    The parallel growth in coal demand and environmental concern has spurred interest in technologies that burn coal with greater efficiency and with lower emissions. Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world. As a result, American companies are in a prime position to take advantage of global niche markets for CCTs. In this context, we propose a standards, model and Web services-based approach for modeling and integrating agile enterprise business processes. The purpose is to benefit from Web services characteristics to enhance the processes design and realize their dynamic integration.     New schemes are being developed by AREVA in order to provide global solutions for safe and non-proliferating management of used fuels, thereby significantly contributing to overall risks reduction and sustainable nuclear development. Utilities are thereby provided with a service through which they will be able to send their used fuels and only get returned vitrified and compacted waste, the only waste remaining after reprocessing. This waste is stable, standard and has demonstrated capability for very long term interim storage. They are provided as well with associated facilities and all necessary services for storage in a demonstrated safely manner. Recycled fuels, in particular MOX, would be used either in existing LWRs or in a very limited number of full MOX reactors (like the EPR reactor), located in selected countries, that will recycle MOX so as to downgrade the isotopic quality of the Pu inventories in a significant manner. Reprocessed uranium also can be recycled. These schemes, on top of offering demonstrated operational advantages and a responsible approach, result into optimized economics for all shareholders of the scheme, as part of reactor financing (under Opex or Capex form) will be secured thanks to the value of the recycled flows. It also increases fuel cost predictability as recycled fuel is not subject to market fluctuations as much and allows, in a limited span of time, for clear risk mitigation. (authors)

    A more objective method for measuring the energy needs of businesses, System Energy Assessment (SEA), identifies the natural boundaries of businesses as self-managing net-energy systems, of controlled and self-managing parts. The method is demonstrated using a model Wind Farm case study, and applied to defining a true physical measure of its energy productivity for society (EROI-S), the global ratio of energy produced to energy cost. The traceable needs of business technology are combined with assignable energy needs for all other operating services. That serves to correct a large natural gap in energy use information. Current methods count traceable energy receipts for technology use. Self-managing services employed by businesses outsource their own energy needs to operate, and leave no records to trace. Those uncounted energy demands are often 80% of the total embodied energy of business end products. Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3/sup 0/C (65/sup 0/F). For each station, global anti K/sub T/ (cloudiness index) were calculated on a monthly and annual basis.     This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

To reach acceptable, constant levels within the next couple of centuries it might be necessary to accept stabilization levels higher than present ones, The annual CO{sub 2} emissions must be reduced far below today`s values. This is a very important result of the models discussed in the 1995 IPCC report. However, any even very modest scenario for the future must take into account a substantial increase in the world population which might double during the 21st century, There is a considerable emission reduction potential of the industrialized world due to efficiency increase, However, the demand for energy services by the growing world population will, inspite of the availability of alternative energy resources, possibly lead to a net increase in fossil fuel consumption. If the climate models are right, and the science community believes they are, we will experience a global warming of the order of a couple of degrees over the next century; we have to live with it. To be prepared for the future it is essential for us to use new research techniques embracing not only the familiar fields of hard sciences but also social, educational, ethical and economic aspects, We must find a way to build up the essential intellectual capacities needed to deal with these kinds of general problems within all nations and all societies.     Using a variety of public sources, a computer model of hydrofluorocarbon (HFC) refrigerant emissions in the UK has been developed. This model has been used to estimate and project emissions in 2010 under three types of scenarios: (1) business as usual; (2) voluntary agreements to reduce refrigerant leakage; and (3) comprehensive regulations to reduce refrigerant leakage. This resulting forecast is that UK emissions of HFC refrigerants in 2010 will account for 2% to 4% of the UK`s 1990 baseline global warming contribution.

    We propose a novel approach to generate chaotic business cycles in a deterministic setting. Rather than producing chaos endogenously, we consider aggregate economic models with limit cycles and equilibriums, subject them to chaotic exogenous shocks and obtain chaotic cyclical motions. Thus, we emphasize that chaotic cycles, which are inevitable in economics, are not only interior properties of economic models, but also can be considered as a result of interaction of several economical systems. This provides a comprehension of chaos (unpredictability, lack of forecasting) and control of chaos as a global economic phenomenon from the deterministic point of view. We suppose that the results of our paper are contribution to the mixed exogenous-endogenous theories of business cycles in classification by P.A. Samuelson [76]. Moreover, they demonstrate that the irregularity of the extended chaos can be structured, and this distinguishes them from the generalized synchronization. The advantage of the knowledge of the structure is that by applying instruments, which already have been developed for deterministic chaos one can control the chaos, emphasizing a parameter or a type of motion. For the globalization of cyclic chaos phenomenon we utilize new mechanisms such that entrainment by chaos, attraction of chaotic cycles by equilibriums and bifurcation of chaotic cycles developed in our earlier papers.

    Companies face much uncertainty about the competitive effects of the recently adopted Kyoto Protocol on global climate change and the current and future regulations that may emerge from it. Companies have considerable discretion to explore different market strategies to address global warming and reduce greenhouse gas emissions. This article examines these strategic options by reviewing the market-oriented actions that are currently being taken by 136 large companies that are part of the Global 500. There are six different market strategies that companies use to address climate change and that consist of different combinations of the market components available to managers. Managers can choose between more emphasis on improvements in their business activities through innovation or employ compensatory approaches such as emissions trading. They can either act by themselves or work with other companies, NGOs, or (local) governments.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    Business optimization is becoming increasingly important because all business activities aim to maximize the profit and performance of products and services, under limited resources and appropriate constraints. Recent developments in support vector machine and metaheuristics show many advantages of these techniques. In particular, particle swarm optimization is now widely used in solving tough optimization problems. In this paper, we use a combination of a recently developed Accelerated PSO and a nonlinear support vector machine to form a framework for solving business optimization problems. We first apply the proposed APSO-SVM to production optimization, and then use it for income prediction and project scheduling. We also carry out some parametric studies and discuss the advantages of the proposed metaheuristic SVM.
