a point where industry can accurately assess whether the technology is a viable energy conversion alternative, or supplement, to current power-generating systems. In past studies, DOE identified ocean thermal energy conversion (OTEC), which uses the temperature difference between warm surface water and cold deep water, as the most promising of the ocean energy technologies. As a result, the OET Program is concentrating on research that advances the OTEC technology.     CDIAC provides data management support for the Global Volunteer Observing Ship (VOS) Program. The VOS project is coordinated by the UNESCO International Ocean Carbon Coordination Project (IOCCP). The international groups from 14 countries have been outfitting research ships and commercial vessels with automated CO2 sampling equipment to analyze the carbon exchange between the ocean and atmosphere. [copied from http://cdiac.ornl.gov/oceans/genInfo.html] CDIAC provides a map interface with the shipping routes of the 14 countries involved marked in different colors. Clicking on the ship's name on that route brings up information about the vessel, the kinds of measurements collected and the timeframe, links to project pages, and, most important, the links to the data files themselves. The 14 countries are: United States, United Kingdom, Japan, France, Germany, Australia, Canada, Spain, Norway, New Zealand, China (including Taiwan), Iceland, and the Netherlands.     The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Evolving regulations could also affect the selection of waste forms.

    The Geothermal Technology Division (GTD) of the US Department of Energy (DOE) is charged with the lead federal role in the research and development (R D) of technologies that will assist industry in economically exploiting the nation's vast geothermal resources. The GTD R D Program represents a comprehensive, balanced approach to establishing all forms of geothermal energy as significant contributors to the nation's energy supply. It is structured both to maintain momentum in the growth of the existing hydrothermal industry and to develop long-term options offering the greatest promise for practical applications. This volume, Volume 2, contains a detailed compilation of each GTD-funded R D activity performed by national laboratories or under contract to industrial, academic, and nonprofit research institutions.

    This project was primarily to develop and implement a curriculum which will train undergraduate and graduate students at the University seeking a degree as well as training for enrollees in a special certification program to prepare individuals to be employed in a broad range of occupations in the field of renewable energy and energy conservation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

    General Electrics (GE) DOE Solar Energy Technologies TPP program encompassesd development in critical areas of the photovoltaic value chain that affected the LCOE for systems in the U.S. This was a complete view across the value chain, from materials to rooftops, to identify opportunities for cost reductions in order to realize the Department of Energys cost targets for 2010 and 2015. GE identified a number of strategic partners with proven leadership in their respective technology areas to accelerate along the path to commercialization. GE targeted both residential and commercial rooftop scale systems. To achieve these goals, General Electric and its partners investigated three photovoltaic pathways that included bifacial high-efficiency silicon cells and modules, low-cost multicrystalline silicon cells and modules and flexible thin film modules. In addition to these technologies, the balance of system for residential and commercial installations were also investigated. Innovative system installation strategies were pursed as an additional avenue for cost reduction.

    This report reviews recent global efforts to privatize energy resources and outlines the opportunities and challenges privatization has presented to U.S. and foreign multinational energy companies. The group of energy companies studied in this report includes the major U.S. petroleum companies and many foreign companies. The foreign companies reviewed include state-run energy enterprises, recently privatized energy enterprises, and foreign multinationals that have been privately held. The privatization of non-petroleum energy industries, such as electricity generation and transmission, natural gas transmission, and coal mining, are also discussed. Overseas investments made by electric companies, natural gas companies, and coal companies are included.     Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

    In the late 1970s, national and international attention began to focus on energy issues. Efforts were initiated to design and test analytical tools that could be used to assist energy planners in evaluating energy systems, particularly in developing countries. In 1984, the United States Department of Energy (DOE) commissioned Argonne National Laboratory`s Decision and Information Sciences Division (DIS) to incorporate a set of analytical tools into a personal computer-based package for distribution in developing countries. The package developed by DIS staff, the ENergy and Power Evaluation Program (ENPEP), covers the range of issues that energy planners must face: economic development, energy demand projections, supply-and-demand balancing, energy system expansion, and environmental impact analysis. Following the original DOE-supported development effort, the International Atomic Energy Agency (IAEA), with the assistance from the US Department of State (DOS) and the US Department of Energy (DOE), provided ENPEP training, distribution, and technical support to many countries. ENPEP is now in use in over 60 countries and is an international standard for energy planning tools. More than 500 energy experts have been trained in the use of the entire ENPEP package or some of its modules during the international training courses organized by the IAEA in collaboration with Argonne`s Decision and Information Sciences (DIS) Division and the Division of Educational Programs (DEP).     The U.S. Department of Energys National Nuclear Security Administration (NNSA) Reactor Conversion Program supports the minimization, and to the extent possible, elimination of the use of high enriched uranium (HEU) in civilian nuclear applications by working to convert research and test reactors and radioisotope production processes to the use of low enriched uranium (LEU). The Reactor Conversion Program is a technical pillar of the NNSA Global Threat Reduction Initiative (GTRI) which is a key organization for implementing U.S. HEU minimization policy and works to reduce and protect vulnerable nuclear and radiological material domestically and abroad.

    Saint Francis University has developed curriculum in engineering and in business that is meeting the needs of students and employers (Task 1) as well as integrating wind energy throughout the curriculum. Through a variety of approaches, the University engaged in public outreach and education that reached over 2,000 people annually (Task 2). We have demonstrated, through the success of these programs, that students are eager to prepare for emerging jobs in alternative energy, that employers are willing to assist in developing employees who understand the broader business and policy context of the industry, and that people want to learn about wind energy.

    Energy availability in a country is of great importance to its economy and to raising and maintaining its standard of living. In 1994, the United States consumed more than 88 quadrillion Btu (quads) of energy and spent about $500 billion on fuels and electricity. Fortunately, the United States is well endowed with energy sources, notably fossil fuels, and possesses a considerable nuclear power industry. The United States also has significant renewable energy resources and already exploits much of its hydropower resources, which represent 10% of electricity production. Nevertheless, in 1994, the United States imported about 45% of the petroleum products it consumed, equivalent to about 17 quads of energy. This dependence on imported oil puts the country at risk of energy supply disruptions and oil price shocks. Previous oil shocks may have cost the country as much as $4 billion (in 1993 dollars) between 1973 and 1990. Moreover, the production and use of energy from fossil fuels are major sources of environmental damage. The corresponding situation in many parts of the world is more challenging. Developing countries are experiencing rapid growth in population, energy demand, and the environmental degradation that often results from industrial development. The near-term depletion of energy resources in response to this rapid growth runs counter to the concept of ''sustainable development''--development that meets the needs of today without compromising the ability of future generations to meet their own needs. Energy research and development (R&D) to improve efficiency and to develop and deploy energy alternatives may be viewed, therefore, as an insurance policy to combat the dangers of oil shocks and environmental pollution and as a means of supporting sustainable development. These considerations guide the energy policy of the United States and of the U.S. Department of Energy (DOE). In its strategic plan, DOE identifies the fostering of ''a secure and reliable energy system that is environmentally and economically sustainable'' as the first component of its mission. The strategic goal established for energy resources, identified as one of DOE's four businesses, is for ''the Department of Energy and its partners [to] promote secure, competitive, and environmentally responsible energy systems that serve the needs of the public.'' DOE has also identified four strategic goals for its programs in energy resources: (1) strengthening the economy and raising living standards through improvements in the energy field; (2) protecting the environment by reducing the adverse environmental impacts associated with energy production, distribution, and use; (3) keeping America secure by reducing vulnerabilities to global energy market shocks; and (4) enhancing American competitiveness in a growing world energy market.

    The world is interconnected and powered by a number of global energy systems using fossil, nuclear, or renewable energy. This study reviews historical time series of energy production and growth for various energy sources. It compiles a theoretical and empirical foundation for understanding the behaviour underlying global energy systems' growth. The most extreme growth rates are found in fossil fuels. The presence of scaling behaviour, i.e. proportionality between growth rate and size, is established. The findings are used to investigate the consistency of several long-range scenarios expecting rapid growth for future energy systems. The validity of such projections is questioned, based on past experience. Finally, it is found that even if new energy systems undergo a rapid 'oil boom'-development-i.e. they mimic the most extreme historical events-their contribution to global energy supply by 2050 will be marginal.
